The Papakura Stage 1 Water Treatment Plant project was brought forward by Watercare under urgency to counter Auckland’s most extreme drought in modern times. By steering away from a traditional design and build contract, a ‘build to commission’ strategy was unlocked. BPC, as head contractor, led a team of subcontractors and suppliers to see the works through to completion in just 61 working days. With the entire project effectively sitting on the critical path, the project team pushed the boundaries of what

can be achieved in a short space of time while overcoming a myriad of challenges along the way. The finished 6MLD plant, along with other drought relief projects, has brought material relief to 50,000 Auckland households. The project is a showcase for industry innovation, using modular and containerised treatment and chemical systems, as well as onsite digital tools. The uptake of technology drove down decisionmaking lag, boosted site efficiencies, and allowed design to keep pace with construction – and vice versa.
