Civil Contractors NZ established the Construction Excellence Awards in 1978 as a means of recognising excellence in the civil engineering, construction, maintenance and contracting industry.

Hirepool has been a proud sponsor of the awards since 2003.

Civil contractors who are members of CCNZ compete for the awards annually. The winners are presented with their award at a gala awards dinner held in conjunction with CCNZ’s annual conference.

In 2022 the annual conference and awards were held on 4-5 August 2022 at Te Pae Convention Centre, Christchurch.

CCNZ MAJOR ASSOCIATE AWARD 2022

Major Associate Award MATES in Construction Over the past couple of years, suicide awareness has gone from a taboo topic to a topic that is starting to be talked about on a daily basis. With the Cconstruction industry being the biggest contributor to the high suicide statistics, change and awareness are needed.

MATES in Construction is a charity set up to provide mental health support and suicide prevention for New Zealand’s construction industry. Its work includes research, advocacy and direct training to support people to have good conversations about mental health and prevent suicide. MATES in Construction This has been instrumental in facilitating this change and providing a service, avenue and teaching the skills for members of our industry to speak up. Their willingness to help and personal approach have been what the industry needs to drive change. If they continue with this approach, going forward hopefully the statistics will improve.

MATES engages with workers through on-site training and providing those identified as at risk with case management support that connects them to

suitable professional support.

Field Officers are trained in suicide intervention skills and have experience with the building and construction industry. This allows them to engage easily with workers on site. MATES in Construction has attended been making a point to attend many CCNZ Branch Meetings around all of the regions, as well as delivering their General Awareness Courses and training people to support their colleagues and respond to mental health crisesto members.

CCNZ has supported MATES in Construction, entering into a formal partnership agreement and connecting members with direct training and events. This has enabled thousands of civil construction workers to benefit from awareness training and first responder training to support colleagues impacted by mental health issues.

Celebrating construction excellence – judges comments

We thank the awards judges: Categories 1, 2, 3 and 6, Dave Macdonald and Tim Ford Categories 4 and 5, Steve Hart, Alan Powell and John Bryant. Their comments on the winning entries are summarised below.

CATEGORY 1 WINNER

Abseil Access, Specularite Gully Bridge Build (Hugo Bridge) PROJECTS WITH A VALUE OF UP TO $2M

Abseil Access was appointed from a design and build tender process and took just four months to develop the concept through to completing construction.

This 86-metre long suspension bridge forms part of the Lake Dunstan trail and spans a deep schist rock gully with specularite inclusions. The site is remote with access predominately by helicopter across the lake.

The project involved sourcing all the materials, prechecking the construction at a staging area remote from the final location before helicoptering in all the plant and the structure and installing it on site. The 11 metre timber towers were installed with temporary stays prior to the suspension cables being installed over them. The main suspension cables and wind cables were drilled, grout anchored into the schist rock and tested. The suspension cables had vertical support cables connected to

them off site prior to being draped into position.

The materials used for the bridge blend into the environment through the timber being dark stained and steel components are Corten weathering steel.

The extremes of the local climate required the design to withstand large snow loads and wind loading.

The site was challenging due to its remoteness, and the project required meticulous planning to minimise the helicopter operations and use, working at heights, exposure to the climate, providing a helicopter lifted site hut, and rock drilling and environmental controls around material entering the lake.

The social outcomes of this work as part of the Dunstan trail have enabled a whole new cycling industry to establish in the area with further support to the existing hospitality and accommodation businesses.

The cost of the bridge at $240,000 in the opinion of the judges is real value for money.

Universal Underground, City Rail Link – Major Wastewater Diversion to Basque Park PROJECTS WITH A VALUE OF UP TO $2M

Universal Underground subcontracted to the City Rail Link Alliance to install a drilled 330 metre wastewater high density polyethylene pipe diversion of a Watercare asset away from the twin rail tunnels.

The contractor's early involvement in the design resulted in a drilled curved alignment that eliminated a deep access shaft and a pump station.

This provided an approximate $1m cost saving.

This also enabled the route to be under public land which eliminated the need for a resource consent as the diversion was originally proposed to go under private property.

The area of the works was in an urban environment with inherent risks such as adjoining apartments, public access, traffic, noise, existing services, ground water and drilling fluid management and a very restricted working space.

A multi drill process including a pilot hole though to final hole were drilled in soil conditions that

varied from alluvial to sandstone/siltstone rock and solid basalt.

Due to the pipe depth (up to 26 metres) this required the assistance of a specialist steering subcontractor based in Australia.

With a Covid border closure the pilot hole was steered remotely from Melbourne in real time.

The pipe route coordinates were provided on completion and CCTV confirmed no reverse grades.

The pull though of the pipe in the confined working area required seven joints in the pipe when normally there would be two. Each joint installation and testing took around four hours prior to restarting pulling and increased the risk of pipe lock when restarting the pull.

A very successful use of the latest horizontal drilling technology and full credit to Universal Underground for the risk profile they managed in successfully installing an alternative that saved the client both time and money.

Geovert, Waikato River Bridge to Peacocke Soil Nails PROJECTS WITH A VALUE OF UP TO $2M

Geovert, as sub-contractors to HEB, developed a unique stabilising solution for the embankment adjacent to the abutments of a new major Waikato river crossing connecting to the existing SH 1 and enabling the rapidly developing major residential area in the south of Hamilton.

The work was carried out immediately adjacent to the Waikato River and for a height of around 35 metres above the river.

A custom designed platform was used to support a crawler rig for the 150 mm soil nail drilling. This enabled a safer work environment, a more cost

effective and reduced timing for installing the soil nails and assisted greatly in protecting the Waikato River from pollution.

A special silt fence was constructed to provide protection at the river edge. This was regularly cleaned of debris that fell from the site.

A great team culture was developed and an excellent working relationship developed between HEB and Geovert. This has led to further opportunities for Geovert to work with HEB around the country.

CATEGORY 2 WINNER

HEB Construction, Interislander Rail Ferry Terminal (RFT) 3 Linkspan Project PROJECTS WITH A VALUE OF BETWEEN $5M AND $20M

The benefit of an established working relationship between KiwiRail and HEB was called on when critical wharf works were required to accommodate the UK Ferry Valentine brought in to replace the main Cook Strait Ferry Kaiarahi due to gear box failure.

The Valentine has a much wider and heavier stern door for loading traffic, requiring the ports hydraulic linkspan be upgraded otherwise the Valentine would have nowhere to berth upon its arrival in Wellington.

With no time to go to market, KiwiRail engaged the services of HEB on a design and build basis based on their track record of completing other works on site at Wellington and proven relationships with the client.

In addition to the construction of the new linkspan there was a requirement to maintain the existing Interislander ferry services for the port

owner CentrePort making the project even more challenging.

With a non-negotiable programme deadline the team at HEB took on the challenge of planning, designing, and building the new structure to accommodate the arrival of the Valentine from the UK. Whilst the challenges continued daily, the project outcome was successfully delivered without compromising safety, quality, or environment testament to the team’s innovation and collaborative approach.

This was truly a great outcome for the client KiwiRail, Port owner CentrePort and the constructor HEB with the new linkspan operable as planned on 24 of December 2021 just in time for the busy summer holiday period.

CATEGORY 2 HIGHLY COMMENDED E Carson & Sons, Jervois Quay Emergency Stormwater Upgrade 2021 PROJECTS WITH A VALUE OF BETWEEN $5M AND $20M

The Jervois Quay Stormwater Upgrade Project was initiated due to the potential risk of a major road collapse on one of the main thoroughfares through the Wellington CBD. Wellington Water engaged the services of E Carson & Sons to undertake this project under emergency works to construct a replacement 750 mm Reinforced Concrete stormwater main 2.5 metres deep in a tidal environment across Jervois Quay.

Careful planning and a detailed methodology was undertaken for this full lane closure, requiring the collaboration of a number of suppliers to achieve a successful outcome.

Coordination of several construction teams was

necessary to complete the physical works with this project requiring a 24-hour commitment over a fourday working envelope.

Temporary traffic management played an integral part of the project with 17 separate sites required to manage the various closures 24/7.

The new pipe was installed in close proximity to a number of critical underground services including 33KVA & 11 KVA power cables, the main city link fibre optic cable as well as an 800mm diameter bulk water main feeding the east side of the city.

Despite all the challenges and risks the project was delivered ahead of time, constructed to a very high standard with both clients WWL & WCC very happy with the project outcome.

CATEGORY 2 HIGHLY COMMENDED Rock Control, SR10 Rockfall Canopy PROJECTS WITH A VALUE OF BETWEEN $5M AND $20M

SR 10 is an exposed section of the Kaikoura coastline bounded by a 110m vertical rockface with State Highway 1 running directly below the site.

Rock Control were awarded the project to construct the client designed canopy structure and attenuator following an invitation to tender for this work, having previously advised on options for the site.

The physical works comprised of drilling of anchor works incorporating TECCO mesh that was installed in four locations. Most of this work was undertaken with operators suspended via harnesses and to make things even more challenging completed at night whilst the state highway was closed allowing the road to open during the day.

Another section of the works including a 30m x 6.5 m high anchored shotcrete wall incorporated to

provide support in a location where milling work was undertaken to widen the road.

A 100m long self-cleaning canopy made up of 87 steel wire ropes and 14 support posts were then erected to protect the newly widened road below, this section required precise engineering detail to construct due to the variability of the rock wall geometry.

During the construction of the canopy, 2100 m2 of Geobrugg Rocco and Geobrugg TECCO mesh was installed on the canopy structure to provide a low maintenance rockfall protection solution.

Collaboration and Innovation contributed significantly to this successful one-of-a-kind project with the benefit of early contactor involvement de-risking the project for a very happy client, the North Canterbury Transport Infrastructure Recovery Alliance.

CATEGORY 3 WINNER Brian Perry Civil, Bluff Town Wharf Upgrade PROJECTS WITH A VALUE OF BETWEEN $20M AND $100M

Bidding for this work first occurred in 2018 when all tenders were declined as they were well over the budget and the tender process cancelled.

This led Brian Perry Civil to look at alternatives that could better meet the client’s requirements.

Their key to a solution was to use the staging works to become the permanent solution and this increased the load capacity for future use of the wharf than was originally proposed.

In 2019 South Port were made aware of Brian Perry Civil's alternative and entered into an early contractor involvement process to develop a buildable and cost effective solution. The new construction proposed impacted on tanker operational issues at the wharf for South Port and these were worked through to a satisfactory conclusion.

The design and construction process was very collaborative with all issues being openly discussed and resolved.

Risk management was developed jointly and risk apportioned to the party best able to manage these with targets set and agreed with benefits to both parties on achieving these.

On site work was managed in a completely transparent way with a very open approach in communications and resolving upcoming concerns well before they eventuated.

With the impact of the frequent tanker use of the wharf closing the construction site Brian Perry Civil on site staff were relocated to do other works for South Port.

A very strong team culture was developed for the works which had the benefit of a great cohesiveness and willingness to help each other in completing the works. The outcome from developing this very strong working relationship between South Port and Brian Perry Civil is a more robust solution than originally intended that provides South Port with an outcome that met their initial needs and also provided an investment that could support future opportunities.

It is worth noting that only a few months after completion South Port are having initial discussions with a third party that has the potential to utilise the completed work further. This option would not be available if the initial design in 2018 had been constructed. Very much a win/win outcome.

CATEGORY 3 HIGHLY COMMENDED McConnell Dowell Constructors, Westland Milk Products Ocean Outfall PROJECTS WITH A VALUE OF BETWEEN $20M AND $100M

McConnell Dowell designed and constructed this ocean outfall 844 metres out into the sea which is a first on the West Coast of the South Island. The completion of the job meets the local objective of improving the quality of the Hokitika River.

The work involved the construction of a temporary 60 m long and 7.5 metre deep sheet piled launching trench with continuous dewatering, a micro tunneling boring machine (MTBM) drive at up to 12.5 m below sea level, installing the 1.2 m diameter HDPE pipe, recovering the MTBM from 4 m below sea level installing a diffuser beneath the sea bed and connected to the outfall pipe, connecting the pipe to the on shore works and removing all the temporary works.

The project had some very high risks including working in the extremes of the West Coast weather,

access over the Greymouth bar for work at the pipe end, removal of the MTBM from below the sea bed, use of a mass flow excavator to access the MTBM and install the diffuser.

McConnell Dowell utilised its experience and knowledge of managing these risks from other outfall projects it has recently completed.

Environmental concerns for the area focused on the interface with the local flora and the presence of the Little Blue Penguin and Hectors Dolphin. These aspects were well planned for and managed during the works to minimise any negative impacts.

The team worked closely with the client and designers to complete the works under very challenging conditions and to meet the resource consent requirement timing for the new outfall to be operative.

CATEGORY 4 WINNER

CB Civil, Peacocke Northern Transfer Mains Project PROJECTS WITH A VALUE OF BETWEEN $20M AND $100M

Hamilton City Council's Peacocke Northern Transfer Mains Project is part of a wider programme of works to provide infrastructure for over 8,000 new homes over the next 30 years to accommodate expansion of Hamilton City.

The project provides two pressure mains of 630mm and 355mm diameter for about 5.5km along the busy Wairere Drive with associated tie-ins to existing operational infrastructure. Pipe depths vary up to 6m and include a mix of trenched and trenchless solutions, with traffic management, protection, relocation and replacement of existing underground and overhead services required.

The judges were most impressed by the collaboration and innovation shown by the contractor in initially providing a tender under budget for this lump sum contract and to also establish with the client an agreed set of project values, targets and objectives to define “what good looks like” for the project. Having done this, the contractor proposed and the client accepted, further value engineering proposals to bring the price down to a point where an additional $5M of work was able to be included within the original project budget

while also providing better margin to the Contractor.

Other impressive achievements were: - 200,000 manhours worked without incident - Use of a cloud based business system providing current information to participants - Proposal and acceptance of recycling opportunities to use available site materials and cheaper alternatives to those specified - Adoption of Alliance type attitudes to achieve an exceptional outcome on a lump sum project - Completion of the project almost a year earlier than tendered, offering a significant administration benefit to the client - Client so impressed with the project outcome they engaged an external consultant to assess modification to procurement process and delivery to achieve similar results The judges congratulate CB Civil and their client Hamilton City Council for winning the Category 4 Hirepool Construction Excellence Award by collaborating to achieve a project outcome ahead of time, below budget and without incident - a rare and almost unheard of outcome, in this current resource constrained environment.

CATEGORY 5 WINNER

Joint Venture Downer NZ & Soletanche Bachy, City Rail Link Contract 1 Britomart PROJECTS WITH A VALUE OF GREATER THAN $100 MILLION

The City Rail Link Contract 1 Britomart required the construction of two rail tunnels starting in the Britomart Station and extending under the old Central Post Office and adjacent public space. The project had significant construction challenges and equally significant risks. These included underpinning and temporarily supporting a 14,000 tonne heritage building; constructing 20m deep concrete walls with only 7m headroom whilst working around the temporary building supports and working in and around Auckland’s busiest commuter rail station.

The early contractor involvement contract form provided the Downer-Soletranche Bachy joint venture team the opportunity to work collaboratively with the client, City Rail Link and designers, Aurecon during the design development, which they took full advantage of. In addition, consultation was required with rail operators, heritage organisations, iwi and the public throughout the project duration. The judges were impressed with the attention to detail and planning of the temporary and permanent works construction methodologies. This included developing safe construction practises and real-

time digital monitoring of building and ground movements. The use of a fully integrated 3D BIM model was critical in avoiding temporary / permanent works clashes and the successful installation of an extensive network of services.

The one year spent in the planning phase produced outstanding results for the project.

Numerous heritage features inside the CPO buildings required removal or demolition during the construction works. The use of detailed point cloud scanning and photographic records lead to the successful restoration of the heritage building’s visual features.

Equally impressive was the completion of 2.5 million hours of work with zero harm, a feature seen at many of the projects visited this year by the judges, an outstanding trend for the construction industry.

The project also achieved excellent outcomes in sustainability and environmental.

The judges congratulate Downer NZ and Soletanche Bachy joint venture on the successful delivery of this highly complex project and winning the Category 5 Hirepool Construction Excellence Award.

CATEGORY 6 WINNER

CORDE, Contract 19/43 District Road & Drainage Maintenance 2020 – 2023 MAINTENANCE & MANAGEMENT OF ASSETS

CORDE has held the Waimakariri Road Maintenance Contract for the past 27 years and has built up a local loyal team to service this contract consistently over this period.

The company values of CORDE based around family, trust and teamwork are evident and this is the way they manage and deliver their contract with Waimakariri District Council.

The use of modern systems coupled with field knowledge have allowed CORDE the opportunity to develop and maintain a sensible approach to asset management based on the 80:20 rule. Experience has shown that 20 per cent of the district's roads carry most of the vehicles with the other 80 per cent carrying less traffic. This helps determine the funding option where most of the allocation is directed towards the busier roads. Supplementing this asset strategy is the practical Deming model of “Plan, Do, Check, Act” that allows continuous improvement in everyday dealings and longterm planning. To ensure the network condition is

maintained to the contract standard and specification rigorous audits are caried out, any non-conformances are recorded and closed out in accordance with the contract quality plan.

Training and development in CORDE is also a key to the ongoing relationship with Waimakariri District Council ensuring the staff working on their network are suitably skilled, CORDE has a policy of investing 2 per cent of its salary and wage spend on training.

Innovation also plays a key part to the successful delivery of the contract in particular the investment in information technology allowing council access real time data throughout the network. CORDE also has a fledgling programme to identify areas that it can work on to reduce its carbon footprint as part of its sustainability strategy.

Underpinning all the aspects associated with the successful delivery of this contract is the collaborative framework in which the contract is managed/ administered resulting in a win/win relationship for both the contractor CORDE and the client.

SouthRoads is an Invercargill based family construction and contracting business contracted to Waka Kotahi NZ Transport Agency for the maintenance and management of the Southland State Highway NOC (Network Outcomes Contract).

Throughout New Zealand there are 21 NOC contracts delivering this service, SouthRoads are the only tier 2 company contracted to Waka Kotahi with the balance delivered by tier 1 contractors.

Since the award of this contract in 2016 SouthRoads have continued on a journey of continual improvement culminating in them being the number 1 NOC in the country achieving a perfect KRA score of 4 at the end of June 2021.

Contributing factors to this result include working

in and embracing a very strong collaborative environment across all levels of the business where issues are worked through professionally.

The team is also challenged to continually improve their performance including the development and incorporation of innovation to place them ahead of the competition.

Customer satisfaction ratings have increased from 52 per cent at the commencement of the contract in 2016/2017 through to 81 per cent for the 2020/2021 financial year, indicating a strong community engagement on issues. It is evident that SouthRoads have fully embraced the NOC contract philosophy/ delivery and deservedly achieved the KRA score of number 1 throughout the country.

Bridging Specularite Gully PROJECT: Specularite Gully Bridge Build (Hugo Bridge) CONTRACTOR: Abseil Access CLIENT: Central Otago Queenstown Trail Network Trust/Southern Land VALUE: $240,000 The Lake Dunstan trail is a great addition to the network of cycle trails throughout Central Otago.

It links Cromwell to Clyde running along the western shores of Lake Dunstan. Specularite Gully is a rocky obstacle named after the remarkable schist rock with specularite inclusions.

Abseil Access won the tender to design and build this unique structure working alongside the other trail building teams.

The work included design and engineering of the bridge with a load capacity of 20 people with a width suitable for cyclist passing both directions and meeting the NZ cycle trail code grade 2; 300kN cable anchors drilled into rock; and aesthetic design and integration into the environment.

With limited access, all materials and tools had to be flown across Lake Dunstan by helicopter, including the heli-portable pneumatic drill rig, compressor and grout plant.

Main cable anchors are drilled 9m into the hard schist rock to provide a working load capability of over 300kN. The 28mm IWRC main cables support

15 tons of deck as well as 240kN live load or a snow load of 25 tons.

To blend into the environment the 11m high timber towers are darkstained and the steel components are Corten weathering steel. The wind cables are catenary and capable of stabilising the deck in winds up to 230 km/hr. The total turnaround time from concept to handover was four months.

The Mill Road Pump Stations No 1 & No 2 upgrade (shovel ready) project demonstrates what a small, diverse and young crew can do in the face of adversity.

Two new leaders were appointed: a first time Project Manager and Site Foreman. Bound by a strict timeline, working in water, accessing difficult to reach areas, and navigating materials supply severely impacted by Covid lockdown, the Brian Perry Civil Team not only delivered on time, but came 15 percent under budget.

Innovative thinking was key, including helping suppliers solve their problems by sourcing steel for them independently. Clever use of diggers to help access difficult to reach areas, and maintaining open, transparent communication with all project partners and stakeholders facilitated success. Yet it was the team’s desire to make this project a success for Waikato Regional Council that underpinned everything. So successful was the project delivery, the client immediately awarded further contracts to the team.

Connecting a community PROJECT: Kaiwaka Footbridges CONTRACTOR: Bridge It NZ CLIENT: Kaipara District Council VALUE: $460,000

Members of the small Northland community of Kaiwaka have long dreamt of solving their safety, connectivity and accessibility issues.

They appointed Bridge It NZ, which has significant experience in solving complex challenges, to design and build two 24m footbridges.

Heavy traffic on SH1 through Kaiwaka made it dangerous to cross the road and difficult to reach shops, cafes, bus stops and picnic spots at McClean Park.

Two tidal waterways separate these amenities so dedicated footbridges connected to timber boardwalks and gravel pathways were designed to provide safe passage.

Kaiwaka’s footbridge project began in August 2021 and was officially opened in March 2022. Kaipara District Council was the client, and Bridge It NZ was supported by its engineering partner, Tiaki Engineering Consultants.

Key contractors include East Coast Bobcats, NPL, Parkers Transport and locally-based Landcare Services and LVF Engineering.

Bridge It NZ helps clients unlock the potential of their land. These footbridges open up what this town has to offer – it can now be a picnicking stop-off on SH1, or the start of new district cycleways. A pump track is being added now that the area is safe and accessible and both footbridges and boardwalks have made an instant and long-lasting impact.

Skating Success PROJECT: Masterton Skatepark Redevelopment CONTRACTOR: Hunter Civil CLIENT: Masterton District Council VALUE: $1.9m The Masterton Skate Park Redevelopment Project has recently been completed by Hunter Civil.

The project, which was completed in February 2022 for under $2 million dollars, is a great community asset.

The client was the Masterton District Council, the design was completed by RICH Landscapes (of Auckland) and construction completed by Hunter Civil of Christchurch. CF Projects completed the contract administration/ management on behalf of the client and also undertook independent Quality Assurance inspections.

The project began in May 2021 and spanned across the 2021 winter and spring/summer of 21/22. This added to the many challenges of the project, including managing the impacts of Covid-19 illness and national lockdowns.

As with nearly all projects there was a limited budget but a big wishlist. We believe that through careful

management, construction smarts, value engineering and design detailing we were able to manage the budget and deliver as many of the wishes as possible.

Both the client and the local skateboarding community were rapt with the final product and Masterton now has one of the ‘to visit’ skateparks in New Zealand.

TG Channel Drains – The Hidden Complexity PROJECT: Transmission Gully Channel Drains CONTRACTOR: PCL Contracting CLIENT: CPB HEB joint venture VALUE: $1.7m Transmission Gully’s “issues” have been well-documented.

The reality for the contractors involved led to problems and delays no one could have anticipated. As a result, the client and consultant to PCL – CPB and HEB – took on what was to become one of the most talked about pieces of Infrastructure in New Zealand’s history.

PCL Contracting was just a small part in this process, but the challenges it faced were also unprecedented.

The delivery and “light-bulb moment” innovations enabled this part of the works – 1.9 kms of channel drain, 1900 individual drains, each weighing

85 kgs per section – to be done safely, efficiently and in the last push, expediently.

Installation design, H & S Programme and budget were all met outstandingly in a six-month programme spanning three years from August 2018 to August 2021 (refer “problems and delays” above), while still maintaining a profit above that initially priced.

“Credit has to go to the teams that performed the work on the ground and the extra hours they worked, day and night, on weekends, to meet the timeframes. Without the culture the team has across all areas of the business, we wouldn’t have been able to do it.”

Remarkable Restoration PROJECT: Deep Creek Watermain CONTRACTOR: Fulton Hogan CLIENT: Dunedin City Council VALUE: $366,000 Deep Creek Raw Water Feed remediation project shows what can be achieved when a client, the contractor and subcontractors have a one-team relationship.

The result helped safeguard Dunedin’s water supply after a significant Act of God, at a cost equivalent to less than $2 per resident.

On 24 September 2021, a 4000m3 rock fall destroyed the raw water feed at Deep Creek, in the hills of Middlemarch. Deep Creek is the source of 60 percent of Dunedin’s potable water, flowing to the city’s Mt Grand Reservoir via a 40 kilometre concrete and steel gravity-fed pipe system. This left Dunedin City with an estimated maximum of 40 days’ supply of water. The initial projections were that reinstating the Deep Creek Raw Water Feed could take up to six weeks.

The project was completed in less than four – a week building the access, 10 days clearing the rock and a week fabricating and installing the

infrastructure.

Working with Dunedin City Council, GHD and subcontractors Action Engineering, GroundFix and Geosolve, Fulton Hogan developed and executed an operating plan to successfully meet this pressing need in a challenging and unpredictable environment, ensuring New Zealand’s fourth largest city had an undisrupted flow of potable water.

A complex diversion PROJECT: City Rail Link – Major Wastewater Diversion to Basque Park CONTRACTOR: Universal Underground CLIENT: Link Alliance – City Rail Link VALUE: $728,482 The City Rail Link Project is New Zealand’s largest civil infrastructure project to date. Design and construction of this project is being carried out by Link Alliance.

A major diversion was required for the wastewater conveyance at Mt Eden, where the new City Rail Link tunnels connect with the existing rail system.

The design for this diversion comprises a DN560 SDR7.4 PE horizontal directional drilled installation, 330 metres long, at depths up to 26m below ground level with open

excavation sections at each end.

The design of this diversion includes many innovative aspects to meet the unique challenges of a medium diameter horizontal directional drilled installation in the congested urban environment at Mt Eden and Auckland’s unique volcanic geology.

Design parameters and installation methodologies were selected and included two trenchless construction methodologies in series to achieve this unique pipeline installation with difficult site conditions and installation requirements.

Saving a community asset PROJECT: Jackson Bay Causeway Upgrade CONTRACTOR: Liddell Contracting, part of the Isaac Group CLIENT: Westland District Council VALUE: $1.2m In 2020 Westland District Council (WDC) approached Liddell Contracting to scope and repair the Jackson Bay wharf, which is critical infrastructure to the Jackson Bay and Haast community.

This was therefore a very important community project – if work could not be completed within WDC’s budget, there was a real risk the wharf could no longer be used. Despite the complexities of delivering works in a very remote location, which was hard to access, experienced weather extremes and subject to tidal conditions, the Liddell team found a way to repair the wharf’s causeway within WDC’s budget.

We applied engineering skill, and out of the box thinking to value engineer a cost-efficient repair solution. This included developing three ‘bespoke’ items of plant with which to access the structure and manoeuvre timbers and components. As a result, the community of Jackson Bay has a wharf structure which is safe and can continue to be used. Stage Two to refurbish the main wharf has also been future-proofed – the access methodology and gear developed for the causeway portion will enable these works to be performed in a similarly safe and cost-efficient way.

“Let’s do something different” PROJECT: Peacocke Road Soil Nails CONTRACTOR: Geovert CLIENT: HEB Construction VALUE: $1.1m HEB needed a Geotech subcontractor to undertake the Peacocke Road Soil Nails project in Hamilton for the foundations of the new Waikato River Bridge.

Geovert stepped up to the challenge of a high risk, complex, and environmentally sensitive project.

With a culture that drives innovation Geovert developed an innovative drill solution, of a crawler drill rig suspended on a custom-built drilling platform. This delivered cost savings, productivity, improved safety, and environmental protection of the Waikato River rather than using a wagon drill which was initially envisaged.

With the slope towering 30 – 40 metres above the river and no flat ground for conventional methods of river protection, Geovert developed a custom designed horizontal silt fence with a cantilevered platform. As well as capturing any loose material and debris, the silt fence could be

constantly monitored, regularly cleaned and as an added benefit, the solution would remain in place during the bridge construction – an ongoing solution.

Boots on the ground in July 2021, the project was completed in February 2022, despite Covid creating disruption to the programme.

From Vienna, with love PROJECT: Hundertwasser Art Centre – Civil and Landscape Package CONTRACTOR: Robinson Asphalts 1992 CLIENT: Trigg Construction VALUE: $1.5m Trigg Construction approached Robinson Asphalts to complete the civil and landscaping works at the Hundertwasser Art Centre (HAC).

As the world’s last design of famous architect Friedensreich Hundertwasser to be built, the project was strictly overseen by the Hundertwasser Foundation in Vienna to ensure it honoured Hundertwasser’s legacy.

The type of work was not strange to our team, but the method and desired finish often was, with each component requiring sign-off by the Foundation.

We started the project in January 2021 and finished in November 2021.

Our team, including Project Manager Sam Cowan and Foreman Brett Hill, successfully delivered the second largest rooftop garden in the southern hemisphere, uniquely uneven and random paving, a bespoke water feature, streetscape and much more.

Both client and public feedback for this project have been overwhelmingly positive, and Robinson Asphalts feels privileged to have been selected for, and to deliver this incredibly unique project for our community.

Homer Tunnel is a remarkable section of the Milford Road linking Te Anau and Milford Sound/Piopiotahi and an iconic link to Downer’s past.

In June 2020, Downer was given the opportunity to resurface the tunnel it helped construct in the 1940s.

The tunnel was resurfaced in a tight window between summer tourism traffic, avalanche season, and the extreme cold and wet conditions that Southland experiences for many months of the year.

One of the most remote pieces of

asphalt in the country, key to project success was setting up a mobile asphalt plant in Te Anau. We engaged local subcontractors with experience navigating the windy, icy road between the tunnel and Te Anau and manoeuvring heavy paving plant within the narrow tunnel itself.

Downer is immensely proud of the role we played in resurfacing the Homer Tunnel, increasing resilience of the road network, and safeguarding our people and the environment during delivery in challenging conditions.

Water quality upgrade success PROJECT: Meremere Wastewater

Treatment Plant Civil Upgrade CONTRACTOR: Civil + Build CLIENT: Apex Water (Working for

Watercare Services) VALUE: $2.7m

Civil + Build completed the Meremere Wastewater Treatment Plant in the North Waikato, between November 2020 and December 2021, working with Apex Water, for Watercare Services.

This was a design and build project, with Chester Consultants completing the design. The works included a complete upgrade to the existing plant, which had to be completed while keeping the existing plant operational.

A quarter of the existing treatment pond had to be reclaimed under live conditions. This involved constructing a 90m causeway across the pond, which allowed the reclaimed area to be pumped out, undercut, and filled.

The causeway minimised cost as it avoided the need for sheet piling and waterproof lining, while also forming the new permanent edge of the pond.

The causeway had a bentonite mixed trench through the middle of it to decrease permeability.

Ground conditions were extremely poor, and required significant improvements, prior to the installation of the tanks and pipework, and construction of the final slabs and above ground pipework.

The end result is a vastly improved water quality discharging from the plant. The aesthetics of the site has also increased significantly, with the construction of new wetlands, and reshaping of the pond.

Carson & Sons to call on all of its 40+ years of experience to ensure a successful outcome was achieved in a highpressure environment, within an extremely tight timeframe.

We are pleased, that with the support of our consultants GHD and our sub-contractors G.P. Friel, E.N. Ramsbottom, McCormack Group, ATMS and JB’s, we were able to deliver an outstanding solution that will alleviate flood risk in this crucial heart of Wellington CBD.

Construction of a 750mm Reinforced Concrete Stormwater main, 2.5m deep in a tidal environment, across six lanes of traffic in four days, required significant logistics and planning, cross-team collaboration, technical expertise and consistent focus to ensure we got the right result for our client, Wellington Water (WWL), safely.

We are proud to have delivered this challenging project safely and on time.

Management of stormwater at this low-point of Wellington’s CBD has been an issue for WWL and WCC for a number of years, with a solution for an up-sized culvert on the books for almost a decade.

Environmental place-making for Wanaka PROJECT: Wanaka Lakefront Development Stage 3 CONTRACTOR: CORDE CLIENT: Queenstown Lakes District Council VALUE: $3.7m CORDE constructed a prominent landmark at the heart of the Wanaka township, designed to create a sense of place for both the locals and visitors to enjoy.

Our environmentally-focused methodology convinced the client that CORDE really understood the key drivers for the project.

This involved working both within a busy roading corridor and the lake foreshore to construct a 2.5m wide continuous active travel path for pedestrians and cyclists, directly connecting the town centre to the marina. This included the addition of timber retaining walls, safety railings, street lighting and improvements to open recreation spaces. And the crown jewel, a 240m timber boardwalk positioned at the edge of the lake, providing a safe alternative pedestrian route incorporating lookouts and seating areas. Nestled alongside is a native plant scheme to enhance ecology.

Temporary works included the use of elevated and enclosed workstations to contain sawdust, hybrid floating booms, silt fences, tree exclusion zones and dedicated refuelling stations. The CORDE team also constructed floating breeding boxes for the community-led grebe programme located adjacent to the work site. Extensive community liaison combined with comprehensive traffic management, especially for pedestrians and cyclists, earned CORDE high praise from the locals.

Working closely with client Waka Kotahi NZ Transport Agency, tangata whenua, WSP and a range of committed subcontractors, Fulton Hogan has demonstrated the difference enlightened civil construction can make to the environment, and how lessons from the past can be learned and acted upon in an inclusive and harmonious way.

In that sense, the SH10 Culvert Replacement is an environmental win for all – human, bird, fish and invertebrate.

Rarely does a project of this size touch on so many aspects of civil engineering and environmental enhancement simultaneously. En route to an engineering and environmental outcome that will benefit generations

to come, the team set out to make every step an environmentally considerate one – from recycling all recyclable material, reusing material from previous Fulton Hogan projects, reactivating an old disused quarry nearby as a low carbon source of material and for placing silt dredged from the river, and maximising the area of temporary road retained for future public use.

All the while, the project, the process and the protocols respected the needs and aspirations – and benefited significantly from the wisdom and knowledge of local history, of tangata whenua from Kenana Maree, Aputerewa Marae and Pukenui No2 Trust and Te Paatu ki Kauhanga Trust Board.

Innovation protects Dunedin waterway PROJECT: Malvern Street Sewer Replacement CONTRACTOR: Isaac Construction CLIENT: Dunedin City Council VALUE: $2.4m The Water of Leith, which flows through North Dunedin, is an important part of flood protection infrastructure for the area. However, significant work was required to renew the damaged 1943 sewer main and to provide protection to the sewer from the aggressive effect of flooding that occurs.

During tendering, it became apparent the intended approach, which was to divert the flow of the Leith so works could progress, would most likely be insufficient. The waterway is fed by a large and steep catchment – it is a floodway not a benign stream.

So if works were to proceed in this volatile environment construction

methodologies had to be carefully considered.

Isaac Construction played a key role in the redesign of works so they could proceed safely, while protecting the ecology and quality of the waterway.

Isaac Construction addressed this by developing an innovative flume structure, which was portable, could handle up to 12 Cumsec of flow, and be easily dismantled and removed quickly in the event of a flood.

As a result, the project proceeded and was completed safely using environmentally sound construction processes to ensure all contamination run-off-risks were managed, and fish passage through the worksite was maintained.

Heavy vehicle's weigh in PROJECT: Weigh Right Programme – Glasnevin CONTRACTOR: Higgins CLIENT: Waka Kotahi NZ Transport Agency VALUE: $4.4m Glasnevin Weigh Right demonstrates Higgins’ ability to successfully collaborate with WSP Opus to deliver a contract that supports Waka Kotahi NZ Transport Agency’s goal of enabling a productive land transport system for the heavy vehicle industry.

Completed between August 2021 and March 2022, the project scope included site clearance, minor earthworks, the installation of a new 50m long concrete weigh bridge, extension of the existing compliance building, construction of a vehicle testing shed, mechanical, drainage, power, and telecommunication services, fencing, road and footpath construction and landscaping.

Glasnevin, an hour north of Christchurch on SH1, involved complex and varied construction with the management of multiple specialist subcontractors (including vertical, electrical, structural, mechanical, drainage and civil). Each scope of work had specific, tight tolerances on the finished levels e.g. the weigh bridge +-2mm. Design limitations mean there were multiple changes to the scope and variations to manage to ensure they did not affect the programme.

Close coordination with Waka Kotahi NZ Transport Agency, engineers, the Police and subcontractors was necessary to successfully deliver this project. The project was within a Police operational area, so Higgins had to carefully manage safe passage and limit disruption to their activities.

Teams toil at terminal upgrade PROJECT: Interislander Rail Ferry Terminal (RFT) 3 Linkspan Project CONTRACTOR: HEB Construction CLIENT: KiwiRail VALUE: $3.6m On 1 November 2021, HEB Construction began the RFT3 Linkspan Project for KiwiRail, strengthening the linkspan at CentrePort in Wellington to fit a different ferry.

With a new ferry due to begin operating in New Zealand in December 2021, KiwiRail, HEB, and Holmes Consulting had a short timeframe to upgrade the linkspan to hold the larger and heavier ferry door so it could safely load and unload freight.

There were several challenges on this project. As an operational linkspan, the team had to make sure all systems worked and clear the site every time a

ferry berthed so that they could unload with no disruption. Working within the marine environment, protecting the environment and marine life was key.

With a strict commissioning deadline of 24 December 2021, the teams worked day and night to meet the deadline in time for the Christmas travel rush.

The team achieved the project deadline with minimal disruption, no health and safety issues, and no environmental concerns due to strong collaboration with all parties. Leaving logos at the door, the delivery team came together as colleagues to solve the challenges rather than as client, contractor, consultants, designers, suppliers, or subcontractors.

The strengthening of five bridges in Waioeka Gorge for Waka Kotahi NZ Transport Agency provided an opportunity for BBR Contech to apply its specialist expertise to an important project on the state highway system.

Working with Beca, BBR Contech developed an alternative proposal that reduced cost and the time taken to complete the work. The project team

completed the first bridge in summer of 2021 and the remaining bridges in the summer of 2022. The work was completed four months ahead of the contract completion date resulting in significantly reduced disruption for road users. The time saving resulted from detailed planning of the work and by carefully managing traffic management, staging of the work and new methodologies resulting in an excellent outcome for all involved.

Rockfall risk safety upgrade PROJECT: SR10 Rockfall Canopy CONTRACTOR: Rock Control CLIENT: NCTIR VALUE: $3m SR10 is an exposed section of the coastline located 10km south of the Kaikoura township.

The site is a 110m high vertical rockface. State Highway 1 runs directly below the site and is bordered on the opposite side of the road by a large seawall protecting the highway from the Pacific Ocean.

SR10 has been a source of rockfall onto SH1 for many years, and the rockfall risk increased after the 2016 magnitude 7.8 earthquake in Kaikoura which caused widespread damage to road and rail infrastructure along the east coast.

NCTIR awarded Rock Control the SR10 project, which ran from July 2020

through to June 2021.

The project included the installation of a large rockfall canopy structure which extends over SH1. Pinned TECCO mesh, Drape mesh system and shotcrete were also installed to provide further protection to road users.

The Rock Control crew were supported by a team of highly experienced engineers from Aurecon, WSP, Engeo, Tonkin + Taylor. NCTIR project managers and site engineers managed traffic and public relations which allowed Rock Control to focus on construction tasks. All parties involved bought valuable resources who all pitched in to deliver the project.

Peninsula project proves a success PROJECT: Peninsula Connection SP4 CONTRACTOR: Fulton Hogan CLIENT: Dunedin City Council VALUE: $17.8m For 90 years, Fulton Hogan has worked on some of Dunedin’s leading infrastructure projects – but few quite like Peninsula Connection.

This project enhances public access to the Otago Peninsula – by any means desired. It is a spectacular, exposed and sensitive location and this, along with its importance to DCC and the people of Dunedin, meant it faced considerable scrutiny.

This entry is for the ‘SP4’ project, from Company Bay to Broad Bay. SP4 involved multiple aspects of civil engineering, from road widening (by an average of eight metres) to road raising (by an average of 0.6 metres), pathways, boardwalks, stairways to access the harbour, relocation

of boat sheds, public seating areas, landscaping, native planting and a hand-laid stone sea wall.

Despite Covid, the team completed the project two months ahead of schedule and on budget (excluding variations). There were multiple factors behind this, and none more significant than the extraordinary level of community involvement, engagement and support. This included public, community and even private facilities being made available to the project team, and Fulton Hogan reciprocating in a variety of ways.

Fulton Hogan’s stated purpose is “Creating, Connecting and Caring for Communities”. Few projects of scale are as true to these words as SP4.

Rehabilitation of sacred Auckland landmark PROJECT: Puketutu Island Rehabilitation Phase 4D CONTRACTOR: Fulton Hogan CLIENT: Watercare Services VALUE: $15m In the Manukau Harbour just north of Auckland International Airport lies Puketutu Island.

Known as Te Motu a Hiaroa to Mana Whenua, it is sacred to the people of Te Kawerau Maki, Te Waiohua and Waikato Tainui, as the first permanent home of the crew of the Tainui waka in Aotearoa. In the 1950s, the island’s scoria and basalt rock was quarried for projects, including the expansion of nearby Auckland Airport. On behalf of client Watercare Services, Fulton Hogan and partners are making it possible for Watercare to rehabilitate the island by filling the former quarry with biosolids from Watercare’s Mangere Wastewater Treatment Plant. This will eventually create four small hills, replicating the scoria cones that were quarried away. A culturally significant site will be restored as a future recreational reserve for Aucklanders, and the energy required

in the process will be significantly reduced. Watercare’s Mangere Wastewater Treatment Plant produces about 330 tonnes of treated biosolids daily, destined for pre-constructed cells in the former quarry.

The project included numerous construction innovations including horizontal directional drilling, steered in real time from Australia, and a combination of temporary and permanent works to save time and cost and the redesign of key asset locations to optimise construction.

Fulton Hogan conducted this project in conjunction with head designers Beca. The two completed an effective ECI phase which was a key driver to its success.

Total contract value increased from $9.48m to $15.01m (after additional scope was added to the job) and works progressed from June 2020 to August 2021.

A highly committed team led by three project managers answered the call and achieved delivery success despite major challenges. The passion, sacrifice and discipline of the team was outstanding and having the right people and design partners facilitated this.

The project comprised many subcontractors, designers and other partners, led by BPC. It therefore demonstrated the absolute criticality

of establishing clear norms of behaviour via a well-conceived Project Charter. The ripple effect across the project was immediate. The client commented on “Management’s keen eye for detail, willingness to get things right and clear desire to leave the Employer a product that the whole team could be proud of”.

Broader outcomes also flourished.

From graduate engineers to builders and subcontractors bringing in their own apprentices for training, young careers and proven experience came together successfully to deliver on time and on budget.

Putahi Park was one of the largest civil landscape contracts ever awarded by Whangarei District Council.

Robinson Asphalts started this project in October 2020, and completed it on programme and under budget, in the midst of the current construction boom, Covid pandemic and supply chain issues, to open the park in March 2022.

This project included a comprehensive suite of civil, landscaping and building works including a toilet block, timber boardwalk over the river, balance park, shade structure, a 500-person outdoor amphitheatre, corten and purple heart sculptures, 1400m2 of Bluestone

paving, terraced landscape walls, over 4000m2 of lawn area, and extensive gardens encompassing nearly 5000 plants and trees, some of which weighed over 1.5 tonnes.

This complex variety of works on such a high-amenity site put the Robinson Asphalts team to the test, but thanks to a huge team effort, with particular thanks to our project manager Mark Smith and senior foreman David Gurnell, we successfully delivered. The park has received fantastic feedback from the public and the client, including personal thanks from the Mayor of Whangarei.

Robinson Asphalts is incredibly proud to have delivered this project for its local community.

This project, which consisted of the installation of 115km of new optic fibre line through the Mount Aspiring National Park and its mountains, had 3 different purposes: • Deliver Ultra-Fast Broadband to schools in small townships such as Haast & Makarora;

•C reate a second link between the North & the south of the South Island in case the first one gets damaged; • I mprove road safety by bringing more cell phone coverage in the area (non-existent before).

Lakefront legacy PROJECT: Rotorua Lakefront Redevelopment Project CONTRACTOR: HEB Construction CLIENT: Rotorua Lakes Council VALUE: $15.3m The Rotorua Lakefront has long been an attraction in its own right, but Rotorua Lakes Council (RLC) wanted to return the space to a more natural design, the way it would have been pre-European, more accurately capturing the flow of the lake’s edge.

HEB Construction undertook the Rotorua Lakefront Redevelopment Project, Stages 1&1a, the construction of an elegant boardwalk (designed by Isthmus) tracing the ancient shoreline, with bridges criss-crossing the water, simulating waka pulled up on the shore as they once would have been.

Marine works in a sensitive environment always present a challenge, but our experience in this type of work minimised risks to the environment, the local koura (crayfish) and the RLC. This $15m project, from October 2019 to July 2021, was the first stage of an extensive lakefront redevelopment of

the Rotorua Waterfront. This project reestablished the values of this national taonga, making it a central hub for locals and visitors. Works included creating terraces along the edge of the lake, building new retaining walls, installing the new boardwalk, and soft landscaping with all native plants.

The result is a striking new design that ties the lake into the surrounding area, creating a world-class public space.

Town wharf triumph PROJECT: Bluff Town Wharf Upgrade CONTRACTOR: Brian Perry Civil CLIENT: South Port NZ VALUE: $9.4m Undeterred by a cancelled tender process, Brian Perry Civil (BPC) developed a buildable and costeffective new vehicle access and discharge platform for Town Wharf in Bluff.

BPC proposed an innovative solution to South Port, to enable the muchneeded infrastructure upgrades to take place. BPC was engaged in an ECI process and worked alongside the client’s designer, WSP, to develop a buildable design with a suitable lifespan for the new structure.

Commencing onsite in May 2021, three years after initially tendering,

BPC completed the partial demolition of the existing deck and stringers from the old Town Wharf and the driving of 37 new piles, installing the permanent structure as they went. BPC also completed the second stage of the works, which involved constructing a discharge platform on the end of the permanent access structure. This included a further 16 piles and an in situ concrete deck pour.

BPC worked collaboratively with South Port and the design team to complete the project in April 2022 – ahead of programme and under budget.

West Coast pipeline protects Hokitika River PROJECT: Westland Milk Products Ocean Outfall CONTRACTOR: McConnell Dowell Constructors CLIENT: Westland Cooperative Dairy Company VALUE: $19.1m McConnell Dowell Constructors designed and constructed “Westland Milk Outfall Package 2”, the first ever ocean outfall on the West Coast of the South Island for Westland Dairy Company.

Located in Hokitika within the high energy marine environment, this pipeline was designed and built for the disposal of wastewater from the Westland region. The works started in January 2020 and was completed in July 2021. The project included the connection and installation of a new four-kilometre wastewater pipeline extending from the dairy facility, through the Hokitika township, and 844m out to sea, to stop the discharge

of treated wastewater into the Hokitika River.

The McConnell Dowell team incorporated whole of life outcomes and embedded a strong focus on the local community and environment in both the design and construction phase. This enabled the team to ensure quality, by development of innovative methodologies to reduce risk. Key tunnelling team members from the previous Direct Pipe projects joined the project team to ensure continuous improvement. This resulted in best performance records to date in Direct Pipe productivity with the 844m tunnel drive completed in just over one month.

Bridge expansion improves junction safety PROJECT: Hawkins/Lower Styx/Marshland Intersection and Bridge Upgrade CONTRACTOR: Downer NZ CLIENT: Christchurch City Council VALUE: $8.5m The delivery of the Hawkins/ Lower Styx/Marshland Bridge and Intersection Improvements project for Christchurch City Council (CCC) will support the urban growth and promote safety for road users at this busy junction. CCC awarded Downer the contract in December 2020.

Downer completed the widening of the existing bridge from 10 to 18m, installation of new traffic control signals, dedicated pedestrian crossings and cycle lanes and improved street lighting and line of sight on approaches.

Significant challenges included a sensitive river environment home to rare native fish, nettles and skinks, soft ground conditions, and the

requirement for complex activities to occur simultaneously to complete river diversion, piling, service relocations and culvert installation.

Key innovations included the use of aqua dams for in-river construction over traditional sheet piling, minimising environmental impact and allowing bridge works to start six weeks early. We implemented a world first method to fish for rare native lampreys and relocate them to prevent impact on this breeding site. Flax from the project area was used to create patterns on precast concrete panels instead of using a steel mould.

The project achieved Practical Completion after only 11 months of construction, six months ahead of schedule.

Protecting gas supply from coastal erosion PROJECT: Maui Gas Pipeline Realignment CLIENT: First Gas VALUE: $7.5m

First Gas, in collaboration with specialised contractors, has achieved the first-ever replacement of a section of the Maui gas pipeline.

Crossing over Gilbert Stream in North Taranaki, the 370-metre section sat close to the sea, owing to coastal erosion. Mission-critical for the continued, safe supply of gas to New Zealanders, this was a highly challenging and technical project.

Key to the project’s success were I&D George Contracting, Energyworks, Whitaker Civil Engineering, and Plant and Platform, OSD Pipelines, and BTW Company. Earthworks began in September 2019 but meticulous planning began two years prior.

Firstgas set the objective that stakeholders and customers should

be better off than they were before the project commenced. Through outstanding collaboration and innovation, they achieved that and more. In January 2022, during a planned, 55-hour gas outage, the new and existing pipelines were connected 25 hours earlier than expected, avoiding major interruption of the nation’s gas supply.

The project team has created a bank of knowledge that can be leveraged by gas pipeline operators anywhere in the world. Health and safety performance targets were exceeded.

Outstanding cultural engagement has established a harmonious relationship between Firstgas and local Iwi, Ngati Tama; a relationship that focuses on empowerment and open communication.

Building infrastructure for healthier water PROJECT: St Marys Bay Area Water Quality Improvement Project CONTRACTOR: McConnell Dowell Constructors CLIENT: Auckland Council Healthy Waters VALUE: $39m The St Marys Bay Area Water Quality Improvement Project driven by Auckland Council’s Healthy Waters department was a scheme funded by the Water Quality Targeted Rate paid by ratepayers.

The new pipeline constructed by McConnell Dowell reduces wastewater overflows to inner-city St Marys Bay and Masefield Beach by 95 per cent.

As well as reducing overflows, the wastewater discharges to an outfall far away from places where people swim.

McConnell Dowell’s extensive

experience means it understands the importance of prioritising the social, cultural, and environmental components of each unique marine environment. As a result, it identified cost-effective options that improve buildability and reduce construction impacts within its tender submissions.

The ‘Construct Only’ contract commenced in January 2020 and was completed in June 2021. The project was completed incident free and two months ahead of the scheduled completion date.

Re-routing rail for reliability and resilience PROJECT: Tar Barrel Tunnel Bypass CONTRACTOR: HEB Construction CLIENT: KiwiRail VALUE: $29.3m The Tar Barrel Tunnel Bypass (TBTB) project involved building a new road-over-rail underpass, several large retaining structures and a large earthworks cutting to allow the rerouting of a kilometre of the Main North Line to bypass Tunnel 21 MNL (Tar Barrel Tunnel) in Marlborough.

The bypass creates a quicker 80kph alignment and a more reliable and resilient journey through KiwiRail’s critical Picton to Christchurch route.

HEB Construction delivered these works from July 2019 to October 2021.

There were several challenges involved with this project. Located in a very remote position on the railway, with challenges from Covid-19, supply

chain issues, and working between live rail lines and the live SH1, the collaboration between HEB, KiwiRail, and designers Tonkin + Taylor was critical to this project’s success.

HEB built these critical relationships through a charter, created and agreed on by all key parties.

“We achieved all the project goals despite the project’s challenges. The commitment from all parties helped us to deliver the works within the revised Covid budget and programme, with minimal impact to stakeholders.

With supply chain-based delays now almost a daily fact of life, project teams are having to innovate around such roadblocks to bring projects in on time, safely.

There is no better example of this than the SH20B Early Improvements project (SH20B). A vital link between Auckland City and the world (a key route to Auckland International Airport), the project had the immovable deadlines of the 36th America’s Cup and APEC 2021 Leaders’ Week, yet a timeline reduced by a third.

Understanding they needed to think and act differently, the project team made urgency the project’s greatest asset.

This clarity focused all parties – clients, designers, contractors, and

Transport hub links airport and city PROJECT: Puhinui Station Interchange CONTRACTOR: McConnell Dowell Constructors CLIENT: Auckland Transport VALUE: $51.3m Puhinui Station Interchange, delivered by McConnell Dowell and Built Environs, is a key component of the Southwest Gateway in Auckland, a programme aimed at enhancing public transport connectivity between Auckland International Airport and the CBD.

It is also a catalyst for wider bus and rail connections to enable more sustainable transport modes.

The new station, located in the heart of Puhinui, incorporates AirportLink bus stops, pick up and drop off zone and short-term parking bays, cycle facilities, new lighting and CCTV systems, and

landscaping. Along with modifications to the existing central island train platform, works included an elevated concourse featuring stairs, lifts and escalators, a HOP ticket gateline, staff and retail facilities.

Construction started in late September 2019 and the new station opened in July 2021, with landscaping completed in November 2021. The upgrade has transformed Puhinui Station into a major bus and train interchange, and provides a 10-minute bus service to the airport and Manukau centre. The station has been future proofed to allow two additional rail lines and associated platforms.

Keeping the customer satisfied PROJECT: Peacocke Northern Transfer Mains Project CONTRACTOR: CB Civil CLIENT: Hamilton City Council VALUE: $22.3m Hamilton city is growing. The Peacocke Northern Transfer Mains, for Hamilton City Council, is part of the initial tranche of works to facilitate the new Peacocke Development area.

This complex project required the installation of around 5.5km of twin rising main (630OD and 355OD) and 0.5km gravity pipeline from the Cobham/Wairere Interchange area to connect to the Far Eastern Interceptor (FEI) bulk wastewater system.

Works required pipe to be installed in depths of two to six metres, in difficult ground conditions, high water tables and immediately adjacent to the busy Wairere Drive, and commercial and

residential properties.

Pipes were installed using a mixture of open trenched and trenchless solutions which also included an under rail trenchless pipeline crossing, inlet and transitional structures, live operational tie ins, significant protection, relocation and replacement of existing underground and overhead services and reinstatement of roads, parks and walkways.

HCC and consultant WSP were very happy, citing exceptional project collaboration leading to the works being delivered around 10 percent under budget and significantly ahead of programme, whilst exceeding the client’s project objectives in every area.

Innovative solutions for complex obstacles PROJECT: The Owairaka Te Auaunga Stormwater Upgrade (TOC011) CONTRACTOR: Piritahi Alliance, Demspey Wood & Hick Bros CLIENT: Piritahi VALUE: $33.8m The Owairaka Te Auaunga Stormwater Upgrade (TOC011) was a significant project for Kainga Ora-Homes and Communities and Piritahi.

TOC011 involved removing the combined stormwater/wastewater system and separating the networks to provide the necessary infrastructure capacity for approximately 1000 new homes being built in the neighbourhood. As well as significantly reducing the potential for flood events by diverting overland flow paths, the project has also resulted in cleaner water entering the creeks and stormwater network. Huge challenges were overcome, including six-metre-

deep basalt rock excavations in residential streets, close to fragile underground and overhead services and houses. Complex methodologies were engaged to best manage community impact, including pepper drilling, fracture expansion and rock breaking, an approach that reduced noise compared to alternative, commonly used methods, all the while, protecting localised services. Kainga Ora and Piritahi worked collaboratively on every aspect of the project to deliver this complex work, including extensive community engagement (prior to and throughout the project) and a carefully managed programme throughout the construction period.

From digital to IRL transformation PROJECT: Trentham to Upper Hutt Double Tracking CONTRACTOR: Downer NZ CLIENT: KiwiRail VALUE: $32.1m Trentham to Upper Hutt (T2UH) is part of the Wellington Metro Upgrade Programme (WMUP), a long-term programme of works being delivered

by KiwiRail and Metlink.

It is the first fully BIM-enabled rail project in New Zealand involving approximately 3000m of new rail track and associated station redevelopment.

During procurement and the preconstruction phase, KiwiRail outlined its digital transformation vision, which allowed Downer and its supply chain partners to make the necessary investments in people and technology that has helped shape our mutual success on T2UH. There was a real

willingness by all parties to engage and learn together on the digital transformation journey.

Through the intentional creation of a collaborative, high-performing team, KiwiRail, Downer, and consultant, Aurecon, have achieved breakthrough innovations on T2UH, which have provided game changing safety and productivity benefits for working in the rail corridor. Key innovations include machine control and avoidance technology, clash and service strike avoidance, and a process for upfront as-building.

The project kicked off in September 2019 and was completed well within budget and on time in October 2021, with zero LTIs.

PROJECT: City Rail Link Contract 1 Britomart CONTRACTOR: Joint Venture Downer NZ & Soletanche Bachy CLIENT: City Rail Link VALUE: $230m City Rail Link (CRL) is a heroic feat of civil engineering being executed entirely from within NZ. In 2016, CRL awarded Downer NZ Soletanche Bachy JV (DSBJV) the CRL Contract 1 (C1) for enabling works at Britomart Station.

C1 includes an extension of the rail network from Britomart, westwards underneath the 100-year old Chief Post Office (CPO) and lower Queen Street in Auckland’s CBD. Construction of twin rail tunnels beneath the CPO Building on reclaimed marine mud land next to live rail in NZ’s largest rail station presented major challenges.

Overcoming these challenges led to several NZ-first initiatives and a legacy

of skills for the local construction industry.

Key innovations included underpinning of the CPO building – a feat of delicate engineering not seen in this country before, involving lifting the 14,000t heritage-listed building onto new foundations, installation of a sophisticated real-time vibration monitoring system, and integration of a new station management system with a legacy PLC system – in a live station environment.

The CPO reopened to the public as the main gateway to Britomart in April 2021, a critical milestone for C1 and the wider CRL project, enabling the progression of other large scale developments within the CBD.

AMETI unlocks Eastern networks PROJECT: The Auckland Manukau Eastern Transport Initiative

Eastern Busway 1 (AMETI EB1) CONTRACTOR: Fulton Hogan CLIENT: Auckland Transport VALUE: $13.4m The recently completed Auckland Manukau Eastern Transport Initiative Eastern Busway 1 (AMETI EB1) addresses one of Auckland’s greatest issues – helping free east Aucklanders from traffic gridlock and provides reliable and frequent public transport links to central Auckland.

Taking 32 months to complete, the project’s spectacular engineering kept locals and commuters entertained as the new bridge launched across the Tamaki River right next to the existing bridge, a bluff was shaved back for a busway, and Panmure’s iconic roundabout was replaced with traffic signals. It took 50 traffic switches and layout changes to manoeuvre traffic around the 2.6km long site, and

capitalised on Covid-19 restrictions to accelerate works.

During construction innovative pier construction and bridge launch techniques were used to squeeze a 1000t steel bridge between the existing road bridge, Mokoia Pa and an historic swing bridge – all the while moving utilities that serve much of east Auckland, and keeping 35,000 vehicles moving through, and boats sailing under the site every day.

Built for Auckland Transport with funding from the government, Fulton Hogan’s new ways of working delivered fantastic results for the communities, provided unrestricted access during construction and set the new benchmark for bridge construction over busy waterways.

Upscaled downtown PROJECT: Downtown Infrastructure Development Programme CONTRACTOR: Downtown Joint Venture,

Downer NZ, Soletanche Bachy, HEB Construction CLIENT: Auckland Council Group VALUE: $255m Delivered under a single contractual interface, the Downtown Programme encompassed six high-profile, strategic projects for Auckland Council Group.

In mid-2018, the Downtown Joint Venture was challenged with realising Council’s vision of “a generous and welcoming destination along the water’s edge that is recognisably Tamaki Makaurau” in time for the America’s Cup event in 2021. In less than three years, the JV helped transform Auckland’s waterfront and lower downtown area into a welcoming water’s edge precinct with attractive public spaces that link public transport facilities and city streets.

By securing the waterfront with a strengthened seawall, the Downtown Programme protects the city for the next 100 years from rising sea levels and seismic events. It has revitalised Quay Street to encourage walking and cycling and created a vibrant shared space on Galway Street. A new bus interchange on Albert Street is making it easier to transfer between buses, trains, and ferries. And the remarkable Te Wananga, which seems to float above the harbour, forms a living connection between the land and the sea. The marine entrance to all this is Te Ngau o Horotiu – with six new ferry berths stretching along Queens Wharf in a saw tooth arrangement.

Foamed bitumen to the rescue PROJECT: Central Waikato Network Outcome Contract – Renewal Sites CONTRACTOR: Hiway Stabilizers NZ CLIENT: Waka Kotahi NZ Transport Agency VALUE: $4.4m The Central Waikato NOC rehabilitation treatments have been undertaken using a refined Catalogue Design, meaning a single design is proposed for all rehabilitation sites.

The philosophy reduced the number of test pits needed and laboratory testing was limited to confirmation that foamed bitumen stabilisation is a suitable treatment for the job. Extensive workshopping with Waka Kotahi NZ Transport Agency and Downer sped up the design process – and implementation.

A collaborative approach between the parties meant FWD testing was assessed and used in conjunction with site walkover to determine the locations of test pits; finding the most appropriate locations is critical to success. Construction methodology was amended to mitigate risk of incorporating unsuitable materials into the stabilised basecourse layer, particularly with the level of testing for each site.

The proposed treatment is assessed against each rehabilitation section and confirmed to be appropriate through interpretation of deflection data, test pits and laboratory testing.

Any amendments due to geometric constraints or other factors are considered.

During construction, Hiways has a full time Quality Assurance technician monitoring every aspect of stabilisation to ensure that the design parameters are met. With active traffic management, traffic can be directed across the site with very low risk of damage to the surface of the stabilised layer.

Assessment of foamed bitumen stabilisation has found it to have lower than normal whole of life carbon emissions. It can be constructed quickly and opened to traffic immediately if required. Foamed bitumen stabilisation is also a highly sustainable treatment option for recycling / reuse of existing basecourse materials – allowing the reuse of “tired” aggregate, saving significant quantities of new quarried material.

The digital AMP provides a visual representation of how we will meet the needs of the community and road users by delivering the appropriate levels of service within budget constraints, while meeting the objectives of funding partner Waka Kotahi NZ Transport Agency.

Waikato District Alliance is the

country’s largest roading alliance. The five plus five-year term maintenance Alliance contract covers 1850 kms of sealed and 600 kms of unsealed road, and is the North Island’s third largest network. The services required to manage this large network, alongside impacts of climate change and population growth, need careful planning and prioritising of work programmes. In this context, tools such as the digital AMP show that HCC is planning for its future and optimising value and sustainable investment by harnessing the value of strategic partnerships.

Downer has been part of the Alliance contract for six years, with the current five-year term ending in June 2025.

Keeping GDC’s water safe PROJECT: Gisborne District Council Operation & Maintenance of Services

for Water, Wastewater and Stormwater Services CONTRACTOR: Fulton Hogan CLIENT: Gisborne District Council VALUE: $4.3m Gisborne District Council’s Water, Wastewater, Stormwater, and Land, Rivers and Coastal systems network services 35,000 water users in Gisborne and has two water treatment plants and one wastewater treatment plant; 1680kms of pipe network; 50 pump stations; 42,229 service connections; 1531 hydrants; 2948 manholes; 300km open drains/streams/creeks; and 54 in-drain structures.

Fulton Hogan has held the Operation and Maintenance of Services contract for this network since 1998, with a seven-year extension until October 2026, awarded in recognition of excellent performance. If ever a contract disproved the saying ‘familiarity breeds contempt’ it is this.

Over the years the relationship has got ever closer and inter-operable, evidenced, in part, by Fulton Hogan assuming the DCC’s Land, Rivers and Coast team into its team and sourcing wastewater treatment plant operators for the GDC – and in various technological and service initiatives.

Fulton Hogan operates and maintains the reticulation system, renewals and

The journey SouthRoads has been on during the term of this NOC contract for Waka Kotahi NZ Transport Agency has been peppered by challenges.

We have rolled with the punches, while still delivering quality on time and on budget – every time. We have dragged ourselves up from a minimum ‘pass’ with the Agency to achieving a perfect KRA score, and improved customer satisfaction by 56 percent in the process. We have built solid, enduring, collaborative relationships with the client, iwi, stakeholders and the communities we operate in.

We have remained agile, pivoting in response to concerns, leading to

mutually beneficial outcomes.

We have supported our communities by partnering with local firms in Southland, including McDonough Contracting and Carran Scott Contracting. We have won a national award from the client for innovation.

Drainage Maintenance 2020 – 2023 CONTRACTOR: CORDE CLIENT: Waimakariri District Council VALUE: $23m The Waimakariri District is located in North Canterbury. The roading network totals approximately 1600 kms, made up of 985 kms of sealed roads and 615 kms of unsealed roads.

Rural roads make up 81 percent of the roading network (1295 kms) and the remaining 19 percent is urban (305 kms). The drainage network totals approximately 347 kms which is made up of 85 kms of drains and waterways within the road reserve/public reserve and 262 kms of drains and waterways within private property.

Contract 19/43 is a NEC3 Term Service Contract, for the Road and Drainage Network. The contract includes Resurfacing, Roadmarking, drainage, programmed, reactive, rehabilitation and emergency works, snow clearance, ice gritting and incident response. The work includes network inspections, investigation, programming and reporting as well as carrying out the maintenance and renewal work.

CORDE has won this contract in a

competitive open market, on a 5-year cycle, ever since 1995. CORDE has earned full contract extensions (3+1+1) for every contract term since the inception of this contract. As a result, CORDE has extensive knowledge and understanding of the network assets and we are consistently looking at ways to improve our service to our client.

Joining Fulton Hogan has enabled Sam to contribute to New Zealand’s 3-Waters infrastructure industry from a contractor’s perspective, and he has been building smart GIS applications for Fulton Hogan’s operations and maintenance teams. Geovert On his journey into leadership, George reaped benefits from mentoring relationships with three different General Managers at Geovert. His interest in people and management and his inquisitive nature to ask questions inspired him to look into the Geovert culture and to understand the values that each GM embedded into the company. Over 2017 – 2018, George learned that family values, open communication and elements of fun were key building blocks. From 2019 to 2021, George’s close relationship with the next GM - a manager George admired because of his technical knowledge and drive and leadership of the overall company further expanded his understanding of leadership. In 2021, George had the opportunity to work with the company’s first female GM and he continues to relish her mentorship today as he gains insight into the benefits of a structured approach to management where respect for the technical knowledge of the team is highly valued and the health, safety and wellbeing of everyone is front and centre.

Pavan is proactive, reliable, dependable, and always willing to get stuck in – he doesn’t shy away from a challenge. Pavan takes on any role when needed, from supervisor and safety officer to concrete placer, steel fixer, temporary design coordinator and more. He isn’t one to be strictly confined by his role description. Pavan has participated in and completed the Fletcher Building ‘Step Up’ Leadership Course, having been nominated by his manager, Kate Loveridge. This gave him valuable skills for mentoring graduates and interns – something he already had an interest in. “It has been great supporting them how to think in a different way, outside the box, rather than always going for the conventional solution”, he says.

Isaac Construction Brayden’s leadership style is to provide clarity around the ‘what’, but in the context of giving his people the flexibility to determine the ‘how’. We have had the good fortune of knowing and working with Fabian for 5 years and he belies his 29 years of age. His ability to absorb information and translate this to his peers in a clear and concise manner was apparent in his early twenties. Seipp Construction Jordan’s management style is demonstrated by the empathic leadership of someone who has risen through all roles and understands what is both expected and achievable in each. At a recent leadership training course, “clear communication” was listed as one of the prime skills of an effective manager, and one of the main skills the attendees were hoping to improve through attendance at course. Fulton Hogan My leadership style reflects the work I do, the teams I work with, the leaders I’ve encountered working at Fulton Hogan and my personality as a whole. It’s a verbal and casual style that continues to evolve as I learn more skills and gain additional experience and confidence. I’m very aware that many of the team I lead are doing jobs that I still need to learn myself – hence I have a very open approach and know I’m gaining more from the team then they are probably learning from me. This continual cycle of learning sees me actively onsite and involved in the ground work. The hands on learning is incredibly important for my development, but also to gain the respect of the team and show them I’m not afraid to get my hands dirty. Pipeline & Civil Jane Mana is a Skilled Operative who has worked with Pipeline & Civil for nearly 20 years. She has worked both in traffic management and in civil as a labourer.

She is currently working on the New Lynn Renewals project under Supervisor John Tariau. Jane is currently working towards her New Zealand Certificate in Pipeline & Construction Maintenance - Level 4. Once she has this qualification, Jane hopes to be promoted to be a Qualified Tradesperson, eventually Jane would like to transition into a role that doesn't require her to work outdoors.

Fulton Hogan Courtney, in her own words, is a “personal improvement junkie” both at work and home. She reads widely and devours podcasts, and seeks regular feedback from above and below. Her training and development is primarily self-managed - Courtney sets her own professional development goals and checks in on them regularly. She records her training and development in the Engineers NZ portal to ensure she is meeting her annual PD hours. Isaac Construction Danny has been employed with Isaac Construction since May 2017. Initially employed as a temporary operator through a recruitment agency, Danny came to us as a 30 year-old with good practical skills as an operator but few qualifications. Over the past five years, he has rapidly progressed. Following his appointment as a permanent employee, he quickly moved from operator to foreman, to surveyor, to site engineer, and into his current role as a project engineer. He is now a well-established member of our project management team and someone considered to have an ongoing career path in our business.

Smythe Contractors Tuki has been a solid hard worker since day one. Appreciating the opportunity to go to work but took the opportunity for his growth. He started in the pipe jacking team, which was hard manual labor. After a brief time, he understood how it works, how the machine is steered, and what is required around the site. He lived in Tauranga, and he first met us on an ongoing project there and looked for a change. When the job ended, we brought him back to Cambridge, where he quickly gained the respect of the rest of the SCL team. We have talked about culture; Tuki is the central hub of our culture. Tuki greets everyone in the morning with a Hug or a handshake, and no less.

PEOPLE AWARDS 2022 Jonathan Navarrete Z People Personal Improvement

MCD Jonathan originally studied architecture at university in Chile which honed his natural talent for understanding drawings and details. After migrating to New Zealand in 2005, he took on a foreman role at Total Bridge Solutions. In this role he was part of a maintenance team undertaking resurfacing works on the Auckland Harbour Bridge. In spite of his fledgling English language ability, Jonathan’s technical and architectural skills enabled the team to identify several drawing flaws in various projects, which were key to delivery success. Based on his clear skills and performance, along with a strong self-taught CAD capability, Jonathan was then brought into the AHB’s $100M box girder strengthening project in the role of Engineering Technician. On this project a McConnell Dowell Construction Manager and Project Manager saw his strengths and invited him to join McConnell Dowell.

Richard Veetiyankal-Jose (aka VJ) Z People Personal Improvement

Inframax Construction Richard has been employed by Inframax since 2017 and the senior leadership of the organisation, together with our frontline workforce alike, have been impressed at Richard’s conscious and enthusiastic pursuit of personal improvement. Smythe Contractors Te Hemi entered the civil industry as a shovel man for a start. Later he joined the mining industry and gained experience in hydraulics engineering. There came a time when he was at a loose end of his life and looking for something in particular to do. However, his best mate purchased the drilling gears and launched a drilling company in Australia, and Te Hemi was invited to set up the new machines. He first picked up the locator and was fascinated by how it works as he was good at mathematics. He felt confident about making it his career and worked in Australia as a driller and locator for six years. Later he moved to New Zealand and joined our company. Now he is one of the best locators and team leaders of Smythe Contractors Ltd.

Brian Perry Civil Jonathon brings 12 years of experience in the construction industry and has had a huge positive impact in the last 4 years working for BPC. Specialising in carpentry and operating large machinery and plant, Jonathon provides extensive skills and knowledge to his projects and the teams he works with. To date he has trained over 20+ other staff in various skills and construction techniques, machine operation and over 30+ staff in H&S procedures. As Construction Apprentice, he continues to demonstrate an eagerness to learn, leadership skills and excellence in communication. “Try before you buy” training CONNEXIS AWARD CATEGORY 1: Turnover up to $10m COMPANY: Assess It When John Wilson started working as a Trainer/ Assessor on the Transmission Gully Project at its inception back in 2014, he soon realised there were huge gaps in skills and experience in operating – having Class 2 and WTR endorsements on your licence was one thing, but experience in how to operate was lacking.

No one was doing in-depth civil training on Wheels Tracks & Roller Machines and so Assess It was born.

John developed an Excavation Academy, where he takes people from unemployment, some fresh out of time in jail, and sets them on a training career path, gaining licences and endorsements and given basic operator training for trainees to be able to pursue a career in civil.

Part of their training involves interview skills and

techniques and we then invite major contractors in to course where they are interviewed and given a foot in the door to civil through our own Labour Hire company on a ‘try before you buy’ basis.

Our aim is employment for our trainees, so we ensure we have as few barriers as possible for our contractors to take them on, they trial them with no fees, with the vision of taking them on permanently once they have proven themselves.

We spend up to 8 months after their employment also upskilling to employers requirements and tailoring the training development of each of our trainees. It is extremely rewarding and gives us great satisfaction and pride, to be making a difference in people’s lives, watching them grow from once unemployed, to now skilled, employed and growing in the industry.

CONNEXIS AWARD CATEGORY 2: Turnover between $10m and $100m COMPANY: Quality Roading and Services Wairoa’s Quality Roading and Services (QRS) specialises in civil contracting, construction, infrastructure, temporary traffic management, and roading. It’s well-respected for its on-thejob training and staff education.

QRS’s people and capability plan is the roadmap used to attract, develop, and retain staff. The company hires on attitude first then skill, and currently, a third of staff are working towards apprenticeships.

Three staff have branched into an engineering diploma. Staff meet with managers six-monthly to set new goals and discuss progress on their previous ones. QRS offers competitive pay and

overtime rates, and staff are paid a minimum of 45 hours a week.

The company aims for a staff turnover rate of just 10 percent. Paramount to working at QRS is a desire to share in the company’s purpose which is ‘connecting and growing our communities'.

QRS donates $50,000 a year in community sponsorship and provides hundreds of hours of work in kind for the region. It recently funded Wairoa Museum and Wairoa Community Centre for $40,000 each.

While working with our people and also vulnerable people, we have been able to advance many into apprenticeships and offer career pathways to people that may not have considered our industry before.

Downer New Zealand has been continuing with training during and post our Covid lockdowns.

Covid even provided some good learning opportunities to analyse how our learners predominately learn and what was also god, bad and ugly of online learning.

Leadership training continues year on year with a cohort of 150 completing level 3 and 4 qualifications in management.

In August we launch our next leadership programme for our future GMs, which will see them present a project based on the 17 principles of the United Nations Sustainability goals which is vital for New Zealand longevity.

Our female leadership continues to grow with our Wahine Kotahitanga graduate group launching in February 2022 and running our first 2 Wahine Toa leadership programme for the advancement of Maori women leaders.

Training numbers are increasing year on year with solid trainees seeking employment in rural areas as well as the cities, a surprise was the increase of 10 percent in June. At the end of June 2022 we had 523 learners enrolled in qualification training across all our lines of business.

New Zealand will be in a better place if we continue to grow our own.

Recruits to future leaders CONNEXIS AWARD CATEGORY 3: Turnover $100m+ and Alliances COMPANY: Fletchers, Higgins & Brian Perry Civil Fletcher Construction’s purpose is to make places better for generations to come, and the only way we can do that is by supporting our people.

Our company’s focus on the learning and development of staff begins with our early in career programmes. This starts with students still in school, with our Rangatahi Engagement initiative. We also offer a variety of early in career programmes including Gateway, Apprenticeships, and the highly regarded Fletcher Construction Intern and Graduate Programmes.

Another Fletcher Construction goal is to support the careers of our wāhine. We’re aiming

to attract more women into construction with our involvement in the Girls With High-Vis programme.

For women already with Fletcher Construction, we have the Women in Construction programme, and we’re developing careers to the highest level with our Women to Leadership programme. Set-up for a lifetime in infrastructure CONNEXIS AWARD CATEGORY 3: Turnover $100m+ and Alliances COMPANY: Fulton Hogan

The Infrastructure Skills Centre’s goal is to ensure people have a learning experience that can set them up for a life-time in infrastructure.

It provides an across-the-board appreciation of the various skills required in building, operating and maintaining infrastructure, it is also helping to address the industry’s skill shortage.

Course entrants are employed then start the 6 week programme, each intake has a combination of practical hands-on training with some theorybased class sessions including on-site visits.

The programme is facilitating by a combination of 18 different facilitators who are either trainer/ workplace instructors or subject matter experts.

The skills covered range from learning how to working safely, effective communication to environmental awareness, budgeting, time management, mental health awareness, concrete pouring and finishing, working safely at heights, underground service protection, dangers of bitumen, applying asphalt, traffic control and use of power tools.

Long-term success CONNEXIS AWARD CATEGORY 3: Turnover $100m+ and Alliances COMPANY: HEB Construction HEB Construction’s Learning and Development team has expanded its focus from simply skills training and wellbeing to focus on career development that provides a full wrap-around programme.

This programme includes life skills, workplace safety, literacy and numeracy, wellbeing, cultural programmes, and pastoral care, as well as formal industry qualifications. This approach supports HEB’s goal of growing the capability of all of our people across each of our business sectors.

There is a strong focus on diversity, equity and inclusion by explicitly targeting underrepresented groups such as Māori and Pasifika communities to ensure the highest chance of success, with the

positive impacts flowing directly into their whānau and communities.

The result is a programme designed to increase the success of our people, some of which may have failed to reach their potential at school, or who require additional life skills to truly thrive at work.

We realised that improving engagement and a sense of belonging stretched beyond offering employment and career pathways, and that a culturally relevant approach was required.

HEB’s programme builds their resilience and grows people’s confidence, with all elements working together to provide a much higher likelihood for long-term success for our participants and their future careers.
