Civil Contractors NZ established the Construction Excellence Awards in 1978 as a means of recognising excellence in the civil engineering, construction, maintenance and contracting industry. Hirepool has been a proud sponsor of the awards since 2003. Civil contractors who are members of CCNZ compete for the awards annually. The winners are presented with their award at a gala awards dinner held in conjunction with CCNZ’s annual conference. In 2021 the annual conference and awards were held on 29-30 July 2021 at Te Papa Tongarewa, Wellington.

Hirepool Judges Dave Macdonald Categories 1, 2, 3 & 6 I have been involved with CCNZ and the entities that existed before that for most of my career either as a client and more recently as an Associate Member of the Auckland and latterly the Nelson Marlborough Branches. I have been a judge for 8 years, trained initially by Past President Graeme Blackley and in recent years working with Past President Paul Bishop. I consider being a judge provides me with the opportunity to contribute back to the industry that I have enjoyed working in for close to 50 years now. I find it incredibly uplifting and enjoyable to meet the passionate, innovative, and hardworking people in the Civil Construction Industry who are continuing to look for recognition of their excellence in submitting and supporting their projects. The projects that are entered have seen an increasing ability to work closely together with their clients and stakeholders to deliver better results from collective and focused thinking. While there may be memorable awards, I prefer the thinking that each project we judge we meet passionate and skilled people representing their companies and the industry. From every job we always come away with positive feelings in seeing the ability of our people to overcome challenges and risk.

Paul Bishop Categories 1, 2, 3 & 6 I started judging when Roading NZ held its own national awards separately to CCNZ (then Contractors Fed). I was conscripted as a Life Member who was not employed in roading at the time so I was “non-aligned”. It was a one day, desktop exercise in those days. I enjoy meeting new people particularly the young engineers and project managers. I have observed with satisfaction the growing numbers of young women employed at project level and their obvious competence in this area. Visiting job sites is (usually) most enjoyable as is observing the complex projects and innovations undertaken by CCNZ members. Changing methodologies and procurement processes are also fascinating and I have found that the best projects are almost always those with a high degree of contractor/client collaboration. Technical skills within the contracting industry have increased immeasurably over the last 10 to 15 years and clients can confidently go to them for advice on how to best deliver projects. It is difficult to name the most memorable award, but in travelling to remote sites to look at jobs, we have visited many interesting areas within New Zealand. These experiences rather than any particular jobs stand out in my mind.

Celebrating construction excellence in 2021 We thank the awards judges: Category 1, 2 and 5, Dave Macdonald and Paul Bishop; Category 4 and 5, Alan Powell. Their comments on the winning entries are summarised below.

CATEGORY 1 WINNER

Isaac Construction – Peninsula Connection 7 PROJECTS WITH A VALUE OF BETWEEN $2M AND $5M

This slip repair, wall construction and road upgrade with walking and cycling facilities was a technically challenging project. Isaac’s kept the road open to traffic during the works while an alternative route was available that was much longer and inconvenient to locals. The start-up involved detailed planning including material supply issues that lead to construction phasing that advanced the jobs completion. The project was resourced by Isaac’s Christchurch based team that enabled work schedules with a fortnightly return to homes and families. Isaac’s

high health and safety standards were paramount and the outcome in this regard was excellent for a project involving a live traffic lane, working at heights and adjacent to a tidal zone. Isaac completed the work to a high quality and to the satisfaction of the client and the local residents affected. Due to the project outcome, relationships developed in the area and positive feedback Isaac’s are establishing a greater presence in the area. At least four of the work crew on this job have indicated a desire to move to Dunedin with their families.

JCL Asphalts – Rodin Cars Test Track Resurfacing PROJECTS WITH A VALUE OF BETWEEN $2M AND $5M

Rodin Cars mission is to build the fastest track cars in the world. This job was one of precision planning, equipment provision and maintenance, controlled supply of asphalt and quality construction to deliver a track surface to enable test cars at speeds up to and over 300 kph. The site north of Waiau is 120 km from the asphalt supply required a truck to arrive every 15 minutes

during each 8 hour days continuous paver laying. Zero longitudinal joints are managed by having hot asphalt laid side by side by two pavers for the 9 to 13 metre width track. A job very well done by JCL’s 35 staff from Christchurch and Queenstown working and living locally for the extent of the works and successfully achieving the client’s requirements.

CATEGORY 2 WINNER Brian Perry Civil – Days Bay Wharf Repair and Refurbishment PROJECTS WITH A VALUE OF BETWEEN $5M AND $20M

Brian Perry Civil and the Hutt City Council completely refurbished the popular, 125-year-old Days Bay Wharf in such a way that not a single ferry movement was disrupted over the two-year construction period. The contract period for this environmentally challenging project more than doubled to 423 days after significant deterioration, initially hidden, was discovered once the wharf deck was removed. Brian Perry Civil provided an alternative decking system that was lighter, and eliminated the environmental risk associated with placing concrete over water. All timber and concrete removed from the job was recycled in various ways. Hutt City Council were very happy with the result and the general public now has an amenity that should endure for another 100 years.

CATEGORY 2 HIGHLY COMMENDED Brian Perry Civil – Marina Terrace Apartments Ground Anchors PROJECTS WITH A VALUE OF BETWEEN $5M AND $20M

Faced with incredibly difficult ground conditions for establishing self-drilling ground anchors Brian Perry Civil delivered an alternative solution for a design that other contractors considered impossible to construct. Bringing in a new designer BPC developed an accelerated, buildable solution to solve the developer’s problems allowing the project to proceed.

CATEGORY 3 WINNER Downer NZ – Tekapo A New Intake Gate PROJECTS WITH A VALUE OF BETWEEN $20M AND $100M

This very complex project installed an intake gate and operating equipment into an existing 6m tunnel built in the 1940’s that carries 130 cumecs of water to power Tekapo A. This involved preliminary earth works and walling to establish the flat area, excavating and constructing a 14m diameter vertical shaft to enable the installation of the gate and operating equipment some 22 m below ground to a level 15 below lake level. The work included breaking into the existing 6 m tunnel, installing a stent in two halves, welding these halves together and sealing the stent into the tunnel. Within the vertical shaft supporting structure was installed and the 49 tonne gate positioned with its hydraulic operating ram. The shaft was enclosed at the surface with reinforced concrete and the mechanical and electrical equipment housed above. The shaft excavation works were carried out under the Mining and Quarrying operations of the H&S requirements. It is credit to Downer and the team that with some 56000 hours worked there were no LTI’s or MTI’s. Access to the existing tunnel to Tekapo A was restricted by Genesis stopping generation for 8 and 14 week during the 18 month construction period. These fixed times were integrated into the construction programme and all inline works completed with no generation loss. Genesis are very satisfied with the outcome which was completed on time and below budget and solves one of their high risk aspects within their portfolio of power sites.

CATEGORY 3 HIGHLY COMMENDED Brian Perry Civil – Mt Albert Sludge Pipeline Repair PROJECTS WITH A VALUE OF BETWEEN $20M AND $100M

This project for Wellington Water repaired the failure in the 180mm diameter pressure sludge pipes between the Moa Point treatment plant and the Wellington Landfill. The solution used expanding stents at the failures and then lined the full 1.85 km length of each pipe. There was a need to repair concrete benching around the pipes in the tunnel while the tunnel pumped raw sewerage from Island Bay to Moa Point. This required working at nights in the tunnel as there was a 90 minute window to be in the tunnel between sewage flows. This risk was successfully managed through an isolation plan at the Island Bay Pump Station. The client was very satisfied with the solution and BPC’s

ability to carry out this difficult project.

McConnell Dowell Constructors – Lyttelton Tunnel Deluge & Associated Systems Upgrade

PROJECTS WITH A VALUE OF BETWEEN $20M AND $100M

Waka Kotahi NZ Transport Agency’s Lyttelton Tunnel Deluge & Associated Systems Upgrade, provides a very significant improvement and modernisation of the 50 year old tunnels systems and also new potable water and sewage pipelines to service Lyttelton and surrounding communities on behalf of Christchurch City Council. The project to bring the safety and communications systems of the country’s second longest tunnel up to current day standards required the team to undertake much of the work using manual handling solutions in the confined space of the 2 km long tunnel inlet and exhaust air ducts. Included in the works were a replacement watermain to Lyttelton and a new sewage pipeline from that community to CCC’s main treatment facility in the city. The judges were very impressed by the range of activities undertaken in this Lump Sum contract, both inside and outside the tunnel and the innovation McConnell Dowell Constructors used to ensure compliance with the loading

limits on the ventilation duct floor in which many of the new services were installed above the live traffic lanes inside the tunnel.

Other impressive achievements were:

- 1 60,000 manhours worked, much of it in a confined space, without incident -D evelopment and construction of a guide rail mounted drill trolley which allowed overhead work to be undertaken by workers installing GRP sewer pipe hangers in the tunnel roof, without working above heart height - I nnovative redesign to the new deluge system piping to reduce the amount of work in the tunnel exhaust duct, where workers required breathing apparatus and; -H ydrotesting and commissioning the same system to pass test and certification requirements first time and; -R educing the expected number of full tunnel closures and associated disruption to traffic -O utside the tunnel, developing a novel method of access to an area above the western tunnel portal to create a platform on which to construct a new precast water tank This project, completed on time and to budget was achieved to a very high standard, without incident and is a tribute to the benefits to be achieved by cooperation between Client and Contractor, despite the conditions of contract The judges congratulate McConnell Dowell Constructors – Christchurch, and their clients Waka Kotahi and Christchurch City Council, on completing this complex, multi discipline project and winning the Category 4 Hirepool Construction

CATEGORY 4 HIGHLY COMMENDED Joint Venture HEB Construction & McConnell Dowell – Pukekohe Wastewater Treatment Plant PROJECTS WITH A VALUE OF BETWEEN $20M AND $100M

The Pukekohe Wastewater Treatment Plant upgrade for Watercare services Ltd, represents a very significant milestone in the treatment of wastewater, to meet new consent requirements aimed at eventually restoring the Waikato River to being fishable, swimmable and drinkable, while at the same time servicing an area that is currently undergoing significant growth - a process expected to continue well into the future. The reconsenting which started in 2014 faced early challenges, was discontinued for a period which resulted in WSL and affected iwi, after a number of huis, forming Te Taniwha O Waikato, a formal entity with the aim of restoring the Waikato River to again being fishable, swimmable and drinkable. Agreed, new consent requirements had to be met by October 2021, required: • A redesign of the proposed treatment plant • Significantly reduced nutrient in the discharge

• Application of higher treatment technology to the effluent, prior to discharge to the Parker Stream, a degraded tributary of the Waikato River • No outfall and diffuser structure on the Waikato riverbed • Involvement of a trusted contractor at an early stage to allow the new requirements to be achieved on time The judges were impressed by the way in which Client, their operations team, the designer and contractor then worked together to: • Sequence construction to incorporate the new plant into the existing plant while maintaining operations • Provide significant upgrade to the operating systems and progressively modify the design of the plant to make its operation simpler and safer • Reuse membranes from Watercare’s nearby Waikato Water Treatment Plant, for the reduced duty required to treat wastewater • Established pipe fabrication facilities onsite to facilitate modification to the design • Shared resources to assist Watercare with the upgrade and capacity increase of it’s water treatment plant during Auckland’s recent water crisis • Make an NZS 3910 construct only contract work to produce the clients evolving requirements

The judges commented that Category 4 was very competitive this year with several outstanding projects.

North Canterbury Transport Infrastructure Recovery Alliance – North Canterbury Transport Infrastructure Recovery PROJECTS WITH A VALUE OF GREATER THAN $100 MILLION

The Moving Mountains to Reconnect Communities Project was a monumental task and showed what can be achieved when multiple Contractors, Designers and two Clients successfully work together in a collaborative manner. There were 3,300 things to repair, spread over 100km of road and railway line, requiring 250 different projects with up to 1,700 staff at its peak. Works included removal of 1 million cubic metres of rockfall, rock bolting and debris nets on cliff faces, construction of seawalls, tunnels, bridges, retaining walls in the shadow of unstable cliffs and kilometres of pavements. This provided the team with significant technical and logistical challenges, which were overcome with the selection of the right resources, good leadership and building a strong team culture. The outcome of completion on time and under budget was an outstanding result. The destruction of the Kaikoura earthquake was impressive but re-opening the rail in 10 months, the Kaikoura Harbour in 12 months and State Highway 1 in 13 months was more impressive. Following these achievements, significant further works were

undertaken to improve the resilience of the road and rail network to minimise future disruptions to the Kaikoura communities. An excellent health and safety record from 6.5 million hours worked, often in remote and challenging locations, was also impressive. Other outstanding achievements for this project were: • Establishment of accommodation for the large work force without overuse of the local tourist accommodation, • Protection and enhancement of the environment. In large part thanks to engagement of the whole work force in this outcome, • Significant and meaningful engagement with local iwi, • Communicating with and working with the local community who were suffering from the earthquake damage, The judges congratulate the North Canterbury Transport Infrastructure Recovery Alliance on a job well done and winning the Category 5 Hirepool Construction Excellence award.

Wynyard Edge Alliance – America’s Cup 36 PROJECTS WITH A VALUE OF GREATER THAN $100 MILLION

The America’s Cup 36 infrastructure project was an important project for New Zealand. The challenges were many: • Limited timeframe, America’s Cup sailing dates were fixed in time, • Relocation of existing users prior to commencing build works, • Limited budget, • Constrained workspace, • Congested inner city location making material delivery times unreliable, • Health and safety in a marine environment The judges were impressed with the attention to detail in planning and design phase which was clearly a critical element in the successful delivery of the construction works.

Examples included: •S trong leadership building a collaborative team that clearly enjoyed being on the project. •A whole of project focus on right the first time which resulted minimal rework, •W ave protection structure design that eliminated the need for divers, •E xtensive use of barges to provide surety of access to the works, • Use of precast to allow offsite fabrication, The project was completed on time, despite the inclusion of two major additional work packages and a Covid 19 lockdown and, completed under budget. With over 1 million hours of work over 2 years, this project was delivered with zero harm, an outstanding achievement in this challenging environment. The judges congratulate the Wynyard Edge Alliance on the recognition of their America’s Cup 36 project.

The judges commented that Category 5 was very competitive this year with several outstanding projects.

Downer NZ – New Plymouth District Council Road Maintenance Contract MAINTENANCE & MANAGEMENT OF ASSETS

In 2019 Downer NZ and New Plymouth District Council entered into the first NEC4 Term Service Contract to maintain the roading network and other Council assets. Worth around $16million annually, NPDC has seen savings of $700k in the first year of operation, with the Council and Downer working closely to achieve the best possible outcomes for the district. A great example of collaborative contracting with

government procurement driving better business practices. This new way of thinking is resulting in social benefits, improved competencies, workforce development and community involvement together with sustainable environmental outcomes. The contract is an excellent example of what can be achieved with true collaboration between the client and the contractor.

Fulton Hogan Ltd – West Coast Network Outcomes Contract MAINTENANCE & MANAGEMENT OF ASSETS

The West Coast road maintenance contract has achieved a high standard of delivery under challenging circumstances. Utilising a large proportion of local inputs Fulton Hogan has melded these together, upskilling local contractors, to produce a cohesive workforce that operates well in difficult situations.

Renewing Wellington’s historic wastewater systems PROJECT: Queen Street Stormwater and Wastewater Renewal CONTRACTOR: Construction Contracts Limited CLIENT: Wellington Water

Value: $1.5m Construction Contracts Limited, along with the consultant team Stantec, delivered this complex stormwater upgrade project The project involved the laying of a new upgraded stormwater system with manholes and large capacity sumps to elevate the historic flooding issues for affected properties in Queen Street, Mount Victoria, Wellington. A connection was made to an 1887-era brick culvert of historical significance, with a new pipe laid at depths of four metres along Brougham Street and then into Queen Street. Challenges included unknown underground services and structures, low overhead services, a large tree, maintaining stormwater flows and keeping everyone happy.

Rail platform refurbishment PROJECT: Huntly Rail Platform Upgrade CONTRACTOR: Downer NZ CLIENT: Waikato District Council / KiwiRail VALUE: $1.6m

The Huntly Rail Platform Upgrade was completed to prepare for the upcoming introduction of Te Huia, the commuter train between Hamilton and Auckland. Huntly is a key stop en route but the platform required a major upgrade. Downer carried out the works between March 2020 and February 2021. Although Covid-19 impacted expected timelines, the construction team worked to meet all reimagined milestones while ensuring that health and safety protocols were followed during the works. The works included realigning and

rebuilding the existing station platform, installing shelters, safety markings, constructing a park and ride facility and the addition of upgraded lighting and CCTV cameras. As design phases were occurring alongside construction (Downer was involved in the design and consult phase of the project with AECOM), it was decided to preserve half of the platform panels and replace the second half with newly fabricated panels. In doing this Downer realigned the entire platform further from the loop line to prevent damage from trains coming too close to the platform.

The project was to reinstate and improve the stream’s embankments to ensure the security of supply to critical water infrastructure. Downer overcame multiple challenges on this project which included working in an active airfield, working in a waterway, working below a water main pipe bridge and a Covid-19 alert level 4 lockdown.

Downer connected to both the local community and the environment on this project aligning with its environmental principles of Kaitiakatanga. Even with the added challenges of working through an alert level 4 lockdown, the team delivered a successful project for Downer, its client and its community. Downer met the strict consent conditions and mitigated the risks around the operational airfield, instream works and protection of the pipe bridge.

It was one of the largest bypass projects E N Ramsbottom had carried out and was far from a ‘Business as usual’ project for them. The crew pumped approximately 1 billion litres of sewage (402 Olympic sized swimming pools). The project was high risk and

contained a number of complexities including environmental sensitivity and intense public scrutiny. Adding to these pressures was the requirement to protect a crew working in the pipe and all while under Covid Level 4 lock down. The bypass pumping was completed successfully, on time, under budget and without incident or injury. This is due to the several months of meticulous planning that went into ensuring things went smoothly.

Working as a subcontractor to Fulton Hogan, on one of Auckland Transport’s largest infrastructure projects, GeoStabilization New Zealand (GSI) delivered an enhanced solution that provided considerable time and cost

savings using proprietary products and innovative techniques. Working through the winter months of August through October of 2019, alongside the Panmure Basin, provided challenges with access and ground conditions that were overcome with a cooperative team approach. The result was a project completed under budget and on time, with a very satisfied client.

Delivering a community asset PROJECT: Peninsula Connection 7 CONTRACTOR: Isaac Construction CLIENT: Dunedin City Council VALUE: $1.8m

The Peninsula Connection project was designed and constructed across a number of stages. A local contractor had previously completed SP6 and SP8 at Turnbulls Bay, situated either side of SP7, which had been left out due to its complexity in scope and poor existing ground conditions within this section of Peninsula Road. Isaac Construction was awarded SP7, its first project in this region and working for a new client. The scope included road widening, shared path, retaining and sea wall construction, associated stormwater, reconstruction of existing driveways and side streets, including line marking, signage, street furniture, roadside barriers,

landscaping and all related safety improvements. Isaac successfully managed the H&S of the worksite, including temporary traffic management, whilst constructing mechanically stabilised earth retaining walls and a new rock sea wall, including compacted bulk fill. Liaison with utility companies was critical and effective to enable relocation of existing services. The road was then widened to include the provision of a shared cycle / pedestrian space. Not only did this project enjoy a high level of public scrutiny, but it was a dangerous section of road that locals had been campaigning to fix for some time. Isaac managed all risks to deliver this integral community asset.

After a 100,000 m3 HDPE lined water storage dam, a 16m span bridge, major re-contouring earthworks, flowing stream realignments, stop bank upgrade, infiltration trench, services (including powerlines), SH63 sealed new entranceways, deep GPS grape row ripping, internal vineyard roading and armour rock scour protection including three major adjacent Wairua River groynes and three large box culverts, Delegat had a new vineyard block

ready to start planting in October 2020. “Our management and teams’ capability demonstrated on this job has led us to have a firmly cemented and strong relationship that we will carry forward into more directly negotiated works with Delegat. For $2m our client got an immense value for money and the grapes were planted in time so that the client will get a return in two rather than three years. If we missed the seasonal planting window by even a matter of weeks, the grapes would take three years to yield fruit. The final result is a fully developed and very smart looking 90-hectare vineyard worthy of recognition.”

Race to the finish PROJECT: Rodin Cars Test Track Resurfacing CONTRACTOR: JCL Asphalt CLIENT: Rodin Cars VALUE: $1.7m Rodin Cars’ mission is to build the fastest track cars in the world. They are currently developing the ‘FZERO’, a race car designed to be faster than a Formula One car. However, building a car of this calibre demands a world-class track to test it on. Rodin Cars contracted JCL Asphalt to undertake final resurfacing of the test track in North Canterbury to create a world-class testing facility. Collectively, the three stages of track are 4.9km long and provide three different testing environments over

undulating terrain. The sheer scale of this job and execution in a short time frame (53,000 m2 of track was paved in just nine days) to construct a high-quality asphalt surface, is a huge achievement for a business the size of JCL Asphalt. The high rate of tonnes per minute achieved was outstanding. With exceptional planning, logistics and execution, the JCL Asphalt team was able to deliver a project of this scale, to a level of quality normally only achievable by significantly larger ‘Tier 1’ organisations.

Community courts a success PROJECT: Te Ora Hou Community Facility Civil Works – Whangarei CONTRACTOR: Robinson Asphalts 1992 CLIENT: Te Ora Hou Northland Inc VALUE: $1.2m The Te Ora Hou Community facility project was for not-for-profit organisation – Te Ora Hou Northland (Inc) and involved civil works for new buildings, carpark, multi-purpose courts and landscape design and build, in Tikipunga, Whangarei. There was a strong design and build element for the contractor – Robinson Asphalts. Without an independent project manager, Robinson Asphalts had to work closely alongside the client throughout the contract to explain progress and assist with budgeting. Robinson Asphalts worked to maximise cost savings for the client, using

innovative solutions and efficiencies while delivering high quality outcomes. The project started out in January 2019 as a civils package valued at just over $900,000 but as the wish list grew, and further funding became available, the scope expanded substantially. The project was completed in September 2020 at a final value of over $1.2 million. Everybody involved got on board with the community spirit of this project, the team going the extra mile to deliver. For the multi-purpose courts the team hand-laid 65 tonnes of Hotmix in one day! The client testimonial speaks volumes of the degree of satisfaction.

Whangarei playground project PROJECT: Town Basin Playground – Whangarei CONTRACTOR: Robinson Asphalts 1992 CLIENT: Whangarei District Council VALUE: $1m

The Town Basin Playground project in the Whangarei Town Basin started in July 2020 with completion in March 2021. This project is a superb example of excellent workmanship, leadership, teamwork and collaboration between the head contractor, subcontractors and separate client-engaged contractors. With a contract value of over $1m, Robinson Asphalts delivered on time and under budget with some innovations along the way. The scope included removal of existing structures, earthworks including bund formation and contouring, cushion fall surfacing, concrete work, and landscaping. The

project involved considerable technical aspects to comply with regulations and needed some “outside the square” thinking at times.

Feedback from the Client Representative, Fiona Pratt, included a comment from one of the separate specialist contractors that “the finish of the basecourses – granular and concrete, was among the best in the many playgrounds they had been involved in”. The project was not without its challenges, including unexpected underground site conditions, but with a solution-focused approach from a dedicated team, the project ran smoothly.

Rockfall remedy PROJECT: NCTIR SR1/2 Remedial works, Kaikoura CONTRACTOR: Rock Control CLIENT: NCTIR VALUE: $600,000 Rock Control was engaged by NCTIR to install a bespoke anchored precast panel system, an anchored reinforced shotcrete face, and a 500kJ rockfall catchfence along an active slip and rockfall hazard zone. The site was within close proximity to the main SH1 corridor south of Peketa, Kaikoura. The site was bounded by the Kahutara River, opposite the marine shorefront and is of high cultural significance to the area. Works had to be carefully managed with the busy State Highway and productivity was crucial to minimise disturbance to the main traffic

flow. Strict quality objectives and weekly targets were met for the preparation and placing of the 11-tonne panels via high-capacity mobile cranes followed by anchoring. Variable ground conditions required casing systems to ensure that the anchor holes were competent to receive the double corrosion protection anchor strands. Much of the work required EWP or rope access due to the high slope angles and height of the structures. The rockfall catchfence and anchored shotcrete portions of this work required multi-disciplined skilled personnel to construct and finish to a high-quality standard.

Saving an iconic Wellington wharf PROJECT: Days Bay Wharf Repair and Refurbishment CONTRACTOR: Brian Perry Civil (BPC) CLIENT: Hutt City Council VALUE: $4m

BPC saved a Wellington icon by rebuilding the 125-year-old Days Bay wharf, using a methodology that ensured not a single sailing of the regular passenger ferries was disrupted. That approach minimised disruption during the two-year long project, which began in April 2019. BPC’s environmentally friendly and heritage focused approach appealed to the client, Hutt City Council. BPC used a composite decking product to alleviate the need for concrete on the deck. Precast concrete edges were replaced with recycled timber edge beams to regain the wharf’s heritage value. All the concrete removed from

the deck was taken to Wellington’s Centre Port to be crushed and re-used. All the old timber was either reused on the wharf or in local projects, including a little blue penguin enclosure at Wellington’s zoo. Key to the project’s success was BPC’s ability to maintain ferry operations throughout the project. The site team built and maintained an excellent relationship with the East by West ferry team, consulting with them about moving the ferry berthing location as required. As well as the usual challenges of working safely over water, the project team had to contend with Wellington’s renowned rough weather and the Covid-19 lockdown.

A determination to succeed PROJECT: Marina Terrace Apartments Ground Anchors CONTRACTOR: Brian Perry Civil (BPC) CLIENT: Southern Joint Ventures (SJV) VALUE: $3m

BPC’s innovative approach and determination to succeed delivered SJV a solution to what other contractors said was an unbuildable design. SJV was close to abandoning its plans to construct the Marina Terrace Apartments complex on a steep, unstable Wanaka site when it turned to BPC. One hundred and eightynine self-drilling anchors installed to 20m were needed for the permanent retaining system. Three contractors had failed to install the designed anchors or to come up with an alternative proposal. By that stage the project was 12 months behind schedule. BPC’s first attempt fell short,

hindered by the soil profile depth mobilising back up the casing due to the high artesian flows, and pinching the anchor bar between the casing and bar, extracting the anchor with the casing. Determined to find a solution, BPC brought in another designer with more experience with self-drilling anchors. The outcome was anchors that met the 20m designed length on first trial. Additionally, the anchors have a 100-year lifespan, 50 years longer than the required New Zealand standard. Working alongside the new designer, BPC developed an accelerated and buildable solution to meet the timecritical programme, much to the client’s delight.

Closing the cycling circuit PROJECT: SH2 Wairoa River Bridge Cycleway Extension CONTRACTOR: Brian Perry Civil (BPC) CLIENT: Western Bay of Plenty District Council (WBOPDC) VALUE: $4m The Wairoa River Bridge Cycleway project in Tauranga is a new purposebuilt cycleway and pedestrian bridge that will complete the final link in the Omokoroa to Tauranga cycle trail. The seven-span, 177m steel cycleway is attached to the Wairoa Bridge on SH2 and offers a scenic, safe and fully accessible route for cyclists to travel across the Wairoa River. BPC has brought innovation and sound construction knowledge to the team, getting involved in the construction planning from the early stages. Despite significant risk and complexity around working over water, Covid Level 4 lockdown and working at heights, BPC’s constructability inputs into the design helped overcome these challenges alongside its subcontractors. Coming up with a lightweight steel truss and successfully working with stakeholders such as Waka Kotahi, local hapu, Ngati Kahu, Ports of Tauranga and others, facilitated delivery. The result has been a successful delivery of this integral part of the region’s growing cycling network.

On September 28, 2019 a catastrophic slip hit SH 4 between Whanganui and Raetihi, leaving a 400-metre wide and 200-metre high area of damage and displacing around 20 hectares of earth. The slip left road users having to make a 1.5-hour detour to go between the two communities and dried up allimportant tourism visitors to Raetihi right before summer. After the ground became stable Higgins moved from containment to action, hosting a meeting with Waka Kotahi and BECA engineers for an all-day planning session. An alliance of excellence was quickly

formed to tackle the issue, gathering all the relevant stakeholders in active collaboration to get the work done. The highway was opened to the public two days before Christmas, and just three months after the slip. The fantastic outcome of the Te Oreore slip project is a real-life example of excellence in planning, engineering and construction. But more than that it is a story of resilience, of people coming together and responding to a challenge by adopting a collaborative can-do attitude and performing with skill and determination to do the best job possible for their community.

Higgins Contractors worked with Palmerston North City Council and WT Partnership to bring Council’s city-shaping vision for Huarahi Whakahuihui Tangata ‘streets that gather people together’ to fruition. Streets for People Stage 2 was constructed between January and July 2020 on one of Palmerston North’s busiest streets. This streetscape project had the potential to disrupt businesses and upset ratepayers, and that was before Covid -19 delayed work for six weeks. Balancing the needs of the client, stakeholders and project, Higgins demonstrated that putting people first through stakeholder management and

responsive programming is a recipe for success. Even before the street party to celebrate completion, Streets for People achieved its purpose of gathering people together. From the Higgins contract team developing new talent for the industry by matching them up with older more experienced team members; to stakeholders who received both personal visits and group meetings to ensure their businesses were having their needs met. Along with the consultants, suppliers and designers, all these people were united to deliver a revitalised street and improved infrastructure ready to weather whatever the future brings.

The project designed by Shearwater Consulting in collaboration with PMNZ involved reclaiming 460m of land along ‘The Snout’ in the Marlborough Sounds.

This was Simcox’s largest project since it set its goal of becoming a Tier 1 contractor in Marlborough. The project ran from March till September 2020. It has been a great effort by the team to complete this work to a very high standard, on time and with a lot of positive feedback from both the community and client.

The project was initially going to be an eight-month job for $1.9m, starting in February 2019. However, after amassing

63 variations for additional works, including installing water, stormwater and sewer pipelines as enabling works for Watercare’s new Thermal Hydrolysis Plant and installation of an extensive Water Sprinkler System internally and externally on various large concrete chambers, the project was finally completed in November 2020 for $4.6m.

Exxon Mobil selected McConnell Dowell to undertake the replacement of a 1.2-kilometre section of the Lyttelton to Woolston Pipeline, ensuring continuation of fuel supply to the South Island. The contract was awarded in January 2020, (with a short delay due to the Level 4 lockdown) with project work starting in May 2020. Practical Completion was in November 2020. Consultants Inovo completed the pipeline design, while Coffey undertook the retaining wall design.

A critical piece of infrastructure in the Port Hills around Christchurch, the project saw McConnell Dowell’s South Island-based team working collaboratively with the client, consultants and subcontractors to provide surety of future fuel supply to the region, while actively working to avoid disruption to multiple and varied stakeholders including Heathcote Valley School, Gondola tourists and Bridle Path walkers. Other complexities involved working alongside the KiwiRail corridor, archaeological heritage and tight project deadlines.

Fletcher/Acciona CJV VALUE: $3m

In 2017 the Fletcher/Acciona Construction Joint Venture (CJV) engaged Pipeline & Infrastructure (P&I) to deliver the CN8A culvert. This culvert is part of the Ara Tūhono – Pūhoi to Warkworth motorway project north of Auckland. The Pūhoi to Warkworth project is a public private partnership between Waka Kotahi NZ Transport Agency (NZTA) and the Northern Express Group (NX2). NX2 has contracted the Fletcher/Acciona CJV to build the motorway. CN8A is a complicated, large diameter triple barrel stormwater pipeline, built in a steep valley approximately 50m deep along the

main pavement alignment of the new SH 1 section. The 220m long culvert consists of three Polyethylene pipes; one at 2500mm diameter and two at 2000mm diameter. The works were at the bottom of a remote bush-clad gully, between two steep rock bluffs. Constructed from 2017 to 2020, the purpose of the culvert was to pipe the existing stream water to allow for 600,000 - 700,000 m3 of fill to be placed inside the gully to fill up to the new motorway pavement level. Once the fill was complete the new motorway pavement level sits approximately 45m above the existing stream/pipe invert level.

Landing the delivery PROJECT: Runway 23L CONTRACTOR: Brian Perry Civil CLIENT: Auckland International Airport VALUE: $11.5m Auckland International Airport’s runway 23L was reduced by 1100m in May 2020 to allow for maintenance to take place – the works being brought forward following the initial outbreak of Covid-19 and the concomitant reduction in air traffic.

An 80-strong Brian Perry Civil team delivered the Beca-designed project which involved breaking up and removing 10,700 m2 of existing concrete runway pavement, constructing a new cement treated basecourse, over 12 kilometres of airfield lighting cables and lights, and finally 13,000 tonnes of high strength concrete pavement. Normally construction is offset to the side of live aircraft operations, but for this project construction took place directly beneath the flight paths of landing and departing aircraft—a first of its kind in NZ, and all of this delivered in just 12 weeks, on programme, on budget, with zero Serious Harm incidents, and – crucially for this type of work – defect free. Runway 23L stands as a technical showcase for what can be negotiated, designed, and delivered between a motivated client and a capable contractor working together under considerable uncertainty on a highrisk construction project of national significance.

Rebuilding the tunnel of sludge PROJECT: Mt Albert Sludge Pipeline Repair CONTRACTOR: Brian Perry Civil (BPC) CLIENT: Wellington Water VALUE: $8m

When two critical sludge pipes collapsed deep in a Wellington tunnel in January 2020, BPC delivered a world-leading solution during the Covid-19 lockdown. The collapse meant trucks had to transport sludge 24/7 around the capital’s south coast at a weekly cost to ratepayers of $600,000. Wellington Water engaged BPC and Stantec to design a solution and carry out repairs as soon as possible. The challenges were huge. Both ruptured pipes were encased in a concrete surround and the tunnel had only one access shaft. Wellington Water agreed with the

project team that a full pipeline liner was the best repair method. Two 1.8-kilometre liners were procured from Amex Samivar in Germany. To prepare for their installation BPC carried out the new pipe diversion works during the tight one-hour pump station shutdowns, working seven days a week in very challenging conditions. On May 21 the first pipeline was switched back on, putting a halt to the 24/7 trucking operation, with the second pipeline repaired in June. BPC then designed and installed an overpumping system that removed the need for repetitive shutdowns and allowed safe access to the work.

The Papakura Stage 1 Water Treatment Plant project was brought forward by Watercare under urgency to counter Auckland’s most extreme drought in modern times. By steering away from a traditional design and build contract, a ‘build to commission’ strategy was unlocked. BPC, as head contractor, led a team of subcontractors and suppliers to see the works through to completion in just 61 working days. With the entire project effectively sitting on the critical path, the project team pushed the boundaries of what

can be achieved in a short space of time while overcoming a myriad of challenges along the way. The finished 6MLD plant, along with other drought relief projects, has brought material relief to 50,000 Auckland households. The project is a showcase for industry innovation, using modular and containerised treatment and chemical systems, as well as onsite digital tools. The uptake of technology drove down decisionmaking lag, boosted site efficiencies, and allowed design to keep pace with construction – and vice versa.

A key resource consent condition required the decommissioning of the Te Maunga Wastewater Treatment Plant sludge pond. This activated the need for a new thickening and dewatering facility that would be state of the art and integrated into the existing plant. It was paramount that the project did not affect the existing operating treatment plant, which had an average daily flow of 18,800m3/d. Key challenges stood in the way. Time was restricted, the project site

had a small footprint, high water table and poor ground conditions were all just the start. Design drawings were not detailed, presenting a challenge for the BPC team to manage an incomplete design against programme demands. Despite these challenges and almost 400 notices to engineer being issued, the project was successfully delivered to an extremely high standard of quality and is a testament to the problem-solving capability of BPC’s engineers, best for project thinking, and commitment to our clients.

Active pathway for Wellington gateway PROJECT: Cobham Drive Bay Connection CONTRACTOR: Downer NZ CLIENT: Wellington City Council (WCC) VALUE: $10m Cobham Drive Bay Connection is a $10m beautification programme funded and developed in partnership with the Government, Waka Kotahi NZTA and WCC. The walking and biking improvements along the seaward side of Cobham Drive form part of a plan to turn this coastal recreation area into an eastern gateway for Wellington. The contract was to construct a 1.5-kilometre two-way bike path and separate footpath. Extending from Wellington airport along the seaward side of Cobham Drive, the goal was to improve safety and create a more

resilient coastline. Elements included hard and soft landscaping making it a stunning gateway to the city. The project began in July 2019 and was completed by March 2021. Downer overcame many challenges, including design variations, a 410m revetment wall and extensive environmental management. Collaborating with Council and consultants Tonkin + Taylor and Calibar Consulting, Downer developed environmental management plans that conserved the coastline and indigenous species as well as meeting project outcomes.

A pathway to success PROJECT: Te Hikoi Ararewa (Wainuiomata Shared Pathway) Stage One and Stage Two CONTRACTOR: Downer NZ CLIENT: Hutt City Council (HCC) VALUE: $12.9m Downer was awarded the contract for Stage 1 of the Wainuiomata Shared Pathway in 2017. The project scope was to construct and deliver a 4-kilometre shared pathway that was 4m wide (3m in constrained areas) alongside the Wainuiomata Hill Road from Rishworth Street to Pukeatua Bridge. This included widening the existing footpaths on Gracefield Road and Bell Road South. Stage 2 was to extend the pathway from the Summit at Pukeatua Bridge

towards Wainuiomata, ending at Park Way. This was a $12.9 million project, with Stage 1 being delivered through a successful tender and Stage 2 being secured by offering significant redesign savings to HCC. The design goal forms part of a wider strategic network with future linkages to the Beltway Cycleway (which began construction in July 2020), the Eastern Bay shared Path and the CBD. The overarching goal is improved safety, improved connectivity and increased active lifestyle and recreational choices.

Protecting power for the people PROJECT: Tekapo A New Intake Gate CONTRACTOR: Downer NZ CLIENT: Genesis Energy VALUE: $17.7m The Tekapo A Intake Gate project for Genesis Energy is a unique engineering project that will protect one of the South Island’s key hydro-power schemes in the event of emergencies. Downer was awarded the project in April 2019 to construct and install a 50 tonne gate that will allow Genesis to stop inflows that could send up to 680 million tonnes of water surging downstream. There were significant engineering challenges – construction of the access shaft and tunnel works were governed by Mining Regulations, tolerances for gate installation were between 0.02 and 0.05mm and works had to meet just two shutdowns of 17 and eight weeks respectively to support unimpeded power generation. Downer worked collaboratively with Genesis, designers AECOM and subcontractor Parfitt Construction, to develop engineering smarts to maintain live

operations, including construction of a permanent stent in place of a temporary measure to sustain power generation, and the use of shotcrete to build the shaft in layers, expediting the construction programme. In February 2021, after nearly two years of construction, the Tekapo A Intake Gate project was completed on time and under budget, ensuring continued powering of over 125,000 Kiwi homes.

Riccarton Road recovery PROJECT: Riccarton Road Upgrade (Harakeke Street to Matipo Street) CONTRACTOR: Fulton Hogan CLIENT: Christchurch City Council VALUE: $19.8m Riccarton Road is one of Christchurch’s key transport corridors, with AADT of over 25,000 vehicles per day. It is the main route for the busy Westfield Mall, along with a wide range of businesses throughout the Riccarton Village. This, combined with over 800 bus movements per day, meant it was critical that the works were staged in a manner to limit impact on these traffic flows. The project included the upgrade of more than 3400 metres of underground wastewater, water supply and storm water pipes and connections to properties along an 800-metre stretch of Riccarton Road, as they were damaged, undersized and at the end of their asset life. The pipes – which carry about 10 percent of Christchurch’s waste – were up to four metres deep

and were in the middle of Riccarton Road. Two-way traffic had to be maintained throughout construction. Following the underground work, over 8000 square metres of pavement was reconstructed and bus priority measures were installed. Works also included signalised intersection upgrades, pedestrian, landscaping and cycle lane improvements. The project affected a large number of businesses, restricted access, removed on-street parking and required unusual working hours. Regular drop-in meetings were held at local businesses and the project management team attended regular Community Board meetings to provide updates on the project. This helped anticipate and resolve stakeholder issues early and amicably, changing the programme or design where possible and offering tangible

A geothermal giant PROJECT: Bulk Earthworks Contract for Tauhara Geothermal Power Station CONTRACTOR: Hick Bros Civil Construction CLIENT: Contact Energy Performing the Bulk Earthworks Contract for Contact Energy at the Tauhara Geothermal Power Station just outside of Taupo, Hick Bros Civil Construction has completed three out of the five separable portions ahead of schedule (with the last two SPs currently tracking on programme). Shifting approximately 800,000 m3 of dirt in half an earthworks season, Hick

Bros constructed the earthworks platform for the power station, a large-scale haul road network, two drilling pad rig sites, well pad and a Transpower switch yard. When completed the project will incorporate the world’s largest geothermal steam turbine to date. The project will also allow the client, Contact Energy, to further reduce its carbon emissions.

Innovation helps save lives PROJECT: Safe Roads SH50: Hawkes Bay Expressway – 1 CONTRACTOR: Higgins CLIENT: Waka Kotahi NZ Transport Agency VALUE: $10.5m The Safe Roads SH50: Hawkes Bay Expressway – 1 project demonstrates Higgins Contractors’ ability to successfully deliver a contract that will save lives along a heavily trafficked section of road. Located on SH50 and SH2 in Hawkes Bay, scope included constructing 21 kilometres of wire rope barrier and six kilometres of guard rail barrier. Works ran from February 2019 to June 2020, with WSP Opus consulting. As part of Waka Kotahi’s Safer Roads initiative, there have already been over 70 wire rope strikes. One of the challenges was maintaining journey times while working in live lanes. Higgins did this with 10 kilometres separation of work zones and smart temporary traffic management.

Higgins’ innovation introduced the driven post method instead of the auguring method during wire rope barrier construction. This increased efficiency by approximately 25 percent, reducing the construction period and inconvenience to road users. Higgins also developed a new technique for the removal of the ATP and line marking, which resulted in cost savings to Waka Kotahi of over $219,000. This innovation has been adopted by all Higgins branches and will benefit clients going forward.

Upgrades in support of new motorway PROJECT: Christchurch Northern Corridor Downstream Effects – Package 1 CONTRACTOR: Isaac Construction CLIENT: Christchurch City Council (CCC) VALUE: $12.8m The purpose of this project was to upgrade and prepare Cranford and Sherborne Streets (together with some adjoining side streets and key intersections) for the opening of the new northern motorway (SH1) and subsequent increase in traffic volumes in St Albans, Christchurch.

The scope of the project included laying a new watermain including some lateral mains, together with significant drainage works at key road intersections, new kerb and channel on multiple sites as well as new upgrades for traffic signals and equipment at three main road intersections. In addition, other intersections were to be altered and upgraded, involving extensive drainage, dewatering and kerb and channel rebuilds. Finally, a large area of the work site required a full pavement reconstruction for carriageway upgrades, whilst other areas of roading would be extensively resurfaced before line marking. This finished product, delivered ahead of time, while overcoming significant challenges, is Isaac Construction’s largest CCC contract delivered to date, and is testament to its blossoming Tier-1 journey.

Maketu marine makeover PROJECT: Kaituna River Re-Diversion and Te Awa o Ngātoroirangi / Maketu

Estuary Enhancement Project CONTRACTOR: J Swap Contractors CLIENT: Bay of Plenty Regional Council (BOPRC) VALUE: $14.5m This project was a result of decades of lobbying by Maketu locals to restore the mauri of Te Awa o Ngātoroirangi / Maketu Estuary by significantly increasing the volume of freshwater flows from the Kaituna River into the estuary. BOPRC engaged J Swap Contractors for the complex, but socially rewarding Maketu work, which created a significant improvement to the marine

life in the area. Works were carried out between June 2018 and April 2020, and varied from structural and piling, dredging, mechanical gated and telemetry to earthworks and pavements. The work was successfully delivered six months early and has received awards for its planning and environmental enhancement to the area. Consultants for the project were Ice Geo & Civil, Beca, Norconsult and WSP.

Building a community with wetlands in mind PROJECT: Awakeri Wetland Stage 1A CONTRACTOR: McKenzie & Parma CLIENT: Auckland Council – Healthy Waters VALUE: $13m The Awakeri Wetlands Stage 1A was a high-profile project to improve flood-prone areas in Takanini, South Auckland. It forms part of the revitalisation of the area to enable thousands of homes to be built in this growing community. The first large-scale open stormwater channel in the country, it was delivered by McKenzie & Parma as main contractor and consultant GHD from April 2018 to July 2020. The 2.3-kilometre-long stormwater channel forms a natural stream and wetland, with a series of weirs that control water levels, and connects boardwalks, shared cycleways and pathways with public recreation

areas, enhanced by extensive native plantings and specimen trees. Originally a kauri swamp, large ancient swamp kauri were uncovered during construction, many of which have been left in place to celebrate the history of the areas. This was a complex project involving extensive earthworks, and robust erosion and sediment control. It required a collaborative problemsolving to find solutions that were sustainable, environmentally sensitive and delivered value for money. As well as being a large development, this project was unique with the site being almost entirely composed of peat material and prone to waterlogged conditions.

The project involved creating a new roundabout on an existing straight section of SH3 in urban Hamilton. This section of road carries over 24,000 VPD and is the main road

heading South from Hamilton on the southern side of the Waikato River. The project involved building this roundabout online, including 10m+ cuts to enable three new pedestrian and cyclist underpasses, large stormwater retention ponds, extensive retaining walls, and over 100,000m3 of earthworks in total to build the new roundabout and Peacocke access road.

Bridging the gap PROJECT: Whirokino Trestle and Manawatū River Bridge Replacement CONTRACTOR: Brian Perry Civil (BPC) CLIENT: Waka Kotahi, NZTA VALUE: $63.9m Delivered on budget and well ahead of schedule as a result of BPC’s smart planning and risk management skills, the SH1 Whirokino Replacement Project has won high praise from client Waka Kotahi. The new 600m long Moutoa Floodway Bridge and 200m long Manawatū River Bridge have eliminated the 14-kilometre detour through local roads for HPMVs, delivered safer cycling facilities, and reduced maintenance costs. Working within the active Manawatū River Flood Protection Scheme presented challenges for the construction team, which they managed through careful planning

and close collaboration with the local authority. Strong relationships underpinned the success of the project. BPC worked closely with the local community, other stakeholders, and iwi and employed around 70 percent of staff from the area. Each iwi had a kaitiaki on site and a local iwi member who was a trained ecologist was engaged to protect the ecology of the area. The project began in 2017 and was completed in 2020. It has helped the University of Auckland undertake some cutting-edge seismic research that will inform decisions on the maintenance on many other critical structures around the country.

The hub connection PROJECT: Rotokauri Transport Hub CONTRACTOR: Downer NZ CLIENT: Hamilton City Council (HCC) VALUE: $21m Rotokauri Transport Hub (The Hub) is an important part of Hamilton City Council’s strategy to provide effective transport options that service the growth of the Waikato region. A park and ride, rail station, and bus interchange, The Hub is a key connection point for rail passengers and visitors to Te Awa (The Base) shopping centre and provides greater intercity connections between Hamilton, Huntly, and Auckland. HCC engaged Downer to construct The Hub in September 2019 and the new rail service, Te Huia, was launched

with much fanfare in early April 2021. A multidiscipline brownfields project, The Hub involved construction of new and improved walking and cycling connections, a new 140m long rail platform, an architecturally designed pedestrian rail overbridge to safely connect The Hub with Te Awa, with panels designed with input from mana whenua. Downer worked collaboratively with Council, AECOM, and project partners, including Tainui Group Holdings, Waikato Regional Council, and Waka Kotahi, to deliver this strategic transport infrastructure and achieve optimal whole-of-life outcomes.

When the site of Christchurch’s new sports hub was blessed in August 2017, the torch was handed to HEB Construction, which signified its role on the next ‘leg’ – developing the Ngā Puna Wai Sports Hub. Engaged by Christchurch City Council to undertake the challenge of sprinting into a new sporting era with the construction of a long-awaited world-class facility to replace those that were damaged in the Canterbury earthquakes, Ngā Puna Wai is home to combined facilities for sporting disciplines including athletics, hockey, tennis and rugby league. Working alongside BECA, design consultant and management,

surveillance, and quality assurance (MSQA) and AECOM (project management and independent estimating on the client’s behalf), HEB accepted the challenge, working with multiple stakeholders to successfully deliver Christchurch’s new home for sport. The complex project kicked off in August 2017, with works continuing among the progressive handover of the four stages. The athletics track, field facilities and main carpark were delivered first in May 2018, followed by the hockey fields in September 2018. The 12 outdoor acrylic tennis courts were finished in March 2019 with the rugby league fields in June 2019.

WSL, with the expertise and commitment of Beca and the JV, were able to go above and beyond what was required of the Pukekohe WWTP upgrade and construct an industry transforming facility, building better, not bigger, in order to contribute to

the protection and restoration of the Waikato River. Features that make this project stand out are the level of complexity of both the build and of working in a live operational environment, the sequencing required to meet the discharge requirements due to go live in October 2021, the accelerated timeframe due to high population growth in the catchment, the strong relationships fostered between all parties, and the profound sense of ownership by everyone onsite of the common goal to deliver a quality product to the client.

Higgins Contractors successfully completed the Civil Balance of Plant, comprising 24 kilometres of access roads and concrete foundations for 31 turbines. Works ran from September 2019 to mid-June 2021. Client Tilt Renewables chose Higgins as the most experienced civil contractor in the wind energy sector, having constructed 298 turbines, with zero contract disputes across five wind farm contracts. That experience was called on immediately as the

site, in South Taranaki, is prone to liquefaction. To reduce risk, Higgins carried out Dynamic Compaction trials during the ECI phase. Trials proved successful and so began a programme of Dynamic Compaction and Rammed Aggregate Piling ground improvements. When Covid-19 halted works, Higgins managed the delay by planning an accelerated ground improvement programme across different strings. Close collaboration with the client, consultants Riley, Golder and Associates, iCubed and Resonant, and other contractors helped deliver the works to programme and budget, with no environmental incidents or onsite LTIs.

Tunnel upgrade a collaborative affair PROJECT: Lyttelton Tunnel Deluge & Associated Systems Upgrade CONTRACTOR: McConnell Dowell Constructors CLIENT: Waka Kotahi NZ Transport Agency VALUE: $25m The Lyttelton Tunnel Deluge and Associated Works Project was started in May 2017 and was completed in August 2019. McConnell Dowell took a highly collaborative approach to the highrisk upgrade and works delivery, with designers WSP Opus, and client Waka Kotahi, to develop a detailed design and construction method integrating 27 subcontractors across disciplines such as mechanical, pipework, civil, roading, drainage, electrical controls (PLCs, SCADA), cameras, public notification systems, radio re-broadcast system, and a water reservoir. Through a safety and quality focus, and commitment to openness, transparency and collaborative planning, the team delivered works

with Zero Harm, on time and to budget. The standout innovation for safety, a cantilevered trolley that avoided point balance load issues on the tunnel’s dual purpose ventilation duct floor/tunnel ceiling, also increased productivity and quality, enabling works to proceed while traffic flowed through the tunnel. The team’s appreciation for the project’s location and the disruption to Canterbury’s Lyttelton and Banks Peninsula communities was embedded from day one, and ultimately enabled the team to conduct works with fewer total lane closures. The project’s safety culture was outstanding, with workers and all site staff taking full care and responsibility for each other, and consistently speaking up and out when they saw unsafe working.

Pipes for growth in Mahurangi PROJECT: Snells Algies Wastewater Pipe and Outfall Construction CONTRACTOR: McConnell Dowell Constructors CLIENT: Watercare Services VALUE: $35.5m The Snells Algies wastewater pipe and outfall construction project is the first phase of a three-stage scheme to supply the Warkworth and Mahurangi East communities with reliable wastewater services to cater for population growth. The scheme will improve water quality in the Mahurangi Harbour and deliver an upgraded wastewater system. Watercare awarded the design and construct contract in March 2019. It continues to build on McConnell Dowell’s extensive track record in the construction of wastewater infrastructure and major marine outfall pipelines. Our solution features the

use of the Direct Pipe system to install a trenchless pipeline to minimise disruption to the local environment. McConnell Dowell engaged tunnelling and outfall specialists McMillen Jacobs to develop the permanent works design based on a strong working relationship and technical expertise in marine outfalls and difficult pipeline projects. The project ran from September 2019 to November 2020. A new world record for the longest Direct Pipe drive by a MTBM of 2021m was successfully achieved, 92m further than the previous world record set McConnell Dowell in 2018 on the Watercare Army Bay Outfall project.

Transporting hockey to a better place PROJECT: National Hockey Centre CONTRACTOR: Northern Corridor Improvements CLIENT: Waka Kotahi Transport Agency and Harbour Hockey Charitable Trust VALUE: $75m The National Hockey Centre at Rosedale was built for North Harbour Hockey (NHH) by the Northern Corridor Improvements Alliance as part of the Northern Corridor Improvements project (NCI). It is New Zealand’s leading international hockey facility and is the home of North Harbour’s 8000 strong hockey community. It is also the training base for the Vantage Black Sticks teams on Auckland’s North Shore. The $75m facility is the last of three sports facilities that have been relocated and improved as part of the NCI project. The centre includes a new pavilion

building and four new turfs – two of Global Elite and two of national standard. Other features include floodlighting, covered seating for 450 spectators and 370 new carparks. A new walking and cycling bridge and shared path was also completed, to connect communities to Rosedale Park. Construction of the hockey centre was completed in December 2019, in time for North Harbour Hockey to co-host New Zealand’s first FIH Pro League matches in February 2020. It was delivered for the Transport Agency together with their partners, Harbour Hockey Charitable Trust, Auckland Council and the Upper Harbour Local Board.

Creating the stage for America’s Cup racing PROJECT: America’s Cup 36 CONTRACTOR: Wynyard Edge Alliance (WEA) CLIENT: Auckland Council (AC) and Ministry of Business,

Innovation & Employment (MBIE) VALUE: $270m To meet the challenge of hosting the 36th America’s Cup in Auckland’s Wynyard Quarter, MBIE and AC formed their first alliance committing close to $250m to prepare the waterfront for the AC36 event. Wynyard Edge Alliance brought together a high-performing team of designers and constructors, working in a highly charged, dynamic environment to “create the stage for the America’s Cup and a waterfront destination that Kiwis love”. At the time, nobody knew how many teams were coming, where they would be located, or how the bases would be configured. The uncertainty and risk

associated with AC36 preparations required a leap of faith by all partners. The non-owner participant team of McConnell Dowell, Downer, Beca and Tonkin + Taylor adjusted quickly to changes in scope and delivered each base as the racing teams required them, with the last milestone met in November 2020. The cumulative effect of over 20 breakthrough innovations delivered exceptional value for money and resulted in an on time and under budget delivery, with zero harm to people and the environment. Many of these innovations have resulted in a legacy extending well beyond the new waterfront infrastructure.

The CNC project combines Waka Kotahi NZ Transport Agency’s Northern Arterial (a new section of SH74 running from just south of the Waimakariri River to QEII Drive) and two Christchurch City Council (CCC) projects that link QEII Drive to Cranford Street and four-lane Cranford Street to Innes Road. The CNC was the first alliance contract of this size in the South Island. The alliance between Waka Kotahi, CCC, Fulton Hogan, Aurecon and Jacobs developed a team with four key result areas: Strong relationships, Proud legacy, Responsible traffic management and Safe/healthy environment. These are strong stakeholder and community objectives and from the outset the wider project team understood and signed up for these. Between November 2016 and December 2020 there were plenty of challenges on the way: unexpected

ground conditions, a change of scope to include a third southbound lane and clip-on cycleway on an existing bridge, the high water table, SH1 and local road closures and the political background making this a highly contested motorway. The culture and the workmanship of the team shows high scores on performance and customer satisfaction. The CNC Alliance has delivered a benchmark project.

The $350m Huntly Section is part of the 102-kilometre Waikato Expressway connecting Auckland with Waikato and Bay of Plenty. It takes traffic east of Huntly Township, up and over the Taupiri Range, and across lowlands to link with the completed Ngāruawāhia Section at Gordonton Road. The client, Waka Kotahi NZ Transport Agency, awarded the works to Fulton Hogan and HEB who formed a collaborative Joint Venture, working together with design partners Opus and Jacobs, and design consultants Gaia Engineers and Bartley Consultants. Construction started in October 2015. The works were completed 37 weeks

ahead of schedule in March 2020 – a remarkable achievement given the unique topography, and ecology and cultural mitigation challenges working in the Maori King’s backyard and with his people Waikato-Tainui. Strong partnerships were key to delivering this spectacular gateway through culturally significant Waikato country, recognised through pou and other artwork along the route. This is a story not just about constructing a road that is safer, more reliable and more enjoyable. It is a story of shared learnings of past and present, of mutual respect, and of strong connections with WaikatoTainui, without which the Huntly Section would never have been constructed.

Connectus kicked off the epic City Rail Link (CRL) project in December 2015 and is the first CRL contract to be completed, providing the foundations for Auckland’s first underground metro system. A JV between McConnell Dowell and Downer, Connectus completed Contract 2 for CRL in October 2020, following nearly five years of high-profile construction activity in the Auckland CBD, including one of its busiest intersections, surrounded by multiple high commercial and residential towers and numerous businesses while operating in a narrow 12 m wide construction corridor in Albert St.

Completion of C2 has enabled a revival of the CBD at street level, with seamless tie-in to the tunnels constructed under Commercial Bay. Contract 2 provided leadership in sustainable infrastructure delivery solutions, and shared learning and methodologies identified which have been incorporated into the rest of CRL works. The success of this project was down to a whole team effort and collaboration between Connectus, CRLL, and partners (including AECOM, Parallax, Contrax, Stockman, Sixence, Gleeson & Cox, Trevi, Complete Reo, Watertight, Exaro and Harker).

The 7.8 magnitude Kaikōura earthquake in 2016 devastated the transport networks connecting communities across North Canterbury. Owners of the road and rail networks Waka Kotahi NZ Transport Agency and KiwiRail came together for the first time in a collaborative model, setting up the North Canterbury Transport Infrastructure Recovery (NCTIR) Alliance – with four construction companies – Downer, Fulton Hogan, HEB Construction and Higgins. Suballiance partners were Aurecon, Tonkin + Taylor, and WSP. The NCTIR Alliance moved mountains to reconnect communities, reopening road and rail networks by the end of 2017. Work then followed

to leave a lasting legacy by creating a safer, more resilient network that will serve future generations. Responding to the unique scale and complexity of construction challenges required new ways of thinking, and innovation was at the heart of the response. Freight movements and public journeys are overall more reliable and resilient. A greater regional cultural narrative is honoured and showcased. Excellent safety statistics over the life of the project set a new industry benchmark. The NCTIR Alliance was formed in late 2016 and 273 projects were completed by December 2020. An additional project – a rockfall protection canopy – was completed in 2021.

Better business and shared risks PROJECT: New Plymouth District Council Contract CONTRACTOR: Downer NZ CLIENT: New Plymouth District Council (NPDC) VALUE: $17.7m In 2019 Downer signed a 10-year contract with the NPDC. Signalling a new approach to collaborative contracting, the contract is evidence of the broader outcomes of government procurement driving better business practices. The contract is the only NEC4 Term Service Contract in New Zealand and embodies mature procurement within a significant shared risk model. Worth $155.6 million over 10 years, the contract covers urban and rural roads in the district and includes road maintenance and resealing, road line marking, road sweeping and street cleaning, CBD cleaning, bus shelter

cleaning, emptying bins, as well as water and wastewater reticulation renewals and small to medium bridge maintenance. This contract sees the amalgamation of roughly 20 individual contracts into one, creating significant procurement and staffing cost savings. In the first year alone, Downer has helped the Council save approximately $700,000. NPDC is approaching old problems with a new way of thinking. Already there are social benefits, competencies being maximised, workforce development, community involvement, and social and environmental sustainability outcomes.

One team making a difference PROJECT: West Coast Network Outcomes Contract (NOC) CONTRACTOR: Fulton Hogan CLIENT: Waka Kotahi, NZ Transport Agency VALUE: $90m The West Coast NOC is New Zealand’s longest and arguably most challenging, traversing 878 kilometres of highway from Haast Pass in the south to Mokihinui in the north. The network includes SH73, which acts as a key link between the Canterbury and West Coast regions via Arthurs Pass, as well as the Haast and Lewis alpine passes. The network is a lifeline for its communities, and the local, regional and national economies rely heavily on this infrastructure. The West Coast NOC team has carried out the maintenance of the West Coast’s transport network since September 2015. Funded by Waka Kotahi NZ Transport Agency, the contract is led by Fulton Hogan in a collaborative partnership with four local

West Coast companies: WSP Opus, WestReef Services, Westroads and MBD Contracting. The strength of the team and the collaborative partnership between these local companies has seen the team take ownership of the network. This is clearly shown through the performance results using good data management, training, delivery of programmes, sharing of ideas and innovations, and commitment as “one team making a difference to keep the Coast safely connected.” In order to service the contract, a team of 90 staff have dedicated 24 hour, seven days a week service across the state highway network. Overnight shifts are common during the winter months to ensure, where possible, the alpine passes can remain open.

“Excellent performance” in trying circumstances PROJECT: Christchurch Central Road Maintenance CONTRACTOR: HEB Construction CLIENT: Christchurch City Council (CCC) VALUE: $35m All the Christchurch Road Maintenance contracts encouraged a deliberate change in the way CCC did business when it let the contract in 2017. However, it was recognised that the CBD would have the most rapidly changing environment as the city got back on its feet. HEB Construction’s contract is for full corridor maintenance in the CBD, covering a 174-kilometre footprint throughout central Christchurch. The scope includes drainage, pavement, bridges, signs, street furniture, road marking, footpaths, kerb and channel, street cleaning, winter maintenance, and emergency response. With the new library, entertainment complex, bus station, Avon River

Promenade, Riverside Markets, and Margaret Mahy playground enticing people into the CBD, there is extensive stakeholder engagement with the assets that HEB looks after. Alongside this, there are new cycling routes, parking spaces, and businesses. Managing this constantly changing asset base and assessing new transport patterns and modes is a challenge that HEB is proud to undertake. “We balance our work around the city’s constant ebb and flow through collaboration and high levels of trust with CCC, prioritising key works against the budget. “With a three-year initial contract agreement, we have recently been granted a two-year extension until mid2022 due to our excellent performance.”

In 2017 CCC sought a new approach to maintaining its roading network. Council wanted better road maintenance outcomes for the city and its people. Higgins Contractors delivered this change for Council through its fresh approach based on the lessons developed, proven and refined on other roading maintenance contracts. For each of its maintenance contracts, collaboration and service are hallmarks of Higgins’ operations. Higgins’ maintenance solution for CCC includes the following key elements:

• Focusing on customers; • Providing better value for money; • Helping Council with a higher level of data collection, validation and sharing across all their networks; • Honestly and accurately measuring the performance of the contract; • Developing and maintaining a strong, collaborative relationship. A partnership based on trust PROJECT: Rivers and Drainage Maintenance Heavy Plant CONTRACTOR: Isaac Construction CLIENT: Marlborough District Council VALUE: $6.8m Simcox Construction (a division of Isaac Construction) has successfully held Marlborough District Council’s ‘Rivers and Drainage Maintenance Heavy Plant’ contract since its inception back in 1995. The result of this continuity is that it has developed a large pool of skilled and long serving staff that are now hugely knowledgeable in where the district’s $200m worth of floodway assets are, how they work, and how to maintain, renew and construct them. More importantly, the result of this continuity is that the Simcox team is trusted. Trusted to bill accurately, trusted to be respectful, polite and

professional with landowners and stakeholders, trusted as an organisation to be there on Christmas eve with 20 staff fighting a flood breach, trusted to stay in Marlborough for local earthquake damages on maintenance contract rates when NCTIR rates were on offer just down the road, trusted to be on call 24/7, 365 days a year. The consequences of getting our job wrong is a threat to loss of life and property. We have seen significant and high loss floods in the 80s in Blenheim. Since 1994, Council has committed to lifting the floodways assets to 100-year flood design safety, and Simcox has been MDC’s main partner in getting that done.

Hamish Race Z People – Emerging Leader Schick Civil

Hamish has been with Schick Civil Construction for 4 years. He got involved within the industry straight out of school, deciding to complete his Diploma in Civil Engineering. After completing this and working 2 years at the consultancy, Hamish knew that he needed to ‘get on the tools’ to gain experience if he was going to be able to competently lead skilled field staff and understand all facets of the civil industry. Knowing Hamish, his personal goals and the company goals are quite well aligned. He has a saying along the lines of ‘too often the civil industry finds the person rather than the person finding the industry’. The civil industry was always somewhere he wanted to be, but he believes that all too often, kids leaving school don’t end up in the industry by choice. Hamish is motivated to teach students what the industry has to offer but also put time and effort into our staff so they can get the qualifications they are after and working with them to get to where they want to be for their careers. The opportunities for Hamish are endless but for now, he is firmly focused on making the Schick Nelson Marlborough branch a sustainable and successful branch of the business with longevity.

Hayley Scott Z People – Emerging Leader McConnell Dowell

Hayley joined McConnell Dowell in December 2018 on the completion of her Bachelor of Civil Engineering (Hons), from the University of Canterbury. She spent a semester of her final year in Denmark, studying Water Supply Engineering and joined McConnell Dowell on her return. Almost immediately she found herself in American Samoa working on the Pago Pago International Airport Runway Apron project, which is where she was when Covid-19 interrupted our world. Caught on island due to travel bans, while several of her team were stuck back in New Zealand, someone had to step up and make sure the team were safe, informed and on track. During her studies, Hayley enjoyed the study and decided she liked the opportunities for travel and advancement. The challenges of civil construction piqued her interest so she followed through into the construction side of the industry and has found her niche. She is looking forward to seeing where the industry takes her but she’s definitely not afraid of taking charge of her own destiny!

Jay Dangwal Z People – Emerging Leader Fulton Hogan

Jay came to our attention as a participant in the highly-competitive Project New Grad programme having secured one of three places from over 200 applicants. Throughout the three year rotation within Auckland Transport, GHD and Fulton Hogan, Jay displayed outstanding leadership qualities from the offset and a positive team mindset, so we were delighted that he chose Fulton Hogan once the programme was completed. Having now worked in our organisation for five years, Jay has experienced a rapid career progression currently holding the position of Construction Manager for our high-performing Auckland Transport South Urban Road Maintenance Contract. Jay’s is honest, intelligent, people-focused and customer driven with a rare ability to communicate to all levels of the business, bringing people on the journey with him. He exemplifies everything that leadership is about and his approach of people first sees him support and challenge his teams so that we, as a business, continue to seek and achieve better performance over time for our clients. Nipun Jayaweera Z People – Emerging Leader Downer NZ

Nipun Jayaweera is currently a Regional Technical Lead with Downer in Auckland. He started working with the company in 2013, shortly after graduating from the University of Auckland. As a young graduate, he was interested in working outside of Auckland, so he took up a graduate role based in Napier. Nipun recounts how at his job interview with Downer in Napier, he was introduced to an older gentleman sitting in on the interview, a Dr. Dave Hutchison. At the time, Nipun didn’t know what Dr.Hutchison’s position at Downer was (and didn’t yet know him as Dr. Dave), but he found him to be “a really nice, humble chap, and we had a really interesting discussion about roads and bridges”. Nipun says he didn’t enter the civil industry with a plan – he just knew he wanted to build roads and bridges. He is still driven by that enthusiasm to learn something new every day. However, he now sees that work also must have a high engagement factor as well as answering the call on the social issues that are (topical/relevant/problematic) in our communities. He believes that as engineers, we have a big responsibility in this space. He is excited about continuing to connect with the people he works with and the customers they serve.

Tomas Kettell Z People – Emerging Leader Isaac Construction

Tom has been employed at Isaac since 2013. Tom studied a Bachelor of Science Degree in Quantity Surveying and Commercial Management in the UK. He then came to New Zealand on a working holiday visa in 2013 and applied for roles, one being an Estimator at Isaac Construction. Although Tom did not have Civil Experience, we saw potential in him do due his qualification, character, and overall positive can-do attitude. He was the right person for the team, he just did not have the skills yet, however we were confident he would get them quickly. Tom is extremely innovative by nature, and having already implemented many new initiatives for Isaacs, over and above his day-to-day role, I can see him continually adding huge value to the civil industry throughout his entire career. Tom is the kind of person that always goes the extra mile to ensure objectives are achieved. Drew has been employed with Isaac Construction since April 2014. Drew undertook and completed a Polytech course for pre-trade plumbing, and a drainlaying course, whilst he was seeing out his time in prison. Drew intends to add to his current qualifications of registered drainlayer, and NZ certificate in Business by completing his water installers qualification. From there, he will undertake supervisor and further leadership training and continue to accumulate experience in his current foreman’s role. Drew’s goal is to progress into a being a 3-waters supervisor in the future, which Isaac Construction will support him in 100%

Fiona Jerry Z People Personal Improvement Pipeline & Civil

Fiona has worked with Pipeline & Civil Ltd for 15 years. She started her career with us with no previous experience in the civil industry and worked her way from the ground up. Her first role was as a traffic controller, on the stop go sign, she has also gained alot experience working on the civil side and she is now in a leadership role Managing our Traffic Management Team. Fiona came to work within the civil industry because her partner, Roy, was working in the industry. She had a job that saw her travelling around the country so had the opportunity to work with her partner and spend more quality time with family. Fiona’s plan is to stay with Pipeline & Civil for the foreseeable future. Her main goal is to continue her journey of learning so that she can be the best she can be and inspire, nurture, mentor and teach others along the way. She is specifically interested in learning more about the design aspect of traffic management and hopes to complete the NZTA design course along with the software training. Fiona would also like to assist with upskilling staff from labour hire companies regarding the new TTM regulations.

Luke Vivian Z People Personal Improvement Brian Perry Civil

Luke’s hard work and leadership skills saw him appointed Manager of a busy MacDonald’s outlet in Paraparaumu when he was just 19. While he enjoyed the responsibility of the role, he needed more challenge and looked to the construction industry in which his late father worked to get the opportunities he sought. He began work in 2014 as a labourer on the Mackays to PekaPeka (M2PP) expressway project north of Wellington. Trading a job title of Manager for one of Labourer might be seen as a step down, but for Luke it was the entry into an industry in which he has stepped up and forged an exciting future for himself. Luke’s potential was quickly recognised and he was encouraged into an engineering cadetship to enable him to reach his full potential. He will complete his Diploma in Engineering qualification at the end of this year. With the completion of the Whirokino project, 10 months ahead of schedule, Luke is now working on the groundworks for a new Summerset retirement village being built on a challenging site by the Hutt River in Lower Hutt. His goal is to work as a project manager on a major infrastructure project that will deliver significant national or regional benefits and leave a legacy for generations to come.

Robert Matete Z People Personal Improvement

Downer

Robert (Rob) Matete is a Construction Supervisor at Downer who exemplifies all the traits of someone who is committed to ongoing training and development. Being a machine operator working on the roads in beautiful Gisborne was a dream of his from a young age. In the early 1980s Rob has fond memories of going to work with his father, sitting on his lap in the grader and the trucks. Then in 1990, thirty years ago, Rob was employed by Downer and went on to work on many projects alongside his father. Rob has progressed greatly since his early days in the civil industry, and now sees his role as passing on knowledge to others and helping young employees develop and advance. He didn’t initially aspire to move into a leadership role, and wants to pass on to others the tools to have the confidence to pursue their goals. Still on an exciting growth path, Rob says “This isn’t all about me progressing; it’s about other people progressing. I get self-satisfaction out of bringing people up to where I am and beyond.” Rob is working towards his goal of becoming the first Māori Regional Manager for Downer.

Sam Hooper Smith Z People Personal Improvement HEB Construction

Sam has been employed with HEB Construction since June 2016. Having grown up on a farm in Hawkes Bay, Sam has always been practically minded, with a particular interest around environmental and water issues. In line with his interest in this field, he completed a Bachelor of Engineering – Environmental in 2002. Moving to Auckland after graduating, Sam was driven by a desire to improve sustainability in communities, to become part of the solution, while helping to reduce the impact of people on the environment in urban areas. He began his HEB career as HEB’s Business Unit Manager – Utilities and Landscapes in Auckland. In line with his goal to move into a people management-focused role, Sam applied for and has recently been promoted to Waikato Civils Area Manager, where he is responsible for managing the business and building client relationships within the Waikato region. Sam’s long-term goal is to move into general management. In this role, he plans to focus on streamlining business processes, strategising for future development, staying on top of new industry technologies, developing cultural and social diversity within the business, increasing community engagement, and driving sustainability improvements.

CCNZ Past President Tim Ford has comprehensive experience in the management and leadership of infrastructure projects for private and government organisations throughout the country, gained through 32 years working in the civil engineering industry. Tim is currently a consultant, but was Executive General Manager for Fulton Hogan, Chief Executive for Stevenson Aggregates Limited and Stevenson Concrete Limited, and has served as a director on several joint venture boards.

As Customer Manager for Z Energy, Amber manages a portfolio of partnerships with industry representative organisations across New Zealand for Z’s commercial business. Working in the Small & Medium Enterprise team, she is focused on ensuring that Z continues to support and champion NZ SMEs and deliver first-class experiences for customers. Brian Warren Brian has over forty years’ experience in the civil construction industry having held senior management positions with both Fulton Hogan and Isaac Construction. He was also a director of several subsidiary companies for both organisations. Brian is a member of the Institute of Directors, a director of Ashburton Contracting Ltd, a current member and past Chair of the Civil Trades Certification board. He served on the CCNZ National Executive for 5 years, including 2 years as President, having previously been a Roading NZ Councillor for 9 years. In the last 2 years 3 staff have achieved Level 4 NZQA Civil Construction qualifications. One spoke English as a second language, this qualification helped him with his residency. The second had serious literacy limitations, this was his first qualification at 50 years old, he was incredibly proud his capabilities are formally recognised. The third, is a young man starting on his career journey completing it whilst getting married, buying his first home and becoming a father. We proudly have 6 more completing their CONNEXIS training with the guidance and support of the first qualified candidates. 2/3 of our workforce will hold a nationally recognised qualification and we are hopeful they remain life-long learners in our industry.

City Contractors are a unique company that has a strong family culture and a commitment to seeing any job through. Our 58 staff are some of the most highly skilled operators and water fitters in the business, and we thrive on complex and difficult watermain installations. We work closely with WaterCare, and its Maintenance Contractors, to upgrade and maintain the city’s water network. A positively engaged workforce CONNEXIS AWARD: Turnover between $10m and $100m COMPANY: Quality Roading and Services (QRS) Wairoa civil contracting and roading construction company Quality Roading and Services prioritises on-the-job training and education for staff. The award-winning company is owned by Wairoa District Council and is the town’s second-biggest employer. Everyone has individual training plans for acquiring new skills, increasing their contribution, and building self-esteem. QRS uses external and internal trainers. Induction, engagement and exit survey results reflect a positively engaged workforce but the company is always looking to improve. A third of staff are currently working towards

apprenticeships from heavy diesel mechanics to road construction. Some staff have branched into project management and engineering. QRS offers competitive pay and overtime rates, and guaranteed hours with staff paid a minimum of 45 hours a week. Paramount to working at QRS is a desire to share in the company’s overarching goal: a strong and successful company growing the Wairoa community. QRS hosted the ‘Your Road to Success’ event earlier this year: a family-friendly celebration acknowledging staff who’ve completed licenses, courses, papers and apprenticeships over the past 12 months. Learning pathways CONNEXIS AWARD: Turnover of $100m and over COMPANY: Downer NZ Downer New Zealand has committed to “grow our own” as the civil infrastructure business in NZ struggles to fill jobs with skilled candidates. From bringing in unemployed and vulnerable people through our ‘Road Ready’ and ‘Water Ready’ programmes we are able to provide a credible learning pathway into apprenticeships, cadetships and further civil qualifications. Over the past 2 years our training numbers have increased 40% from 485 to 643, and after establishing a training support network, our completions rose 60%. In the past 10 years we have been able to qualify annually, 150 people, in First Line Management levels 3 and 4, and 50 annually in project Management level 4. Growing our own will also grow our business to be a stronger contributor to New Zealand society.

The judges comment Dedicated to developing their people and maintaining a high standard of industry skills and knowledge is demonstrated with significant investment in the creation of a new Technical Training team and Corporate Social Outcomes team. These initiatives provide wrap-around pastoral care resulting in a high level of staff engagement. Downer have instigated programmes to recruit people from all sections of society including; school leavers, career changers from other industries and all ethnicities who thus have vastly varied backgrounds and skills. They understand and have proactively met the obligation they have to provide the workplace environment for these new staff to succeed. This approach means a focus on the person as a whole not simply providing technical skills training. Their focus on team culture and inclusion is underpinned with their various in-house programmes for youth, Maori, Pacifica, women and leadership.

A long-term legacy CONNEXIS AWARD: Turnover of $100m and over COMPANY: Wynyard Edge Alliance (WEA) Joint Venture: McConnell Dowell, Downer NZ, Beca, T+T, Auckland Council, and MBIE One of the most successful multidisciplinary projects completed in recent times in New Zealand, Wynyard Edge Alliance (WEA) has provided a legacy that extends beyond the new infrastructure created for the 36th America’s Cup event. A key focus of the team was to identify and create positive long-term social outcomes through AC36 delivery, while achieving the clients’ requirements for an on-time and budget completion, with zero harm to people or the environment. For example, WEA employed many staff for whom English is a second language and whom lacked the

communication skills or confidence to ‘speak up and be safe’ during pre-start meetings or contribute to green card reporting. To address this issue, WEA identified at-risk workers and assisted them with language development and confidence through a 25-hour learning programme. This programme was jointly funded by the Tertiary Education Commission (TEC) and WEA, and was undertaken by Education Unlimited. Following the programme, WEA saw significant improvements in worker engagement, language, and confidence skills. The programme also had a tremendous effect on the overall safe execution of AC36, helping achieve 1.1 million worker hours for the complete project without a lost-time injury.

Valuing our greatest asset CONNEXIS AWARD: Turnover of $100m and over COMPANY: Fulton Hogan Corporate Investing in our people’s development is vital in valuing and growing our greatest asset. The people at Fulton Hogan are at the heart of everything we do and this is reflected in our newly created industry-specific Career Pathways. This road-map ensures all our people are familiar with all the training and development options, both mandatory and optional for their personal and career development. Our internally facilitated Leadership and Contract Management Programmes are benchmarked and aligned to L3, L4 and L5 qualifications. This recognises our people’s current experience whilst also building additional skills and knowledge. Our ENZ-accredited Graduate Engineer Programme supports emerging project managers with contract management skills, additional soft skills, a competency pathway to CPEng, mentoring and experiential rotations. For the younger among us, the Cadetship Programme aims to support school leavers to become part of the Fulton Hogan whanau, and gives our future leaders the tools to develop

their skills, knowledge and behaviours to be competent and safe in the workplace. We also share our training resources with the broader infrastructure industry to help meet the sector’s skills needs. With the Ministry of Social Development, the Construction Sector Accord and Civil Contractors NZ we have developed the Infrastructure Skills Centre, which we host and for which we provide 26 trainers and subject matter experts.

Our Higgins business unit has demonstrated this by supporting employees at all stages of their career through recognition of current competency, for those with long standing experience and supporting an apprenticeship programme to help the development of those new to the Industry. We see the Industry, and our role within it as providing more than a job but the opportunity to build a sustainable career that embraces lifelong learning and creates a better life for New Zealanders.
