Digital planning tool brings rewards PROJECT: Waikato District Alliance CONTRACTOR: Downer NZ CLIENT: Waikato District Council VALUE: $30m In a first for the New Zealand construction industry, Waikato District Alliance (comprising Waikato District Council and Downer) and partners, Morrison Low & Associates, developed an interactive Activity Management Plan (AMP) to enable tactical decision-making and renewal prioritisation.

The digital AMP provides a visual representation of how we will meet the needs of the community and road users by delivering the appropriate levels of service within budget constraints, while meeting the objectives of funding partner Waka Kotahi NZ Transport Agency. Waikato District Alliance is the

country’s largest roading alliance. The five plus five-year term maintenance Alliance contract covers 1850 kms of sealed and 600 kms of unsealed road, and is the North Island’s third largest network. The services required to manage this large network, alongside impacts of climate change and population growth, need careful planning and prioritising of work programmes. In this context, tools such as the digital AMP show that HCC is planning for its future and optimising value and sustainable investment by harnessing the value of strategic partnerships. Downer has been part of the Alliance contract for six years, with the current five-year term ending in June 2025.
