Vote to Determine Your Future
In the United States, the citizens choose their representatives who make the laws, but only if they vote.
2024 will be a presidential election year. You can be prepared and get registered to vote early. You can also decide on local matters.
Vote on your children’s schools
You can have a direct say in your children’s education. School board members are locally elected public officials entrusted with governing a community’s public schools. When you vote, you get to choose your school board members. You can also become a school board member if you live in the district and are registered to vote.
You can vote for the California Superintendent of Public Instruction in the state government. This person oversees the Department of Education and all California public schools. There is discussion about making this position an appointed one rather than an elected one. If you want to take part in these decisions about your schools, it is important to register to vote and to vote in every election, even small, local ones.
Qualifications to Register to Vote
To register to vote in California, you must be:
A United States citizen and a resident of California
18 years old or older on Election Day
Not currently serving a state or federal prison term for the conviction of a felony
Not currently found mentally incompetent to vote by a court
Paper Voter Registration Application
You can get a paper voter registration application at your county elections office, Library, Department of Motor Vehicles offices, or U.S. post office.
- To request a paper voter registration application be mailed to you, call 1-800-345-VOTE(8683), or 1-(916)-657-2166.
You should update your registration when:
You change your residence address or mailing address
You change your name
You change your political party choice
VOTE IN ANY LANGUAGE
To help meet the needs of new citizens and others who prefer to receive their elections materials in Spanish, Chinese, Hindi, Japanese, Khmer, Korean, Tagalog, Thai or Vietnamese, the Secretary offers online voter registration RegisterToVote.ca.gov and a set of 10 “Voting in California” web pages in all these languages, plus English. For help, call the Secretary of State’s Voter Hotline: (800) 345-VOTE (8683).

School: The Key to Success
Education is the key to success, say community leaders in North County San Diego. Whether you are a fulltime worker, a single mom, someone who dreams of going back to school, a high school dropout who failed all your classes, or a first-generation immigrant with no family members in college, it is possible to get an education and reach your goals.
Dr. Beatriz Villarreal tells the story of how she got her doctorate, “because I think we sometimes don’t do that with our kids. We don’t teach them to dream big.”
But it is never wrong to “dream big,” whatever the obstacles may be.
After failing all his classes in high school, Jimmy Figueroa, the executive director of Operation HOPE-North County, went back to
school at MiraCosta Community Learning Center to get his GED, later enrolling at the main campus. “There wasn’t anyone in my family that had gone to college. … Keep dreaming, but also make sure that you’re investing in your dreams with effort and time. … It’s never too late,” he says.
Dr. Sunita Cooke, the President/ Superintendent of MiraCosta College who immigrated from India, says her family believed in a culture where all people could have more opportunity. “They knew education was a key to that opportunity.”
As the 2023–2024 school year begins, the following pages offer information to help you and your children make education the key to your success.
Ir a la escuela: la clave del éxito
La educación es la clave del éxito, según dicen los líderes comunitarios del Norte del condado de San Diego. Si eres es un trabajador de tiempo completo, una madre soltera, alguien que sueña con volver a la escuela, alguien que abandonó la high school y reprobó todas sus materias o un inmigrante de primera generación sin familiares en la universidad, puedes obtener una educación y alcanzar tus metas.

August Means BACK TO SCHOOL
Getting a good education, and making sure your children get a good education, is one of the most important goals to set for yourself.
In California, everyone between 6 and 18 is required by law to attend school unless they have graduated from high school before the age of 18 or have passed the California High School Proficiency Exam.
Although kindergarten is not mandatory in California, teachers recommend it to help your kids be ready for first grade. Children are admitted to kindergarten if they turn 5 on or before September 1.
Children are assigned a public school based on where they live. You can request another school in your district (intra-district transfer) or in another district (inter-district transfer).
North County has two community colleges—MiraCosta and Palomar—and one university—California State University San Marcos.
Get involved with your local schools
Vote for your local school board, supervisor, etc.
Attend school board meetings (posted online).
Read minutes from school board meetings.
Go to parent–teacher conferences.
Ask about academic opportunities, such as scholarships, mentoring, and more.
Find out about dual language, arts, sports, STEM, and other programs and the schools that offer them.
California School Grades
Transitional Kindergarten (TK, 4-year-olds), new program
Kindergarten (K, five-year-olds), not required
Elementary (1–5 grades)
Middle School (6–8 grades)
Junior High (7–8 grades)
High School (9–12 grades)
Charter School: Charter status frees the school from many of the state statutes and regulations that apply to school districts.
Continuation School: A high school for students who are behind or have other difficulties.
Magnet school: A school with a focus, such as STEM or art. Homeschooling in California.
English Learners
According to the California Department of Education, in Fall 2022, 19.01% of California public school students were English learners. Of these, 81.90% speak Spanish.
Parents receive notification of the reasons the student is identified as an English Learner within 30 days of student enrollment, and exams determine children’s language level.
Special Education
If your child struggles in school, he or she may have exceptional needs or learning disabilities. According to California Education Code, schools are required to assist these students with an Individual Education Plan (IEP). You can request services with a letter to the school, and there are bilingual school liaisons available to help you.

Asistan a las reuniones del consejo escolar (o en línea).
Lean las minutas de las reuniones.
Asistan a las conferencias entre profesores y padres de familia. Preguntan sobre oportunidades académicas, tales como becas, mentoría y más.
Investiguen sobre programas bilingües, de arte, deportes, STEM y otros y las escuelas que los ofrecen.

Paying for Higher Education
As the school year kicks off, many students and parents are asking themselves how they will pay for their education, especially college and above. Check out the options below and be sure to look up all the information you can find on them and talk to your school counselor.
“One step in front of the other, and I promise you that the investment will pay off,” Dr. Star Rivera-Lacey, the president/ superintendent of Palomar College says of going to college.
Go to community college for two years and get some classes out of the way there. Some students qualify for scholarships and grants to attend for free for two years. Both Palomar and MiraCosta College have programs to help students with services including health and mental health, food pantries, diaper agencies, childcare, and free textbooks.
Look into Extended Opportunity Programs and Services (EOPS) for students disadvantaged by social, economic, educational, or linguistic barriers. Save money with a 529 plan, an investment account set up to save for future education expenses.
Look into the CalKIDS.org program.
Apply for scholarships. Check with your school counselor and at local companies, banks, and nonprofit organizations. Apply for state grants if you have financial need and meet the requirements.
Check if you can complete some college courses while still in high school.
Test out of some college classes. For example, take AP exams in English and science so you don’t have to take them, and pay for them, at the college level. Weigh your options at different schools. You may want to attend a less-expensive university.
Consider going to college close to home so you don’t have to pay for housing. Cal State San Marcos is an option in the North County.
Fill out the federal student aid form (FAFSA) to see what you qualify for.
Work while studying, especially on campus. Look for a job that has tuition reimbursement. Some companies help cover your college costs as you are working for them.
Try to get a student research position in the field you are studying. You can ask at your school or check with community organizations that might hire students under grant programs.
Look for a paid internship.
As a last option, you can get a student loan. Be aware of all the terms before signing for a loan.

Trabaja mientras estudias, especialmente en el campus. Busca un trabajo que tenga reembolso de matrícula. Algunas empresas te ayudan a cubrir los costos universitarios mientras trabajas para ellas.
Trata de conseguir un puesto de estudiante de investigación en el campo que estás estudiando. Puedes preguntar en tu escuela o consultar con organizaciones comunitarias que podrían contratar a estudiantes bajo programas de subvenciones. Busca una pasantía remunerada. MANA and Hermanitas Empower Latina Girls
Latina teens have among the highest dropout rates, the lowest college rates, and the highest suicide rates, MANA statistics show.
“They are very close to falling through the cracks, but we say, you can do this” says Gabriela Hooshmand, the director of MANA de North County.
Gabriela launched this mentoring program for teen Latina girls in 2009. Based on the Mexican American National Association (MANA) National model founded in 1974, today it is known simply as MANA.
Gabriela has been very active in local schools, which she says gave her a good deal of experience working with the students, so she was invited to run the local chapter.
“I’m originally from Mexico
daughters born here. I started really seeing the need for an organization or club or something to help all girls,” Gabriela told North County Informador.
The program was originally an after-school program every other week, but “The girls needed us to be there more often, so I said, we have to do this every week,” says Gabriela.
The Hermanitas Mentoring Program, directed by Corie De Anda, was created in 2010. Corie, who has 47 years of education experience and time as a bilingual coordinator at San Marcos Unified and Carlsbad, says the program is unique and oneon-one.
“We go into the schools to meet with different cohorts of girls,” Corie told us.

are given the tools to strive for a four-year college while in middle school and to continue to set goals throughout their lives.
“We provide the tools for the girls to be independent, to be sufficient,” Gabriela said.
Navigating the System
Having studied in Mexico and now raising daughters here, Gabriela says she knows what it is like to have to navigate the school system in San Diego County.
“I feel the need to help the girls and the parents to understand, sí se puede. You can do it. There are ways for you to be able to have a career, be successful…any career field, the possibilities are there,” she said.
Corie told us families see the program as a mentoring system. “Every Latino parent I’ve met, they all want the best for their kids,” Corie said. “They sacrifice so much so that their kids can have a career, and they would love to guide them, but they don’t know how.”

parents teach their daughters at home and the knowledge of how to get where they want to go.
“Every one of these girls has dreams, and not one of them has any way to know how to realize those dreams. Their parents haven’t been to college. We try to change the perspective that they have of themselves by building their confidence,” Corie explained.
She told us that middle school girls lack self-confidence and selfesteem. “They’re afraid to step out of their comfort zone. We guide them, step by step.”
Career Mentoring
The Hermanitas Program connects each Latina student with a Latina professional who is successful in the career that student is interested in. They learn about that person, who inspires them to move ahead, said Corie.
Latina girls can join the program in middle or high school. “Almost all this graduating class coming up started with us in seventh grade, Corie said, but they can join in high school, too.
College students can get a scholarship to mentor the girls, giving the high school students a mentor closer to their age.
Girls who go through the program are also encouraged to give back. “We want to keep them involved. They volunteer,” Corie said.
“Some come back as leaders and help with the classes and contacting the girls,” Gabriela added.
The Future is Latina Conference
On August 19 at Palomar College, MANA de North County’s annual conference will bring together Latina industry leaders as keynote speakers. Some speakers include Dr. Star Rivera-Lacey, President/ Superintendent of of Palomar College, María Núñez, San Marcos District 1 Representative, and Latina business leaders.
Students and professionals interested in supporting the advancement of Latinas are invited to attend.
The keynote speakers will share their personal and professional journeys, providing inspiration and motivation for Latina students and empowering them to go after their goals. Students will also take part in workshops, panel discussions, and breakout sessions.
The master of ceremonies at the August 19 ‘The Future is Latina’ conference is a former MANA member who just graduated from Whittier.
How to Participate
MANA first negotiates with the school principals and counselors, who then get approval from the district.
In middle school, the counselors choose the girls who will participate. They must maintain at least a 2.0 grade point average, not have serious behavioral issues, and promise to remain drug-free. Girls in special education are also accepted. Middle school parents are required to attend a meeting before the girls start so that they can understand the program.
At the high school level, any Latina planning to go to college can join. They can participate in club rush to sign up.
“It does take some pushing to get them out of their comfort zone and into these new experiences,” said Corie. “And they see that, they go, wow! There’s this whole new world out there they didn’t know existed.”

MANA y Hermanitas empoderan a las jóvenes latinas
Las adolescentes latinas tienen las tasas de deserción escolar más altas, los números más bajos en asistencia universitaria y las tasas de suicidio más altas, según muestran las estadísticas de MANA.
“Están muy cerca de pasar desapercibidas, pero les decimos que sí pueden lograrlo”, dice Gabriela Hooshmand, directora de MANA del norte del condado.
Gabriela lanzó este programa de tutoría para niñas adolescentes latinas en 2009. Basado en el modelo nacional de la Asociación Nacional Mexicana Estadounidense (MANA), fundado en 1974, hoy se conoce simplemente como MANA.
Gabriela ha sido muy activa en las escuelas locales, lo que dice le dio mucha experiencia trabajando con los estudiantes, por lo que fue invitada a dirigir el capítulo local.

Navegando por el sistema
Al haber estudiado en México y criado a sus hijas aquí, Gabriela dice que sabe lo que es tener que navegar por el sistema escolar en el condado de San Diego.
“Siento la necesidad de ayudar a las niñas y a los padres a entender que sí se puede. Hay maneras de que puedas tener una carrera, tener éxito... en cualquier campo profesional, las posibilidades existen”, dijo.
Corie nos dijo que las familias ven el programa como un sistema de tutoría. “Todos los padres latinos que he conocido quieren lo mejor para sus hijos”, dijo. “Se sacrifican tanto

para que sus hijas puedan tener una carrera, y les encantaría guiarlas, pero no saben cómo”.
Ella dice que MANA y Manitas actúan como un puente entre los valores que los padres enseñan a sus hijas en casa y el conocimiento de cómo llegar a donde quieren ir.
“Cada una de estas chicas tiene sueños, y ninguna de ellas tiene forma de saber cómo realizar esos sueños. Sus padres no han ido a la universidad. Tratamos de cambiar la perspectiva que tienen de sí mismas, al desarrollar su confianza”, explicó Corie.
Nos dijo que las niñas de middle school carecen de confianza en sí mismas y de autoestima. “Tienen miedo de salir de su zona de confort. Las guiamos, paso a paso”.
Mentoría hacia una carrera
El Programa Hermanitas conecta a cada estudiante latina con una profesional latina que tiene éxito en la carrera que le interesa a esa estudiante. Aprenden sobre esa persona, lo que las inspira a seguir adelante, dijo Corie.
Las niñas latinas pueden unirse al programa en la escuela middle o high. “Casi toda esta clase que se gradúa comenzó con nosotros en séptimo grado, dijo Corie, pero también pueden unirse en la high school.
Las estudiantes universitarias pueden obtener una beca para ser mentoras de las niñas, lo que brinda a las estudiantes de high school una mentora más cercana a su edad.
También se alienta a las niñas que pasan por el programa a retribuir. “Queremos mantenerlas involucradas. Son voluntarias”, dijo Corie.
“Algunas regresan como líderes y ayudan con las clases y contactan a las niñas”, agregó Gabriela.

Como participar MANA primero negocia con los directores y consejeros escolares, quienes luego obtienen la aprobación del distrito.
En la middle school, los consejeros eligen a las niñas que participarán. Deben mantener al menos un promedio de 2.0, no tener problemas serios de comportamiento y prometer permanecer libres de drogas. También se aceptan niñas en educación especial.
Se requiere que los padres de la middle school asistan a una reunión antes de que las niñas comiencen para que puedan entender el programa.
A nivel de high school, cualquier latina que piense ir a la universidad puede unirse. Pueden participar en el club rush para inscribirse.
“Se necesita algo de presión para sacarlas de su zona de confort y vivir estas nuevas experiencias”, dijo Corie. “Y ven eso, dicen, ¡guau! Existe todo este mundo nuevo por ahí que no conocían”.
Conferencia El Futuro es Latina
El 19 de agosto en Palomar College, la conferencia anual de MANA de North County reúne a líderes profesionistas latinas como oradoras destacadas. Algunas oradoras incluyen a la Dra. Star Rivera-Lacey, presidente/superintendente de Palomar College, María Núñez, representante del distrito 1 en San Marcos y empresarias latinas líderes. Las oradoras destacadas compartirán sus trayectos personales y profesionales y servirán de inspiración y motivación para las estudiantes latinas, empoderándolas para que busquen alcanzar sus metas. Las alumnas también participarán en talleres, paneles y grupos temáticos.
