MiraCosta Student Is First To Win Internship at State Department

K

enneth Pilco, in his second year of Law, Public Policy, and Society, became the first MiraCosta student chosen for an internship with the State Department. His research project focuses on global competition with China and how the State Department could support the civil service and foreign service by researching obstacles to employee recruitment and retention. “The primary focus is to analyze the outlook that people have on our policies with China, to get a better understanding of where people lie on wanting to pursue a career with the State Department,” he said. The PUENTE Program Kenneth says he heard about the PUENTE program the week before classes started, when he got help on which courses to take to graduate. The program has also given him access to educational and professional development workshops.

As a MiraCosta student trustee and the president of PUENTE Club, he participated in a civic engagement project to boost voting and spearheaded a program to teach fourth graders about financial aid and other programs at MiraCosta College. “It was great seeing the fourth graders really get enthusiastic about school,” he said. Passion, Community, Change Kenneth says MiraCosta offers a sense of community. “There is a sense of belonging no matter who you are,” he said. His family came to the United States from Ecuador. “As a student and as a kid, I didn’t realize that I had certain skills and what we call cultural capital,” he said, adding that he has learned to expect more of himself. “I think the biggest thing was also finding something that I was passionate about. I personally believe that we have a duty to serve people, and just trying to find that community that you want to serve and you feel passionate about,” said Kenneth. Kenneth hopes to work as a foreign service officer in the State Department, representing the Latino community. “I think

the State Department really has work to do in terms of being more diverse and being more representative, and I want to be part of that change,” he said.

The Next Few Weeks Are Key to Renew or Get Health Insurance NORTH COUNTY INFORMADOR ASKED TRUECARE TO HELP ANSWER YOUR QUESTIONS ABOUT HEALTH COVERAGE FOR YOU AND YOUR FAMILY

M

ore Californians than ever are eligible for medical insurance—through Covered CA, Medi-Cal or Medicare. If you have insurance, you must act NOW, or you might lose coverage. If you don’t have it yet, don’t miss out on getting the best insurance coverage for you and your family. Leticia Vera, Director of Patient Retention and Engagement at TrueCare, reminded us, “Having insurance gives us peace of mind.” Yes, it can be confusing and overwhelming to understand health insurance, but there is FREE assistance out there for you. You don’t have to do it alone. Here are some frequently asked questions Leticia at TrueCare helped us answer for you.

What is Medi-Cal? A state program that covers healthcare for California residents if you qualify, which can include criteria such as income or family size. Insurance can be free or very low cost for eligible individuals. Medi-Cal doesn’t have an open enrollment period and you can apply at any time.

What is Medicare? Medicare is the federal health insurance program for people who are 65 or older, or for certain younger people with disabilities. If you or your family member are getting close to turning 65, you need to start choosing a Medicare plan. TrueCare has its own trustworthy specialists who will help you for free. You want to talk to an expert source who can walk you through all the information and explain the benefits.

How does Covered California work? Covered California is NOT health insurance. Covered California is a marketplace for choosing a health insurance plan—such as Kaiser, Molina, Sharp HealthCare, or others. Covered California uses your information to determine how much help you get in paying for your health coverage, depending 8

on your family size, your income, and some other requirements. You choose a plan according to your needs, and you pay a monthly premium to the insurance company you selected, not to Covered California. A little-known fact is that many Californians qualify for a discount on their monthly premium you see listed on the Covered California website. Your premium depends on which plan you choose and on your discount. Higher premiums usually mean lower out-of-pocket costs (co-payments) when you go to the doctor or fill prescriptions, and lower premiums usually mean higher out-of-pocket costs.

What is open enrollment? Open enrollment is a window of time when you can apply for health insurance or change your insurance plan through Covered California. Medicare also has its own open enrollment period.

What are the deadlines for open enrollment? Covered California: November 1, 2023–January 31, 2024. Medicare: October 15–December 7 (coverage starts January 1, 2024). Medi-Cal: Year-round. If you qualify, you can enroll at any time throughout the year. Exceptions: You can enroll in Covered California any time if you have a “life-changing” event, such as having a baby, getting married, losing your job, or having someone move out of your home. If you miss open enrollment, you might not have a chance to enroll for another year.

What if I already have insurance through Covered California? You can also renew or change your health plan during open enrollment. You might also get notifications about changes in costs or services. Make sure you check your mail and email and phone calls for notifications from your health insurance provider and from Covered California. Ask for help reviewing your plan and deciding if you want to change it. Always look for the best option for you and your family. If you decide not to make a change, you can continue with your same plan.

That’s why TrueCare has a special enrollment team dedicated to helping with the application process. If you qualify, TrueCare specialists walk you through every step of the way. If you have health insurance, you are more likely to seek preventative care and not wait until your illnesses get worse. “We want people to feel empowered to seek healthcare when they need it and to be able to take control of their health,” TrueCare says. et help applying for or renewing your Medi-Cal or Covered California. G Get help understanding and enrolling in Medicare. Understand what the plans mean, and which is best for you and your family. The specialists at TrueCare can help you understand the options. If you don’t qualify for one plan, you may qualify for another. You don’t have to be a patient at TrueCare to get free assistance in person or over the phone.

What if I already have Medicare? During open enrollment, you can opt to change your plan or prescription coverage to meet your needs better.

What if I already have Medi-Cal? If you already have Medi-Cal, you need to renew each year or you could lose your coverage. For the last three years, you did not need to renew due to the public health emergency (pandemic), but starting in 2023, you must renew. Check your mail and make sure your address is up to date in the MediCal system. You may also receive a text message. Not everyone renews at the same time. Make sure you know what month you need to renew and get assistance to take the steps needed to keep this health insurance.

How do I know if I qualify for these programs? Medi-Cal is based on income and family size, and other criteria.

Medicare is for people 65 and older, and certain younger people with disabilities. If you are turning 65, there is a small window of time where you can enroll outside of the open enrollment period. Only California citizens are eligible for Covered California. Seek assistance to ensure you get enrolled on time and get your questions answered. Note: The only age group that does not qualify for

full scope Medi-Cal right now are 26–49-year-olds, BUT starting in 2024, they will be eligible, based on their income. If you fall in this category, you do not need to wait until January to apply. Call now to get started!

How do I know which insurance is right for me and my family? There are many plans to choose from with Covered California. Get assistance to learn about all the options so you can decide which one is best for you. You can get prescreened for free to determine what you qualify for. Learn what services are covered, what your copayments would be, how much you would pay for prescriptions, and how much you have to pay out of pocket if you need to be hospitalized. “The world of health insurance can be overwhelming,” Leticia noted. “We don’t want someone to choose something that at the end is going to be more costly for them or doesn’t cover the basic needs for that person.”

Will these programs affect my immigration status? Today, more Californians qualify for Medi-Cal regardless of immigration status. Based on a federal government ruling, as of December 23, 2022, immigrants can access health care, food and housing support, and many more public benefits without fear of immigration consequences. Immigration status will not be a factor in applying for Medi-Cal and will not affect your immigration status in the future. If you have emergency Medi-Cal now, you can start the process of applying for full scope Medi-Cal. For Covered California, you must be a US citizen.

How can I keep from being scammed? You should not pay for any help signing up or renewing. You may get calls or information trying to trick you to pay for help. Make sure you get help from a resource you can trust. Don’t share information with anyone you don’t trust. And do NOT give out your social security or bank information over the phone. Make sure you are talking to experts who can guide you. A knowledgeable specialist can explain the rules, amounts, and what is best for you and your family. 10 NOVEMBER 2023

Es importante renovar o conseguir seguro médico en las próximas semanas NORTH COUNTY INFORMADOR PIDIÓ AYUDA A TRUECARE PARA RESOLVER SUS DUDAS RESPECTO A LA COBERTURA MÉDICA PARA USTED Y SU FAMILIA

H

12 NOVEMBER 2023

Community Healthcare Has No Barriers DR. JORGE OTAÑEZ, ASSOCIATE CHIEF MEDICAL OFFICER AT TRUECARE, WORKED HIS WAY TO THE TOP IN HIS EFFORT TO HELP OTHERS By Melanie Slone

“H

ealthcare has no ZIP codes.” Such is the mantra of Dr. Jorge Otañez, Associate Chief Medical Officer at TrueCare, where he practices family medicine and healthcare administration since July 2022. The son of parents who both passed away young, Dr. Otañez says their illnesses in part pushed him to study medicine. The day his father passed in June 2003 is still fresh in his mind; a young Jorge walked out of the lobby at UCSD where his family was sitting, turned to an uncle, and said “I’m going to come back and work at this hospital.” That determination would get him to where he is today. Born and raised in Tijuana by his maternal grandmother and aunts, Dr. Otañez and his brother— today a lawyer—lost their mother when Jorge was eight, and their father when he was 18.

The Goal: UCSD As a medical student, Jorge Otañez’s dream was to be a pediatrician. He studied medicine in Tijuana and crossed the border to work three jobs in San Diego on the weekends—at Taco Bell, and at the Hotel del Coronado as both spa attendant and banquet server. He remembers, “Friday afternoon, I would sit two hours to cross the border, waiting to come and work, and I was studying and reading [in line] because I couldn’t waste any time.” All his effort paid off, and Jorge passed the national test to be a pediatrician in Mexico in 2010, moving into a pediatrics residency at a hospital in Mexicali. He then did a year of community service in Rosarito, where he says he felt out of place and frustrated with the training and the environment. “I said, this isn’t for me…I felt like the world just came crumbling down because a pediatrician is what I thought I wanted to be all along…” Soon, he was accepted into a program at UCLA 16 NOVEMBER 2023

for bilingual international medical graduates who wanted to practice family medicine in the state of California. There, despite some resistance from people who believed getting a residency at UCSD was a just a pipedream, Jorge was set on his goal. He said, “I’ll call you when I get accepted to UCSD.” Jorge is grateful for his wife’s support during his time in Pasadena. “She was working. She was helping me, which was important because I couldn’t have a job… you need to fully commit because it’s very difficult for international medical graduates to go through residency programs here in California.” When he was ready to apply for his residency in 2015, he only had eyes for UCSD, remembering his vow from years before. “I made a promise to myself.

No me veo haciendo otra cosa”.

RECOMMENDATIONS FOR CALIFORNIA POLICYMAKERS Boost housing supply. Explore reforms of restrictive zoning regulations and regulatory burdens that unduly encumber building housing and increase the cost. The reforms could create more opportunities for the construction of more homes to increase affordability; consider tenant and displacement protections. Incentivize development of entry-level housing. Increased availability of entry-level housing means an increase in affordability. Incentives and financial support for developers who prioritize constructing entry-level housing can stimulate the supply of homes. Expand significant budgetary investments for homeownership. By allocating additional resources to support homeownership initiatives, the state can help alleviate the burden on renters, stabilize communities, and promote long-term economic growth. Improve homebuyer readiness. Increase support for homeownership counselors and financial coaches at community-based organizations to help prospective homeowners. Expand down-payment assistance programs. Increase the income limits and expand eligibility criteria to ensure that a broader range of individuals and families can benefit from these programs. Explore innovative financing models such as shared equity programs or forgivable loans to assist low- to moderateincome households in purchasing their first homes.

n October 6, The California Latino Legislative Caucus (CLLC) marked its 50th Anniversary at the historic Orpheum Theater in Downtown Los Angeles. “Marking 50 years of the California Latino Legislative Caucus is historic–and not just a remembrance of the past, but a tribute to the unyielding spirit of Latino empowerment that has persisted in California for half a century,” said Assemblymember Sabrina Cervantes, Chair of the California Latino Legislative Caucus. “For five decades, the Latino Caucus has been more than an institution; it has been a guiding light, blazing trails for countless Latinos to engage, contribute, and mold the political fabric of our Golden State.” A highlight of the evening was the presentation of Legacy Awards to three organizations that have been partners in championing the rights and wellbeing of Latino communities throughout California— California Rural Legal Assistance (CRLA), Mexican American Legal Defense and Education Foundation (MALDEF), United Farm Workers (UFW). Eight regional representatives from across California were also acknowledged for earning the California Latino Legislative Caucus Foundation (CLLCF) Scholarship, created to assist deserving students by offering financial assistance for educational expenses. This year the CLLCF awarded a total of 61 scholarships worth $5,000 dollars each. Since its creation in 1973, the California Latino Legislative Caucus has grown in number and stature. There are now a record 38 members, including 35 legislators, 3 constitutional officeholders, and a historic majority of 21 Latina members. The Caucus boasts a rich history of empowerment and legislative and political success, focusing primarily on improving the quality of life for California’s Latino working families. 22 NOVEMBER 2023
