The reason said is to make the documents "gender free". Removing “mother” and “father” from birth certificates will deny not only biology, but also a child’s identity and it directly takes away the rights of all parents to call themselves mother and father on their child’s birth certificate. According to the spokesperson from Texas Department of State Health Services, banning “mother” and “father” also requires action by the Texas Legislature, and is not a change that a state agency can make by itself behind closed doors.
