Thismonth’sCity CouncilandP&Z Meetingswereeventful withnewleadership appointedineach.We alsoweregivenaperfectexamplethismonth ofwhycommunityin-
volvementisimportant andhowthecurrentCity Councilrespondstocitizenconcerns.
Tobeginthemeeting, duringthecitizencommentopportunity,local citizenPhillipHardwick voicedhisconcernsover
thewaterboilnotice.He expressedthathisfamily isfairlynewtotownand didnotknowaboutCode ReduntilMondayofthis week.Hisfamilywas drinkingthewaterduring theboilnotice,unknowingofanyissues.Hardwicksuggestedthatthere
beanadditionalwayof notificationbywayof theCityplacingsignsat frequentlytraveledareas intownwhenthereisa boilnotice.Boththe MayorandCityAdministratorthankedhimfor hissuggestionandstated theywouldmovefor-
wardinputtingthatidea intoactioninthefuture.

ontheCitywebsiteatthetimethatinformed ofseveralevents,including: “Allwellsarenowfully functioningtogetherwiththe samewatersourceblendof groundwaterandsurface water.Inthefuture,thiswill

Twopurchasesover$50,000were presentedtotheBoardforapproval,a newschoolbusandthenewroofto beputontheHighSchool,both passedunanimously.Afewnewpolicieswereupdated,includingtheexpectationoftheVicePresidentofthe BoardtostepupintothePresident positionifthePresidentweretostep down.Therehavealsobeenchanges totheJuvenileJusticeAlternative EducationProgram,aprogram whicheducatesstudentswhohave beenexpelled.Theprogramwillnow nolongercosttheschooldistrict moneytosendexpelledstudentsin mostcasestothisprogram.

OurwellontheeastsideofHowenearBulldogStadiumwillbesoonupgradedwithnew analyzerswhichwillprovidethecitywitha fourthsourceofwaterthatistreatedtothe samequalityasthewellsitescurrentlyexistinginuse.Whilewefeelliketheheavylifting ofthisprojectisover,therearealwaysconsistentchallengeswithapublicwatersystem. Asthetemperaturerisesandtheground moves,ourwaterlinesonthewestsidecontinuallysufferdamagefromthedryground whichrequiresimmediateattention.ButI assureyouthatourstaffwillalwaysbe providingtheverybestpossibleserviceatall times.Attimes,ourstaffworksaroundthe clockduringthesesituationsandit'struly becausetheylovethecitizensofHowe.”Very soonafterthereleasingofthisstatement,the Cityandcitizensexperiencedexactlywhat Walkerwarnedofregardingthewaterlines sufferingdamage.
InaninterviewwithWalker,hegavethetimelineofeventsthisweekthatledtotheboil notice.“Lastweek,wewereloopingourwatersystemtowhereeveryoneisonthe sameloop.Now,wecansendthe
surfacewaterthatwasfeedingtheeast side,andthewellwaterthatwasfeeding thewestsideandblendthewellwater andsurfacewatertoprovidewaterforthe town.Duringthatconversioneverything wasgoingnicely,wedidhaveanissueat well3and4duringthatconversionbut gotitfixedprettyquickytowherenoone knewtherewereanyissues.However,all ofthesudden,welltwo,ontheeastside wasnotfillingup.Itwaspressurizing fromabout70feetintheneckbutnot actuallymakingituptothetank.There areoneoftwoissueswhenthathappens–eithertheGTUAwellpumpsaremalfunctioningorthereisamassiveleak somewhere.GTUAreportedthewell pumpswerefine,soitwasdetermined theremustbealeaksomewhere.Public Workssearchedeverywherelookingfor theleakandfinallylocatedwatertricklingundersomemassivetrees..Thetrees wereremoved,causingmoredamage withtheroots,andnowitwasmassive leakinthe6inchwatermain.Thathuge leakwiththatamountofwatergushing outdrainedWell4andWell2fairly quickly”
Themassiveleakcausedapressurization
issue,andthewaterwasturnedofffor10-15 minutes.Whenthewaterwasturnedbackon Walkerexplained,“Ofcourseanytimethat happens,whenyouopenupthefaucet,you’re goingtohavetoflushoutthatorangey-yellow water.”Whenaskedwhatcausesthewaterto becomethatcolor,Walkerresponded, “Chloraminesandchlorinesinteractwith eachother,andalsowhenyouaredraining waterthroughthesystem,ifthereisanydiscoloredwateritisthelastinthepipe,soitis thefirsttocomeout.Whenwaterpressurizes backup,youstillhaveresidueasthewater comesoutfromthebottomofthetank,so whenyouopenupthefaucetthediscolored watercomesout.”
Withthewaterpressurizationissueandthe citynothavingwaterforseveralminutes, TCEQrequiresthataboilnoticeisissuedin thosecircumstances.Duetotheoccurrenceof thisissuehappeningonSaturdaynight,no labswereopentotestthewaterSunday,resultingintheCitywaitinguntilMondayto havethewatertestedfortheboilnoticetobe lifted.TheboilnoticewasliftedonTuesday.
TheCodeRedsystemisavailableforcitizens foremergenciesandalertssuchasboilnotices.TheCitystatedtheywillhavetheboil
noticenotificationsonCodeRedinatimely mannerinthefuture.Asuggestionwasalso broughttotheattentionoftheCityCouncilon Tuesday,tohavesignsplacedaroundtownin frequentlytraveledareasalertingofaboil notice.TheMayorandWalkerwereinfavor oftheidea.
Walkerexplainedwiththegroundshifting throughouttheyear,andotherfactorsbeyond thecontroloftheCity,leakscanandwill occurinthefuture.“Wearetryingtobeproactiveinsteadofreactive,we’reveryfortunate tohavepeopleinplacethatcanmanagethe systemanddoitwell.Ouremployeesmay notlovetheinfrastructurebuttheylovethe people.”

TheCityCouncilMeetingbeganwith themonthly“MayorBragMoment” whichincludedrecognitionforPolice ChiefJakeSullivanandPublicWorks’ employeesJerryDavisandDalton Doss.ChiefSullivanwasrecognized fortherecentcompletionofthefirst Citizens’PoliceAcademyandMayor McDonaldshared,“ChiefSullivan hasalevelofcommitmentforour communityandcollaborationwith otheragencies.TheCitizens’Police Academyofferscitizensaninsidelook athowthelocalPoliceDepartment operates,fosteringabetterunderstandingandstrongercommunity/Police partnership.IwasoneofthefirststudentsinthisCitizen’sPoliceAcademy andIcanpersonallytestifythatitwas veryeducational,andIdohighlyrecommendothersattendinfutureacademies.Additionally,Iwanttobragon theHowePoliceDepartmentandotheragenciesthatparticipated,theydida fantasticjob.”JerryDavisfromPublic Workswasalsorecognized,McDonaldstated,“Itwasreportedtomeby CityAdministrator,MonteWalker, thatJerryoversawthesuccessfulwaterconversionfromtheeasttowest andavoidedmajorcatastrophe.The conversionwascompletedonJune 13th,wedidhaveasmallwaterleak thedayafter,nofaulttoPublicWorks. However,JerryandPublicWorkskept thecityofHowesuppliedwithwater otherthanforabout10minutes.Jerry, weappreciateyourlevelofcommitmenttothecommunityandtocitizens.”Lastly,DaltonDossofPublic Workswasrecognized.McDonald shared,“ItwasbroughttomyattentionbyacitizenthatDaltonresponded toacalltheymadetotheCityonJune 13th.Thiscitizeninformedmethat theyareelderly,theydonothaveinter-

TheCouncilthenwithdrewintoexecutivesessionfor“consultationwith Attorney,developmentmattersand procedures,economicdevelopment mattersandproceduresandrealestate.Afterreconvening,thecouncil “discussed,considered,andacteduponappointmentofEdWhitfieldto replacethevacatedCityCouncilseat occupiedbySarahMyrick”.EdWhitfieldwasunanimouslyvotedinasthe newestmemberoftheCityCouncil. FollowingthemeetingWhitfieldstated,“itisagreatopportunityjusttobe abletostepupanddowhattheCity needsmetodo.Itisanhonorjustto beconsideredandIamgladtodoit justtohelptheCitykeepmovingforwardinthedirectionwearemoving.”
ThePonderosaPointConveyance PlatandOrdinanceNo.835,already approvedbytheP&Zwasconfirmed tohavethefinalapprovalfromthe CityCouncilwithaunanimousvote oneachactionitem.
CityDepartmentUpdatesfromthe PoliceDepartment,FireDepartment, PublicWorks,theCitySecretaryand CityAdministratorweregiven.The PoliceDepartmentreporteda7.1% increaseincallvolume,continuinga 55%increaseincallvolumeforthe yeartodate.Thereiscurrentlyan openinginthePoliceDepartmentfor anofficer.Callsforserviceforthe departmentthismonthtotaled179 calls.Citationsincreasedforthe month,foratotalof61.TheFireDepartmentranatotalof63callsfor service.TheDepartmentiscurrently sendingthreeemployeesforanagri-
culturerescuecertification.Thispast monthanotherEmergencyMedical ServicesemployeeisattendingFire Academy,wrappingupallbutone pregnantemployee,whowillnowbe duallytrainedinbothFireandEMSat theDepartment.RopeTrainingand SwiftWaterTrainingareplannedfor theDepartmentinthefollowingyear. PublicWorkscarriedout104service orders,8newmeterswereset,6meter leakswererepaired,5watermain leakswererepaired,22disconnections formove-outs,38hoursofmowing, 12sewermainbackupswererepaired and,190hourswerespentonwells reportingandchloramineconversion. Thewaterconversionisnowcomplete.TheCitySecretaryreported trainingontheemployeeportalis completeforallemployeesandlivefor alldepartments.Thefirstelectronic timesheetsweresubmittedthislast payrollperiod.TheCitysavedmoney byswitchingphoneserviceproviders thislastmonth.Thepreviousemployeehiredasapermitclerkwithdrewat thelastminute,butanotherhasbeen hiredamong17applicants,withpermitclerkexperiencefromtheCityof Prosper-herstartdateisthisThursday. Theauditfor2023isnowreadyforthe
consultanttoreview.Thebuilding doorstoCityHallhavebeenupdated withadditionalsecuritywithkey cards,andpanicbuttonshavebeen installedforalloftheemployees.Finally,theCityAdministratorreported thecourtcollectiontotalforthemonth of$20,216.05.Currentdevelopments thatareunderwayinclude:Noble Ridge1A-171homes,NobleRidge 1B-177homes,PonderosaPointTacoBelland7-11contractshave beensigned,NRPGroup-300unit multi-familyunits,GraceMeadows51half-acrelots,HilltopRanch-1376 singlefamilyunits,Saddlebackis constructingthefirstof7homeson Bandera.Annexationdocumentsare beingworkedonforHoweMeadows -762homes,TalbotEstates-65halfacrelots.Otherconstructionprojects areintheearlystages.Tworoundsof mosquitofoggingwilloccurJune 25thfrom8-10p.m.andJuly16th from8-10p.m.Allofthestreetprojectsarealsonowunderway.

MotherhoodColumn Let’stalkhealthforaminute.I’mnot ahealthexpert,butIdohaveabachelor’sdegreeinhealthandphysical activity,andI’vetakenplentyofnutritionclassestohelpmetakebetter careofmyfamily.OnethingI learnedthatwastrulylife-changing: gettingenoughproteincanhelpward offrespiratoryillnesses. Withseveralactivekidsandteens,it alwaysfeltlikesomeonewassick everyfall constantlyfightingoff coldsandflu-likesymptoms.So,I putthisknowledgeintoactionwith oursenior,whowasjugglingmultiplephysicalactivities.Ifocusedhard onprotein especiallyatlunchand dinner andguesswhat?Thatteen hadtheirhealthiestfallever.Iwas sold.
Ourkidsneedustoprovidehealthy mealsandoptions.Wewanttheir bodiesandbrainsfunctioningattheir best,andtheycan’tdothatonchips andsoda.Theyneedfruitsandveggies.Theyneedproteinandgood carbs.Andnomatterhowoldthey are,westillhavetoremindthemto eat!IhaveonewhocouldgoanentiredaywithoutfoodifIdidn’tstep in videogamescanreallytake over.I’msurealotofkidsarethe same.Dopamineisdopamine,no matterthesource,andtheyforgetto fueltheirbodies.
Wealsoneedtohelpourkidsdiscoveraphysicalactivitytheyenjoy.This couldbeswimming,tennis,basketball anythingthatgetsthemmov-
ingandkeepstheirbodiesactive.It doesn’thavetobeorganizedsports, butitdoesneedtobesomethingthat helpsthemstaystrong,buildconfidence,andmanagestress.
Andwhilewe’refocusingonour kids,wecan’tforgetaboutourselves. Ifwewanttobeactiveandinvolved intheirlives reallypresent we havetotakecareofourownbodies, too.Thatmeansmovingourbodies regularly,watchingwhatweeat,and notsurvivingoncaffeineandleftovers.Whenwefeelgoodphysically, weshowupbetterforourfamilies. Speakingofcaffeine weneedto talkabouthowmuchourteensare relyingonit.Iseeitallthetime:iced coffeeforbreakfast,“health”energy drinksforlunch,andanotherboost beforesports.They’rerunningon caffeine.That’snotokay.Mostkids shouldn’thavemorethan100mgof caffeineaday.Toomuchcanleadto sleepproblems,irritability,panicattacks,increasedstress,andevenheart palpitations.
Weallloveourkidsandwantthebest forthem.Let’sshowthemthatlove byhelpingthemfueltheirbodies well andmakingsurewe’redoing thesameforourselves.

OnNewYear’sEve,1899,she marriedJamesFerguson,alawyerand bankerlivinginBelton. Thecouple hadtwodaughtersandwereextremely devotedtooneanother. In1914,herhusbandwaselectedgovernor. Gov.Ferguson,hadastormy two-termreignandwasimpeachedin 1917overchargesofmisappropriation offundsregarding theUniversityofTexasaswellasembezzlement. Hemaintainedhisinnocence,andinspiteofabanonhim holdingofficeinthestate,heranthree moretimes.
In1924,hehadhiswiferunfor governorinhisplace. Alwaysthedevotedwife,determinedtoupholdhis honor,sheagreed. Campaigningon thethemeof“gettingtwogovernors forthepriceofone,”assheputit,the contestsoonbecameaheatedcontest betweenFergusonandJudgeFelix Robertson,thecandidateoftheKu KluxKlan. Klanforcesinthe1920s attemptedtoseizecontrolofthemajor politicalpartiesacrossthenation, DemocraticandRepublicanalike.
TheFergusonsandtheirallies, repelledbytheviolenceandcorruption theKlanbroughtwithit,portrayedMiriamFerguson,“Ma,”asthe embodimentoftraditionalTexasvaluesandmotherhood. The battleof“thebonnetversusthehood” captivatedTexans,andshewonthe electioneasily.
Shebecamethefirstwoman electedgovernorinTexasHistory,and onlythesecondinthenation,after Gov.NellieTayloeRoss ofWyomingtookofficejustafew daysbeforeFergusonandservedfrom 1925to1927.
Herhusbandwasbelievedto havebeenresponsibleformostofher decisions. Themostimportantlaw passedwasananti-masklawaimedat theKlan. Fergusonthoughwasvery forgivingandpardonedanastonishing 100convictspermonth. Thoughcriticschargedthatsheandherhusband acceptedbribesforthesepardonsas wellashighwaycontracts,noevidence everemergedfromthesecharges. However,therumorsledtoher defeatinher1926re-electionbidand theeventualcreationofacommission
tooverseeallpardonrequestsbefore theyreachedthegovernor.
Fergusonfailedatanotherrun in1930beforewinningagainin 1932. ShepushedforattemptstocontrolstatespendingduringthecashstrappedyearsoftheGreatDepression. However,attemptstoconsolidateagenciesfailed. Whilesheadvocatedold-agepensions,bankreforms, andothermeasures,thestatelegislaturefailedtomakeanysignificantprogress,andtheFergusonsfoundthemselvesembroiledinnewpolitical fights.
Shequietlysteppeddownin1934and stayedawayfrompoliticsforthenext fewyears. In1938,votersacrossthe statesignedpetitionsaskinghertorun forgovernoronceagain. Sheresisted the“DraftMa”movementbutacceptedthecallwhenanewdraftmovementspreadin1940. Sheattemptedto unseatGov.W.Lee“Pappy”O’Daniel intheDemocraticPrimary,butinspite ofthemanycriticismsofO’Daniel,Fergusoncouldnotwinthenomination.
Withthisloss,theFergusonsstepped awayfrompoliticsforgood. Afterher husband’sdeathin1944, “Ma”Fergusonlivedaquietlifeof retirementinAustinuntilherpassing in1961atage86.
Salvationisfree,butit’s notcheap TheChristian faithbelieves thatGoddraws peopletoHimselfwhenthey hearthegospel messageabout howmuchHe lovesthem. Thisiswhy evangelismis important,since theideaisthat themorethe gospelispresented,themorepeople willbeconvictedandrespondto Christ.Afterapersonhasmadetheir publicprofessionoffaith inGod,theyproceedtobebaptizedin thenameoftheFather,Son,andHoly Spirit,whichestablishesthemin thefamilyofGod.Withcompletewaterimmersion,thebelieverisenacting thesymbolismofJesus'deathby declaringtheyhavebeenwashedclean andhavediedtosin.Risingoutofthe watersymbolizestheirunionwith JesusinHisresurrection,emerging fromthegraveofhopelessness,and beingtransformedintoanewcreation inChrist.
AsanewchildofGod,theyhaveinvitedHimtobecometheLord,King, andMasterofalltheyareandhopeto be.Theirlivesarenowbasedonthe desiretomanifestthecharacterof Christ,insteadofmakingdecisions thatwereoncecontrolledbycarnal thinking.Thisnewstateofmindcontinuestobedevelopedbyaspiritual processofarenewedconsciousness thatchoosestostayfocusedonGod andbeawareofHispresence.The Bibleisnotjustafriendlyrecommendationorsuggestionwhenitcomesto salvation,it’sthewordofGodthat demandsthatHischildrenliveholyas HeisholyandtolistenandobeyHis stillsmallvoice.Thisincludesnotjust growingandmaturingintheirfaithto trustHimineverysituation,buttoearnestlyprayforcourageanddeterminationtoresisttemptation,alongwitha hatredforsin.
Jesuswastemptedbutneversinned. Hewasanaturalmanofflesh,butHe wasalsothedivineSonofGod. WhenwebecomeaChristian,weare alsotemptedtoindulgeinthingsthat arewrong,butGodinHismercyand grace,hasmadeanopportunityforHis childrentonotonlyresistthedarkinfluencesandpersuasionsbutalsoto repentandreceiveforgivenessfortheir trespasseswhentheysin.Animportant aspectofiniquitytoremember thereisadifferencebetweenmaking mistakesandwillinglycommitting intentionalsin.Wedonothearalot abouttrespassesanymore,duetothe realitythatpeople(evenChristians)do notwanttoberemindedoftheir darkhabitsandsecrets.Wespend,eat, dream,plan,say,anddowhateverwe want,buthowmanytimesdowe stopandaskGodifourchoicesareHis will?
ThebloodthatJesusshedonthecross providestheonlysacrificethatcan forgiveandwashthehumanheartand
soulclean.Thosewhoarenowcommittedtowalkingonthestraightand narrowpathofobediencearein covenantwithGod.Theoldhymn,“I surrenderall”speaksvolumesabout wherewestandwiththeLordand howseriousweareabouttakingup ourcrossandfollowingHim.When JesuswasprayingintheGardenof GethsemanerightbeforeHewasarrested,HeisquotedinLuke22:42saying,“Father,ifthoubewilling,remove thiscupfromme:neverthelessnotmy will,butthinebedone.”HesurrenderedHislifeforthegloryofGod,and thisisourperfectexampletofollow.
It’sgoodfortheChristiantorealize thatjustbecausewehavebeengiven thegiftofeternallife,thisdoesnot meanwearefreefromtheaccountabilityofbeingsanctifiedforGod’spurposes.Manyarewatchingeverything wedoandlisteningtoeverywordwe say.Ifweassumejustbecauseourfutureissecure,thatwecando whateverwewant,wearelivingin denial.Thetrueconceptofredemption isthatweshouldbegrowingcloserto Godandbecomingmoreholy,notrelaxingandneglectingourhighcalling inChristJesus.Theenemyofour soulswhispershislies,hopingwewill letdownourguardandplacecomforts andpleasuresabovebeingaliving sacrificewhichisourreasonableservice.WhenChristiansstandbeforethe JudgementSeatofChrist,the conditionoftheirgarmentswillreveal themotivesandintentionsoftheir hearts.Theirdeedswillbeexaminedto determinetheirrewardsandstanding ineternity.Salvationisfree,butitisnot cheap.Thespiritualrealityisthat itwillcostuseverything.
