I

have greatly enjoyed the recent conversations with members at the networking meetings in Christchurch and Auckland, as well as over the phone. There are certainly increasing levels of business confidence amongst members. Demand for our equipment and services has steadily returned to levels that for some, has even surpassed that experienced during pre-covid times. Those working in the Party and Events sector who have mostly had a harder time over the last 15 months, are also reporting decent levels of work and now strong enquiry and bookings for summer.

It does seem that we are very much on the road to recovery, although there may well still be the odd speed bump ahead. There is no doubt that with increasing demand across our sector, we are experiencing many of the same pressure points as others in business. The rising levels of unemployment predicted by a number of economists has not eventuated.

The feedback that I have had from some members is that the opposite is the case. Finding those with the right skill-set (as well as the right mind-set) is as tough as it has ever been. The need to “grow our own” has been apparent for some time. Hanging on to the good people that we have can be a challenge – but to do so, the fundamentals still apply. Rewarding those already working in our industry with development opportunities and training is a great way to keep them engaged and excited about our industry. It could be that opportunities to do that are right under our noses – HIANZ has a great range of training courses available. Perhaps a couple of days at conference in August for those team members who have really contributed would also be a welcomed reward.

From where I sit, our supply chain does appear stretched at times. Many of our suppliers are making the decision to increase investment and to hold more inventory than they usually would. This is in order to support our industry and we do appreciate that.

Right now, there does appear to be a genuine step-change in technology, especially across the EWP offering.

The high-capacity machines offered by a number of suppliers, along with the enhanced safety and GPS capability demands consideration before making decisions to commit your hard-earned capital this year.

Now is perhaps a time when a degree of courage is required to invest in your people, invest in fleet and to back ourselves as an industry. We will also need to trust that our customers recognise that the attributes our members have and the investment made in ever improving quality and safety are worth paying for. If you need a helping hand in this respect, the team at HIANZ are here to help.

A glance in the rear-view mirror shows that HIANZ has benefitted over the last year from prudent management, and the plain hard work of our team. The outlook for the next year is exciting, as the Association looks for innovative ways to add value for members.

This includes working with the EWPA to deliver Registered Inspector (RI) training as well as with the NZFIA to deliver a training framework that utilises our Silvercard systems and brand.

It is these types of initiatives that will deliver sustainable growth for the Association, without straying too far from what is core business for HIANZ. I look forward to catching up with what I hope will be a record number of members at our HIANZ 2021 Conference in Rotorua on 11th and 12th of August. ■

Welcome back...

And thanks in advance for reading my 6-monthly run-down on the association and other things.

I know this is not the best editorial you could read today and given the choice, I’d rather just say it rather than trying to put it all down in flowing sentences and topical subject matter. But here goes...

I

want to start off with a phrase that I am using more and more, FOR INDUSTRY, BY INDUSTRY. Either way round, I don’t think it matters but this is the crux of everything we do and what I’m going to talk about next. Basically, as an association we are going to be stepping up and taking control of our industry before someone else tells us what to do. Get ready to hear this phrase more and more I want to use this column to discuss a serious matter and a topic that I feel passionate about. The topic is “Duty of Care”. What is “Duty of Care”? This is the supply chain taking responsibility for downstream actions or inactions. In the Hire Industry case, when we hire out some equipment, we have a duty to make sure it is used in the proper and safest manner.

Technically, what this means is we cannot contract out of our responsibility to make sure everyone using or around our equipment is safe from potential and actual harm. This is a biggie! It has always been around, but we are seeing an increased focus by the regulator on this matter. In actual fact, I write this prior to going into WorkSafe to meet with them on exactly this. There may be a late posted separate article in the magazine on this.

As an Association we have done an OK job on this topic already. HIANZ has for some time now provided warning and safety stickers and signs for equipment. Over the years we have provided all manner of safe operation documents, handbooks and courses. Our “Ready to Hire Tags” are a great example of this and if you haven’t seen it yet, our website has the Ready to Hire Tag system procedure to refer to also. As recent as last year, we have created a library of Electronic Safety Data Sheets (ESDS) and we are constantly updating and expanding that library. This though is still not enough for you to show evidence of your duty of care.

with this and what is considered practicable steps by our industry, something I will be working hard to show WorkSafe is, how difficult it is for us once the gear has left the hire yard to know how and by who the equipment is being used, and that we can only do so much before the duty transfers to others.

My advice to you now is that you should at least be using our library of ESDS sheets and should be making sure the hirer has been given adequate instruction on the use of it – even those highly competent/complacent clients, and every contract should be signed acknowledging receiving the supporting information and safe use instructions. A signature won’t get you out of your obligations but goes some ways to showing you have been disciplined and structured in your approach to actively looking after the hirer.

Going forward, we will be looking at what extra value assistance we can provide for you all and may indeed call on your help with ideas and creation of standards and practices around the “Duty of Care”. Developing a suite of Industry good/best practice guidelines to support your business is also on the cards.

If you haven’t already, can you carry out our survey that we have running. We are very keen to close it off and report the results at Conference in August. Dr Hester Cooper, Market Researcher, is assisting on this survey.

She is going to “read the leaves in our teacup” and help us decipher your responses. At the Regional Meetings we opened applications for the Hire Excellence Awards. The Hire Excellence Awards are about being rewarded for the good work you are doing as a hire business. This year’s judges are, Mark Bacon of Party Warehouse and Hireking, Tim Mikkelsen of Kapiti Hire and Ex-President of HIANZ and finally, returning judge Angie Williams from OSHBox. I think this year the judging will be so on point that the feedback will be most helpful for you going forward.

On Kylene, she has been very busy assisting me with, Regional Meetings and Conference, on top of the Silvercard Assessor improvements, end of year, new year subscriptions and day to day enquiries. She has been invaluable. Kylene is available between 9am and 5pm everyday either via her email office@hianz.net. nz or the Association landline. When I am busy with someone or already on the phone, my calls divert to her. This way we make sure one of us talks to you and can offer the help you need.

Last topic of my article is just a re-affirmation to you all about us hiring a new staff member. HIANZ has seen a bit of change over the last couple of years. When I took over last year, it was well placed as a very supportive association to its members. It was also ready to take the next step and lift its game. I have had the year to assess our position and as a board, we are implementing a game plan to offer tangible value back to the membership. There were some good business cases from the past on ideas of growth and support services, so with

this, my assessment, the game plan and direction, we now seek a staff member to come into the association to take on the role of Technical Manager. The role is all about standards, auditing, mentoring and measuring.

I have had great interest in the role that was advertised via Buchanan Recruitment on Trademe.

As much as an affinity and/or experience of our industry is high on the skills list, sometimes a view from a different perspective is very good too.

I am not out to pinch your staff; I want to grow our “Team Hire” community.

I am sure there will be a couple of people eager to work with me (I hope) or they want the opportunity to add value to the industry. Andrew Stroud: Arguably New Zealand’s best bike racer which is a great accolade considering some of the greats we have. Andrew talks of his life, his relationship with the outstanding inventor John Britten and the development of a motorcycle that challenged the status quo of bike construction. Very interesting story of how we as a country and people constantly punch above our weight.

2021 AUTUMN REGIONAL MEETINGS HIANZ CEO, Rodney Grant reports on the success of the two regional meetings held recently in Christchurch and Auckland This also happened to be Rodney’s first opportunity to host these events because of last year’s Covid restrictions

T

his year’s regional meetings were held in April with what I am told were great turnouts in comparison to other similar gatherings. In Christchurch we had a HIANZ Board meeting earlier the same day which meant we were able to have all our board members present for this function. Together with 40 other hire members, we had a great turnout. I really enjoyed meeting all the other attendees and catching up with some of my old contacts from my previous time of living and working in the region. A big thanks to Richard Marrah of Invercargill Hire for making the commitment to travel all the way from the deep south to attend the event.

Next stop was Auckland where it is such a difficult place to hold an event. Although its one big city, it can be very challenging to get from one side to the other. This proved to be the case on the night we held this function as there was a couple of accidents on the motorway that effectively gridlocked the city. We held the event at a bar called the Zookeepers Son in the suburb of Royal

Oak which in fact is nowhere near the Zoo! We had some 65 people booked to attend but this was reduced somewhat due in part to the traffic upheavals. We all still had a great time and a few of us continued on to a Japanese Sake and Yakatori bar recommended by Martin Vogel.

Regional meetings are really a great way for the Kylene and I to meet new and existing members and network with associates (suppliers to the industry) in a relaxed socially acceptable environment. I was pleasantly surprised to find that despite everybody being fiercely competitive no less than an hour earlier, attendees were nevertheless only too happy to catch up for a beer and a chat.

It’s good to know that at times like this we can chill a little and like all professionals whether it be sport or business can come together and celebrate our industry with other liked minded people.

On both occasions I provided a brief update on association activities.

Overall, I was impressed with the turnout and the interaction of all the members. There’s a question in our survey on the value in these regional meetings. If there is strong support of them, we will organise more and spread them out a bit more than the current two locations. We look forward to seeing you all at the next regional meeting. ■

NEW JLG ELECTRIC ROUGH TERRAIN SCISSOR LIFT MODELS COMING TO NZ JLG has added two new Electric Rough Terrain (ERT) scissor lift models to its line-up, providing operators with a choice of four variants and working heights that now span from 10m to 16.3m

T

he ERT range features lead acid battery-powered AC electric drive that provide zero emission operation, while also delivering many productivity-enhancing features such as zero platform offset, 28% more work area, LCD platform display and ‘LiftSense’, an evolution of JLG’s Variable Tilt Technology.

JLG Director Engineering for JLG EMEA, Barrie Lindsay, said there were a number of factors leading to the company expanding the ERT range.

“Overall, we see growth in the demand for electric rough terrain product. In general, there is a stronger focus on sustainable equipment in the market, such as emitting less emissions. Also producing less noise has become an important driver.

This trend for more sustainable equipment has become one of the main drivers in selecting new equipment,” Mr Lindsay said.

“The series of ERT scissors fill a void in the need for rough terrain electric scissors.

“Additional benefits include an evolution of our Variable Tilt Technology, indicating the work envelope when operating on uneven terrain, reducing operator anxiety whether or not a certain job can be completed.

“The LCD display in the platform with intuitive controls, including a USB phone charger and holster, allow operators to work smarter. These technological features add to worksite efficiency, eliminating unnecessary equipment.”

The platform on these new rough terrain lifts deliver 28% more work area, class-leading capacity, and a zero-platform offset, allowing users to get closer to the work area while bringing more people, tools and material to height.

And when it comes to height, the units have full drive at height capability both indoors and out. This allows the lifts to operate along the length of a building at a fixed height, eliminating the need to ascend then descend as work is being performed for improved efficiency and productivity.

In addition to its industry-leading platform size and drive at height capabilities, the range comes with LiftSense, an evolution of JLG’s Variable Tilt system.

LiftSense monitors both the weight in the platform and the machine’s tilt to determine the allowable work envelope. This industry JLG-exclusive feature sends information to the platform control box with LCD display, showing the operator the maximum height they can achieve before elevating.

Other environmentally-friendly features include standard non-marking tyres and CleanGuard™, an optional leak containment system that protects sensitive flooring by safeguarding the risk of leaks, so operators can work more confidently in more places.

On 8 April 2021 new changes to the Commerce Act 1986 came into effect which provided that cartel conduct can now be punished with a term imprisonment for up to 7 years

T

his change brings New Zealand into line with other overseas jurisdictions and reinforces to business owners that they need to take compliance with this area of the law very seriously. This article will outline the types of prohibited cartel conduct with illustrative examples and refer to some recent prosecutions.

What is Cartel Conduct?

Cartel conduct basically refers to illegal co-operation between competitors. The conduct harms customers because it lessens competition resulting in customers having less choice or paying higher prices than if the competitors operated independently. The three types of prohibited cartel conduct are: Price fixing Market allocating Restricting output Taking each of these types of conduct in turn:

01. Price Fixing is where two or more businesses agree on the prices that they will each charge to customers to avoid having to compete with each other on price. One of the important points to understand with price fixing, which is not widely known, is that price fixing may extend beyond setting the specific price for the good or service and also includes competitors agreeing to PAGE 16

fix a significant part of the price or to set a price according to an agreed formula.

Example 1: Price Fixing

03. Restricting Output is when two or more competitors agree to prevent, restrict or limit the goods or services they are buying or selling or the goods or services that would likely be bought and sold.

The financial penalties for cartel conduct are already significant. Individuals can be fined up to $500,000 and companies up to $10,000,000, three times the commercial gain or 10% of the company’s turnover per year when the conduct was occurring (whichever is greater). Now, in addition, businesses and individuals can be liable for criminal conviction and individuals convicted of engaging in cartel conduct could face a term of imprisonment.

How might Cartel Conduct occur in the Hire Industry?

The types of cartel conduct depicted in movies with smoke filled rooms and secret deals is not what happens in the real world. To provide more context as to how cartel conduct might

The sales representatives of two competing hire companies get to know each other attending various industry functions. The competitors have noticed that customers seem to be especially price sensitive and are often approaching both companies for pricing prior to hiring equipment.

Over time this has lead to a gradual decline in margin and this has had an impact on the remuneration of the sales representatives. Over a couple of beers at an industry function, both agree that the margin erosion cannot continue and verbally commit to set daily hire rates.

This is illegal cartel conduct known as price fixing.

Example 2: Market Allocation A new sales representative has recently joined your hire company from a competing business. Your sales representative still has strong contacts and relationships with their previous business. The new sales representative agrees with the sales representatives from their former business not to target the former business’ customers in return for the former business not targeting their customers.

This is illegal cartel conduct known as market allocation.

Example 3: Bid Rigging A number of large construction companies have been requesting tenders for the hire of various items of equipment for large construction jobs. A group of hire companies get together informally to discuss these tenders and to decide who will win the tender and the prices being submitted. This makes the tender process look legitimate but the bid rigging results in higher prices for the construction company and predetermined winners.

This is illegal cartel conduct known as bid rigging.

Whilst the above scenarios are hypothetical, they illustrate potential scenarios where hire companies may breach the Commerce Act. Often these arrangements develop over time and staff can be somewhat oblivious to the potential problems they are creating.

Recent Prosecutions One of the most recent high profile cases involving price fixing was the prosecution against two Hamilton based real estate companies for engaging in price fixing in breach of the Commerce Act. The Commission’s case centred on the real estate agencies so called “vendor funding” model whereby the Hamilton agencies agreed to no longer to meet the costs of Trade Me property listings for their vendors. Instead, the default position would be that the seller of the property or their agent would pay.

Thirteen companies and three individuals have been ordered to pay a total of nearly $23,000,000 in penalties related to this case.

Pharmacy Prescription Charges In 2020 the High Court ordered Prices Pharmacy 2011 Limited and its director to pay fines of $344,000 and $50,000 respectively after they admitted engaging in price fixing in breach of the Commerce Act. The arrangement arose from a Nelson

Region pharmacy owners meeting in April 2016 which was attended by 10 pharmacy owners. In most cases, the arrangement resulted in consumers paying $6, instead of $5, for filling their prescription items.

Practical Tips for Businesses In light of the new law change, hire companies need to pay particular regard to this area of compliance.

There are a number of health & safety related cases under investigation that could have major ramifications for HIANZ members. As always, HIANZ is seeking to take a proactive approach to minimise the potential risk to members. ■

BOTANY ACCESS REACHES HIGHER WITH POINT OF RENTAL

Botany Access has Sydney’s largest privately owned fleet of access equipment for hire.

With scissor lifts, elevated work platforms, scaffolding, cherry pickers, forklifts, and telescopic handlers, they’re able to help with any access or material handling needs on a site.

The real value of customer complaints

when things go wrong. It is your unique opportunity. After all, it’s your customer complaining to you. If you don’t to fix their problem your competitor will gladly oblige.

And it needn’t cost you big bucks.

Sure, maybe offer a credit but often it’s the gesture that counts more: they’ll remember the gift saying sorry long after they forget the monetary credit. Maybe an excavator blew a hydraulic hose: pick up a pizza on your way to fix it. Perhaps someone cocked up with a double booking?

See what you can hire from a friendly competitor and throw in a six-pack of beer from the fridge to go with the apology. It’s about moving the customer experience all the way from ‘Highly pissed off’’ to “Wow!” on the satisfaction scale. It’s very simple to do, but not many people do it.

reakdowns and the resulting customer complaints are a reality in our industry. Frankly, they are a pain in the arse, and no one likes unhappy customers. Invariably the breakdown occurs at the customers work site, at the furthest place from the depot, at the worst possible time.

You can try your best, buying the best gear and carrying out meticulous maintenance but unfortunately breakdowns are a statistical reality.

From the customers perspective it’s a real disruption, regardless of whether it’s a trade customer or a DIY weekend warrior. They probably had their mind focused on the task and suddenly feel rather annoyed at their inability to finish the job. The normal hire centre mind set is to replace the gear or make amends and restore normality. But shouldn’t it be more?

century, in a mechanics garage, pushing a broom and cleaning up after the mechanic. The owner of the garage had a unique philosophy about customer complaints: A customer complaint is actually a unique opportunity to thrill them with service.

They often arrive on your doorstep, steaming- at a minus 10 on the pissedoff scale and wanting retribution.

The standard approach is to fix the problem and send them off on their way, feeling neutral at best. Wouldn’t it be great, reckoned the old salt, to show your true worth and send them off feeling thrilled with the service, and telling all their friends about how wonderful you are.

Almost 50 years on the old buggar is still right. Customer complaints are a massive opportunity to prove your worth, to thrill the customer with service and respond exceptionally

Not surprisingly most of your staff hate dealing with angry customers. Giving your staff the authority to resolve a problem (perhaps within a monetary limit of $100) removes the hassle and makes everyone happy. Your customer’s problem gets resolved super-quickly and the staff members feels much happier cos they solved the problem. Besides, wouldn’t you rather work for a company that fronted up and addressed customer problems, rather than an organisation that begrudgingly argued about a refund.

We all want to avoid breakdowns and customer complaints. We also want to keep everyone on the team happy.

SILVERCARD UPDATE It recently occurred to HIANZ CEO Rodney Grant that some of our members might not understand Silvercard, especially the new members.

So here’s a bit of background to get you all up to speed.

B

ack many moons ago to the early 2000’s, HIANZ got involved in the ownership and management of an Elevating Work Platform Training and Assessment Programme.

The main reason was to provide a consistently high-quality programme right across the country and create a recognisable competency system that gave counter staff of hire companies reassurance that the hirer knew how to operate the EWP they were hiring.

The programme (training material, presentation, assessments, and unit standards) has morphed and improved over the years. At one stage, trainers had to sit an Australian course to become authorised trainers!

In those early days there were certificates, then a silver and blue card branded, Silvercard EWP Operator.’

In 2014, a Best Practice Guideline (BPG) was published for Mobile EWP’s.

This specified what was considered a measure of operator competency and pointed to NZQA unit standards as a way of showing competency, by setting a three-year refresher training timeframe. 2006/07 was the last time there was a big change to the EWP unit standards.

We have 43 trainers through 28 training companies, a massive database of close to 17,000 trainees...

Fast forward to 2021, HIANZ still operates the programme built around the BPG and unit standards, and has adjusted its marketing and communication, using the brand Silvercard.

Trainers are now accredited using NZ measurements of abilities and all are independent suppliers of the Silvercard Training and Assessment programme. We have 43 trainers through 28 training companies, a massive database of close to 17,000 trainees and a very good assessment and reporting portal for our trainers to update trainee’s information and unit standards held.

As of the end of March 2021, HIANZ accredited assessors delivered to just over 4,000 trainees, which is approx.

60% of the EWP training market.

This is a great effort and shows that the Silvercard Operator card is well accepted. In the last few months we have freshened up the branding to stand out a bit more and focus on the Silvercard name. ‘EWP Operator’ has been removed and has been replaced with ‘Competent Operator’. Why the slight changes? Well,

we want to build on the Silvercard brand and offer other training related and competencies requirements for operators. We are in the final stages of putting together a programme for NZQA Unit Standard US23229 using a harness whilst working at height.

This is a good fit for boomlift operator competency and for those who use EWPs to work and move around on a platform.

HIANZ is also looking to support The New Zealand Forklift Industry Association as they develop a training and competency programme to support their sector. The Forklift Competent Operator is in the early stages of development but when released will ‘piggyback’ on the Silvercard brand.

EWPA NEWS Inspectors. CBIP for those unknown to it, stands for Certifying Board of Inspection Professionals. They have been given the task from Worksafe of assessing and certifying Inspectors, of among other technical things, EWP’s.

The relationship between EWPA and CBIP has ebbed and flowed over the years.. It is fair to say, it was quite low this time last year and it had probably got there from frustration and a lack of/bad communication from both sides. The issues arise from a new prerequisite of EWP Inspectors (both renewal and new applicants) to hold a qualification of AS2214 Welding Supervisor. Quite an onerous qualification that requires a lot of experience at welding to achieve.

The Association has had a busy time since we last updated you in the December Magazine A quick overview and then a focus on a couple of important points...

AS/NZS1418:10 Review This is the standard that EWPs should be built to for use in this country.

Standards NZ had not budgeted for the review that is due in 2021 and were going to drop NZ from the joint standard. This would then potentially expose our industry to machines that weren’t made to a good quality. The Association made the pragmatic decision to assist in the funding of the NZ portion of the review. We see the need to give protection to NZ Safety Standards and keep inferior equipment from coming to NZ. If not this raises the risk of machine failures PAGE 32

and potential injury to people using or being around them. As an industry, we can be proud of the small number of incidents of EWP failure because of the high standards we have been able to maintain.

The review is about to start, and the Association has asked Brendan Walker of Access Specialties Ltd to be our nominated member on the review committee. Brendan has a wealth of knowledge around the standard and will work well as our Association voice on the committee. If you wish to have a say on the standard, put it on paper and send it to ceo@ewpa.org.nz. We will collate all submissions and table what we can. As the review continues, we will be going to our members with updates and will be looking for feedback. Once the review is finished, there will be a public submission period, changes if needed and then ratifying. It’s not an overnight process and we thank Brendan in advance for his support to the NZ Industry by taking on this challenge.

CBIP In each magazine, I have written something on CBIP and the Competency Certificates they issue for EWP

Though in theory, the prerequisite is a good idea, in practice it is far from the truth. Nearly all EWP Inspectors are a Heavy Diesel Technician, an Auto Electrician, or a Hydraulics Engineer.

Their qualifications are focussed on their trade background and they typically have high experience in the other trades mentioned. This is what leads them into the EWP field to become an inspector/maintainer of EWP’s. I think of some of our best rebuild companies and the expertise they have in the business around these disciplines. When it comes to weld appreciation, if you are working around machinery, namely EWP’s, you build a good understanding of the quality of welding and the processes around it. You may not hold a formal qualification, but your experience and trade background teaches you a lot about welds.

As part of a 6 monthly safety inspection, the requirement is to visually inspect all visible welds for any change in state, deterioration, cracking and or corrosion. The EWPA recommends any suspect weld on a machine requires the machine to be locked out of service. The weld should then be inspected by a third-party non-destructive testing provider with any remedial findings being carried out to the EWP Manufacturer’s instructions by a qualified and certified welder.

In the case of major inspection and rebuilds. Fully dismantle the machine for thorough inspection and Non Destructive Testing (NDT), with confirmation of any crack or damage repairs completed to manufacturers standard, or engineers standard if manufacturer not available (ie: out of

business). Follow up NDT post repair to ensure solution integrity. In the view of the EWPA, it doesn’t get any better or safer than this and the use of a third party for testing and remedial work puts the task in the hands of highly competent and qualified people.

So, we continue our discussions with CBIP in finding an agreed position in regard to EWP Inspectors. We agree in principle to some sort of measured knowledge regime on welding for inspectors but not to the level that is currently prescribed. More on this matter next time…

Registered Inspector Programme Following on from the above topic, the EWPA is redeveloping its Registered Inspector Programme and putting some emphasis on getting it seen as a high quality, measured and audit inspector programme that could run in parallel with the CBIP certification of competency. We see this as the industry taking control of its own. There’s a bit of work to do on this and more details will come in the next few months. All the work is on developing stringent auditing and moderating processes of inspectors

to ensure they are fully competent to carry out and sign off an inspection of an EWP. As time rolls on and we have the system running and improving from use, we will seek to get accreditation of the programme from International standards bodies.

Next six months By now you are aware from other articles and communications that HIANZ is seeking to employ (if not already)

another staff member. The EWPA is fully supportive of this move and it fits with the growth plans we have as an Association with our Registered Inspector Programme. This person will hopefully be spending quite a bit of time on EWPA business to help the Association get their programme up and running and measuring/accrediting inspectors. We look forward to having this person on board. ■

Last year, the EWPA decided it wanted to hold a trade day that was just about EWP’s Originally planned at the Hampton Downs Motorway Park for mid-February the event was postponed due to another Covid lockdown and instead took place in May. Go-Karts, and better still close was enough for Auckland members to have no excuse not go to the event. Despite earlier predictions the weather behaved itself and our inaugural event although starting slowly grew steadily throughout the day.

A total of 70 people attended and whilst it was not quite the numbers we wanted it was at least an encouraging start to what we hope will be an annual event.

he decision to hold a separate trade day was because there are a lot of EWPA members who don’t attend the HIANZ Conference, despite the fact that the EWPA and HIANZ share a lot of members (approx. 50%). So, there was obviously a need to focus specifically on the EWP market and provide a platform (excuse the pun) for EWP’s to be the centre of attention.

Hampton Downs Motorsport Park provided the ideal venue with heaps of room, indoor space, catering,

Throughout the day there was a lot of networking, meeting people, having a crack on the Go Karts and listening to two very well polished speakers.

We listened in awe to Mad Mike Whiddett who is a Red Bull sponsored Drift Car champion. He talked about how he got to where he is today and his future in supporting his son chase his own dreams. A real level-headed guy with an amazing story. He even bought down his Lamborghini drift car and told us the story about how straight after being given it, he took an angle grinder to the $500,000 car and hacked it to bits!

The day was completed with a presentation of a trophy and prize to Steve Boyd of EHL Solutions who had driven up from the Taranaki for the day. Steve was the fastest Go-Karter around the track out of all

the attendees. There were 16 drivers within 1 second of him so it was a very tight race for the coveted trophy!

The prize kindly sponsored by EWP Technical Solutions was a drive in a V8 Muscle Car around Hampton Downs.

All in all, the day was a good test of what the EWPA can do for its members. The Association has put out an email to attendees asking for some feedback. Don’t forget to reply so we better understand what worked, what didn’t and what we should do going forward. Oh, who was the other speaker…you will have to get along to next year’s event as there is a good chance, he will be a bit more polished by then! ■

The New Zealand Forklift Industry Association kicked off its new financial year starting April 1 bringing it into line with other associations.

Last year, the NZFIA changed from subscription renewals on the anniversary of the member joining, to a renewal at the beginning of our financial year...

O

ver the past three months, our CEO (we think you know him!) has travelled the country on our behalf attending a series of Worksafe run Forklift Operator Safety Workshops. These workshops were focussed on operators and their managers and presented ideas on health and safety initiatives, how to develop a good H&S culture around forklift use, traffic management plans and guidance. It also gave them exposure to some examples of the proximity sensing equipment available in the market.

Prior to these roadshows, it was identified that we needed to be more encompassing of the Industry and have all interested parties able to be members. The board set a new Membership category – “User” – to allow Forklift owners/users to join the Association. This has been well received through-out the roadshows and has had quite a few of the big forklift fleet operating companies join, so that they can stay abreast of the issues in the Industry, have their say and get the latest information available. We welcome them all on board.

We had a real good opportunity to give the Association exposure to potential members and talk to the Industry about what their needs are.

This in-turn has allowed us to align our plans for the year to meet some of these needs.

Going forward, the Association is pushing ahead on developing and running a forklift operator competency training and assessment programme. “Silvercard” Forklift Competent Operator courses are coming soon! We are not out to compete against other training providers but work with them and others to provide a consistently high-level course, delivered nationally with a well-recognised competency attainment for operators.

A big discussion point was on the availability for employers to have confidence that the training and assessment of an operator was at a high level and consistent across the country. This led onto the issue of the approved code of practice (ACOP) being so out of date and missing some recent improvements to the safety and operation of forklifts.

We really enjoyed our time at these events and got to meet a lot of good people in the industry. It has helped grow the Membership quite considerably too.

Leading on from that is the NZQA unit standards for forklift operation are up for review. Competenz, the managers of the unit standards for NZQA, has formed a group to look at the standards and improve them where necessary to meet the requirements of the qualification’s framework.

An issue that has arisen from the

early meetings of this review team, is the ability to point or refer the unit standards to a modern and accepted standard. As mentioned, the current Approved Code of Practice is out of date with current methods, legislation and technology. WorkSafe does not have the resources to create a document and don’t want to be telling industry how it should be done as such.

They won’t get the ACOP revoked until there is other guidance to point to either. This has lead us as an Association to consider writing our own industry best practice guideline for operation and training. Not an unsurmountable task, but a big task none the less. It is going to need support and resources from all involved in the industry and we want to allow everyone to have their say about it, without it slowing the process too much. The idea is to develop a document that Industry as whole owns and refers to along with NZQA unit standards and Worksafe using it as reference.

Lastly, NZFIA is in the throes of updating our website which will include a webstore not too dissimilar to the offerings on the HIANZ site. There will be more targeted forklift related stationery there to purchase. We are also creating a “Find a Member” page, “Find a Supplier” page, resources and members only benefits pages. It will be a real step up from our current one. We look forward to having that up and running July/August.

APEX Marquee Accreditation Programme

Chicken Or The Egg? Back in 2019 the Association started and developed a programme that promoted the use of high quality marquee companies and erecting professionals.

PEX is the brand name of this programme and in early 2020 it was released subject to a few finishing touches. Then along came bloody COVID which ultimately stalled the events sector. So, because of the uncertainty around future gatherings it was decided to park it.

Over the last two months however, the Association has secured the services of the industry stalwart, Greg Ward, to help reignite and kick start the programme again. Greg was well involved in the original build of the Best Practice Guideline and associated documentation. We have got most things back on track and have started communicating again with the likes of Fire and Emergency NZ and the Building Officials Institute of NZ (Building Inspectors and Managers in councils). The golden egg of the programme is to get a couple of exemptions for accredited companies such as Fire evacuation

Does the chicken come first to lay the egg, or do we need an egg to get the chicken? Hold onto your hat’s folks and careful of the pie, but we have got this nutted out!

We as a group of marquee companies need to get credibility for the programme to prove it worthy of having the “golden egg” of building consent exemption. In other words, the chicken must make a nest to look after the egg before the egg is laid.

As I write, Greg is touching base with all our members with marquees to get them to sign up. From there we

will assist the applicant in getting their business operating as close as possible to best practice and build an improvement/auditing system to show the company is aligned with these procedures. If we can show this position, it will make the decision to grant us the exemption so much easier as we have removed the risk from councils.

So get behind this programme, it’s only open to HIANZ Members but it will allow you to measure your business against Best Practice guidelines and help your company grow.

Creating a safety net for mental health issues among staff Companies have a vested interest in protecting employees’ mental health and ignoring it can have moral, legal, reputational and economic consequences

D

isruption caused by the pandemic has highlighted and exacerbated mental health issues among employees. Creating or reassessing an existing strategy to support employees is now more essential than ever: • People are typically the number one asset and the biggest risk so looking after them is crucial • Getting the strategy right will drive better engagement and productivity – leading to a reduction in absence and better performance.

• Getting this wrong could lead to legal issues as well as adverse economic outcomes for the business.

• It is therefore of vital importance to have a practical and proactive strategy in the workplace.

Developing and adjusting such a strategy should be a team effort between the senior managers, line management and external advisors as appropriate such as (mental health service providers, legal advisors and employee benefit advisers). Some of the most successful companies have had one or more senior manager who have opened up and discussed their own mental health challenges and how they overcame them.

This helps break down the stigma and barriers: Poor mental health does not affect a specific type of employee or

job role and it is agnostic to its victims.

Recent years have seen an increasing trend of depression and anxiety with workload, lack of support, violence, threats or bullying and changes at work estimated to be the main causes of work related stress, depression or anxiety.

Recently I heard Sir Peter Gluckman speak and he commented on the rise of mental health issues amongst the generation of employees now entering the workforce. He quoted 35% of young females and 27% of young males are impacted by some form of mental health challenge, which was a significant rise over the past few years.

The impact of Covid-19 The pandemic has kept a firm grip on society for longer than initially expected. Whilst the lockdowns and restrictions in New Zealand are not as significant as those in many other countries in the world it has still affected individuals in different ways depending on their personal circumstances and mental resilience.

It has clearly left its mark on society with more than 42% of people surveyed by the US Census Bureau in December 2020 reporting symptoms of anxiety or depression, an increase from 11% the previous year, according to a February article in Nature.

For many there are blurred boundaries between work and home life, not to mention all the other challenging issues around employment security and financial pressures.

What can organisations do to tackle the very real challenge ahead?

• Take action and manage risk early.

• Try to identify and detect individuals who are potentially at risk of shifting from wellness into compromised health or into ill health.

• Take specific action to ideally move affected individuals back into wellness and performance.

• Work with individuals when impact on function and performance is marked and profound, and level of personal distress is very high.

• Make best use of the tools available. While investment is important there are a number of free or embedded services available to both employers and employees.

• Engage with an employee benefits advisor. They should be well positioned to advise you on your mental health strategy and build a roadmap to success.

Current examples of mental health distress in the workplace include procrastination, indecision, reduced concentration, checking and rechecking work, irritation, withdrawal, and avoidance. Excessive working hours, changes in working patterns/behaviour/work performance, erratic absences, changes in remote meeting behaviours can all be signs for mental health issues.

There is an opportunity to try to identify those employees who are anxious due to Covid-19 or other mental health conditions and offer the right psychological support. There is not a one size fits all solution as attitudes and beliefs vary significantly.

If your management team are trained to spot early warning signs of compromised mental health then support can be offered earlier via access to evidence based treatment services, increased support from management or workplace problem solving measures.

The provision of trained mental health first aiders (MHFAs) is gaining traction and is often recognised alongside the provision of first aiders for physical PAGE 50

health in mitigating people risk.

Additionally, access to specialist skills workshops on key psychological processes is becoming increasingly useful in the current circumstances.

Such training can help individuals to explore ways to better perform effectively at home, discuss worry and rumination management, imposter syndrome, resilience and stress management, perfectionism and mood management. This knowledge can equip individuals to proactively protect and manage their mental health proactively.

The pre-claims/treatment landscape presents the perfect opportunity to intervene. As well as ensuring access to the right treatment, organisations should think about early identification of distress, wellness promotion, prevention and risk mitigation – these should be a focus for 2021 since the implications of Covid-19 and Long Covid are set to affect mental health for some time.

The most successful solutions provide a combination of practical and psychological support. They engage with their employees, seek their views, undertake mental health diagnostics and screening to understand their people, and provide meaningful employee benefits to tackle poor mental health.

Early interventions, prevention, education and treatment are key, and can be strengthened by working in collaboration with relevant internal stakeholders within functions such as risk, human resources and health and safety, and external providers and employee benefit advisors.

Prevention and education can include specialist mental health training, stress prevention and resilience training and general mental health awareness training. These measures promote a culture of mental health as an organisational priority, with employers committed to supporting and protecting employee wellbeing.

Organisations should also consider how this support can be extended to employees who may need to access treatment, potentially offering therapy or other evidence-based treatments as part of a healthcare package, or devising a pathway for employees to access appropriate clinical support.

As organisations become more

open with discussing wellbeing in the workplace, they must also work to devise strategies and become better equipped at dealing with the causes of, and solutions for, mental ill health in the workplace in a practicable, appropriate and supportive manner.

By taking a holistic approach to mental health in the workplace and having a plan in place that draws on the experience and needs of internal stakeholders, supported by an engagement with specialist risk, wellbeing, legal, insurance and medical advice, organisations can ensure their key responsibilities to employees are met, and that the people at the heart of a business feel supported. ■ Summary of recommendations: • Make sure the leadership team is on board. Ideally they believe in the strategy, they’re talking about it and are open to supporting initiatives.

• Select the specific goal: 1. Lead the way on mental health 2. Somewhere middle of the road 3. Basic compliance • Assess where the organisation is on the journey to the goal: Consider looking for some external support to piece together what you have in place and identify where any overlaps or gaps exist to a best practice strategy.

• Develop an action plan and ownership to start the organisation’s journey.

• Communicate regularly with staff and management. This can be done at local level by mental health champions and your MHFAs. It’s important to share the success but also the workload.

• Promote flexibility.

• Make sure support services are available.

• Promote senior stakeholder engagement & authentic disclosure of personal stories.

• Follow evidence based pathways for care treatments.

ELEVATED ACCESS CELEBRATES SUCCESS

E

levated Access New Zealand Ltd is the largest independent supplier of access equipment in New Zealand. In addition to supplying both new and used access equipment, Elevated Access also helps hire companies with offshore machine disposals. Sole distributorship rights for Sinoboom access equipment in NZ have been held by Elevated Access since 2015. However, thanks to the machines’ durable build quality and reliability, the Sinoboom brand has enjoyed a meteoric rise in popularity over the last couple of years.

National Sales Manager Terry Tibbitts spoke with us about the success of the Sinoboom brand in NZ. Prior to signing an exclusive distributor agreement with Sinoboom we were selling a large amount of machines for another well-known brand although we weren’t the only ones in New Zealand selling the same brand, to the same customers. You don’t have to be a rocket scientist to predict a race to the bottom with this business model.

We’d been supplying Sinoboom machines in relatively small numbers for about eight years. I was contacted by a customer asking for urgent help with his Sinoboom, which had just broken down. As always, we took urgent action and discovered that the Sinoboom was actually eight years old and had never missed a beat until that day.

After getting the Sinoboom working again, I called a couple of other companies I knew who had purchased

Sinoboom EWPs at around the same time. The response was the same: the machines were all going great with no issues whatsoever.

These reports of Sinoboom’s impressive reliability made us believe that the Sinoboom could hold its own against other well-known brands. Six weeks later and with a new shipment of Sinoboom’s 6-metre platform scissor lifts Elevated Access provided potential customers with two brands for them to demonstrate on their site.

One was a well-known and respected brand, the other an unknown Chinese product. Without any undue bias It quickly became apparent that there were a lot of things which customers preferred about the Sinoboom machines. As a result, 9 out of 10 customers chose to keep the Sinoboom.

This gave us the confidence to give Sinoboom the push it needed to succeed in New Zealand.

Today, Sinoboom machines are regarded as some of the best in the world and sales of Sinoboom access equipment in New Zealand and globally have skyrocketed.

Chinese manufactured equipment is now the norm. Some of the very best modern technology is manufactured in China. It’s taken some time to address people’s misconceptions about what ‘Made in China’ means in terms of product quality. Fortunately, challenging that stereotype has been made far easier by the fact it’s immediately apparent to any buyer that Sinoboom machines are built to meet a standard, not a budget.

As an example, I was contacted by Bill, a rural customer who was looking to buy a scissor lift.

I told him that I felt a Sinoboom electric slab scissor was an ideal machine for cleaning his chicken sheds, as it was affordable and could handle plenty of dirt and dust.

“Sinoboom!?” he exclaimed in horror.

“Never heard of them! Where’re they made? Made in China I bet. Probably bloody rubbish! I told him I’d get one delivered to him anyway so he could have closer look and try it out for himself. A couple of days later I get a phone call… “Terry are you sure these are made in China?” They’re impressive. It doesn’t look like it’s made in China.

I’d started off needing to convince the buyer that just because Sinobooms are made in China, it didn’t mean that they were rubbish. Once he’d seen for himself just how good the Sinoboom machine was, I found myself having to persuade him that it really was made in China!
