Message from the Mayor In 2021, the City of Greenacres celebrated 95 years of continuous services to our community. Our core values have remained the same; maintain our professionalism through ethics, honesty, integrity, and pride in the services we provide. Greenacres has evolved over the course of almost a century, and we will continue to work towards making our City a great place to live, learn, work and play.

m proud to present to you the City of Greenacres 2021 Popular Annual Financial Report, which documents another year of progress in strengthening the City’s finances, reinvesting in our infrastructure, and ensuring that Greenacres is a Great Place to Live. The report highlights information about City services and financial performance for the past year and provides an overview of the activities related to our organization’s goals, along with comparative performance measures that demonstrate the City’s efficiency and effectiveness in providing you with services that ensure we are being good stewards of your public dollars.

In 2021 property values increased by 8.8% and ad valorem tax revenue increased by $1.04 million while the millage rate remained the same at 6.4 mills. The outlook for 2022 and beyond continues to appear positive as the City’s primary intergovernmental revenue sources showed a higher than expected increase. Greenacres continues to provide the best City services in Palm Beach County at the least cost due to the efficiency of our government operations. Our cost for City government services remained the lowest ($840 per resident) in comparison to residents’ cost in similar sized cities in the County. CARES funding and American Rescue Plan funding received during the fiscal year allowed the City to address and plan for critical need projects in the City that will improve the quality of life for our residents. During fiscal year 2021, the City continued to recover from the COVID-19 pandemic. The volatile economic conditions resulting in staggering increases in inflation, have resulted in unprecedented increases for City commodities and services. We continue to modify and/or change our operations procedures to ensure that while we are continuously faced with many challenges beyond our control, we are providing a high level of services for our community in support of our Vision, Mission, Values and Goals. I am encouraged and hopeful by the City’s fiscal health and excited for the projects we will be bringing forward in the future.
