Message from the Mayor
The 2023 Fiscal Year Annual Report is my last as Mayor of this great City. It has been my honor to serve our Greenacres Community and without the strong support and great work of our City Staff, it would not have been possible. I am hopeful that you are witness to all the progress that has been made during my time as Mayor, and all the great things still to come.
I’mproud to present to you the City of Greenacres 2023 Popular Annual Financial Report, which documents another year of progress in strengthening the City’s finances, continued investment in our infrastructure, and ensuring that Greenacres is a Great Place to Live. The report highlights information about City services and financial performance measures that demonstrate the City's efficiency and effectiveness in providing you with services that ensure we are being good stewards of your public dollars.
In 2023, property values increased by 13.65% and ad valorem tax revenue increased by $1.5 million while the millage rate was reduced from 6.4 mills to 6.3 mills. The outlook for 2024 and beyond continues to appear positive as the City’s primary intergovernmental revenue sources showed a higher than expected increase. Greenacres continues to provide the best City services in Palm Beach County at the least cost due to the efficiency of our government operations. Our cost for City government services remained the lowest ($830.30 per resident) in comparison to residents’ cost in similar sized cities in Palm Beach County.
CARES funding and American Rescue Plan funding received during the fiscal year allowed the City to address and plan for critical need projects in the City that will improve the quality of life for our residents, and provide for expanded programming within our nationally accredited Youth Programs.
During fiscal year 2023, volatile economic conditions resulting in staggering increases in inflation, have resulted in unprecedented increases for City commodities and services. We continue to modify and/or change our operation procedures to ensure that while we are continuously faced with many challenges beyond our control, we are providing a high level of service for our community in support of our Vision, Mission, Values and Goals.
I am encouraged and hopeful by the City’s fiscal health and excited for the projects we will be bringing forward in the future. On behalf of the City Council and our entire team, I wish you and your families good health and many blessings.

TheCity of Greenacres has experienced tremendous growth, both residential and nonresidential, over the past three (3) decades, due in part to it's centralized location within Palm Beach County. Greenacres offers easy access to main parkways, is approximately 15 minutes from the Palm Beach International Airport, and six (6) miles from the Atlantic Ocean! Greenacres offers a high quality of life including housing, public education, parks and recreation, and exceptional City services contributing to a favorable image of our community.
In light of the City’s reliance on income tax revenues, nonresidential development is critical to funding the services and facilities required by residential growth and is an integral part of the City’s quality of life for all residents, both residential and nonresidential. The City Council, through strategic planning, has recognized the need expand and grow that tax base. Furthermore, the City acknowledges that no economic development strategy can be successful unless the foundational assets of a community, its high-quality infrastructure and quality of place assets are not only maintained but further enhanced.
As part of the Council’s strategic planning process, in Fiscal Year 2023 the City Council approved the creation of an Economic Development Department (EDD) to foster economic growth, create employment opportunities, and cultivate investment prospects while safeguarding our community's quality of life.
Presently, the Department of Economic Development has been securing partnerships with various organizations for future initiatives. Additionally, EDD continues to assist small business owners and individuals aspiring to start businesses by offering business training and coaching. The department remains dedicated to tailoring a strategy that highlights the city's perfect climate for small businesses and development, ensuring sustained

It is my pleasure to present the 2023 Popular Annual Financial Report for the City of Greenacres.
The City is continuing to plan for the development of supporting infrastructure, amenities, and programming to keep up with our growth. We are committed to spending your hard earned dollars wisely and investing them in projects that will improve the quality of life of our residents.
The City is planning for an Emergency Operations Center and Training Facility, and a third Fire Station to support our increased call volume. We are connecting access pedestrian points and improving roadway conditions for vehicles, bicycles and pedestrians. Phase I of our septic to sewer conversion in our Original Section is complete. This important project along with the addition of Complete Streets in targeted areas will improve our environment, increase property values and provide for safe access for all.
Construction will soon begin on the City's new Youth Programs building which will support the growing demand for our nationally accredited, Gold Seal designated after school and camp programs. We are looking forward to being able to offer expanded programming and serve more youth as our waiting lists continue to grow.
The Council approved the update to the City’s Comprehensive Plan in support of their vision to provide a long-term roadmap for development and redevelopment, new and improved amenities, affordable housing, open space, and quality education opportunities in the City.
Funds received from the voter approved one-penny surtax will soon sunset but they have been critical in the City’s efforts to provide for new and upgraded amenities with no impact to the City’s general fund.
Demand for attainable housing is still exceeding available inventory, but it is our hope that the new developments coming to the City will provide a diverse mix of housing options to choose from. With the creation of an Economic Development Department we anticipate development and re-development for new and expanded retail and commercial amenities. We are working hard to do what we can to maintain the affordability of our community while offering services and amenities to support our residents and visitors.
In everything we do, we are striving to provide a great place to live, learn, work and play and it is our hope that you are seeing the fruits of that labor every day. Stay tuned as there is a lot more to come!

Performance measures are part of the City’s annual budget which is based on allocating resources for plans, programs and strategies to accomplish our short and long term goals to help achieve our mission. The performance measurement system is used to evaluate our service delivery system to ensure its efficiency and effectiveness.
We also compare our actual efficiency and effectiveness measures with benchmarking data from comparably sized cities in order to continually improve our service delivery process.
Benchmarking
To assess our performance, we analyzed the cost of our services with comparably sized and adjacent cities providing similar services. An indicator of efficiency is the cost per resident for City government services included in the general operating fund. Of the comparable cities, Greenacres residents have the lowest cost for city government services at $830.30 per resident. The analysis also shows that City residents have one of the lowest solid waste and recycling collection rates at $14.88 per month.

The Palm Beach County Sheriff’s Office (PBSO) has now been serving the Greenacres community for eight (8) years. Since the inception, PBSO has continued to foster a partnership with Greenacres City staff, local businesses, non-profit organizations, and community leaders. PBSO’s primary goals are to provide professional law enforcement service and vigorously pursue those who commit serious crimes.
PBSO - District 16 continues to subscribe to a predictive policing approach with its enforcement efforts, and continues to provide sustainable solutions to combat criminal activity.
PBSO and the City of Greenacres are committed to a shared vision of professional service and will continue to collaborate together to ensure the citizens of Greenacres have a safe environment to live. PBSO’s commitment to quality public service remains steadfast and we will always self-evaluate to ensure we are providing the most effective police service.
National Night Out Against Crime
The 2023 National Night Out Against Crime, City co-sponsored event with PBSO was held at Samuel J. Ferreri Community Park, where dedicated men and women of the Palm Beach County Sheriff's Office, local businesses, and community leaders united together to decrease crime. In attendance were members of the Palm Beach County Sheriff’s Office K-9 Unit, and Specialty Units.

A Safe Community
Fire Rescue / EMS
Greenacres Fire Rescue provides fire suppression and medical response to a response area of 6.10 square miles of land area and 0.07 square miles of water area. Additionally, we provide first due fire and medical response services of the City of Atlantis, Florida with a land area of 1.369 sq. miles. Greenacres Fire Rescue currently protects these areas from three (3) strategically located fire stations. The third station, temporarily located at 301 Swain Blvd, was added in 2023 to respond to the increased demand in calls for service, reduce response times, and ensure adequate resource distribution, as indicated on the Fire/EMS Activities chart.
We currently respond with a minimum of 13 personnel including Battalion Chief who are dual certified as Firefighter and either EMT or Paramedic on two front line Advanced Life Support fire trucks and three frontline Advanced Life Support Type 1 ambulances.
The average daily response from the three (3) stations is currently one of the highest in Palm Beach County for a 24-hour period. The Department optimizes Patient Care by maintaining rapid response times, enhanced training, and implementation of proven techniques, combined with the most advanced emergency medical protocols available.
Moreover, we continue to engage the public by offering community outreach programs such as Cardiopulmonary Resuscitation (CPR) classes, blood pressure screenings, health fairs, school demonstrations and public awareness lectures.
FIRE RESCUE / EMS ACTIVITIES
Fire Prevention & Protection
Fire Prevention and Protection plays a crucial role in safeguarding the City of Greenacres and its community against the devastating effects of fires. This program is designed to proactively mitigate fire risks, educate the public on fire safety measures, enforce fire codes and regulations, advocate community risk reduction and promote a culture of fire prevention and preparedness. The department strives to create a fire-safe environment where residents can live, learn, work, and play with confidence in their safety and well-being.

Passport Intake Facility
This program provides for the detection, investigation, and elimination of violations of City laws relating to zoning (property use) , property maintenance standards, and nuisances.
This program provides for developing plans of action for when disaster strikes, deploying first responders and emergency services in the disaster area, and restoring and repairing critical infrastructure.
These efforts are coordinated with the County, State, and Federal governments that have various lead roles.
The City of Greenacres serves as a Passport Acceptance location. Once the intake process has been completed at our office, your passport application is then forwarded to a U.S. Department of State Passport Agency for processing.
Walk-ins only; however, there is a cutoff time for the line based on the number of applicants waiting to be processed by 4:00 p.m.

The City’s public facilities are comprised of public buildings, parks, road rights-of-way, streets, sidewalks, medians, roadway signage and lighting, and storm drainage systems, including inlets, pipes, lakes, and canals.
School Crossings
The Palm Beach County Sheriff's Office (PBSO) School Crossing Guards play an important role in the community by protecting the lives of school children who walk and bike ride to and from school.
Crossing Guards provide safety awareness and education to children teaching them safe crossing techniques and educating them on various pedestrian and bicycle safety laws.

An Attractive Community
Our annual Arbor Day Celebration was held on January 20, 2023, at Burrowing Owl Park. The Oleander Garden Club and children from the City’s Youth Programs’ Junior Garden Club co-hosted the event and helped plant three (3) Live Oak trees. This year marked our 32nd consecutive year that the City of Greenacres received the Tree City USA Award.
Backpacks & School Supplies
The Community Center hosted its First Senior Resource Fair in September with numerous business, health and Medicare providers, informational demonstrations, lots of giveaways, home and health safety tips, Vial of Life Programs, raffles, and more.
Over $11,700 in school supplies were purchased to provide our future leaders with a great start to the school year. Thanks to the generous donations of our local sponsors, ten (10) City schools received approximately 1,140 backpacks stuffed with much needed school supplies.

Burrowing Owl Park
Onan annual basis, the City adopts a Capital Improvement Program which identifies new equipment and facilities needed to accommodate new growth and replacement of equipment and infrastructure that has outlived its useful life. The program is funded by impact fees paid by developers of commercial and residential projects and by grants. The following is a sample of budgeted projects undertaken in FY2023.
Park Improvements
• Amenities: installation of new park fixtures to include new benches, tables and trash cans at various City parks.
• Freedom Park: coordinated the replacement of the irrigation system.
• Play Structures: replacement of the play structures at Ramblewood, Veterans and Heather Parks.
• Veterans Memorial Park: constructed a new heavy equipment pathway to reduce the damage to sidewalks and sod areas.
Public Facility Renovations
• Bowman Park: gazebo roof replacement at Bowman Park.
• Fire Rescue Station 94: coordinated the replacement of HVAC units at Station 94, and assisted with interior renovations.
• Fire Rescue Station 96 - 301 Swain Blvd: coordinated the exterior painting and flooring replacement at Station 96.
• Lighting: coordinated the installation of light fixtures at the Samuel J. Ferreri Community Park and Rambo Park playstructures to provide lighting until park closing.
Roads & Drainage
• Installed decorative street posts throughout the Original Section, Lake Worth Hills, Municipal Complex and the Fire Rescue 94/PBSO Complex.
• Coordinated storm sewer outfall repair at Toga Way, street sweeping throughout the City and, various storm sewer pipe cleanings and video inspections.
• Coordinated roadway resurfacing and markings of Dahl Road, Biscayne Boulevard, Woodlake Boulevard, Toga Way and Gladiator Circle, and Park Point Drive.
Capital Improvements
Sidewalk Improvement Project
The City-Wide Sidewalk Enhancement Project began in 2018, with surveying and engineering work undertaken to identify areas of concerns and potential construction costs to identify and construct missing sidewalk segments throughout the City.
The project created sidewalk networks that allow for safe movement to accommodate people of varying ages and mobility.
In 2023, construction of the sidewalk connections in five (5) sections (areas) and the installation of a roundabout with a decorative clock on Swain Boulevard and 2nd Street was completed, adding an aesthetic feature to the Original Section.

Community Life & Leisure
Community & Recreation Services PROGRAMS & SPECIAL EVENTS
Enhancing the quality of life and bringing people together by unifying the community through activities, community events, and collaborative partnerships. Greenacres offers business partnerships, recreational and educational classes, athletic programs, facility rentals, Little Free Library, Story Walk program, Educational & Athletic Scholarships, the daily Senior Congregate Meal program plus special programs. A bi-monthly, walk-up food pantry is provided every month, and informational community presentations are just part of the Community and Recreation Services mission.
Greenacres Community Center
Centrally located, the Greenacres Community Center provides facilities that are functional and affordable. It offers our residents of all ages, and our growing business community, a convenient and friendly environment for recreational, social and educational pursuits. It is a focal point for a large portion of the community, and classrooms space is rented by vetted instructors to provide various activities. Our Center hosts a variety of events, depending on size, and rental spaces are also available.
Banquet Facility
Our Banquet Facility can host 160 guests with tables and chairs, and offers up to 200 theatrestyle seating. An AV System, catering kitchen with all the amenities, restrooms, classroom, and administrative offices are all part of our banquet facility, and provides the public with a functional, affordable and centrally located option for weddings, parties, seminars, workshops, meetings, graduation ceremonies and more.
Senior Activities
Our Seniors enjoyed socializing with each other during the weekly Ballroom Dancing program, plus the return of the daily Senior Congregate Meal Program. Monthly birthday parties, Paint & Sip Sessions, Photo Booths, Wildlife Show, Magician, and Bingo games were enjoyed. A memorable Thanksgiving and Christmas luncheon, complete with a visit from Santa and a special performance by the Spotlighters singing group has become an annual favorite.
Little Free Library & Story Walk Station
The City installed a new Little Free Library at Astro Skating Center this year. We maintain approximately 32 Little Free Libraries within the City plus the StoryWalk Stations (walkable story books) at Samuel J. Ferreri Community Park and Greenacres Freedom Park. The City is grateful to our generous benefactors and sponsors, especially The Glasser Family who help maintain an extensive book inventory.
Educational Scholarship Program
In June 2023, the Educational Scholarship Committee awarded ten (10) $1,500 scholarships to Greenacres high school and/or college students. Technical schools and professional certification programs also qualify. Two (2) scholarship awards have a special designation; The Norman Rose and Denise Padgett Memorial Awards, honoring a former City Councilmember and City employee, respectively. Additionally, the City Council approved ten (10) Educational Scholarship Awards to be granted in 2024.

The City’s athletic fields were utilized an average of six (6) days per week in 2023. Popular athletic uses are basketball, soccer, pickleball, and volleyball for both recreational and competitive play. Athletic use in 2023 resulted in 710 adults and 882 youth participating.

2023 ANNUAL EVENTS
This event is annually held at our City Hall location. Over 1,200 were in attendance this year and enjoyed entertainment from local schools and music academies, art displays from local talent and students, and many fun activities for children.
Holiday in the Park
A memorable holiday celebration was enjoyed by over 5,200 in attendance. Included was the Park Lighting, a Tree Lighting Ceremony, numerous local school performances, vendors, carolers, holiday music, various food trucks, small train rides, visit and photos with Santa, free toys and much more. Many thanks to all our Sponsors who helped make this event such a success.
Egg’stravaganza
The City's popular Spring Egg Hunt plus family-friendly activities was held in April. Over 5,500 were in attendance, and children hunted for over 22,000 toy-stuffed eggs to win prizes, and enjoyed free hayrides, inflatables, vendors, food, and photo with the Easter Bunny!
Ignite the Night
This family-friendly Ignite the Night Independence Day Celebration was enjoyed by over 8,200 attendees. Live music, food, fun, amusements, family games, vendors and much more was enjoyed by all, concluding with the Zambelli fireworks display, lighting up the night sky to complete the evening.
A City co-sponsored cultural event organized by the Puerto Rican Hispanic Chamber of Commerce was held in January 2023. Over 11,000 people were in attendance representing over 35 countries, who enjoyed Hispanic culture through music, exhibits, and 3 Kings Parade at the Samuel J. Ferreri Community Park
Rock-n-Roll Sunday
& Fire Rescue Chili Cook-off
This year the Rock-n-Roll Sunday event included the inaugural Greenacres Fire Rescue Chili Cookoff event to benefit the Professional Firefighters/Paramedic Benevolent Fund, Inc., and various Veteran organizations. Over 3,500 were in attendance and featured a classic car show, motorcycles, rock and roll music, Chili Cook-off Contest and so much more!
A Western Style themed dance took place in February 2023, with 70 participants decked out in their best cowboy gear with hats and boots, tried line dancing, slow dancing and enjoyed a BBQ dinner. Various activities included games, prizes, professional photos, free books and an ice cream sundae bar.
PBSO Not-So-Scary Trunk or Treat
This new event was held in October at the Ira Van Bullock Park with over 1000 people participating in this PBSO organized event. Many businesses and organizations participated with their car/van/ truck trunks filled with candy and surprises for children, in a safe and fun environment as an alternative to Trick or Treating.

AFTERSCHOOL & CAMPS
Camp Programs
Camp programs provide a fun, educational, safe, and structured environment for children in Kindergarten through the 12th grade. This year our program provided 61 days of full-day, hands-on programming. Over 100 children participated in camps that included a variety of educational activities and field trips.
C.A.R.E.S. Program
The Children Are Really Extra Special Program is a nationally accredited, licensed year-round afterschool program serving 60 elementary school age children on a daily basis. This successful program provides opportunities such as field trips, computer instruction, art expression, and daily homework assistance.
C.A.R.E.S. is a Quality Improvement System (QIS), maintenance level program.
Teen Programs
This licensed program provides services and activities year-round to over 25 middle and 25 high school youth, developing leadership skills, community involvement and career development. Students are involved in S.T.E.A.M activities and numerous community service projects as well as career exploration, internship opportunities, and college tours. Our Teen Program is also a QIS program, helping shape future community leaders through structured programming.
The Youth Programs Department operates a Nationally Accredited out-of-school time program that provides afterschool and camp programs. It is licensed through the Palm Beach County Health Department, with a current licensed capacity of 150. This inclusive year-round program provides services to all elementary, middle, and high school youth in Palm Beach County.

Fiscal Responsibility
Property Taxes 6.30 mills
As required by Florida law, on an annual basis the City of Greenacres sets a property tax rate, also referred to as the “millage rate”. Property taxes are calculated by multiplying the millage rate times each $1,000 of the assessed property value determined by the County Property Appraiser. See example below:
Assessed Property Value - Homestead Exemption = Taxable
Amount ÷ $1,000 x Millage Rate = Taxes Paid to City
The property tax millage rate was reduced to 6.30 mills. In evaluating property taxes, rates alone do not provide an objective measure of what residents pay for government services. An objective measure is the Property Tax Per Person which takes into account the millage rate, total taxable values, and the total population.

The following chart shows that the City of Greenacres has the lowest per capita tax among the ten (10) largest cities in the County, clearly demonstrating that our residents have the lowest property tax burden.
Property tax revenues are affected by new construction, existing property values, and the property tax rate. In 2022, the City collected $13.9 million in property taxes, which was approximately $695 thousand greater than 2021 due to an increase in property values.

ALL GOVERNMENTAL FUNDS
The five (5) year financial summary shows the total revenues and expenditures for all governmental funds. The City maintains eleven (11) governmental funds: the General Fund, four (4) Special Revenue Funds, one (1) Debt Service Fund, and five (5) Capital Projects Funds. The City adopts an annual balanced budget for all funds and maintains a fund balance for each of those funds, the largest of which is the General Fund with a minimum unassigned fund balance of 25% of expenditures.
