Message from the Mayor In 2021, the City of Greenacres celebrated 95 years of continuous services to our community. Our core values have remained the same; maintain our professionalism through ethics, honesty, integrity, and pride in the services we provide. Greenacres has evolved over the course of almost a century, and we will continue to work towards making our City a great place to live, learn, work and play.

m proud to present to you the City of Greenacres 2021 Popular Annual Financial Report, which documents another year of progress in strengthening the City’s finances, reinvesting in our infrastructure, and ensuring that Greenacres is a Great Place to Live. The report highlights information about City services and financial performance for the past year and provides an overview of the activities related to our organization’s goals, along with comparative performance measures that demonstrate the City’s efficiency and effectiveness in providing you with services that ensure we are being good stewards of your public dollars.

In 2021 property values increased by 8.8% and ad valorem tax revenue increased by $1.04 million while the millage rate remained the same at 6.4 mills. The outlook for 2022 and beyond continues to appear positive as the City’s primary intergovernmental revenue sources showed a higher than expected increase. Greenacres continues to provide the best City services in Palm Beach County at the least cost due to the efficiency of our government operations. Our cost for City government services remained the lowest ($840 per resident) in comparison to residents’ cost in similar sized cities in the County. CARES funding and American Rescue Plan funding received during the fiscal year allowed the City to address and plan for critical need projects in the City that will improve the quality of life for our residents. During fiscal year 2021, the City continued to recover from the COVID-19 pandemic. The volatile economic conditions resulting in staggering increases in inflation, have resulted in unprecedented increases for City commodities and services. We continue to modify and/or change our operations procedures to ensure that while we are continuously faced with many challenges beyond our control, we are providing a high level of services for our community in support of our Vision, Mission, Values and Goals. I am encouraged and hopeful by the City’s fiscal health and excited for the projects we will be bringing forward in the future. EXECUTIVE OFFICER It is my pleasure to present the 2021 Popular Annual Financial Report for the City of Greenacres, celebrating 95 years serving our community. Over the last five (5) years we have seen so many changes in our City, but we know there is still much to be accomplished. From an infrastructure perspective, we’ve been able to spend our dollars wisely and invest in amenities and projects that improve the quality of life for our residents. We’ve finally embarked on public art in the City, which has been well received and it’s a great representation of what we are as a community. We have many exciting projects to look forward to in the coming years. We plan to connect access points from walkers to drivers to bikers, and convert the septic systems in our Original Section to sewer systems to improve our environment and provide for a better quality of life. Since investing in our young people is a priority, the City is planning to build a new Youth Programs building to accommodate our growing numbers and further our mission in support of our youth. The City is making this very important demographic a priority and continue to support them by providing continued, nationally accredited after school and summer camp opportunities through high school.

The City has recently updated policies and procedures, and codes. We are currently in the process of an update to the City’s Comprehensive Plan to provide opportunities for development and redevelopment, new and improved amenities, affordable housing, open space, and quality education opportunities. We will be asking for your input as we develop a plan for the future. Whether it was through the voter approved one-penny surtax, or the CARES funds and the American Rescue Plan dollars allocated to the City because of the COVID-19 pandemic, the City is committed to being good stewards of those dollars by providing for projects that will improve our residents and visitors’ quality of life. Some of the most affordable housing within Palm Beach County has always been in Greenacres. Today, demand is surely exceeding inventory. Over the next two (2) years, over 200 new homes will be built in the City. However, as we are 99% built out, we are looking at areas that can be redeveloped to provide for more housing and/or expanded retail and commercial amenities. We are trying to do what we can to maintain the affordability of our community while offering services and amenities to support the community. When Lawrence Carter Swain founded the City of Greenacres in 1926, it was his hope to develop a community that was a good place for people to live. It is our hope that in the work we have completed and how we’re moving forward, that Greenacres will not only be a good place to live, but also a Great Place to Live, Learn, Work and Play.

Performance Measures The City utilizes a performance management system to manage for even better results from the taxpayer’s perspective. Our performance measures include the inputs (resources to provide a service), outputs (amount of services), efficiency (productivity or unit cost), and effectiveness (quality of service). Performance measures are part of the City’s annual budget which is based on allocating resources for plans, programs and strategies to accomplish our short and long term goals to help achieve our mission. The performance measurement system is used to evaluate our service delivery system to ensure its efficiency and effectiveness.

Performance Measures To assess our performance, we analyzed the cost of our services with comparably sized and adjacent cities providing similar services. An indicator of efficiency is the cost per resident for City government services included in the general operating fund. Of the comparable cities, Greenacres residents have the lowest cost for city government services at $840 per resident. The analysis also shows that City residents have one of the lowest solid waste and recycling collection rates at $13.90 per month.

The Palm Beach County Sheriff’s Office (PBSO) has now been serving the Greenacres Community - District 16 for six (6) years. PBSO has fostered a partnership with Greenacres City staff, local businesses, non-profit organizations, and community leaders. PBSO’s primary goals are to provide professional law enforcement service and vigorously pursue those who commit serious crimes. PBSO- District 16 continues to subscribe to a predictive policing approach with its enforcement efforts, and continues to provide sustainable solutions to combat criminal activity. PBSO and the City of Greenacres are committed to a shared vision of professional service and will continue to collaborate together to ensure the citizens of Greenacres have a safe environment to live. PBSO’s commitment to quality public service remains steadfast and we will always selfevaluate to ensure we are providing the most effective police service.

Greenacres Fire Rescue provides fire suppression and medical response to a response area of 5.79 square miles of land area and 0.07 square miles of water area. Additionally, we provide fire and medical response services for the City of Atlantis, Florida with a land area of 1.39 sq. miles. We currently respond with a minimum of 13 personnel, including a Battalion Chief, who are dual certified as Firefighter II and either EMT or Paramedic, on two front line Advanced Life Support fire trucks and three front line Advanced Life Support Type 1 ambulances. The average daily responses from both stations is currently one of the highest in palm Beach County at 18.6 calls for service in a 24-hour period. The Department optimizes patient care by maintaining rapid response times, enhanced training, and implementation of proven techniques, combined with the most advanced emergency medical protocols available. Moreover, we continue to engage the public by offering community outreach programs such as, Cardio Pulmonary Resuscitation (CPR) classes, blood pressure screenings, health fairs, school demonstrations, and public awareness lectures.

Emergency Management This program provides for developing plans of action for when disaster strikes, deploying first responders and emergency services in the disaster area, and restoring and repairing critical infrastructure. These efforts are coordinated with the County, State, and Federal governments that have various lead roles. School Crossings

The City of Greenacres serves as a Passport Acceptance location. Once the intake process has been completed at our office, your passport application is then forwarded to a U.S. Department of State Passport Agency for processing. Although offices were suspended or by appointment only during the onset of COVID-19, services did resume to continue service.

The Palm Beach County Sherrif’s Office (PBSO) School Crossing Guards play an important role in the community by protecting the lives of school children who walk and bike ride to and from school. Crossing Guards provide safety awareness and education to children teaching them safe crossing techniques and educating them on various pedestrian and bicycle safety laws.

Greenacres introduced interactive art to the community beginning with a bright and beautiful wall mural at Samuel J. Ferreri Community Park. The mural highlights our youth and all the play options the City has to offer, capturing the Greenacres community spirit. Art in Public Places

Our annual Arbor Day Celebration was held on May 14, 2021, at Freedom Park. Children from the City’s Youth Programs helped plant trees, and this year marked the 30th consecutive year that the City received the Tree City USA Award. Hosting an annual Arbor Day celebration is just one of the many requirements the City of Greenacres must accomplish in order to receive the Tree City USA Award.

FISCAL YEAR 2021 On an annual basis, the City adopts a Capital Improvement Program which identifies new equipment and facilities needed to accommodate new growth and replacement of equipment and infrastructure that has outlived its useful life. The program is funded by impact fees paid by developers of commercial and residential projects and by grants. The following is a sample of budgeted projects undertaken in FY2020.

Original Section Drainage Improvements Phase VII The City completed improvements for Phase 7 of an overall eight (8) phase plan to provide drainage improvements for the City’s Original Section after street flooding during Tropical Storm Isaac from August 2628, 2012. The proposed project will create an engineered drainage system to collect, store, and convey stormwater runoff from the lots along Fleming, Jennings, Perry and Martin Avenues and Swain Boulevard between Biscayne Drive and 10th Avenue North. The stormwater will be discharged into the First Street drainage system (installed with CDBG 2014-2015 funds) and the L-11 Canal (existing, maintained by the Lake Worth Drainage District and upgraded with CDBG 2018-2019 and 20192020 funds). The phased drainage improvements will significantly resolve the identified problem and improve living conditions in this part of the City’s Original Section. The Phase 7 project was funded in part with a Community Development Block Grant (CDBG) funds.

Resurfaced the parking area at Fire Rescue Station 94. Completed the painting of the exterior walls and the roof of the south pavilion/restroom building at Freedom Park. Completed the renovation of restrooms, report room and kitchen at FR 95. Completed remodeling of restrooms at FR 94/PBSO District 16.

Resurfacing of Appian Way, Centurion Circle, Centurion Way, Constantine Circle and Nicia Way (Palm Beach Villas II) Completed 3 out of 6 sections of City-wide sidewalk enhancement project. A drainage structure on Biscayne Drive was rehabilitated to reduce flooding. Completed the LED upgrades of streetlights on City roadways.

PROGRAMS & SPECIAL EVENTS Bringing people together through community, special events, recreational and educational classes and activities. Programs available include athletic programs, facility rentals, Little Free Library, and Educational & Athletic Scholarship programs., and the Annual Photo Contest. The food distribution and walk-up food pantries continue to be a main focus to assist the community, and we have added the new Let’s Talk Community Conversations presentations focused on health, wellness, and personal safety. These sessions are offered free of charge to the community, and additional information can be found on our website.

The Greenacres Community Center serves as a focal point for a large portion of the community and provides programs by vetted instructors. It offers our residents of all ages, and our growing business community, a convenient and friendly environment for a variety of programs and services. Classrooms provide for an array of activities catering to the youth, adult and senior communities. At times the Center is also open for large community events, depending on size, and rental spaces are also provided.

The City installed an additional three (3) new Little Free Libraries in 2021 totaling 24 to date, due to the generosity of our patrons who help maintain an extensive inventory of over 5,000 books. We are grateful for our amazing Library Stewards who continue to assist in keeping the units organized, clean, and fully stocked with bilingual and trilingual books, and for the generous donations and assistance from our community.

Banquet Facility

Greenacres schools received $25,000 in the form of school supplies to include backpacks and all necessary schools supplies needed, plus gym uniforms.

Our Banquet Facility seats 160 guests and includes a catering kitchen, restrooms, classroom, and administrative offices. The facility provides the public with a functional, affordable and centrally located option for weddings, parties, seminars, workshops, meetings, graduation ceremonies and more.

Senior Activities

A special thank you to the generosity of our local businesses; Greenacres Nissan, Waste Management, Bingo Magic, The Glasser family, Humana, Ed’s Food & Deli, Tapatia Supermarket, NCJWC, After Hours Pediatric, Ms. Glatter, Dr. Sternheim, and numerous private donations.

Athletics The City’s athletic fields were utilized an average of six (6) days per week in 2021. Popular athletic uses are basketball, soccer, and volleyball for both recreational and competitive play. Athletic use in 2021 resulted in 400 adults and 535 youth participating.

Our Seniors enjoyed socializing with each other while participating in many of our programs. Programs provided include the M-W-F weekly game sessions, weekly food pick-ups, monthly birthday parties, Paint & Sip, fun photo booths, ice cream social, and bingo games, ending with a memorable Thanksgiving and Christmas luncheon, complete with a visit from Santa and their favorite Mariachi Band.

Artzy Event at City Hall An outstanding showcase of the City’s local school talent and creative businesses, performances, gorgeous visual arts displays including a colorful Junkanoo Band in bright costumes transformed City Hall. Over 1,500 spectators enjoyed the live performances, art and various cultural displays, with food, beverages, and City give-a-ways.

Egg’stravaganza The City collaborated with local talent, businesses, Greenacres Fire Rescue and PBSO to organize a Spring Parade with baskets, free eggs, and of course the Easter Bunny, to spread joy and fun to over 1,200 residents in two (2) of the City’s mobile home communities, through generous donations from local businesses.

Fiesta de Pueblo A City co-sponsored cultural event organized by the Puerto Rican Hispanic Chamber of Commerce usually held early in January was modified as a Three Kings drivethrough candy distribution at the Samuel J. Ferreri Community Park.

Ignite the Night

Rock ‘n’ Roll Sunday

Independence Day was celebrated with a family-friendly event, hosting approximately 5,500 attendees, Live music, food, fun, amusements and much more was enjoyed by all, concluding with the Zambelli fireworks display, lighting up the night sky and finishing the evening.

A City co-sponsored Veteran’s fundraising event featuring a classic car show, motorcycles, rock and roll music, vendors, food, beer, and plenty of fun.

Many City events were canceled again this year, or modified due to the Pandemic. The five (5) events hosted by the City had a combined attendance of over 8,200 attendees with a 96% satisfaction rate from attendees.

YOUTH PROGRAMS

Youth Programs AFTERSCHOOL & CAMPS

Camp Programs Camp programs provide a fun, educational, safe, and structured environment for children in Kindergarten through the 12th grade. This year our program provided 45 days of full-day, hands-on programming. Over 100 children participated in camps that included a variety of educational activities and field trips.

C.A.R.E.S. Program The Children Are Really Extra Special Program is a nationally accredited, licensed year-round afterschool program serving 60 elementary school age children on a daily basis. This successful program provides opportunities such as field trips, computer instruction, art expression, and daily homework assistance. C.A.R.E.S. is a Quality Improvement System (QIS), maintenance level program.

Teen Programs This licensed program provides services and activities year-round to over 25 middle and 25 high school youth, developing leadership skills, community involvement and career development. Students are involved in S.T.E.A.M activities and numerous community service projects as well as career exploration, internship opportunities, and college tours. Our Teen Program is also a QIS program, helping shape future community leaders through structured programming.

The City of Greenacres Youth Programs Department operates a Nationally Accredited outof-school time program that provides after-school and camp programs. It is licensed through the Palm Beach County Health Department, with a current licensed capacity of 150. This inclusive year-round program provides services to all elementary, middle, and high school youth in Palm Beach County.

Property Taxes As required by Florida law, on an annual basis the City of Greenacres sets a property tax rate, also referred to as the “millage rate”. Property taxes are calculated by multiplying the millage rate times each $1,000 of the assessed property value determined by the County Property Appraiser. See example below: Assessed Property Value - Homestead Exemption = Taxable Amount $1,000 x Millage Rate = Taxes Paid to City

Property tax revenues are affected by new construction, existing property values, and the property tax rate. In 2021, the City collected $13.2 million in property taxes, which was approximately $1.04 million greater than 2020 due to an increase in property values. The property tax millage rate stayed the same at 6.40 mills. In evaluating property taxes, rates alone do not provide an objective measure of what residents pay for government services. An objective measure is the Property Tax Per Person which takes into account the millage rate, total taxable values, and the total population. The following chart shows that the City of Greenacres has the lowest per capita tax among the ten (10) largest cities in the County, clearly demonstrating that our residents have the lowest property tax burden. The City adopts an annual balanced budget for all funds and maintains a fund balance for each of those funds, the largest of which is the General Fund with a minimum unassigned fund balance of 25% of expenditures.
