Message from the Mayor
The 2024 Fiscal Year Annual Report is my first as Mayor of our great City. It is my honor to serve our Greenacres Community. Accountability and responsible stewardship of our resident’s tax dollars are key components of the financial reporting process and without the strong support and great work of our entire team, our many successes would not have been possible. I am encouraged that you are witness to the fruits of all this labor and all the great achievements still to come.
I’m pleased to present to you the City of Greenacres 2024 Popular Annual Financial Report, which documents another year of progress in strengthening the City’s finances, continued investment in our infrastructure, and ensuring that Greenacres is a Great Place to Live.
The report provides a snapshot of departmental accomplishments and highlights financial performance measures that demonstrate the City's efficiency and effectiveness in providing you with services that ensure we are good stewards of your public dollars.
In 2024, property values increased by 13.833% and ad valorem tax revenue increased by $2.1 million while the millage rate remained at 6.3 mills. We are closely monitoring the outlook for 2025 and beyond based on state legislative priorities and the allocation of intergovernmental revenue sources in the state budget. The City’s debt obligation reached maturity in 2024, resulting in no debt for the City. Greenacres continues to provide the best City services in Palm Beach County at the least cost due to the efficiency of our government operations. Our cost for City government services remained the lowest ($946 per resident) in comparison to residents’ cost in similar sized cities in Palm Beach County.
It is anticipated that the voter approved one-penny infrastructure surtax will sunset in the next year. While this significant source of revenue provided great opportunity for the City to complete many quality-of-life projects, I anticipate that capital needs will still be met as the City has a very comprehensive capital projects improvement program. Surtax projects included emergency vehicle replacements, septic to sewer construction, Chickasaw Road improvements, Dillman Trail construction and Gladiator Lake bank stabilization.
While we are anticipating the possibility of budgetary challenges that may be beyond our control, we will modify our operational priorities to ensure that we continue to provide the high level of service for our community in support of our Vision, Mission, Values and Goals that you have come to expect.
As we near our 100th Anniversary, I am encouraged by the sense of community I see every day in our City, and excited for all that lies ahead in our future. On behalf of the City Council and our entire team, I wish you and your families good health and many blessings.

BUSINESS IN GREENACRES
As the City has grown and there has been an increased interest in development and redevelopment opportunities in our area, the City Council made the decision to create a department of Economic Development to foster growth and prosperity by focusing on job creation and attracting businesses.
To encourage investment in the city and achieve our goal to promote and maintain diversified economic growth, we are promoting the image and culture of Greenacres as a place where private businesses, government and community come together to create a prosperous and special place to do business. Additionally, we are creating streamlined, transparent, and user-friendly government processes required to support new, expanded and relocated businesses in the city.




A strong economy can lead to higher incomes, improved housing options and increased property values and better access to amenities, all contributing to a higher quality of life for our residents. It is my pleasure to present the City of Greenacres 2024 Annual Report, a snapshot of the City’s successes and progress from October 1, 2023, to September 30, 2024. Consistent with the City’s strategic priorities; the initiatives, programs, and allocation of resources during Fiscal Year 2024, supported our mission and long-term goals of improving the quality of life for our residents by providing public services that exceed expectations. Our focus is to invest in levels of service and infrastructure that supports our City’s growth and future development and redevelopment opportunities as indicated by the projects listed below. We are grateful and fortunate to have had the support of our voters which allowed us to make many quality of life investments in our community. The City’s one outstanding loan reached maturity in September 2024, resulting in no debt for the City which is a testament to the Mayor and Council’s priority to be good stewards of our taxpayer’s dollars. New housing developments are in progress in the City which will provide a diverse mix of housing options. The City is committed to maintaining the affordability of our community while offering extensive services and amenities to support our residents and visitors.

The City utilizes a performance management system to manage for even better results from the taxpayer’s perspective. Performance measures are part of the City’s annual budget which is based on allocating resources for plans, programs and strategies to accomplish our short and long term goals to help achieve our mission. Benchmarking
To assess our performance, we analyzed the cost of our services with comparably sized and adjacent cities providing similar services. An indicator of efficiency is the cost per resident for City government services included in the general operating fund. Of the comparable cities, Greenacres residents have the lowest cost for city government services at $946 per resident. The analysis also shows that City residents have one of the lowest solid waste and recycling collection rates at $15.40 per month.

Palm Beach County Sheriff's Office - District 16
The Palm Beach County Sheriff’s Office (PBSO) has now been serving the Greenacres community for nine (9) years. Since the inception, PBSO has continued to foster a partnership with Greenacres City staff, local businesses, non-profit organizations, and community leaders. PBSO’s primary goals are to provide professional law enforcement service and vigorously pursue those who commit serious crimes.
PBSO - District 16 continues to subscribe to a predictive policing approach with its enforcement efforts, and continues to provide sustainable solutions to combat criminal activity.
PBSO and the City of Greenacres are committed to a shared vision of professional service and will continue to collaborate together to ensure the citizens of Greenacres have a safe environment to live. PBSO’s commitment to quality public service remains steadfast and we will always self-evaluate to ensure we are providing the most effective police service.
PBSO & City of Greenacres Food Distribution
In 2024, a coordinated effort with PBSO and the City of Greenacres led to numerous Food Distribution events.
Citizens of Palm Beach County were provided essential food items at no cost by our partners at Restoration Bridge. These distributions throughout 2024 provided 11,767 people with their food item needs as well as rehomed families in the Greenacres Community.






LAW ENFORCEMENT SERVICES









City of Greenacres Fire Rescue / EMS
Greenacres Fire Rescue provides fire suppression and medical responses to a response area of 6.10 square miles of land area and 0.07 square miles of water area. Additionally, we provide first due fire and medical response services to the City of Atlantis, Florida with a land area of 1.369 sq. miles.
Greenacres Fire Rescue currently protects these areas from three (3) strategically located fire stations. The third station, temporarily located at 301 Swain Blvd, was added in 2023 to respond to the increased demand in calls for service, maintain/reduce response times due to increased traffic, and ensure adequate resource distribution, as indicated on the Fire/EMS Activities chart. We currently respond with a minimum of 16 personnel including a Battalion Chief who is dual certified as Firefighter and either Paramedic or EMT on two (2) front line Advanced Life Support fire trucks and four (4) frontline Advanced Life Support Type 1 ambulances. The average daily response from the three (3) stations is currently one of the highest in Palm Beach County for a 24-hour period.
The Department optimizes Patient Care by maintaining rapid response times, enhanced training, and implementation of proven techniques, combined with the most advanced emergency medical protocols available. Moreover, we continue to engage the public by offering community outreach programs such as Cardiopulmonary Resuscitation (CPR) classes, blood pressure screenings, health fairs, school demonstrations and public awareness lectures.
Fire Prevention and Protection plays a crucial role in safeguarding the City of Greenacres and its community against the devastating effects of fires. This program is designed to proactively mitigate fire risks, educate the public on fire safety measures, enforce fire codes and regulations, advocate community risk reduction and promote a culture of fire prevention and preparedness.
This year the Department implemented a new Roper Residential Lock Program, which allows residents to have peace of mind that we have secured access to their residence during an emergency. The Department strives to create a fire-safe environment where residents can live, learn, work, and play with confidence in their safety and well-being.

Code Compliance
Code enforcement is the process by which local governments ensure compliance with state and local laws, codes, and ordinances related to housing, building, and health standards.
This program provides for the detection, investigation, and elimination of violations of City laws relating to zoning (property use) , property maintenance standards, and nuisances.

Emergency Management
This program provides for developing plans of action for when disaster strikes, deploying first responders and emergency services in the disaster area, and restoring and repairing critical infrastructure.
These efforts are coordinated with the County, State, and Federal governments that have various lead roles.
The City updates its plan annually to ensure that all City Departments have up to date Continuity of Operation Procedures (Coop) in place.

The City of Greenacres serves as a Passport Acceptance location. Once the intake process has been completed at our office, your passport application is then forwarded to a U.S. Department of State Passport Agency for processing.
Walk-ins only; however, there is a cutoff time for the line based on the number of applicants waiting to be processed by 4:00 p.m. You can join the line from anywhere and check your spot in the queue. Virtual line opens at 5:00 a.m.

Permits & Inspections
This program provides a review of residential and commercial construction plans and field inspections to ensure compliance with adopted building construction and life safety codes.
This program focuses on the inspection and maintenance of public facilities to ensure their safety to users.
The City’s public facilities are comprised of public buildings, parks, road rights-of-way, streets, sidewalks, medians, roadway signage and lighting, and storm drainage systems, including inlets, pipes, lakes, and canals.



The Palm Beach County Sheriff's Office (PBSO) School Crossing Guards play an important role in the community by protecting the lives of school children who walk and bike ride to and from school.
Crossing Guards provide safety awareness and education to children teaching them safe crossing techniques and educating them on various pedestrian and bicycle safety laws.





Public Facilities Maintenance

Our annual Arbor Day Celebration was held on April 26, 2024, near the north entrance of the newly inaugurated Dillman Trail. The Oleander Club and students from Cholee Lake Elementary's Environmental Club co-hosted the event and helped plant Florida native species such as Cypress Trees, Pond Apples, Slash Pine and Live Oak Trees along the pathway. This year marked our 33rd consecutive year that the City of Greenacres received the Tree City USA Award.




The Community Center hosted its second Senior Resource Fair in September with numerous business, health and medicare providers, fun and informational demonstrations, lots of giveaways, raffles, home and health safety tips, Vial of Life Programs, and much more.

This annual event provided ten (10) City schools with over 1,200 backpacks, and approximately 25,000 much needed school supplies such as filled pencil cases, paper, composition books, and crayons, just to name a few. Thanks to the generous donations of our local sponsors, supplies were provided to our future leaders for a great start to the school year.

On an annual basis, the City adopts a Capital Improvement Program which identifies new equipment and facilities needed to accommodate new growth and replacement of equipment and infrastructure that has outlived its useful life. The program is funded by impact fees paid by developers of commercial and residential projects and by grants. The following is a sample of budgeted projects undertaken in FY2024.
Park Improvements
• Amenities: Installation of new park fixtures to include new benches, tables and trash cans at various City parks.
• Rambo Park: Installed overhead netting on the futsal court to reduce the number of soccer balls that get kicked out of the playing area.
• Gladiator Park: Resurfaced the under-used tennis court to pickleball courts; resurfaced basketball court and installed new goal posts for an enhanced player experience.
• Municipal Complex: Installed three (3) new active exercise stations around the walking path.
Public Facility Renovations
• Freedom Park: Replaced the underlayment and roof structure on the Live Oak and Cypress Pavilions.
• Fire Rescue Station 96: Public Works and Fire Rescue staff mobilized quickly to modify the building at 301 Swain Boulevard into a temporary fire rescue station to meet the needs of residents. A new trailer mounted generator was installed at the station to ensure continuity of operations.
• Community Center: Rehabilitated the roof, installed rain gutters, installed decorative shutters and painted the exterior of the facility to rejuvenate the building's architectural schematic. Coordinated the interior flooring replacement, wall painting and installation of protective wall coverings on four (4) classrooms at the Community Center.
• Youth Center Building: Initiated the construction of the new Youth Center to expand Youth Programs after school and camp programs for our growing community.
Roads & Drainage
• Retrofitted five (5) irrigation pumps on 10th Avenue medians and at City facilities with decorative vinyl wrapping.
• Initiated the Gladiator Lake Drainage Enhancement project.
• Coordinated the re-surfacing and re-striping of Constitution Way, Piney Court and Woodwind Court.
COMMUNITY, LIFE & LEISURE
PROGRAMS & SPECIAL EVENTS
Community and Recreation Services continues to enhance the quality of life, bring people together and unify the community through activities, community events, business partnerships, recreational and educational classes, athletic programs, facility rentals, Little Free Library, Story Walk program, Educational & Athletic Scholarships, Older Adult activities, daily Congregate Meal programs, and special events. Informational community presentations are also provided and is just part of the Community and Recreation Services mission.
Greenacres Community Center
The Greenacres Community Center offers residents of all ages a convenient and friendly environment for recreational, social and educational pursuits; and is a focal point for a large portion of the community. Classrooms space is rented by vetted instructors who provide various recreational activities. Our Center hosts a variety of events, resource fairs, programs, games and activities for older adults, referral services, and rental spaces are also available.
Greenacres Banquet Facility hosts up to 160 guests with tables and chairs, and offers 200 theatre-style seating. An AV System, catering kitchen with all the amenities, restrooms, classroom, and administrative offices are all part of our banquet facility, and provides the public with a functional, affordable and centrally located option for weddings, parties, seminars, workshops, meetings, graduation ceremonies and more.






Older Adult Activities
Over 2,750 older adults enjoyed socializing with the return of the daily congregate Meal Program, in partnership with PBC Division of Senior Services. Monthly educational programs, birthday parties, Paint & Sip Sessions, Photo Booths, Wildlife Show, and much more were enjoyed. Memorable Holiday luncheons, complete with a visit from Santa and a special performance by the Spotlighters singing group have become annual favorites.
The City installed three (3) replacement units of the 30 libraries throughout the City. We maintain two (2) 16-unit Story Walk Stations (walkable storybooks)at Samuel J. Ferreri Community Park and Greenacres Freedom Park.
The City is grateful to our generous benefactors and sponsors, especially The Glasser Family who funds an extensive new book inventory, donates new books for every City event, including cases of backpacks and school supplies, and program supplies for the City's Youth Program Department. Our partnership with the Greater West Palm Beach Woman's Club, NCJWCValencia Shores, and our amazing group of Library Stewards, keep the program running with bilingual and trilingual books.





Educational Scholarship Programs
In 2024, the Educational Scholarship Committee awarded ten (10) $1,500 scholarships to Greenacres high school and/or college students in June. Technical schools and professional certification programs also qualify. Two (2) scholarship awards have a special designation; The Norman Rose and Denise Padgett Memorial Awards, honoring a former City Councilmember and City employee, respectively. The City will award eleven Educational Scholarships, including a new STEM Scholarship in 2025.

Athletics
The City’s athletic fields were utilized an average of six (6) days per week in 2024. Popular athletic uses are basketball, soccer, pickleball, and volleyball for both recreational and competitive play. Athletic use in 2024 resulted in 904 adults and 869 youth participating.
Community Presentations
Our Community Presentation offer educational topics for everyone, relating to health, emotional well-being, safety, and quality of life. Various topics were offered in the 2024 program ranging from How to Escape from a Sinking Vehicle to Dangers of Social Media with Children. These free informational sessions are facilitated by subject matter experts, and encourages open dialogue. Community resources and a light meal are provided to those who attend.

Artzy Evening at City Hall
Held at City Hall, over 300 attended the Artzy event which featured live musical entertainment, local artists displays, dancing, food and adult beverages, activities for children, and much more!

Fiesta de Pueblo Town Fest
A City co-sponsored cultural event organized by Fiesta de Pueblo, Inc. was held in January, with well over 11,500 people in attendance enjoying a spectacular fun colorful and educational experience highlighting the Hispanic culture through music, exhibits, and 3 Kings Parade at the Samuel J. Ferreri Community Park

Rock -n-Roll Sunday & Fire Rescue Chili Cook-off
This event was held in May with the Greenacres Fire Rescue Chili Cookoff event to benefit the Professional Firefighters/Paramedic Benevolent Fund, Inc., and various Veteran organizations. Over 2,000 attended which featured a classic car show, motorcycles, rock and roll music, business vendors, Chili-tasting, and the Chili Cook-off Contest.

Ignite the Night July 4th Celebration
Greenacres annual Independence Day Celebration is a family-friendly event which hosted over 10,000 attendees. The event featured food, vendors, amusements, live musical entertainment, family fun and games, and ended with a spectacular Zambelli fireworks display.

Daddy Daughter Dance
A sweet and memorable Candy Land themed dance took place in February with 124 participants decked out in their most colorful costumes and best Candy Land attire! The night was filled with fun dancing and activities which included games, prizes, contests, dinner, free books, a candy station and an ice cream sundae bar, and professional photos.

PBSO Not-So-Scary Trunk or Treat
Held in October at the Samuel J. Ferreri Community Park, over 1,800 in attendance participated in this PBSO organized event. Several businesses and organizations participated with cars, vans, and trucks filling their trunks with candy and surprises for children, in a safe and fun environment.



Egg'stravaganza
MARCH/APRIL

The City's popular Spring Egg Hunt with family-friendly activities was held in March with over 6,500 in attendance. Children hunted for over 24,000 toy-stuffed eggs to win prizes, and enjoyed free hayrides, inflatables, vendors, food, and photo with the Easter Bunny.

YOUTH
GREENACRES AFTERSCHOOL & CAMPS
PROGRAMS
The Youth Programs Department operates a Nationally Accredited out-ofschool time program that provides afterschool and camp programs. It is licensed through the Palm Beach County Health Department, with a current licensed capacity of 150. This inclusive year-round program provides services to all elementary, middle, and high school youth in Palm Beach County.
Teen Program
This licensed program provides services and activities year-round to over 25 middle and 25 high school youth, developing leadership skills, community involvement and career development. Students are involved in S.T.E.A.M activities and numerous community service projects as well as career exploration, internship opportunities, and college tours. Our Teen Program is also a QIS program, helping shape future community leaders through structured programming.
Camp Programs

Holiday in the Park
A memorable holiday celebration was enjoyed by over 5,500 in attendance. Included was a thirtyeight feet Tree Lighting and Park Lighting Ceremony, numerous local school performances, vendors, holiday music, carolers, various food trucks, small train rides, visits and photos with Santa, free toys and much more.

Camp programs provide a fun, educational, safe, and structured environment for children in Kindergarten through the 12th grade. We provide Winter, Spring, and Summer Camps; each with various educational and engaging field trips and activities.
C.A.R.E.S. Program
The Children Are Really Extra Special Program is a nationally accredited, licensed, year-round afterschool program serving elementary school age children on a daily basis. This successful program provides opportunities such as field trips, computer instruction, art expression, and daily homework assistance. C.A.R.E.S. is a Quality Improvement System (QIS) program.

YEAR 2024
As required by Florida law, on an annual basis the City of Greenacres sets a property tax rate, also referred to as the “millage rate”. Property taxes are calculated by multiplying the millage rate times each $1,000 of the assessed property value determined by the County Property Appraiser, see example below:
Assessed Property Value - Homestead Exemption = Taxable Amount
÷ $1,000 x Millage Rate = Taxes Paid to City
The property tax millage rate was maintained at 6.30 mills. In evaluating property taxes, rates alone do not provide an objective measure of what residents pay for government services. An objective measure is the Property Tax Per Person which takes into account the millage rate, total taxable values, and the total population.
The following chart shows that the City of Greenacres has the lowest per capita tax among the ten (10) largest cities in the County, clearly demonstrating that our residents have the lowest property tax burden.
Property tax revenues are affected by new construction, existing property values, and the property tax rate. In 2024, the City collected $17.5 million in property taxes, which was approximately 2.1 million greater than 2023 due to an increase in property values.













FIVE-YEAR FINANCIAL
ALL GOVERNMENTAL FUNDS

The five (5) year financial summary shows the total revenues and expenditures for all governmental funds. The City maintains eleven (11) governmental funds: the General Fund, four (4) Special Revenue Funds, one (1) Debt Service Fund, and five (5) Capital Projects Funds. The City adopts an annual balanced budget for all funds and maintains a fund balance for each of those funds, the largest of which is the General Fund with a minimum unassigned fund balance of 25% of expenditures.
