Thompson Humane Society Partners with Nisichawayasihk Cree Nation and the Winnipeg Humane Society

Book a way to preserve and pass on memories of growing up in Churchill

Photos courtesy of Oswald Sawh The Thompson Regional Humane Society (THS) partnered with the Nisichawayasihk Cree Nation (NCN) to bring affordable animal health care to the First Nation. The first activity done through this partnership was the THS partnering with the Winnipeg Humane Society’s (WHS) One Health Pro-

gram to facilitate a spay and neuter clinic at NCN on March 24 to March 27 2023.

The clinic was well received by the First Nation leadership as well as the First Nation members. A total of 83 points of service was done that included 17 cat spay/neuter, 42 dog spay/neuter, and 24

vaccinations, examinations, etc.

In partnership with the WHS, the THS also held a vaccination clinic in Thompson on June 13 with a focus on getting as many pets vaccinated for distemper due to the outbreak last summer of the disease in Thompson and NCN.

“Clinics such as these that provide spay and neuter services along with vaccinations, if done on a regular basis, is the best way to keep the dog and cat population healthy and to minimize the risk of unwanted animals in the community”, says Oswald Sawh, Board Chair for the Thompson

Humane Society. The next clinic is scheduled for October 20th to the 22nd in Thompson at the THS’s newly acquired building at 40 Nelson Road, the old Thompson Veterinary Clinic. The building has been rebranded as the THS Animal Health and Wellness Centre. If you wish to book an appointment for

your pet, you are asked to contact the THS at (204) 778-4138. The THS will be facilitating future spay and neuter and vaccination clinics out of the building.

“Our plan is to have the THS Animal Health and Wellness Centre to not just be a service for Thompson but for the region,” says Oswald.

Brandonites to “take back the night”

The Women’s Resource Centre is encouraging women, the LGBTQ2S+ community and their allies to take to the streets in a Take Back the Night March to fight back against the issue of domestic violence in Brandon.

The march takes place on Oct. 19, starting at Princess Park at 5:30 p.m. Drumming and speakers will start at 5:40 p.m., and the walk to Brandon University (BU) will start at 6 p.m.

This year marks the second march since the event had to go on hiatus due to the COVID-19 pandemic, said Lucia Aguilar, a junior advocate at the resource centre. But even though the march took a break, the resource centre itself had plenty of people reaching out during that time, she added.

“There were a lot of reports concerning how domestic violence, intimate partner violence and family violence had increased a lot during COVID,” Aguilar said.

There has also been an increase in gender-based violence and violence targeted towards Brandon’s LGBTQ2S+ community, which she believes is in part due to issues with the Brandon School Division (BSD).

Former BSD trustee Lorraine Hackenschmidt made a presentation to school board on May 8, where she called for the creation of a committee to review and potentially remove books that featured information on gender identity and sexual health from school shelves.

Two weeks later, on May 24, Hackenschmidt’s request was denied during a marathon school board meeting that lasted more than six hours. The meeting was held in Vincent Massey High School’s gymnasium because more than 25 people had requested time for presentations. Additional time was also needed for trustees to read a summary from the 289 emails and letters sent to the BSD board, most of which were vehemently opposed to Hackenschmidt’s proposal.

Before the Manitoba Progressive Conservative Party was ousted from government in the Oct. 3 election, then-premier Heather Stefanson talked about modifying the Public School Act to include more parental oversight.

However, critics of the move labelled it not only unnecessary and redundant, but an anti-LGBTQ2s+ dog whistle, especially after new education policies in New Brunswick and Saskatchewan that require children under 16 to have parental consent before changing

According to the Canadian Femicide Observatory of Justice & Accountability, in the first six months of 2022 alone, 88 women and girls were killed by violence. In 2021, 173 women and girls were killed by violence, mostly by male partners. In 2020, 160 women and girls were killed by violence. Manitoba has some of the highest rates of gender-based violence in Canada.

Canadians age 18 years and older who identified as lesbian or gay and bisexual were much more likely than their heterosexual counterparts to be victims of violent crime, according to the 2014 General Social Survey on Canadian’s Safety. The Canadian Centre for Justice and Community Safety notes that transgender Canadians were more likely to have experienced violence since age 15, and also more likely to experience in appropriate behaviours in public, online and at work than cisgender Canadians.

The Women’s Resource Centre is also partnering with the Brandon Neighbourhood Renewal Corporation and Brandon University for the upcoming march. Refreshments will be available in the BU mingling area upon arrival.

The Monday, October 23 regular meeting of city council has been cancelled. The annual organizational meeting and the next committee of the whole meeting will be held in City Hall council chambers at 7 p.m. on October 30. The public is welcome to attend. The meeting is also livestreamed on Facebook, YouTube and X (formerly Twitter).

workload around and allows for greater diversity of viewpoints, though Ryan Land was mostly correct in saying that, in terms of class and ethnicity, the trustees aren’t really a microcosm of the School District of Mystery Lake’s population as a whole. If you’ve been to many school board meetings (and apart from members of the media, well, you haven’t), you would know that they don’t often feature nearly as much debate or division as city council meetings, at least not over the past couple of years. But they’ve made their decision and it appears there will be seven school board trustees at least until 2022.

One of the arguments

for reducing members, whether they belong to the school board or council, is that it will save money. The amount is not large overall – about $20,000 in councillors’ salaries per year plus approximately half that amount, on average, for annual travel and expenses. For the city, which has a budget of around $30 million, that represents probably less than a drop in the proverbial bucket, though it is about a fifth of the overall cost of the mayor and council.

Critics of the proposed reduction say that it will prevent “new blood” from being elected and, theoretically, reduce the diversity of opinions, but that would only be true if

the citizens of Thompson elected more truly independent-thinking candidates who aren’t married to aligning themselves with any particular side, because right now, the number of opinions on council is generally two – for and against.

Premier Kinew’s win offers hope for first and second chances

Today, Manitoba swears in its first First Nations premier, Wab Kinew.

This watershed moment is significant not only for the almost 165,000 Indigenous people who make Manitoba home, representing 12 percent of the population, but for the province as a whole.

Kinew hails from the Onigaming First Nation of Ontario, which is part of Treaty 3 territory spanning parts of northwestern Ontario and southeastern Manitoba. Exactly 150 years prior to Kinew’s election win, to the day, Treaty 3 was signed by his people.

That official signing took place on October 3, 1873.

Even so, Kinew says that the NDP campaign was all-inclusive, focusing on the things that matter to all Manitobans such as healthcare and making life more affordable.

“I didn’t run on being the first First Nations premier,” Kinew said in a post-election press release. “I put my name on the ballot to try and be the best premier.”

Second Chances Kinew’s historic election win is also a story of second chances. Indeed, he referenced it in his victory speech on October 3.

“I was given a second chance in life, and I’d like to think that I’ve made good on that opportunity,” he said.

One may assume he was, at least in part, referencing a period in his young adulthood when he faced convictions of assault and impaired driving, which were later pardoned.

These were low points in Kinew’s life. Despite this aspect of his past being repeatedly brought up on the campaign trail, he says that he reconciled himself with it back in 2015 when he went public in his memoir, The Reason You Walk.

It was around 2005, immediately following his criminal convictions, when Kinew first began believing in second chances. He’d read a story in the Winnipeg Free Press about a Canadian Olympian who’d been chosen in spite of the athlete’s past criminal record.

It sparked a letter from Kinew to the Free Press, asking when it is that a person with a record gets a second chance.

This heartfelt query piqued the interest of the CBC, who later took Kinew on as a reporter and host for both local and national radio and television shows.

Come the 2023 election, Lloyd Axworthy, an elder statesman and former Minister of Foreign Affairs, threw his support behind Kinew, framing him as a man of integrity and character deserving of second chances.

Axworthy, who also served as president of the University of Winnipeg, was aware of Kinew’s role as Director of Indigenous Inclusion at the university. Kinew had been instrumental in raising money to implement programs and create scholarship funds for inner city students.

“His past was what motivated him, because he wanted to see that that path would be a driver for what he could do in the future,” Axworthy said in a press release.

And from behind the podium on victory day, the premier-designate also extended an offer of second chances to the young Indigenous voters

who were listening.

“I want to speak to the young neechies out there,” he said, using a term that translates to friends. “I was given a second chance in life… and you can do the same.”

He encouraged these youth to pursue a better life while pledging to come alongside them by providing addictions recovery assistance, job training, and healthcare solutions close to home.

Proud of First Nations Heritage Wabanakwut Kinew spent his childhood years in Kenora before his family moved to Winnipeg.

His father, Tobasonakwut Kinew, is a well-known Anishinaabe leader and traditional knowledge keeper while his mother, Kathi Kinew, worked in the department of Indigenous Studies at the University of Manitoba.

With such a strong connection to his heritage, it seemed natural that Kinew, too, should seek to understand the traditional ways of his people.

Over the years, Kinew has practiced the traditional Sundance and Midéwiwin ceremonies. He’s also a pipe carrier, drummer, and traditional singer.

He continued in these traditions to become a powwow dancer, sewing his own ceremonial regalia.

His first name, Wabanakwut, translates to “early morning grey cloud” in the Anishinaabe language.

But this is not a reference to the melancholy grey one may imagine.

Instead it signifies the colour of hair as people age. Thus, it carries a message of wisdom, dignity, and honour.

His ancestral name carries equal symbolic weight. The name Kinew references the golden eagle—a solitary, powerful creature revered by the Indigenous peoples. Golden eagles are believed to be teachers of leadership, which is signified by the eagle feathers worn in Anishinaabe headdresses and hair.

Indeed, Kinew wore just such a headdress while presiding over his and his new cabinet’s swearing-in ceremony on October 18.

“Wearing an eagle feather means trying to see as eagles do; from the highest vantage, viewing a territory without divisions such as race, gender and class and trying to envision a place where humans, animals, birds, fish, earth, water and sky can all work together,” wrote Niigaan Sinclair in a recent Winnipeg Free Press article.

As is also common in Anishinaabe tradition, Kinew’s clan is connected to the lynx, the spiritual animal from which they learn.

“Lynx clan members among Anishinaabe carry a very important and sacred duty: to protect our nation,” added Sinclair. “They are warriors, leaders, and spokespeople.”

Traditionally, members of the lynx clan would be the first to be sent into new territories and build relationships with the aim of making treaties.

Without question, Kinew has big shoes to fill, both in his naming and new role as Manitoba’s next premier.

And on the day following his election, Kinew told Manitobans that he intends to do it with the grace and honour bestowed on him by his ancestral people.

“If there are expectations that people have of us, and of myself as a leader, I would say that I’m going to meet them with the same approach of reverence and humility that I will bring to every task as the next premier of our province.”

a Roman Catholic bishop who is considered one of the architects of the Canadian residential school system.

Abinojii Mikanah translates to Children’s Road in the Ojibway and Cree languages and is meant to honour the legacy of residential school survivors and their families.

But with a new section of the street recently completed, Wyatt’s motion asks council to name that section after Schreyer, and the motion says Schreyer was “the first Premier to have regular meetings with the leaders of Manitoba’s Indigenous community” and that the move would “rightly honour a Manitoban who has done so much for Manitoba, Canada, and the Indigenous community.”

The motion still has to go to full council for a final vote, and it already seems destined to fail, as a majority of Winnipeg councillors indicated on Tuesday they would not support it.

On Tuesday, First Nations leaders held a media conference to denounce the motion and the fact it was discussed on Tuesday without First Nations consultation.

Assembly of Manitoba

Chief Grand Chief Cathy Merrick, and Manitoba Keewatinowi Okimakanak Grand Chief Garrison Settee both said many believe that under Schreyer’s leadership hydro agreements were signed in Manitoba that led to flooding and destruction and ongoing evacuations in several First Nations communities and they are against any name change that honours the former premier.

Settee accused the former premier of playing a role in the “destruction of our lands, rivers and lakes.”

Merrick said she hopes for consultation between First Nations leaders and the city of Winnipeg before any final decision is made.

“This serves as a reminder for all levels of government to work with First Nations leadership and to not make decisions on our behalf,” Merrick said.

“Those days are over, we have to be involved.”

Manitoba’s Francophone schools hand out cell phone suspensions

It’s been four weeks since Manitoba’s francophone school division, the division scolaire Franco-Manitobaine (DSFM), banned student cell phones in their schools. So far, the division is happy with the way the policy is being implemented.

In Ritchot, DSFM schools include École Sainte-Agathe and École Régional Gabrielle-Roy. The policy took effect in September when students returned from summer break. According to the DSFM, student cell phones are absolutely restricted from being brought into any Kindergarten to Grade 8 school.

At the high school level, cell phones and earbuds aren’t allowed to be taken into the classroom. Students are allowed to use their phones during lunch breaks and spares.

It’s a tough stance to take with a generation of young people who view their cell phone as an extension of themselves. But after consulting with administrators, teachers, staff, union representatives, and even a few students earlier this year, the division decided it was worth a try.

“A few years ago, cell phones were used as a pedagogical tool,” says Alain Laberge, division superintendent. “We’ve noticed that nowadays cell phones are used to surf the web, exchange non-school-related text messages, watch TikTok, and even cheat. It is also a distraction, as many students would listen to music—with wireless earbuds—while teachers were teaching.”

Since the classrooms are already equipped with laptops for research, the division determined that cell phones provided little to no value in the classroom anymore.

Laberge says that administrators were grateful for the division’s decision to step in and handle the situation.

“I would say that a few people were afraid of the students’ and parents’ reactions and did not want to make waves,” Laberge says.

“I sat with them, I heard their concerns, but it was important for me to let them know that, while nobody wants to be the bad guy, we need to take responsibility and be accountable for our decision. As educators, we sometimes need to make difficult decisions, but if they are based on improving students’ success, we could rarely go wrong.”

Teachers, likewise, were relieved to have a universal policy in place.

“While some teachers already had a code of conduct

in their classrooms asking students to store their devices, we had noticed an increase in the use of cell phones during classes where teachers did not have such policy,” Laberge says.

“We wanted to standardize the practice so schools are homogenous.”

When the new policy was first introduced, Laberge said the vast majority of students were understanding. Parents, too, were very receptive to the plan.

Many emailed the division indicating their personal support.

A number of parents did air concerns about access to their student in case of emergency. Laberge says that they were reassured that the situation would revert to the previous way of doing things, with school receptionists acting as the liaison between parent and student.

About four weeks into the new directive, Laberge says that the schools have had no issue with enforcement so far.

But should the need arise, the cell phone policy includes details on certain punitive measures that teachers and administrators are welcome to use.

Depending on the situation, the teacher can either warn the student to put the device out of reach or, if necessary, they can confiscate the device and deliver it into the hands of the principal. Once a device is confiscated, parents are contacted and advised to pick it up at the end of the school day.

Laberge says that the policy will be monitored closely and reviewed on an annual basis.

“In education, [nothing] should ever be a permanent fixture, as this would mean we are static and that we are not open to hear and learn from our environment.”

Other School Divisions As far as Laberge is aware, the DSFM is the first school division in Manitoba to take this tough stance on cell phones.

In other divisions, varying positions are taken.

Some divisions have policies in place to guide the use of cell phones, while others rely on school administrators in their division to make such determinations.

Ryan Anderson is the superintendent and CEO of the Seine River School Division (SRSD), which oversees governance of Ritchot’s two French immersion Kindergarten to Grade 8 schools: École St. Adolphe and École Île-des-Chênes.

According to Anderson, the SRSD does not have a division policy specific to cell phones.

“There are a range of approaches to student cell phone use in SRSD schools,” says Anderson.

“These approaches are often reflected in a school’s parent handbook and/or student code of conduct. Principals will often use those materials to address the use of cell phones at school.”

In the case of École St. Adolphe, for example, the parent handbook states: “It is expected that all electronic equipment, including cell phones, iPods, cameras, etc. remain at home. They are expensive devices and the school will not be responsible for lost, broken or stolen items. Unauthorized use of such devices may result in the item being confiscated until the end of the school day. Only our divisional iPad project classes should have electronics at school.”

Consequences for the misuse of cell phones or other devices are the same as they would be for any other code of conduct violation, he says, and based on a school’s policies and procedures manual.

In all circumstances, though, SRSD insists that students are to be treated with dignity and respect and circumstances when correction is needed. These can be used as teaching and learning opportunities.

The Hanover School Division (HSD), which oversees three schools in Niverville, does have a cell phone policy in place which emphasizes their responsible use in the school setting.

In the early years—Kindergarten through Grade 4—student cell phones are not permitted on school premises without explicit permission from the principal.

For Grades 5 to 6, personal technology devices may enter the school but must remain in a student’s locker.

By the time a student

reaches Grades 7 and 8, HSD believes that providing limited use of devices to students can be, in and of itself, a teaching tool.

“Students [at this level] are at the age where it is important to start preparing for how to effectively and respectfully use cell phones at school,” the policy states.

“This is a critical step in preparing students for Grades 9 to 12, where great-

As expected, high school students in HSD must follow the protocols set out by their school administration. The policy created by the division at this stage is intended to govern the use of devices for the purpose of taking videos, photos, or voice recordings of students or adults without their express permission.

Unless permitted by the teacher, personal devices containing cameras are also prohibited during tests and assessments.

The division policy does take a hard stance in one very specific circumstance: “Recordings made secretively and/or used maliciously will result in disciplinary action up to and including expulsion and a police report.”

Mobile clinic expanding vision tests, care in schools

Manitoba’s portable optometrist office is on track to see a record number of students in 2023-24, as demand for pop-up exams and highly discounted glasses surge in public school districts.

October 26, 1937 – October 2, 2023 It is with great sadness that we announce the sudden passing of Robert Harold Rea at the age of 85 at the St. Boniface Hospital in Winnipeg, MB. Bob was born on October 26, 1937 in Deloraine MB. He was employed at two places during his life, the Sneath farm in Elgin MB and Inco in Thompson, MB. He met his wife Marilyn Avery in Minto and they were married on October 14, 1967 in Benito. They had two daughters-Karen and Darlene. Marilyn and Bob resided in Thompson for the rest of their lives.

Bob enjoyed fishing and hunting with friends and family. He was also an avid gardener and was always willing to share his bounty. After Marilyn passed, he would rope his sisters into helping him do his canning. Always a perfect gentleman, he was humble and quiet. Bob was a strong man and had a way of calming any situation. You always knew things would be ok with him around. Family meant everything to him and he was a great husband, brother, Dad and Grandpa. He was a kind and caring man with the patience of a saint. If something needed to get fixed or there was a job that needed doing, he was your man. He never quit; he didn’t know how. Bob was always up for an adventure, be it a drive, a road trip, fishing or just going for coffee. He loved to tease and prank people, especially his nieces and nephews.

He hated turnips and that was the only food that his daughters did not have to try growing up. He said they were horse food! He was a great teacher and mentor and would share his knowledge with whoever was willing to learn and his knowledge was vast! He loved to show his grandsons how things should be done. Zack and Matt still say he made the best porridge and he taught them that too!

Bob was predeceased by his wife Marilyn Kathleen Rea (Avery), mother Jeannie Kinnear Campbell Lamont Rea (Stewart), father Wilfred David Rea, siblings Helen Whenham, David Rea, Shirley Vandenberghe, Murray Rea, Linda Rea, Elaine Chalmers and Marlene Punak and several inlaws and friends. He is survived by his daughters Karen and Darlene, grandsons Zackery and Matthew and siblings Ruth Vandermeulen, Lois Shaw and Gordon Rea. He is also survived by numerous in-laws, nieces, nephews and friends.

founded the clinic, believed to be the first of its kind in Canada.

Equipped with a single eye doctor, the Winnipeg-based operation is visiting upwards of 120 sites — about 30 more than last year — between September 2023 and June 2024. This year also marks the first time staffers are stopping by schools in rural and northern communities.

Sylvestre said it’s a challenge to recruit optometrists to leave their private practices, which is why colleagues in other provinces have struggled to run similar full-time programs and sought his advice.

On a recent school day, he and his colleagues hauled their autorefractor and other state-of-the-art equipment to Fort Rouge School to transform Room 13, a hub for family outreach programs on standard weekdays, into an optometrist’s office.

The clinic completed dozens of K-6 appointments, checking young patients’ abilities to focus, eye muscle development and the like.

Students rotate through various stations (the optometrist can delegate certain tasks to other professionals) so consultations can take, on average, between 10 to 15 minutes.

One Grade 4 student found out he needed glasses after participating in the downtown clinic several years ago. He had a checkup this week.

“I thought the world was supposed to be blurry before I got them,” said Mikey Kinareevski, 9.

Mikey’s mother, Rachel Leo, said her son used to walk into walls “a lot” when he was younger.

“We thought he was just clumsy,” she said, adding Mikey is now so attached to his lenses he sometimes sleeps with them on.

There are countless reasons why families do not schedule formal appointments for students, including the fact many do not realize the province covers the cost of eye exams for children aged 18 and under, Sylvestre said.

The mobile operation bills Manitoba Health for assessments and relies on private donations. It received public dollars to pay for out-of-city travel in response to the province’s request to expand beyond Winnipeg this year.

Fort Rouge principal Stacie Edgar previously worked at Mulvey School — where the pop-up optometrist program began — and at the time, organized outings to the mall to get students’ eyes checked. The participants were selected based solely on teacher observations of squinting students and struggling readers.

vision challenges were being widely undetected in the population once Edgar’s former boss connected with Sylvestre and they collaborated on a pilot program that is now a staple in the Winnipeg School Division, she said.

“It’s like removing a barrier to learning; that’s how we see it,” said Edgar, who oversees the delivery of education and wrap-around programs at Fort Rouge.

Every patient at the clinic leaves with a slip informing parents of the results.

If a student requires lenses and places a pair of glasses “on hold” at school, adults are asked to authorize a purchase of $120 — a fee subsidized by private donors who support the mobile clinic. The fee is waived when a family cannot afford it.

One elementary school student at Fort Rouge, who greeted the clinic’s staff with red and swollen eyelids this week, was also sent home with a prescription to fix an untreated infection.

For Raine Andrews, staffing the school clinics has proven to be an emotional experience.

“As a kid, I did not recognize my teachers’ faces.

I knew my teachers by the sound of their voices. I put on my first pair of glasses and I thought, ‘Trees have individual leaves?’ It was truly a mind-blowing moment,” the optometric assistant recalled Andrews, now 21, suffered irreversible eye damage because her teen parents could not afford glasses when she was growing up.

She got her eyes checked in high school and saved up babysitting money to fill a prescription.

It’s rewarding to know their diagnoses ensure children can participate in sports and pay attention to lessons because they will finally be able to see the world around them, she said.

Manitoba RCMP services: who pays and who doesn’t?

You don’t have to live in a town long before appreciating the importance of effective law enforcement.

The primary function of any police service is to provide a sense of safety to all through crime prevention, investigation, and emergency response.

In Manitoba, every community or municipality has the right to police protections, but they don’t pay equally for those public services.

It might surprise many to know that rural municipalities such as Ritchot pay nothing for their RCMP services. Conversely, urban municipalities like Niverville have no choice but to dish out hundreds of thousands of dollars.

According to the most recent census, the RM of Ritchot has approximately 3,500 more residents than the town of Niverville. Ritchot’s residents are also spread out over a much larger area, giving the RCMP a much greater distance to cover.

Both Niverville and Ritchot fall under the jurisdiction of the St. PierreJolys RCMP detachment.

The Federal and Provincial Policing Relationship The Police Services Agreement is the contract between Manitoba and the federal government.

It contains the criteria by which the RCMP functions in terms of finances, operations, and administration.

Throughout Canada, the RCMP operate as a cost-share initiative with a 70/30 split, the greater portion being carried by the province or territory that contracts with the federal government on policing service.

This optional initiative dates back to 1906.

Instead of contracting the RCMP, the provinces of Ontario and Quebec have their own provincial police forces.

Newfoundland and Labrador has a dual policing system whereby the provincial police have authority in urban areas while the RCMP are contracted for the rest.

In recent years, Saskatchewan, Alberta, and Nova Scotia have all explored the possibility of moving to their own provincial policing.

How the Province Decides Who Pays In Manitoba, the Police Services Act establishes how the costs associated with RCMP services are disbursed.

Rural and remote municipalities are not obligated to pay municipal taxes toward RCMP services. They may, however, supplement their existing RCMP services with private policing if they desire, at their own cost.

The RM of Ritchot budgeted $105,000 into their bylaw compliance and enforcement budget in 2023. This enables the RM to step up their law enforcement presence by

An urban municipality falls under the same zero-cost rule as a rural municipality—but only until they reach a population of 750. At that point, they must pay a fee for RCMP services. The fee rises substantially when their population surpasses 5,000.

According to Niverville CAO Eric King, public police services in 2022 cost Niverville just over $200,000. As of April 1, 2023, those same services more than tripled in cost to almost $668,000.

“All urban municipalities that went over 5,000 residents from the last census would have [lost] their provincial police service agreement and would be obligated to sign with Public Safety Canada,” says King.

This is true even if a community already has an RCMP detachment of its own.

Alternatively, the Act states that an urban muni-

cipality that reaches 750 or more residents can choose to forego RCMP services altogether and instead establish its own police service or enter into a collaborative agreement with a neighbouring municipality to share police services.

Importantly, it should be noted that whatever direction an urban municipality like Niverville decides to go, the provincial government provides a policing grant to help offset those costs.

This grant can be applied towards anything the local council deems necessary to maintain and enhance community safety.

N i v e r v i l l e ’s 2 0 2 3 policing grant came to $855,000, surpassing their direct RCMP costs.

King says that the additional monies from the grant are helpful in terms of paying down expenses associated with the $1 million RCMP detachment currently being built in Niverville.

In previous years, he adds, the grant has provided for the installation

of surveillance cameras in parts of town that have been particularly vulnerable to vandalism.

But as Niverville’s security needs grow alongside its population, King says that the grant money likely won’t keep up.

For example, Steinbach spent $2.7 million in policing costs in 2019 while the offset grant only came to about $1.8 million. Taxpayers were on the hook for the difference.

What Makes a Municipality Rural or Urban?

What exactly determines whether a municipality is assigned rural or urban status? According to Ritchot CAO Mitch Duval, population has nothing to do with it.

“Any urban centre that is basically known as ‘town of,’ ‘village of,’ or ‘city of,’ those are urban centres,” says Duval.

Urban centres, he adds, are incorporated and have governing councils that operate autonomously, such as Niverville and Steinbach.

At present, Ritchot’s four main population centres are all unincorporated and governed by one RM council. As long as they remain this way, they will never pay municipal fees for police services, regardless of how much their population grows.

At the same time, RMs such as Ritchot aren’t eligible for policing offset grants from the province.

Any policing or security costs outside of the RCMP must come from the municipal budget.

How Did Niverville Become Urban?

The change in Niverville took place on January 6, 1969, a day which has gone down in local history. On that day, the village of 660 residents separated from the RM of Hanover and elected its first independent council.

This move towards incorporation was the result of years of frustration, with residents of Niverville feeling like their growing community, situated on the far edge of a large municipality, was both overlooked and underfunded.

Basic services such as snow-clearing and weed control were slow to arrive.

Requests for badly needed infrastructure such as sewer lines and street lighting were turned down outright.

Within a few short years of going urban, Niverville’s pioneering council had undertaken the work of renewing the community’s infrastructure and establishing its own services.

Niverville’s current mayor, Myron Dyck, says those early visionaries likely never dreamed that becoming an urban municipality would result in such high policing costs down the road.

But Dyck isn’t sorry they saw the vision and ran with it. If not for incorporation, he says, Niverville would not be the vibrant and pro-

gressive community it is today.

New RCMP Detachment According to King, Niverville’s new RCMP detachment, soon to be located in the town administrative building, is only months from completion.

The decision to build the detachment came after council commissioned a study to review the pros and cons of operating an RCMP office versus establishing a private police force.

“Cost is the main reason [we went this route], but also access to additional services that are tied to the RCMP and their national network, such as drug investigation and the database of information they have on a variety of topics,” says Mayor Dyck.

According to RCMP Sergeant Paul Manaigre, one corporal and three constables have been assigned to the Niverville detachment. They currently work out of the St. Pierre-Jolys office until the Niverville office opens. They have been working on files related to Niverville since April 1.

Once stationed in Niverville, the staff will continue to take their direction from the staff sergeant in St. Pierre-Jolys.

Manaigre anticipates the addition of a sergeant to the St. Pierre-Jolys staff in the near future to help with operations between the two detachments.

RCMP officers eventually working from the Niverville office may or may not be bilingual.

“St. Pierre is a bilingual detachment and there were officers there that weren’t bilingual,” says Manaigre.

“So those ones got moved directly to [the Niverville] positions to satisfy the language requirements in St. Pierre.”

He adds that St. PierreJolys is the only detachment in Manitoba that has a requirement for fully bilingual staff. He believes it was a requirement laid out by the community years ago when the detachment was first established.

Manaigre is unsure whether any of the four officers currently assigned to Niverville live in the town, but he’s confident that at least some of them will choose to do so.

“Niverville has been quite the draw,” says Manaigre. “Once the office opens up, I’m assuming next year some time, then you’ll see more police presence in the community.”

Even so, it’s necessary to be reminded that the existence of a local detachment and the housing of RCMP officers does not mean that Niverville has exclusive access to these police services. According to federal law, they have a mandate to respond to calls wherever they may take them within the larger jurisdiction of the St. Pierre-Jolys detachment.

Manitoba’s current regional chief for the Assembly of First Nations (AFN) has her sights set on the top job with AFN. Cindy Woodhouse vowed that if elected, she would work to see First Nations interests “on the agenda” at all levels of decision and policymaking across the country.

“The chiefs that I know and the chiefs I know across the country want results,” Woodhouse said Tuesday at a media conference in Winnipeg where she announced her intention to run to be AFN’s next national chief.

“They expect the Assembly of First Nations to be knocking on doors across the board, and to be kicking down those doors, because we have to make sure that when there are meetings

happening that we’re not being left off the agenda.

“That is what they expect of AFN, and that is why AFN exists, to ensure that First Nations voices are not left out.”

According to a media release, in her time as Regional Chief, Woodhouse was a leader in negotiations for the AFN that resulted in a $40 billion settlement of a human rights class action lawsuit regarding discrimination in the child welfare system.

She has also led advocacy surrounding clean drinking water, Internet connectivity, and affordable housing in First Nations communities.

“At a time when Canada is talking about housing, you still have First Nations you need to talk to, and we need a seat at the table,” Woodhouse said. “We can’t be left out anymore. That’s unacceptable.”

‘VOICES AT TABLE’: Manitoba Premierdesignate Wab Kinew commits to Métis representation on new cabinet

Manitoba’s next premier pledged on Saturday to work closely with Métis citizens and leaders, and promised there will be Métis representation at the highest levels of the provincial government once the NDP are sworn in.

“This coming Wednesday, we are going to be sworn in to government and we are going to announce our new cabinet,” Premier-designate Wab Kinew said Saturday morning, while speaking at the Manitoba Métis Federation (MMF) Annual General Assembly (AGA) in Winnipeg.

“I want to reassure you and let you know that when we name our cabinet for this government, there will be Métis voices at the table.”

Kinew’s promise of Métis representation received a long and rousing round of applause from the hundreds in attendance at the AGA that was held at the Assiniboia Downs.

“When we talk about these important areas like health

care and education and jobs there’s going to be Métis people at the MMF side of the table, but there is also going to be MMF representation at the provincial side of the table,” Kinew said.

Kinew claimed that he has watched as both Winnipeg’s municipal government and Canada’s federal government have in recent years worked with and cooperated with Métis citizens and leaders, and said the Métis will now have an opportunity to work more closely with the provincial government, after the NDP are sworn in on Wednesday.

“I’m very proud that we have a civic government and a federal government working to do great things to make life better for the Métis people, and I am committing to you today that you will now have a provincial government that will step up and deliver on that same work,” Kinew said.

“I’m very optimistic for the things we can do together.”

NDP government are sworn in, the party will work to do away with much of what he said is the “divisiveness” he sees in Manitoba, in politics and in society.

“Manitobans, Métis people included, they don’t want to be divided, we had too much of that during the pandemic, and over the last three years,” Kinew said.

“We want to come together, we want to build one province for all of us as Manitobans, and we are going to move into that new progressive direction.”

Kinew also pledged on Saturday that he plans to work with the MMF to see former Métis Leader Louis Riel, a man commonly referred to as the Father of Manitoba, officially recognized as Manitoba’s first ever premier, something MMF has been trying to get done for years.

MMF president David Chartrand, who gave his annual ‘State of the Nation’ address on Saturday, said the MMF is hoping to work closely with and support

Kinew once he takes office, because Chartrand believes it won’t be long until the new premier starts to be heavily criticized by his opponents.

“Everyone is going to be waiting and watching, and one mistake and they will be pouncing , because that is typical of what happens to Indigenous people when they make a mistake,” Chartrand said.

“But I want to assure you that the MMF will have your back.”

On Saturday, the MMF unveiled design plans for the Red River Métis Heritage Centre, to be housed at 335 Main St. in the former home of the Bank of Montreal at the corner of Portage and Main.

MMF said the design will have “symbolic features that will forever change the face of the iconic intersection at Portage and Main.”

‘Community copy’ of Treaty 3 on display at CMHR

A temporary exhibit at the Canadian Museum for Human Rights (CMHR) will allow guests to view an original copy of Treaty #3, on the 150th anniversary of that treaty being signed.

CMHR said in a media release that a community copy

of Treaty #3 from 1873 is on display this week at the downtown Winnipeg museum, and will remain at the museum’s Level 6 Expressions gallery until Sunday.

The document is one of 24 community copies that were sent to the Anishinaabe nations who were party to the treaty 150 years ago, and is the only copy be-

lieved to remain in existence, CMHR said.

Treaty 3 was an agreement entered into on October 3, 1873 between Ojibwe First Nations and the Crown.

It included large parts of what is now northwestern Ontario, and a small part of eastern Manitoba.

The document is part

of a travelling exhibition called Treaty #3: Manidoo Mazina’igan – The Sacred Document, which includes interpretive panels on Anishinaabe perspectives on the meaning of treaty, the negotiation process for Treaty 3, and the way in which the commitments made by negotiators for the Crown “haven’t been

Pair of turtles rescued from Rideau Street house fire early Monday morning

Brandon firefighters had to rescue two turtles from a house fire in the 100 block of Rideau Street in the early hours of Monday morning.

The family had already evacuated the house when the firefighters arrived on the scene around 1:30 a.m., Capt. Doug Wheatland with Brandon Fire and Emergency Services (BFES) told the Sun.

“Our guys went in and got the pets out,” he said, adding it’s not the first time that unique pets have been rescued by the BFES. “We’ve saved tarantulas at one time.”

The fire started in the kitchen area, but the exact cause was not immediately known.

Fire crews were busy fighting the fire in the kitchen area from the outside of the house, and then, when it was subdued, entered the home to put out more of the fire from the
