PROPERTY LOCATION & ACQUISITION DATE

The Silvertip Mine is located off the Alaska Highway, approximately 20 km south of the Yukon border, 320 km north of Dease Lake and 107 km south-west of Watson Lake. Coeur Silvertip acquired the property in October 2017.

COMPANY OVERVIEW & UPDATE

Any successes or challenges you’d like to share?

In January 2021, the Tahltan Nation and Coeur Silvertip signed an Impact Benefit Agreement (IBA), laying the foundation for a long-term, mutually beneficial relationship that respects Tahltan interests and values.

Other 2021 successes included:

• We made strong progress in implementing the IBA, including establishment of a Joint Implementation

Committee and an Environmental Technical

Working Group, and had productive engagement through these groups. • Made significant improvements in environmental management; • Achieved significant reductions in incident and injury frequency (year over year); • Attained best annual safety performance to date – 283 injury free days; • Decommissioned mill without injury or incident; • Decommissioned and removed much of the old mill, floatation cells and crusher, and foundations for a future mill were installed; and,

• Continued to generate positive results from ongoing exploration and confirmatory metallurgical test work.

COVID-19 continued to challenge operations. However, our rigorous testing and prevention protocols mitigated effects. Positive cases were promptly identified and isolated onsite until they tested negative. We achieved 100% COVID-19 vaccination for all workers onsite and continue to monitor trends, modify our COVID protocols and keep Tahltan Leadership apprised of COVID status.

PROJECT ACTIVITIES IN THE 2021 SEASON

In February 2020, we temporarily suspended mining and processing activities at Silvertip. Since then, we have been focused on three main activities: exploration, environmental stewardship and evaluating the potential restart and expansion of Silvertip. In 2021, we carried out substantial surface and underground exploration programs and decommissioned and removed much of the old mill, opened a new administration building, and undertook preliminary construction work to prepare the site for potential future developments. We also enhanced our environmental management systems and operating procedures.

Number of employees working on your project(s)?

We currently have 81 employees working at Silvertip.

Where does the majority of your financing come from year to year and what’s your company’s market cap?

Our financing comes from our parent company, Coeur Mining, Inc., which is headquartered in Chicago and is a public company listed on the New York Stock Exchange. Coeur Silvertip is wholly owned by Coeur Mining, Inc., which in turn (being a public company) is owned by many types of shareholders, including members of the general public and institutional investors. At the time of submission, Coeur Mining’s market cap is approximately US$1.3 billion.

Tentative plans and hopes for the 2022 season?

Our focus in 2022 will be on exploration and project assessment. In particular, we will plan to continue surface and underground exploration, and given ongoing exploration success, will assess the opportunity to significantly enhance the economics of a potential expansion and restart of Silvertip by re-evaluating the overall scope, delivery timeline and commercial approach to the project.

RELATIONSHIP WITH THE TCG & TAHLTAN NATION

During the 2021 season, what involvement did TCG personnel and departments have with your company? If they were not involved, why not?

The TCG personnel and departments were actively involved with

Coeur Silvertip in 2021 in several ways, including the following:

• The Tahltan Lands Department is part of two stakeholder groups (the

Environmental Technical Working Group and the Silvertip Monitoring

Committee) that collaborate on environmental and permitting matters at Silvertip. Tahltan Lands Department participated in 11 meetings of these groups in 2021, and also toured the mine site.

• We regularly participated in bi-weekly Tahltan – Industry calls where we collaborate on topics of mutual interest, currently focused on COVID protocols and reporting.

• We regularly interacted with the Tahltan Employment & Training Department to discuss and share Silvertip job opportunities.

• We issued requests for proposals to the Tahltan Nation

Development Corporation and TCG Director of Employment & Contracting, concerning business opportunities at Silvertip.

• We provided scholarship funding to the Tahltan Education & Training Department and worked with the department to review scholarship applications.

• We donated to Healthy Active Tahltans and Tahltan cultural camps, and we responded to President Day’s challenge and donated to the

Warriors Walk to the former Kamloops Residential School.

• We met twice with Tahltan IBA Joint Implementation Committee to provide updates on our activities and to work together on the implementation of the IBA.

• We met twice with Tahltan Leadership (TCG Leaders, Iskut Band

Council and Tahltan Band Council).

In 2021, how many Tahltans did you employ? What positions did they hold in your company and what percentage of Tahltans did you employ compared to others?

As of the end of 2021, two Coeur Silvertip employees identified as Tahltan (a Junior Environmental Technician and a Heavy Equipment

Operator). Ten employees in total identified as First Nations. Tahltan members also carried out work at or on behalf of Silvertip via the Tahltan or other contractors Silvertip engaged in 2021.

What employment opportunities, now and in the future, are available to Tahltan members?

Given our near-term focus on project assessment and planning, we do not expect there to be a significant amount of new hiring at Silvertip over 2022. We expect to have a better idea of future employment opportunities once we have advanced our plans. We certainly have a strong desire to increase the number of Tahltan employees.

Did you have any Tahltan contractors working for your company? Who and what percentage of your contracting dollars went to Tahltan companies, including TNDC and their joint ventures?

Yes, Keda Propane, Tahltan ERM Environmental Management (TEEM), Allnorth Consultants, Bandstra Transportation System, and Tahltech Drilling continued to provide services at Silvertip throughout 2021.

Do you have any outside contractors working for you? If so, who are they? Who were the primary contractors you utilized? Do they offer employment opportunities to Tahltan members?

In addition to the contractors mentioned above, other key contractors currently engaged at Silvertip include Boart Longyear (drilling), ESS Support Services (camp services), Iridia Medical (on-site medical clinic), Cryopeak LNG Solutions (LNG supply and related services), Chieftain Energy (diesel fuel supply), Brad Paddison Contraction (general construction) and Iyon Kechika Contracting (general site services).

We encourage our contractors to hire Tahltan and Kaska members, and the ability to provide employment and/or subcontracting opportunities to our Indigenous partners is a key factor in our contractor selection process.
