A

NCHORAGE — To mitigate economic harms resulting from the COVID-19 pandemic, Mayor Ethan Berkowitz announced that Anchorage Water and Wastewater Utility (AWWU) and Municipal Light and Power (ML&P) are temporarily suspending utility shutoffs. The suspension will remain in effect for the duration of the municipally declared disaster. Providing access to clean water for drinking and washing hands remains critical to preventing the spread of COVID-19. Shutoffs necessary for safety purposes will continue. “We’re in the midst of a pandemic, which is causing dramatic repercussions to our economy. I want to make sure that no one is worried their water or power will be shut off because it’s suddenly tough to pay bills,” said Mayor Berkowitz. Anchorage residents should continue to pay their utility bills on schedule. Regular billing will continue to accrue while shutoffs are suspended. Those

who are unable to pay should contact AWWU and ML&P customer service directly to work out individual payment plans. AWWU: (907) 564-2700, Monday through Friday, from 8:00 a.m. to 5:00 p.m. ML&P: (907) 263-5340, Monday through Friday, from 7:30 a.m. to 5:00 p.m. The ML&P lobby is closed until further notice, but bill pay is available over the phone, drive-thru, and the online portal. editorial Note

Sigamos las reglas, sigámoslas completamente

E

Date to be confirmed due covid-19 health contingency

Let’s Follow the Rules, Let’s Follow Them Completely

O

n Thursday, March 12, Anchorage announced the first case of Coronavirus. The same day the Municipality of Anchorage declared a state of emergency, the School District canceled classes until March 30 and public places where people gather, such as libraries, museums, recreation centers and convention centers are closed in order to minimize the spread of the virus. The Health Department as well as the State and the Municipality’s web pages contain official information about the steps we must follow. However, what really matters is that we follow these steps precisely, without deviation. By doing this, we will help health personnel minimize the number of cases giving them time to treat already ill people, and also prepare better ways to respond to an epidemic that will take time to extinguish. Washing our hands with soap and water for 20 seconds throughout the day should become a habit that we should practice as often as possible. Doing this,

and not touching our face is the most important thing we can do. Let’s avoid the crowds. Staying physically away from other people also helps reduce transmission since there will be people who, even if they do not yet have symptoms, will be contagious. Be considerate of others. We may be in a low risk group, but caring about the well-being of others is the right thing to do, it is an Alaskan tradition. We are all important. While school is out, let’s make sure our children stay home. No school does not mean our children are on vacation to go to shopping malls or to the movies. By staying home, our children avoid being infected. Let us not think we are exaggerating when we take these precautions and follow the rules recommended by health officials. Let’s do our part in the fight against this disease. Accurate information accompanied by the right actions will determine whether we succeed in preventing the virus from spreading wildly in Alaska.

Elecciones municipales 2020

AN C HORAGE, AL ASK A

Por Sol de Medianoche

E

Municipal Election 2020

By Sol de Medianoche

O

n April 7th, Anchorage voters will elect 6 Assembly members, 2 School Board members, and decide whether 10 initiatives, 2 amendments and a new ordinance will be adopted. Sol de Medianoche sent the following questionnaire to all candidates for Assembly. Of 14 questionnaires submitted, only 3 candidates answered. We share their answers here.

1. BUDGET

1. BUDGET

What are your plans to stabilize the city budget? The biggest threat facing the Municipality’s budget is the lack of confidence in the fiscal situation of the State of Alaska. That will trickle down to every district and individual within the Municipality. We’ve already seen this with the state backing out on its promise to fund school bond debt reimbursement, which will cause an increase of $150 in property taxes for the average homeowner. Although the Municipality has kept its AAA credit rating, if the state is unable to get its fiscal house in order, business confidence will plunge, causing decreased investment throughout the state. Even more, local governments will be forced to take on greater responsibilities usually done by the state, like plowing and law enforcement. This is, by and large, the biggest issue facing Midtown, the Municipality, and all of Alaska. I will continue to be a leader in raising my voice to Juneau about the impacts they are having on the rest of the state.

What are your plans to stabilize the city budget? This current assembly has done an amazing job of consistently putting out a balanced budget. In addition to balancing their current budget, the proposed alcohol tax that will be on the ballot this April has funds set aside specifically to address assembly priorities. I will be voting yes on the proposed alcohol tax. The funds go specifically to help those suffering from mental illness, to provide relief for victims of sexual assault, to help people with the struggle of addiction and alcoholism, and to provide for more first responders. I hope to join this team and continue to provide a balanced budget that considers the needs of all the people of the municipality of Anchorage.

District 4 - Midtown

2. HEALTH CARE

How should the Public Health Department plan to handle the Coronavirus pandemic? The Anchorage Health Department should continue doing what it is doing right now – informing the public, working with partners from across the state to prepare, increasing staffing, translating informative materials into various languages, increasing vigilance and monitoring, and showing everyone how Alaskans handle pandemic’s like COVID-19. We remain calm and help each other out.

District 2

Suzanne LaFrance

District 6 - South Anchorage

1. BUDGET

What are your plans to stabilize the city budget? The biggest issue facing the MOA is the state fiscal crisis as it continues to shake business and consumer confidence and threatens economic recovery as well as services as basic as streetlights on major roads. Just saying “cut the budget” is naïve and irresponsible. Those who are saying “just cut the city budget” have not paid attention to what we’ve been doing. For every police officer we have hired, we have cut another position from the budget. We have honored the tax cap, and any tax increase that has happened, has happened because it went to the ballot and voters approved it. We need to agree on ways to become more self-reliant because we can’t count on the state to meet its traditional obligations. If state support for services continues to decline, we will be forced to make tough decisions about the quality of life we want for Anchorage. How important are road projects and sidewalks, streetlights on major roads, public health and safety, and schools? If the time comes that we are forced to diversify our tax base, it will be the voters who make that decision.

3. COMMUNITY

What is your approach to working and serving the different minority groups in our community? As a person of color myself and a member of the Latinx community, my approach has always been to listen first. It is so important to be able to listen and understand an experience that you never lived. After listening, comes learning. Nowadays, you can learn all you need on the internet, so there is no excuse for ignorance. Once you’ve listened and learned, then comes taking action to help the people. My approach to this last critical step is to let communities of color lead. Unless I am a member of the community I’m trying to help, I should be asking that community for solutions and helping clear roadblocks for the solutions they prefer for their problems, not the other way around. This approach empowers and emboldens a community and allows them to heal themselves.

2. HEALTH CARE

How should the Public Health Department plan to handle the Coronavirus pandemic? As the public health department plans to handle the Coronavirus threat, it’s important that we listen to medical experts and scientists. We must not panic. The state’s lead medical officers tell us the most important steps we can take are to mind our personal hygiene and wash our hands. Avoiding large groups or at-risk populations if there’s a chance that you are sick is an incredibly important step to take. With that said, if we see an outbreak of coronavirus in the municipality of Anchorage, I want to reiterate how important it is that we listen to scientists and medical professionals. It may mean some postponed events, cancelled school days, or more people working from home. But I am confident in the abilities of our Public Health Department.

2. HEALTH CARE 3. COMMUNITY

How should the Public Health Department plan to handle the Coronavirus pandemic? The Municipality of Anchorage is taking this situation very seriously. Most important will be clear communication with all citizens and partners. The Anchorage Health Department has created a webpage to keep residents informed with the most up to date news on the status in Alaska. https://www.muni.org/Departments/health/pages/coronavirus.aspx?fbclid=IwAR3wJPpPUsDUAfuKGk1oF8YhkY22Tk1U-XGCWOnzQicVulmzgG7gIRc1o0s

There is also a helpful guide for the public that was created in Spanish:

What is your approach to working and serving the different minority groups in our community? If elected to represent District 2 (Chugiak/Eagle River/JBER/North East Anchorage), it will be incredibly important for me to build a relationship with the Native Village of Eklutna. It is essential to me that the voice of the first people of my district is heard and represented in the Municipality. I also want to make certain that any decisions that will affect a specific community has been made with input from people within that community.

Supermartes y superdelegados

¡Comienzan las elecciones primarias!

E

Super Tuesday and Super Delegates

The primaries begin!

O

by Pedro Graterol

n Sunday March 2nd, the former mayor of South Bend, Indiana, Pete Buttigieg, announced the formal suspension of his campaign for democratic nominee for president. The news comes after a dramatic victory of former Vice President Joe Biden in the South Carolina primaries and in the framework of the Super Tuesday primaries that will happen on March 3rd. Super Tuesday is one of the most important electoral events of the year, the democratic parties of 14 states will have elections to select their democratic nominee, who will confront Trump in November. For those who follow politics, primary elections are very exciting. Seeing the electoral process choosing the candidate is like following a sports league. Furthermore, the result is of vital importance to understand the general presidential election, one of the most relevant events in global politics. Hence, it is essential to explore how this process works. Both the democratic and Republican Party are having primary elections. However, since Donald Trump doesn’t have any prominent competitor from his party, it is safe to assume that he will be the republican nominee. The focus of this explanation is in the process of the Democratic Party, since this one has significant electoral implications. As many national elections, primary elections are censitary, which means that citizens do not directly elect the candidate but rather choose delegates that vote for the candidate. In the case of the general presidential election, each state votes for electors, the amount of which is decided by population. These electors reflect the results of each state in the electoral college and choose the president. In the case of the primaries, there is a

similar process, but at a smaller scale. Each state has a designated number of delegates and carries out elections by separate. Alaska, for instance, has 19 delegates and will have its election on April 4th. All of the delegates will meet in Milwaukee, Wisconsin in July and will vote for the candidates designated by the voters of their state, choosing the nominee in this way. To win the nomination, each candidate has to win a majority of delegates. This year the majority is 1991 delegates. However, there is a particularity of the democratic process. Each state has a certain number of super delegates. These are high profile members of the party: mayors, governors amongst others. In case no candidate reaches a majority, the super delegates will vote. They are not attached to any candidate and vote in conjunction with the rest of the delegates, who become detached from the candidates they were representing. This scenario is called a “broken convention”, the winner in this scenario wins 2,375 delegates. This event is not super likely, but we have to keep it as a possibility. Returning then to Super Tuesday, 14 states including: California, Texas, Alabama, Arkansas, Colorado, Maine, Massachusetts, Minnesota, North Carolina, Oklahoma, Tennessee, Vermont and Virginia have their primary elections at the same time. This is the event in which any candidate can win the most delegates, 1617 to be exact, which will solidify the mandate of the winning candidate on the way to July. At this moment, victory is between Biden and Vermont Senator Bernie Sanders. However, primaries are full of surprises and Massachusetts senator Elizabeth Warren can create exciting results. Everyone, be on the lookout, this is going to get interesting!

Y no tan sólo sugiriéndola, sino pidiéndola a gritos.

rom where I come from, having depression is considered a sign of weakness. Our Hispanic society is focused on success and a mental illness can certainly get in the way of achieving what life expects from us, depression has a stigma. When we moved here, many of us, especially if there was a language barrier, went through the difficulty of making friends, expressing the way we felt, leaving our countries and families, we learned to live in a whole different environment, navigate a new system and adjust. Hispanic women embody strength no matter what circumstances we face. And, because of our religious beliefs, we surrender our pain to our faith and try to make the best of the situation we are in. Thing is, we forget we are human, we forget the importance of self-care until our boat fills up with water and we sink down deep to rock bottom. We control everything, we can’t let go and just let things be. It’s really hard to admit we need help. It almost feels like we are betraying ourselves and going against our own pride, once we realize we are not superheroes, we are not God and that we need help. I knew I needed help for a long time, but I made myself strong, especially during winter and the SAD syndrome I

endured every year, I carried my cross. But it took, losing my beloved father in law and for my 3-year-old to suffer a traumatic accident, to finally express the need for help. Not ask… yell, scream and demand, help. I called, desperately, dozens of clinics and therapists. I had lost control and was drowning in a deep sea of pain, despair and unmanageable emotions. Responses looked like 4 weeks to 2 months wait. My advice is don’t wait! Don’t wait for life to force you to see something you won’t. I believe God makes us wonder “what for” rather than “why me?” A week after coming home from the hospital, Karen Tessandore with “Counseling for Her” and TMS Centers of Alaska, reached out to me and took me in. Together, we’ve been able to bring my boat afloat. I have committed myself to work and revise every single thing that brought me where I am today, what has made me and what has broken me. Eight months in, I have an incredible therapist and a wonderful psychiatrist. Who have done nothing but validate my emotions and guide me through the path of healing. It takes a lot of work, self-introspection and push, and that is something that runs through our Hispanic veins. We have the strength; we have the courage and the willingness to move forward.

Let me ask you this, are you going to wait for a tragic event in order to take care of yourself? Because we are only given one life to live, the most extraordinary experience, a mix of pain and happiness all on the same ride. Wouldn’t you want to love life fully and give it all you’ve got? Take yourself seriously, you are worth it, your emotions are valid, your problems are important. Reach out! Talk to a friend, make a phone call, get moving, don’t sit in self-pity, ask for help, and if you’re too proud, learn how to do it. Because there’s only one you, one beautiful and amazing you and we need you. Depression is a real nightmare, anxiety creeps in like suffocating fog. No one deserves to live that way and you don’t have to either. Fight it and find yourself in the process. I believe you can because I believed I could. No matter where, how and why we came here, we’ve all have had our challenges, so hold on to what we all have in common and use it to your advantage. Taking charge is the most responsible thing we can do for ourselves, for our families and for the world around us. Eres maravilloso(a) y te necesitamos.

By Monica Morales (mmorales@nacion.com)

Siempre he sido gorda.

very morning, religiously, I get out of all my clothes, tuck my stomach in, turn the scale on, and climb on it. For the last two years I have been trying to lose three kilos. I’ve dieted, tried intermittent fasting, morning exercise, and eliminated sugars. The three kilos are still there, clinging to my body as I am clinging to the idea that I’m fat. I’ve always been fat. I was one of those tight-legged babies and that’s why my mom became an expert in cutting the elastics off of my panties so they wouldn’t mark my chubby legs. I suffered the bullying that every overweight girl lives. I had few friends, zero suitors and no aspiration to be part of the popular girls at school. My cousins sang to me, “and Monica advances and advances with her belly bouncing, and like a big beach ball, she bounces and bounces “... I’m 34 years old and I still remember their voices singing the song like an anthem. When adolescence arrived, physical changes happened. I stretched out and dropped weight. I was beautiful, but the damage was done. Having wide hips and large natural buttocks only filled me with insecurities. My fat percentage is always on the edge and, of course, these buttocks must be filled with something. What many wish they could have, has been a torment for me. I complain about what every overweight person complains about: finding pants that fit me is impossible, in the bus I can’t fit my hips in any seat, and on TV and magazines there are never women that look like me. Damn it, it is so difficult to be happy like this! My overweight isn’t those three kilos that appear on the scale every morning. My overweight is in my head, in the insistent idea that I’m never skinny

Although my parents have always insisted that I’m beautiful, I have always thought that all hens think their own baby chicks are cute. enough, in the guilt that accompanies eating a doughnut or ice cream. If you knew me in person, you’d understand how ridiculous my self-perception is. My measurements are 79cm, 68cm, 103cm. I’m Kim Kardashian but without the breasts. And all that after having a baby. The pressure to be part of a standard is inevitable, and although my parents have always insisted that I’m beautiful, I have always thought that all hens think their own baby chicks are cute. A few days ago, I decided to accept those extra three kilos that refuse to leave my body, appropriate them, wear them with pride. There’s a simple reason: I am the hen now, and I want my little chick to grow up happy with her body, whatever it looks like. There’s also another reason: I love having my husband touch my buttocks, but on this subject, I don’t want to go into detail because I know my parents read my columns. I keep fasting intermittently, evading sugars and doing morning exercise because they make me feel like I take care of my body. I do it a little for health reasons and a little for vanity – because a little vanity doesn’t hurt anyone. I’ve been happier since I decided to accept myself and being thankful for what I got. Last weekend I even put on a crop top. Take that cousins! Text originally published in The Sunday Magazine of the newspaper La Nación, Costa Rica

A

On short film shoots, where crews are much smaller, I am often the only woman in the room. I can only think of one film I have ever worked on where there was another Latino besides myself on the crew. The Anchorage film community, like the American film industry in general, is predominantly white and male. It can be very alienating to be the only Boricua woman in a community I am so involved in. But I make films because I love telling stories, and I believe it is important to make art even in difficult circumstances. Stories reflect real life. They allow us to empathize with people very different from us. And with every film that I work on, I have an opportunity to improve the community itself. I have the opportunity to meet new people, some of whom are more like me. Many people in Anchorage are interested in filmmaking, and it’s important to make a place for people who want to learn more about writing scripts, working with a camera, acting, or any other skills. A few events, including Home Made Film Night in March and the upcoming 24-Hour Film Royal, exist to try and involve new people who are interested in film production. The film community is lonely sometimes, but lonely is not the same as hostile, and we always have the chance to improve. By continuing to tell stories, we can make Anchorage a better place.

AK Battle of the Books Young Latina among State Champions By Patty Whited

atalina Whited and her teammates, Claire Jong and Rayana Carpenter won both the District and State Battle of the Books competition. On January 27th, their team participated on the District Battle and from the 36 questions they were asked, only missed two. Their score put them in first place against 52 other schools. After winning the District Battle, their team knew they will do their best to represent the Anchorage School District

and Northern Lights ABC School in the State Battle. Sure enough, these young remarkable ladies made time to study for the competition, complete daily homework and attend their extracurricular activities successfully. On February 28th, the State Battle started at 9:00am and ended at 3:10pm. The team battled against 32 other schools from around Alaska and won first place. It was a long day, but they felt really proud of their accomplishment. Catalina, Claire and Rayana are sixth grade students from Northern Lights ABC. This team dedicated many hours

of studying during recess, after school and even on their weekends for about 4 months. We are very proud of these young ladies and their accomplishment. Congratulations! The Battle of the Books is a statewide Alaskan reading motivation and comprehension program sponsored by the Alaska Association of School Librarians. The goals of the program are to encourage and recognize students who enjoy reading, broaden reading interests, increase reading comprehension, and promote academic excellence. www.akasl.org/battle-of-the-books

Arte para la comunidad

M

Rio estudió en Walnut Hill School for the Arts en Massachusetts y en Chicago College of Performing Arts Theatre Conservatory.

ario “Río Alberto” Zavala is a Mexican artist and organizer, whose mother immigrated to the United States from Reynosa, Tamaulipas. Raised on a farm in Othello, Washington, he is one of 8 of his father’s children. A photographer herself, Rio’s mother instilled in her children an appreciation for the arts, and they were enrolled in piano lessons from a young age. Around this time was when Rio discovered the art of theatre and storytelling through music. Rio went on to study at the Walnut Hill School for the Arts in Massachusetts, as well as the Chicago College of Performing Arts Theatre Conservatory. Since then, Río has become an advocate for diversity, equity, and inclusion for minority artists in theatre, through his work as a company member at Perseverance Theatre in Juneau.

Perseverance Theatre’s production of “Devilfish”, by Vera Starbard, was a landmark in the organization’s journey toward equitable and inclusive representation of the indigenous culture in Juneau. In addition to his work as an artist, Rio has also been an organizer with RAIZ, a program started by Planned Parenthood that works to provide support and resources to the Latinx and undocumented communities here in the United States. Last summer, Rio had the opportunity of developing a camp with Latinx leaders and culture bearers, sponsored by Out North to bring Aztec history and culture to kids in the Anchorage community. This summer, Zavala plans to travel throughout the lower 48 before returning to Juneau to continue working towards a more accessible theatre arts community.

Actuar ante el COVID-19

L

he key to slowing an outbreak is to reduce the rate at which cases grow, washing our hands, avoiding people when coughing and sneezing and trying not to touch our eyes, nose and mouth. The mortality rate outside China is 0.7%. To understand Covid-19 it should be known that coronaviruses are an extensive family of viruses that can cause diseases in both animals and humans. Covid-19 is the most recently discovered infectious disease caused by coronavirus. In January the virus was concentrated in China, however, at the end of January there were 10 thousand cases and 129 more in other countries. Outbreaks were detected in South Korea, Italy, Germany and Spain in February. To date there are just over 180,000 cases of infected people in the world, affecting 115 nations, including North America. In the United States the first confirmed case was announced on January 21, detected in a man of approximately 30 years old, originally from Washington state, who had recently traveled to China. To date there are more than 4,600 confirmed cases. The deaths in the world total more than 7,000 and in turn more than 78,000 have recovered. According to the World Health Organization (WHO), the mortality rate within China is between 2% and 4%, but in other countries the rate is reduced to 0.7%.

Taking Preventive Measures The basic advice of the World Health Organization is that you can protect yourself from all respiratory viruses by washing your hands, avoiding people coughing and sneezing and trying not to touch your eyes, nose and mouth. We must take special care of older people, those who affected with respiratory diseases, as well as those with diabetes and hypertension. Quarantine and Cure Different countries have imposed quarantines to help slow the number of cases, protect people at higher risk and reduce the spread of infection. In places where government determines a quarantine status, people are restricted to going and returning from work, buying food or medicine, caring for the elderly or ill, and going to hospital. The United States began testing the Covid-19 vaccine this week. The vaccine will be tested on a group of 45 healthy volunteers at the Kaiser Permanente research center in Seattle. According to experts, it will take several months to find out if this vaccine or other developing vaccine works. It is important that we all respect the restrictions relating to travel, social distancing and mass concentrations of people applicable to each specific location. If we cooperate with measures to combat the disease, we will reduce the risk that each of us will take to contract or spread the virus.
