lgunas de las medidas han entrado en vigor; otras lo harán pronto y el resto cuando expire este Título 42. Pero todas se quedan cortas para la emergencia humanitaria de los hacinados en las lindes mexicanas. La peor conclusión es que la famosa novela de Robert Louis Stevenson “El extraño caso del doctor Jekyll y míster Hyde” ha cobrado vida en la Casa Blanca. Joe Biden “Jekyll” anuncia cambios migratorios “aperturistas” y la tramitación de 30,000 peticiones de asilo cada mes, a un promedio de mil diarias. Joe Biden “Hyde” permanece impasible ante el Título 42 de su antecesor y lo aplica ampliado para expulsar a otros 30,000 migrantes al mes, o sea, a otros mil diarios. La Corte Suprema ordenó prolongar la vigencia del Título 42 de Trump, el pasado 19 de diciembre, sólo dos días antes de expirar (el 21). Trump lo instauró en marzo de 2020, con el pretexto de evitar la propagación del Covid en la Unión Americana. Pero lleva casi tres años permitiendo a USA expulsar “sin molestas contemplaciones” a los inmigrantes que llegan a la frontera con México. “Debido a esta expansión del Título 42, la mayoría de los ciudadanos de Cuba, Nicaragua, y Haití serán expulsados a México, país que permitirá estas 30,000 expulsiones mensuales de dichos ciudadanos y de los venezolanos”, explica a Sol de

Alianza Américas es la principal red transnacional de defensa de organizaciones latinoamericanas de migrantes en Estados Unidos, América y el mundo. Diecinueve estados republicanos querían prolongar la vigencia del Título 42. Alegaban un colapso fronterizo y el impacto negativo en sus territorios. Biden quiso poner el punto final, pero no fue eficaz. Estados Unidos sigue deteniendo a miles de personas para devolverlas en pocos minutos a sus puntos de procedencia, donde pueden ser perseguidos, maltratados, apaleados, torturados, violados o ejecutados. Para Alianza Américas, las medidas anunciadas por Biden son un avance hacia la migración regular. Amplían el programa de libertad condicional para Cuba, Haití y Nicaragua, lo que permite solicitar protección o permanecer en el país durante dos años, con un permiso de trabajo obtenido como consecuencia de la tramitación de una de las 30,000 solicitudes mensuales de asilo presentadas. Pero son insuficientes, teniendo en cuenta el número de personas que se han visto obligadas a abandonar sus países y que sólo se aplican a las tres nacionalidades citadas, más a los venezolanos. Otras acciones afectarán a una gama mucho más amplia de migrantes, específicamente la regla de que cualquier persona que viaje a través de un tercer país antes

ome of the measures have gone into effect; others will do so soon and the rest when Title 42 expires. But they all fall short of the humanitarian emergency of those overcrowded at the Mexican border. The worst conclusion is that Robert Louis Stevenson’s famous novel “The Strange Case of Dr. Jekyll and Mr. Hyde” has come to life in the White House. Joe Biden “Jekyll” announces “open-minded” immigration changes and the processing of 30,000 asylum requests each month, at an average of one thousand per day. Joe Biden “Hyde” remains unmoved by his predecessor’s Title 42 and applies it expanded to expel another 30,000 migrants per month, that is, another thousand per day. The Supreme Court ordered the extension of Trump’s Title 42 on December 19, only two days before its expiration (the 21st). Trump instituted it in March 2020, under the pretext of preventing the spread of Covid. But for almost three years, Biden has allowed the expulsion “without taking the time to consider” immigrants individual situations arriving at the border with Mexico. “Because of this expansion of Title 42, most of the citizens of Cuba, Nicaragua, Venezuela, and Haiti will be expelled to Mexico, a country that will receive these 30,000 monthly expulsions. Alianza Américas is the main transnational advocacy network of Latin American migrant organizations in the United States, the Americas, and the world. Nineteen Republican states wanted to extend Title 42. They claimed a border collapse and the negative impact on their territories. Biden wanted to put an end to it, but he was not effective. The United States continues to detain thousands of people and deports them in a few minutes to their points of origin, where they can be persecuted, mistreated, beaten, tortured, raped, or executed. For Alianza Americas, the measures announced by Biden are a step towards regular migration. They extended the parole program to Cuba, Haiti, and Nicaragua, allowing them to apply for protection or stay in the country for two years, with a work permit obtained as a result of the processing of one of the 30,000 monthly asylum applications submitted. But they are insufficient, considering the number of people who have been forced to leave their countries and these measures only apply to the four nationalities mentioned. Other actions will affect a much broader range of migrants, specifically the rule that anyone who travels through a third country before arriving in the United States, and without first seeking protection there, will not be
