Rocking the boat again The introduction of the carbon tax is another upset for the industry.

T

he carbon tax has finally been revealed and unsurprisingly, the mining industry is not happy.

But why?

Sure, it is another tax on top of normal taxes, mining royalties and the Mineral Resources Rent Tax, and that’s enough to outrage anyone.

But is it justified?

Yes and no.

In bringing in the tax it should be seeking to change the behaviour of companies and reduce emissions in the long run, which is a good thing in of itself.

Over time, Australia will reduce emissions, or at the very least offset them successfully enough.

In turn this will make us a world leader in the global ‘green race’, which is unlikely to harm Australian miners’ image overseas.

Speaking to CO2 Australia’s CEO Andrew Grant, which

“Everyone is looking at the absolutes of the carbon scheme, but miners should be focused on minimising their cost exposure.

“Miners can reduce their liability under the tax through offsets; Newcrest has already taken this route and bought permits to decrease their exposure.”

Changing emissions behaviour but not penalising those who just can’t quite reach the standard are the aims of the

tax, but it’s not quite working out that way.

The goodwill and benchmarks the tax could have created has been sullied by a number of things – in particular the sneaking in of a cut to the diesel fuel rebates.

The diminishing of the Fuel Tax Credit Scheme (FTCS) will be the real burden to the industry as it hits them where it really hurts.

As you can take active steps to lower your emissions, but you can’t really use less fuel unless you plan to seriously cut your operations.

This is not even looking at the massive effect it will have on coal mining, and the

predicted decimation of many jobs throughout the industry.

It’s no wonder that industry groups have lobbied together to run an ad campaign to fight these new carbon taxes in the same way it came together to fight the former Resources Super Profit Tax. The combination of the MRRT, the carbon tax, and what Minerals Council of Australia chief Mitch Hooke accurately termed a ‘diesel tax’, is definitely a triple threat to the industry.

And this is without even looking at the flow on effects for investment and export.

It’s little wonder that other first world nations have yet to implement similar schemes, instead they are happy to sit back and watch how the grand experiment plays out in Australia.

Living in a coal region myself, I’ll definitely be seeing the impacts of this tax next year.

WA Gov sets magnetite royalty rate The West Australian Government has announced a set royalty rate of 5% for magnetite concentrates.

Mines minister Norman Moore said this rate is consistent with the royalty rate that was already within the Mining Regulations 1981 for beneficiated iron ore.

Because magnetite is iron ore, there is no need for a new magnetite category under Regulation 86 and it is intended that the beneficiated iron ore royalty rate of five per cent will apply to magnetite concentrate,” Moore said.

The move is expected to garner around $60 million in 2011-12 from magnetite royalties.

“Under the Commonwealth Native Title Act the State Government has no authority or role whatsoever in private commercial negotiations between native title claimants and miners,” Porter said.

“Those now calling for WA State Government intervention must surely know that we have no legal or statutory ability to intervene and in fact the WA State Government has not been invited to any of the private meetings between the two parties in this case.

A Diabetes Australia program has launched targeting type 2 diabetes amongst miners.

Research has found that three quarters of Queensland’s miners have an increased risk of developing type 2 diabetes. Diabetes Australia spokesperson Michelle Trute said the program encourages miners to make better food choices and to take half an hour for exercise every day. She said diabetes preventions needs to go beyond current practices at mining camps and sites. “More and more a lot of the mining sites actually do already have wellness programs in place," she said.

Changes to reporting criteria for coal Changes have been made to the planning and performance reporting criteria for the New South Wales coal and coal seam gas industries.

The changes require exploration licence holders to report annually on their plans and performance across a range of requirements set and overseen by the government.

Prior to the state election, the NSW Liberals announced plans to conduct an audit of coal and coal seam gas exploration licences if elected.

TUNNEL vision S

ince the beginning of last year, it has been one success after another for Rio Tinto’s Northparkes Mines.

Located 27 kilometres north of Parkes in central New South Wales, the copper-gold miner announced plans for expansion in early 2010, before taking home two titles at the Australian Mining Prospect Awards in November, including Metaliferrous Mine of the Year (now known as Hard Rock Mine of the Year) and Australian Mine of the Year.

According to the mine’s managing director, Craig Stegman, Northparkes has always been a hub for innovative mining operations.

After opening in 1994 as an open cut mine, Northparkes expanded its operations three years later to include underground block cave mining.

Stegman said the introduction of the block cave mining technique was a significant achievement in the history of Australian mining.

“We were the first in Australia to employ the technique and to this day, we continue to develop and refine the mining method,” Stegman told Australian Mining.

Block cave mining, which relies on gravity and natural rock stresses to fragment and recover the ore, offers a number of advantages over conventional mining methods, according to Stegman.

“While block cave mining is expensive to set up, it operates at a very low cost and is energy efficient,” he said.

Northparkes’ E48 block cave mine, which opened last year, is currently the main source of production, operating at a rate of 5.8Mtpa.

The mine’s last open cut mining operation, E22, was completed in October 2010.

“The E22 open cut mining campaign catered for the mill feed gap during 2008, 2009 and 2010 and acted as an insurance against any unforeseen production shortfall from Northparkes’ underground mining operations,” Stegman explained.

“It also provided open pit stock piles for later processing operations.”

In 2010, Northparkes recorded 116 056 tonnes of high-grade copper/gold concentrate, with each tonne of concentrate containing 350 kilograms of copper and 1020 grams of gold.

The miner’s total metal production of 39 000 tonnes of copper and 65 300 ounces of gold during 2010 equated to a 14 per cent increase in copper production from 2009 and a 57 per cent increase from 2008.

And it looks like there are more good times yet to come.

The 64-metre long tunnel boring system, developed by German company Aker Wirth, features a maximum boring diameter of six metres and minimum tunnel dimensions of five metres by five metres. It will be integrated into Northparkes’ $115 million pre-feasibility expansion study called the Step Change project, which will include in excess of 140 kilometres of drilling to identify new copper and gold deposits.

According to Stegman, the new tunnel boring technology has the potential to deliver excavation rates double those of conventional methods such as drill and blast.

“There are tunnel boring machines, which are designed for a lot of the civil tunnel applications, but this machine

has been custom designed to do the kind of excavations we normally do in a conventional underground metaliferrous mine,” Stegman said.

“The rate of horizontal tunnelling achieved by conventional drill and blast practices is currently around five to six metres per day. The new tunnel boring system has the potential to significantly improve conventional drill and blast practices by increasing the rate of horizontal tunnelling to as high as 10 to 13 metres per day.”

Mine of the Future The trial of the new tunnel boring system forms part of a much bigger project led by Rio Tinto called the Mine of the Future program. Launched in 2008, the program aims to improve the construction and

operation of underground mines through the extensive testing of new technologies.

Aker Wirth’s new tunnel boring system will be the first of three new excavation systems that will be introduced as part of Mine of the Future. The other two technologies include a tunnelling system from Atlas Copco and a shaft boring machine from Herrenknecht, which combines rock excavation, rock transport and structural support processes in one system. The date and location to trial these technologies are still being determined by Rio Tinto.

While there is a long way to go before the global miner can announce a breakthrough in underground mining, there are no doubts that exciting times lie ahead for Northparkes.

At the coalface The introduction of the Carbon Tax will hit coal mining harder than most.

W

ith the release of the new carbon tax, coal is set to be the big loser.

These coal mines, and in particular the Hunter Valley, will suffer due to this broad tax on emissions.

The $23 per tonne of carbon price is believed to increase the price of mining coal, making some mines unprofitable to operate, resulting in heavy job losses, with some expecting more than 3000 direct positions to be at risk.

NSW Minerals Council CEO Nikki Williams said coalfields in NSW have a particularly gassy make up, particularly in the Illawarra, meaning the cost of the carbon tax to some NSW operations would be huge.

“Geology dictates that the amount an open cut coal mine from NSW will have to pay under the tax using the formula to estimate emissions is around three times that in Queensland.”

To avoid a potential decimation of the industry, the Federal Government devised the Coal Sector Job

Package, which provides $1.3 billion in support to these mines.

“Current Treasury modelling shows the Australian coal sector more than doubling its output by 2050 with a carbon price in place,” Federal climate change minister Greg Combet said.

“With a $23 a tonne carbon price, once the Government’s assistance is taken into account, the impact on costs for the coal mining industry will be less than $2 for every tonne of coal produced on average across the industry. This cost impact of less than $2 a tonne of coal should be compared to selling prices of more than $300 a tonne for metallurgical coal and around $120 a tonne for thermal coal.”

Prime Minister Julia Gillard also hit the trail to re-assure miners that the tax wouldn’t impact upon jobs.

Speaking at Centennial Coal’s Mandalong Mine, Gillard said “there is a great future in mining”.

But Williams stated that the government’s data is flawed.

“While it is convenient for the Federal Government to quote average figures, there is no such thing as an average mine,” she said.

“And you simply cannot average out the impact of the carbon tax.”

As fugitive emissions from coal mines are difficult to both measure and abate, the actual impacts upon the Hunter Valley will be difficult to accurately predict, but there is no doubt it will be long lasting.

obar, in the NSW Central West, is known for its historic mineralisation and high grades of copper and gold.

At Glencore International’s CSA underground copper mine, located just outside Cobar and run by Cobar Management Pty Ltd (CMPL) the miner was trying to make the most of these metal grades.

It devised a project which involved the replacement of the 30 existing scavenger flotation cells to increase processing at the site.

Originally, Outotec was brought in to replace the ageing scavenger cells in the miner’s flotation circuit with three new Outotec tank cells (TankCell 30s).

Spare part costs have also been significantly reduced and there has been no unscheduled maintenance required on the new TankCells.

Since the time of the installation, copper feed grade decreased from an average 4.9% in 2010 to an average 4.0% in 2011.

Both the overall copper recovery, at 96%, and the final concentrate copper grade remained constant, despite the lower feed grade.

This is a significant result, indicating an improvement in circuit stability and performance.

Copper recovery is expected to improve when the copper feed grade returns to 2010 levels.

The CSA Mine extracts over 1,100,000 tonnes of copper ore and produces in excess of 180,000 tonnes of copper concentrate per annum.

“You can’t say that in Orange, and I’ll challenge anyone in Orange who says that because they are a service centre to the mines within probably 100-150 kilometres, while we are a pure service centre to Lightning Ridge, Cobar, Bourke, Broken Hill.”

As one of the much-hyped Evo cities promoted to frustrated city-dwellers, Dubbo boasts some unique opportunities and experiences for residents and is a perfect example of a regional city, combining the more relaxed lifestyle of the country with the medical, commercial and education advantages of a city.

‘I’m sure there are people living in metro areas who would find this region beneficial, they would have better family outcome, better lifestyle in a regional city,” Smith told Australian Mining.

“There are a large number of people who would like to move to a regional city, they just want to make sure there’s actually jobs.

“If there are jobs, people will move out of their jobs in the cities.”

Michael Sutherland, General Manager of Alkane Resources is also an advocate of the lifestyle opportunities that exist in the bush and thinks it will be easy to retain students who attend the mining school.

“They’ve found with other faculties like medicine, if they train doctors in the bush, they’re more likely to stay there because they can see the advantages of the rural lifestyle,” he told Australian Mining.

Alkane Resources has multiple projects in varied stages in the region and Sutherland has experienced both mining and farming first-hand and believes the two can work in harmony.

“I spent half my life in the farm industry and half in the mining industry,” he said.

“They’re both fantastic careers, but there’s a little bit more reward for your efforts in mining than farming.

“One of the things I’m really passionate about is that whole land debate.

“From being a farmer, I really think mining is part of making regional communities more sustainable, more resilient, you actually need more than farming.

“If you have dry time, the wheels can fall off.

“Farmers have those bumper stickers that everything you eat or wear comes from a farm, well similarly, the car you drive in comes from a mine.

“Mining and farming are actually inextricably linked to our lifestyle.

“If we want to have all these things, unless we go back to horse and cart, we actually need to have mining.”

Overwhelmingly, the reaction from politicians, miners and educators is that local people will make up the bulk of the employment in the growing new sector.

“We want to employ local people,” Sutherland told Australian Mining.

“There are people unem-

ployed, and at the moment we know there is high unemployment in the region, in Peak Hill for example, the census showed about 19 per cent unemployment.

“That’s four or five times the national average.”

“Certainly in this region, I would see there’s opportunities there for job sharing.

“For example, our Tomingley gold project, we’re looking at running two weeks on, on week off.

“Potentially, one bloke could say ‘I’d like to work

one week,’ the next door neighbour could work the other week, and then they help each other out.

“That means they’ve got a week off and they’ve also got a week to work on their farm, so job sharing is a real opportunity.

“Just having that extra off-farm income makes it more sustainable.”

With a high population of Indigenous Australians in the region, the school and the mining developments are also being seen as a way to get more local Aboriginal people into work.

Smith told Australian Mining training people in the region and giving them the opportunities to excel their career has the potential to change the dynamic of life in the low socioeconomic region.

“As a society, for decades we’ve been going around destroying those non-skilled, semi-skilled jobs that often the mines bring.

“A lot of Aboriginal people used to fill a lot of those jobs we destroyed.

“I see this as a real opportunity now for them to get jobs in the mining sector, get a good skills basis and lift themselves out of that social problem we see in society.

“If you don’t have any opportunity and you live in welfare, the road is only one way: down.

“I think this is a great opportunity to get not only some real jobs, but we’ll also get some social change.”

The developments have been largely welcomed by the Indigenous community in the region, with elders saying the opportunities will bring positive change for locals.

“Most Aboriginal communities actually see the opportunities for employment and a lot of Aboriginal people don’t like to move too far away from their own land and that’s why this is a great opportunity with mining expanding here,” Sutherland said.

“We want them to work in the local area and this is giving them opportunities where they won’t have to travel more than an hour to work.”

from their home base, the same cannot be said for most young adults in the region.

“The down side is with kids, with students, if they’ve been brought up in Dubbo they don’t want to do their tertiary study out in Dubbo,” Poisson told Australian Mining.

“So they go to the city and they come back when they’re 35-40 because they loved the lifestyle when they were young and they want their kids to have the same.

“So there’s a void.

“Our biggest export is basically school leavers and we’re very conscious about that.”

The mayor believes with more opportunities in employment, education and opportunities, young locals will return to the area.

“There are skilled people who could come back home,” Smith told Australian Mining.

“We had a lot of skilled people that we exported to Western Australia from this region.

“With the proper incentives, they’ll come back home.”

With local labour the cornerstone of the new developments, the fly-in, fly-out work rumoured to be a major part of the employment base has been refuted from all sides.

“I don’t see a need for flyin fly out,” Smith said.

“They may play a small part in the growth, but I think we’ve got the capacity here to give people jobs

“I don’t have a problem with the fly-in fly-out as a general practice, but I think they’ve been overused.

“I think we can do better.”

Those sentiments were confirmed by Dubbo Regional Airport Operations Manager Lindsay Mason, who told Australian Mining major alterations to the airport would

“We’re never going to have massive aircraft,” he said.

“There was talk a long time ago that Tiger was looking at regional bases, but that was really only pie in the sky kind of stuff.”

Mason said any renovations needed to handle larger and more frequent aircraft

would be upwards of $12 million, a cost deemed unnecessary considering how easy it is to access surrounding mines by road.

“I don’t think there’ll be a lot of FIFO here,” Sutherland agrees.

“If the Coborra project goes ahead that’s a very large project employing thousands of people.

“That’s only 80 kilometres from Dubbo so I would imagine they would run buses.

“Our Zirconia project is 25 kms from town, the Tomingley is 50 kms.

“I do not see any FIFO for those.

“Similarly for Nyngan and Cobar, they aren’t that far.

“The thing about FIFO is it is a last resort.”

Closed mine rehabilitation is an ongoing contentious issue, Laura Tumelty writes.

F

ollowing the Queensland Government’s announcement of allocating $24.2m funding towards mine rehabilitation, there has been mounting concern over how this budget will be utilised.

Mount Morgan (a former gold, silver and copper mine) and Mount Oxide (a former copper mine) are key examples of Queensland mines in desperate need of rehabilitation work and have become focal points for recent media attention. The Mount Morgan region has been plagued by Acid Mine Drainage (AMD), a process where gold or copper waste tailings react with oxygen and water to produce sulphuric acid, which can collect in lakes and rivers. Similarly, the abandoned Mount Oxide mine has remained contaminated by copper since January 2009, when major floods over-ran into the nearby creek.

A spokesman for the DEEDI, announced last month that, of the total funding, $6m will be specifically allocated to Mount Morgan and Mount Oxide, and that over $1m of this has already been invested in remediation works at Mount Oxide. “Work carried out so far includes stream clean-up operations, water quality testing and monitoring, livestock assistance and covering old ore stockpiles with plastic to prevent infiltration and

leaching from the stockpile areas into local streams,” the spokesperson told Australian Mining. “Our department also continues to work closely with the affected landholder.”

However, Verdun Spreadborough, a grazier on Chidna Station whose land and cattle have been contaminated by waste water from Mount Oxide, confirmed that no progress has been made and that no-one has visited the area to carry out testing or monitoring for several months.

Having previously spoken out against the Government’s apparent lack of action, last month, Queensland Senator Barnaby Joyce recently admitted his concerns to Australian Mining over the way in which the new funding will be spent.

“Let’s just hope that all the money they’re spending goes towards actually fixing the problem and not on a load of consultants to sit around and ‘think’ about it – we need a real solution for mines like Mount Morgan and Mount Oxide,” Joyce said.

He also voiced concerns over the lack of urgency shown by the government, regarding clean-up plans, offering

words of warning to Mines Minister Stirling Hinchliffe.

“Believe you me, Stirling; it’ll cost you a lot more to fix this if the wall breaks and the contamination affects the Rockhampton water supply.”

If Senator Joyce’s concerns become a reality, it won’t be the first time that an abandoned copper mine has affected the drinking water supplies of a local town.

A similarly shocking incident occurred in March 2004, when workers at the Ranger Mine in the Northern Territory, drank and washed with uranium-contaminated water.

The exposure allegedly occurred when water which had been used to process uranium ore was accidentally connected with to the drinking water system at the mine site. 11 workers were affected by the contamination, complaining of stomach cramps and nausea.

Pick your poison A recent global warming study has identified a coal cure that is worse than the problem, Australian Mining writes.

W

ith the carbon tax recently released and companies across a number of industries looking to reduce their carbon emissions, a recent study has turned the climate change battle and what is good for the environment, on its head.

In a recent joint US-Finnish study published in the Proceedings of the National Academy of Sciences and entitled Reconciling anthropogenic climate change with observed temperature 1998-2009, the report’s authors claim that the increased burning of coal has actually held back global warming.

It points to China’s increased consumption of coal, and in turn its higher levels of sulphur emissions as creating a cooling effect and essentially negating global warming.

One of the authors, Robert Kaufmann of Boston University’s Centre for Energy and

Environmental Studies, stated that an absence of a steady rise in global temperatures between 1998 and 2008 could be explained by “the atmos-

pheric concentration of carbon dioxide increasing steadily between 1998 and 2008”.

He said that as the coal is burnt, it emits sulphur which

effectively blocks the sun’s rays from reaching the earth and creating the greenhouse effect. Kaufmann and fellow authors Heikki Kauppi,

Michael L. Mann, and James H. Stock used model simulations to uncover factors that may have set off a ten year cooling event during what should have been a period of increased warming.

During this same period, 2005 and 2010 were the hottest years on record.

According to the authors, the study period was part of a normal 11 year cycle of declining solar energy input and included a cyclical shift from an El Niño pattern to a La Niña pattern – which also causes cooling.

However, despite this they pointed to China doubling its coal use between 2003 and 2007, which created massive sulphur output and “may have diminished global warming due to increased carbon dioxide concentrations, permitting natural forces to predominate the planet’s temperature”.

Kaufmann said there has been a precedent for this, saying that emissions rose dramatically in the economic boom after World War II. “What happened was at the time, sulphur emissions increased very rapidly, thereby cancelling much of the greenhouse effect.”

However, while China is still burning through coal and pumping out the sulphur furiously, it has started to take actions to address its runaway pollution problems by installing coal scrubbers and removing aerosol from coal-fired boilers.

Australian National University earth and paleo-climate scientist Andrew Glikson agreed that sulphur emissions have eased the onset of global warming.

Writing for the Conversation.edu.au, Glikson stated “sulphur emissions are keeping us cooler”.

He explained that these sulphur emissions are offsetting global warming.

“These aerosols are emitted by fossil fuels and industry, and effectively act as a global geo-engineering process.”

The burning of coal has been linked to a slowing in global warming, by US and Finnish scientists.

Glikson pointed to the sulphur preventing the world temperature rising, stating that “had it not been for this short-lived cooling effect the internationally agreed maximum temperature increase of 2° Celsius would have already been transcended”.

“This effective though unintended geo-engineering measure, acting as a shield from a near doubling of global

warming, also lowers ocean pH on top of CO sequestration,” he said.

But “sulphur won’t save us for long”.

According to the NASA climate group, global warming will increase by 2.3 degrees once this sulphur aerosol effect dissolves.

“Had the proposed Australian reduction of 5% in the rate of carbon emis-

sions by 2020 been a figure adopted world-wide, global emissions would be reduced by an amount hardly causing a dent in the trajectory toward levels at which the polar ice sheets are further destabilized,” Glikson added.

As China has curbed its pollution “we already see temperatures start to increase again; it rose in 2009, it rose in 2010 and that may be one

reason for the increase,” Kaufmann stated.

While both outlined the effect sulphur emissions have had on global warming, neither promoted the increased burning of coal.

Kaufmann said that burning coal to solve global warming is like saying “we’ll pick our poison”.

The world would essentially have to burn itself down to save itself.

He went on to say that while it works as a temporary coolant, sulphur emissions also create serious problems such as acid rain and breathing problems.

“You can certainly make that argument [to use sulphur emissions to battle global warming], but I don’t think many people would view that as a very satisfactory solution especially if it meant living in an extremely polluted atmosphere like in China.”

Surprisingly, one study coauthor – Michael Mann – is more widely known a member of the UN scientific panel whose 2007 report stated that climate change was real and its causes were anthropogenic.

Plunging into the depths of a new frontier To reach the heights of the next mining boom, the industry may have to go down.

The untouched depths of the ocean floor may hold untold mineral riches.

M

ankind has explored deeper into the depths of space than it has into the murky depths of the ocean.

The reality that people actually have more knowledge of what lies at the end of the universe than at the bottom of the sea is an odd subject.

Mike Woodbourne, who was the chief executive of now defunct West Australian marine miner Bonaparte Diamonds, has previously explained that with mineral deposits beginning to run low on land, the ocean floor is where people will begin to look next.

“One could say we probably know more about the moon than the ocean floor, and as we can see, our impact on land has been quite substantial,” Woodbourne told the ABC. “This doesn’t mean we should go in and damage the area, but it is an indication to us, that the hydrosphere is the new frontier in mining.”

But as this new frontier draws more and more to its potential deposits, the worry has arisen that people will replicate our heavy handed actions on land on the seabed.

Japan is at the forefront of regulation, having already begun to make changes to its resources laws to allow for mining of the seabed.

With its potential seabed resources valued at as much as $3.6 trillion, the country’s new laws will increase Japanese control of the resources inside of its exclusive economic zone.

A recent discovery of a rare earths deposit that is reportedly 1000 times larger than any on land, laying between 3.5 and 6 kilometres under the sea, is expected to speed up this process.

These new regulations will include stricter approval processes, new tender systems and a mechanism to monitor projects from initial exploration and drilling work.

On the Australian front, Greens leader Bob Brown recently called for a Senate Inquiry into seabed mining and its effects on the environment.

the health of our oceans and our own country’s natural marine resources and fisheries into the future”.

But just how many resources companies are actually digging in the depths of the sea?

Two companies currently exploring the ocean floor and its metallic potential are Neptune Minerals and Nautilus Minerals.

Greens leader Bob Brown singled out Nautilus in his call for an inquiry, stating that “Nautilus Minerals, which has the world’s first seabed mining operation controlled by robots in the ocean south of New Ireland (near Papua New Guinea), plans to extract minerals that are going to make somebody somewhere very wealthy and dump tailings straight into that marine ecosystem. The threats of the form of process are global”.

When contacted, neither Neptune Minerals nor Bob Brown was available for comment.

Speaking to Nautilus Minerals vice president of investor relations, Joe Dowling, he explained to Australian Mining how the metals form, how and where the company mines it, and its impact on the environment both above and below the sea.

Nautilus’ main focus is its Solwara 1 project, located in the Bismarck Sea, just off Papua New Guinea.

At just over one and half kilometres under the ocean, it mines copper and gold from the sea floor.

“We have remote controlled machinery which operates on the sea floor and collects the material from these massive sulphide deposits,” Dowling told Australian Mining.

The machinery first dislodges the minerals then collects it and sends it via pipes to a ship on the surface, after which it will be transported to an onshore processing plant.

The recovery system it uses to pump material to the surface is the same as that used in the offshore oil and gas industry.

Using this process, the miner actually produces no tailings “and almost no waste at all,” he said, refuting Bob Brown’s claims.

Due to this, the seabed mining processes “has a minimal environmental impact” as compared to mining on land.

Dowling also said that per tonne of copper, it is actually cheaper than terrestrial mining “as we are dealing with very high grades, with our resource sitting at around 7% while some land based projects have grades of only .5%, so the amount of material needed to get more copper from the sea floor is much less than is required on land”.

He said that “seabed mining has an image problem, and some people

don’t fully understand what we are doing. We are trying to develop a project that will be in operation for many years, one that is environmentally sound, and we need to make sure we do that right”.

Nautilus was granted mining licences from Papua New Guinea in January and according to Dowling, the miner plans to be in production by the end of 2013, and aims to generate around 80 000 tonnes of copper and 150 000 ounces of gold per year.

But while the impact is less than land based mining, it is still worrying many countries.

At a recent conference in Fiji concerns over the issue of seabed mining and the technology used to explore the ocean floor were raised.

The Pacific political advisor for Greenpeace, Seni Nabou told the conference that the process of seabed mining may cause irreparable damage to marine eco-systems.

“There are a whole lot of unknowns, there is a lot of work to be done … the environmental management of these ventures needs to be monitored, managed, and the data needs to be better,” Nabou said.

She explained that one of the major issues in the Pacific is its impact on native fisheries.

“There could be conflicts over the use of marine resources, so there are decisions that governments need to make, in terms of which is a priority for our economy.

Samoa has already begun to act, and is moving to introduce legislation to control ocean floor mining.

The Samoan Ministry of Natural Resources and Environment stated that the current data on seabed mining needs to be reviewed and regulations put in place to protect marine resources.

However, speaking to Joe Dowling from undersea miner Nautilus Minerals, he explained that seabed mining is often carried out at such depths that it is unlikely to affect fish stocks.

“What we are doing at our project in the Bismarck Sea is at a depth of 1.6 kilometres, where as the vast majority of fish stocks are found at depths 200 metres or less, so it is not really impacting it.

“For the creatures which are actually located near the hydrothermal vents, where we mine, they already have a high metal content due to the surrounding environment,” he added.

Environmental engineer and head of Australian firm Care Of Our Environment (COOE), Joe Mifsud, told Australian Mining “in terms of the environmental impact of submarine mining, it is hard to tell as it depends on the location. If it is located near the hydrothermal vents, and the species around them are endemic then it will have a major affect, but if the species are pandemic, such as tubeworms, then it will have minimal impacts”.

Mifsud said the facts coming out of submarine work in Japan indicate that subsea mining may be less harmful on the environment than terrestrial mining, adding that subsea habits can cover very large areas and may be more resilient than coral reefs and rainforests.

This view that seabed mining operations will have less of an impact than those operations on land is supported

by Dr. Jan Steffen, a reef ecologist and the marine co-ordinator for the International Union for the Conservation of Nature’s Oceania Division.

“And the surprising answer is, if you compare it directly with landbased mining, the footprint in most cases is much, much smaller,” he told Australia Network News.

“Basically though we would want to see the same rigour (in mining legislation) applied on the seabed, and many countries are holding off from issuing (seabed) exploration licences until legislation governing deep sea mining is in place.

The submarine mining robots scrape the metallic sulphides off the ocean floor, rather than drill massive holes into the seabed, limiting the level of tailings produced, Nautilus Minerals’ Joe Dowling explained.

“I’m a reef ecologist and I would be the first person who would be very critical, but based on everything that I learnt from the deep sea geologists – the hydrothermal vent specialists – it is very unlikely that there will be any toxic effects further away than ten, twenty kilometres maximum from these mining sites.” Steffen said.

“However, a detailed seabed organism inventory and a map over their extent over several hundred square kilometres are needed to ensure that there is sufficient ‘organic resources’ to avoid any extinction,” Mifsud told Australian Mining.

Speaking about Senator Brown’s calls for an inquiry into the sector, Mifsud welcomed it, saying there is “a need for the inquiry to develop a greater understanding on the effects of submarine mining, the real question to ask will be ‘what price is society prepared to pay for mining’, and I think the answer will be positive for the industry.

“Seabed mining has a strong potential future, but care needs to be taken.”

Greens leader Bob Brown took the motion to the Senate and called on the Government to report, by October, on the impact seabed mining will have on the marine environment and for greater regulation in the industry.

While miners await the outcome of a Senate report, the fact that this inquiry has been called for shows that as Steffen said, “there is no gold rush feeling” but seabed mining will be the new frontier for the industry.

iners are up in arms. The release of Julia Gillard’s Carbon Tax has hit – and it hit the industry hard.

Unveiling a carbon price of $23 per tonne just days before officially unleashing it, Gillard quickly hit a brick wall from the resources industry and the public, which joined together in opposition of the new tax.

Despite putting forward a pared back version to the $30 per tonne price the Greens were pushing for, the tax will still have a wide impact upon more than just the 500 businesses the Government says the carbon scheme affects.

But exactly how will it affect mining, and what does it the tax mean for Australia?

The key elements of the tax are a fixed price for carbon emissions for the first three years of $23 per tonne, which will slowly increase up to $25.40 per tonne by the third year of the scheme.

After this, a flexible carbon price

will be introduced on 1 July 2015 which will be determined through an emissions trading scheme.

Diesel – the ‘lifeblood of the mining industry’ While the focus has been on this pricing arrangement, changes to the Fuel Tax Credit Scheme as part of the Government’s wider Clean Energy Future Plan is what will really hobble the industry.

The Fuel Tax Credit system, which provides cheaper diesel fuel – the lifeblood of the mining industry, was already due to undergo significant changes from 1 July next year, increasing the number of companies which would be eligible to claim the fuel credit at a higher rate for off-road use.

However, according to BDO, as “a consequence of the carbon policy mechanism, the Government is now reducing Fuel Tax Credits for most industry sectors”.

An industry under siege Looking at the wider effects of the carbon pricing scheme, the resources industry have claimed that it will costs jobs in the long run – especially in coal mining.

The executive director of the Australian Coal Association (ACA), Ralph Hillman, believes that this tax will threaten “thousands of real people with real jobs”.

He said that the $23 per tonne carbon price will not reduce greenhouse gas emissions, but will put thousands of people out of work and damage Australia’s economic growth.

Hillman went on to say that the “Australian Government’s proposed carbon tax will close coal mines”.

The ACA, with a number of other industry groups against the tax, have launched an advertising campaign to

However, the Federal minister for climate change, Greg Combet, has labelled it exactly that.

Combet said the ACA’s plan to run regional advertisements “exaggerating the impact of a carbon price” showed the lobby group is more interested in conducting a scare campaign than showing the facts.

“The ACA would better serve the interests of both its own industry and the nation by embracing the opportunity to be part of the solution rather than mounting scare campaigns designed to block responsible action to lower carbon pollution and tackle climate change,” he said.

“The simple fact is that the coal industry has a very bright future in Australia, and will be supported as we introduce a carbon price by the Government’s $1.3 billion Coal Sector Jobs Package.”

The planned ‘Coal Sector Jobs Package’ will provide assistance to support jobs in particularly gassy mines, which would be hit the hardest under the tax.

“Once the Government’s assistance is taken into account, the impact on costs for the coal mining industry will be less than $2 for every tonne of coal produced, on average across the industry,” Combet added.

Whether this tax reduces carbon emissions and puts Australia ahead in the global green race, or is simply a chance to hit miners with a triple tax is yet to be seen, but there is no doubt there will be wide ranging impacts across the industry.

The diesel rebates will be hit with a 6.21 cents a litre reduction initially.

Higher costs will be brought in over a three year period, eventually reaching 6.858 cents a litre by 2015.

“The major impacts will be felt by the mining industry. It is reliant on diesel and hostage to their location. They don’t have alternate transport or energy options and they certainly can’t move their deposits to access low emission fuels or reduce the distance to market,” Milne said.

Association of Mining and Exploration Companies chief Simon Bennison said the mining industry “will be disadvantaged and discriminated against as a consequence” of the diesel rebate reduction.

He explained that a number of companies use diesel fuel not only for vehicles, but also to generate power on remote sites.

“The mining industry will now have three taxes; the mineral resources rent tax; the carbon tax, and this ‘diesel tax’,” he said.

ining industry contractors aren’t all heavy equipment and massive vehicles.

Many contractors have to deal with the multiple electronic information networks that span the site, equipment, plants and offices.

And if these go down, a miner is in a lot more trouble than if a truck breaks down.

To ensure that networks keep the information flowing, Fluke has launched the OptiView XG tablet, providing a fast and portable way to diagnose network and application problems.

According to Fluke Networks, the tablet expedites problem solving by automating root cause analysis and providing guided troubleshooting to address problem areas.

The tablet form factor means engineers and technicians can take it with them from the data centre to the production floor to the office desktop.

Speaking to Australian Mining, Fluke business development manager Sergio Ferreira said “this is a trouble shooting tool for critical systems that can’t afford to go down”.

It is a customised platform with the connectivity options and specialised software needed to solve problems with both wired and wireless networks.

Fluke’s network tablet allows for proactive troubleshooting and automated analysis, Ferreira says.

The OptiView XG, dubbed the ‘Network Tablet for Engineers’ is designed to provide a wide range of functionality necessary to adapt to the dynamic and diverse networks “and solve gaps in the trouble shooting workflow,” he explained.

It has customisable dashboards that can be personalised for each user or help transform data into reports for employees at all levels of the organisation, from technicians to managers “to get visibility into the heart of the networks,” Ferreira added.

Importantly, it allows users to work on sites remotely

through the network, eliminating the need for technicians to travel to the site itself, cutting down on system problems as well as remote site support costs.

Taxing times The final introduction of the mining tax is set to hit the industry hard.

ax time is always a hassle. And with the Mineral Resources Rent Tax set to hit the mining industry soon, the end of financial year will be more of a headache than usual.

On top of this, the mining tax is likely to further change as the Greens push harder to have not only iron ore and coal under its auspices, but to widen the net to include uranium, gold and other metals.

SRK Consulting (Australasia), a mining and resources focused contractor, believes that the industry will not be given a long lead to adapt to these new changes.

Mike Warren from SRK said “although the tax may have some teething problems, mining companies will be expected to get it right the first time”.

We’ve studied in detail the benefits and challenges of adopting the ‘net-back’ method and other transfer pricing methods for MRRT purposes,” he added.

Warren explained that SRK works by highlighting the gaps in a mining company’s information requirements and showing them what issues they may face.

All hands to the pump There is no doubt the current skills shortage in the resources sector is a crisis, but experts believe we can overcome it, as Jessica Burke reports.

T

he resources boom is not showing any signs of slowing down, but the number of workers available to fill the ever-increasing number of vacancies is falling constantly, and the industry is struggling to keep up.

It has been widely reported that Western Australia alone will require about 33 000 extra workers this year and the lack of staff available in the lucrative sector was acknowledged in the Federal Government’s Budget in May, which detailed plans to increase the number of apprenticeships and make skilled migration easier.

Employers in the resources industry urged the Federal Government to ignore demands from political groups and unions opposed to increasing the level of skilled migration.

The Government’s announcement on Enterprise Migration Agreements (EMA’s) was welcomed by resource industry employer AMMA. Treasurer Wayne Swan's budget revealed an increase in workers, lifting the level of skilled labour imports and giving companies incentives through a $558 million employment fund.

The National Workforce Development Fund is designed to create 130,000 new training places over the next four years, and a new enterprise migration agreement for large mining projects in return for a financial contribution to train Australians will be implemented, with the aim of allowing 16,000 skilled immigrants to enter the country to work in some key regions where there is a labour shortage.

AMMA chief executive Steve Knott said Australians need to understand that without skilled migration, the most profitable industry will be significantly slowed.

“I certainly applaud the initiatives by the government, there’s probably enough money being spent, but it’s siloed, when you talk to TAFEs, when you talk to secondary schools, it’s clear they are not being promoted to students.

“A significant amount of attention needs to be paid to that issue.

“There is no question that it is an awareness problem, it is just not on the radar for some career counsellors or some families.

“They’ve grown up with this concept that if you don’t go to university or get a degree you aren’t successful and that has to change.”

But Crawley does see positive changes happening in the industry and believes Australia can solve the skills shortage plaguing the resources sector.

“There will be a significant increase in apprentices becoming tradespeople, and an increased number of engineering graduates,” he told Australian Mining.

“Purely because it is an imperative, it will be fixed.

“One thing Australia does well is getting all hands to the pump in a crisis.

Macmahon say it will invest $130 million for its mining fleet, minor equipment and infrastructure over three years, with a plan to use large hydraulic excavators and a fleet of 240 tonne capacity trucks.

T

he mining industry has a long history of innovation in technology.

From exploration to production, sales and logistics, mining companies have harnessed technology to bring greater accuracy, and automate processes to introduce ever-greater efficiencies.

More recently, the industry has begun to pioneer new approaches for the use of smart card technology to secure assets and operations.

In the past, mining organisations typically relied on multiple credentials and access control systems to fulfil different tasks, resulting in the proliferation of single-purpose systems running in parallel. In addition to being resource-intensive, disparate access control and security systems do not scale and can be costly to integrate.

A consolidated strategy is therefore crucial.

Today, the focus has moved to converged systems capable of securing a wide range of sensitive sites and assets, including heavy equipment and transportation.

Meeting multiple challenges at scale Aside from hazardous materials and harsh working environments, numerous factors expose miners to significant risk. Remote sites, limited local infrastructure and geopolitical instability make installations susceptible to malicious attack.

Any security breach has the potential to endanger staff, damage the local environment and disrupt production.

These factors are magnified by the scale of the operation involved.

Companies must have the necessary infrastructure to quickly and positively identify each individual, issue each individual with the required credentials, and restrict movements on-site according to the access rights demanded by the 40 August 2011

individual role and corresponding credentials.

Besides taking into consideration all of the policies and processes of an organisation, there are two major aspects to consider when managing and controlling access to information and resources: Physical access to sites – This is often delivered via hardware and software components including access control readers, which are autonomous devices performing the single purpose of interfacing with credentials.

Logical access to computer networks – Information technology access control procedures that restrict a user’s ability to interface with computing and networked resources and data.

These procedures include secure authentication, encryption, single sign-on, and remote VPN access.

Logical credentials are virtual or knowledge-based ‘tokens’, such as a password or PINs and for enhanced security, a physical credential might also be employed for another layer of authentication.

Physical credentials include security tokens such as key chains and USB devices, but smart cards have become the mining industry’s standard.

hensive smart card, and identity and access management, strategy for the industry.

Accordingly, there are a host of factors that introduce site specific vulnerabilities, such as the level and type of threats faced, and the physical environment.

For example, some facilities will be particularly challenged by environmental factors such as heat, dust, and risk of explosions and these conditions may require rugged wireless access control solutions.

In the office environment, the risk of a physical attack or accident may be lower, but the threat to information security is may be greater.

In this case, a physical credential may be preferred to combine PC logon security (logical access) and physical access onto a single portable smart card.

This combined solution increases logical security while also resulting in cost savings since the same credential can be used for multiple applications across the site.

However, consolidated strategies entail more than simply the credential and the control reader.

To ensure a balance between convenience and security, access rights should be centrally managed, and a holistic approach that integrates operational support systems, network infrastructure and facility management solutions should be taken.

Smart cards have become a solution of choice for mining applications because they guarantee higher levels of cryptography and security than those that are typically offered by legacy proximity card solutions.

Companies with multiple sites, such as Rio Tinto, need to consider cross-facility access issues.

It enables the same credential to be used for many other applications, such as equipment vending machines that enable management to keep track of who has what safety equipment at a given site, or touch screen training systems that record essential health and safety data.

Additionally, large mining companies should consider their requirements based on the national and/or worldwide footprint of their various facilities.

For these organisations, an identification and access management system must be capable of being deployed across continents, integrated with a wide variety of host systems and adaptable to include additional country or site-specific security measures.

The importance of securing mining assets is unlikely to diminish in the years ahead.

Indeed, as some resources grow scarce, the need to secure information and limit physical access to assets will become even greater.

They were very small mining communities only had three hundred or so people in town, and 90 of those worked on the mine.

JIM FAIRCHILD: I graduated as an engi-

neer. My first job actually. I graduated in the middle of a recession and really the only job in town, the only work in town those days was to work in the iron ore industry, because I am from Western Australia.

Oil and gas had not taken off, quite a few of the other mines were … well, they just weren’t operating at all.

So it was a case of go up north or just not get a job.

So I started working with a company called Dampier Mining Company, which is a BHP-owned organisation which at that stage they had three mines. One at Koolyanobbing, which is where I worked, and the other two up in the Kimberly, at Koolan Island and Cockatoo Island.

All of those have shut down now as it turns out.

JF: Well, the mines themselves actually created the communities, so Koolyanobbing as a town, existed purely for the mine.

Koolan Island, Cockatoo Island were the same, so even up at some of the larger mines, Tom Price and Paraburdoo, they all existed specifically for the industry.

But the community that went up there, they still felt they were a transient community but they still wanted to be a part of that community.

So a lot of other things happened around those towns.

You do things you would not normally do. So that’s what encourages people to come to these mines.

JF: Well mining camps are shockers, there’s no question about that.

Mining communities are the sorts of thing – they were set up specifically for the mines.

The fly-in, fly-out type of environment these days, I think that’s killing the mining communities.

So Koolyanobbing did restart after its hiring so all of the housing was actually taken out, and they put in just temporary dongas for the construction team and then also for the mining people, and effectively it still is a flyin, fly-out community, there’s no soul to the place anymore.

JB: What do you think are the main issues with fly-in, fly-out?

JF: It’s probably that it’s the other way around.

When you’ve worked with people, when people worked on sites, they took their families, and so the towns become family towns.

FIFO, I personally believe is not good for the family.

Even though the two weeks on or whatever period they have on, they’re solidly working, and working extremely long hours. I think there is a safety issue around that as well.

The time off, when they are with the families, that’s an upside.

But, I mean, my brother does FIFO right now for the oil and gas industry and he sees his wife for two weeks and then he doesn’t see his wife for two weeks and I don’t know which one he likes better. (laughs)

JF: It does. I think that because of the

bulk of the mine - sorry the bulk of the town - was actually there for the mine, if 80 per cent of the community is flying in and flying out, there’s really no-one left to live there.

JB: And what about the new mines that

are 100% FIFO? JF: Well, there will be no community,

it’ll just be a construction camp, and it’ll be a mining camp, that’s it.

And quite frankly, I used to work in construction camps like that, and I don’t think I could ever do it again.

JB: Really, can you tell us some of the

reasons why?

JF: Back in the 80s, when I first started

working in construction, there were very few women for starters, and so you’d have a town of maybe a thousand men, you had close knit quarters, you’re sharing facilities, the wet mess is only open for a certain amount of time, it’s way too structured, but then, it’s not structured as well.

And the only thing to do in those kind of facilities is that at night time you drank, and day time you worked.

And that’s it.

So there’s nothing else, and I don’t think I could do that again.

JB: Beyond that, what do you see as

the biggest problem facing the mining industry?

JF: Today? There’s two parts to that.

in the future, is going to keep that mining boom going for about the next 30 years.

But people talk about that, and there’s a human resource capital issue.

That’s not actually caused by the mining boom, it’s actually caused by the construction boom, which is actually an effect of the mining boom and so even though we talk about 30 years, it’s going to be a fair amount of time to be producing iron ore and coal and oil and gas, it’s probably only the next five to 10 years we’re going to see this construction issue.

The construction issue is actually what is doing it.

JB: With staff being lured away by the promise of bigger jobs all the time, how do you think we can overcome the skills shortage?

JF: I’m a big fan of migration. In fact,

I think, from what I’m reading, that migration is actually probably going to be the second biggest import to Australia over the next 20 years.

If we as a country can actually embrace migration like we did postwar, where we had southern European communities coming lock, stock and barrel, whole towns coming to Australia, setting up in Australia.

It fixed a problem for Australia,

which is lack of people. It also fixed a problem as we had skilled workers coming in, we didn’t have to do too much more in the way of skilling, and it also provided a whole new cultural basis for which we are today.

So I can see that as something we really need to embrace, so it’s not going to be southern Europeans, the bulk of them will be from Afghanistan, and the Middle Eastern countries, and obviously from south-east Asia.

JB: Are you in support of a carbon

tax and mining tax?

JF: Funnily enough, I am.

The carbon tax is good because I do believe that if there’s an incentive - or in this case it’s a disincentive to produce carbon – through inefficient plant and inefficient construction methods, that companies should pay higher it higher for companies that are actually doing it more effectively.

So this would be an incentive to actually make better processes and doing things well. That’s if the carbon tax is geared that way.

If the carbon tax is based on what they’re producing, for example the coal mines producing coal, they’re a high pollutant, once it’s used and they get taxed on that then I think we’ve got a problem.

We’re starting to see it trickle through as new construction projects are ending and therefore the mines are going into production, and I think we’re going to start to see a period of enormous wealth in Australia, just purely from the revenues from iron ore being sold to the Chinese, coal being sold to the Chinese as well, gas being sold to the Japanese, anyone who wants to buy it, and that’s where we’re going to start to see the wealth.

THE mining event Next month will see Sydney host the largest event in Australia’s mining calendar.

I

t’s that time again. It’s AsiaPacific’s International Mining Exhibition (AIMEX).

Where once every four years the mining industry gathers in force to see the latest equipment, technology and innovations as well as to discuss the topics which are shaping the sector.

Staged just as the industry is recovering in force from the global financial crisis, the event will host more than 550 companies, showcasing big names such as Sandvik and Atlas Copco through to the smaller mum and dad operations.

While equipment has generally been the main focus of AIMEX, the show is taking a new tack this year and incorporating a series of ‘theme days’, which will look at addressing some of the key issues in Australian mining.

Each day of the exhibition will have its own theme, incorporating information and demonstration sessions, along with special networking events.

The first day of the event – Tuesday 6 September – will be ‘Safety Day’, while the Wednesday will be ‘Women in Mining Day’ and the Thursday will be a ‘Careers and Training Day’.

The final day, Friday, will be an international day.

On top of these themed days, there will also be a “Frontliners” focus throughout, aimed at mining industry professional at the coal face, such as operators, fitters, foremen, supervisors and technicians.

Oil filtration and leak proofing HYDAC will showcase a new high-pressure filter, with a Dp-optimised filter head, for reversible oil flow on Stand 3907-01 during AIMEX. Hydac’s High Pressure DFF filter’s design is said to give reliable separation of the dirty and clean sides due to leak-proof poppet valves in the head.

According to Hydac, this is a significant development, as filters using sleeve valves are not completely leak proof and allow a constant stream of contamination to reach the clean side.

The company says the new filter, which is suited to high-flow volumes, also offers reduced energy costs and a long service life. It is available in sizes DFF 330, 500, 660, 990 and 1320.

Hydac will also release a new mobile control monitor for off-road vehicles at AIMEX. The 10.4 inch monitor is said to offer optimal readability in any lighting conditions and has a water and dust resistant IP 65 aluminium die-cast housing. Hydac says the monitor’s seven programmable control keys and three navigation keys make it an easy-to-use human-machine interface.

An Atex oil-air-cooler with a frequency of 60 Hz and classified for use in a potentially explosive atmosphere, will be another innovation on Hydac’s AIMEX stand.

This type of cooler, an addition to the company’s 50 Hz range, is used mainly in offshore applications. Hydac will also use AIMEX to demonstrate its own diesel pre-care filter for optimum diesel fuel conditioning.

WA-based minerals processing equipment supplier Minspec is exhibiting on stand S152 at AIMEX an innovative ore transfer system said to extend equipment life, reduce dust and noise and lower power consumption.

It will showcase its Weba Chute System that can control the direction, flow and speed of ore. Underpinning the technology is transfer angles in particular zones within the system that can be modified. This ensures that the flow and direction of the final ore discharge matches conveyor belt speed and direction.

Layers of wear-protected ledges assist in controlling the flow of ore, minimising machinery wear. The system’s horse-shoe shaped crosssectional flow profile promotes optimum flow of material. Its design eliminates valley angles and low flow rates that can result in material buildup. No skirting is required for some applications, and there’s no uneven or multiple belt loading. “The system basically enables product to flow freely down the chute changing angles as necessary without any blockages,” Minspec director Mel King told Australian Mining. “As the material comes up the conveyor belt it discharges into the chute. Suppresses dust via water plumes.

Dust suppression TECPRO Australia will unveil innovative new dust suppression products at AIMEX. On show for the first time in Australia will be the Elefante and Giraffa fog cannons from Italian company Idrotech SrI. They are ideal for suppressing dust which is being generated a long distance away and/or is spread over a large area. The 2.4mhigh Elefante uses a powerful fan to shoot billions of small water droplets into the air and projects them a distance of up to 60 metres. The direction of the plume of mist can be fixed to go in a certain direction or can be set to automatically rotate backwards and forwards through an arc of 340 degrees.

The fan diameter is 660 mm. The droplets are produced by 156 misting nozzles mounted in 3 spray rings on the exit from the fan, and the nozzles can be sized to suit the dust suppression/water requirements of a particular application.

The smaller Giraffa offers the same advantages and is great for suppressing dust on mine sites.

BECKER Mining Systems Australia will show “unique technologies” for the mining industry on Stand 322 during AIMEX. Headlining the display will be Becker’s Endis boltless-door, flameproof Distribution Control Board (DCB) and along with its Flameproof distribution control. recently launched Collision Avoidance and Proximity Detection System. Endis switchgear has no terminal compartments, with plug-in modules replacing switches, contactors and discrete monitoring technology.

“There are no conventional disconnecting switches; instead every plug-in unit is part of the disconnecting device,” Becker Mining’s managing director Tony Napier said. Napier said the compact station consisted of four compartments with EExd flameproof protection. Two were switchgear compartments with power bus technology, along with a mounting compartment for the lighting transformer and a connecting compartment for the supply lines. The DCB’s modular design enabled it to switch up to 12 motor outputs while all eight modules had to be disconnected before the boltless door could be opened, he said.

Another highlight of Becker Mining’s AIMEX display will be its Collision Avoidance and Proximity Detection system. This features triple-detection technology to warn people of nearby vehicles, alert vehicle operators that people are close, and warn vehicle operators of other stationary or moving vehicles that are nearby. The system, which uses UHF RFID, Radar RFID and electromagnetic technology, can be configured to easily establish coverage zones for vehicles of varying sizes.

AIMEX – Asia-Pacific’s International Mining Exhibition 2011, to be held at Sydney Olympic Park, Homebush, from September 6-9. Described by the Chinese company as highly efficient and quick opening, one of the presses is already in use at an Australian copper mine.

“This kind of filter press can shift all filter plates at one time and the speed is very fast, about six cycles an hour,” Shandong Jingjin’s Jack Lee said. This meant energy savings and low maintenance costs, he said.

The press’s main components are a filter frame, filter plates, filter cloths, a hydraulic power unit, an electrical cabinet, an automatic plate shifting cylinder, an automatic cloth washing system and an automatic drip tray.

Lee said the advantages of the press included that it could be programmed to operate unattended, used plates made of TPE elastomer, fibreglass and polypropylene for flexibility and toughness, and had automatic feeding, squeezing, air blowing and cake washing features. As well, filter plates parallel error is lower than 25 μm, ensuring excellent sealing when pressing and no leakage when feeding, he said.

ith the recent passing of a miner at Port Hedland due to a crane accident still fresh in the mind of the industry; crane safety is now more vital than ever.

The Fenner Dunlop contractor was reportedly crushed by a crane that toppled and then collapsed onto him.

To prevent incidents like this occurring again, Konecranes has launched a crane audit service to help the mining industry determine whether their lifting equipment is not only reliable, but also safe.

Named the Crane Reliability Survey (CRS), it is being introduced into Australia and New Zealand as part of a global safety initiative, and tracks the condition; reliability; service life and most importantly, the operating safety of cranes and their components.

“The CRS can be particularly valuable in ensuring compliance with mandatory ten year mechanical and 25 year structural inspections in accordance with Australian standards (AS2550.3)”, Konecranes national sales manager Bill Shukla explained.

The survey itself is comprised of several modules: • A core inspection and analysis which determines compliance with crane standards and includes service life analysis (fatigue life versus design life), a detailed crane inspection,

and a CRS executive summary; • Its structures and working conditions as well as an evaluation of the crane’s operating environment, looking at factors such as ambient conditions, power supply, geometric factors and its steel structure; • Component inspections and assessment, in particular an analysis of its electric components, motors, rope, gears, and hooks; • And finally its maintenance and reliability, aiming to identify the critical elements which caused unscheduled downtimes, a Life Cycle Analysis

(LCA) environment impact, spare parts, and the existing maintenance assessment programme (MAP).

The Crane Reliability Survey can be carried out for all makes and models of overhead lifting equipment, according to Shukla.

“Every crane and situation is different, so each CRS is customised to address the specific concerns and needs of particular industries and companies,” he added.

“Knowing what specific repairs, upgrades and modernisation are needed in advance allows owners to create a

long term maintenance plan…and can prevent a loss in production revenue by avoiding the unpleasant surprise of a sudden breakdown.”

Using the crane survey, owners can use it as guide to plan future maintenance and ensure compliance with crane standards, and most importantly – safety.

BOOM will supply cranes to Queensland mines.

Lifting contracts BOOM logistics has won a three year contract to supply crane services to the BHP Mitsubishi Alliance.

The contract comes with two 1 year options to extend the supply.

Brenden Mitchell, the chief executive of Boom Logistics, said “BMA is our largest customer and this contract represents an extension to our existing services, consolidates our position in Central Queensland and reinforces Boom as a major provider in the region”.

“This is in line with our strategy in securing our relationships with blue chip companies and building long term sustainable revenue within the resources sector,” he added.

MANITOU have unveiled their latest development in cylinder handlers – the CH10. This new hydraulic excavator cylinder handler is designed for greater safety and precision on site while reducing downtimes, the company says.

According to Manitou, the CH10 is much safer than previous cylinder handlers, as it has the ability to positively grab the cylinder so the load is no longer a freely suspended load with Increased lifting safety on site. operators using guess work for balance points. It offers increased handling precision due to a remote control as well as proportional controls which ensure that the cylinder is handled with greater accuracy and less risk of damage.

By positively clamping hydraulic cylinders weighing up to 10,500Kg the CH10 changes this dangerous handling task from a suspended load to a positively held load, thus significantly improving safety.

This concept also removes the requirement for personnel to work under a suspended load. Coupled to a Manitou Telescopic Handler with full remote control the operator remains outside the high risk work area. This provides a decrease in the downtime of shovel and truck fleets that depend on the hydraulic excavator.

The crane and lifting company is debuting the first Manitou CH10 during AIMEX in September, before its delivery to Newcrest’s Telfer gold mine in Western Australia.

Heavy lift telehandlers Heavy duty cranes for heavy duty workplaces.

ieci has released new heavy lift 10, 14 and 19 tonne telehandlers.

These new machines are dubbed the Hercules 120.10; Hercules 160.10 and the 120.10.

This ‘giant’ range has a fixed boom telescopic handler which completes the Hercules family of machines.

The focus for the heavy lift machines has been safety, handling and comfort along with hydraulic solutions to take advantage of the machine’s strength.

Suitable for use in large construction sites, mines and quarries, as well as on shipbuilding and naval docks, the Hercules models – like all Dieci machines – can be equipped with dedicated accessories such as winches, forks, buckets and man baskets.

For example tyre handlers, cylinder grab servicing tools and fan carriers can be attached.

The Hercules 160.10 is equipped with a Perkins 6 cylinder “Common Rail” engine that develops 146 Kw, weighs 23.7 tonnes and also has a max lifting height of 10 metres.

The smaller Hercules 120.10 is equipped with a Perkins 4 cylinder “Common Rail” engine that develops 106 Kw. weighs 16.5 tons and has a maximum lifting height of 10 metres and comes with a max load capacity of 12 tonne.

All the models are equipped with an inching pedal that enables the machine to inch forwards even with the engine at full rev, a two-speed servo-controlled transmission and hydrostatic transmission with variable flowrate pump as well as an oil bath brake on the four wheels.

The Mining & Engineering exhibition in Perth last month showcased some of the biggest changes in the industry, as Jessica Burke reports.

he inaugural Mining and Engineering WA exhibition and conference in Perth had everything the mining industry does: controversy, a heavy focus on workers and families and lots of new flashy products.

damage the state most reliant on its resources industry.

The biggest problem for the Western Australian resources industry and economy will be the federal government, the state’s Mines and Petroleum Minister said in his opening address.

Norman Moore said the state is treated unfairly by the Federal Government, and its contribution to the nations economy should be better recognised.

“The federal government looms as one of the most significant impediments to growth in Western Australia,” he said.

Moore said of the $38 billion expected to be produced from the mining tax, 65 per cent will come from companies operating in Western Australia.

Australian Mining spoke to Moore after his address and found out more about his belief that Western

Australia is being unfairly treated.

“The concern we have here obviously is that the mining industry and the LNG industry especially are high emitting, and energy intensive and so they’ll be hit with this on top of the mining tax,” he told Australian Mining.

“The Gillard government’s coming along saying ‘well you make all this money, you can pay extra tax,’ but they already pay royalties to the

states, and that’s a charge that we levy on companies to access our minerals.

“Contrary to the views of the Prime Minister, the minerals actually belong to the state of Western Australia, and all the other states, with respect to their minerals.

“So they pay royalties to the states, and I think our revenue last year was about $4 billion.

“This notion that Bob Brown has that we shouldn’t have any foreign investment and if we do they shouldn’t get any profit, is just bizarre.

“There isn’t enough money in Australia and in our capital markets to spend the money that we need to undertake all the projects.”
