ALGERIA FIFTY YEARS OF FRIENDSHIP AND SHARED VALUES FOREWORD BY AMBASSADOR GUSTAVO LEMBCKE HOYLE DIRECTOR GENERAL OF AFRICA, THE MIDDLE EAST AND GULF COUNTRIES I am pleased to begin my duties as Director General of Africa, the Middle East and Gulf Countries, presenting this number of the virtual cultural newsletter "Cumanana", which celebrates the fiftieth anniversary of the establishment of bilateral relations with Algeria, a country of which I recall many joyous memories, as I have recently finished my posting as Ambassador of Peru in Algiers. The Peruvian friendship with Algeria is long-standing and has a promising projection towards the future. As Ambassador Enrique de los Heros, the first Peruvian Head of Mission in Algeria, reflected on his discourse when presenting his letters of credence to President Houari Boumédiène, we are united – to this day – by the independent nature of our foreign policies, the pursuit of true development of our societies, and

the respect for international law. The commercial exchange between the two countries, still in expansion,, and the significant Algerian investments in Peru, which have allowed the development of our hydrocarbon industry, supplement the traditional diplomatic relationship and Peru’s historical link with the Maghreb, expressed through the influence of Hispanic-Maghrebian culture since the colonial period. Thus, I am pleased to present Ambassador de los Heros’ discourse, transcribed below, which conveys the special relationship between Peru and Algeria, as well as our permanent, joint work aimed at strengthening the stance of both countries in the international scene. ____________ Discourse by the Ambassador of Peru to His Excellency, the President of the Revolutionary Council of the People’s Democratic Republic of Algeria, on the day of the presentation of his letters of credence Your Excellency:

I have the high honour of placing in your hands the Letters of Credence with which the President of the Revolutionary Government of Peru accredits me as Extraordinary and Plenipotentiary Ambassador to your Government. In doing so, please receive as well, Your Excellency, the fraternal greetings of the President of my country, Major General JUAN VELASCO ALVARADO; as well as the expression of the Peruvian people’s sentiments of consideration and respect, aroused by the tireless revolutionary efforts of the brave Algerian people.

Thus, Peru does not stop its fight for the international compliance with its 200-mile territorial waters maritime jurisdiction – which Algeria supports –, while Algeria demands a Mediterranean without war fleets, hoping to make of it "a bond of union between the Arab World and the Old Continent”, to which Peru cannot fail to adhere, since it recognizes that peace among nations is the main condition of human coexistence.

It is true that these feelings, these friendly relations that unite our peoples, are not accidental: both nations, due to their status as nonaligned countries that that accomplish a Revolution to end of the exploitation of man by man, and within the broad geographic framework that configure the Third World nations, partake in the same task that identifies and unites. That is, the maintenance of a nationalist and independent foreign policy, the revolutionary character of their governments and their common will to restore the land to those who work it, and their own antiimperialist sentiments. All these factors concur to determine an indestructible community of spirit. Both Algeria and Peru, faithful to the resolutions of their Third World brothers, are committed with the struggle for their development and political independence. Both countries raise their voices in harmony within the spirit of the Charter of

Finally, Mr. President, referring to the honourable mission entrusted to me by the Revolutionary Government of Peru, I must express to you, Excellency, that I have the most sincere intention of working tirelessly so that relations between our countries are even closer and so that the name of Peru rings familiarly to the children of this indomitable land, which, due to its virile example and admirable faith in its destiny, keeps hope alive in the hearts of other peoples who continue to fight for their political and economic independence.

PERÚ AND ALGERIA 50TH ANNIVERSARY OF THE ESTABLISHMENT OF DIPLOMATIC RELATIONS HIS EXCELLENCY MOHAMED LAMINE LAABAS AMBASSADOR OF ALGERIA IN PERU In March this year, Peru and Algeria celebrate the 50th anniversary of the establishment of their diplomatic relations. Beyond its diplomatic aspect, this date represents an important stage in the relations between both countries, and the expression of the Algerian people’s recognition of the Peruvian support to the national liberation struggle. Indeed, several Peruvian personalities of the time were outraged by the subhuman condition reserved for the Algerian people, publicly expressing their support and calling for the end of colonization and the selfdetermination of the Algerian people. It is also necessary to remember the warm welcome that Peruvian associations gave to the representative of the National Liberation Front, Abbot Alfred Bérenguer, in 1957, during his tour to Latin America. On this happy occasion, I take the opportunity to pay a well-deserved tribute to the memory of Dr. César Guardia Mayorga, one of the founders of the Friendship Committee for an Independent Algeria, who spared no effort in sensitizing his country’s public opinion to the Algerian cause. That expressed solidarity made it possible to form the basis of a strong relationship between the two countries since Algeria's independence.

Both countries share the same vision of a world that is free and respectful of human values and peace and are resolutely oriented towards satisfying the welfare and development needs of their populations.

Peru and Algeria have significantly contributed to the strengthening of international diplomacy, advocating for the primacy of international law over the use of force in conflict resolution. Their contribution as non-permanent members of the Security Council in different periods, demonstrate their commitment to international peace and security, as well as their call for the establishment of a new international economic order, one capable of correcting the structural injustices that prevent developing countries from growth. Peruvian diplomacy has been able to ascertain itself efficiently, presenting the prestigious diplomat, Mr. Javier Pérez de Cuéllar, to the international community. The Peruvian Diplomatic Academy, which bears Ambassador Pérez de Cuéllar’s name, continues to perpetuate his work and his message of peace. Linking action to words, the two countries have strengthened their relations in various fields of activity

and, in this context, a bilateral cooperation agreement on energy and mines was signed in 2005. In this regard, Algeria participates in the exploitation, commercialization, and transportation of Camisea gas, within the framework of a consortium through Sonatrahc, Algeria’s national company. Such is an expression of a successful model of South-South cooperation. Algeria aspires to increase its investments in this field and others to provide a greater dynamism to the cooperation between both countries. In this regard, the 50th anniversary of the establishment of diplomatic relations will be commemorated through the celebration of the IV meeting of the political consultation mechanism between high officials of both countries, to take place in Lima, next May.

RECIPE PONDERACIONES Like many other Peruvian desserts, ponderaciones originated in the colonial convents of Lima and the main cities of Peru. The Spanish nuns inherited their knowledge from the outstanding Moorish cooks, and then passed on their secrets to the Creole novices, indigenous labourers, and enslaved African women who were part of convent life.

INGREDIENTS Ponderaciones 3 eggs 1 cup of milk 1 cup of flour oil for frying Cast to form each ponderación

Blancmange 2 jars of evaporated milk 2 jars of condensed milk 10 yolks

Display Powdered sugar

PREPARATION Ponderaciones Blend all the ingredients to make the dough. Pour the dough into a small cylindrical container to give height to the dough. Prepare two plates with paper towel, one to drain the cast and another to drain the ponderaciones. Heat the cast in the oil until reaching 175ºC. Remove the cast from the hot oil, drain the oil from the cast by settling on the first plate covered in paper towel. Insert the cast into the dough. The dough will stick to the cast up to the level of the container. Return the cast with the stuck dough to the oil. Let fry for about 1 minute and remove the dough, slightly browned. Give the cast a tap with the handle of a knife and the dough will come off. Place it on the other paper towel lined plate.

Blancmange In a thick-bottomed pot, pour the evaporated and condensed milk. Let cook over medium heat until thickened, stirring with a wooden spoon. When the bottom of the pot is visible, remove from the heat and add the lightly beaten yolks. Let cook a few more minutes without ever stopping stirring.

Display Put a little blancmange on a plate, arrange the ponderación and sprinkle with powdered sugar. May also be served with any fresh seasonal fruit. Additionally, can be accompanied with a scoop of ice cream or chancaca honey (molasses honey), as was done in the past.
