The Cook Family:
Embracing Community, Adventure, and Advocacy in Fredericksburg

Nestled in the heart of Chancellor West, the Cook family epitomizes the spirit of togetherness, adventure, and community. With Janos, affectionately known as John, and Jen at the helm and their five vibrant children - Savannah (11), Charlotte– nicknamed Charlie (10)-- Harper (8), Chase (6), and Johnny (4)-- along with their foster dog “fails,” Nala and Will, their home is a hub of love, laughter, and boundless energy.
John and Jen’s journey began with a chance encounter at a restaurant in Boston, Massachusetts. John, then a Marine on leave after a deployment, was captivated by Jen and sent a friend to chase her down for her number. With the assist, John procured those digits, and the two began conversing, ultimately leading to a lasting connection. Despite the distance, their bond flourished, culminating in marriage in 2011, following John’s final deployment to Afghanistan. Their shared love for adventure and new experiences eventually led them to Fredericksburg after stints in Maine, Vegas, and other locales.
Both John and Jen bring diverse educational and career backgrounds to the table. John, a retired Lieutenant Colonel from the Marines, holds a bachelor’s degree in economics. He now serves with the Department of Justice, while Jen, with a bachelor’s in psychology, thrives as a real estate agent at Nest Realty Fredericksburg.
“We both absolutely love our jobs,” John said. Their passion for their respective careers shines through, adding depth and fulfillment to their lives.

The Cook household is a bustling hive of activity, with each child bringing unique interests and talents to the mix. Three children attend Saint Patrick’s School, while Johnny, the youngest child, will soon join his siblings there. Harper attends Brock Road Elementary in the Special Education department. Savannah, the oldest child, is also quite the writer.
“She recently had a poem published in a book that showcases her creativity and love for her family,” Jen proudly shared. Charlie loves soccer and is learning to be a “mother’s helper” to some neighborhood moms. Chase and Johnny play soccer, too, and love being outdoors playing with their best buddies next door, and Harper’s journey with speech therapy and swimming highlights her resilience and zest for life. From soccer prowess to literary achievements, the Cook kids are a testament to determination and drive.
Along with being athletic and intelligent, the Cook kids know how to treat people with love and respect. Growing up with a special needs sister has already taught the children so much about life and how to be good friends. The family finds that Sally Phillips said it best when she summarized the experience of Harper’s siblings:
“The siblings of special needs children are quite special. Absolutely accepting and totally loving from birth, someone who is different mentally and has a different way of seeing the world, is a wonderful trait. It’s a trait I wish there was another way of getting, but there isn’t. And it does involve a degree of not having it fantastically easy.”
Harper’s journey is one of remarkable strength and courage. Diagnosed with SYNGAP1, of which there are only about 1400 cases worldwide-- and only 250 cases in 2018 when Harper received her diagnosis-- is a rare genetic condition. Harper faces numerous challenges, including epilepsy, intellectual disability, mobility issues, and sensory sensitivities.

“Harper is mostly non-verbal, she has epilepsy, an intellectual disability, mobility problems, she elopes, has sensory problems, low muscle tone, choking risk, and more... pretty much all of the difficult things a little kid could have,” Jen explained— Harper’s infectious laughter and boundless spirit light up the Cook household despite these hurdles.
Harper has a superpower and can make anyone smile, which seems to be a trend among kids with SYNGAP1. The SYNGAP1 Research Fund, based in California, is working hard daily for a cure or treatment. The Cooks hope it comes during Harper’s lifetime.
The family’s dedication to Harper’s well-being is evident. “We recently installed a pool that provides both recreation and therapy for Harper; it is the best form of PT for her,” said Jen. “She loves to swim!” Swimming in the neighborhood community pool helped Harper gain strength and ultimately taught her how to walk.
“The doctors said Harper would not walk independently, but she has been exceeding expectations her entire life,” John said.
Jen and John’s advocacy work for Harper and their involvement with families nationwide underscore their commitment to supporting and uplifting others facing similar challenges. The Cooks are raising awareness for SYNGAP1, as it could be potentially one of the most misdiagnosed genetic conditions.
“Many people get an Autism diagnosis, but it could be something more,” Jen explained. “It took us years to get Harper’s diagnosis, and many tests were completed before finding SYNGAP1.” The couple encourages anyone to keep advocating for their children.
“We now have a great support system across the country that we wouldn’t have known existed had Jen not ‘Googled’ the condition,” John explained. “Luckily, we connected with a family in California who had a son just a few years older than Harper– that family helped us immensely in the months following Harper’s diagnosis.”
“We hope to be that family for someone else,” Jen said. “We hope to play a greater role in the special needs community here in Spotsylvania and Fredericksburg in the future, and my goal is to open an adaptive gym in the area for teens and adults with special needs.”
Working out is Jen and John’s passion, and they enjoy watching their kids learn to love it, too.
“Harper would work at the gym once she graduates high school,” Jen shared. “I want Harper to be successful, just like her siblings. She loves being given a task and is proud when she completes it!” Through the gym and their advocacy efforts, the Cooks aspire to be a source of hope for the special needs community in Fredericksburg and beyond.
Fredericksburg offers scenic beauty, historical charm, and a vibrant sense of community that enriches their daily lives. From exploring the Battlefield trails to indulging in local treats at the Battlefield Country Store, they’ve found a place they’re proud to call home. Beyond the local attractions, though, what the Cooks cherish most is their close-knit neighborhood in Chancellor West, where neighbors are more than just acquaintances – they’re some of their closest friends. With shared traditions like the annual Turkey Trot and the Fourth of July Pool Party, the community fosters a sense of belonging that enriches the lives of all who reside there.
As they continue to write their family’s story in Chancellor West, the Cooks embody the spirit of adventure, resilience, and unwavering love that defines their family and community.
And they couldn’t be more thankful for their outstanding community.
“We’re just so thankful for the support and love people have shown us as we navigate life and raising kids with a special needs sibling,” explained Jen and John. “The rides to sports, their advocacy, dinners delivered during hard times. People just show up around here for us, and we are forever grateful.”

SYNGAP1 has forever changed the Cook family's journey, and Harper has taught them more about life and love "than they could ever dream of teaching her." Jen and John wanted to share Savannah's poem with our readers so they might realize the profound impact of Harper on their family and what her siblings have learned from her. MY FAMILY

One of my dogs is cuddly and lazy,
But the other dog is fun and crazy, My mom and dad have been married for twelve years
My dad is a 1st responder and has no fear, but My mom has sold houses for years. One of my sisters knows her way, While the other one makes everyone's day.

THE PATH AHEAD: RHS CLASS OF 2024 SENIOR DECISIONS

Julia Pesnell is a junior at Riverbend High School. She is a student of the Commonwealth Governor’s School and serves as the Riverbend Junior Class President. Julia also runs cross country and track for the Riverbend High School team. She holds the position of committee executive for the Spanish Honor Society and is a class representative for their chapter of HOSA. Beyond her leadership roles, Julia is actively involved in community service and is a member of the National English Honor Society.
With the Riverbend High School graduation already almost a month in the past, the new alumni have bright futures ahead of themselves. The desired futures of the student’s at Riverbend are extremely diverse, as each student follows the path that they see best fit for themselves, and that brings them the most joy.
While there are countless amazing students at Riverbend, here are a few who are well-worth highlighting!

Dimitrii Alvaro Encinas
Dimitrii Alvaro Encinas plans to continue his passion for music as he joins the Marine Corps as a band member. Dimitrii has been involved musically for 10 years, and has been a fundamental part of band for 7 years, as he is a multi-instrumentalist playing tenor saxophone, baritone saxophone, and the bassoon.
In order to become part of the Marine Corps band a recruiter will assign potential recruits a piece of music that they must perfect and then must submit both a video of the performance as well as partaking in an in-person audition. Once accepted, the students will go through bootcamp, followed by schooling at the Naval School of Music. Then, between the 10 different Marine Corps bands, they travel around various places both in the U.S. and beyond.
When asked what he is most excited about regarding this next chapter of his life, he says, “Being able to play all sorts of music with like-minded people.” He goes on to say, “My ultimate career goal is being a performer even then being a music teacher is an option, too.”

Emma Lohr
Emma Lohr has achieved big things already throughout high school. She plans to continue these achievements as she will attend Brown University in the fall to get her bachelors in international relations and French.
Her ultimate career goal is full of ambition and passion, as she wishes to work through the U.S. State Department as a diplomat for a Francophone country.
Emma says, “I have always loved learning about different languages and cultures around the world so when I discovered that I could study this at college I was super excited.” She goes on to say, “ I think that the different ways that countries organize
their government is fascinating and I would love to be able to experience that in the real world. “

Jonas Taylor
Jonas Taylor is committed to Hampden-Sydney college to continue his football career, major in business, and minor in rhetoric. Jonas plans to go into sales after college, all with the goal in mind to, “...be placed in a leadership position and make a great living for myself and my family.”
Jonas will be receiving an academic scholarship of $25,000 for each of the four years that he attends Hampden-Sydney. He displays his excitement about going to Hampden-Sydney because of its small and intimate campus with only 900 students. He says, “I am most excited for the connections that I’m going to be building in college, not only with my teammates but my fellow classmates.”
He concludes with fervor, saying, “I am already very close with the other Hampden-Sydney commits and look forward to meeting the rest of the team!”

Puerto Sainz Alzueta
Puerto Sainz Alzueta is an exchange student from Spain, who has spent her senior year living with a host family in Spotsylvania, and attending RHS. Puerto plans to continue her education in Spain, double majoring in business and big data at Universidad Pontificia de Comillas in Madrid, Spain. Puerto’s ultimate career goal is to work for a large business company such as Apple or Ford.
Puerto comments about her opportunity to live in Madrid, saying, “I am really excited about going to Madrid because living there has been my dream since I was very little.”
The college selection process in Spain differs from that of America, in that each student must take a series of final tests assessing them on the topics from the previous 6 years of school. In order to qualify for a specific area of study, there are certain score requirements the student must meet on this test that is scored out of 14 points.
Lastly, Puerto conveys her enthusiasm saying, “Meeting new people makes me so happy about going to college.”


Dancing Under the Lights: Riverbend High School Prom
STORY AND PHOTOS BY JULIA PESNELLWith the Spring being a highly anticipated time of the school year for many students, prom only adds another level of excitement! This year’s prom was held on Saturday, April 20th at the Fredericksburg Expo Center, but the work behind the scenes began back in October when the committee kick-started their weekly meetings.
Each year, the job of planning and hosting prom is given to the junior class officers, and they are tasked with choosing a theme, decorating, and everything in between. This year’s board consisted of five students, and historian, Natalie Wolfe, said, “I think my favorite part of planning for prom was just being able to work with some really talented people! Everyone I worked with had brilliant ideas and were so motivated, which inspired me to work harder as well.”
Upon their first meeting, they were tasked with choosing a theme for this year’s prom. Of course, with this, came a Pinterest board of ideas, as the group worked to find a theme that was unique but still perfect for a night that the student body of RHS was sure to love! They unanimously decided to go with the fun and elegant theme of “Under the Lights,” inspired by the Disney movie, Tangled. They had an elaborate vision for the dance, and met with several decorating companies, conveying their thoughts on what was a necessity to be included to tie the theme together. They knew they wanted lots of lanterns, and flowers with a purple and gold color scheme!
With prom quickly approaching, they each worked hard to tie all the loose ends together. They hired a business to build a balloon arch, bought the remaining decorations, and met to craft the DIY centerpieces. Junior class secretary, Y-Dan Nguyen commented about the centerpieces, saying, ”My favorite decoration at prom was the table centerpieces. I loved how the lights in the middle had the subtle Tangled sun symbol, and the flowers surrounding the lights were very beautiful and fit very well with our purple/gold color scheme!”
As prom day finally arrived, the committee met bright and early to set up all of the decorations at the Fredericksburg Expo Center. Regarding the set-up, Nguyen said, “It was nice seeing all of our hard work finally coming together and I’m really happy with the result!”
It was then time to begin the exciting part of the day, each going their own way to get ready for prom!
After time for group pictures and dinner the long-awaited moment arrived: the doors of the Expo center opened promptly at 7:30 and students began to flood in as the party began.
From the decorations, to the snacks, to the photo booths, the students were quite impressed with the dance, and the night was one thoroughly enjoyed by the many students that attended. Also, at the dance, the exciting titles of prom court were announced. This year’s prom court included four juniors on the court, and four seniors. This year’s Riverbend prom queen was senior Diana Askew and prom king was won by senior Simon Collier.
With the dance ending at 11:30, the night was far from over for most. Riverbend High School sponsored an after prom at the Central Park Funland for students, which some would say is where the real fun began! The after prom included games, rides, food, and amazing raffles for each student.
The night was surely busy and exhausting, but the memories that were made were worth every bit of it– and, if you were to ask the student’s of Riverbend, they would likely, gladly repeat the night of fun all over again!

Father’s Day Traditions Around the World
BY JULIA PESNELLIn the United States, Father’s Day is an integral aspect of many families. It was made an official holiday rather recently, in 1972, and is now celebrated annually on the third Sunday of June. Being a day full of family gatherings, gifts, and overall a showering of love for all of the father figures, it truly is a special celebration.
Many other countries around the world hold as much pride in a day to celebrate beloved father figures as the United States does, especially as each other country has developed many of their own unique traditions.
JAPAN
Japanese Father’s day is celebrated on the third Sunday of June, and it is known as “Chichi no hi.” Flowers play a crucial role in this celebration, as a highly respected tradition is to give fathers yellow roses. Yellow roses are a symbol of happiness and inner strength. On this day, another critical aspect is the time the families get to spend together including family lunches or dinners, where they are likely to have a meal consisting of crab or prawn.
SPAIN
Father’s Day, or Dia Del Padre, in Spain is celebrated to coincide with the Catholic holiday of St.Joseph’s Day, on March 19th (and Italy celebrates on this day as well). This day is used to celebrate the life of Joseph, Mary’s husband, as he represents the values of a good father and husband, and the leader of a holy family. The Spanish culture has several Father’s Day traditions including, tres leches cake and other authentic foods, homemade gifts from the children, and friendly competitions such as soccer and sack races between members of the families.
INDIA
Father’s Day in India is celebrated annually on the third Sunday of June, and is seen as a day to celebrate the personal heroes of each family. The tradition behind Indian Father’s Day is reciprocal between the children, who show their respect to their fathers through gifts, and the fathers, who spend time with their children to sow wise values into them. The gifts most commonly given are homemade cards and flowers. Indian families also often go out to a nice restau rant for dinner, or go on a picnic and to a movie to celebrate the father figures and personal heroes of each family.
THAILAND
Thai Father’s Day, more commonly known as Wan Por in Thailand, is celebrated on December 5th. This date corresponds with the King Bhumibol Adulyadej Birthday Commemoration Day, the day their highly-valued late king was born. On this day, families present their fathers and grandfathers with a canna flower called “dok phuttha raksa” in Thai. There are also many festivals on this day to honor the late king’s birthday celebration and have a fun day to celebrate father figures.

These natives use the Father’s Day celebration to honor father figures who have already passed, and they do so with a day in late August or September called, “Gokarna Aunsi”, meaning, “day for looking at father’s face”. The specific fate carries yearly, as the day of honor must coincide with the lunar calendar, and the new moon day.

Although the holiday is wellknown, its history may surprise some people. Father’s day was first celebrated on June 19, 1910 in the state of Washington. Yet, it took 58 years from the day Mother’s Day was made a national holiday for Father’s Day to become one too.
The first campaign to celebrate Father’s Day was not met with the same enthusiasm seen with Mother’s Day. Historians have gathered that people just didn’t feel that “fathers [had] the same sentimental appeal that mothers have.” Sonora Smart Dodd of Spokane, Washington is widely recognized for pioneering Father’s Day. She wanted to establish an official day for celebrating male parents, equal to that of their female counterparts. She campaigned around her community in order to gain support for her idea, and eventually she became responsible for pushing the nation’s first statewide Father’s Day in 1910.
In the years following, the holiday started to gain national recognition. First, President Woodrow Wilson honored the day in 1916 by unfurling a flag in Spokane from Washington, D.C. Then, in 1924, President Calvin Coolidge personally urged the state governments to observe the holiday. The Father’s Day cam -


paign push was not without its challenges throughout the 20s and 30s though. According to historians, some men felt that the holiday was attempting to “domesticate manliness with flowers and gift giving” and that it was “a commercial gimmick to sell more products– often paid for by the father himself.” However, when World War II (WWII) began, advertisers argued that celebrating Father’s Day was a way to honor American troops. By the end of the war, Father’s Day had gained more traction than ever before. Finally, in the midst of an arduous re-election campaign, Richard Nixon signed the proclamation to make Father’s Day a federal holiday.
Father’s Day is recognized in countries all over the world, and although each country may celebrate in slightly different ways, the purpose remains the same. Remember to wish a father a happy Father’s Day this June!

Beyond sheltering animals, Remy’s Reign also contributes to the welfare of the community by providing trap-neuter-return (TNR) services for community cats and free microchips for pet owners, fostering a culture of responsible pet ownership.
At the core of Remy’s Reign lies a profound philosophy: that every animal deserves a chance to find a loving home. Lauren Todd passionately emphasized this belief, stating, “Every animal deserves a chance in life to find their forever loving home.” This guiding principle serves as the driving force behind the organization’s tireless efforts to alleviate the suffering of homeless animals and provide them with a brighter future.

Meet Courtney, a delightful 2-year-old Black and Tan hound mix eagerly awaiting her forever home. Courtney thrives in the company of other dogs and has a special affection for children, making her an ideal addition to any family dynamic. Fully house and crate trained, she eagerly awaits adventures, whether it’s going for leisurely walks or accompanying you on car rides. Courtney’s journey to finding her forever family began when we took in three malnourished puppies, aiding in their rehabilitation and adoption. Shortly after, we discovered Courtney trapped in a house for almost two weeks after her owner was incarcerated, while the puppies managed to escape. True to our commitment of never leaving a mom behind, we welcomed Courtney into our rescue, where she has since blossomed. Despite her incredible qualities and multiple appearances at adoption events and on our site, Courtney has yet to find her perfect match. TIPS FOR DINING WITH YOUR DOG
BY LUCINDA HAHNDog-friendly restaurants and bars offer a great way to spend time with your pooch. These tips will help make it an enjoyable, stress-free experience for both of you.
Check the Rules: Each establishment will have its own restrictions. Some places may require dogs to be on a leash at all times, while others may have rules on the size or breed of dogs allowed. Calling ahead will avert any unwelcome surprises.
Ensure Proper Socialization: If your dog exhibits aggressive or anxious behavior in crowded environments, it may be best to leave them at home. Tip: Arrive early to give your pup time to adjust to the new environment before the crowd swells.
Bring the Essentials: Pack a bag with water, a portable water bowl, doggie waste bags and some treats. Having these items on hand will ensure that your dog stays comfortable. Consider bringing a lightweight pad for your pooch to lie on.

Keep Your Dog Occupied: Bring along toys or chew treats to keep your dog busy while you enjoy your meal or drinks. Tip: Feed your dog before you leave home. A satisfied dog is less likely to beg for food or become disruptive.
Be Mindful of Other Diners: Keep your dog from approaching other diners or pets unless invited. While you may adore your furry friend, not everyone shares the same sentiment. If your dog gets noisy or disruptive, promptly address the behavior or remove them from the establishment.
Be a Responsible Pooper Scooper: Accidents happen, so be prepared to clean up after your dog if they have an unexpected bathroom mishap. Promptly remove any waste and notify the staff so they can assist with cleanup if necessary.

Step 1: (Optional) Paint the 4 plastic bottle caps for the wheels. Let the paint dry completely.
Step 2: Ask an adult to cut the straw into two pieces, each about 3 inches long.
Step 3: Cut the bamboo skewer into two pieces, each about 4 inches long, slightly longer than the straw..
Step 4: Glue the two straw pieces vertically, opposite to the paper cup, leaving a 2-inch space in between.



Step 5: Insert each bamboo skewer piece into each straw (alongside).
Step 6: Ask an adult to hot glue the 4 plastic bottle caps at the end of each bamboo skewer to form the wheels.
Step 7: Glue the wiggly eyes on the bottom of the paper cup and draw a happy smile (optional).
Step 8: Tie a string to the top of the hoop for hanging. Now your car is ready for a race! Who will win?

Super Salsa
(con Frijoles Negros)
BY HENRY JEUNETAbout 20 years ago, my mother introduced me to a salsa recipe that she got from a friend. The black beans made me nervous, but I gave it a try. I was blown away.
For the next few years, anytime I went to a picnic or potluck dinner, I always made sure to bring this salsa. It was super-easy to make and it always stood out. It even won an “award” at one party. For that contest, I needed to give it a name, so I wrote “Super Salsa con Frijoles Negros,” which just means “Super Salsa with Black Beans.” And the name stuck.
Even now, this recipe is still a hit at home and at parties. Most of the ingredients can be supplied with canned food. But fresh ingredients are always better, so feel free to substitute at will. Just remember to keep the amounts as close as possible.
1 can (15oz) diced tomatoes, drained
1 can (15oz) black beans, drained
1 can (15oz) yellow corn*, drained
1 can (4oz) green chiles
½ cup Italian dressing
2 stalks scallions (aka green onions), chopped
Add all of the canned ingredients to a bowl and stir.
Next, add the chopped scallions. If you’re only using canned foods, the scallions add an aroma that freshens up the other ingredients.
Finally, add the Italian dressing. This is the secret weapon that makes this salsa stand out.
Refrigerate (overnight if possible). Like revenge, this salsa is best served cold.
Serve with tortilla chips. This salsa can also be used as a topping for chicken or steak. Or you can add a few scoops to your salad. It’s extremely versatile.
*Early on, I once accidentally used cream corn, and the response was… not enthusiastic.

TIPS FOR GRILLING FRUIT
BY CASSIDY SCHWIMMERMeat and veggies are common foods thrown on the grill in the summertime, but have you ever thought about grilling fruit? This tasty treat is a staple in my household as the days get warmer. Here are some ideas on how to grill up some sugary produce at your next BBQ.
Pineapple - A classic fruit to put on the grill. Grilled pineapple tastes not only wonderful on its own but paired with ham or beef for an added acidic taste. It can be grilled with or without the use of a barrier between the fruit and the gridiron. If you are worried about the fruit sticking, try adding oil with a higher smoking point and little taste, like avocado oil.
Watermelon - I know it sounds like this fruit wouldn’t grill well, but it is actually my favorite to sear! Watermelon, as the name suggests, does release a lot of water as it cooks, so try not to press down on the fruit when trying to get those perfect grill marks. Instead, cut this fruit into wedges with the rind intact, so it holds its shape, and then leave it alone! Sprinkle some salt (my favorite is flakey sea salt) or other savory seasoning to take the flavor to the next level.
Mango - This Latin American dish is popular for a reason. Often sold as street food, it is delicious and best served spicy! Sprinkle on some chile powder or spritz with lime. The best way to grill is to cut the fruit into halves, and then create a diamond-shaped pattern by scoring the flesh, taking care not to cut the skin. Brush the scored side with some oil and press face down for less than a minute.
Banana - Who wouldn’t love caramelized grilled bananas? This popular dessert is best served with a heaping scoop of vanilla ice cream. Just combine honey and sugar, pour over open-faced, peeled bananas, and grill until tender. Very yellow or slightly greenish bananas work best so as to not overcook them. Cook them quick, though! These fruits will burn easily.

Cranberry Peach Pomegranate Mocktail

A super refreshing mocktail that’s nothing short of an explosion of tangy and sweet flavor. It’s great alone or mixed with vodka or gin, or you can substitute champagne for the ginger ale for a delicious champagne cocktail.
Ingredients
1/2 cup frozen fresh cranberries
1 cup frozen fresh peach slices
2 cups pomegranate juice
1/2 tsp freshly crushed or grated ginger
1 liter (3 cans) of dry ginger ale
8-12 ice cubes
Directions

In a blender, combine cranberries, peach slices, pomegranate juice, and ginger. Puree until all pieces are crushed
Add ice to blender and do several pulse bursts to rough chop the ice cubes. Combine blended mixture with ginger ale and stir. Pour into glasses and enjoy!
Ideas for stepping it up a notch
Serve in sugar-rimmed glasses or flutes
Garnish with orange, lemon, or lime slices, a few pomegranate arils, or a sprig of fresh mint

Juneteenth Freedom Comes to Texas

Steward T. Henderson is the co-founder of the 23rd Regiment United States Colored Troops, a living history organization representing that regiment and other regiments of the United States Colored Troops. He is also a member of Company B 54th Massachusetts Volunteer Infantry. Steward is a member of the Emerging Civil War and has written blogs for their website and essays in a few of their books. He is a seasonal park ranger for the Fredericksburg and Spotsylvania National Military Park. He is a battlefield guide for Battlefield Tours of Virginia and a member of the newly organized African American Civil War Era Round Table.
Juneteenth, now a Federal holiday, brought freedom to the enslaved people in Texas. Although the Emancipation Proclamation was preliminarily issued on September 22, 1862 and signed into law on January 1, 1863, the enslaved people in Texas were not aware of their freedom. On June 19, 1865, Major General Gordon Granger informed the people of Galveston, Texas that the Civil War was over, and that enslaved people were now free.
During the early months of the Civil War, the United States gradually began leaning toward freeing the enslaved people of the South. General Benjamin Butler issued the “contraband of war” statement to a Southern slave holder, when he went to Fort Monroe to get his “runaway slaves.” On August 6, 1861, Congress passed the First Confiscation Act of 1861, freeing enslaved who had been forced to work on Confederate works. On July 17, 1862, the Second Confiscation and Militia Acts passed, freeing enslaved who reached the Union military or free states. These acts also allowed Black men to serve in the military, as the military “deemed necessary to suppress the rebellion.”
President Abraham Lincoln issued the preliminary Emancipation Proclamation on September 22, 1862, five days after the Union victory at Antietam. He signed the Emancipation Proclamation on January 1, 1863. This act freed all of the enslaved in the Southern states still in rebellion against the United States. The 13th Amendment abolishing slavery passed January 31, 1865.
President Lincoln promoted Major General Ulysses Grant to Lieutenant General and appointed him General in Chief of the United States Army in March 1864. General Grant had all of the Federal armies attacking the Confederacy every day until Confederate General in Chief Robert E Lee surrendered at Appomattox court House on April 9, 1865.
Major General Gordon Granger was in command of the Department of Texas on June 19, 1865. He lands at Galveston, Texas, on that day, he informs the people of Texas that the Civil War had ended, and the enslaved people were now free.
General Order 3:
“The people of Texas are informed that, in accordance with a proclamation from the Executive of the United States, all slaves are free. This involves an absolute equality of personal rights and rights of property between former masters and slaves, and the


connection heretofore existing between them becomes that between employer and hired labor. The freedmen are advised to remain quietly at their present homes and work for wages. They are informed that they will not be allowed to collect at military posts and that they will not be supported in idleness either there or elsewhere.”
The Emancipation Proclamation issued on January 1, 1863 had no effect in Texas because there was little presence of the Union army in Texas. When General Granger arrives with his troops, he has enough soldiers to enforce the freedom of the enslaved. Juneteenth is recognized as the oldest known celebration in commemoration of the end of slavery in the United States.
