A LETTER FROM OUR DIRECTOR

Parks and Recreation for All

The Lynchburg Parks and Recreation machine is in full swing for summer 2023! As we prepare for a season of excellence, our staff and partners welcome everyone to take advantage of the award-winning programs and events. Having participated in activities with Lynchburg Parks and Recreation from youth through adulthood, I am humbled and appreciative of the opportunity to serve as the department’s Acting Director.

The diverse offerings assembled in this program guide and our website provide a recreational outlet for all ages and interests. We listened to your suggestions and have done our best to accommodate residents and visitors in the Hill City. You will find amazing options for community events, athletics, aquatics, neighborhood center programs, artistic expression, cultural celebrations, festivals, educational forums, wellness, sustainability, and camps that are invigorating.

Most recently, our Lynchburg City Council approved the Lynchburg Virginia Parks and Recreation Master Plan and Needs Assessment. While this document does not guarantee delivery of all recommendations, it was a monumental work of data collection, community engagement, collaboration and vision. Take a look at the Needs Assessment at www.lynchburgparksandrec.com/master-plan-2022 and consider which goals would best uplift your City’s park system as the strategic action plan takes shape.

You are the stewards and gatekeepers for Lynchburg Parks and Recreation. The successes we see are a direct result of your support, involvement, and love for a quality of life that holds access to parks as a key factor.

The staff of Lynchburg Parks and Recreation thank you in advance for an awesome summer 2023!

Yours,

PARKS & REC DID YOU KNOW

People who live near parks are both physically and mentally healthier than those who do not.

• 74% of U.S. residents live within a walkable distance of a local park or other recreation opportunity (including playgrounds, open space, recreation centers).

• Access to indoor and/or outdoor recreation facilities and frequency of park visitation correlate with greater physical activity; people who use parks and open spaces are three times more likely to achieve recommended levels of physical activity than non-users. .

• Greenspace exposure corresponds with improved physical health, including decreases in stress, blood pressure, heart rate, and risk of chronic disease (cancer, diabetes, cardiovascular heart disease).

• Time spent in nature positively impacts mental health by increasing cognitive performance and well-being and alleviating illnesses such as depression, attention deficit disorders, and Alzheimer’s.

• Children with access to parks and facilities have shown decreased prevalence of obesity compared to children without access

• Inadequate/Insufficient physical activity leads to greater aggregate health care expenditures. Annual healthcare costs are significantly lower for adults who maintain moderate or high physical activity levels and adults who increase physical activity levels in early adulthood (in comparison to adults who were consistently inactive from adolescence into middle age).

infrastructure project updates

TINBRIDGE HILL COMMUNITY PARK

Construction continues on the overlook and trailhead at the terminus of Hollins Street in the Tinbridge Hill neighborhood. The project, which was funded by a Community Development Block Grant, consists of an all-weather surface overlook in a natural setting, outdoor tables and seating with shade structure, native landscaping, and a new paved 6-foot-wide trail connection that ties into the Creekside Trail below the site. Portions of the site are planned to be ADA accessible. The contractors worked to preserve several significant trees on the site and feedback from the neighborhood has been overwhelmingly positive. The project should be completed in April.

PERRYMONT PARK

We have recently been awarded a total of $320,000 in state grants and the City has allocated an additional $200,000 in CIP funding for improvements to Perrymont Park. We are in the process of contracting with LPDA to complete site plans in accordance with the preliminary Concept Plan and Master Plan. The plans will include a paved ADA accessible walking trail loop, sidewalk connecting walking loop to wetland and picnic areas, raked woods walk to athletic fields, raked nature path through the woods to the entrance at Oakdale, raked nature path to Sandusky/Greenwood Drive, complete sign package, new dog park with fencing, gates, dog waste receptacles, trash receptacles & benches, picnic tables and outdoor classroom areas with pad for a greenhouse, and associated landscaping and entrance features. The design for a new bus entrance & turnaround is also included, to be constructed at a later date by LCS.

The site design will include rain gardens, bioswales, and other green/LID methods so that the impacts are to be kept as low as possible, to utilize best management practices with erosion and sediment control, and to protect existing stormwater inlets, parking areas, mature healthy trees, and landscaping to the greatest extent possible. The public will be invited to a special meeting to view and comment on the plans when they are drafted.

JEFFERSON PARK

Designs for Phase 1 of the Jefferson Park improvement project have been approved by the City’s Technical Review Committee and bidding is expected to be underway shortly. This phase of the project will include the northern portion of the pedestrian walkway surrounding the field and associated site lighting, all stormwater BMPs, drainage structures, and channels; a Community Pavilion; natural landscaping of the hillsides and area around the Plaza; marking the pedestrian pathway through the plaza, and construction of a safety handrail, electrical work, and site furniture on the Plaza. The Plans also include an ADA pathway down to the lower area and basketball courts from Kirby Street as well as ADA improvements to the Amphitheater. These improvements will be implemented as funding becomes available and are the subject of a CDBG application for this year.

For generations, neighborhood centers have been community hubs, where parents, students, seniors, families, and neighbors all gather. While times have changed, our purpose remains the same–to cultivate neighborhoods which support the people who live there.

In addition to running the Summer Lunch & Play program for school-aged youth, we are finding new ways to connect with neighborhood residents of all ages. Check with your local center about summer gatherings in your neighborhood. Visit our website in the Fall to see our Zumbini® schedule!
