Here at Lynchburg Parks and Recreation, our goal is to provide access to our recreation programs for all local citizens. If you’re a Lynchburg City resident in need of financial assistance to participate in parks & recreation programs, you and your family members may qualify for a scholarship. Applications are available on our website, at any of our community centers, or at our office at Miller Center. Applications must be submitted in-person, before you register, and 5 business days prior to a registration deadline.

infrastructure project updates
RIVERSIDE PARK
In November, we submitted for a $750,000 grant from the National Park Service to renovate and refurbish the old Riverside Park Pool. The grant has no match requirement and will help to implement the vision set forth in the Riverside Master Plan for the pool area as a place of “Reconciliation and Remembrance” and will include interpretive installations that tell about the history of the Civil Rights struggle in Lynchburg. Guided by the Steering Committee made up of current and retired city staff, historians, and representatives of the Legacy Museum, the plans include interpretive installations that tell about the history of the Civil Rights struggle in Lynchburg.
These plans include completing re-parging and painting the old pool walls, repairs to the old bluestone sidewalk around the pool, installing a handrail for safety, site lighting and electrical work, landscaping, an interactive kiosk, and an interactive water feature built into one outside corner of the pool out of some of the old stonework that remains from a landscaping wall that bordered the “Old-fashioned Garden” that was installed in the 1920s when the pool was originally built. The space will be used for public education, community events, and outdoor performances. The National Park Service will announce the winners of the grant next year.
JEFFERSON PARK
Designs for Phase 1 of the Jefferson Park improvement project had been submitted and are under review by the City’s Technical Review Committee. This phase of the project will include the northern portion of the pedestrian walkway surrounding the field and associated site lighting, all stormwater BMPs, drainage structures, and channels; landscaping of the hillsides and area around the Plaza, marking the pedestrian pathway through the plaza and construction of a safety handrail, electrical work, and site furniture on the Plaza.
The Plans also include an ADA pathway down to the lower area and basketball courts from Kirby Street as well as ADA improvements to the Amphitheatre, and a Community Pavilion to be constructed on the Plaza. These improvements will be implemented as funding allows.
TINBRIDGE HILL COMMUNITY PARK
The kickoff meeting for the community park at Tinbridge Hill, located on two lots the City owns at the terminus of Hollins Street, was held on October 24, 2022 at the project site. Coleman Adams won contract to build the project with their $369,000 bid and expects to begin work on or about November 15, 2022.
The project consists of an all-weather surface overlook in a natural setting, outdoor tables and seating with shade structure, native landscaping, and a new paved 6-foot-wide trail connection that ties into the Creekside Trail below the site. Portions of the site are planned to be ADA accessible. The project was funded by a Community Development Block Grant.

For generations, neighborhood centers have been community hubs, where parents, students, seniors, families, and neighbors all gather. We’re still here, after all of these years; and while times have changed, our purpose remains the same –to cultivate neighborhoods which support the people who live there.
In addition to running the popular Learn & Play afterschool program, we are finding new ways to connect with neighborhood residents of all ages. There are caregiverattended preschool programs, adult classes, senior adult programs, and opportunities for neighbors to enjoy time together. Class is offered at a gentle pace and builds upon more complex combinations and modern dance choreography, based on the technique of Merce Cunningham, an American modern dance pioneer. Kick-Off 2023 with a Winter Wellness Challenge to cultivate new and healthy habits. Walk, run, bike; attend fitness classes, health presentations, and more during the months of January and February to earn wellness points. Submit your completed log with a total of at least 23 points to earn a “23 for 23 Winter Wellness Challenge” finisher medal and a chance to win the grand prize raffle. A non-profit organization bringing the joy of bicycle riding to those who no longer can. Visit the Riverwalk Trail at Percival’s Island and experience nature along the James River. The Legacy Museum of African American History invites the public to Celebrate Black History Month by virtually tuning into the Quincy Armstrong Show! The program will air weekly, throughout the month, Sunday afternoons at 3:00pm on LTV. Episodes can also be viewed on the Lynchburg Parks & Rec YouTube channel. The show features history professor Quincy Smith, who uses theatrical entertainment to promote education through interviews with historical figures spanning from slavery to the present day.
