During the inspection by the CDF committee and inspectors from the Kabwe municipal council, it was observed that the project which commenced in 2013 and built like a house had no windows in the holding cells and space for the front desk among other things.

Spring TV’s false reporting irks IBA SIMON MUNTEMBA Writes @SunZambian THE Independent Broadcasting Authority (IBA) has expressed dismay by the false reporting of an online television station, Spring TV which reported that former General Education Minister, David Mabumba had died after committing suicide when not.

In a statement, IBA director general, Josephine Mapoma however clarified that the authority had no jurisdiction to take any action against the online TV station for false reporting because it was not licensed by IBA. Ms Mapoma said Spring TV was not licensed by the authority and as such it was not bound by its regulations.

She further explained that the IBA Act did not provide for the regulation of content broadcast over the internet.

"That notwithstanding, IBA stands with various stakeholders to condemn the false reporting that happens on the Internet and wishes to urge all media practitioners to abide by the journalism code of ethics," Ms Mapoma said.

$1.5m Mbala sewer project to kick-start GOVERNMENT with support from the African Development Bank (AfDB) is set to construct a new sewerage system in Mbala district at a cost of US$1.5 million.

Chambeshi Water Supply and Sanitation Company Project, Justin Chongo said government has since engaged a Chinese contractor, China State to undertake the project.

ZANIS reports that Mr Chongo confirmed the development during a sensitization meeting yesterday.

Mr Chongo added that the contractor has already started mobilizing in readiness for commencement of works.

He explained that the project which will have five sewer ponds will take about 18 months to be completed.

“This project will have five sewer ponds in selected areas in the district. It will be undertaken within 18 months. And the good news is that the contractor, China State has already started mobilising for the works,” Mr Chongo said.

Mr Chongo revealed that once complete, the project will help to improve hygiene in in the district as people are currently depending on septic tanks for disposal of waste products.

“Once the sewerage is done, the town will have good hygiene system unlike previously when people resorted to constructing soakaways and septic tanks,’’ he said.

The project is a result of government response after the people of Mbala requested President Edgar Lungu to consider awarding a contract for sewer network in the area.

Lukanga Water Supply and Sanitation company (LgWSC) said in a statement that the recurring theft of the electrical power cable at Kalulu underground water sources has affected the normal water supply in most parts of the district.

Public relations manager, Siwa Mweene said the sad development has affected power supply to three Boreholes affecting about 14000 cubic meters of water supply.

Ms Mweene said Vandalism was becoming a major concern for the water utility as the act on public infrastructure has become rampant the district.

"LgWSC bemoans the recurring theft of electrical power cables at Kalulu underground Water sources in Kabwe’s

Kalulu Forest Reserve," she said. Ms Mweene said the development which occurred around 02 hours yesterday has affected the normal water supply as power was only restored after 08:00.

Ubuntu Court KK won’t pay legal fees – Supreme court CHINTU MALAMBO writes @SunZambian THE Supreme Court has quashed a default judgment where the lower court ordered first President Kenneth Kaunda to pay $645 to Central Chambers legal firm and five others, as a legal service fee.

The Supreme court set aside the default judgment on grounds that the evidence shows that Central Chambers in 1998 undertook to represent Dr Kaunda on pro-bono basis.

The evidence was according to the United National Independence Party-UNIP's Central Committee Meeting Minutes of February 28 and March 04, 1998.

Central Chambers and others had represented Dr Kaunda in the Misprision of Treason and citizenship and other cases in the late 1990s.

UNIP the former Zambia's Ruling Political Party, led by first President Dr Kaunda before the country's independence in 1964 until 1991 was the second appellant in the matter.

The Supreme Court has further ruled that the legal fees claim against Dr Kaunda was tainted with irregularity.

The court has found no

evidence adduced that the bill for legal service was issued to warrant the Central Chambers claim against Dr Kaunda.

The court has thus observed that the legal fees claim by Central Chambers and others was contrary to legal Practitioners Act Chapter 30 of the Laws of Zambia and Order 50 rule two of the High Court.

The Supreme Court consequently, referred the respondents to the Legal Practioners' Committee of the Law Association of Zambia (LAZ) to determine an appropriate action against them.

The court could not met out the penalty against them as they did not exculpate themselves during the legal fees claim appeal Case.

The case was presided over by five Supreme Court Judges -including Retired Deputy Chief Justice Marvin Mwanamwambwa and Deputy Chief Justice Michael Musonda.

Others were Judges Mumba Malila, Charles Kajimanga and Nigel Mutuna.

In 2013 the Lusaka High Court turned down Dr. Kaunda's application to set aside the default judgment that compelled him to pay $645 legal service fees to Central Chambers and others.

Two in court for illegal possession of meat of threatened wildlife

TWO women have pleaded not guilty of unlawful possession of 178.6kgs of assorted wildlife meat of both threatened wildlife and non-protected animals in Itezhi Tezhi Magistrates Court.

Annie Kawalika, 36, of Mazabuka in Southern Province and Gladys Mungabwa, 43, of Shanfunaula village in Chief Kaingu’s Chiefdom in Itezhi Tezhi District in Central Province are both charged of two counts.

In count one the duo are charged with unlawful possession of meat of protected animal contrary to section 130(1) of the Zambia Wildlife Act No. 14 of 2015 of the Laws of Zambia.

Particulars of the offence allege that the duo, on 18th July 2020, in Itezhi Tezhi, jointly and whilst acting together, had in their possession assorted meat of protected animals namely 35.1kgs of Sable Antelope meat and 10.1kgs of Roan Antelope Meat without a certificate of ownership issued to them by the Director of the Department of National Parks and Wildlife in respect thereof.

In the second count, the duo is charged with unlawful possession of government trophy, contrary to section 97(1) of the Zambia Wildlife

Particulars of this offence allege that on the same day, the duo, in Itezhi Tezhi jointly and whilst working together, had in their possession assorted Game meat namely 94.4kgs of Buffalo meat and 39kgs of warthog meat without a certificate of ownership issued to them by the Director of the Department of National Parks and Wildlife in respect thereof.

When the matter came up for plea before Itezhi Tezhi Magistrate Mugala Chalwe , Kawalika and

Mungabwa pleaded not guilty to both counts and the matter has since been adjourned to August 3rd, 2020 for commencement of trial.

If found, guilty the duo will be given a prescribed sentence of five years for the first count.

When we talk about files on our gadgets, many people will state that they have “nothing to hide,” and it is true that few of us are engaged in any seriously illegal activity.

Even then, there may be perfectly legal but embarrassing information in your life that you would like to keep hidden: private photos, personal discussions, or business secrets. This ‘personal data’ are often what hackers and cyber bullies target.

There is increasing evidence that the Internet and social media can influence suicidal thoughts.

Important questions are whether this influence poses a significant risk to the public and begs the question on how our public health facilities address the issue.

Kaela as such vices have continued to occur in Zambia and if not well controlled, may lead to loss of life.

Internet users very often do not know the far reaching consequences of undertaking certain activities on the internet and in this particular incident, there have been many voices on social media that have unapologetically circulated pornographic materials and even made comments that border on libel and hate speech.

The effects of cyber bullying and hate speech online can hit hard on any person, whether young or old and this can have a further impact on their work performance, health, social interactions and general well-being.

It is therefore gratifying to note that plans are underway to sponsor a private member’s motion in Parliament that will address cyber bullying and internet abuse.

If cyberbullying is not handled appropriately, it may led to negative emotional responses and poor psychological adjustment.

EGAN Thee Stallion has been having a tough time in the wake of the Tory Lanez shooting incident. The “Girls In The Hood” rapper addressed the “scary” event for the first time during an Instagram Live session earlier this week, calling it the “worst experience” of her life.

The two kids were a marvel to watch and Taza's mix was a true reflection of what he has been learning from the father especially during the Covid-19 lockdown. Demand for the greenback is increasing with the view that most trading countries are opening up markets amidst Covid-19 easing, says Absa Bank Zambia daily market report.

According to the report, the Zambian Kwacha traded weak in Wednesday’s session, adding more losses from the previous session.

“At 08:30hrs the kwacha was quoted at 18.200/18.250 against the US dollar on the bid and offer respectively, depreciating throughout the day to close 4 Ngwee weaker at 18.240/18.290/US$,” said the bank.

Cavmont Bank Zambia indicated that in the interim, market participants would remain cautious and would look to determine the currency pair's next move.

The Banks aid the local until was still largely unchanged against the United States dollar on Wednesday as it continued trading K18.225 / K18.275.

“The currency pair did at some point almost breach the $1/18.300 barrier as some interbank players started protecting their offer side.

“Market activity was mostly subdued during the session with very little being seen from importers,” Cavmont said.

On the money market, the volumes of funds traded on the interbank moved downwards in yesterday’s trading session to K487.80 million from K555.00 million.

The liquidity levels however were little changed moving to K3, 559.79 million from K3, 680.59 million seen the previous day.

The overnight interbank rate was back to its habitual level of 9.00 percent.

Meanwhile, the local markets were relatively quiet in Wednesday’s trading session with yields remaining unchanged.

However, the 16/2020 Treasury bill primary auction was scheduled to be held yesterday.

The previous auctions have been overwhelming from both onshore and offshore investors.

The market expects the auction to be oversubscribed on the back of current liquidity with a drop in yields across all tenors.

HE annual inflation rate has for the second time this year reduced due to a decline in food prices.

Zambia recorded its first reduction this year in June at 15.9 percent from 16.6 percent in May 2020, before registering another slight decline last month of 15.8 percent.

The annual inflation rate started this year with a 12.5 percent, but moved further up in February to 13.9 percent and 14.0 percent in March.

It then went up to 15.7 percent in April before getting to 16.6 percent in May. The decrease in the annual rate of inflation was mainly attributed to price decreases in food items, says Zambia Statistics Agency (ZamStat) Interim Statistician, Mulenga Musepa.

He indicated that food inflation decreased to 16.1 percent from 16.3 percent.

Mr Musepa said this yesterday in Lusaka through ZamStat Assistant Director for economics, Joseph Tembo, when announcing the Monthly Bulletin for July which was took place via webinar.

“This means that on average, prices of goods and services increased by 15.8 percent between July 2019 and July 2020.

The decrease in the annual rate of inflation was attributed to price decreases in food items.

“The decrease in the annual food inflation was mainly at-

tributed to decreases in prices of food items such as cereals (Breakfast Mealie meal, Roller meal, Maize grain, Samp) and Vegetables (Rape, Tomatoes, Cabbage, Onion,” Mr Musepa said.

He also said the Year- toDate inflation was recorded at 9.7 percent in July 2020, higher than that of the corresponding period in 2019 of 5.8 percent.

This, Mr Musepa explained, meant that the average prices of goods and services increased at a faster rate in 2020 compared

to the same period in 2019.

He also said the year-on-year food inflation rate for July 2020 was recorded at 16.1 percent compared to 16.3 percent recorded in June 2020, indicating a decrease of 0.2 percentage points.

“This development was mainly attributed to reductions in prices of food items such as cereals (Breakfast mealie meal, Roller mealie meal, Maize grain, Samp) and Vegetables (Rape, Tomatoes, Cabbage, Onion),” Mr Musepa said.

Cassava out-growers get tech aid Zambian Breweries introduce Chembe BanQu payment system

by Zambian Breweries has equipped farmers with digital financial skills as well as financial knowledge, says Luapula Province, Nickson Chilangwa.

Mr Chilangwa said the project had empowered small-scale farmers through the Chembe BanQu automated payment system.

He said the smart agriculture initiative had given cassava farmers in the province a sure market for their produce.

He said this in a speech read by Luapula Province Assistant Secretary Charles Daka during the launch of the 2020 cassava harvest season at Mansa’s Farm Institute recently.

“Gone are the days of

cassava wastage in our province due to lack of buyers. Gone are the days when our farmers would travel several miles in search for buyers, because Zambian Breweries is on board as that reliable buyer and agro-partner,” Mr Chilangwa said.

Zambian Breweries launched its cassava project in 2016 to increase local sourcing of raw materials and improve the livelihood of smallholder farmers in Luapula, Northern and Muchinga provinces.

The country’s largest brewing company is targeting to buy between 3,000 and 4,000 tonnes of cassava in 2020 from last year’s 3,000 tonnes.

Mr Chilangwa also said the launch of the 2020 cassava harvesting and buying season in Zambia was another milestone in the growth of the cassava

subsector in the country.

During the launch, Zambian Breweries together with Musika and cassava aggregators donated various items aimed at keeping cassava farmers in Luapula province safe as they harvested the root crop under the ‘new normal’.

The items included thermometers, hand sanitisers and face masks.

And Musika donated a brand-new Isuzu pickup truck valued, just under, at K600,000 to the Cassava Project.

“This Isuzu pickup truck will go a long way in helping our farmers access the market faster and easier, thereby, making the whole process efficient,” said Musika Cassava Diversification Manager, Victor Chisi.

Cassava is a key ingredient in brewing the company’s affordable local beer brand Eagle Lager.

ZAMBIA is as open to investments from other African countries as it is from investments from other continents in the world, Zambia Development Agency (ZDA) board chairman Fisho Mwale has said.

“Zambia is well positioned to promote not only Zambians into other African markets, but also other African investors and entrepreneurs into the Zambian space. It is therefore imperative that Africans start growing from their own resources and entrepreneurial skills, Mr Mwale said.

Mr. Mwale was speaking when he paid a courtesy call on His Excellency Jeronimo Chivavi, High Commissioner of Mozambique to Zambia and Dean of the Diplomatic Corps.

According to a statement issued by ZDA Acting Manager Communications and Public Relations, Kabwe Phiri, the board chairman says Zambia wants to further strengthen its economic relations in terms of trade and investments with its neighbouring countries and Africa at large.

“We want you to express on our behalf to all the African ambassadors that ZDA has an open door policy in terms of investments, trade, entrepreneurship and joint venture partnerships even with African countries,” stated Mr. Mwale.

“ZDA which is at the

centre of entrepreneurial and industrial development … There are so many ‘Dangotes’ out there who are welcome into Zambia and equally, we do have Zambians with comparative advantage who can enter the African market place for investment, industrialisation and export oriented activities,”he emphasised.

The board chairman reiterated the position of the Agency in promoting intra Africa trading activities within Africa.

And his Excellency Jeronimo Chivavi, the Mozambican High Commissioner to Zambia expressed gratitude at the visit by the Agency to his office.

Mr. Chivavi stated that as Mozambique is scheduled to take over the Southern African Development Community (SADC) chairmanship next month, his office will arrange a meeting with all the African Ambassadors in Zambia and invite the Agency to make a presentation to the ambassadors and engage them on an individual basis.

The High Commissioner further invited the Agency and the Zambian private sector to a SADC business forum to be held in Mozambique next year.

“We want the ZDA to help mobilise Zambian private sector to participate in the business forum scheduled for March next year to promote trade, investment and partnerships,” said Mr. Chivavi.

Russia aims to become the world’s first country to have a Covid-19 immunization formula approved, according to the head of the country’s sovereign wealth fund, which is bankrolling the research. Kirill Dmitriev told US TV “Americans were surprised when they heard Sputnik’s beeping. It’s the same with this vaccine. Russia will have got

there first.” “[Nevertheless] our scientists focused not on being the first but on protecting people,” cautioned Dmitriev. He previously noted that Russian experience in working on remedies for Ebola and MERS gave it an advantage in responding to the current pandemic.

Monday that the second phase of clinical tests of an anti-coronavirus vaccine developed by the team at Gamalei is nearing completion. The vaccine’s state registration will be addressed after the tests are over.

The product “uses human adenovirus vectors that have been made weaker so they do not replicate in the body,” CNN noted. “Unlike most vaccines in development, it relies on two vectors, not one, and patients would receive a second booster shot.”

Kenyan governor backs unproven Covid-19 cure

HARARE – The controversial governor of Kenya's capital Nairobi has voiced his support for claims that the anti-malaria drug hydroxychloroquine can cure Covid-19, despite a lack of evidence that it’s effective.

Mike Sonko shared a viral video by a group called America's Frontline Doctors.

In the video, members of the group promote hydroxychloroquine both as a preventative measure and as a cure for Covid-19.

The World Health Organization (WHO) say "there is currently no proof" that hydroxychloroquine is

effective as a treatment or prevents coronavirus.

It warns that "the misuse of hydroxychloroquine can cause serious side effects and illness and even lead to death.”

In July, the US Food and Drug Administration (FDA) warned against the use of the drug outside a hospital setting because of possible heart problems in patients.

Mr Sonko said a relative working for the Kenya Ports Authority had been cured after being treated with hydroxychloroquine.

He floated a delay until people could "properly, securely and safely" vote.

There is little evidence to support Mr Trump's claims but he has long railed against mailin voting which he has said would be susceptible to fraud.

US states want to make postal voting easier due to public health concerns over the coronavirus pandemic.

Under the US constitution, Mr Trump does not have the authority to postpone the election himself. Any delay would have to be approved by Congress. The president does not have direct power over the two houses of Congress.

In a series of tweets, Mr Trump said "universal mail-in voting" would make November's vote the "most inaccurate and fraudulent election in history" and a "great embarrassment to the USA".

He suggested - without providing evidence - that mail-in voting, as it is known in the US, would be susceptible to foreign interference.

“The [Democrats] talk of foreign influence in voting, but they know that Mail-In Voting is an easy way for foreign countries to enter the race,” he said.

Mr Trump also said postal voting was “already proving to be a catastrophic disaster” in areas where it was being tried out.

Egypt's new law hinders soldiers from joining politics CAIRO – Egypt's President, Abdel Fattah al-Sisi, has ratified a law banning active or former officers from running for the presidency or parliament without the permission of the supreme military council.

They ar also banned from joining political parties.

Critics say the law is designed to entrench President Sisi’s power by preventing any other military figures from squaring off against him.

In 2018, the former military chief-of-staff, Sami Anan, was arrested after the military accused him of seeking to run in the presidential election without permission.

The army is highly visible in Egypt, with all but two presidents having military backgrounds since the country became a republic.

The new law will also see military advisers assigned to each of Egypt’s 27 governorates.

A FLYING, HARD TACKLING DEFENDER BIRTH AND ROOTS John Soko was born on May 5, 1968 in the small mining town of Kalulushi of the Copperbelt Province of Zambia.

Soko launched his early football career by playing for Kalulushi Secondary School main team in the back four between 1986 and 1991. During the same period, he would train for the town’s biggest team, Kalulushi Modern Stars where he undoubted defensive skills and qualities were unveiled and noticed. Soon, the up-andcoming defender became an integral part of the main team around 1997.

STYLE OF PLAY A defender who regarded to be beaten to the ball as something of a taboo or espionage of a kind, Soko, more often than not, was viewed as being a little overzealous at times with his lunging , flying tackles in some sections of the media and the Zambian faithful generally.

A schooled right-back who almost made the position more like personal-to-holder, Soko, of slender frame, was surprisingly strong than his frail appearance suggested – a terrier of a defender in the truest sense of the word.

He was not just a hard tackler of enormous proportion, but a power header of the ball who always gave his all total and complete commitment to the cause of his teams – both at club and national level.

So for the former Dynamos and Nkana man to held the position like it were personal-to-holder for close to three years on the bounce, was an exceptional feat and it would appear that had it not been for the April 1993 Gabon Air Disaster, the nonnonsense right-back was to hold on to the position till kingdom come.

Despite the short spell Soko spent at Kalulushi’s Independence Stadium, he is often mentioned in the same breath alongside some of the biggest names to have graced the team over the years, the likes of Abel Nonde, (the

team’s all-time record goal-scorer in a single season with 80 goals netted in the 1969 season in all competitions when the team were in the old second Division when they were relegated from the topflight in 1968 as the basement side alongside Kabwe United), Chris Mwango-Musonda, Dave Chimfupeni, Joseph Chiyungi, Mwelwa Mupeta and the Mofya brothers – John and Danny among others.

Come 1992, Soko had crossed over to Arthur Davies Stadium as a Power Dynamos player where his new team had an indifferent season.

Soko was a bachelor at the time of the plane crash in Libreville, Gabon.

But according to impeccable sources who included his young brother nicknamed “Shaka” who also played for Kalulushi Modern Stars after his brother died in the infamous Gabon plane crash, Soko, who was understandably courting a nurse, was arranging to say goodbye to bachelorhood several months upon his return from the Senegal where Zambia were headed to play that country’s national team in a 1994 Tunisia 1994 African Cup of Nations (AfCON) qualifier.

The men who gave Soko a rude awakening in the final that year were the trinity goal-scorers in the names of Maybin M’gaiwa, Timothy Mwitwa and Whiteson Changwe – the last two mentioned with whom he perished in the Gabon plane crash of 1993. INF, in consultation with the host country Fiji, considered the factors that would need to be in place for the international event to go ahead in June next year.

“Given the uncertainty regarding factors such as the control of the COVID-19 pandemic and risk to health, closures of borders to visitors, consideration of quarantine requirements and restrictions on global travel, the decision was made to postpone the event based on its June date,” INF said.

The announcement comes after the recent decision that the Netball World Youth Cup qualifying events, which were due to take place in Africa, the Americas, Europe and Oceania before October 2020, be cancelled and that INF World Rankings be used to determine the qualifying teams for those regions affected.

Meanwhile, the Fijian Government have re-confirmed their commitment to hosting the event.

Fijian Minister for Youth and Sports, Praveen Kumar Balla said Fiji is looking forward to hosting the tournament.

“We remain committed to the sporting aspirations of girls and young women in Fiji and across the netball world. We look forward to hosting this event at an appropriate time when the world is a lot safer, international travel restrictions have eased and when all teams, and Fiji as your host nation, are certain of reaping a just return on their investment into the NWYC 2021.”

Four-time champions Australia along with New Zealand who have won the past two editions were scheduled to meet Barbados, Cook Islands, England, Jamaica Malaysia, Malawi, South Africa and Uganda were set to compete at the youth tournament in Fiji.

APSA Stars head coach Mohamed Fathi says the 19 positive cases of Covid-19 recorded will not prevent Pensioners from achieving their target of qualifying for the CAF Inter-club championships.

In an interview before NAPSA Stars’s crucial tie against Buildcon, Fathi said his team is ready and

would not be affected by the high numbers of Covid-19 cases recorded at the club.

Fathi said the Pensioners will not look for excuses ahead of the fixture against Buildcon FC because he expected the setback caused by the pandemic which is affecting everyone.

“We are ready for the game tomorrow and we are hoping to continue winning as we started before the lock down.

From the time the league resumed a few weeks ago, Eden log leadership has changed towns twice from Kitwe United who wrestled it from the then leaders Prison Leopards after making good use of one re-scheduled game to now Indeni FC of Ndola and there is a high probability chance it may change hands again this weekend unless if the latter have other ideas as they take on one tricky side Sinazongwe United away in Maamba.

Kitwe United, who are at par with Indeni on 49 points, may take it back if Indeni faulters at Kanzinze Stadium and the 'Chingalika' put the 'Soldiers' Chindwin Sentries at Garden Park in Kitwe against their sword.

Youth Netball World Cup postponed SUN SPORTS writes @SunZambian THE International Netball Federation (INF) has announced that due to the ongoing COVID-19 pandemic, the Netball World Youth Cup will no longer take place in June 2021.

The International Netball Federation (INF) announced on Thursday that the quadrennial showpiece for players aged 21 and under would still be hosted by Fiji but would be pushed back to either later next year or early 2022.
