35 year old Tanzanian Truck driver has died in a road traffic accident (RTA) after a Scania truck he was driving hit into two on-coming motor vehicles and overturned while he tried to avoid hitting into a pothole along the Great North Road. Muchinga Province Police Commissioner Lizzie Machina who confirmed the accident in an interview with Zambia News and Information Services (ZANIS) in Shiwang`andu yesterday, has identified the deceased as Hezron Mgina 35, of Dar-es-Salaam, Tanzania. Ms Machina said the fatal
accident occurred yesterday, Thursday 10 June, 2021 around 15:00 hours along the Great North Road in Chief Mukwikile`s area in Shiwang'andu district. The Police Commissioner said involved in the road accident was a Scania truck with registration T940BKS/T473AYH property of Inara Company, which was loaded with unknown goods from the northern direction heading to the south, and was being driven by the deceased mentioned. Also involved was an empty Scania tanker truck with registration T788DVH/T787DVH belonging to KVD Company which was being driven by Mateo Masele 38 of Dar-es-salaam, Tanzania and a Mitsubishi Canter with registration AQB 1278 loaded with 20 bags of cement and 40 iron sheets which was being driven by Alick Silengo 42 of Showgrounds area in Mpika district, Muchinga Province. Preach peace, traditional leaders implored PRESIDENT Edgar Lungu has passionately appealed to the chiefs in Lumezi district to preach the message of peace to their subjects, as well as to the politicians. President Lungu reiterated that peace was a cornerstone for economic development in the country hence the need to preserve it. He said all politicians should commit themselves to preserving the peace which Zambia has been enjoying since independence. "What we can say is that please we ask that you tell people from your villages that there
is no profit in fighting or killing one another. These are just elections and elections will be over one day and we shall remain one people," President Lungu said during a meeting with Chiefs Kazembe, Chitungulu and Chieftainess Mwanya and Mwasemphangwe in Lumezi district yesterday. The President said there was no profit in violence. "When peace is lost, it is difficult to regain it. So that's our plea through you chiefs because people listen to you," he said. towards developing the country when traditional leaders acknowledge his works and compliment him. He said it was demoralizing to hear people always criticizing the leadership even when they are benefitting from infrastructure such as rehabilitated and improved roads, social cash transfer, and the Farmer Input Support Programme, among other benefits. And Chief Kazembe, who spoke on behalf of other chiefs, said the people of Lumezi were solidly behind President Lungu's leadership. He said government has improved the lives of many people in rural areas. The President also met chiefs in Chasefu and Lundazi district where he inspected development projects. - ZANIS
Cashew initiative launched-Chasefu PRESIDENT Edgar Lungu has launched the cashew nut plantation initiative which is under the Zambia Integrated Forest Landscape Project (ZIFLP) in Chasefu district in Eastern Province. The 32.8 million United States dollar ZIFLP initiative is supported by the government in partnership with the World Bank. The project aims to provide support to rural communities in the Eastern Province, as well as to allow them to better manage the resources of their landscapes. The project further helps reduce deforestation and unsustainable agricultural expansion, and enhances the benefits received from forestry, agriculture, and wildlife, in the quest to combat climate change. President Lungu says that once fully operational, the ZIFLP will transform the economic statuses of thousands of farmers in Eastern Province, just like cashew nut farming has already done in Western
Zambia. He said cashew nut is a high value crop which fetches more money than most of the crops grown in Zambia. He disclosed that the cashew nut growing programme will be rolled out to all parts of the country in order to increase the number of beneficiaries. The President explained that the project is also aimed at boosting crop diversification and changing the mindset of many local farmers, to grow different types of crops. The Head of State said the government is committed to supporting the project, adding that the cashew nut is a wonder crop that can change the economic landscape of the country. "We are willing to buy more seedlings. We feel that Zambia can regain its position in this crop by encouraging farmers to grow cashew nuts" he said. President Lungu further said his government believes that agriculture can redirect the economic trajectory of
Zambia especially when the sector is diversified. Speaking at the same function, Ministry of Agricultural Permanent Secretary Songowayo Zyambo said 15,000 farmers are earmarked to benefit from the ZIFLP initiative. Mr Zyambo said at least one million seedlings have already been planted under the project in Eastern Province. He revealed that the project supports climate smart agriculture which greatly helps farmers improve their yields. He has since thanked President Lungu for massively supporting the agricultural sector in Zambia. Meanwhile, ZIFLP Project Coordinator, Tasila Banda noted that there is need to preserve forests to avert effects of climate change. Dr Banda pointed out that ZIFLP is scoring achievements in agriculture and forestry. She said if the project succeeds in Eastern Province, the country will get over 166 million United States dollars over a period of 10 years. - ZANIS

Covid-19 cases rise in Monze Monze district in Southern Province has recorded 73 positive cases of COVID-19 out of 12,751 tests conducted in the last three weeks. Acting District Director of Health Kelson Lungu told ZANIS that out of the 73 positive cases three cases were severe, adding that the patients were receiving treatment at the Monze Mission hospital. The District Health Director noted that it was sad and alarming to note that the pandemic has spread to rural areas that are far away from centres adequately equipped with COVID material. He has since cautioned people to strictly follow the health guidelines, in order to prevent the third wave of the coronavirus from spreading further. “So far we conducted 12,751 tests, out of which 73 people were found positive while three are in serious condition at the Mission Hospital,” said Mr Lungu. “The saddest part is that the pandemic has now spread to rural parts of the district and I just wish to advise people in Monze to take health guidelines seriously before the pandemic overwhelms us,” he added. Meanwhile, Mr Lungu revealed that over 1,000 people in the district received the COVID-19 vaccination during the first exercise last month. He explained that though the response was slow at first, people gained momentum, as information on the safety of the vaccines was being rolled out. He predicted that if more vaccines are made available, more people in the district will get vaccinated. Last month Monze District received 2,500 doses of the AstraZeneca vaccines. - ZANIS

GOVT UNEARTHS A SCAM ON SCT MONEY
Some PPMs, mostly teachers, engaged by government to pay SCT in the ongoing fund disbursement exercise in the rural parts of the district are demanding a sum of 20 Kwacha from each beneficiary to cover their transport costs.
G
OVERNMENT has unearthed a scam in which some Pay Point Managers (PPMs) of Social Cash Transfer (SCT) program in Kapiri Mposhi district are deducting money from beneficiaries as transport refund. Some PPMs, mostly
teachers, engaged by government to pay SCT in the ongoing fund disbursement exercise in the rural parts of the district are demanding a sum of 20 Kwacha from each beneficiary to cover their transport costs. This came to light when District Commissioner, Smart Mwila met over 100 village headmen and villagers of Nkole Chiefdom. Speaking on behalf of the affected beneficiaries in the area, Goliath Kasempa, 74, complained that some PPMs were declining to pay beneficiaries their money for refusing to contribute a 20 kwacha to cover for their transport costs. Mr Kasempa implored Mr Mwila to intervene in the matter and ensure that PPMs found wanting were brought to book. “We don't know if this is
allowed but the people you have sent here to pay us Social Cash Transfer are stealing from us and we want you to help us," Mr. Kasempa said. But Mr Smart Mwila explained that PPMs were not supposed to demand for transport money from beneficiaries of SCT as they were always paid a Daily Subsistence Allowance (DSA) of K 710 and transport allowance by the department of Social Welfare when being deployed to pay beneficiaries. Mr Mwila noted that the PPMs action of deducting money from allocations for beneficiaries had potential to negatively affect government's objective of providing sufficient social protection for the vulnerable through the SCT Programme in the district.
“This is indeed daylight robbery and I can assure you that anyone who will be found wanting will pay back and will be punished accordingly because you don't steal from the poor," Mr Mwila said. Mr Mwila has since directed the department of Social Welfare in the district to identify all the PPMs involved in the scamming of the vulnerable out of their money for further action. Recently, the government released over K 2, 2 million to pay 6,160 beneficiaries of the SCT programme. This money is inclusive of people living with disabilities who are being paid K 600 and the aged, chronically ill and child and women headed households who are entitled to K 300 bi-monthly payments respectively. - ZANIS
Sinazongwe records an increase in Covid-19 cases SINAZONGWE district in Southern Province has recorded an increase in the number of COVID 19 cases in the past one month. This came to light during a sensitization meeting of government workers on the presidential directives on the national values and principles by the Provincial Planning Unit and Ministry of Religious and National Guidance yesterday.
District Health Promotion Officer, Owen Malawo disclosed to Zambia News and Information Services (ZANIS) in Sinazongwe today that More than three hundred people had been tested positive and four deaths were recorded. Mr Malawo said those that tested positive recently were put on treatment and quarantined. He noted that this occurred within
a period of one month adding that twenty more people were tested out of which sixteen were found positive of COVID 19 as of yesterday. Mr Malawo cautioned all the residents of Sinazongwe to continue sticking to the golden rules of COVID-19. He urged people to continue masking up, sanitizing, washing hands with soap and maintain social distance. - ZANIS
Livestock and Fisheries empowers farmers in Nakonde
Farmers in Nakonde district of Muchinga Province, have broadened the empowerment that they received which includes goats, chickens and cattle from the government through the Ministry of Livestock and Fisheries. Government has also empowered livestock farmers with livestock facilities such as a modern slaughtering centre, the first of its kind in the region which has been constructed at Mwenzo and a Livestock market centre which has been constructed
at Old Fife. Nakonde District Commissioner, Field Simwinga, expressed happiness and commended the government for supporting livestock farmers from 20 cooperatives who have since amplified what they benefited from the E-SLIP project. “I want to thank the Ministry of Livestock and Fisheries for what they have done for the Nakonde People, firstly we did not have the facilities that we have for slaughtering and other
things but under the able leadership of his Excellency Edgar Lungu, we have made it,” he said. Mr. Simwinga also urged other farmers to engage in livestock rearing, adding that it is a beneficial practice that can enhance their livelihood. “Am encouraging farmers to look after livestock, it has been a natural thing here in Namwanga land. We have plenty of land here, so whoever is interested in looking after animals can do so,” he said.
Nakonde District Livestock and Fisheries Coordinator, Harry Mundia said 4000 chickens, 526 goats and 44 cattle were distributed among cooperatives in December 2020 and January 2021. Dr. Mundia further applauded the farmers for helping the ministry develop the livestock and fisheries production in the district and acknowledged that he looks forward to working with them in future. “We really appreciate the farmers' support for helping us improve the livestock production and not just livestock but also fisheries. We greatly appreciate their support and we look forward to working with them in the future,” he said. Meanwhile, one of the beneficiary farmers, Titus Sikaundi, thanked the Veterinary department for their continued support in disease control. “The Veterinary officers have really worked hard because without them providing medication for the cows, we cannot have animals to keep. The Veterinary and government are taking care of us and the animals so that we do not spend money on buying expensive medicine,” he said. - ZANIS
Chief appeals for the expansion of a crude oil crushing plant SENIOR Chief Kopa of the Bisa people of Kanchibiya district in Muchinga Province, says there is need to replace the current Palm fruit Mill crusher because it cannot meet the current demand of fresh palm fruit coming from the Zampalm plantation. Senior Chief Kopa has told Muchinga Province Permanent Secretary, Davison Mulenga that fresh fruit production to feed into the Mill crusher has of late increased, demanding for the immediate replacement of the current crusher. Senior Chief Kopa said there is an urgent need to replace the current Palm fruit Mill crusher if more crude oil is to be produced. The traditional leader said President Edgar Lungu, being the Chairperson of the IDC should take interest in what is happening at the Zampalm plantation and ensure that measures are put in place including the replacement of the current crusher. “I want President Edgar Lungu to intervene in the operations of Zampalm plantation and ensure that the current crusher is immediately replaced so as to increase production of crude palm oil," said Senior Chief Kopa. Meanwhile, Senior Chief Kopa says his subjects in Kopa Chiefdom are grateful to President Lungu and his administration for transforming the area. The Senior Chief noted that his Chiefdom has been greatly transformed with the livelihood of his subjects uplifted following the establishment of the Zampalm plantation. He said that the launch of an out-grower scheme in 2019 by Mr Lungu that brought on board more small-scale farmers involved in the growing of Palm trees, will impact positively on the lives of the beneficiaries. Senior Chief Kopa said the residents of Kopa will remain indebted to Mr Lungu and his administration saying they have resolved to give the PF party a massive vote for the good things they have done in the Chiefdom. "I want to assure you that my subjects here have resolved to give President Lungu and his Patriotic Front (PF) party a massive vote because of the good things that the ruling party has done in the Chiefdom, among them the establishment of the Zampalm plantation, among others," said Senior Chief Kopa. The Zampalm plantation in Kopa Chiefdom was established in 2009 with a primary goal of increasing production of edible oil in the country. Production of crude oil from Palm fruits is aimed at reducing the country’s dependence on imported edible oils and subsequently save on financial resources. Annually, Zambia consumes about 120,000 tonnes of cooking oil but only produces between 30 and 50 percent of the total supply. More than half of Zambia’s edible oil is imported from the Far East, East Africa and South Africa. - ZANIS

This is in a matter in which Shy Mudenda of Choma is appearing before Court charged with Rape contrary to the laws of Zambia. Allegations are that Mudenda on April 27, 2021 in Choma allegedly had carnal knowledge of a 19 years old woman
without her consent. When the matter came up for continued trial before Court, Resident Magistrate Ethel Phiri found the accused person with a case to answer after being satisfied that the state had proved a prima facie case against him. This was after her aunt who is also Mudenda’s aunt testified that on that fateful day whilst she was harvesting her crops the victim who looked so low approached her and explained that Mudenda forced himself on her the previous night. She testified that the victim told her that Mudenda raped her three times in the same night and beat her up for trying to resist his advances. She went on to say, her niece lamented that Mudenda inserted his fingers into her private parts without her consent. The matter comes up on Monday, June 14 for defense. The alleged incident is said to have happened between May 1 and 12 in Choma district of Southern province. When the matter came up for continued defense before Senior Resident Magistrate Peter Mungala, Litonga testified that, after finding Hanchele having sex with
a pupil of the same school around 20: 00hrs on March 23, Hanchele promised to give him money so he could not reveal the sexual escapade he had with a pupil. Litonga went on to testify that, despite him knowing that the mattress, book rack and tables he was given to re-
main silent were the property of the school, he went ahead and collected the items. But Hanchele in his defense denied ever stealing the mentioned items and sexually taking advantage of the pupil. The matter was adjourned to June 7, 2021 for continued defense.

MULENGA MUSONDA writes @SunZambian
THE Choma Magistrates Court has committed a 38 years old Farmer to the High Court to exculpate himself from allegations of attempting to kill someone. In this matter, Frank Chikopa of Choma is facing one count of Attempted Murder contrary to the laws of Zambia. Allegations are that Chikopa on November 25, 2019 in Choma jointly and whilst acting with others unknown attempted to unlawfully cause the death of

When the matter came up for mention before Resident Magistrate Selia Kanunka, the State through Public Prosecutor Gerald Tembo presented a certificate of committal on behalf of the Director of Public Prosecution for Chikopa to appear in the High Court. Magistrate Kanunka after after going through the committal certificate committed the accused person in accordance with the Law. Chikopa was remanded in custody and will appear in the High Court at its next sitting.
Two men who were on the blink of doing time in Prison for Burglary and Theft of properties valued at nearly K60, 000 have walked to freedom after the Choma Magistrates Court found them not guilty. In this matter Gift Nawa and Mancray Kampali were appearing before Court charged with Burglary and Theft contrary to the Laws of Zambia. Particulars of the offence are that the two on February 21 in Choma, jointly broke into the house of Sichikali Handuba and stole among other valuables, electronic and electrical appliances, assorted clothes and groceries all valued at K58, 204. After the state called four witnesses to testify against the duo, the prosecution failed to prove a
prima facie case of Burglary and Theft against the two which saw the Court dropping the charge to “being in possession of property suspected to have been stolen.” And when the case came up for judgment before court, Resident Magistrate Ethel Phiri still found the state’s evidence unconvincing to warrant a conviction. She said there were chances that the properties stolen could have exchanged hands looking at the period that had elapsed. She further established in her findings that, had the two known that the items they were selling were stolen; they would not have displayed them in public to offer to sell. She thus acquitted the two men and set them at liberty forthwith.

ANDRE ONANA: CAMEROON AND AJAX KEEPER HAS DOPING BAN REDUCED AJAX and Cameroon goalkeeper Andre Onana's ban for a doping violation has been reduced to nine months by the Court of Arbitration for Sport (CAS).The 25-year-old was originally suspended in February for 12 months by Uefa, European football's governing body. Onana was found to have the banned substance furosemide in his urine after an 'out of competition' check on 30 October last year. He explained after that he had accidentally taken a pill containing the substance after mistaking his wife's medicine for aspirin, and had asked for the ban to be overturned rather than reduced. "The CAS panel... found that no 'significant fault' could be attributed to Andre Onana, who had ingested medication destined for another person in error," the court said in a statement.external-link "On that basis, the panel considered that a nine-month ban was proportionate to the negligence committed and reduced the suspension by three months, but could not accept the goalkeeper's request for the removal of the suspension entirely." The CAS decision means the ban will now end on 4 November so he will miss the start of
the season for Dutch champions Ajax but will be available for Cameroon when they host the Africa Cup of Nations in January. He will also miss the Indomitable Lions opening four matches of group qualifying for the 2022 World Cup - in September, against Malawi and Ivory Coast, and October, when they play back-to-back games against Mozambique. While he will not be allowed to play nationally or internationally until 4 November, he can resume training two months before the end of the suspension, on 4 September. - BBC

UEFA EURO 2020:
ALL YOU NEED TO KNOW ABOUT DELAYED TOURNAMENT
E
uro 2020 gets under way and what was already going to be a unique tournament will be notable for several other reasons too. The competition keeps its name even though it was delayed for a year because of the Covid-19 pandemic. It will now run from 11 June to 11 July 2021 across 11 countries, separated by 4,766km. It is a first major men's tournament for Scotland since 1998, while England could have home advantage in nearly every game and Wales are at their second Euros in a row. England and Scotland, who are in the same group, are two of the host countries in the first European Championship to be held across the continent. They will be the first major men's tournament games held in the UK since Euro 1996. With Wembley hosting group games, a last-16 tie, both semi-finals and the final, England would only have to play one match abroad if they win their group and go all the way. Wales are also among the 24 teams, although they do not host any games. When and where are the games - and how can you watch them? The tournament kicks off with Italy v Turkey in Rome on Friday, 11 June (20:00 BST) and concludes with the final at Wembley in London on Sunday, 11 July. The other host cities are Glasgow, Amsterdam, Baku, Bucharest, Budapest, Copenhagen, Munich, Rome and Seville. England's three group games will be at Wembley with Scotland playing their other two matches at Hampden Park. Wales play theirs in Baku in Azerbaijan and Rome in Italy. The tournament opener and England, Scotland and Wales' opening games are exclusively live on the BBC, and all 51 matches in the tournament are available on Radio 5 Live. Will there be crowds? Wembley, which is hosting both semi-finals and finals, could host more fans as the tournament goes on. A full house of 90,000 has not yet been ruled out for the final if Covid restrictions are lifted on 21 June. as a result of the smaller capacities. But supporters lucky enough to keep their tickets will have a few hurdles to clear before being allowed to attend games. Each city has its own rules - but fans need to wear a face mask at every game (unless they have a doctor's certificate). There will be sanitiser stations throughout stadiums and fans are asked to stay in their seats as much as possible and avoid close contact with other fans. Glasgow, Munich and Baku are yet to confirm any need for testing to enter the stadium - although that could yet change. In London, Bucharest, Budapest, Copenhagen and Rome, proof of vaccination or a negative test will suffice. The Wembley rules are just for the group stages at the moment. Fans need a negative test to get in to games in Amsterdam and Seville. St Petersburg plans to do temperature checks. What other changes has Covid caused? Croatia and the Czech Republic are the other two teams in England and Scot-

Teams will be allowed to select a 26-player squad instead of the usual 23 to lessen the load on players after a compressed club season - and give managers more options in case of Covid outbreaks. A rule allowing each team to make up to five substitutes per game had already been confirmed. Squads will be in bubbles and tested before each game. There has been no mandatory vaccination of players. How can fans in the UK who don't have tickets watch? Football fans can watch the Euro 2020 games in pubs across the UK, although the amount varies from nation to nation. In England and Wales up to six people or two households - whichever number is higher - can meet up. In Northern Ireland it is six people from two households.
ranging from six people from three households to 10 people from four houses. More people are allowed to meet in beer gardens in England, Wales and Scotland. You are allowed to watch a game at a friend's house - but the number is capped at different levels across the UK. The official Uefa fan zone in England is at Trafalgar Square in London. Entry is free, with tickets allocated via ballot. It will screen all England games plus the semis and final. Scotland's fan zone is at Glasgow Green. Manchester, Birmingham and other cities also have special areas.

They were the surprise package at Euro 2016 under Chris Coleman - with Gareth Bale in inspirational form - beating Belgium on their way to the semi-finals. Rob Page is in charge now, with boss Ryan Giggs not taking charge because of legal issues, but few people expect Wales to have a similar run. Gracenote give them a
What other controversies have surrounded the Euros? From Seville in the west of the continent to Baku 4,766km away in the east, significant amounts of air travel will be involved at Euro 2020 - both for players and the thousands of fans wanting to watch their team. Covid restrictions mean the volume of air traffic will be far lower than one initial estimate of an extra two million plane trips during the tournament, but it will still be significant. Switzerland fans could have to travel over 20,000km - with three trips to Baku and back to central or western Europe in between. Andrew Simms, Rapid Transition Alliance co-ordinator and co-director of New Weather Institute, said: "It's almost like going out and saying: How can we design a competition to maximise our environmental impact?" There are also doubts about the merits of encouraging fans from 24 nations to potentially visit up to five different countries in the space of a month during a pandemic. Who are the favourites?

HE benchmark of lending money for the first half of this year is focussing on containing escalating inflationary pressures and anchoring its expectations, the Bank of Zambia (BoZ) has said. In February 2021, BoZ signalled its intentions to progressively tighten the monetary policy stance to bring inflation back to its six to eight percent target range over the mediumterm.
Zambia's annual inflation currently stands at 23.2 percent while the monetary policy rate is at 8.5 percent. Over the first half of this year, monetary policy was focusing on containing escalating inflationary pressures and anchoring inflation expectations, says BoZ Deputy Governor-Operations, Francis Chipimo. Dr Chipimo stressed that ensuring that inflation remained well anchored in the medium-term was essential to moderate fragilities in the financial sector and support economic recovery. He indicated that the shift in the monetary policy stance followed almost a one-year period of monetary easing to support financial system stability and economic growth in the wake of the Covid–19 pandemic. "This stance balances the need to rein in inflation against the efforts made to
Dr Chipimo
support financial system stability and economic growth," Dr Chipimo said yesterday in Kabwe at the 16th media seminar under the theme Understanding the Monetary Policy Statement.
The BoZ, he said, expected that going forward inflationary pressures would begin to subside on account of excess supply of maize in view of a good crop harvest. On the National Finan-
cial Switch, Dr Chipimo also said a total of 15 participants were live on the Mobile Payments module as at end of first quarter of 2021. The Switch, which went live on the 23rd September 2018 on a trial basis, is the first ever local nationwide shared platform, which will facilitate exchange of information on digital payments throughout the Country. "This module provides great opportunities for everyone as it provides diverse use cases and enables customers to conduct instant payments across networks and service providers without handling cash. "This is particularly important, given that the pandemic period has continued to ravage economies across the globe," he said. Meanwhile, Dr Chipimo said discussions for the two-day media seminar would mainly cover monetary policy. He however said it would
also involve discussions on the Targeted Medium-Term Refinancing Facility and developments in the payment systems. The Bank, he said, had taken a deliberate decision to focus its media training initiatives on specific topics to allow for a more detailed discussion and deeper understanding of the topics covered. "The Bank recognises the importance of effective communication in carrying out its mandate of achieving and maintaining price and financial system stability in order to foster sustainable economic development. "This seminar is, therefore, being held within the broader scope of enhancing your understanding of developments in the economy and to help you, and through you, the general public, to correctly analyse and disseminate information," Dr Chipimo said.

Revenue collection key to economy BUUMBA CHIMBULU writes @SunZambian
REVENUE collection has become more critical during the current Covid-19 pandemic as more resources are needed to ensure a stronger economy. Tax is essential as it is used to develop the country while making the economy stronger, says Zambia Revenue Authority (ZRA) Corporate Communications Manager, Topsy Sikalinda. “This investment is channelled towards the health sector, education, and social-economic sectors such as water and sanitation. “The need for these re-
sources is greater during this difficult period when the whole world is faced with the Covid-19 pandemic as more resources have to be channelled towards the health sector to fight this pandemic,” Mr Sikalinda said in interview. Mr Sikalinda also discussed refunds under Pay as You Earn (PAYE) where he explained that this was the system an employer used to take income tax contributions before they paid wages or salary. He further explained that all withholding taxes were intended to be taxed once income was earned stating that only withholding on wages or sal-
ary was normally known as PAYE. “Let us start by understanding that a tax refund is a refund of tax that has been overpaid, Pay as you earn refund mostly mistaken as a pension or guaranteed refund of all PAYE paid during one’s employment is not refundable at all. “What is refundable is not the tax paid during employment but the overpayment on the PAYE that may have resulted from payroll errors or unwarranted deductions concerning income tax,” Mr Sikalinda said. ZRA, he said, noted with concern that its offices were confronted with nu-
merous cases of the PAYE refund with most people thinking it was guaranteed income or refund after separating with their employers. PAYE, Mr Sikalinda explained, could be refunded only if there was a genuine mistake in the tax computation by the employer resulting in the employee being overtaxed. “This is so even on all other tax types. A refund can be made when an employee did not exhaust the tax credit for that particular charge year or when getting a refund of tax deducted on tithe from an approved public benefit organisation with a valid certificate,” he said.

THE insurance industry is expected to expand with enhanced local player participation following the signing of the new insurance act of 2021, says Insurers Association of Zambia (IAZ) president, Christabel Banda. The insurance Act of 2021 which has repealed and replaced the insurance act of 1997 was recently signed into law. Commenting on this, Ms Banda stressed that the new Act had progressive elements which spur growth in the industry while promoting more local participation. Ms Banda said IAZ was eager to promote development, industry growth and the welfare of all Zambians emphasising that insurance was critical for financial protection and recovery when misfortunes happened. She therefore explained that the new Act under section 49 provided that a licenced insurer and reinsurer would not have less than 30 percent of its share capital to owned by citizens of the Zambia.
The section, Ms Banda said, further provided for not less than 50 percent of share capital in broking firms being owned by Zambian citizens. "This is important to ensure that the Zambian citizens play a bigger role in the insurance sector, and invest resources locally. We look forward to seeing greater level participation in the sector," she said in a statement. Ms Banda said the Act would also ensure that the informal sector has more insurance options for financial protection. She explained that the Act allowed for the registration of an additional class of insurers in addition to general insurance and life insurance. "This is progressive as it will ensure that the informal sector will have more insurance options for financial protection. "Insurance protection for low income sections of Society is also important so that we reduce the cases of destitution or insurmountable debt when disaster strikes," Ms Banda said.

LEAVING NO ONE BEHIND
Covid-19 has had a negative impact on the economy and with it, strain has been put on Government coffers but the proven success of the SCT has seen increased contributions to the the programme.
P
OVERTY remains high in most of rural Zambia but with the social cash transfer (SCT) programme several vulnerable households have been given relief. Covid-19 has had a negative impact on the economy and with it, strain has been put on Government coffers but the proven success of the SCT has seen increased contributions to the the programme. The cash transfer programme is meant to restore a level of dignity to the poorest of poor and with its continued roll out, more knowledge around the benefits should be made. Sixty percent of Zambia’s population, estimated at about 17.9 million, lives below the poverty line, and the levels of poverty in rural areas tend to be very high. The Zambia Demographic Health Survey of 2017/18 reveals that women headed households are more affected by poverty. With financing provided by the World Bank, the United Kingdom and Sweden, more than 370,000 households are now receiving regular cash transfers. A recent World Bank simulation indicates that if regular social cash transfers are provided to all current SCT beneficiaries, poverty in Zambia will reduce by six percentage points in 2021. “Providing cash directly in the hands of poor people has a proven impact in reducing poverty and increasing human capital,” said Emma Wadie Hobson, World Bank Task Team Leader for the Project. The latest evaluation of the SCT program, which aims to reduce extreme poverty and eradicate intergenerational poverty in the covered households, showed an increase in human capital and productivity. Households were found to have increased the land they operate by
18%, maize production increased by 8% and their livestock by 21%. Households also increased the material needs of children (clothes, shoes, blankets) being met by 30% and increased the number of children attending primary school by 10%. Through the Ministry of Community Development and Social Services, the government has been implementing the SCT Programme since 2003, and the World Bank Board has recently approved a second additional financing which will expand coverage to a total of 750,000 households in 2021 and 994,000 households by 2022. According to The World Bank, this support will enable timely and predictable disbursements of cash transfers to 30% of the Zambian population and 50% of the
country’s poor citizens by 2022. The programme is also in line with the government’s Seventh National Development Plan vision of “accelerating development efforts towards Vision 2030 without leaving anyone behind.” The pledge by the Patriotic Front leadership has seen youth, women's groups and the disabled receive empowerment funds. In terms of the social cash transfer, very often vulnerable households are made up of elderlys grand mothers looking after orphaned and sickly children. They are often unable to grow their own food and often live without proper housing or clothing. Many communities in rural and urban areas do have extremely vulnerable people who are being gradually lifted out of poverty.
Government recently released over K5 million to benefit 5,087 households in Lukulu district of Western Province, under the Social Cash Transfer programme. Lukulu District Commissioner Teddy Chimbinde says government is impressed with the prudent utilisation of the funds by the beneficiaries. Mr. Chimbinde says the programme has tremendously impacted on poverty reduction in the district. He says it is government’s resolve to continue devising timely interventions targeted at vulnerable sections of society to free them from the shackles of poverty. The Lukulu District Commissioner has also disclosed that more beneficiaries will by July this year be brought on board as
the financial support from government has unprecedentedly increased. By sharing SCT success stories more people may be encouraged to understand the strides that Government has made in alleviating poverty. It is erroneous to ignore the confidence exhibited by cooperating partners in imlementing the social cash transfer programme. The social cash transfer programme is proving to be successful only becaise the beneficiaries have utilised the funds appropriately. We must desist from underplaying the importance of the social cash transfer and instead recognise it for the role it plays in uplifitng the quality of life for many vulnerable people.

The Moses Chikwalakwala fact-file FULL NAME: Moses Chikwalakwala DATE OF BIRTH: 23 August, 1974 PLACE OF BIRTH: Mufulira, Zambia PLACE OF DEATH: Libreville, Gabon PLACE OF BURIAL: National Heroes’ Acre, north of Independence Stadium, Lusaka PLAYING POSITION: Right-winger CLUB: Nkana FC, Kitwe, Zambia FORMER CLUB: Chambishi FC, Zambia
MOSES CHIKWALAKWALA SPEEDY, TRICKY WINGER BIRTH AND ROOTS Only 18 days separated Moses Chikwalakwala and Kenani Simambe in birth terms. Both were born in the same year and in the month – the latter being senior of the two. Chikwalakwala was born on August 23, 1974 in Mufulira while Simambe was born 18 days earlier on August 5, 1974 in Kitwe, Both were playing for Kitwe teams – Nkana FC and Power Dynamos respectively at the time they perished in the April 1993 Gabon Air Disaster. STYLE OF PLAY A merchant of real pace, this winger was a real menace to defenders when in full flight down the right wing, turning them inside out with regular impunity. Once Chikwalakwala got past a defender or indeed his marker, his pace was like a whirlwind – leaving him for dead in his wake. By and large, it was owing to
the winger’s direct play allied to his admirable crossing service that made him an automatic choice in the Godfrey ChitaluAlex Chola tandem tutored side. In a way, Moses’ playing style brought about nostalgia with the natural wing play of the likes of former Rhokana United (Nkana FC) wing-master Moses Simwala, former Green Buffaloes’, Kabwe Warriors and Zambia wing-wizard Bizwell Phiri, former Mufulira Wanderers and Zambia flying wide-man Philemon “Shombo” Mulala and former Power Dynamos and Zambia wing-specialist Peter “Abaleya” Kaumba and Buffaloes’ Pele Kaimana from the old school. CLUB CAREER The moment the 16-year old Chikwalakwala burst on the scene in 1991 with Chambishi FC, a team of the First Division tier then, the flying winger attracted a couple of suitors domestically who desperately wanted his signature on the dotted lines. That same season, the young winger and Co, won promotion to the Premier League for the first time in the history of the club of the little-known team alongside Zesco United from the northern region. Playing for the first time in the elite league in 1992, Chikwalakwala’s side barely avoided relegation by finishing 12th on the 16-team log which had just been expanded from 14 to 16that season. Chambeshi collected 33 points from 30 matches, twice what champions Nkana FC garnered that term. Sadly for Zesco, harldy a season in the top-flight, they went down alongside Green Eagles, Nkwazi FC and Nitrogen Stars (from the Southern region) – another team like Chambishi, - that was making its Premier League debut. Come the 1993 season,
Chikwalakwala made the wise decision to join Nkana FC, by then, thankfully, the speedy, tricky winger had cemented his place in the senior Zambia team. By sharp contrast, his former team got relegated, having finished second from the bottom. While Chikwalakwala’s Nkana
Most memorably, Chikwalakwala scored in his team’s 3-2 group stage match defeat of Ethiopia by opening the scoring in the 7th minute before defender Samuel Chomba added a second four minutes later after the interval from the penalty spot. Banda slotted in the winner on 63 minutes. Chikwalakwala, the enterprising winger, also featured for Zambia in both the 1-0 defeat of his team by Malawi as well as the 8-0 capitulation of Zanzibar and the narrow 2-1 win over hosts Tanzania. won the title posthumously, pipping arch-rivals Power Dynamos on goal difference (both teams garnered 60 points each), Chambishi, the 15th-placed team, collected 29 points and replicated the figure in the number of goals they scored – 29. As if to prove the wise move the young man had made – of switching teams – from 30 matches, Chikwalakwala’s former team won a mere 5 (the joint lowest with tail-enders Ndola United), drew 14 times and lost 11 others and conceded 34 goals. The other teams that got the chop alongside Chambishi and Ndola United, were the Lusaka duo of Profund Warriors (renamed NAPSA Stars), who finished on
LEGACY
SPEEDY, TRICKY WINGER For a player who had not yet become 19 to have commanded a regular place in the Godfrey Chitalu-coached team was in itself an achievement worth a huge pat on the back of the young winger. The 18-man team that perished in the April 1993 Gabon Air Disaster reads like Africa Select or the CAF Best XI Team of the Tournament: Efford Chabala, John Soko, Whiteson Changwe, Robert Watiyakeni, Eston Mulenga, Derby Makinka, Moses Chikwalakwala, Godfrey Kangwa, Kelvin Mutale, Kenani Simambe and Mwila Numba.
13th, and Lusaka City Council (14th). Luckily for him, in his very first campaign for Nkana, Chikwalakwala won the Charity Shield with the Kitwe giants when they narrowly defeated Lusaka side Zamsure 1-0 in a final staged at Ndoal’s Trade Fair Grounds. Sadly, Chikwalakwala, alongside four of his Nkana clubmates – Eston Mulenga, John Soko, Timothy Mwitwa and Mwila Numba – perished in the Gabon Air Disaster that also decimated the lives of 13 other players and two coaches in the names of Godfrey Chitalu and Alex Chola, head—trainer and assistant coach respectively, in addition to 10 other passengers aboard a military Buffalo plane. And as if to honour Chikwalakwala and his other four Nkana colleagues, Nkana , having already won the seasonopener earlier in the year, made a complete sweep of all silverware, winning the Premier League title, the BP Top 8 Cup, the Mosi Cup, the Heroes and Unity Cup as well as the Champion of hampions Cup. And by that special feat, Chikwalakwala’s surviving clubmates emulated Kabwe Warriors’ similar act of 1972 when they won all – the top-flight title and all domestic tournaments on offer at the time. INTERNATIONAL CAREER It is a rarity in Zambian football for a player to be playing for the senior national team when his club is plying its trade in the lower tier . Yet Chikwalakwala was already an established player in 1992, be it as it may that his team Chambishi FC, was a member of the First Division (Northern region). What is even praiseworthy for this pocket of magic of a right winger was the fact that despite the Chitalu-coached squad being a star-studded squad, Chikwalakwala quickly
established himself as if he had been part and parcel of the team for decades. Another noteworthy point about the young winger was that the moment he became a part of the already crème de la crème squad, unlike other players who become understudies to their seniors, in his case, he did not made an instant coup de grace of a kind by edging out the equallydeserving (Timothy) Mwitwa who, more often than not, would play second fiddle to Moses. During the joint 1994 Tunisia African Cup of Nations (AfCON)/ USA World Cup finals qualifiers, Chikwalakwala was an almost ever-present feature in the team. Suffice it to say that Chikwalakwala was in Zambia’s last match she played before the horrific Gabon Air Disaster occurred. When Zambia thrashed Islanders Mauritius 3-0 away on April 25, 1993 in Curippipe in the 1994 Tunisia AfCON finals qualifiers series, with Kelvin Mutale of Saudi Arabian side El- Ettifaq scoring all three goals, Chikwalakwala was in the starting XI alongside goalkeeper Efford Chabala, defenders John Soko, Whiteson Changwe and thee central defence pair of Eston Mulenga and Robert Watiyakeni, Derby Makinka and Mwila Numba among others. Elsewhere, Chikwalakwala also played for the senior Zambia team at the 1992 regional CECAFA (Confederation of East and Central African Football Association) tournament held in Tanzania when Zambia won bronze. Most memorably, Chikwalakwala scored in his team’s 3-2 group stage match defeat of Ethiopia by opening the scoring in the 7th minute before defender Samuel Chomba added a second four minutes later after the interval from the penalty spot.

FOOTBALL Association of Zambia (FAZ) president Andrew Kamanga says he has started preparation for his retirement out of Football House by starting an academy. Kamanga says he will soon announce the formation of his academy so as to continue serving football outside FAZ. Kamanga has urged former football players and administrators to continue contributing to football in many ways even after their retirement. And Kamanga said there is need to create a platform for soccer legends to continue contributing to the development of football even after the end of their playing careers. “We implore former footballers and administrators to continue to contribute to football development in Zambia in different ways even after their time. In fact I can share with you I have been involved myself in club football for many years and I have served in FAZ for my second term. But I’m also alive to the fact that my football interest should not end when my term office in FAZ ends,'’ Kamanga said. ‘’I even encouraged Mbesuma (Collins) when he came to share with me his idea of his academy, I encouraged him to go ahead that even myself I am looking at life beyond my term at FAZ. I’m already developing an academy which will pre occupy me once my time in FAZ is gone at least this way I will be able to contribute to football beyond our present activities,’’ The FAZ president said he was already advanced in setting up an academy and it would be his retirement from football so that he could continue working with boys and girls in developing the game. He will after his retirement focus more on talent identification of young boys and girls.
Nkana will fight for maximum points to join Kabwe Warriors, the only team to have beaten Young Green Eagles at their home this season. With the 4-0 defeat suffered when they visited Nkana Stadium on January 31 still haunting them, today’s game presents the hosts a chance to seek revenge to avoid dropping into the relegation Zone. While, Young Eagles have Damiano Kola, Greenwell Witika and Kebby Chilupe to do the damage, Nkana coach Beston Chambeshi will look to Alex Ngonga, Diamond Chikwekwe and Fred Tshimenga to get the needed goals for Kalampa. Meanwhile, at Independence Stadium in Solwezi, rejuvenated Lumwana Radiants who punished Napsa Stars 2-1 in their last league fixture will host Red Arrows. It is yet another tough test for Lumwana Radiants coach Bilton Musonda who is leading a team destined to be de-
moted from the Super League as it sits second from bottom on the log with 33 points. Tomorrow, Super League action continues with Kabwe Warriors hosting Prison Leopards in a Kabwe derby at God-
frey Chitalu Stadium. The Levy Mwanawasa Stadium in Ndola will play host to a double header involving Forest Rangers who will host Indeni in an early kick off before the league decider involving Zesco
United and relegation-bound Napsa Stars. Zesco United who were the first to qualify for the CAF Champions League only need two points to be crowned champions.

GREEN Buffaloes basketball coach Isaiah Kambidima has declared his charges ready for today’s Midlands Basketball Association (MBA) clash of the titans against Napsa Harricanes in a Week-7 game at NASDEC. Kambidima said Buffaloes is not intimidated playing Hurricanes who are unbeaten and dominate the MBA league table with 12 points from six games. Kambidima said Buffaloes have prepared adequately for the tie and are looking forward to emerge victorious to dislodge Hurricanes from the summit. “We are not intimidated. We have played Napsa before though we haven’t met them this year. We will be meeting for the first time and it’s a very
important game for both teams and we just have to make sure that we carry the day and go on top. “Everyone is looking forward winning the game. We have one or two star players who’ll help us win but as a team we are focused and we have to make sure that we win games like these ones if we are to win the league this season,” Kambidima said. “We had a good run which we feel we have to continue from where we ended. This year we started well by winning the Munali International Tournament so we want to build from there and our main aim is to win the league and the national championship and qualify for international club championships,” he said. A win over Hurricanes will propel Buffaloes to 13 points while Hurricanes may open a
three-point lead at the summit. Meanwhile, after starting the league on a shaky not with six straight losses, Nishati Denvers will seek redemption when they host Bulldogs while struggling KSM Giants host Matero Magic who are also aiming to protect their unbeaten record. Tomorrow, Munali Suns will lock horns with Hawks as Heroes Play United face LCC Looters.
Unza Pacers will face Matero Warriors with one aim, to maintain their winning streak after beating Looters 83-65 in the last game. In the feminine MBA League, leaders Dolphins will host Unza Honeys while Magic Sparks will play City Falcons in another dicey game at NASDEC. Nishati Shells will face off with Napsa Breeze at the same venue.
Milwaukee Bucks down Brooklyn Nets as Utah Jazz beat LA Clippers JRUE Holiday scored 11.4 seconds from the end as the Milwaukee Bucks revived their NBA play-off hopes with a tight 86-83 win over the Brooklyn Nets. The Bucks faced going 3-0 down in their best-of-seven Eastern Conference semi-final as they trailed by three points with 83 seconds left. But Holiday's late score topped their comeback to pull it back to 2-1. Donovan Mitchell's 37 points helped the Utah Jazz beat the Los Angeles Clippers 117-111 to
go 2-0 up. The Jazz produced a late rally in Salt Lake City, winning their sixth consecutive post-season game to take charge of their Western Conference semi-final. They were leading by 21 points going into the final quarter before the Clippers battled back with Reggie Jackson, Paul George and Kawhi Leonard all scoring 20-plus points. The Clippers even took the lead with six minutes to go before a late rally from the Jazz closed out the game. Game three is in Los Angeles
today. The Bucks' victory came after a much more aggressive performance than they had produced in their opening two Conference semi-final games. They started as if they meant business, racing into a 30-11 lead after the first quarter. But the Nets came back in the second quarter and reduced the deficit to four points at halftime. From then on, the sides could barely be split before Holiday's winning score. Bucks hearts were in mouths,
though, when Kevin Durant's three-point effort on the buzzer bounced off the rim, avoiding the need for overtime. Khris Middleton scored 35 points and Giannis Antetokounmpo 33 to delight the home crowd but no other Bucks player reached double figures. For the Nets, Durant (30) and Kyrie Irving (22) ensured they were always in the game until Holiday's late heroics. "We needed that one play from him, and he made it. And it was big," said Bucks coach Mike Budenholzer. – BBC.
