A 30-YEAR-OLD man of Kawama area in Solwezi district is on the run after allegedly defiling his eight year old neighbour’s daughter.

The suspect is alleged to have enticed the girl into his bedroom where he defiled her in full view of her six-year-old friend before fleeing the scene.

North Western-Province Commissioner of Police, Elias Chushi, confirmed the incident and added that the defiled girl’s mother was

alerted by the friend of the victim who stormed out of the suspect’s house.

Mr Chushi, who identified the suspect as Milton Kyembe of Kawama compound, said the suspect fled his house before the victim’s mother arrived.

“On 1st November 2020, around 19:00 hours, an eight-year-old girl together with her six year old friend were playing at their neighbour’s house. Eventually, the suspect enticed the two children to enter his bed-

room where he defiled the victim whilst the friend was watching.

“The friend could not help watching and stormed out of the house to inform the victim’s mother. However, the suspect fled his house before the victim’s mother arrived, Mr Chushi added.

The provincial police chief said the victim’s private part was bruised and was rushed to the hospital adding that no arrest has been made. – ZANIS.

SANFROSSA MANYINDA writes @sunzambian SOME residents in Kitwe have appealed for equal hours of load-shedding to in the city and not the schedule which favours some townships.

The residents in selected townships complained that some households were experiencing longer hours of loadshedding compared to others.

Enraged residents have since questioned the criteria ZESCO uses when rationing power supply in certain areas.

"Some households are loadshedded twice everyday in the

morning and evening here in Kwacha while some households only experiencing it once and for a few hours. We would love to know the criteria used," one of the residents Emeldah Chisanga said.

Ms Chisanga explained that the households exempted from prolonged hours of load-shedding did not share the same line with either the hospital or other critical institutions but wondered why it was the way it was.

She complained that what was happening was segregative and unfair at the same time.

A resident of Ndeke Township, Joel Nyirenda, expressed disappointment at the manner

in which ZESCO was load-shedding the area.

Mr Nyirenda said it was saddening that the power utility company had no proper schedule of load-shedding hours and was not balancing the hours.

He said ZESCO was not following the load management, which was published regularly in national newspapers.

"It is sad that ZESCO loadsheds us two to three times in a day when others have power the whole day. Why are we experiencing more power cuts more than once in a day?" he wondered.

Mr Nyirenda said that by switching power whenever they

felt like, ZESCO was placing the economies of the residents under pressure.

He said that it was important for the power utility company to pull up its socks and ensure that all the areas were given equal hours of load-shedding unlike favouring others.

"Are they expecting all of us to march to their office to demand for a proper schedule and normal hours of load-shedding, this we do not want to do that is why we are calling on the company to pay attention to what it is doing on this particular matter," he said.

HEALTH INSURANCE SCHEME IMPROVES NHIMA would next year embark on a massive campaign to recruit as many Zambians between ages of 18 to 65 on the scheme as possible.

HE National Health Insurance Management Authority (NHIMA) has expressed happiness with the health insurance scheme service delivery at Monze and Chikuni Mission Hospitals.

NHIMA has further called for more Zambians both in the formal and informal sectors to register to the scheme in order for them to enjoy the numerous benefits.

NHIMA Director General, James Kapesa, noted with satisfaction the health scheme delivery in Monze and elsewhere initiated by Government few years ago.

Dr Kapesa said although the scheme faced hitches in the initial stages, it had managed to registered 820 beneficiaries,

who were now accessing high quality health services.

He was speaking during the tour of the Chikuni Health facility in Monze.

Dr Kapesa said that NHIMA expected more people to register as they had responded well.

“I am impressed with Chikuni Mission Hospital for implementing the NHIS to our beneficiaries but I want to state that this schuss of this scheme will only be realised if we register more people in the both the formal and informal sectors so that we can achieve the three million target in the next two to three years,” Dr Kapesa said.

Dr Kapesa disclosed that NHIMA would next year embark on a massive campaign

to recruit as many Zambians between ages of 18 to 65 on the scheme as possible.

Meanwhile, Chikuni Mission Hospital acting Health Director Dr Kalume Mayombo said the facility received K105,000 from NHIMA as first allocation which was used to buy drugs, Hospital equipment and linen.

Dr Mayombo said the funds had significantly helped to enhance health service delivery to beneficiaries of the scheme.

However, Dr Mayombo noted that the dilapidated hospital infrastructure, inadequate manpower were some of the challenges the health facility was faced with and required urgent attention.

“You wish to know that we started registering beneficiar-

ies of the health scheme in April this year and it is going on well except that we have few challenges such as old and dilapidated infrastructure, shortage of health staff, he said. Dr Mayombo pledged to use the funds from NHIMA efficiently to ensure sustainable health care services were provided to NHIMA members.

And NHIMA Senior Public Relations officer, Mutolo Mwaba, said the organisation would actively engage the media to help in sensitising members of the public and encourage them to register and enjoy the benefits.

She noted that many people including some Government officers were still ignorant of the scheme which started few years ago.

Sinazongwe school project advances ANDREW MUKOMA writes @SunZambian CONSTRUCTION of Malima Secondary School in Sinazongwe District of Southern Province has advanced.

Malima Secondary School is one of the 82 secondary schools which Government received under the World Bank-funded projects.

Sinazongwe District Commissioner (DC) Shenah Muleya told the Daily Nation that works had so far reached 75 per cent and was expected to be completed next month.

Ms Muleya said the project would help increase access to secondary education in the district.

She said that once the school was completed, it would increase the enrolment for secondary schools in the district.

The DC said Government was targeting to enrol pupils at the new secondary school by next year, targeting communities that had never had a secondary school.

“Once this project is completed, issues of learners dropping out of school due to long distances will be a thing of the past.

“So far, works have advanced, it’s at 75 per cent and we are hopeful that it will be completed before the end of December,” she said.

“This is a World Bank funded project which the government of Zambia received. We thank President Edgar Lungu for considering Malima as one of the benefiting communities.

This area has never had a secondary but now we have one,” Ms Muleya said.

Chiefs advised to assist in malaria fight TRADITIONAL leaders in Solwezi have been urged to join the malaria elimination agenda in order to have a malaria free district.

Solwezi District Commissioner, Rosemary Kamalonga, appealed to chiefs and headmen to get involved in the elimination of the killer disease.

Ms Kamalonga said traditional leaders should help dispel conflicting messages on the implementation of malaria elimination interventions in communities.

She was speaking during the launch of the 2020 Indoor Residue Spray exercise under the theme “spraying for impact.”

The DC said lack of cooperation from communities was posing a challenge to the vision of having a malaria free district by 2021.

the fight was not the preserve of the Ministry of Health alone.

Government, she said, would this year use combined malaria elimination strategies of

distributing insecticide treated mosquito nets, indoor residual spraying and mass drug administration.

She said the Ministry of Health targeted to

protect nearly 100,000 people from malaria in Solwezi through the spraying of over 33,000 structures, adding that this was only achievable with the support from community members.

“The ministry of health targets to spray more than 33,000 structures during the 2020 campaign season, protecting nearly 100,000 residents in Solwezi district from malaria. Let me urge you to allow your houses to be sprayed so that we can eliminate malaria,” Ms Kamalonga said.

Acting Solwezi District Health Director, George Chipeta, said Solwezi district had continued recording high incidences of malaria with 2019 recording 1,036 per 1,000 population in all age groups.

Mr Chipeta said the district health office would not relent in ensuring that Government’s agenda of having a healthy and productive citizenry was achieved.

First Quantum Minerals Health Advisor, Kahilu Mumba, said the company would continue supporting the district in its quest to eliminate malaria. Dr Mumba said the firm would continue rendering logistical and technical support to ensure that the strategies are effectively implemented. – ZANIS

D MULENGA MUSONDA writes @SunZambian THE Choma Magistrates Court has committed a 30 years old Taxi Driver to the High Court to exculpate himself from allegations of causing a fatality by dangerous driving.

In this matter, Alex Litaba appeared before Court charged with Causing Death by Dangerous Driving Contrary to the Road Transport and Safety Act of the Laws of Zambia.

Allegations are Litaba on May 28 in Choma accused the death of Milner Mwiinga as his drove a Vehicle along the Great North Road in a dangerous and reckless manner with no regard for other road users.

When he appeared for explanation of the charge before Resident Magistrate Ethel Phiri, he understood the charge read to him.

Immediately after the Court explained to him that his matter is only triable before the High Court, Senior Public Prosecutor Alex Syulikwa informed Magistrate Phiri that instructions to have the accused committed to the High Court were ready.

The Court thus committed Litaba to the High Court for trial at its next session.

ESPITE the name BigBrain Bubala has appeared before the the Choma Magistrates Court accused of assaulting two men – a charge he has denied claiming that the duo were just looking for a fight.

In this matter Bigbrain of Choma has been dragged to Court charged with

two counts of Assault contrary to the Laws of Zambia.

Allegations in the first count are that Bubala Assaulted Gift Hamani and thereby occasioning him actual bodily harm.

In the second count he is accused of assaulting Maybin Hampongo and also occasioned him actual bodily harm.

The incidents are said to have occurred on October 22 in Choma District of

Southern Province.

When he appeared for plea before Resident Magistrate Ethel Phiri, he told the Court that a

fight broke out and they fought with the complainants.

Magistrate Phiri entered pleas of not

guilty and adjourned the matter to November 12 for trial.

Bigbrain was remanded in custody.

Thieving farmer jailed 5 years MULENGA MUSONDA writes@SunZambian A 27-YEAR-OLD Peasant Farmer will toil for 5 year in Prison following his conviction by the Choma Magistrates Court for stealing four heads of Cattle belonging to a white farmer.

In this matter Resident Magistrate Ethel Phiri convicted Adrian Mwiinga after he pleaded guilty to one

count of Stock Theft contrary to the Laws of Zambia.

Particulars of the offence are that Mwiinga on October 21 stole four herds of Cattle valued at K28,000 the property of Gavin Ross of Ross Farms.

When he appeared for plea before Court, Mwiinga without hesitation admitted the charge read to him compelling the Court to enter a plea of guilty.

According to the Facts

stated by Public Prosecutor Catherine Sakala, the suspect was apprehended in Choma’s Mbabala area with the Cows after word went round that the animals in question were missing.

THE insurance industry has proposed the establishment of a motor insurance pool which will have presence at all border posts to save revenue leakage on imports.

This proposal will eliminate insurance fraud at border posts, says Insurers Association of Zambia (IAZ) Executive Director, Nkaka Mwashika.

Dr Mwashika said IAZ had observed that the insurance industry and the economy, was losing huge amounts of money annually through the payment of insurance premiums on imports.

He explained that these came into Zambia on a Cost Freight and Insurance basis (CIF), instead of importing on a Free on Board (FOB) basis, while exports went out of the country on a Free on Board (FOB) basis.

Dr Mwashika said this when he and his teams paid a courtesy call on Transport and Communication Minister, Mutotwe Kafwaya, recently.

The purpose of the consultative meeting was to raise issues that are crucial for the growth of the insurance sector, and for the insurance sector to better serve the general public.

“To enhance this further the insurance industry proposed that insurance for motor vehicles entering the Zambian boarders be also sold as part of the one stop compliance procedures for vehicles getting into the country.

“Zambia lost over K1.5 billion between 2009 and 2015 because of this practice. Some countries in the region are upon realising the leakage of forex, are now moving towards stemming this practice,” Dr Mwashika said.

He said IAZ also proposed that insurance sector should steps to domesticate marine (i.e. import and export) insurance.

Dr Mwashika said IAZ furthermore indicated the full support of its members towards the implementation of the RTSA online Road Tax System.

“The system requires that motor vehicle insurance should be confirmed by insurers making an electronic submission of all insured vehicles, before road tax can be issued,” he said.

He indicated that a unified insurer online platform could help prevent any delays from the insurers, and that a proposed system was already being discussed by stakeholders.

In response, Mr Kafwaya expressed his appreciation for the efforts the insurance sector was making towards the common goal of serving the ordinary citizen and economic growth.

“The SMART Zambia project that enabled the digitizing on RTSA services, is a Government project, and any initiatives to support the smooth running of the system are welcome, and Government fully supports the initiative that IAZ has proposed,” he said.

With reference to Marine Insurance, the Minister was concerned at the loss of income, which also translated to a loss of revenue for the Government in the form of taxes, and stated that continuous sensitization was required for more citizens to insure locally.

ZAM Proudly Zambian Campaign Manager, Lewis Chimfwembe, said consumers could play a part in supporting economic development and employment creation by choosing to support and buy local products.

Mr Chimfwembe said by buying locally produced goods and service consumers would be creating demand for local products.

He said this was among other reasons, the Proudly Zambian Campaign was set up by the industry players.

He explained that the campaign seeks to spur job creation and economic

Mr Chimfwembe assured that the products under Proudly Zambian were also produced in environmentally friendly factories.

He said the company producing the product(s) must comply with the Zambia Environment Management Authority (ZEMA) regulations to ensure their production processes do not degrade the environment.

He further said the company must also be tax compliant in accordance with the laws of Zambia.

The company, Mr Chimfwembe said, wished to obtain the logo must have a valid tax clearance certificate to demonstrate that the company was a good citizen that upholds good business practice.

“Holistically, the campaign utilises several facets that ensure that not only products are benefitting but also the Government since tax revenue is used to finance the development of economic infrastructure and other government programmes that support economic growth and development in Zambia,” he said.

GOVERNMENT recognises the potential damage to the environment that exploitation of energy can cause and is therefore forging partnerships to ensure sustainable and affordable energy, Energy permanent Secretary Trevor Kaunda has said.

SUSTAINED demand for the dollar has continued to characterise the market with the Zambian Kwacha adding to its previous day’s losses in Wednesday’s trading session.

“The inevitable alteration to the natural habitat for fauna and flora must be done in a sustainable manner to maintain a reasonable balance to the eco system,” Mr Kaunda said.

“It is against this background that we are entering into this Memorandum of Understanding (MoU) with World-Wide Fund for Nature (WWF). to combine efforts in pursuing a clean energy development pathway.”

The MOU will provide a platform for uniting efforts, expertise, and resources to harness opportunities that promote clean energy development has been signed between the Government and World-Wide Fund for Nature.

The Energy Permanent Secretary said the MoU would provide a platform for uniting efforts, expertise, and resources in efforts to harness opportunities that promote clean energy development and increase access to sustainable and affordable energy.

Mr Kaunda said the intention of the five year MoU was to foster collaboration on Zambia’s pursuit for a clean energy development pathway.

He said the MoU would assist in hosting a Renewable Energy Forum in 2021 aimed at attracting investment, support capacity building and community sensitisation programmes, implementation of pilot projects to increase access in rural areas as well as the development of the Integrated Resource Plan necessary for energy planning.

WWF country director Nachilala Nkombo said the signing of the MoU was about helping deal with the crisis of energy poverty.

Ms Nkombo noted that every year, the country consumed four million tonnes of charcoal while hydropower installed capacity was at 50 percent.

She said the need to

increase access to clean and modern energy could not be overemphasised as key to attaining the Vision 2030 of becoming a prosperous middle income nation.

“It is no secret that our hydropower dams are atmospherically controlled and are greatly affected by reduced rainfall, WWF is thus promoting a new deal for energy for all Zambians.

“This deal will ensure that we as a country can develop low cost, low carbon and efficient energy options that will provide power to cover businesses, schools, hospitals and large companies in a sustainable way,” Ms Nkombo said.

She said it was important for Government to pursue the energy diversification agenda and partner with the private sector to catalyse a non-hydro renewable energy revolution in the country that closes the power access gap.

Absa Bank Zambia reports that sustained importer demand from corporates across different segments pushed the Kwacha up to close at K20.550/20.600, 5 ngwee.

According to the Bank in its daily market report, this was lower than its opening level of K20.450/20.500 on the bid and offer respectively.

“In the near term, the local unit is anticipated to lose more ground on very low dollar supply,” the Bank said.Zambia Industrial Commercial Bank (ZICB) said the Kwacha on Tuesday continued to trade on the back foot despite copper trading just above the US$6,800 levels per ton.

ZICB indicated that the local unit opened at 20.500/20.550 and was unchanged from its previous days close.

“While most global currencies strengthened on the back of a possible win by Joe Biden in the U.S. Presidential election, the local currency moved in the opposite direction.

“The Kwacha closed at 20.550/20.600, a downward movement compared to its open of 20.500/20.550,”ZICB said.

Elsewhere, the South African rand recovered against the United States (US) dollar on Wednesday afternoon, as global markets whipsawed amid a far closer US Presidential election than polls had predicted.

The rand was at 15.96 per dollar, 0.3 percent stronger than its previous close after trading more than one percent weaker against the US currency in the morning session.

Meanwhile, copper prices fell on Thursday as traders exercised caution amid a nail-biting US Presidential election that could drag on with legal actions.

At a recent event, NHIMA Director General James Kapesa expressed happiness with the health insurance scheme service delivery at Monze and Chikuni Mission Hospitals.

NHIMA Director General, James Kapesa, noted with satisfaction that the health scheme delivery in Monze and elsewhere had seen growth in the past few years.

Dr Kapesa said although the scheme faced hitches in the initial stages, it had managed to registered 820 beneficiaries, who were now accessing high quality health services.

In January 2020, the Zambian government announced a Universal Health Coverage (UHC) benefits package that covers contraceptive pills, implants, injectables, intrauterine devices (IUDs), and emergency contraception. It is the first UHC financing reform in the region to cover family planning and the first major country-level advocacy win for sexual and reproductive health and rights following the 2019 UN High-Level Meeting on UHC. As the government implements coverage through a nationwide health insurance scheme, Zambian women will receive covered family planning methods for free at all accredited facilities in the program.

In the same year, Mwitwa also won the Heroes and Unity Cup to it a double. The Warriors’ heroes were winger Noel Chama and Matthews Njovu in a 2-1 victory over Nkana Red Devils whose consolation was scored by winger Godfrey Muselepete.

And Mwitwa’s name is forever written in gold letters in both club and national hall of fame for his larger-than-life performance in the then BP Zambia plc-sponsored tournament, the BP Challenge Cup (BP Top 8) When he almost singlehandedly carried his team on his shoulders, in winning the 1989 and 1991 titles.

In the former final, in a grandfinale when Warriors embarrassed and destroyed Zambia Air Force side Red Arrows 6-1 at Independence Stadium, the show and spotlight was Mwitwa’s - to a lion’s share - in keeping with his nickname of Tiger.

Mwitwa delivered a hat-trick with Joly Chambisha coming on board with a brace while Joseph Chilekwa scored the other.

The Timothy Mwitwa fact-file

been christened by various names at various stages of its existence since 1964: Zambia Challenge Cup, Shell Challenge Cup, BP Challenge Cup and finally BP Top Cup at the time the last tournament was played in 2008 when corporate sponsorship was withdrawn altogether and hence the natural death of one of the biggest and richest tournaments in Zambia’s domestic football.

Suffice it to say that the first player to have scored a hat-trick in the tournament was Green Buffaloes’ Pele Kaimana whose team flattened Konkola Blades 5-2 in the 1979 final before Mwitwa would follow suit in 1989.

Nkana’s Musole Sakulanda would join the select band in 2000 when the 12-time Premier League champions would scotch the seemingly jinxed Chililabombwe side 5-1 in a final played at Chingola’s Nchanga Stadium.

But then Mwitwa would pour water on the hat-trick records in the final of the tournament by netting a super hat-trick (four goals) in the 1991 final of the same championship.

The man also known by the moniker of Teacher, was the hero of the all-conquering team of 1991 when it tore the seemingly forever jinxed Konkola to shreds in a 7-0 mauling of the Chililabombwe side.

Other scorers on the day for Warriors were striker M’gaiwa, defender Changwe and Chilumba.

Elsewhere, Mwitwa won the Champion of Champions Cup three times in 1987, 1989 and 1991 the tournament he won the most at Warriors.

And in his only Mosi Cup victory with the men from Railway Ground (Godfrey Chitalu Stadium) in 1987, his team beat Power Dynamos 3-2, be it as it may that on this occasion, Mwitwa was not among the scorers.

In all, Mwitwa won 9 honours while playing for Warriors: 1 Premier League title, three Champion of Champions Cups, 2 Charity Shields, 2 BP Challenge Cups and 1 Mosi Cup to put the cherries on a truly glorious club career, with a touch of gloss.

Mwitwa joined Nkana Fc at the start of the 1993 season before

he lost his life in the Gabon Air Disaster with 17 of his fellow colleague and two coaches and 12 others on the ill-fated buffalo military plane.

INTERNATIONAL CAREER Capped for Zambia between 1990 and 1993, Mwitwa was always valued for his imaginative and creative play on either flanks of the field where, in the last two years before the Gabon plane crash, he had to fight off competition from Mwila Numba on the left flank on the one hand and on the other, the right side of the field where his brief Nkana Fc team-mate, Moses Chikwalakwala, was a prime candidate.

For the record, Mwitwa made two African Cup of Nations (AfCON) appearances in 1990 and 1992 – on both occasions alongside his Warriors’ club-mates, goalkeeper Richard Mwanza and defender-cum-midfielder Samuel Chomba.

Deceptive, outrageously skillful, ultra-intelligent, a consummate dribbler, a scorer of wonder and wonderful goals, of slender frame would best describe the man they fondly called “Teacher” or “Tiger” by his sea of admirers both at club and national level.

During the 1990 African Cup of nations held in Algeria, Mwitwa and the Ashious Melu captained side his colleagues – Efford Chabala, Richard Mwanza, John Soko, Whiteson Changwe, Eston Mulenga, Webster Chikabala, Linos Makwaza, Pearson Mwanza and Wisdom Chansa among others, reaped bronze after beating Nigeria 3-0 in the third play-off.

Two years later during the Senegal-staged continental showpiece, Mwitwa’s Zambia went out in the quarter-finals, losing 1-0 to Cameroon.

Mwitwa was a treasured player in Zambia’s twin-qualifiers of the 1994 Tunisia AfCON and USA World Cup between 1992 and early 1992 before the horrific Gabon plane crash occurred.

Mwitwa is fondly remembered

for the miracle goal he thundered in against Mauritius on August 16, 1992 at Lusaka’s Independence Stadium from an acute angle in a 2-1 win in the twin-qualifiers’ series referred to above.

The goal brought almost the entire stadium on its toes in appreciation of the wonder goal. The standing ovation must have lasted a good one minute.

PERSONAL LIFE Mwitwa was barely in his second year in marriage.

Sadly, his wife was heavily pregnant when the Gabon plane crash occurred in April 1993.

Timothy Mwitwa Jr. was born on May 3, 1993, the same day his father and 29 other heroes of the Gabon plane crash were being buried at the northern part of Independence Stadium at a place named Heroes’ Acre, in fond memory and remembrance of the 30 Gabon Air Disaster of April 28, 1993 who included 18 footballers, two coaches, five Zambia Air Force crew and five support Football Association of Zambia (FAZ) members.

How appropriate and apt that Mwitwa’s first born child had to be named after his wing-wizard father!

LEGACY For scoring two hat-tricks in the same domestic tournament, the BP Challenge Cup (BP Top 8), Mwitwa stands out on a different pedestal, sticking

out prominently like the Leaning Tower of Pisa of Italy or the Great Wall of China – both registered among the great wonders of the world by the World Heritage Sites Conservation Society (WHSCS).

Owing largely to his supreme confidence and unfailing ability to face any defender and beat him to the ball again and again Mwitwa was aptly and appropriately given the nickname “Teacher” – a name seen in the same light of a teacher giving lessons to his pupil.

Boxing Federation lauds NOCZ boss MATHEWS NDANDULA writes @SunZambian THE Zambia Boxing Federation executive has thanked the President of National Olympic Committee of Zambia Alfred Foloko and his board for having facilitated a scholarship for their Olympic bound boxer Evaristo Mulenga.

ZBF general secretary Brighton Chomba said this move shows the love and committee that NOCZ have for boxing and sports in general.

This scholarship will run up to the time the Tokyo Olympics will be held in Japan in 2021.

Chomba said that the scholarship had come at an appropriate time and will boost the morale of the boxer.

“The federation executive is humbled by the good working relationship with the NOCZ board, which has also facilitated the camping of our 3 Olympics qualified boxers at OYDC,” said Chomba.

Currently three boxers who qualified for the Tokyo Olympic games are in camp at OYDC Sports Development Centre in preparation for the youth games to held in Tokyo next year.
