A Note from The Honourable Lascelles Chin Chairman of LASCO Chin Foundation It is now a year since the launch of the LASCO Chin Foundation, under the theme “Helping Hands for a Better Jamaica�. The Foundation has focused on shaping the strategic direction and concepts necessary for laying a solid foundation for the implementation of the programmes designed to break the cycle of inter-generational poverty and crime. I am extremely pleased with the outcomes so far.

We are therefore, now well positioned to initiate the second phase of the programme, with long-term, multi-dimensional investments: The Sustainable Socio-Economic Intervention (SSI), Schooling Support and Entrepreneurship Programmes, Quality Assurance and other Charitable Programmes.

An exciting future is ahead, and I fervently believe that we can rescue our at- risk youths from a life of crime. I thank you most wholeheartedly, for your support and encouragement in the past year. Together, we can and will create a more peaceful society for generations to come.

A Note from Professor Rosalea Hamilton CEO of LASCO Chin Foundation This first year of the LASCO Chin Foundation (LCF) was simply an awesome experience!!! At the launch of the LCF on September 20, 2018, Chairman Lascelles Chin said: “This Foundation will create a legacy greater than all my business achievements combined.” These words speak volumes about the Chairman’s vision, commitment and high standards of excellence expected of the work of the LCF. Motivated by these words and our desire to achieve Vision 2030 and the Sustainable Development Goals (SDGs), we pursued our ambitious vision and mission to curb inter-generational poverty and crime by empowering at-risk youths with the guidance of a Sustainable Socio-economic Intervention (SSI) model. Together with our partners, we laid solid foundations for long-term, multi-faceted social and economic opportunities for at-risk youths to not only transform their lives but that of their families, schools, communities and, in turn, Jamaica.

This newsletter will give you a glimpse of our first year of exciting and impactful activities. I do hope you too will be motivated.

LASCO Chin Foundation Launched LASCO Chin Foundation (LCF) was officially unveiled on Thursday, September 20, 2018 at a press breakfast conference hosted by the Terra Nova All-Suites Hotel Venetian Suite.

In attendance, there were several members of parliament along with other affluent members of society who share in the ‘Chin vision’: Minister Ruel Reid, Senator Pearnel Charles, Jnr., Former Governor General Sir Kenneth Hall, Leo Gilling, Coordinator, Jamaica Diaspora Education Task Force, among other stakeholders from LASCO Affiliated Companies Board and Executive Management Team, Government Ministries, Department and Agencies, Corporate Foundations, Mountain View Community Stakeholders, Key Partners, Media and Programme Beneficiaries.

Hon Lascelles A. Chin, O.J, C.D, LLD, Chairman of the Foundation, Founder and Executive Chairman of the LASCO Affiliated Companies in his remarks said it was always his life’s dream to help Jamaica. “This Foundation will create a legacy greater than all my business achievements combined. Long after I am gone and the present LASCO management team is no longer around, the LASCO Chin Foundation will be here in Jamaica,” he told the gathering.

He then continued by saying, “In business life, it is important to recognise the ills of the society in which we operate, and working at being a part of the solution. We need to get to the core cause and build from the ground up, step by step, in a deliberate and planned way.”

Chief Executive Officer of the new charitable arm of the LASCO Affiliated Companies, Professor Rosalea Hamilton, detailed the mission of LCF noting: “We see our mission as early intervention to help Jamaica’s at-risk youths develop the relationships, goals and capacities needed to break the cycle of poverty and crime and become productive members of society, especially as successful entrepreneurs.”

In pursuing their mission, LCF will be guided by the Sustainable Socio-Economic Intervention (SSI) Model© in executing its core activities: (1) the SSI Schooling Support Programme; and (2) the SSI Entrepreneurship Programme.

Dr. Chang Welcomes LASCO Chin Foundation to Help Vulnerable Youth Minister of National Security, Hon. Dr. Horace Chang, has hailed the establishment of the LASCO Chin Foundation, which will work with the police in engaging vulnerable youth in order to steer them away from crime.

He said that the Government welcomes partnerships that will help to curtail crime and violence in the society. Dr. Chang said for the last 18 years, LASCO has spent millions to award police officers, teachers and nurses, and this latest initiative “will not only continue to motivate and transform the lives of those involved but have a spillover effect on the entire nation”.

He was speaking at the LASCO/Jamaica Constabulary Force’s 2018/2019 Police Officer of the Year awards ceremony at The Jamaica Pegasus in New Kingston on Tuesday (May 8), where Founder and Executive Chairman, LASCO Affiliated Companies, Lascelles Chin, announced the launch of the foundation. “Starting June 1, the LASCO Chin Foundation will begin a process of deepening our long-established support for the police by providing a multifaceted, sustainable approach to addressing crime, one individual at a time,” he said.

Mr. Chin explained that the body will work with the police in helping youth who are at risk of becoming involved in crime.

“If we target these at-risk youth in their communities and provide them with long-term professional support, we can make the [dent] in the crime problem,” he contended. He said that details of the foundation’s work will be announced in the coming weeks.

Vice President for Community Service and Development at the University of Technology (UTech),Professor Rosalea Hamilton, will serve as the body’s Executive Director.

Professor Hamilton is a Non-Executive Director at LASCO Manufacturing Limited. “She takes to this position a deep passion for the redemption, reformation and inclusion of at-risk youth in society, along with her sound academic analytical expertise and extensive experience with that sector,” Mr. Chin said.

He is calling for partnerships with the new foundation and the police in reducing crime and providing better opportunities for the nation’s youth. “We deserve a crime-free society, and we can help to create that society one child at a time, one community at a time,” he said.

LASCO Chin Foundation Tackles Youth Poverty & Crime In June 2018, LASCO Chin Foundation (LCF) began operations with the mission to encourage early intervention for Jamaica’s at-risk youths using the Sustainable Socio-Economic Intervention (SSI) Model©. Within the first month, the LCF rolled out its two-phased SSI Entrepreneurship Programme that enables at-risk youths to earn income immediately while providing them a framework to create and sustain viable businesses over a 5 to 10 year period.

Roland Griffiths, one of the beneficiaries of this programme from Majestic Gardens, sings high praises of the programme. He maintains that it has positively impacted his life. “Now a have no time to waste; my father even a look up to mi and mi now have more respect from people in de community. It has been a positive distraction away from certain tings a gwan round mi,” he said Chief Executive Officer of the LASCO Chin Foundation, Professor Rosalea Hamilton, is convinced that: “To break the cycle of criminality we need individualized, longterm, comprehensive interventions that target and hand-hold the youth in troubled communities where they are most at risk of exposure to crime and the criminal justice system.”

“Our vision is to change the way Jamaica views and treats its most vulnerable young people, so that in the future all of Jamaica’s young people will be empowered and have access to high quality capacitybuilding solutions as well as skilled and caring adults who are willing and able to support their efforts to succeed in life generally and business in particular,” she added.

The LCF has also embarked on a Schooling Support Programme that will target at-risk youths from as early as 10 years of age and partner with primary schools to identify students due to sit the Primary Exit Profile (PEP) who are unlikely to overcome the extreme risk factors affecting their school performance unless they receive assistance. Each student will be provided a consistent long-term, professional relationship for approximately 10 years focused on personal development goals, which will also support the youth in his/her school, home and community. Since its establishment in June 2018, the Foundation has been in dialogue with stakeholders in the Mountain View community who will be the first beneficiaries of the promising Schooling Support Programme.

Introduction of Phase 1 of the SSI Entrepreneurship Programme In its first few months, the LCF — using an innovative Sustainable Socio-Economic Intervention (SSI) Model© — rolled out its two-phased SSI Entrepreneurship Programme enabling at-risk youths from vulnerable communities in Kingston, St. Andrew and St. James to earn income immediately while providing them with a framework to create and sustain viable businesses over a 5-to-10 year period.

In Phase 1, we provided an intensive LEARN-AS-YOU-EARN programme called “Liquid Streets” Vending Entrepreneurship Programme. Participants were provided with start-up capital in the form of products, uniforms, barrels for vending, IDs, training and other forms of assistance. Mentors, mainly volunteers from LASCO Distributors Ltd and LASCO Financial Services Ltd, were also assigned to the youths.

Kingston & St. Andrew (K&SA) Cohort Recruitment and Training In Kingston & St Andrew, we recruited thirty-six (36) persons with the assistance of 6 supporting organizations. Recruits ranged in age from 17 to 37. Only 93% of the recruits were unemployed and only 7% reported that they had savings.

Twenty (21) recruits were selected to receive 3 days of intensive entrepreneurship training by the Institute of Law & Economics.

The recruits were assigned mentors fomr LASCO Distributors Ltd. who greatly assisted them to overcome the day-to-day challenges they faced along the way.

At the end of the six (6) months of training and monthly team meetings, the participants also received a “Business In A Box� workshop courtesy of student volunteers from the Miami Business School at the University of Miami under the leadership of Mrs Ellen McPhillips, Asst. Dean, Undergraduate Business Education, Miami Business School.

Montego Bay Cohort Recruitment and Training In Montego Bay, we recruited twenty-seven (27) persons with the assistance of two (2) supporting organizations. Recruits ranged in age from under the age of 31 to aged 40 and above. 57% of the recruits were already self employed and only one person reported that their business is expanding and profitable.

Eleven (11) recruits received three (3) days of intensive entrepreneurship training by the Institute of Law & Economics and eight (8) participants entered the programme At the end of the six (6) months, 57% of the recruits who completed the programme reported that: - Were able to access financing to expand their business, finance a home renovation project - Purchase a deep freezer for their business, - Pay a deposit to acquire a piece of land - Feed and take care of five (5) persons in their community In addition 87% reported that they increased assets at the end of the programme. We concluded that the programme had a POSITIVE IMPACT on the trainees in terms of their increased assets to support entrepreneurship and improvement of their lives.

SSI Entrepreneurship Programme Year 1 Evaluation Our analysis suggests that Phase 1 of the SSI Entrepreneurship Programme had a POSITIVE impact on the participants who completed the programme. The vast majority of the recruits reported that they had no savings. Only 7% reported that they had assets, including savings, that could be used to start as business.

At the end to six (6) months, 67% of the recruits who completed the programme reported that they had assets, including savings, at the end of the programme. We also noted that only 10% of the persons who did not complete the programme had savings.

We therefore concluded that the SSI Entrepreneurship Programme had a positive impact on trainees who completed Phase 1 of the programme in terms of their capacity to accumulate assets/savings to support their entrepreneurial endeavours.

The positive impact was reflected in their own assessment of the programme. All of the graduates agreed or fully agreed that: - “the programme has significantly improved ability to sell and has built my self confidence”.

- “the LASCO Chin Foundation is doing an excellent job to help young people like me”.

- “the training from the institute of Law and Economics was excellent..I learnt a lot”.

- “has helped me develop my entrepreneurial skills and made me a better business man/woman”.

- “provided me an opportunity to be a more productive citizen”.

Graduation Ceremony The SSI Entrepreneurship Programme Cohort 1 concluded with a graduation ceremony, awarding nine (9) participants with certification of completion.

Dr Lascelles Sweetland, Guest Speaker at the event, encouraged the graduates to persevere in the face of obstacles they will confront in running their business. Also, Mrs. Ellen McPhillips, along with students from the University of Miami, gave the graduates practical assistance through their “business in a box” entrepreneurship initiative.

Five (5) graduates moved to Phase 2 of the Programme where they will be provided “hand-holding” assistance in executing business plans in collaboration with the Jamaica Business Development Corporation (JBDC).

Piloting the SSI Schooling Support Programme in Mountain View Schools A major source of the problem of youth poverty and crime is poor school performance and the quality of solutions available to the poor in rural and troubled communities. In response the LCF has designed the SSI Schooling Support Programme which will target at-risk youths from as early as 10 years of age and assist these students to successfully traverse primary School, high school and college by providing 1:1 extended, wholistic supporting relationships, in terms of schooling, home care and community life. The LASCO Chin Foundation will pilot this intervention September 2019 in the Mountain View and surrounding areas targeting students from Clan Carthy High School and their Feeder Primary Schools. Each Student will be provided a consistent long-term, professional relationship for approximately ten (10) years focused on personal development goals, and will also work with the youth in his/her School, home and community.

In year 1, Clan Carthy High School and the feeder primary schools have benefitted from a Parenting Education intervention led by the National Parenting Support Commission (NPSC), a Youth Community and Outreach Programme (YCOP) held at the Christ Church, Vineyard Town. They have also been given the opportunity to participate in one of LASCO’s Quality Assurance Programme, LASCO Releaf Environmental Awareness Programme (REAP) where students would be exposed to sports and cultural activities as well as increase the level of awareness among youths about environmental protection.

Primary School Parent Teachers Association (PTA) Meeting October – December 2018 The LCF attended PTA Meetings at the Clan Carthy High School and Six (6) of their feeder primary schools: Rollington Town Primary, Windward Road Primary, Norman Garden Primary, Franklyn Town Primary, Mountain View Primary, Excelsior Primary to sensitize the parents about the SSI Schooling Support Programme as well as to recruit the parents for the Stay Connected Parenting Programme and Parent Mentorship Certification.

Youth & Community Outreach Programme In addressing the need for youth empowerment interventions and to stimulate the creative abilities of our youth, the LCF has partnered with the Christ Church Vineyard Town Youth Community and Outreach Programme (YCOP) to support targeted beneficiaries in the SSI Schooling Support Programme. The YCOP aims to provide the youths with positive and enhanced learning through life coping skills, training and capacity building in the performing arts specifically Drumming and Steel Pan. The YCOP was piloted in March to June 2019 and approximately thirty (30) at-risk students from Clan Carthy High School Grade 7 benefitted from the programme.

Saturday Parenting Workshops The LCF SSI Schooling Support Programme has begun its partnership with the with a series of Saturday Parenting Training and Education Workshops under their Stay Connected Programme which ran from January – June 2019. Parents of students who attend Clan Carthy High School Grade 7 as well as parents of Grade 6 students from their feeder primary school were beneficiaries of this training programme.

Ten (10) parents who successfully completed the programme will move on to becoming Parent Mentors for the Mountain View Community.

The LASCO REAP programme in Mountain View Schools The LASCO ReLeaf Environmental Awareness Programme(REAP) is an environmental initiative which targets primary school level children. Its goal is to facilitate an increase in the children’s participation in environmentally friendly activities and increase awareness of the lifestyle/environment correlation. The programme involves Tree Planting, Recycling & Energy Conservation, Gardening, Anti-Littering campaigns, Plastic Bottle Collection as well as Artistic and Performing Arts components such as dance, poetry, short stories, dub poems, songs and posters.

In December 2018, REAP was introduced to the following Primary Schools in the Mountain View communities: Rollington Town Primary, Norman Gardens Primary School, Excelsior Primary School, Clan Carthy Primary and Mountain View Primary School. In attendance were approximately eighty (80) students and teachers.

Boxing Day Treat in Majesty Gardens Children in Majesty Gardens were treated to a jam-packed day of fun, food, beverages and ice cream on December 26, 2018. The event was organized by two (2) of the participants in the LCF Entrepreneurship Programme – Roland Andre Griffiths and Kevon McLeish. About two hundred (200) children and their parents/guardians benefitted from the Treat.

The LCF and Operation Save Jamaica (OSJ) collaborated in supporting this initiative and will continue to collaborate in 2019 and beyond, on a range of entrepreneurial interventions in Majesty Gardens and surrounding communities.

Spanish Town Ministers’ Fraternal On March 10, 2019, the annual 10,000 Men & Family March took place at the LOJ/Sagicor Shopping Centre. Prof Hamilton addressed the audience and encouraged unattached youths to become entrepreneurs and to join the LASCO Chin Foundation’s SSI Entrepreneurship Programme. Trainees from the Liquid Streets programme attended.

LCF Supports the Jamaican Christian Diaspora Conference The LCF participated and supported the Jamaica Christian Diaspora Conference on October 10 -11, 2018. Approximately Two hundred (200) persons were in attendance representing religious organizations from mainly Africa, North America, Europe, Jamaica and the Caribbean focusing on sharing development solutions and strategies to improve the diaspora communities. Prof Hamilton presented on the importance of curbing the cycle of intergenerational poverty and crime in Jamaica and shared with the audience the LCF’s strategic approach to address this problem.

LCF Partners with MoGAVA in Ending the Cycle of Violence & Abuse The LASCO Chin Foundation, who supported the forum, is actively collaborating with MoGAVA and other church organizations in curbing the cycle of violence and crime, especially among at-risk youths. Prof Hamilton provided an overview of the LASCO Chin Foundation and the work of the Foundation in addressing gender-based violence.

Pastors from several churches, under the leadership of Pastor Jayson Downer, Founder of Men of God Against Violence and Abuse (MoGAVA), took a strong stand against the prevailing culture of violence and abuse and drew attention to the role of the Church at a forum entitled, “Treat the Batterer…End the Cycle,” held at the Quality Academics Auditorium on Sunday, November 25, 2018.

Pastor Downer noted that “Violence against Women is a big issue in the Church and must be rooted out by the leadership of the Church.”

Specially invited guest Novelette Grant, former Acting Commissioner of Police, noted that “the reason men become batterers are complex and multi-faceted and rooted in our violent history of slavery and perpetuated

in the home, in schools and in the church.”

Speaking from personal experience, Kevin Heath identified his early upbringing in an abusive home as the main reason he battered his wife for years and pointed out that the church must take responsibility and address this very prevalent issue inside its walls.

Pastor Teddy Jones, Chairman, Missionary Church Association in Jamaica, then formally addressed the role of the Church and unambiguously apologized for the role of the church in perpetuating violence against women. He said, “The church must start from a position of honesty recognizing that the Bible has been used to justify violence, abuse and the hegemony of women. We need to revisit the text and admit that some of the interpretation was wrong.” He pointed to the important role of the church today in correcting the interpretation errors of the past, mentoring young boys, and reaching out to men where they are in their communities and their homes and showing them another way.

LCF Stages Inaugural Benefit Gala in Miramar, FLORIDA The LCF Inaugural Benefit Gala saw an overwhelming show of support from 633 persons mainly from the Jamaican/Caribbean Diaspora in South Florida who attended the Miramar Cultural Center on November 18, 2018. The LCF received thirty-four (34) monetary pledges of support, including in-kind support and partnership from Jamaican Diaspora organizations and associations to enhance the programmatic activities of the Foundation. Pledges of support from the audience flowed after a heart-wrenching presentation by Shamere McKenzie, detailing her experience as a survivor of Human Trafficking. In her effort to prevent young girls from becoming victims of Human Trafficking, McKenzie pledged US$500.00 per annum toward a basic scholarship for a young girl in Jamaica who has been sexually abused or who has survived human trafficking The basic scholarship will cover school fees, school uniforms, shoes, physical education gears along with books and school supplies. This is to commence in September 2019.

The support also entails a commitment to mentor and/or assist the student from Grade 7 through to Grade 11.

LCF partners with South Florida Chapter Westwood Girls Association on Human Trafficking Forum LCF supported and participated in the SFC WOGA Human Trafficking Panel Discussion on November 15, 2018. The Forum engaged approximately sixty (60) South Florida residents in a discussion, highlighting the issues of Human Trafficking in both Jamaica and Florida and how NGOs, CSOs and Corporate Foundations through their work can seek to provide support to victims/ potential victims and implement programmes to prevent/reduce trafficking in their communities. The Panel of Speakers included: Shamere McKenzie, International Speaker on Human Trafficking, CEO, Sun Gate Foundation; Katina Hernandez, Special Agent Homeland Security Investigations (HSI) South Florida Human Trafficking Task Force Special Agent in Charge, Miami; Maria Clara Rodriguez, Project GOLD Director, Kristi House, Inc.; Dotti Groover-Skipper, HEARTDANCE Foundation, Inc. “Reclaiming Dignity, Value and Worth; and Deputy Superintendent Carl Berry, Head of the Jamaica Constabulary Force’s Anti-Trafficking in Persons Unit. The Forum which took place at the Holy Family Episcopal Church Hall in Miramar Gardens was chaired by Leo Gilling, Coordinator, Jamaica Diaspora Education Task Force.

LCF Supports the Coalition of Jamaican Alumni Association’s Annual Walkathon Approximately 125 persons were in attendance at the 9th Annual ALL ALUMNI WALKATHON organized by the Coalition of Jamaican Alumni Associations was held on December 1, 2018 at Central Broward Regional Park in South Florida. The annual walkathon helps the alumni associations to raise funds for projects in Jamaica and South Florida. Individuals who have played outstanding roles in South Florida were also recognized and introduced to the alumni community. The Walkathon also created an opportunity for the LCF to talk about its activities in Jamaica and to share ideas about proposed activities in the Jamaican Diaspora communities in South Florida.

Jamaican Consulate in Miami welcomes the Hon Lascelles Chin and the LCF On November 20, 2018, the new Consular General to Miramar Florida Oliver Mair welcomes the Hon Lascelles Chin and the LCF to the Jamaican Consulate and to South Florida. LASCO products are showcased at the Consulate as part of the efforts in promoting Brand Jamaica and introducing LASCO to the South Florida Market.

Prof Hamilton joins Panel at JWOF’s Annual Luncheon Prof. Rosalea Hamilton participated as a panelist at the 5th Annual Women’s Empowerment Conference & Scholarship Luncheon organized by the Jamaica Women of Florida (JWOF) on March 23,2019. She spoke on Personal and Professional Transformation.

Other panelists were Kamila McDonald, Health Coach & Author; Sasha Dunn Belizaire, District Merchant Macy’s; Debra Ehrhardt, Writer/Performer. The Panel was chaired by Dr Susan Davis (DrSue). Joy Spence, CD, Master Blender, Appleton Estate Jamaica Rum was Guest Speaker at the event.

Florida Highlights Christway Baptist Church Welcomes the LCF

LCF supports People Profile Awards

Approximately three hundred (300) persons were in attendance when the LCF received a warm welcome by the Christway Baptist Church Service on November 18, 2018 prior to the Inaugural Benefit Gala. Pastor Wesley Green recognized the outstanding charitable work of the LASCO Affiliated companies and welcomed the LCF to his church and to Florida.

On February 8, 2019, LASCO Gift Baskets were presented at the People Profile Award Ceremony Launch. The LCF partnered with the People Profile Awards in recognizing the accomplishments of individuals, groups, and entities, and the impact that they have on others, the community and the world and in highlighting them as unsung heroes doing extraordinary things.

Florida Highlights St Andrew Old Girls Association Florida Chapter Cocktails & Canapes On February 16, 2019, the LCF supported St. Andrew High School Alumni Florida Chapter in their mission for continuous improvement to the academic life and welfare of students.

Jamusa’s 57th Year of Music On Sunday, February 24, 2019 the LCF supported Denver (Jamusa) Silvera of Mello Canary Sound System and of WAVS radio fame, who was recognized at an event dubbed “Jamusa’s 57th Year of Music” at the Central Broward Regional Park in Lauderhill, Florida, for his outstanding musical contributions to the community.
