Hello, everyone. Apologies if you received this edition of Rural Roundup a little later than usual. It is the first time in all the years I have been producing the community magazine that I have missed the printer’s deadline. I spent a whole week battling with BT whilst being off-line and eventually they sent me a new router, only to find that didn’t solve the problem and I then had to wait for an engineer to come and sort it out. For an interesting piece of news go to page 17 and read about the project being considered by Kingsdown & Ringwould School which will bring the edge of space right into Kingsdown. All they need is the support of the community to bring it to fruition. I've pledged my contribution already - please join me and be part of this exciting project. Frequently we have requests from local organisations, to insert articles in Rural Roundup which don’t come within the area of the circulation. We do try to accommodate everyone when space is available but priority does have to be given to the areas as listed on the front cover. Ringwould w Kingsdown Parish Council. Monday 12th February 2018 at Kingsdown Village Hall Prior to the monthly Parish Council meeting a public consultation was held regarding the Zetland Terrace Lease. Six members of the public attended, and a useful discussion took place. The public members praised the council for their work and the content of the lease. The Parish Council in a confidential session have agreed to sign the lease. The monthly meeting began at 7.00pm and was attended by the District Cllr, County Cllr, Community Warden and three members of the public. The Parish Council agreed by a majority their annual budget for 2018/19 and again by majority signed the DDC precept demand form for 2018/19. There has been an increase in the budget and precept this year, and this is mainly due to the services the Parish Council have responsibility for, such as grounds maintenance, tree works, footpaths, highways projects and more. The Parish Council are in the final stages of finalising the Tree Management Protocol and have a good working relationship with the volunteer tree wardens who assist the Parish Council. The Play Park Working Party are continuing to work well with members of FKPP towards Phase Two of the play park. FKPP continue their fund raising efforts with good success. The working party are awaiting quotes before presenting to the Parish Council. Members of the Parish Council met with DDC regarding the public toilets in Undercliff Road, who gave them several different options regarding the public conveniences’ future. The Parish Council are considering these and will discuss them in a closed session after the March Parish Council meeting, The Annual Parish Meeting is to be held at Kingsdown and Ringwould CEP School on Monday 16th April 2018 at 7.00pm. All are welcome to attend and enjoy a glass of wine and meet your Parish Councillors! More information regarding the Annual Parish Meeting will be in the next issue of Rural Roundup and on the Parish Council website. Major Gas Pipe Renewal is to take place in Kingsdown from 26 th February and the rolling programme is expected to take approximately six months. Our Spring programme of talks is now finalised. One that should be of interest to everyone in the village, especially if you are frequently away from your houses, is on 6th March. Jacqui Brook, our Police Community Support Officer ,will be giving a talk on How to Keep our Homes, Property and Ourselves as Safe as Possible. We have added this to our programme following the spate of burglaries over the Christmas period. The talk will follow the usual programme for the evening but will be Free of Charge. Other talks are as follows: Nature-rich, Chemical-free Gardens by Maureen Rainey from the Kent Wildlife Trust on March 27th, Spring into Spring; Wild Plants for Modern Cuisine by Lucia Stuart, forager and founder of The Wild Kitchen on April 24th and of course we will once again be sponsoring the Garage Safari organised by the wonderful Rex and Rita on May 13th. All talks take place at Kingsdown and Ringwould Primary School. Doors open at 7:30pm for refreshments; general discussion at 7:45pm. Talks start 8pm and everyone is out by 9:15pm. As a contribution to the reduction of plastic waste, we are in discussions with ‘Deal With It’ about joining the Refill campaign which aims to create a national network of retailers, coffee shops, businesses and local authorities offering new refill stations for the public to top-up their water bottles for free. What a surprise! On a personal note I agree strongly with the litter picking and dog mess comments made in the February issue of this magazine. Who else would be as thorough as Pat and Peter? The dog mess problem is getting worse. On three occasions recently, I have had to clear dogs’ mess from the grass verge and pavement directly outside the bungalow. What a disgusting and anti-social habit this is. The AGM was very positive. Let’s keep it going and always remember it’s your society; your thoughts, ideas and help will always be welcomed by the new committee. Dear Editor I would like to add more weight to the "sacking" of Mr and Mrs Godden, our very own Eco-warriors who have done such an amazing job to keep our village and surrounding areas clear of other people’s mess, I really think our Parish Councillors are on a different planet. Aren't they aware of what is happening to the real world and that the Councillors are perpetrating this? if anything I feel the Goddens were under-paid for what they have done. Unfortunately this country has become a slob-like society with no respect for people and the country we live in I would also like to take issue with the 20 mph speed limit. I take my dog for a walk on Undercliffe Road and quite honestly it is a death trap; cars hurtle down the road as if it was a race track. I can tell that most of the drivers are rushing to the golf course and parents taking their children home from school The other day I was walking up Upper Street and someone had parked right on the junction leading up to The Rise. The driver strolled back just as a bus was trying to get through Sad old world !!!! Regards Mr J Powell.

Rubbish! There are numerous questions villagers need to ask regarding the crass decision by the Parish Council to stop the Goddens picking up garbage around the village: 1. What has caused the Parish Council to need more clerical hours and takes precedence over collecting litter? 2. Are the members of the Parish Council talking a lot more, so that their minutes now require more work? Answer: Probably, as they don't seem to listen well! 3. How many letters have the Parish Council received opposing this change? 4. Why in the face of so much village disapproval are they still determined to ignore us? 5. What will they do with their time, when anyone with an ounce of sense, votes them off the Parish Council at the next election? Answer: They can pick up litter, they will be drowning in it by then! St Nicholas Players The Players are rehearsing for their spring production “Trivial Pursuits” by Frank Vickery. A light comedy set at summer evening barbecue, is the setting for a meeting of the Trealaw and District Operatic Society. The next season’s play is being announced but Nick, the Society’s business manager, has promised a different show and plum roles to four different people. As the evening progresses each character’s foibles and talents are revealed……. The production will be on 2nd to 5th of May at Ringwould Village hall; more details to follow next month.

A new replacement salt bin near the cross roads in Chapel Lane is to be supplied & installed by Kent Highways department. The salt bin where currently located is often obstructed by parked cars making access to the bin very difficult. The new bin will be placed on the other side of the road either on the paving outside the small school or on the verge by the redundant telephone box. The Clerk was pleased to report that several broken lights in the village have now been fixed or replaced. The Clerk has reported to highways that there are many pot holes in the village that require filling including a few urgent ones that are dangerous. The Clerk has also reported the leaning 30mph sign on Mongeham Road and overflowing drain at the village hall end of Pommeus Lane. Members of the public are encouraged to report problems around the village direct to DDC. It is easy to do if you have internet access. Log onto their website www.dover.gov.uk and click on the ‘report’ tab. Of course, Clerk will continue to report any problems that are reported to her.

Kingsdown and Beyond – in a village far far away . . . Imagine standing in the school playing field watching the launch of a weather balloon, equipped with camera, to video a spectacular journey to space and back. This is the experience we would love to offer to the children of Kingsdown and Ringwould School and Kingsdown community. It would be a legacy that may inspire the next generation of scientists and explorers and bring the edge of space right into Kingsdown. See the village as never before, as the balloon ascends into the air, until it reaches the edge of space. However, this experience comes at a cost and with ever decreasing school budgets, funding this project is impossible for the school alone. We would like to make this a community experience and invite residents of Kingsdown to be a part of this extraordinary event. This will include being present at the launch, watching live footage and the opportunity to receive a copy of the video. Look at it as buying a ticket for a once in a lifetime event! We would like to ask Kingsdown residents who would like to be part of the project to donate towards the cost, (which is just over £2,000). At the moment, all we are looking for is an idea of how many people would be interested in sponsoring the project. Dover District Council Starts To Map Out Draft Ward Proposals In Boundary Commission Review Dover District Council is to consider its proposals for a new pattern of wards to reduce the size of the Council from 45 elected members to 32. The proposals form part of an Electoral Review by the Local Government Boundary Commission for England (LGBCE), requested by Dover District Council. The proposal from DDC to reduce the size of the Council was formally submitted to the LGBCE for review at the end of last year. The LGBCE announced on 30 January 2018 that it was launching a consultation to redraw ward boundaries across the district, for a council size of 32 councillors. Draft proposals from DDC for new wards in Dover District are being considered by the Electoral Matters Committee on 1 st March and Council on 7th March. These draft proposals are for 17 new wards, (a reduction from the current 21 wards), with each councillor representing an average of 2,902 electors. Members of the public can make a submission to the LGBCE on the consultation to redraw ward boundaries on the LGBCE site. The deadline on this stage of the consultation is 9th April. Data Protection The Councillors have been considering how the new data protection regulations will affect the Parish Council. Defibrillator The council are still considering going ahead with the purchase of a defibrillator. They are exploring funding from other local organisations. The Council is hoping to hold a first response lifesaving demonstration for local residents to take place in the next couple of months. Planning The Parish Council discussed local planning issues and received notification of various decisions from DDC on planning applications in the parish. The planning log is up and running on the website for parishioners to check local applications. Traffic Survey The results of the recent traffic survey commissioned by the Parish Council have been recorded in an easily readable graph format and are now up on the website for residents to view. Litter Pick The Council are organising a local litter pick for Saturday 7th April 2018. Orchard pruning The apple tree pruning event had gone well and the group of volunteers are now keen to tackle the hedge cutting at the allotment/community orchard. Minutes of the Meeting of Walmer Parish Council Meeting held on Wednesday 7th February 2018 at 8 The Strand, Walmer at 7.00 pm Amenity and environment - Members received the report from the chairman and the minutes of the meeting held on Wednesday 31 st January 2018. Cllr Pitcher confirmed that the asbestos has been removed from the site of the allotments. Members considered two quotes to clear the land at Stony Path and resolved: that James Heathorn be asked to clear the rest of Stony Path (leaving a small area if foxes are discovered) for a cost of £4,800. Members received a report supporting the proposal for a safe walking route between Walmer and Kingsdown. Cllr Murphy agreed that he was prepared to contribute £500 to the scheme from his KCC Members’ grant provided KCC officers approved the details and members agreed to allocate £1,044 from the A&E budget to the scheme. Minutes - Cllr Grant reported that a meeting had taken place to attempt to resolve the dispute between the two councillors. Cllr Evans had hosted and chaired the meeting and Cllr Grant had attended. The two councillors in question had come to an agreement that they were able to continue to work together for the good of the Council. As such the complaint is considered disposed of.

Questions and/or observations from the electorate of Walmer - Cllr Murphy also reported that he had received concerns from members of the public regarding the dangers of crossing Dover Road in the Archery Square/ Herschell Square area. The residents were getting together a petition and hoped to present it to Council at the next meeting. Crime and anti-social behaviour reports - The Clerk confirmed that the Volunteer Community Support Warden, Asher Pirt, had reported that the main issues of concern for local residents continue to be dog fouling and also litter, particularly large amounts of domestic waste dumped at litter bins which then causes overflowing and attacks by foxes and seagulls. The Clerk is liaising with DDC to develop initiatives to dissuade people from filling bins with their household waste. Hawkshill working group - Cllr Thompson reported that a total of 17 volunteer visits to carry out work had been made to the Freedown so far this year. This represents a total of more than 34 hours of conservation work carried out. Cllr Thompson was commended on his enthusiasm in encouraging and retaining new volunteers. Walmer in bloom - Members resolved: That a quote for two new planters for the Parish Hall be accepted at a cost of £299 plus vat each. That the contract for watering the hanging baskets and planters around the parish be awarded to Chapman Landscapes at a cost of £2,482 for 16 weeks (to be reduced pro-rata should the baskets have to come down earlier) Date of next meeting - Wednesday 7th March 2018 at 7 pm at the Parish Office, 8 The Strand, Walmer. Walmer Parish Council receives an Award in National Scheme. Walmer Parish Council has become one of only twelve Town and Parish Councils out of a total of 316 in Kent to receive a prestigious award from the National Association of Local Councils. The award recognises the Council’s achievement and good practice in governance, community engagement and general improvement of a council continuously seeking opportunities to improve and develop its services even further on behalf of its ratepayers. The Local Council Award Scheme is a peer assessed programme that has been designed to both provide the tools and encouragement to those councils at the beginning of their improvement journeys, as well as promoting and recognising councils that are at the cutting edge of the sector. Terry Martin, the Chief Executive of the Kent Association of Local Councils who presented the award said, “Walmer Parish Council and other local councils like it, are at the front line of the government’s localism agenda and are doing as much as they can to deliver services whilst being efficient and cost-effective. We congratulate Walmer on their efforts and encourage other local councils to follow their example by striving to achieve this prestigious award too.” The Chairman of Walmer Parish Council Cllr Pat Heath said the award was a testament to the hard work, energy and enthusiasm of the Parish Clerk, Kirsty Holroyd, and her colleagues, Sarah Plews and Joanne Watson, and to the Councillors of Walmer Parish Council. Currently the Council provides a range of services from managing its open spaces at Hawkshill Freedown, the allotments at Campbell Road, York & Albany Close and the Drill Field and all-weather pitch in Cornwall Road and Walmer in Bloom while the Planning Committee inspect and consider more than 120 planning applications each year. Our Finance Committee ensures all our governance procedures are robust and our accounts are fully audited. The budget for 2018/19 and accounts for 2016/17 are available for inspection in the Parish Office and all details of the work of the council are available on the council’s website. The council is constantly reviewing ways in which it can keep on improving its service to the people of Walmer and is always delighted to receive suggestions and input from local people and partners on this.

Renewal of Gas pipes in Kingsdown This is a major programme of works to replace all the existing cast iron gas pipes in the village of Kingsdown. These pipes are eighty to one hundred years old. The work will commence on the 26th February 2018 with a rolling programme period of approximately six months. The contractor carrying out the work is SGN. It will commence in Upper Street at the junction with The Rise, proceed up Upper Street in fifty metre sections taking in a small spur at the entrance to Caswell property. It will include St James Road and then turn right down The Rise to the triangle, leaving one side accessible. The Upper Street section of work will take approximately eleven weeks. At The Rise end they are also running gas pipe through the building site next to the village hall up to the holiday park. At the top of Upper Street, it will turn left and left again down The Avenue and connect to the Camp Site main building. They have already agreed not to close off access to the Camp Site over the Easter period, as this is one of the busiest periods for the camp. This has been discussed with the Camp’s Owner. The work also goes along South Road and across the front of the Zetland Arms. North Road Is not included as it already has PVC pipes. The pipe will run along the Wellington Parade footpath and connecting to the Old Life Boat property along the way. When South Road Is being done access to the Zetland Arms will be via North Road and when North Road access is blocked at the sea end access will be via South Road. There is a period of time when the Zetland frontage will have a trench in front of it and access to the beach car park will not be possible. It was agreed that the contractor will place signs at the entrance of both South Road and North Road advising the beach car park is closed. The landlord of the Zetland Arms is aware of these details. Jarvist Place, Kings Close and part of St Monica’s are also included. SGN have already informed residents affected. Access to Kingsdown for residents will still be available at the A258 turn off onto the Ringwould Road into Kingsdown, but diversion signs will be in place sending traffic past the Kingsdown turn off on the A258 at Ringwould down to Granville Road and along Kingsdown Road into the village. This is mainly for lorries and other heavy traffic. As the gas supplies are being connected to the affected properties, the gas supply will be turned off between four to eight hours. SGN will inform residents when this is going to occur and will keep the connection time down to the minimum possible. SGN will make available free fan heaters and hot plates to the elderly and most vulnerable residents. These can be requested direct with SGN via their web site. SGN have a liaison officer who will send the Parish Council further information as the work progresses. There is also a link to their web site for up to date Information. The residents should be aware that this operation is a major installation and there will be periods when access to certain houses’ entrances and parking of vehicles in their own driveway will not be possible. The contractor SCN have requested that residents respect the fact this work must be done and disruption is unavoidable but will always try and keep the disruption to the minimum necessary. Greener Walmer. The second phase of a Tree Planting Project started by Walmer Parish Council in 2015 which initially focussed only on Dover Road and Warwick Road is underway again with a number of sites located including Balfour Road, Herschell Square, Station Road, Salisbury Road, Court Road and three new trees on Dover Road. (Two near the Pugin Church in Upper Walmer). Planting trees in an urban setting is fraught with problems as there is no list or plan of the siting of utilities in our roads and pavements. Of the three sites that were found to be suitable in Balfour Road two of these had BT cables below ground and therefore had to be discounted and the one remaining site was opposed by residents. This was disappointing. However, the other sites identified will have new trees in place by Spring. With an increased focus on Environmental issues, which were sadly neglected for many years, it is now recognised that one of the simplest ways to improve the challenge of the urban environment is with the use of trees. Eighty years ago many roads were lined with trees and the magnificent vista from the top of Drum Hill towards the Strand must have been wonderful to see. Tree by tree the numbers had fallen but the intention of a greener Walmer is well underway. The ‘Tree Project’ started in 2015 by Cllr. Marguerite Beard-Gould, supported by the Parish Council and implemented by Kent County Council, has one aim and that is to redress this loss. The first phase saw numerous trees planted and this second phase will have another 14 in place and growing by the Spring .

Save the Children is shocked and appalled by the recent attack on the Save the Children office in Afghanistan. Tragically four members of the Save the Children staff were killed in this attack. These were dedicated humanitarians, committed to improving the lives and well-being of millions of children across the country. Save the Children fight for children every single day, to help them realise their potential and to go on to change the world. The charity has been working in the country since 1976 providing life-saving health, education, nutrition and child protection programmes and have helped millions of children. To honour those who lost their lives, Save the Children has launched a solidarity fund to continue this work in conflict zones around the world. Sarah Spong (Chair Deal Save the Children) On Tuesday 30th January a memorial plaque in honour of Joyce Perry, and a commemorative stake for Mark Trewartha, commissioned by the Kingsdown Village Hall Trustees, were unveiled by family members. Mark Trewartha, Kingsdown tree warden and lover of wood, created and donated the much admired artwork, not least for the pre-school, which can be seen in the front garden of the hall. Sadly, Mark died suddenly shortly after his sculpture had been put in place in August 2016. His widow Val, who performed the unveiling, thought Mark would be pleased with the memorial to his work. Joyce Perry lived in the village for over 40 years, and was a great believer in the voluntary work of the Community First Responders. In April 2016, the family presented a defibrillator and cabinet to the village of Kingsdown which was installed in the forecourt of the village hall, ready for emergency use. The Hall Trustees maintain the equipment which was provided through donations from the Perry family, friends and neighbours, and several public bodies including Kent County Council, DealMS Yoga group and the Astor Theatre Art group. Joyce’s daughter Lesley unveiled the plaque to her mother, flanked by Zella Nerssessian, our Community First Responder. If there is sufficient interest from the community, free training will be offered by Zella to anyone wishing to know how to use the defibrillator to help save lives. Zella is also willing to offer industry training for a ‘Certified First Aid at Work Course’ for local businesses. Downs Road 13.50 -14.20pm Dover Area Mobile Library Tel:- 07740 183 759 England's Green & Pleasant Land The Deal & Walmer Handelian Choral Society's Spring concert, ' England's Green & Pleasant Land', marks the centenary of Hubert Parry's death, and the 100th anniversary of the end of WW1. Parry composed some of our best known and loved hymns and anthems, and this glorious programme includes: Blest Pair of Sirens, Jerusalem, England, Hear my Words Ye People, and Long Since in Egypt's Plenteous Land. The choir will also perform Elgar's moving Spirit of England, which he composed in tribute to the young lives lost in the Great War. The concert will be conducted by Musical Director Stefan Catto, with Ramsgate based Bridget Tizzard singing soprano solo, and Canterbury Cathedral's Adrian Bawtree playing the organ. The concert is on Saturday 21st April at 7.30 p.m. in St Mary's Church, Walmer, CT14 7QA. Tickets are £12, or £6 for students and under 16s, and are available from The Astor Theatre, and on the door. Wine and soft drinks will be available for purchase. Kingsdown and Ringwould WI Report

The February Meeting began with a most interesting illustrated talk by Mark Hosea, Project Director of the restoration of Canterbury Cathedral. I found it difficult to imagine the immensity of such a project; it is indeed awesome! The five-year programme involves re-roofing the whole of the nave as part of the major work....at the moment our beloved cathedral is encased in a sort of marquee! All this work has to go on whilst Services are held (3 a day), and tourists are visiting. Amazing! As usual there are events to look forward to: The Annual Council Meeting in March, and a Spring Garden Day in April. We have our Spring lunch in April too. Next month we meet at Kingsdown to hear Mary Smith speak about a Kent schoolgirl’s war. I wonder how many of us will remember those days, very few, surely!
