I do hope you enjoyed the special all colour edition of Rural Roundup last month. Many thanks to all who responded to my appeal for donations (some very generously) in hopes we do it on a permanent basis. We do need more to come in yet to cover the cost. I wasn’t so sure about including the article on the Councils bid to protect insects in danger, it came in the very day I had gone to my composter to dispose of some dead flowers and had got stung several times by a wasp. I ended up with a very swollen arm! The next Rural Roundup will be out for the 1 st February as this is a double edition. Notes from Parish Council Meeting on Monday 12 h November 2018. Cllr Clark thanked Cllrs for attending the Remembrance Sunday services at both St John's and St Nicholas churches, and to Cllr Wilson for the Remembrance display at Ringwould The Parish Council would like to remind anyone dropping off and collecting children at Kingsdown and Ringwould Primary School, to park considerately with the safety of the children in mind. Clive Powell, Advisor at Kent Association of Local Councils (KALC) attended the last Parish Council meeting and informed the Chair that he was impressed with the progress the newly formed Council had made in such a short space of time. The signpost on the triangle on Glen Road/The Rise will have ‘Ringwould’ added to it within 90 days. Kingsdown Playpark update: - Cllr Zammit advised that the phase two installation was complete and that the fencing would be delivered shortly; once in place the ‘grand opening’ would be discussed. A Merry Christmas and a Happy New Year! From Ringwould with Kingsdown Parish Councillors Up-and-coming Election in May 2019 Anyone following Parish Council events will realise the Ringwould with Kingsdown Parish Council has experienced difficulties over the past few months and following an election and some co-options it has now reconvened and is making a great recovery thanks to the enthusiasm and commitment of the councillors, help from Kent Association of Local Councils (KALC) and the Clerk steering us in the right direction. In May next year 2019 an election for a new council will be held to take us forward for the next four years. So if You are somebody with an interest in Local Affairs and is inclined to ask "Why don't they do something about this or that"? this could be an opportunity for you to step forward. A first step on the right road might well be to attend some of the public monthly Council Meetings before next April. Just to see if Parish matters are something that would really interest you. Come and see how local issues are dealt with. You will be more than welcome. Christmas presents you won’t want……………Bogus Drainage Scam: KCC have been receiving reports that a gang of thieves have been calling on homes claiming that the drainage outside residents’ homes has collapsed and that KCC has advised that the fault be fixed immediately for a cash payment of £1500. Already many vulnerable people have been caught out. This is a nasty scam so just say no and then pass on the details to Kent County Council. Itunes Scam: The other Scams doing the rounds are the call drawing residents into the PPI mis-sold issue, HMRC underpayments of tax, conning people into buying ITune cards, and then releasing the codes to the scammers over the phone. Since May 2016 this scam has netted £520,000 with one individual losing £46,000. Again accept nothing over the telephone. Reveal no information and report the callers to the police

Following on from last month’s item about speeding in the village, the ‘20’s plenty’ stickers have arrived and so please get in touch if you’d like some. We have also asked the Parish Council to consider erecting speed sensitive ‘SLOW DOWN’ signs on the roads coming into the village. Dates for your diary: 5th February 2019 Ken Chapman from the Kent Wildlife Trust will talk about ‘Winter Sea Birds of East Kent’ and on 19th March 2019 Hilary Newport, Director of the Kent Branch of the Campaign for the Protection of Rural England will talk about how we can be better prepared to resist inappropriate building developments in and around our beautiful village. Doors open at 7:30pm in the Kingsdown and Ringwould CoE Primary School. On behalf of its members, KCG has ‘bought’ a plot at the Sandwich Bay Observatory Restharrow Scrape to enable this natural habitat to survive. And finally if there is anyone who would like to join a KCG Guardians of the Deep Hub, please let me know. Kingsdown Garden Society Secretary:- Jane Jobey Tel:- 01304 381 702 I know so many of you will have a full diary this month, shopping, cooking, buying presents and of course enjoying a good Christmas feast and sinking into an armchair for an extend rest. Indeed there are few things in the garden which cannot wait; feeding birds in cold weather is essential so stock up with a plentiful supply of birdseed depending on the birds which come to your garden and always provide a shallow dish of water when frost strikes. Making sure you have insulation on outdoor taps, there are products which will do this for you which you can buy in the shops. If the frost catches you unawares you can put bubble wrap or hessian round the tap. To create winter colour cut a few shoots from winter flowering shrubs such as Viburnum or Prunus and put them in a cool place in water. Soon the winter buds will open and scented flowers will add to holiday decorations. Seasons greetings to you all. Proposal to Establish the Deal Education Alliance for Learning Trust.

We are aware that there have been questions asked by several villagers regarding the above proposal, particularly regarding the consultation and engagement process we have undertaken as we work to develop the Multi Academy Trust. The proposal to establish DEALT builds on the effective collaboration we already have in place between our seven schools. Formalising this collaboration will mean that we become accountable for each other and no school will become vulnerable, whether in educational standards, staffing or finance. Best practice and resources will be able to be shared more effectively across the schools in order to raise standards. We will be able to offer further professional development for our staff and improved career progression. And we will be able to target resources to meet the needs of Deal families, which differ from the needs of children in surrounding areas. Our consultation letter in April set out the proposals for the Trust and the implications for schools converting to academy status within the Trust. Each school held a meeting for parents and in response to requests we also issued a frequently asked questions document. All parents were invited to submit questions and comments and to say whether they supported the proposal or not. Parents at each school did so within the time available and in each case the majority of responses received supported the proposal. Alongside our consultation, other information has been circulated which raises questions about the length and nature of the consultation process and about proposals for “academisation� generally. We understand that this additional information has caused some members of the community concern. As a result we have continued to provide information which seeks to reassure, about our aims in proposing to establish DEALT. Schools have placed information on their websites, including: answers to frequently asked questions; a timeline for the conversion; a draft scheme of delegation which sets out the relationship between the DEALT members, trustees and each school’s local governing body; and the articles of association for the proposed academy trust. We continue to be open to questions about the proposal. We understand that some members of the community may be concerned about information being circulated which suggests that academies will behave differently and pointing to the behaviour of academies elsewhere in support of that suggestion. Whilst, regrettably, some academies have behaved poorly, it is not necessary for academies to do so and there are many academies who continue to provide excellent education, care and support to their pupils and to their staff. At the heart of our proposal is our determination to continue to work together as schools in Deal to provide the best education opportunities we can for primary aged children in Deal. Levels of funding for all schools continue to be challenging and as a result we cannot promise that there will be no staffing or other changes in the future, whether we convert to academy status or remain as a local authority maintained school. But we are not proposing to convert to academy status in order to be able to make more changes. Parents and children will see little visible change if schools become academies within DEALT. We will continue to teach the same curriculum as we do now, we will employ qualified teachers for every class and we will pay all our staff on national terms and conditions. Highlights of the Meeting of Walmer Parish Council Meeting held on Wednesday 7th November 2018 at 8 The Strand, Walmer, at 7.00pm. Chairman’s Report: - Members received the written report from Cllr Mrs Le-Chevalier. She added that a link to the film of the Walmer in Bloom presentation event is now available on the council’s web-site. She also added that technical problems meant that the six year old office computers required replacing. Members resolved that all the computers be replaced as a matter of urgency at a cost of £3,619.44 Matters arising from the minutes not covered elsewhere on the agenda: - Minute 5580: KALC Community Award: The Clerk confirmed that only one nomination for the award can be made each year. Roy Stone will therefore be the sole nomination for 2019. Christmas Lights Competition:- Members considered whether the Council would like to run the Christmas Lights competition this year. They were happy to do so and assigned judges and resolved that the Assistant Clerk will work with Cllr Miss E Orridge and Cllr Miss L Orridge on this project. Crime and anti-social behaviour reports: - The Chairman reported that there were recurring problems at Marke Wood Park. A meeting had been arranged with two PCSOs and a representative from DDC’s Community Safety Unit to discuss the issues.

Private motion: - Members considered a proposal from Cllr Murray and resolved to support a new initiative from Deal TC to undertake a safety project to carry out an extensive survey of pavement access ramps and to take the initiative a step further by developing road safety sessions specifically aimed at mobility scooter drivers. Walmer in Bloom: - Members resolved that the quote from Pineham Nurseries to plant up the 56 hanging baskets at a cost of £952 be accepted. Hawkshill Working Group: - Members agreed that any underspend from this budget this year can be put towards the new shed which will be needed at some point in the future. Community-led housing: - Members received a report from Cllr Murray who recently attended an event held by Wickham Community Land Trust and after considering the recommendations in the report, resolved that a steering group be formed to oversee the creation of a Community-led Housing Trust for Walmer. Councillors Mrs Le Chevalier, J Murray, D Murphy and P St Ange plus one further councillor will form this steering group. Drill field working group: - Members resolved that a quote from Bouygues Energies and Services Infrastructure UK Ltd to repair the street lights in the access road to the Rugby Club be accepted at a cost of £852. Finance & General Purposes Committee: - Members received the report of the chairman and the minutes of the meeting held on Wednesday 24 th October 2018 and resolved that the National Association of Local Councils’ recommended salary increment be applied to staff salaries at an estimated cost of £1080 per annum to include pension. What an amazing night. We hope everyone who came along had an enjoyable evening, the bonfire and fireworks were fantastic. Ripple Parish Council would like to thank John Ledger and his family. We would like to extend thanks to the residents along Chapel Lane who very kindly assisted in keeping the lane clear of parked cars. Highlights from Ripple Parish Council Meeting 8 th November 2018 Councillors will hold a firework event de-brief with stewards in readiness for planning for next year The data from the ATCs was available for Councillors to view. There were some further analysis. Chairman Keith Morrison attended the remembrance service at Ripple Church on Sunday 11th to lay poppy wreath donated by the Parish Council. A further donation to the Royal British Legion will be proposed at the December meeting. Next meeting is on Thursday 13th December @ 7pm in the village hall

Christmas can be a lonely time……….Samaritans are here for our callers every day of the year but we do know that there are some times more difficult than others. For whatever reason, finding yourself on your own having lost contact with friends and family, Christmas can be a particularly hard and stressful period for many people. Over 1,600 people, including children are feared dead following a recent earthquake in Indonesia. Save the Children has worked in Indonesia for over 40 years. In a matter of moments, children in Indonesia saw their homes, schools and even their loved ones swept away by the tsunami. At least 1500 people were killed. Children have suffered an incredibly distressing event. Despite extreme challenges in gaining access, the charity was the first organisation to respond. Children's lives are still at risk as disease is spreading because people are forced to use contaminated water. Survivors are dependent on water trucks, but the system is under strain because water pipes were shattered by the earthquake and many people lack suitable water containers. Notes from the ordinary meeting on Tuesday 6th November 2018 held at the Church Hall Studdal Defibrillator: The Council has been given permission from Sutton Church to install the

defibrillator at the Church Hall Studdal. The Council is waiting for delivery of the free defibrillator from Kent Fire and Rescue and will then go ahead with the installation. Planning: The Councillors considered two planning applications. The planning log is up and running on the website for parishioners to check local applications. KCC Highways Parish Seminar: The chair Cllr Merriman had attended the seminar and reported back to the Councillors about the topics covered. Precept: The Council started initial discussions on the budget and precept requirement for next year. To be discussed further at the December and January meetings. Community upkeep: Cllr Densham was thanked for filling up the salt bins in the Parish and clearing the vegetation on Boys Hill. Data Protection: The Council has been checking on their responsibilities with regard to the website. The Councillors also discussed the recent information on best practice from the Kent Association of Local Councils on the use of emails in relation to data protection procedures. This will be further discussed. Flooding in the Parish: Another meeting has gone ahead with a member of the Natural Flood Management team and a suggestion to channel water from the field adjacent to the orchard into a mini lagoon in the orchard was agreed by the Councillors. The bees may have to be moved from their current position to facilitate this. Post box, Maydensole: The Council has contacted the Post Office asking for the original box to be reinstated and copied Charlie Elphicke MP in on this correspondence. The local MP has written to the Chief Executive at the Royal Mail Group and asked if the original post box can be re-installed after its refurbishment. The next ordinary monthly meeting is to be held on Tuesday 4th December in the Church Hall, East Studdal at 7.30 pm. Susan Smith, Clerk to the council.

John Foche & Cushire Charities The Trustees of John Foche & Cushire Charities would like to say a big ‘Thank you’ to St Peter & St Pauls Sutton Church fete committee for their very welcome donation of £100. Also to the ‘Let’s be Sociable’ group for their kind donation of £50. Both these donations were given from the proceeds of their events during the summer months. Thank you so much! The proceeds will help pay for the costs of the Christmas Hampers given as a friendship gesture to parishioners of Sutton Parish. Some of you may not have heard of JF&CC in Sutton Parish. The charity is registered with the Church Charity Commission no:210138. The charity was founded in 1610 when a monk Mr John Foche died leaving the rent in part from a 52 acre field from his farm ‘Upper Farm’ in Sutton to Sutton Church’s upkeep and to the poor of the parish in the way of bread. Re: Canterbury Cathedral Archives where there is an old minutes book. Mr Cushire similarly gave 2.5 acres of marshland, which was in the parish of Sholden, to the poor of ‘Ancient Parish of Sutton by Deal’. The land was called ‘Sutton Poor Land’. The rent from this land was distributed in coals by the Church Minister & Church Wardens. At that time there were about 8 -11 persons in receipt of coals. Continued on page 25……….………..

continued from page 23……....in 1982/83 the land at Sholden was sold and the finances from the sale, and Cushire’s Charity, was invested with the Church Charities Official Investment Fund so that an annual interest was provided. Within the village of Sutton the name John Foche has been recorded in several old deeds of residential houses and in ‘British History Online’ archives, Henry Foche (younger brother to John) and Thomas Foach are also mentioned. Within Sutton Church there is a wooden notice with a recording of these two Charities as they were then, and other signed documents. At this present time there are four trustees a Chairman, Vice-Chairman and a Correspondent who meet once a year in November to discuss a beneficiary list for the receipt of the Christmas hampers . The hampers are now given as a good will and friendship gesture to members of the Parish whose names are brought to the attention of the trustees. Veronica Harrop (Correspondent).

Walmer Parish Council’s planning committee has introduced a new innovation to help local people become more involved in the outcome of planning applications which may affect them. Councillors already visit the sites of all the applications which the Planning Committee is asked to comment on in its role as a statutory consultee [this means that the planning authority Dover District Council, have to ask for their view] and have now begun to attach yellow notices to convenient lampposts in the vicinity of the property, land or trees for which an application has been made. These yellow notices are in addition to the white notices put up by Dover District Council and invite local people, who may wish to object to or support the application, to attend the Parish Council meeting at which it will be discussed. To make sure that there is no litter problem they are removed as soon as possible after the meeting is over. Chairman of the Planning Committee, Councillor James Murray, explained: Walmer Parish Council is keen that the planning process is as open and transparent as possible for the people of Walmer who may be affected by an application. “We know that in the past some people have not known about applications so we decided to use eye catching bright yellow notices to let as many people living near the site of a planning application which may be of interest to them know what is going on and to invite them to the meeting at which the application will be discussed to air their views.”

Switch off and walk poster competition Kingsdown and Ringwould CE Primary School are running a ‘Footsteps to learning’ campaign to encourage families to walk to school or park further away and walk. Kingsdown has limited number of parking spaces near to the school. As a school, they are trying to reduce the congestion and pollution during busy school-run times. In September, the Eco team (comprising of Year 6 pupils) ran a ‘Switch off and walk’ poster competition. They then judged the entries with our Annie Scott, Maya Maginn and Felicity Seal Year 5 Road Safety Officers and chose showing off their posters which are on display the winners in each category. Councils bid to protect insects in danger Walmer Parish and Kent County Councillor Derek Murphy has been appointed to an important new KCC committee whose brief is to help preserve and protect the viability of the £400m worth of the county’s horticultural economy which relies on insect pollination by halting and reversing the decline in our pollinating insect population. Plants form the building blocks of all ecosystems and disruption to their pollination and subsequent reproduction is likely to result in similar declines in plant species diversity. The first step for the committee will be to create a practical action plan which will recruit interested groups such as the Beekeepers’ Association and reach out to schools, farmers, English Heritage and local councils. The new committee will look at the councils own working practices such as spraying, hedge trimming and the use of chemicals and the effect they have on pollinating insects such as bees wasps and hoverflies. Humans are unlikely to starve because a number of staple crops such as grains are self-fertilising or wind-pollinated; however the balanced diets that we currently enjoy which are important for healthy nutrition will be threatened. Major Threats to Pollinators. Bees and other insect pollinators are beset by the same environmental challenges as other species, including habitat loss, degradation, and fragmentation; non-native species and diseases; pollution, including pesticides; and climate change but the major cause is a shortage of suitable habitat. Britain has lost 97% of its flower-rich grassland since the 1940’s. Only a tiny fraction of this has been recreated in farmland. We need to put wild flowers back into the countryside and make sure nectar plants are plentiful in our towns and cities. Eight out of ten wild plants in Britain depend on insects for pollination, so a healthy countryside does too! The bad news is that over 250 of our insect pollinators are in danger of extinction. Insects pollinate our crops and help provide one in every three mouthfuls of our food. Without them we wouldn’t have chocolate or many other vegetables, fruit such as strawberries, apples or grapes, seeds and nuts. Wild insects pollinate our food for free, improving yields for crops such as apples, cherries, pears, plums, pumpkins, raspberries and strawberries and, according to Buglife, the Invertebrate Conservation Trust, Insects at risk include some sixty species of butterflies. ten of beetles, twentyfour species of bumblebees, almost thirty species of hoverflies and over 2,000 species of moths to be protected. Councillor Murphy explained: “Over 80% of the world's flowering plant species are animal-pollinated and if the reduction continues it will lead to lower seed or fruit set, lower regeneration rates and serious problems for animals that rely on plants and their products for food. “We want to reverse this trend and welcome the help or advice from anyone in Kent who can suggest better practices which will help our pollinating insects and in turn protect our rural economy.” He can be contacted at cllrderekmurphy@walmercouncil.co.uk 29

Walmer Remembers There was an extra poignancy to the celebrations this year because it was the centenary of the day on which the First World War ended and all three of the special events in Walmer on Remembrance Sunday this year were well attended and went off without a hitch and just as the first group arrived at the World War One Memorial to airmen at Hawkshill the heavy rainstorm stopped as if God had turned off the tap. Around two dozen people turned up at the memorial which was opened by Walmer Parish Council just over a year ago, in the first of what is intended to be a regular Remembrance ceremony for the airmen of the Royal Naval Air Service and the Royal Flying Corps and who flew from Walmer and were killed during the First World War. Wreaths were laid by retired Royal Corps of Signals Troop commander Councillor Derek Murphy and by Councillor Amy Herring on behalf of the young people of Walmer. Canon Seth Cooper led a brief service of Remembrance the first of several for him on that day. At St. Saviour’s the crowds blocked the pavements and some had to stand on Walmer Green to avoid the traffic as they listened to the Last Post, the Remembrance Poem and a bagpipe version of The Battle’s Over and saw, among others, former Green Howard soldier Councillor Peter St Ange lay a wreath on behalf of the parish council. Hundreds more turned up at the cricket ground to see the Beacon being lit by Cllr Sue Le Chevalier chair of Walmer Parish Council and hear the bells ring out from Walmer churches including old St Mary’s Church
