Hello all, although nobody came forward to claim the adult Sunflower prize, I just couldn’t keep driving past a house on the Dover Road that had a whole bed of tall sunflowers. So when passing one day I dropped off the prize to a delighted resident.

Several people have registered an interest for the Kingdown & Ringwould front garden container competition we are looking forward to receiving more.

May I bring your attention to two pieces of good news this month. Firstly on page seven the commencement of work on phase two of the Kingsdown Play Park. Well done to the Friends of Kingsdown Play Park headed by Lisa Dennison for working so tirelessly for three years to bring the project to fruition.

Also thanks to Steve Manion who has used his KCC Combined Member Grant fund to ensure residents can use a Dial a Ride Service for disabled and elderly individuals to use without paying the annual fee, see article on page 14.

Re: Speeding in Kingsdown We have a speed limit of 20 mph when entering the village from Deal and Ringwould, drivers seem to ignore these signs and speed through the village like there’s no tomorrow, proving very dangerous.

Highlights of an ordinary meeting of Ringwould with Kingsdown Parish Council. Held on Monday 10th September 2018 at Kingsdown Village Hall.

The Clerk welcomed everyone and introduced the new members, Cllrs. Mrs Doreen Clark and Mr Richard Siddans as well as Cllrs. Mr David Bucknell and Mr Phil Zammit, 15 members of the public. Dover District Councillor Sue Le Chevalier and Kent County Councillor Steve Manion were also present. · Cllr. Doreen Clark was elected as Chairman. · Public Participation Mr Spanner approached the Council regards making a formal objection regarding Kingsdown Water before Wednesday 12th September. · A resident asked for an update on Kingsdown Wood Management Plan. The Clerk informed it is moving forward.

Mr Wratten enquired about the Local Boundary Commission, the Clerk advised it was still with the Boundary Commission.

Mrs Mulvaney enquired about the litter picking situation, particularly Ringwould Road. The clerk replied that Mr & Mrs Godden were never expected to litter-pick along that road. it was agreed to put the item on the October agenda. · Grant Application Members considered a grant application for £200 from the Kingsdown Conservation Group - this was agreed. · Recent Planning Applications were discussed - DOV/18/00906 - No Objection DOV/18/00915 - Is this within the village confines? Clerk to investigate and Council to discuss. DOV/18/00937 - Council to discuss at a later date. · Kingsdown and Ringwould notice boards: - It was proposed to request the noticeboard be replaced outside the newsagents in Upper Street and to obtain quotes for the replacement of the Ringwould board. · Co-option vacancies within the Parish Council: - Two villagers from Ringwould and one candidate who was unsuccessful from the election, have expressed an interest, Clerk to contact these and others who were not elected to see if they wish to apply for co-option and undertake the election process. · KCC Steve Manion congratulated Cllr. Clark on chairmanship, and informed Council that Kent County Council were budget setting at present.

Friends of Kingsdown Play Park are delighted to finally confirm that the installation of Phase 2 will commence on Monday 1st October. Weather permitting, works will hopefully be completed in time for an end of term grand reveal on Thursday 18th October!

Phase 2 consists of a 30m zip wire, a triple tower climbing frame with slide, a satellite carousel, a new assault course and further surfacing. We are hopeful to install fencing and gates at the same time also, funds permitting.

Thank you to everyone and anyone who has supported us in anyway, large or small, over the past three years. We couldn't have achieved our goal without such amazing community support and we can't wait to see the children enjoy the end result.

The Marine Management Organization (MMO) has granted Dover Harbour Board permission to extract up to three million tonnes of aggregate by trailer suction hopper dredging from the South Goodwin Sands between September 2019 and September 2020. This is a blow to all who oppose the dredging, especially as the Goodwin Sands is currently being considered by the Department for Environment, Food and Rural Affairs for designation as a Marine Conservation Zone (MCZ). The Save our Sands (SOS) campaigners have not given up. They have released video footage of a possible WWII bomber on the seabed within the buffer zone of the proposed dredging area, which calls into question the reliability of Wessex Archaeology's surveys and the quality of the evidence on which the MMO granted the licence. They have written to the Secretary of State for Defence to insist that the dredging licence is suspended or revoked until all the remaining seabed anomalies are properly investigated. Meanwhile, they are exploring whether they have grounds for a Judicial Review but this is costly. Initial legal fees are about £11k. Donations, large or small, can be made at https://goodwinsandssos.org.

One glimmer of hope came when Lewis Pugh the endurance swimmer, completed his 330 mile swim along the length of the English Channel at Dover. As he stood on the beach with Michael Gove the Environment Secretary, Lewis denounced the mockery of allowing dredging in a soon-to-be designated Marine Conservation Zone. In reply, Mr Gove said that he would ask the MMO to review the evidence on which they based their licence decision. The SOS petition can be signed at https://you.38degrees.org.uk/ petitions/goodwin-sands-sos-stop-the-dredge.

Meanwhile many of our members visited the Sandwich Bay Bird Observatory Open Day. A kestrel very obligingly spent a long time feeding over the Scrape and a flock of young sand martins played yards from our heads. Kingsdown Garden Society Secretary:- Jane Jobey Tel:- 01304 381 702 Season of mists and mellow fruitfulness’; here we are at the changing of the year. We hope this autumn will bring a richness of colour in the garden as the night frosts combine with clear sunny days.

We are all, I hope, planting shrubs, perennials and so on to take advantage of the still warm soil. Some will now be thinking of digging over the soil, particularly in vegetable plots.

Can I draw your attention to the practice of the no dig garden. This is an excellent way of forgetting about digging; all it requires is a 2.5 – 5cm layer of organic matter on top of the soil and autumn is the best time to do it when the soil is moist and warm enough for organisms to work on it. The compost is broken down by the winter weather. You can put any type of mulch on, compost from your heap or buy some topsoil. I would not put mushroom compost on in this area of the country.

There is still time to visit a few gardens but taking it easy sounds a good option.

The start of the academic year has been a busy one. All the children have returned to school with smiles on their faces and smart new uniforms. I am very proud of all our new children, in Tiny Tigers and throughout the school; they have made an excellent start to school life at Kingsdown and have quickly learnt our daily routines. I am also extremely proud of the Year 6 children, who had the challenge of the Kent Test in their first week back. All the children took that challenge in their stride and I know did the best that they could.

The results across the school at the end of the last academic year were outstanding - and reflect the hard work and commitment given by the entire school community. Of course, we are not complacent and have already started to work on our priorities for the coming year. These include gaining Nurture school status, the new Statutory Inspection of Anglican and Methodist Schools framework and of course the proposed Deal Education Alliance for Learning Trust academy.

I look forward to keeping you up to date with all that is happening at school over the coming year through the Rural Round up.

St Nicholas Players’ The players’ autumn production will be on 31st October and 1st 2nd and 3rd November.

The play will be “Out Of Focus” by Peter Gordon, a comedy set in a Church Hall where the new booking secretary, the Vicar’s wife has made a muddle, which results in everyone turning up on the same evening. The characters react differently to tempers and intrigues, with hilarious results.

County Councillor’s News The problem of diminishing services in East Kent has been a key issue over the last year.

KCC has recognised this and has initiated a project to redesign services across the county.

Pilot projects are due to be announced at a Bus Summit at the end of next month.

One area where I can help is to negotiate with the Thanet Community Transport Association (TCTA), which is Charity based in East Kent. They have a Dial a Ride service. Normally people have to pay an annual subscription to this, however I have used my KCC Combined Member Grant fund to ensure all residents can use this without the annual fee. I believe that this service can provide a real benefit across the division.

The dial a ride service can be described as a door to door service for the disabled and elderly for individuals, typically used for medical appointments, shopping trips, days out and holidays. It is designed to cover all of your transport needs.

TCTA has other services such as a shopping service, group bookings and can also do airport transfers. Dial ride services need to be booked 24 hours in advance.

This may not be the total answer for public transport in east Kent but I believe it is a sustainable way forward for some of the most vulnerable and isolated residents.

Resolved - That Alan Bailey, Emma Orridge, Lucy Orridge, Peter St Ange and Richard Styles be co-opted onto Walmer Parish Council. All five councillors signed the Declaration of Acceptance.

Members allocated the new councillors to committees Cllr. Bailey planning, amenities and environment.

Cllr Miss L Orridge Amenities and environment and Events Working Group Questions and/or Observations from the Electorate of Walmer - Councillor Derek Murphy reported that the recent traffic survey in the Dover Road/ Archery Square area undertaken by KCC and part sponsored by Walmer PC had failed to justify the need for an additional pedestrian crossing.

Cllr Bond, KCC Member for Deal and Walmer encouraged everyone to respond to the KCC consultation on proposed fee changes at the household waste disposal sites.

Planning Committee - Chairman Cllr Murray reported that the additional posting of yellow notices on lamp-posts appears to be working well in drawing the attention of members of the public potentially affected by applications to the meetings of the Planning Committee.

Events Working Group - Members considered ways in which WPC can mark the 100 th Anniversary of the end of WW1 and resolved that the Council participate in the “Battle's Over - a Nation’s Tribute & WW1 Beacons of light event on 11th November 2018) That a wreath be laid at the Walmer Aerodrome memorial on Sunday 11th November.

Standing Orders - Members considered the new model standing orders from NALC. The Clerk explained that the proposed amendments were small and reflected changes in legislation and members resolved that all the changes as outlined by the Clerk be accepted and the new Standing Orders be adopted.

Plastic Free Deal Helen Matthews, a volunteer with local environment group, Deal With It, attended the meeting and gave a brief presentation about a new local initiative, which is encouraging businesses throughout the town to go plastic free and has a range of practical tips and advice on how to do so. Members resolved that Walmer Parish Council unanimously supports this initiative. It will be referred to the Amenity and Environment committee where the exact level of support will be discussed.

The Parish Council hope to have them in situ within the next few weeks.

Telephone Box - BT has informed the Parish Council that they intend to remove the disused telephone box in Chapel Lane before March 2019 (latest).

Battles Over – A Nations Tribute – 100 Years of Remembrance - Ripple and Great Mongeham Parish Councils will undertake a joint commemoration on Sunday November 11th 2018 as part of the Nation’s events to mark the Centenary of the end of the First World War and paying tribute to the millions killed or wounded in battle and those on the home front who struggled amidst pain and loss to help ensure freedom survived. We will be lighting a Beacon at 7.00pm. Please check the village notice boards & website nearer the time for further information.

This year’s event will take place on Monday 5th November with parking available in the field opposite the Plough (behind the Plough overflow car park). Please note, only disabled parking will be available at the Village Hall. Judging the guy will take place at 6:30 in the Village Hall. The bonfire will be lit at 7.00pm followed by the fireworks.

As part of international celebrations to mark the 100th anniversary of the ending of the First World War November 11th 1918 bells in 1,000 churches and cathedrals across Britain will ring at 7.05pm on Sunday November 11th this year - just as they have done to mark important events in our history for centuries and the sound of the mighty bells, some of which are hundreds of years old, will once again provide a stirring soundtrack to historic events.

Any local churches wishing to take part can register at: www.brunopeek.co.uk before the 20th October 2018 please, to enable you to be listed in the October events guide for The Battle’s Over.

The ringing of bells to celebrate the end of the Great War is being organised in association with the Central Council of Church Bell Ringers, the representative body for groups who ring bells in the English tradition with rope and wheel.

It was founded in 1891 and represents 65 affiliated societies of local ringers from all over the British Isles and many other countries from Australasia to North America to Africa. The stirring sound of church and cathedral bells will provide a fitting conclusion to a day of contemplation, commemoration and, ultimately, celebration as our country and other nations reflect on events a century ago, not just on the battlefields of Europe but also the home front in our factories and farms.

Sutton by Dover Parish Council Notes from the ordinary meeting on Tuesday 4 th September 2018 held at the Church Hall Studdal Highways

Reports of a broken salt bin, potholes and blocked drains were raised at the meeting. The Council continue to report these problems in the Parish to KCC Highways.

Administration

The Council adopted a Data Protection Policy for Councillors/employees and new Standing Orders adapted for the Parish Council from the NALC model Standing Orders.

Defibrillator

The Kent Fire and Rescue Service has allocated a free defibrillator to the Parish Council. The Council are looking into avenues of funding for the costs of a cabinet and accessories.

Planning

The Councillors were updated on several planning applications. The planning log is up and running on the website for parishioners to check local applications.

Maintenance of Physical Assets

The Council discussed the check list for the maintenance of the Council's Assets and decided to obtain a quote for work on the three benches in the parish which are looking a little tired. The Parish Council also discussed the inspection report for the playing field and play area and agreed on the action to be taken on the points raised in the report.

Flood proposals

Another meeting had been held with a new member of the flood management team from the Kent Countryside and Coastal Management Centre to try to address the flooding issues in Ashley and Studdal.

The next ordinary monthly meeting is to be held on Tuesday 2nd October in the Church Hall, East Studdal at 7.30pm

A full hand for Walmer Parish Council

Following a lengthy and comprehensive selection process five new councillors, three men and two women, have been co-opted onto Walmer Parish Council.

Councillor Sue Le Chevalier chair of the council, said: “We are delighted to welcome this new group of members who all bring with them skills and experience which will benefit the council and in turn the people of Walmer.”

The co-optees have been appointed to replace long standing members of the council who retired earlier this year for various reasons, some personal, some on health grounds and one who moved to Cyprus to become a missionary.

The new members are: Dr Alan Bailey, an educational psychologist and guitar teacher among many other attributes, who is particularly interested in maintaining Walmer’s conservation and preserving an area steeped in history and atmosphere for future generations.

Emma Orridge, a long standing voluntary supporter of the work of the Parish council which she has fitted in between helping with scout groups at all levels being a Sunday school leader and actively supporting many local and national charities. Emma is particularly keen to improve recreational facilities for young people in Walmer.

Peter St. Ange is the chef/proprietor of the Sea Café on Walmer Green and is well known for his involvement in many local causes. An expert in hospitality management and tourism management, eter’s skills and experience will be increasingly important as the number of tourists visiting Walmer continues to grow.

Lucy Orridge is a professional florist who has been a guide leader, a youth leader and is a long standing member of St Marys Church choir. Lucy comes from a long line of public servants, her mother Christine and her grandfather Gerald Williams were both well known local councillors and Lucy is keen to follow in their footsteps and help make Walmer a better place for its residents.

Richard Styles, an old boy of Archers Court school is the Town Clerk of Ramsgate Council and is an advocate of ‘bottom up’ support for residents rather than ‘top down’. Richard has specialist knowledge in Horticulture, Forestry and law and is a former Kent County Councillor. Contact details for all councillors are available on the Walmer Parish Council website.

Beach Clean Well done all us beach cleaners! and thank you to those who came to help with the Great British Beach Clean weekend.

Thirty-nine of us turned out on a breezy Sunday 16 th Sept to beach clean at Kingsdown.

People were able to choose between doing the usual style beach clean or to complete the Marine Conservation Society survey sheet in specified areas, to make their collection a tad more scientific.

Experienced beach cleaners say they continue to find angling litter and ‘ghost nets’ which are a threat to marine wildlife, but they say more and more fishermen are being careful to bin their litter so that the fish are there for future generations. Many black plastic ties (about 6 ins long) were also found- wherever do these come from and how are they used?

This event was organised by Kingsdown Conservation Group’s Helen Williams, with support from members Sarah Gleave and Joanne Turpin. Kingsdown Conservation Group plans to organise another beach clean in the new year. KCG is also trying to work with Kent Wildlife Trust to form a team of Coastal Guardians as part of its sustainability programme. Parish in Bloom Silver Gilt Award for Walmer in Bloom!!

The South & South East in Bloom campaign is the largest horticultural campaign in the region involving 100s of communities each year.

Participating communities create lasting improvements to their local environment for the benefit of those that live, work and visit.

This year a new category – Parish in Bloom was created by the organisers to recognise and encourage the work done in Parishes. The Walmer Parish Council Bloom committee decided to participate to showcase Walmer.

The assessment took place in July, when the judges consider not only the visual aspects of the flower beds and baskets but want to see sustainable management of land and the environment.

On 14th September Cllr Sue Le Chevalier, chairman of Walmer in Bloom and two fellow committee members, Cllrs Amy Herring and David Thompson attended the AmEx Stadium, Brighton and were delighted to receive a Silver Gilt Award. The judge’s feedback praised working with local partnerships and was particularly impressed with the environmental activities such as the conservation work at Hawkshill Freedown.

Cllr S Le Chevalier chairman for Walmer in bloom was overjoyed with the Parish’s achievement this year and would like to thank all the residents, committee members, local businesses and Walmer in Bloom’s approved contractor, Chapmans landscape & garden Services, Simon Chapman.

A special mention goes out to Charlotte of Pineham Nursery, who provided this year’s stunning display of 48 hanging baskets which were one of the main achievements acknowledged by Peter G. D. Holman, Chairman of South & South East in Bloom.

Volunteer Support Warden 12 Month Report Walmer Walmer is a great place to live as all residents know and the Volunteer Support Warden is here to help support a safer community and I was delighted to be appointed to the post which is funded by Walmer Parish Council, just over a year ago.

My intention is to be a visible presence for Walmer people on whose behalf I can and will liaise with agencies such as the Community Wardens, Kent County Council and the Police. All volunteer wardens have online training, an induction day and First Aid Training and I have had further training on dementia, autism and on gang culture.

Much of the warden role is engaging with the community and attending local events is a perfect opportunity for this and I can pass complaints and concerns on to the appropriate agency to deal with.

I regularly visit the Parish Council office to see if any messages have been left for me or if Kirsty the Parish clerk has anything that needs checking. For example, a public bench may have been damaged or a pothole needs checking and reporting properly. I also report problems that might need to be passed to Dover District Council such as fly tipping or vandalism.

I also receive complaints about anti-social behaviour or vandalism in Marke Wood or the seafront. and will advise the informant how best to contact the police. If the Police do receive information from the General Public then they can better plan and use their resources more effectively. However, I do not have any powers to make an arrest and can only offer guidance in these areas.

Probably my most dramatic event was assisting in a road traffic accident and helping with Scam awareness month We have also assisted social services by the delivery of food parcels for those unable to pick them up.

A recent activity was supporting the Dog Warden highlighting dog fouling in the community and instructing the general public on how to report to the Dover District Council.

When possible, I try to attend various relevant meetings including the Parish Council Surgery Drop In which is held on the first Saturday of every month at the Parish Council Offices on the Strand. I am also fortunate to reside in Walmer and feel whenever I leave my front door I am on duty. On a personal note I am currently researching the people in our community who lived here in 1939.

I know that I have gained much from working with and meeting many interesting people in Walmer and all because I am wearing a Kent County Council Community Volunteer T-Shirt.
