We are trying an experiment (a one off) for this month only. If you notice, this special November edition of Rural Roundup has colour on every page. Let me tell you, when ‘The Chronicle’, (which was produced by the School Children) became ‘Rural Roundup’ nearly nine years ago; most households donated just a very modest amount each year towards the costs. These donations along with grants from the Parish Councils, income from advertising and generous donations from fund-raising events, covered the cost of the publication. However, over the years Rural Roundup has increased in size and circulation, but the donations from our readers, have dwindled to a fraction. Probably because people have assumed, wrongly of course, that their small contribution was not required. If every household were to consider donating just a small amount, it would then enable us to produce a Full Colour publication every month. Highlights of an ordinary meeting of Ringwould with Kingsdown Parish Council. Held on Monday 8th October 2018 at Kingsdown Village Hall.
Co-option of three new Cllrs: - Chairman Doreen Clark introduced the three new co-opted members, Mariya Deschamps, Ian Miller and Sarah Wilson who all signed the Declaration of Office Public Participation:- Mr Ashley Spanner asked the Council why the Parish Council failed to make a response to the Kingsdown Water application, other than the basic response the Clerk sent in. It was acknowledged that the Clerk had circulated the information but only one Cllr had responded, and the Clerk needed a majority before being able to submit the response on behalf of the Council. A member of the public, Mr Jim Davis informed the Council that the footpath by the school was overgrown, and that the surface on ER4 was cracking and weeds were coming up. The Clerk to contact Commercial Services regarding the footpath by the school and Public Rights of Way regarding ER4. Mr Davis also asked if the council could assist with the signpost on the triangle by The Rise and Glen Road to add a sign saying ‘Dover’. The Clerk will investigate.
Signing the Minutes:- Was deferred until the November meeting, when matters arising will be re-instated on the agenda. Finance and Administration: - The Clerk read out the payment schedule and the payments were approved by all members. Remembrance Sunday for both village churches: - It was agreed that the clerk would purchase two Poppy wreaths from the Royal British Legion. Two Councillors were appointed to attend the memorial services to lay the wreaths at each village service. The Clerk gave an update on progress regarding the Kingsdown Playpark installation and answered queries new Cllrs had regarding the project. Councillors noted the Final Boundary Commission Recommendation. The Clerk explained that if Parliament accepts it, this would mean where at present Ringwould with Kingsdown is a one ward parish, it would be joining with St Margaret’s, Guston, Great Mongeham, Ripple, Sutton and become a two District Councillor ward, Cllr. Mariya Deschamps was elected to represent the Council on Kingsdown Village Hall Committee and Cllr. Sarah Wilson for Ringwould Village Hall.

A number of people have asked if there is anything that can be done to enforce the 20mph speed limit on the roads leading into the village. Your committee has been considering various options but in the meantime came across http:// www.20splenty.org/ which gives lots of ideas about how to encourage drivers to slow down where people live. KCG will be purchasing some bulk supplies of their stickers so do get in touch if you would like some. After the Green Ideas competition highlighted the need for a good footpath from Kingsdown to Ringwould, KCG committee walked the existing footpath and identified that it was poorly signposted. Ian Williams approached Kent County Council and the Parish Council and both contributed funds which along with a contribution from KCG enabled the footpath to be properly signposted. On Sunday 16th October, 19 adults and six children joined Steve Manion from the County Council and David Bucknall from the Parish Council in a walk along part of the footpath to celebrate the new signage. The walk finished at Ringwould Village Hall where refreshments were served whilst Roisin Wallace, professional storyteller, entertained us with tales of ancient kings, Kentish battles, pub-based coroner’s courts, witches, pirates and ghostly spectres. Kingsdown Garden Society Secretary:- Jane Jobey Tel:- 01304 381 702 Now is the time to start planting tulips, they can be left until the end of November to avoid the risk of tulip fire, a fungal disease. Some bulbs such as snowdrops are best planted ‘in the green’ in spring. For tulips the RHS recommend the Darwin Hybrid Group to persist in the soil longer than a year. Tulips should be planted deeply at about 8ins or 20cms. In a container it is possible to plant in layers, the later flowering bulbs deepest and earlier flowers above, these can be differing varieties or daffodils. After flowering, the bulbs photosynthesise and create food for the following year so don’t touch the dying foliage, instead use a potash feed and leave. I am going to leave all my tulips in the ground as an experiment this year. As for now, we can take a well earned rest and do all the usual tasks of the season, cleaning tools and reading catalogues for next year. This is an amazing contribution which we will put towards a workshop for the children. Some of you more eagle eyed villagers may have noticed several chalk pits at the front of the school. This is due to the fact that, after at least 15 years of asking, the local authority are finally looking to replace the two mobiles that currently house Years 3 and 4. The Year 4 mobile will be replaced first, (the one on the playground) after it was structurally condemned last summer. The new extension will be added onto the Year 1 classroom, linking this block to the main school. It is a like for like replacement (in terms of size) and the school roll will continue at 210. It will be wonderful to have all of the children together in the one main building. Now we are firmly into the new academic year the sports events have started. On Wednesday 3rd October six children from Year 2 took part in a Tag Rugby Workshop and Festival at Ash Rugby Club. This was a very fun afternoon with all the children embracing learning a new sport. All the children participated well, worked hard and enjoyed the benefits of working as a team. On Thursday 4th October a mixed Year 5-6 Football Team took part in the DLA Football Tournament at Warden House. There were two mini leagues and our team played brilliantly in their mini league to make the semi-finals. In the semi-finals we played Temple Ewell, the result was a draw after full time and we had to go to penalties. We eventually triumphed during the penalties and went through to the finals. In the final we played The Downs, we lost this match 2-0, but the team performed well. Congratulations to all the children for this amazing start to the sporting season. Jo Hygate

Highlights of the Meeting of Walmer Parish Council Meeting held on Wednesday, 3rd October 2018 at 8 The Strand, Walmer, at 7.00 pm Walmer in Bloom: - Cllr Miss Herring wishes to record her thanks and congratulations to all those who made possible the excellent result in the South and South East Parishes in Bloom. Finance & General Purposes Committee: - Members resolved to investigate the feasibility of a “rent to save” scheme for local young people being developed on a small piece of council owned land. The Chairman explained that the first step will be to gain permission from the MoD and the second to set up a working group. Amenity and Environment Committee: - The Clerk reported that when the regrowth at Stony Path had been cleared by the contractor he had found a good deal of fly-tipping once again and members resolved that the Clerk will fix No Fly Tipping notices at the fence and the gates. Report of the Clerk: - Members confirmed arrangements for the beacon lighting to mark the 100th Anniversary of the end of WW1 and resolved: i) That Cllr Murphy will lay a wreath at the commemorative stand at Hawkshill on the morning of 11th November ii) that Cllr St Ange will lay a wreath at St Saviour’s church at 11am on 11th November iii) that the details for the Beacon Lighting will be finalised over the coming week and an invitation sent out to all Walmer residents to join councillors at the Cricket club at Gun Meadow The Clerk had received a request for donations from the Chamber of Commerce for their Christmas Lights and members resolved that a large Brocante Pitch be offered for auction (value £55) Councillors’ email addresses: - Members resolved to implement business email addresses for all councillors which is now deemed best practice following legislation and should be taken up as soon as possible at a cost of £30 per email address set-up fees and £35 per email address per annum for licenses. Parish Map: - Members received a proposal from a designer to produce a parish map. The Clerk explained the current issues regarding copyright with maps and opined that a map owned by the Council would be very useful. It was resolved that a second quote from another company must be sought. Kent Association of Local Councils: - Members received information concerning the Community Awards Scheme 2019 and resolved that Roy Stone be nominated for his volunteer stewarding work for Walmer Parish Council and many other local organisations. Dover District Council/KKP ltd: - Members received a copy of a survey on outdoor space and outdoor sports facilities in the Parish and resolved that four further areas of land be added: Lord Warden Estate, Walmer Meadow, land adjacent to Beach Mews Kingsdown Road, large grassed area in the South Barracks. Sutton Local Planning Policy Update
www.suttonplanning.wordpress.com Sutton Parish Council are looking for support from the community to update their planning policy. The existing policy came from the Parish Design Statement which was completed in 2007. A community group of 12 residents worked over two years to gather evidence and local opinion to construct a policy which was published and has been used to good effect ever since. The policy is now 11 years old and is now out of date. Rather than have a formally constituted group and all the paperwork that entails, it was decided to form a loose group of residents and parish councillors gathering at well publicised public meetings to formulate and propose a new policy. The group has come together under the heading “Sutton Parish - A plan for the Future�. So far three public meetings have been held and also the new proposed plan was the main topic of discussion at the Sutton Parish Council Annual Parish Meeting. We are now nearing the end of the consultation phase so this is the last opportunity to comment on the plan before it is offered to the Parish Council for adoption and possibly a parish referendum. Ripple Parish Council’s joint commemoration with Great Mongeham Parish Council will start at 6:50 with a brief welcome; we hope to have a bugler to play the last post followed by a reading.
Beacon Lighting at 7pm
This ceremony is part of a nationwide event to mark the Centenary of the end of the First World War and paying tribute to the millions killed or wounded in battle and those on the home front who struggled amidst pain and loss to help ensure freedom survived.
Bonfire / Firework Night – Monday 5th November Ripple Parish Council are respectfully asking residents who usually park their cars in Chapel Lane after 5pm to please park in the Village Hall car park or in the small school (the gates will be open for residents to drive in). This will keep the lane clear for event traffic making its way to the car park (field behind Plough over flow car park) as well as making it safer for pedestrians walking from the field car park down to the village hall and bonfire site. It will also ensure ease of access for emergency vehicles and alleviate the possibility of any accidental damage to parked cars. The Parish Council will post notices to all residents in the village asking for their kind co-operation.

Sutton by Dover Parish Council Notes from the ordinary meeting on Tuesday 2nd October 2018 held at the Church Hall Studdal Apple Day: The Apple Day event had gone very well. Thanks were
extended to everyone who attended and helped at the event. Hot dogs and cakes had been kindly provided by a local resident. Broadband: An update had been received from KCC stating the local work should be completed within a couple of weeks and the Parish Council would be advised when the new cabinet is ready. However, the new cable recently installed will not be of benefit to Sutton village residents. KCC advised the Council of the launch of a new voucher scheme which will be available to help local residents/businesses with the supply of broadband services. Defibrillator: The Council are in the process of asking permission from Sutton Church to install the defibrillator at the Church Hall Studdal. The Council continue to investigate avenues of funding to cover the costs of a cabinet and accessories. Planning: The Councillors considered two planning applications. The planning log is up and running on the website for parishioners to check local applications. Maintenance of Physical Assets/Playing field: The Council decided to go ahead with the work on three benches in the parish which are looking a little tired. The Parish Council revisited the issues raised by the inspection report for the playing field and play area to check the proposed actions had been followed up. Correspondence: KCC Household waste consultation. The Councillors discussed this and considered that charging at the site would encourage fly tipping. They decided to complete the questionnaire to disagree strongly with the charges. Thanet Community Transport Association. KCC Member Steve Manion has applied for a grant from his members fund to pay the annual membership fee for this transport service. Sutton Parish is one of the areas benefiting from this bus service. Post box, Maydensole: The original Victorian, brick housed phone box has been replaced with a new modern box on a pole despite the requests from the Parish Council to reinstate the original. The Council decided to pursue the reinstatement of the original box. The next ordinary monthly meeting is to be held on Tuesday 6th November in the Church Hall, East Studdal at 7.30 pm

Ringwould Memorial A Ringwould woman who has connections with the Royal British Legion has identified four World War 1 soldiers and transformed a parish council planter into a memorial for the men. Sarah Wilson, a well-known Ringwould resident, has recently been co-opted onto Ringwould with Kingsdown Parish Council where she intends to make sure that nothing else about Ringwould is forgotten. The soldiers she has identified are believed to be Ringwould men and are: Bradford Mack-Adam, Private 4th Battalion Duke of Cambridge regiment. Sarah renovating the memorial she Charles Albert Morris, created with flowers donated by local Private,2nd Battalion Coldstream Guards gardener Brian Gisby. Alfred John Hughes, Regiment unknown Frederick Devendson, Private Royal Marines Sarah’s interest in paying tribute to these men grew out of the fact that she has a family member who had suffered as a prisoner of war in the Far East during World War II. She explained : “ This year is an important anniversary and a time to remember the sacrifices these men and, of course, millions of others made for their country. I wanted to pay tribute to people who may have been forgotten or whose families have moved away and who may have been forgotten and don’t deserve to be”. James Murray

Walmer Baptist Memorial
When the Baptist Church in Deal was closed, the congregation, led by Rev’d Seyan Tills, of Walmer Baptist Church on the Dover Road and supported by Walmer Parish Council, decided that the men from that church who died in WWI should not be forgotten. So they created a secret orchard of nine varieties of fruit trees in the garden at Walmer in memory of the nine men who had lost their lives.

A message from Rural Roundup Treasurers As you will be aware, Rural Roundup is a non-profit making operation and so we budget for our income to meet our expenditure on a break-even basis. This leaves nothing in reserve and so we still rely on grants from our parish councils and contributions from local enterprises such as Kingsdown Rocks in order to remain viable. To improve the quality of Rural Roundup we would like to print it entirely in colour as this one-off Special Edition, because we believe that not only will this result in a more attractive magazine but will encourage our advertisers – from whom we derive the bulk of our income - to maintain their loyalty by renewing their orders for space. This strategy would lead to an inevitable increase in printing costs and will mean that we shall be even more reliant on those of you who have so generously supported us in the past with private donations and we very much hope that we may persuade you to consider doing so again.
