Slightly late I know but a belated ‘Happy & Prosperous New Year from the Roundup Team. Well here we are again in full colour. Due to a slight rise in advertising rates and the generosity of readers we are able to start the new year in style. Many thanks to all those who helped us achieve our goal. It is a very popular day and the ‘Kingsdown Rocks Committee’ have kindly offered to take over the responsibility of organising the event, being the other multi-donating organisation in the village. There will be no change to the ‘tried and tested’ format and the funds will be distributed to local good causes chosen by the organisers, as before. We have every confidence that this event will continue to be a great success and we thank all past participants for their support which has, over the past ten years, raised over £10,000. St John’s Heritage Association Tower Repair Appeal Thanks to all who supported the Christmas Fayre and the Charity Dance the proceeds of which will be devoted to the Tower repair which hopefully will be completed in the Spring. We have raised £12k, but even if our grant applications are successful, we are liable to fall short of the £18k needed to complete the job so your continued help is needed at our fundraising events in 2019. Of course you can always make a donation or become a member of the Association (details from Ian Stephen) Our next event is a Spring Concert on Saturday 30th March 7pm in the church featuring the Sandwich Music Group with contributions from Singing for Pleasure and the Kingsdown Bell ringers; please save the date. Thanks to the generosity of Kingsdown people we exceeded last year’s fund raising and were able to donate on your behalf £1,148.13 to Kingsdown Church for its fabric fund and £765.00 to The Mission for Seafarers. Warm thanks to the villagers who were brave enough to leave the warmth of their firesides and join us and particular thanks to those who provided us with the refreshments that kept us going so cheerfully. Carol singing every Christmas is fun, satisfying and a great way to get to know the village and villagers and we look forward to next year so if you would like to be part of this traditional and worthwhile event then you will be very welcome. Happy New Year from Ringwould with Kingsdown Parish Council At the December meeting, a proposal from Friends of Kingsdown Play Park was received for the installation of Gym equipment for Phase 3 and was approved unanimously. Councillors agreed slight amendments to the Tree Wardens objectives. At the January meeting, councillors approved with a majority, to sign the Service Level Agreement for 2019/2020 to fund the cleaning, utilities, rates and maintenance of the toilets in Kingsdown at a cost of £5,827.33. The Council have agreed the budget and precept for 2019/20 and the precept will be £44,839.02 and with the increase in the Tax Base this means that there is a 0% increase on the Council Tax for Ringwould with Kingsdown Parish Council. The Parish Council is looking into Speedwatch (see below) within the Parish and hope for a positive response from residents. If you are interested in becoming a Parish Councillor at the next election to be held in May, then please contact Dover District Council Democratic Services to find out more on 01304 872 303 or email democraticservices@dover.gov.uk. The next Parish Council Meeting is on Monday 11th February at Ringwould Village Hall, at 7.30pm. Katie Amaouche, clerk to the council Election in May 2019 In May this year 2019 an election for a new Parish Council will be held to take us forward for the next four years. So if You are somebody with an interest in Local Affairs and is inclined to ask "Why don't they do something about this or that"? this could be an opportunity for you to step forward. A first step on the right road might well be to attend some of the public monthly Council Meetings before April, just to see if Parish matters are something that would really interest you. Come and see how local issues are dealt with. You will be more than welcome. Ian Miller

The Parish Council budgets annually for a small amount of money to be allocated for grants to the local community.. When considering an application for a grant the Council’s priority will be how the project/event will benefit some or all of the residents within Ringwould and Kingsdown. If you or your club/organisation would like to be considered, please fill in the application form which can be found on the website at the top of this page and submit it to the clerk who will take it to the Council for consideration. Doreen Clark Speed Watch I am looking at setting up a Speed watch Scheme in Ringwould and Kingsdown. The scheme would require a minimum of around 20 Volunteers to run correctly, giving up an average of one hour per week. Below is a brief description of Speed watch: The Community Speedwatch scheme trains volunteers from members of the local Community to get actively involved in monitoring the speed of vehicles travelling through the village. Volunteers monitor speeds using a speed indication device (SID). The owners of vehicles who've been repeatedly seen speeding or have been recorded at more than 50% over the limit are sent a letter of advice. We have been approached by a member with regard to planning application DOV/16/00924 which relates to an application to erect a store at the golf course. This application has been rejected once and is expected to have serious impact on an area of outstanding natural beauty. We know that the volume of objection affects the results of these appeals so please look at the application and take action if you share our concerns. Knowing that our village is threatened by unsympathetic developments we have arranged for Hilary Newport, Director of the Kent Branch of the Campaign for the Protection of Rural England to talk on 19th March about how we can all be better prepared to resist inappropriate building developments in and around our beautiful village. But before that our next talk is on 5th February 2019 when Ken Chapman from the Kent Wildlife Trust will talk about ‘Winter Sea Birds of East Kent’. Doors open at 7:30pm in the Kingsdown and Ringwould Co E Primary School. All welcome. Shops are always changing hands in Deal but the announcement by Marks and Spencer that they intend to close their Deal branch has raised the spectre that our local thriving town will go the way of many others. It may be colder over the next month but there may be a few days of watery sunshine to tempt us out. There is plenty to do as the garden begins to come back to life. Bare rooted deciduous trees and shrubs can be planted to enjoy the beginnings of spring, indeed more may become available as the problem of plastic pots continues to defy solution. This is a good time to apply organic fertilisers to all borders; seaweed meal, blood fish and bone or pelleted chicken manure will suffice. Now is the time for covering vegetable beds with cloches or anything that is handy so they will warm up and give the new vegetables a quick start. The most satisfying of occupations is to wrap up warm and start traversing the beds looking for new life, and perhaps clearing a few weeds gently as the back and legs stretch out; be careful you do not want early strains! Any job in addition to these is a bonus, try some unusual activities now you have the time – shaping a new bed in outline with structural shrubs such as phormiums or a small flowering cherry. Some of our planned highlights for Spring 2019 include the Year 3 and 4 production “Porridge”, Year 6 attending a Kent Police event on good citizenship and we have started to remove all single use plastic from the school to help our local environment. A range of sporting fixtures are in the diary and the Kingsdown Dance Group are busy practising as they aim to return for the fourth year to the National Finals of the schools competition in June. We are always welcoming of help and assistance from the local community and would be pleased to see anyone who can offer some hours or a talent to enrich the learning experiences for our children. Thank you so much to everyone who has supported Save the Children this year. The support locally has been absolutely incredible. This support has enabled Save the Children to bring essential healthcare, education and protection to millions of children both here in the UK and all around the world who are missing out. Just £1 could buy potentially life-saving antibiotics to treat three newborn babies with infections. In Dover, Save the Children has supported FAST- Families and Schools Together. This project supports parents and equips them with the necessary skills to prevent their child falling behind with their schooling. It also provides grants for families living in poverty and who would otherwise lack basic household items such as beds or bedding. Save the Children is one of the Disaster Emergency Charities who respond whenever an appeal is launched following a disaster. Thousands of Children are suffering from severe malnutrition in Yemen and it is providing essential food, clean water and medical care to these children. The next quiz in aid of Save the Children is on Thursday 28th February at the Deal Vics Cricket Club CT14 7RQ 7 for 7.30 pm £2 per head, no booking required. Highlights of Walmer Parish Council Meetings held on Wednesday 5thDecember & 2nd January 2019 at 8 The Strand, Walmer, at 7.00pm. Planning Committee: - The Committee Chairman, Cllr Murray reported the lack of evidence in support of works to or felling of trees covered by Tree Protection Orders continues to be a problem and that Dover District Council had been asked to help improve the situation. Remembrance: - Cllr Miss Emma Orridge thanked Cllr Mrs Beard-Gould for having worked so hard on creating two very successful Remembrance events and on behalf of the Council Cllr Mrs Le Chevalier, the Council Chair presented Mrs Beard-Gould with a commemorative certificate. Amenity and Environment: - Members resolved that David Sephton, an experienced arboriculturist, be asked to carry out an inspection of all the Council’s trees at a cost of £750. Finance & General Purposes Committee: - After considering a report from this committee members resolved that a total resource level of £148,513 be requested which results in a Band D council tax of approximately £45.14.

January Meeting Finance: - Members confirmed that budget figure approved in December. Planning: - Councillor Richard Styles reported that he had held a site meeting at the pond on the Lord Warden Estate with an expert who had confirmed that the pond was supporting some bird and wildlife and was fed by a natural stream. Cllr Styles will report this to Dover District Council who are considering an application to reduce the size of the pond. Walmer Green: - In response to a complaint from a member of the public that motorists were parking in front of the access points at intervals along the railings on Walmer Green and blocking access for pedestrians, pushchairs and wheelchairs which caused great inconvenience, members heard that Dover District Council had set aside some £50,000 to restore the railings and improve the road markings. New Scam: - Councillor Murphy reported that Kent County Council were warning local people to beware of a new scam in which people are told that there has been a problem with their TV licences and they should pay the fee again to the sender. If you receive such an email then please ignore it or check with the TV Licensing Authority. Ripple Parish Council Clerk:- Mrs Karen Castle Tel:- 01304 364 406 Email: - clerk@rippleparish.co.uk - Website:-www.ripplepc.kentparishes.gov.uk Highlights from Ripple Parish Council Meeting 13 th December 2018 Automatic Traffic Counters (ATCs) Following further analysis of the data collected, Councillors were able to ascertain that the biggest traffic problem was in Mongeham Road. Of the 10,500 cars a week using the road, 28% were recorded speeding Northbound and 36% recorded speeding southbound. In our bid for traffic calming measures for the village, the parish council will share the data with KCC highways. Streetlights Cllr Robert Dougill was pleased to report that following a site meeting with DDC, the missing lights along Chapel Lane will be replaced as part of a programme of streetlight upgrades by DDC. Battles Over We were delighted with the turn out for the Beacon lighting event for Ripple Parish Council’s joint commemoration with Great Mongeham on the 11 th November. It was a lovely service and thank you to Charlie for her moving rendition of The Last Post. The Parish Council would like to thank BMTC for sponsoring the prizes for the guy competition at our Bonfire Event. Sutton by Dover Parish Council Notes from the ordinary meetings on Tuesday 4th December 2018 and 8th January 2019 held at the Church Hall Studdal Grass cutting and grounds work - Mr Stokes,who has cut the grass and carried out

general grounds maintenance in the parish for many years, has decided to retire in March. The Parish Council would like to thank him for all his hard work over the years and to wish him a very happy and well earned retirement. The Parish Council are therefore looking for someone to take on the grass cutting contract for the playing field, the BMX track and various verges in the parish to include some tree work. The Council are keen to find someone before the new grass cutting season begins in April. Please contact the parish clerk if you are interested. Flooding in the Parish - A natural flood management event will be going ahead at the beginning of the Parish Council meeting on Tuesday 5th February. A representative from Kentish Stour Countryside Partnership is hoping to attend the meeting to give a short presentation and discuss ways the community can help with local flooding. Planning - The Councillors considered seven planning applications. The planning log is up and running on the website for parishioners to check local applications. Litter Pick - A local resident has kindly offered to organise another community litter pick to go ahead in the parish on Saturday 13th April 2019 from 9.30 am to 13.00. Refreshments will be served late morning in Studdal Community Centre at the end of the litter pick. Precept - The Council discussed and agreed the precept amount of ÂŁ11,859 for the financial year 2019 to 2020. Data Protection - Councillors were advised to open a separate email account to deal with PC matters as this is best practice from a GDPR perspective. They were also advised to delete older emails. Broadband - The new cabinet is now ready for service and is showing live on BT's systems. Local residents can therefore contact their ISPs to place an order. BT have a wholesale line checker which will show the address, which cabinet is being used, whether the service is available or not and what speeds people can expect The next ordinary monthly meeting is to be held on Tuesday 5th February in the Church Hall, East Studdal at 7.30 pm. Kingsdown Toilets. Several readers have asked Rural Roundup to clarify the position of the public toilets in Undercliffe Road, Kingsdown following unsubstantiated rumours that they were being sold to a developer and would be closed down. Dover District Council own the toilets and the Ringwould with Kingsdown Parish council allocate several thousands of pounds of ratepayers money every year to fund the opening, cleaning and so on for six summer months every year to provide an essential service for the increasing numbers of tourists visiting the local beaches. There have been unsightly rubbish and recycling bins next to the toilets for some time which have attracted litter and pests such as foxes, seagulls and rats to the site all keen to explore the contents of the frequent overspill from the bins The District Council has now built a secure locked store for the bins at the back of the toilets and in order to pay for this has sold a small piece of land adjacent to the toilets to a local resident for garden use only. Most of the land is already leased to the resident. The new bin store has meant that the unsightly bins and the problems they generated are gone and the land near the toilets which has been sold will be improved and much more pleasurable to look at and has helped to ensure the continued existence of the toilets which are a valuable asset for tourists, cyclists, walkers and others during the summer months.

Local councils to improve safety for mobility scooter users Each year an increasing number of mobility scooter riders are being killed or injured in road accidents because they have limited or no access to the safety of the pavement. Department of Transport figures have revealed at least nine people died in accidents involving mobility scooters last year with another 200 injured. Now the three local councils are planning to carry out a comprehensive survey of the local areas to establish how users of mobility scooters need to access pavements are catered for and particularly where the access black spots are located. Of course many of these access points are also helpful for users of ordinary wheelchairs and mothers with pushchairs. They believe that the best people to carry out this survey will be the people who use mobility scooters who will know exactly what to look for so if that is you and you would like to help make life safer then please contact Councillor Mike Eddy at Deal Town Council [01304 361 999] or Councillor James Murray at Walmer Parish Council. [01304 362 363] Support materials including maps and report forms will be provided and each volunteer will be allocated a specific, limited area to travel along and report on. Information obtained through the survey will be presented to our local Highways authorities Kent County Council and Dover District Council with the request that they make good any deficiencies in accessibility for the users of mobility support vehicles. We know that all councils are keen to improve road safety for everyone and hope that a comprehensive survey supported by factual information will be acted upon for the benefit of not just those obliged to use such vehicles, but also motorists who are sometimes delayed in their journeys because scooter users have been forced onto the roads.

Some of the issues to be looked at include: No approved access and approximate distances between street corner and the first access usually the dropped kerb to a private garage. Access but poor construction has left a ridge between pavement and road which is difficult for some mobility scooters to overcome. Obstruction caused by parked vehicles because although there is access, it is not protected by parking restriction signs.

Walmer Parish Council has responded to an informal consultation from the Dover Joint Transport Board to introduce parking restrictions on Mobile homes along the seafront from the Junction with the Strand near the Sailing club along a section of Kingsdown road towards Kingsdown. The council’s planning committee which deals with all consultations and surveys on behalf of the council have asked the board to consider extending their proposals in the following way: • Make the proposals effective all year round. • Look at the possibility of introducing the restrictions to all the roads leading away from the Beach and Kingsdown Rd. • Consider the Borrow Pit car park as a possible alternative overnight park for such vehicles 29

Cllr Peter St Ange We made a slight error in the last edition of Rural Roundup when we reported that Walmer Parish Councillor Peter St Ange who laid a Remembrance wreath at St Saviour’s Church on behalf of the Council had been a soldier with the Green Howards when we should have said the Royal Green Jackets Regiment which was formed in January 1966 by the amalgamation of the three separate regiments of the Green Jackets Brigade: the 1st Green Jackets (43rd and 52nd), the 2nd Green Jackets, the King's Royal Rifle Corps and the 3rd Green Jackets, the Rifle Brigade (Prince Consort's Own). Their motto was Celer et Audax (Latin: "Swift and Bold"). As they were used as shock troops and marksmen, they had to get to the front line of battle as fast as was possible so marched at 140 paces per minute (at a 30" pace) whereas other regiments march at just 120. Traditionally, rifle regiments wore rifle green tunics, an early form of camouflage, instead of the red jackets worn by line infantry, hence the regimental name. Peter who joined the parish last year has owned and run the Sea Café on Walmer Green for 14 years and is a member of the Amenity & Environment Committee and the Planning Committee explained: “I’ve been welcomed with open arms in the years I’ve been here and I want to give something back to the community.” One of the ways in which he is doing that has been to change his business name to the Sea Café Coffee Shop and to launch a new campaign about community unity with new signs which feature a black hand shaking a white hand alongside different religious symbols and a gay pride rainbow flag. He said: “I love rainbows. No one complains that the reds are better than the blues. The beauty is the diversity of the colours. What a shame it would be is we woke up to a rainbow that was just green?” Over the years Peter has collected hundreds of stones which he has had decorated with words and symbols of some of the experiences he has been through in life Some stones are placed on every table in his café and customers are encouraged to examine them and, if they wish, to express or just think about some of the thoughts, feelings and emotions written on the stones which have affected them. Mr St Ange calls this interesting process a ‘Conversation with the Stones’ and hopes it will help to break down barriers between individuals and so far it seems to be working as people of all ages have been inspired to talk about things both to Peter and his staff and amongst themselves. It will be led by the Rt Rev’d Trevor Willmott, Bishop of Dover, assisted by the Ven Darren Miller, Archdeacon of Ashford. Carolyn comes to us from Carew in South Wales where she has served for about five years. She will move into a house in Thistledown, Walmer. Please do continue to pray for Carolyn and welcome her into the benefice when you see her. No doubt Carolyn will need time to settle in to a different routine, get used to the ‘geography’ of the parishes, and, more importantly, get to know us better as we learn more about her.
