Voter Registration Campaign Voter registration is usually a prerequisite for voting. In this case, to be able to express their views in the democratic process, citizens must be registered. Election management authorities often conduct targeted campaigns to register population groups that are less likely to participate in elections, such as youth, women, poor people or members of ethnic minorities. This practice raises an important issue: Is the election management authority responsible for ensuring that electoral participation is high or for minimizing differences in the participation rates of different population groups? Might it instead be the responsibility of political party activists to get out the vote at election time? Electoral administrators have varying views on the issue. For some, ensuring high voter turnout is among their primary responsibilities. It follows that as many people as possi-

ble need to be included on the voters list and they must be broadly representative of the population as a whole. Electoral administrators who take this view are likely to make use of targeted voter registration initiatives, and to develop voter education programs intended to increase the awareness and political involvement of all members of the community. The opposite view is that electoral administrators should provide the opportunity to participate but not pressure anyone to take that opportunity. In other words, the role of the election management authority is simply to offer a level playing field for all citizens, to direct its messages to all members of the public and to make voter registration procedures available equally to all potential voters. Proponents of this view often note that they are non-partisan

electoral administrators and must be perceived as being unbiased. A targeted registration campaign, or an effort to increase the participation of some but not all voters, is likely to have the effect of helping some parties more than others. If that is really the case, any initiative of the type jeopardizes the political independence of the election management authority. Many electoral management authorities target all voters but make special efforts to encourage those voters who are not easily reached or encouraged to register, to do so. This is a contentious issue, and no one answer is right for all electoral administrators in all circumstances. Where possible, it is useful to codify the principles under which an election management authority operates so that a change in its leadership does not bring a dramatic change in its activities.

If there is anything that does not stop, it is time. It goes on and on and on, it is endless and fleeting. In our lives, when something terrible happened, it feels like the world stopped for a while… But in reality, it did not. That is why even when the pandemic happened, the government did everything in their power to continue the education, the work and the lives of the people. Just like what they say in a song, the show must go on. Various things happen in our lives, may it be good or bad, and half of the time, we sacrifice a lot because of it. The horrible bloom of the pandemic is something unexpected, no one thought that we would be stuck and be at risk every day but here we are. Though, it is a good idea to postpone classes for a little time due to everything that is happening, completely stopping it will never bring good outcome. Therefore, some sacrifices were made. Instead of faceto-face classes. The Department of Education came up with modular learning and online classes. The purpose of it was to make students continue their education without risking themselves outside. A lot of people suggested to stop the education while there is a pandemic, it is a valid reason. However, it is careless. Future teachers, doctors, lawyers and so much more cannot wait. The world needs them and now more than ever because the pandemic is not our only enemy. Just like what Jose Rizal said, the youth is the hope of our nation. Our generation is evolving each day and that is one of the reasons why education must not be stopped. The youth need to learn how to prepare themselves for the life they are choosing. Soon, the older generation will step down and the hope of the nation will then take lead. It is difficult to actually learn while the world is falling apart but help is there when we need it. One way or another, this will pass. The world needs the youth, a fresh mindset, a new hope. Study well and be ready to serve. The world needs you.

RC-Narvacan supports EPN project To increase awareness, advocate, and raise funds, the Rotary Club (RC) of Narvacan launched “Barya Kontra Polio” to fulfil the promise that Rotary made to the world. Labelled as “Barya Kontra Polio”, this project which was initiated by RC-Narvacan is a fundraising awareness campaign in support of Rotary International’s number one priority which is End Polio Now (EPN). Members of above-mentioned club did their part in the realization of this project. They prepared and distributed can bottles which were distributed to major business establishments in nearby areas where concerned citizens dropped their donations in support of EPN. The raised funds went automatically to the EPN Fund for RY 2021-2022 and is expected to benefit polio victims and its eradication.

Share-a-Meal-Project launched To symbolize the Rotary Club’s being one with all the members of the community, the Rotary Club of Narvacan started its Share-a-Meal-Project tagged as ‘Mangan Tayo’ in Lungog, Narvacan, Ilocos Sur for the month of August.

The members of the said club along with the Sangguniang Kabataan of the barangay prepared the necessary materials needed for this project. The sense of compassion of the club members was again manifested in this endevour.

Rotarians support Election 2022 Despite the threat of COVID 19, the Rotary Club of Narvacan spearheaded the campaign #YourVoteYourVoice to provide information on how to register for the upcoming elections. Organized by the said club in partnership with RC Makati, the members posted campaign materials like tarpaulin and stickers even info graphics informing and encouraging the voting public the true essence of democracy. With masks and shields on, the hardworking Rotarians crusaded the importance of exercising one’s right of suffrage come May 2022 elections.

Outstanding TRF donors named The Rotary Club of Narvacan attended the Virtual Zone10 Rotary Foundation Awards on August 30, 2021 via an Online Platform. The said activity which aimed to motivate and encourage more members to share their spare to The Rotary Foundation (TRF) to support and sustain the club projects recognized and awarded all Rotary District in the entire country that displayed extraordinary performance in contributing to TRF. Past District Governor (PDG) Jess Sama of District 3790 was one of the recipients of this elusive award.

Rotaract, Interact gain insights from DTA Rotaract and Interact of Rotaray Club-Narvacan gained insights from attending the virtual District Training Assembly last August 2, 2021. The informative discussions gave the participants an out-of-the-textbooks learning experience about Rotary, which

enriched their understanding on the club’s service projects. Moreover, about 20 Rotaract from Narvacan graced the event as a way of motivating and inspiring them to do more public service. They obtained new ideas in making any club more effective and interesting.

RC-Vigan initiates D.A.R.A.S stroke prevention, cure Rotary Club of Vigan spearheaded a vitual meeting about stroke prevention and cure on August 19, 2021. Renowned Neurologist, Dr. Vida Margarette Andal, FPNA, served as Resource Speaker where she tackled the ABC’s of the dreaded disease. Matters relative to early detection of stroke and preventing the same were comprehensively discussed by the speaker. Rotary Club of Narvacan under the helm of Gilbert Cadacio took part in the said meeting.

RC-N joins Project DEAR virtual launch

PAO-Narvacan strengthens Katarungang Pambarangay Law Rotary Club-Narvacan in partnership with Public Attorney’s Office (Pao)- Narvacan conducted a seminar about the importance and procedure of the Katarungang Pambarangay Law at Brgy. Sulvec, Narvacan, Ilocos Sur. The said seminar which is in line with the peace building and conflict resolution area of focus of Rotary International was conceptualized in order to attain peace and unity within the community. The participants were composed of Lupong Tagapamaya and Pangkat Tagapagkasundo of the barangay. They were given the necessary training to improve their mediation skills needed for the resolution of disputes files before them. Furthermore, the seminar also enhanced the participants’ knowledge on the application of the law to have a speedy administration of justice and peace between and among neighbors/families. This project is expected

to settle and resolve problems and conflicts within the barangay level and need not to court litigations.

RC-N conducts TreebYouth program The Rotary Club of Narvacan, together with the Sangguniang Kabataan of Barangay Lungog, and the Department of Environment and Natural Resources (DENR) in collaboration with PNP-Narvacan and other NGO/POs in the area joined forces in celebrating International Youth Day through a tree planting activity held in Kakaldinan Eco-Tourism Zone Lungog Narvacan, Ilocos Sur last August 14, 2021. The group planted hundreds of trees to be grown along the mountain creeks in Narvacan. The said activity aims to enhance the status of the Filipino youth and the community as advocates of climate change adaptation and resiliency by environmental protection.

The Rotary Club of Narvacan joined in the virtual launching of Project DEAR, August 28, 2021. DEAR stands for Digital Transformation, enabled by Microsoft, Accelerated by YEAPS, Reaching All Clubs Nationwide. The project is a grant from Microsoft and YEAPS that aims to improve information and communication technology systems in accomplishing Rotary works especially this time of the pandemic. The combined grants from the twin pillars of Project DEAR: a quest to enable and accelerate digital transformation for One Rotary Philippines, with an emphasis on modern work and empowered teamwork. This project is made available to 10 districts all over the Philippines where all Rotary Clubs have assigned Digital Transformation Officers who will serve as focal persons in the availment of club members of this privilege. Organizations like One Rotary Philippines hope to achieve digital transformation that will empower its members, transform its projects and programs, optimize its operations and better serve its communities and beneficiaries.

RC-Narvacan conduct Coastal Clean-up In line with its mission to support the environment area of focus of Rotary International, Rotary Club of Narvacan conducted a coastal clean-up along the shoreline of Bulanos-Sulvec, Aug. 21. This move aimed to engage people in the community to remove trash and debris from the beach and waterways and promote cleanliness along the coastal area of the municipality of Narvacan. The environment activity was done in partnership with PNP-Narvacan, Nagsabaran Riders, 71st Infantry Philippine Army, United Ilokandia, and Bonsai Society, all organizations from Narvacan Ilocos Sur.

NNCHS employees elected officers Five employees of Narvacan National Central High School were elected officers of the Rotaract Club of Narvacan for the Rotary Year 2021-2022, last August 20 through viva voce voting system. Mark Christopher Molina is the new President, Donna Jeanette Escobar and Mark Anthony Ibarra are the Internal and External Vice Presidents respectively, Vince Clyde Cardenas is the new Business Manager, Antonio Rabara is the treasurer, and Ricadel Cereno is the new Secretary of the club. The above-mentioned officers uttered their oath to serve upon being elected, presided by the Rotary Club of Narvacan President Gilbert Cadacio and Secretary Emilio G. Ayson Jr. “We will do our best to serve our community the Rotary way to not disappoint our Rotarian leaders and of course, to realize our oath to serve the public”, said President Molina.

RC-Narvacan provides ‘Libreng Gupit’ In celebration of the International Youth Day, Rotary Club of Narvacan successfully held its activity dubbed as Libreng Gupit Program. The said event which was in partnership with Sangguniang Kabataan of Barangay Lungog was intended for the children of the host barangay to teach them the importance of personal hygiene and the spirit of community service. More than 20 persons availed the free haicut promo.

RC-Narvacan invited skilled hairdressers who provided free hair cut to the children of the said barangay. Around 20 persons availed the promo. “While no haircut will change the lives of those who benefited from the project, it will help them boost their self-confidence and it will let them know that Rotary and SK care about them,” punctuated the president of the club, Gilbert Cadacio.
