The Problem The Problem

The ubiquitous presence of plastics in modern society has resulted in a concomitant increase in the perilous accumulation of plastic waste Despite the existence of statutory regulations for waste management, the issue of metalized fragments and carry bags finding their way into the environment persists The inadequacy of current recycling programs to keep pace with the volume of plastic waste is further compounded by the lack of profitability in plastic waste recycling This has resulted in meager melodies sung by recycling programs amidst the symphony of waste management.

However, a potential solution to this conundrum has been proposed - a harmonious integration of the informal hands of volunteer “waste-pickers” and the formal recycling industry This integration can be realized through the establishment of gathering hubs and the offering of support Trials have tested the efficacy of this approach, revealing that empowering the citizens as custodians of the discarded is the key to its potency

The realization of the full potential of this solution hinges on the autonomous unity of the community, with equitable recompense as the recognition of all volunteer partner's worth By elevating the status of waste-pickers in society and weaving prosperity from the refuse through gathering hubs, plastic waste will segregated and hopefully no longer be seen in the shadowed lands of dumps, where the stench of decay mingles with the siren call of oblivion.

In conclusion, the significance of plastics in modern life cannot be overstated However, plastics' wayward offspring demand our heed An alchemical fusion of informal and structured waste management systems beckons as a beacon of hope in the storm of plastic waste management By embracing this approach, every citizen in the community can stand tall as guardians of a greener dawn

Solid Waste Management is a critical environmental concern that demands immediate action. The most effective solution involves prioritizing waste reduction through the principles of 3R (Reduce, Reuse, Recycle) The "Bawal Platikan: Go Upcycling" project, spearheaded by the Rotary Club of Narvacan, is actively addressing this issue by providing waste segregation bins across different areas of Narvacan, Ilocos Sur This initiative encourages various offices, institutions, schools, and small-scale business establishments to segregate their plastic waste, which is then collected and undergoes an upcycling process, creating items of economic value

This innovative approach embodies the spirit of reducing, reusing, and recycling plastic waste

The Rotary Club of Narvacan has taken a proactive approach to address the pressing environmental issue of plastic waste in the Municipality of Narvacan. The Club's initiatives began in February 2021 with the "Coastline Ko MahalKo"project,whichaimedtoconserveand protect the coastal area along the SulvecBulanos Road in Narvacan, Ilocos Sur. The project'sobjectivewastoachieveawaste-free coastal area and promote proper waste segregation and disposal of plastic waste To achieve this, the Rotary Club of Narvacan placed materials recovery facilities along the coastallineforgeneralwastedisposal

With the success of the “Coasline Ko Mahal Ko” project, the Rotary Club of Narvacan extended the coverage of its initiatives to increase awareness of the negative impacts of plastic waste on ecosystems, habitats, human health, and sustainable development worldwide Realizing that there is also a pressing problem of plastic waste beyond the coastline areas of Narvacan, the Rotary Club of Narvacan conceptualized the "Bawal Plastikan Project" to engage and educate the public on the broader scale of the problem The goal was to encourage vital stakeholders to become part of the solution The Rotary Club of Narvacan deployed garbage bins in various locations in Narvacan, specifically in schools, churches, and government offices It also agreed with some small scale business establishments in the area to segregate their generated plastic waste, and in return, the Club volunteered to collect it on a monthly basis for free

Nevertheless, the accumulation of plastic waste still poses a grave threat to the health of ecosystems and wildlife To address this, the Club conceptualized the "Plastic Upcycling Project" and partnered with the Lacasandile Medical Clinic and Diagnostic Center for the upcycling processing of the collected plastic waste. The project aims to reduce plastic pollution rates while reducing reliance on virgin materials to produce new plastic products Upcycling is an effective method of prolonging the functional life of plastic, involving transforming discarded plastic items into highquality and valuable products By doing so, this approach helps to conserve resources and redirects

COMMUNITY INVOLVEMENT

The endeavor initiated by RC Narvacan, which initially started in the coastal area of Narvacan Ilocos Sur, has encouraged the community to do their share in protecting their environment. through proper waste disposal and segregation. In fact, the project's waste disposal and segregation component has been adopted and replicated by various NGOs, government offices, and others. peoples organization in the area with its end goal

The 'Bawal Plastrikan; Go Upcycling Project' by the Rotary Club of Narvacan was acknowledged as one of the outstanding environmental projects in the country for RY 2023-2024by the Philippine Rotary Magazine Foundation on June 29, 2024, at Palms Country Club Ballroom in Alabang, Muntinlupa.

The awards ceremony marked the end of a year-long search for the Most Outstanding Environmental Projects Award. This competition involved participation from all Rotary International Districts in the Philippines. This united effort was launched last year to support and align with Rotary's 7th area of focus—support for the Environment, a cause that all Rotarians hold dear.
