Seryoso si Pangulong Rodrigo Duterte na ipatupad ang pagbabawal sa paninigarilyo kasabay ng giyera kontra sa ipinagbabawal na gamot.

Ayon kay Department of Health Sec. Pauleen Jean Ubial nakatakda nilang isumite ang final draft ng panukala para sa lagda ni Pangulong Rodrigo Duterte sa Executive Order sa buwan ng Nobyembre.

Una nang sinabi ni Duterte ang pag-

babawal sa paninigarilyo dahil nagdudulot lamang aniya ito ng mga sakit sa katawan gaya ng kanser sa baga, kanser sa bibig, pagkabulok ng laman, maging ang second hand smoke ay masama din.

Lumalabas sa maraming pag-aaral na ang mga bata na may isa o parehong magulang na naninigarilyo ay mas madaling kapitan ng sakit. Ang baga ng mga batang ito ay hindi lumalaki ng sapat

at tumitibay kumpara sa mga batang hindi nakakalanghap ng secondhand smoke.

Kung kaya’t sila ay mas madaling magkaroon ng bronchitis at pulmonya. Madalas din silang makaranas ng ubo, sipon, hirap sa paghinga at may tunog na paghinga (wheezing).

Marami pa rin ang natutuksong manigarilyo sa kabila ng graphic warning o mga sakit na nasa pabalat ng sigarilyo. LB

ATALAS ang pang-amoy ng isang congressional erpat kaya’t mabilis na nakasiksik sa pakpak ng Duterte administration.

Ibig sabihin, hindi simpleng insidente ang pagsasama-sama nila kundi isang grandiosong plano.

Hindi man sila masampahan ng kaso dahil sa malalang kapabayaan, malaman man lang ng bayan na sila ay naging bahagi ng pagkonsinti at pamamayagpag ng operasyon ng ilegal na droga sa loob ng Bilibid.

Ngayon, nakikita natin kung paano magturu-turuan ang mga opisyal ng gobyerno para ipagtanggol ang kanilang sarili sa bintang na sila ay corrupt.

Kung hindi pa pala si Duterte ang naging Pangulo natin ‘e hindi pa sasambulat ang malaking kalakalan ng shabu sa pambansang piitan.

Sige, kung hindi corrupt ang mga opisyal na ‘yan, ‘e ano palang puwedeng itawag sa kanila?

Incompetent?!

At mas aaminin siguro ng mga naupong director na takot sila sa mga preso kaysa tawagin silang corrupt?!

Duwag hindi corrupt?!

NAIA customs on high alert on drugs

THE Bureau of Customs in participation of agents from the Philippine Drug Enforcement Agency (PDEA) held a random luggage inspection of in-coming passengers at the Ninoy Aquino International Airport (NAIA) from Middle East with a connecting flight from Brazil.

NAIA customs district collector Ed Macabeo said all security and task force on illegal drugs are cooperating with one another that includes their counter parts abroad for the possible arrest drug couriers who are trying very hard to sneak cocaine in the country using the airports.

Macabeo said with the help of PDEA, customs police, anti-illegal drugs task force and other government agencies are closely monitoring passengers through profiling and tips from the different drug agencies abroad.

Macabeo said with the help of the US-DEA, more than 35

kilos of cocaine were confiscated at the NAIA terminal 3 brought by a Filipino and two Chinese nationals and a Russian in a span of 4 days.

He added that shabu manufacturing in the country were destabilized by the PNP under Oplan Tokhang that is why co-

caine are starting to arrive in replacement of shabu which runout of stocks in the country due to the all-out war on drugs by President Duterte.

Pag-IBIG Fund expands in Agusan del Sur to serve more than 47,000 members

AG-IBIG Fund recently opened the doors of its San Francisco branch located at the Ground Floor, Gaisano Capital, Barangay 4, National Highway. Pag-IBIG Fund’s Deputy CEO (DCEO) Ophelia L. dela Cerna, Vice President Victoria dela Pena, Area Head Ferdinand Saniel, and Branch Head Noly Quimbo, together with San Francisco Mayor Jenny D. de Asis and Sangguniang Panlalawigan Member District II Agusani A. Ananoria, led the opening of the new branch.

It serves 47,715 members and covers the cities of Bislig, Bayugan, and Tandag, 25 municipalities, and the provinces of Agusan del Sur and Surigao del Sur. Previously, members and employers had to go to Butuan Branch in Agusan del Norte.

“We opened the San Francisco branch to make our services and programs closer to more than 47,000 members here in Agusan del Sur,” DCEO dela Cerna said.

THE Department of Agrarian Reform (DAR) has completed a footbridge and eight (8) of eleven (11) tire paths in Kayapa, Nueva Vizcaya and will be turned-over soon to the farmers of the said province.

Provincial Agrarian Reform Program Officer Primo S. Lara said the projects were funded under the Grassroots Participatory Budgeting (GPB) program of the department.

He said of the total project outlay comprising of 11 tire paths and a footbridge, the DAR allocated a total of Php 12.13 million fund with Php 1.46 million counterpart from the local government of Kayapa. Of the total project amount, Php 7.6 million was already used for the completion of said projects.

Lara said the tire paths and the footbridge will benefit 4,037 agrarian reform beneficiaries (ARBs) and 3,688 non-ARBs of the Baan Agrarian Reform Community (ARC) in Kayapa which is composed of barangays Baan, Pingkian, San Fabian, Acacia, Mapayao, Banao, Cabanglasan, Balangabang, Binalian, Pampang, Pangawan, Besong, Tidang Village and Kayapa Proper West and East.

Bottoms-Up-Budgeting (BUB) point person Engr. Alexander G. Aggasid said two of the three pending tire paths are almost on its 60% completion while the remaining is waiting for the municipality’s implementation.

DUTERTE VISITS BASILAN ANEW; GRANTS LIVELIHOOD ASSISTANCE TO BASILAN FARMERS AND FISHER FOLK

UNLIKE his first visit which was to address the troops (formally known as “Talk to the Men”), the second visit of President Rodrigo Duterte to Basilan on October 10, 2016 was solely to provide livelihood interventions not only to Basilan farmers affected by the cocolisap infestation but also to fisher folk, majority of whom are from the Yakan and other indigenous tribes.

Basilan used to be the largest producer of coconut in the country until thte cocolisap infestation seriously affected more than six million coconut trees, prompting Agriculture Secretary Emmanuel Pinol to invite the President to Lamitan City to show him the severity of the problem.

During his talk, the President affirmed that he has instructed Secretary Pinol to prioritize Basilan. In fact, it was the Agriculture Secretary’s second visit to the province in two weeks.

Unlike his visits to other areas in the country, the President arrived promptly for his 1:00 p.m. activity at the compound of the Lamitan Agrarian Reform Beneficiaries Cooperative (LARBECO).

From the start, the President’s visit was pure pleasure for the Basilan people because instead of riding a vehicle from the landing site which was some minutes away from the venue, he was seen as merely walking to the program venue. The sight made the spectators clap with delight, all the more earning for the President the Basilan people’s admiration.

In his talk to the constituents of Basilan Province, the President said he would prioritize the building of schools and hospitals all over the province. He also said that scholarship programs at the

Basilan State College would be given to the children of farmers.

After his short talk, the President distributed Certificates of Awards for seven units of farm tractors with implements worth P1,810,000 each and 70 units of motorized fibreglass fishing boats with nets and hook and line, plus corn and vegetable seeds good for 300 hectares of land “in support to the mission of making food available and affordable for all.” The said livelihood interventions through agricultural support were immediately provided so that the farmers would have alternative sources of income.

Among those who were extremely delighted by the President’s visit and the presents that he brought with him for the people of Basilan were Basilan Governor Hadjiman S. Salliman, Mayor Rose Furigay and Vice Mayor Roderick Furigay of the host City of Lamitan, LGU and other public officials, NGOs, and the many simple folks from various tribes who welcomed the President with utmost warmth and in utter simplicity.

Improved tourism opportunities for Cabuan through coral reef restoration technology WHILE Camiguin island is essentially known for its sweet lanzones, this province has something more to boast about. The island is blessed with natural attractions such as cool refreshing waters and waterfalls, panoramic view of the ocean, and potential divesites. One of such divesites is in barangay Cabuan, Guinsiliban in Camiguin.

Aware of such potential, the Cabuan

Community Village Coastal Tour Association (CCVCTA) collaborated with the Department of Science and Technology and the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD), Sangkalikasan Producers Cooperative (SPC), and the provincial government of Camiguin in addressing coral degradation in the island through the government’s roll-out of Coral Reef Restoration (asexual) Program.

The CCVCTA, an organization registered with the Department of Labor and Employment (DOLE), is composed of 61 members. Its main objective is to monitor and strengthen the protection and con-

servation of coastal and marine resources in the barangay. The association embodies the people of Cabuan’s strong connection with the sea, spirit of volunteerism, desire to adopt progress that is environmentally sound, and reclaim their identity as a people of the sea, hence its desire to adopt the Coral Reef Restoration (asexual) Program.

Having started in 2014, the Coral Reef Restoration Program rolled out coral transplantation technology using asexually reproduced corals to improve productivity of coral resources for sustainable fisheries.

Camiguin, Bohol, Pangasinan, Sarangani, Bataan, Zambales, Palawan, Zamboanga del Norte, and Ilocos Norte were chosen as restoration sites. The sites were selected based on their suitability for restoration; availability of sufficient amount of coral fragments for transplanting; and their location within the marine protected area.

Dislodged live coral fragments or “corals of opportunity” (COPs) are gathered and attached to coral nursery units (CNUs) so that they can quickly recover and regenerate. Each CNU can hold 500 COPs per batch and can be used several times a year.

Ingenious as it is, the technology uses marine epoxy clay, nails, and cable ties.

Kahit saang dako mapalingon, hinding-hindi mawawala sa bawat lugar sa Pilipinas ang sari-sari stores. Hindi ka Pilipino kung hindi mo pa nararanasang bumili sa isa sa mga tindahang nagkalat sa lansangan.

Si Elvira Yabut, 52 taong gulang, bagamat tatlong taon pa lamang sa pagtitinda ay kumikita na ng malaki dahil sa maliit niyang sari-sari store, “Ang kita namin dito ay P5,000 daily, pinakamababa na ‘yung P4,000. Pero ‘pag malakasan, nasa P7,500 isang araw lalo na ‘pag Sabado at Linggo.”

Ayon kay Elvira, hindi na niya pinoproblema pa ang kanilang pagkain sa araw-

araw, nababayaran niya rin ng tama ang mga gastusin sa bahay. Dahil sa pagsisikap ay nakapagpatapos siya sa pag-aaral ng dalawang anak sa mga kursong education at accountancy habang ang bunso niya naman ay graduating student na.

Nagsimula sa halagang P30,000, si Elvira ay unti-unting bumili ng mga paninda hanggang sa lumago na ang mga ito. Sinisigurado niya ring mayroon silang tindang pasok sa pangunahing pangangailangan ng mga mamimili tulad ng kape, tinapay, noodles, itlog, suka, toyo, diapers, sanitary napkins, tooth paste, sabon, shampoo, at marami pang iba na madalas binibili ng mga tao sa kanyang tindahan.

“Gusto namin, ‘pag lapit ng tao, ‘yung kailangan nila ay mayroon kaming tinda,” aniya.

Sa tuwing tatanungin kung ano ang maipapayo sa mga nais magtayo ng sariling tindahan, ito ang isinasagot niya, “Ang sinasabi ko lang sa kanila, dapat sila ay ma-

tiyaga, tapos maganda yung pakikipag-usap sa mga customer para sila’y babalik-balikan.

Huwag silang magsusungit o magsusuplada. Kumbaga ‘yung mga tanong nila, yung mga hinihiling nila, basta mayroon kang maibibigay, ibigay mo.”

Dagdag pa niya, hindi maiiwasan sa ganitong negosyo ang mga taong lalapit sa’yo para mangutang o manghiram kaya paminsan-minsa’y pinagbibigyan niya ang mga ito.

“Minsan hindi mo inaasahan, mayroong nakikiusap na mangutang, halimbawa ‘yung nanay na idinadahilan na ‘yung kanyang mga anak, hindi mo rin matitiis, pagbibigyan at pagbibigyan mo pa rin,” saad ni Elvira.

Simple lang naman ang kanyang sikreto sa negosyo, “Ang pinakasikreto, syempre paggising mo sa umaga babati ka at magpapasalamat dahil nagising ka pa.

Unang-una s’yempre sa Panginoong Diyos ‘Uy, thank you po, Lord’, tapos ay idasal mo na rin na sana itong umagang ito hanggang gabi ay maging maganda. Kasi araw-araw kang makakasalamuha ng mga hindi kanais-nais.”

Kung pursigido ka nang magsimula ng sariling kabuhayan, dapat isaalang-alang ang mga sumusunod na bagay upang magtagumpay sa iyong negosyo.

1. Irehistro ang iyong sari-sari store business at kumuha ng permit sa inyong munisipyo.

2. Humanap ng magandang lokasyon para sa iyong tindahan. Mas maganda kung ang mapipiling pwesto ay malapit sa matataong lugar.

3. Dahil karaniwang sa bahay lang ang lokasyon ng tindahan, siguraduhing ang mga paninda ay bibilhin, at hindi kukuhanin ng libre o ipapangutang sa iba. Baka kasi sa halip na kumita ay malugi ka pa dahil ang buong pamilya mo ay sige lang sa kuha ng inyong mga paninda.

4. Maglista o gumawa ng record ng mga produktong naibenta upang malaman kung magkano ang perang pumapasok sa iyong negosyo.

5. Maghanap ng supplier na nag-aalok ng mas murang presyo ng mga produkto o wholesalers.

6. Siguraduhing maganda ang kalidad ng iyong mga paninda upang balik-balikan ito ng mga mamimili.

7. Pakitunguan ng maayos ang iyong mga customer.
