NILUNSAD nito lamang Miyerkules ang pamimigay ng ‘Air Binay 2.0’ rubber shoes sa lungsod ng Makati sa pangunguna ni Mayor Abby Binay.
Sinimulan ang pamimigay ng mga bago at libreng pares ng rubber shoes sa Francisco Benitez Elementary School at apat na iba pang paaralan na may 6,000 mag-aaral mula Kinder hanggang Grade 6 kabilang ang SPED classes. Bilang pagtupad sa pangako ng mayora na magkakaroon ng mas magandang version ng ‘Air Binay’ na inilunsad noong nakaraang taon, mabibigyan na ang may 90,000 na mag-aaral ng mga pampublikong paaralan sa lungsod mula Kinder hanggang Senior High School maging ang mga nasa SPED classes. “The welfare of our youth will always be a priority of my administration. We will continue to expand the programs on education that my father started several years ago. Our goal is to promote a worry-free environment
where students can concentrate on their studies, and acquire the knowledge and skills they need to become globally competitive individuals,” paliwanag ni Mayor Abby. Commissioner Rey Leonardo Guerrero uses a hammer to destroy a cigarette making machine during a condemnation to serve as warning to smugglers and manufactures of fake cigarettes, as part of the activities in the celebration of the 117th founding anniversary of the Bureau of Customs. The seven imported cigarette making machines without proof of payment of duties and taxes were seized on different occasion in November and December last year by the operatives of the Enforcement and Security Service (ESS) from various warehouse located in Bulacan, Nieva Viscaya and Quezon City.

Tiniyak ito ni Sec. Lapeña matapos lumabas ang balitang naghahayag ng hindi pagtanggap ng mga bagong estudyante sa mga TESDA training centers sa Pangasinan sanhi ng kakulangan ng pondo. “Our statements may have been misunderstood. In fact, the TESDA Pangasinan Provincial Training Center is currently conducting 5 training programs until April and May this year, after which a new batch of trainees will be admitted,” ani Lapeña. Kasalukuyang ipinatutupad ang mga sumusunod na training programs sa probinsya: Automotive Servicing NC I, Automotive Servicing NC II, Shielded Metal Arc Welding NC II, Gas Tungsten Arc Welding NC II, at Electrical Installation and Maintenance NC II. Lahat ng mga estudyanteng kumukuha ng mga nasabing programa ay pumasok noong 2018 at nagsimula sa kanilang training noong huling parte ng taon. “The trainee who was interviewed for the news story is simply waiting for slots to open, which will happen when earlier batches finish their training programs,” sabi ni TESDA Pangasinan Provincial Director Cariza A. Nakalahad sa DBM Circular Letter No. 20191 na ang lahat ng ahensya ng gobyerno ay “authorized to obligate the amount corresponding to their actual requirements under the regular budget for the first quarter of 2019.” Kaugnay nito, ang pondong para sa UAQTEA ay nailabas na noong huling bahagi pa ng 2018 at maaari pang gamitin ng ahensya hanggang Disyembre ngayong taon. “There also isn’t any truth in the statement that TESDA’s Central Office is withholding budget from our schools and training centers. From the start, the budget of a national government agency has already been appropriated per region to be utilized according to their respective annual requirements,” paliwanag ni Sec. BOC-NAIA TOP DRUG SEIZED THE Bureau of Customs Port of NAIA (Ninoy Aquino International Airport) was awarded as the most number of drug seizures during the 117th Founding Anniversary of the Bureau of Customs (BOC) last February 6, 2019 awarded by Customs Commissioner Leonardo Guerrero and Department of Finance undersecretary Antonette Tionko. Customs NAIA was recognized for their commitment in serving the Bureau and the country against illegal drugs and wildlife smuggling. Bureau of Customs NAIA has been efficient in ensuring that the premier airport is guarded 24/7 from entry and exit of contrabands. Customs NAIA, has a total of 30 drug busts in 10 months and has stopped the entry of Marijua-
na, Cocaine, Shabu, Ecstasy and other illegal drugs concealed inside different parcels and baggage in warehouses and passenger terminals of the airport. On top of this record-breaking achievement in Border Protection, the Port was also recognized for its valuable contribution to Revenue Collection and Trade Facilitation. Through the leadership of District Collector Mimel M. Talusan and its entire dedicated frontliners, with the Customs Police, Customs Intelligence and Investigation Services and X-Ray Inspection Team, Customs NAIA pledged to continue its vigilance in protecting the country against all kinds of illegal. “We would like to change the interpretation of many people against customs, from corrupt to full service.” Talusan said. During their recent MOA signing, both Customs Commissioner Rey Guerrero and PDEA Director Aaron Aquino promised better coordination among themselves to ensure greater success in combatting the deadly menace. This is avoid another “war of words” between the two agencies, such as the one that ensued last year following the smuggling into the country of P11 billion worth of shabu inside several faux magnetic lifters, wherein each one ended up blaming the other to avoid being publicly scolded by President Duterte. In the MOA, Commissioner Guerrero acknowledged the lead role of PDEA in the anti-drug campaign and assured there would be no more LOUIE LOGARTA future muff-ups or misunderstandings as in the past. The MOA also gives PDEA extensive powers over the country’s ports and makes it the sole custodian of seized narcotics shipments. “With this MOA, I can assure you that no more drugs will enter the country,” according to Director Aquino. Previously, PDEA’s working relationship with the BoC was very limited in scope, however this would change as the joint agreement now permits PDEA agents expanded presence in the ports and wider latitude in official dealings with Customs personnel. It comprises one fifth of the country’s domestic product and provides livelihood to more than 40 percent of the population, and six percent of the country’s export. Despite its importance, however, farmers remain among the poorest in the country. With the investment climate so biased against the industry, its growth has for years been in the decline. Worse, farmers are discouraging their children
from taking agri courses and instead get white collar jobs or jobs abroad. For Agriculture to be a catalyst for development, much still has to be done. There must be an industry infrastructure such as warehouse facilities for their produce, a more reliable irrigation system, farm to market roads for speedy access to the market. Pag-IBIG Fund released P75.31 billion in home loans in 2018, besting its previous record of releasing P65.13 billion in home loans in 2017. This amount financed the acquisition and construction of 90,375 homes for Pag-IBIG members, 12% higher than the 80,964 homes financed in 2017. Of these, 21,389 or 24% were for socialized housing units given to minimum-wage and low-income earners. “Pag-IBIG Fund’s performance in 2018 stands out as the best year so far. When we achieve record-breaking disbursements in home loans, we are happy because these signify our members’ satisfaction with our programs as we help more members with their housing needs. Pag-IBIG Fund remains as one of the key institutions in President Rodrigo Roa Duterte’s drive to provide social services to more Filipinos,” said Secretary Eduardo D. del Rosario, who heads both the Housing and Urban Development Coordinating Council (HUDCC) and the Pag-IBIG Fund Board of Trustees. Home loan releases in 2018 breached for the first time the P70-billion mark and grew 16% over the previous year, marking the third consecutive year for PagIBIG Fund to achieve double-digit
growth in its home loan releases. “It took us 36 years for our home loan releases to reach the P50 billion level in 2016, and just one year to P60 billion in 2017. We replicated our success and worked harder than ever in 2018 to bring our home loans to P75.31 billion and help shelter more Pag-IBIG members,” said Pag-IBIG Fund Chief Executive Officer Acmad Rizaldy P. Moti. In total, Pag-IBIG Fund home loans reached P95.02 billion in 2018 to finance homes for 108,012 families. This includes the amount released and P19.71 billion pending for release for 17,637 homes. Those pending for release are approved home loan applications, the proceeds of which are ready for release upon submission by borrowers of post-approval requirements. “We thank our members for continuously supporting Pag-IBIG Fund. Your support has led to our outstanding performance in 2018. And because of the record-breaking feats and sustained growth of the Fund, we are very confident that the rates of our loans will remain low and we don’t foresee an increase in housing interest rates anytime soon so that more members can achieve their dream of homeownership,” CEO Moti added.

Kinilala ang Customs-NAIA sa kanilang pagsisilbi sa bayan sa pamamagitan ng paglaban sa ilegal na droga at wildlife smuggling. Ang SWP ay para sa mga foreigner na puwedeng pahintulutang magtrabaho sa pamamagitan ng short-term basis. Tumatagal ito hanggang tatlong buwan o hanggang anin na buwan. Samantala, ang PWP ay para naman sa mga foreigner na mayroong Alien Employment Permit (AEP) at may pending work visa applications. Ipinalabas ang naturang direktiba bunsod ng mga nangyaring kapalpakan matapos pumutok sa senado ang mga isyu ng pag-abuso sa pagbibigay ng SWPs at PWPs sa mga hindi qualified na banyaga lalo ang Chinese nationals na kadalasang nagtatrabaho bilang construction workers, cashiers, janitors, karpintero at ilan pang opisyo na hindi pinahihintulutan o nililimitahan ng Professional Regulation Commission (PRC). PAG-IBIG FUND POSTS PHENOMENAL GROWTH— CRYSTAL-CLEAR SUSTAINABILITY AND GROWTH POTENTIAL SEEN A
S Pag-IBIG Fund marks its 38th anniversary, PagIBIG Board of Trustees and Housing and Urban Development Coordinating Council Chairperson, Sec. Eduardo del Rosario, reports before stakeholders and the general public unprecedented 2018 Fund accomplishments: P40.27B members savings, P75.31B home loans, P49.23B cash loans—all representing growth rates that make 2017 figures pale in comparison. In a report that he delivered January 20 at the Philippine International Convention Center (PICC), the Fund’s yearend 2018 feat outpaced its excellent 2017 performance on all fronts, the 2018 figures surpassing the previous year’s growth rates in savings, housing, and finance, in the process managing to provide impressive social benefits to more Filipinos. According to the Chairman’s report, the trust imbued in Pag-IBIG Fund by its 14 million active members to date has been translated into record-breaking collections in members’ savings, totaling P40.27 billion, 11% higher than that recorded in 2017. This included P4.47 billion saved under the Modified Pag-IBIG 2 (MP2) Savings Program, a special savings mechanism offered to members and retirees who were former members. The program gained a 242% growth, breaching the P4-billion mark for the first time.
Sustainable Growth, Members’ Benefits Assured
Pag-IBIG Fund Chief Executive Officer Acmad Rizaldy Moti expressed, “Because of the strong performance and robust financial standing of the Fund, we are very confident that the rates of our loans will remain low, and we don’t foresee an increase in housing interest rates in the next few years.”
Pag-IBIG can afford to sustain its lending rates’ low levels since it is tax-exempt. Moreover, due to the high availment rate of its loan programs, both short-term loans and housing loans, it is able to sustain a viable interest income, and all indications point to an upward trend in members’ loan availment, while maintaining interests rates at member-friendly levels—lower than bank rates. Availment of its Modified PagIBIG 2 Savings Program, referred to as MP2, has dramatically increased by as much as 242% by end-2018 compared to growth attained in 2017. Its opening up to retirees is a boon to its growth track and a huge opportunity to benefit retirees who otherwise are limited to merely enjoying the standard cap for pension to defray their costs of living, while whatever lump sum they receive used to stand little chance of earning an assured and attractive income. The 242% translates to members, retirees or pensioners who joined the MP2 in 2018. Bigger Room for Greater Growth Pag-IBIG Fund CEO Acmad Rizaldy Moti explained that the Modified Pag-IBIG 2 Program is an optional savings program of PagIBIG Fund offered to its members who would want to save with higher yields. It is similar to a time deposit with bank on a five-year term, yet
the money may be pulled out any time the saver so desires, subject to interest income adjustments. MP2 has a higher savings rate than the regular Fund contributions. He added, “They may also claim their savings early in case of insanity, total disability, and unemployment due to health reasons. Their beneficiaries may also claim the funds in case of their death.” The worst case scenario for Pag-IBIG is zero income, however, the principal investment remains intact,” Moti explained. MP2 savings level is bound to rise with more efforts towards information dissemination and PagIBIG Fund’s greater online presence and enhancement of the Fund’s service efficiency levels. Prospects for further MP2 savings growth are foreseeable in the coming years from several sources, two of which are the retirees and the OFWs. Chances are, more and more retirees who will get to learn about the MP2 as a reliable vehicle for investing their retirement funds will be convinced to put their money in Pag-IBIG. These retirees, upon discovering that their lump sum retirement benefit stands a better chance to grow and provide them a more attractive financial sustenance, will likely be persuaded to entrust their money to Pag-IBIG’s fund managers. And why not? According to the CEO himself, money invested in Pag-IBIG is safer than most investment options. Its difference from Unit Investment Trust or UITF is that, upon investing in a mutual fund, over the years, it is possible to get lower returns. With Pag-IBIG fund, the worst case scenario would be zero earnings on investment, but the principal would never be lost, aside from being a government guaranteed.”

And considering that, as reported by HelpAge Global Network, “the number of senior citizens in the Philippines is rising faster than the total population,” and that, “in 2000, there were 4.6 million senior citizens (60 years or older), representing about six percent of the total population,” indeed the pool of retirees is such a vast reservoir of potential MP2 savers. Savers under Pag-IBIG’s MP2 have exhibited an unparalleled growth record in 2018, particularly with its enhanced features, which enabled it to accommodate low-income earners (below P5,000.00) and retirees. Its participation level is forecast to grow tremendously, especially given its 2018 accomplishment (242% growth for the year). As for the Overseas Filipino Workers or OFWs, asked whether Pag-IBIG Fund has maxed out the coverage of OFWs, Mr. Moti said that so far, they have managed to cover only around 25% of OFWs, and that they have plans to optimize coverage possibly in the latter part of 2019 through what he termed as virtual Pag-IBIG Fund offices in countries where most OFWs are deployed. He cited high costs of setting up and maintaining Pag-IBIG satellite offices in many countries as the main deterrent of their ability to tap into a wider segment of the rich reservoir of potential members in OFW membership both in the MP1 and MP2 programs of Pag-IBIG Fund. As a cushion to the Fund’s growth sustainability and its ability to keep its loan interests low, it may, as needed in the future, increase members’ contribution from P100.00 to P150.00. This option, however, may be considered as a last resort given the encouraging demand for MP2. More on the Chairman’s Report
To continue rattling off figures from the Chairman’s report, PagIBIG Fund released a total of P75.31 billion in housing loan takeout, for the first time breaching the P70-billion mark. It was the third consecutive year for Pag-IBIG to achieve double-digit growth. Of these, P8.36 billion was for socialized housing , benefiting P21,389 borrowers who were mainly minimum-wage and low-income earners. They comprised 24% of the total 90,375 housing loan borrowers. In terms of cash loans, Pag-IBIG Fund released a total of P49.23 billion worth of short-term loans to 2,428,918 members. These included multi-purpose loans worth P46.96 billion, the highest ever released in Pag-IBIG Fund’s history. Pag-IBIG also maintained its high-performing loans ratio of 90.26%, indicating that 9 out of 10 housing borrowers religiously paid their housing loan obligations with the Fund. Financially, Pag-IBIG Fund also showed better-than-expected performance as it breached the P500-billion mark in terms of total assets by May 2018, reaching P533.72 billion by the end of 2018. It also posted a P33.17 billion in net income, the highest in its 38-year existence. In the coming years, with sustained low interest on loans but high loan collections efficiency, capped by enhanced information dissemination through print media, radio and TV, and service quality, Pag-IBIG Fund may yet exhibit an even more impressive performance, perhaps in the sectors given emphasis in this account. There is much room for growth since, at this point, information dissemination on MP2 hasn’t yet reached the saturation level.
