INAWI ng labor department ang pangamba ng marami na matitigil ang pagtanggap sa trabaho gayundin ang pagkakaroon ng limitasyon sa partisipasyon sa produktibong paggawa ng mga kababaihan dulot ng Expanded Maternity Leave (EML).

Hinimok rin ni Labor Secretary Silvestre Bello III ang mga negosyo na bigyan ng pagkakataon ang bagong panukala na umalalay sa kapakanan ng mga kababaihang manggagawa at empleyado. Aniya, hindi dapat makahadlang ang takot ng ilan sa paghahanapbuhay ng ating mga kababaihan dahil ang kanilang kakayahan at kasanayan ang dapat na basehan sa pagtanggap sa kanila at hindi ang kanilang kasarian.

Binigyang-diin pa ni Bello na isang hakbang ang nasabing batas sa magbibigay-kakayahan sa mga kababaihan na maging aktibo sa ekonomiya sa pamamagitan ng pagtulong sa kanila na magkaroon ng balanseng buhay at pamumuhay. Matutugunan din ng EML ang isyu tungkol sa mababang partisipasyon ng mga kababaihan sa labor force na nasa 45 hanggang 50 porsyento lamang dahil sa marami nilang gampanin

sa bahay. Nilagdaan ni Pangulong Rodrigo Duterte ang Expanded Maternity Leave bilang batas noong nakaraang buwan na nagbibigay ng 105 araw o 3 buwan na paid maternity leave sa mga kababaihang manggagawa sakop man ng gobyerno o pribadong sektor at walang kinalaman ang kasariang sibil o legitimacy ng anak. 650 Ephedrine tabs seized at CMEC The Bureau of Customs (BOC) at the Ninoy Aquino International Airport (NAIA) seized inbound parcels at the Central Mail Exchange Center (CMEC) from Canada containing 650 tablets of Ephedrine in 13 bottles declared as Asthma supplements Tuesday night. NAIA customs district collector Mimel Talusan said that the parcel from Ontario, Canada when examined contains some 13 bottles and each bottle contains 50 tablets of 8mg of Ephedrine which the sender declared as asthma supplement. Customs and the Philippine Drug Enforcement Agency (PDEA) after several testing the 650 tablets were seized in violation of R.A. 9165 or the Comprehensive Dangerous Drugs Act and R.A. 10863 or the Customs Modernization and Tariff Act. Talusan said the Ephedrine which has a similar chemical structure to amphetamines, is a highly sought-after chemical precursor in the illicit manufacture of methamphetamine and was declared as asthma supplements. The said tablets can be abused by athletes some are even diagnosed of poisoning in a medicolegal death investigation. Talusan also said that the claimant was arrested and about to file charges before the Pasay City Prosecutors Office in violation of R.A 9165. To date, Customs NAIA has 35 record-breaking drug busts from March 2018 to March 2019. Customs NAIA assured the public that its officers are working 24/7 to protect the border.

Pag-IBIG Fund posts record net income of P33.17 B in 2018, up 10%; declares highest dividends of P28.23B

Pag-IBIG Fund achieved another banner year in 2018 as robust loan payment collections and enhanced operational efficiencies pushed profits to a record high. Members will directly benefit from the Fund’s strong financial standing as dividends are derived from the Fund’s net income, its top executives said. “We previously said that 2017 was our best year ever. But the year 2018 was even better. PagIBIG Fund earned P33.17 billion in net income which is the highest net income in the history of the Fund. Pag-IBIG continues to heed the call of President Rodrigo Roa Duterte for government to provide social benefits to more Filipinos which is why 86 percent of the net income, amounting to P28.23 billion, will be given back to members in the form of dividends and will be credited to their respective accounts. This is the highest dividend amount we have ever declared,” said Secretary Eduardo D. del Rosario, Chairperson of the Housing and Urban Development Coordinating Council (HUDCC) and Pag-IBIG Fund Board of Trustees. The Fund declared dividend rates at 6.91 percent for regular Pag-IBIG savings and 7.41 percent for the Modified Pag-IBIG 2 (MP2) Savings program, which means members’ savings grow faster in Pag-IBIG Fund, he added. Pag-IBIG Fund’s net income grew 10 percent from 2017, sustaining its double-digit growth in the last five years. The Fund’s

exemplary financial performance is further illustrated by the doubling of its net income over a short four-year period. Total assets, meanwhile, have grown 9 percent to P533.72 billion by end of 2018 – also the highest ever. Pag-IBIG Fund Chief Executive Officer Acmad Rizaldy P. Moti said that high collections of loan amortizations and operational efficiencies pushed income to record-breaking levels. In 2018, home loan payments reached P55.73 billion, growing 9 percent from 2017 and breaking the record for the highest home loan collected in a year. This feat can be attributed to the Fund’s high performing loans ratio (PLR) of 90.26 percent, which means nine out of 10 borrowers are paying their housing loan obligations with Pag-IBIG Fund religiously. Also, cash loan payments totaled P53.21 billion or 4 percent higher than in 2017. “Pag-IBIG Fund’s success story in 2018 is built on the trust and support of its members. FACT CHECKING SA MGA KANDIDATO—LIM HINIMOK ng nagbabalik na alkalde ng Maynila Alfredo S. Lim ang mga botante sa lungsod na magsagawa ng masusing ‘fact-checking’ o pag-alam sa pagkatao ng lahat ng kandidato upang makagawa ng matalinong desisyon, kasabay ng paghayag ng suporta sa mensahe ni President Rodrigo Duterte na ‘you are what you vote (for).’ Binigyang-diin ni Lim na gaya ni Duterte, siya man ay naniniwala na ‘kung ano ang binoboto mo ay ganun ka din o ang pagkatao mo’. Sa isang pulong-ugnayan sa mga miyembro ng Muslim community sa ika-anim na distrito ng Maynila, nanawagan din si Lim sa mga residente na gamitin ang impormasyon na napakadaling makuha mula sa Internet upang pag-aralan ang karakter o pagkatao ng mga kandidato na humihingi ng kanilang boto. Kasama ni Lim sa nasabing ugnayan ang kanyang mga kandidato bilang konsehal sa ikaanim na distrito na sina Raffy Jimenez at Angel Agub. Sa kaso ng mga tumatakbo sa lokal na halalan sa Maynila, sinabi ni Lim na sa isang ‘click’ lang sa computer o cellphone ay madali nang makikita ng mga botante ang track record ng lahat ng kandidato mula sa pagka-alkalde hanggang sa mga congressman at councilors. Madali na din umanong makita o makaliskisan kung ang isang kandidato ay tumatakbo para lang makapagnakaw sa kaban ng lungsod o para gamitin ang kanyang inaasam na posisyon para magpayaman. Gayundin, maaari ding bisitahin ng mga botante kung ano-ano ang mga nagawang kabutihan ng isang kandidato para sa kapakanan ng lungsod ng Maynila. Ani Lim, nasa kamay ng mga botante ang kapangyarihan upang baguhin o ayusin ng kanilang kinabukasan, sa pamamagitan ng pagluklok sa kapangyarihan ng mga taong karapat-dapat at may taglay na kakayahan at konsensiya upang

Bukod diyan, sinabi ni De Guzman na naitayo din sa panahon ni Lim ang 485 na libreng day care centers; 97 bagong buildings para sa public elementary at high school; 59 barangay health centers na nagbibigay ng mga libreng gamot at treatment ng mga minor na sakit; 12 lying-in clinics na nagbibigay ng libreng panganganak para sa mga mahihirap na buntis; 132 bagong-gawang kalsada; mga libreng playground at mga sports complex at centralized disaster evacuation centers sa Tondo at Baseco.

THE IMPORTANCE OF HAVING A TRAVEL AGENT

T

HE tendency of most people like me who have a travel bucket list is to visit places in the most economical and practical way. This is understandable because to many, traveling is still a luxury given the prohibitive costs it entails. But traveling has become cheaper, with airlines and hotels offering promos every now and then. The recent PTAA Travel Expo 2019 at SMX MOA is proof that traveling has become a trend in this generation. There are those who would move heaven and earth to get to the places they only dream or read about, to get out of their comfort zones and be able to immerse in a completely different world. Making the travel plans on our own, though, could make the trip more expensive, or difficult. I realized this when I went to Hong Kong, Macau, and China for the first time from March 15 to 17, 2019. By the good graces and generosity of my dear friend Marilyn de Mesa, owner of Seasons Travel and Tours that is one of the Philippines’ top travel agencies handling corporate accounts, I received an invitation from CVT Travel Services Ltd. to attend their annual group assembly at the Intercontinental Huizhou Resort in Guangdong Province, China located two hours by land from Hong Kong. Seasons Travel and Tours is a supplier of travel services to the CVT Group owned by Jacky Hung and a partner. It was during that travel that I realized the practicality and importance of buying tickets or contracting the services of a travel agent for my trips unless, perhaps, when ticket fare is downright low, which means having to lose sleep and trying my luck to get the ever-elusive ticket during an airline promo sale on the internet. It was after experiencing the difficulty of crossing borders and getting to some of the best yet relatively undiscovered and unfrequented tourist destinations that I realized the importance of tour operators in making travelling a more enjoyable, hassle-free, and adventurous experience. Getting to Hong Kong, then Macau, and finally to China means going through Immigration many times. I had similar experiences with Immigration in Amsterdam and Switzerland last year, but these were short-lived, as English

was widely spoken. In China, some of our companions who were tour operators and agents—among the most seasoned travelers at that—

were held by Immigration officers for an hour and a half, for one reason or another. We were lucky that upon our arrival in Hong Kong from the Philippines, Richard Cheng Hung Fai, one of Mr. Hung’s most trusted and reliable people, was there to meet us and bring us all the way to China and back. If not for the efficiency and familiarity of the CVT people with the workings of the host countries’ systems, most likely some people in our group could have been denied entry, considering their very strict immigration laws. This year’s theme is “Dance” marterpiece for Novice category, while “Musical”, “ Wedding” and Over All for Advance category. This year, a total of ten teams split into two categories - Novice and Advanced - all vying for the title of champion cake decorators. The winners of the competition would also get P250,000.00 worth of baking showcase plus P20,000.00 worth of Goldilocks Gift Certificates for the Advance Category and P100,000.00 worth of baking showcase plus P10,000.00 worth of Goldilocks Gift Certificates for Novice category as prizes for the competition. “Goldilocks really values the young talent we get to see every year we have our Cake Battle,” says Goldilocks Marketing Director, Cherry Caluya. “For this year’s Cake Battle, we wanted to focus on the creativity and talent of young Filipinos when they create beautiful masterpieces. Many teams from Culinary schools, universities and college all over the Philippines show off their skill in decorating cakes, ranging from elegant to out of this world. Only ten teams were chosen to compete in two categories, split between their cake battle experience. Teams from Bulacan State University - San Jose Del Monte, Gabriel Taborin College

of Davao Foundation, Inc., Lyceum of the Philippines - Laguna, University of Cebu, and the Western Institute of Technology competed in finals for the Novice Category. Bulacan State University - Malolos, Holy Cross of Davao College, Lyceum of the Philippines - Laguna, St. Anne College of Lucena, and the Western Institute of Technology made up the teams who competed in the Advanced Category finals. The finalists and audience of this year’s Cake Battle finals had the chance to rub elbows with and meet Goldilocks’ celebrity endorser, Liza Soberano. OTS issued Mem Circular on revised prohibited items The Office of Transportation and Security (OTS) at the Ninoy Aquino International Airport (NAIA) and other airports in the country issued a Memorandum Circular No.2 series of 2015 with Revised Prohibited items list for all departing passengers originating flights from the Philippines received by the Manila International Airport Authority (MIAA) this March 19, 2019. The incident was reported to the Department of Agriculture’s Bureau of Fisheries and Aquatic Resources XI, which immediately dispatched its BFAR XI Stranding Team, FPLEG Personnel and the PFO ComVal personnel to respond to the beached marine mammal. Several attempts to properly ferry the beached whale to deeper waters were made, despite these efforts, however, the whale returned to shallow waters where its condition further deteriorated and eventually, died. A composite team of personnel from BFAR XI’s City Fisheries Office in Davao City and Fisheries Management, Regulatory and Enforcement Division and D’Bone Collector’s Museum performed a necropsy on the dead whale. BFAR XI collected tissue samples for scientific determination of other possible causes of death through a series of histopathologic tests. The initial diagnosis of death is INGESTION OF HUGE AMOUNT (88 pounds) OF FOREIGN OBJECTS MOSTLY OF PLASTICS AND CELLOPHANE, pending the complete result of necropsy. The animal remains is now undergoing preservation process and its bones will be preserved for educational exhibit purposes. The Department of Agriculture’s Bureau of Fisheries and Aquatic Resources (DA-BFAR) expresses regrets over this incident, which is somehow a result of improper wastes disposal. Following this incident, we urge the general public and all concerned government entities to support the Malinis at Masaganang Karagatan, a holistic program of the DA-BFAR, which would ensure that our seas and oceans are free of plastics and other harmful pollutants. DA-BFAR is committed to further intensifying its monitoring and law enforcement efforts to be more responsive on incidents of marine mammal stranding and safeguard our seas from destructive activities to prevent similar occurrences from happening in the future.

However, with this recent interception, it seems that this scheme is making a comeback. I implore our kababayans who wish to work abroad, do not fall victim to these syndicates, “Otherwise, in cases of doubt, our officers are instructed to refer these passengers to our Travel Control and Enforcement Unit (TCEU) for secondary inspection,” dagdag ni Commissioner.
