Kinondena naman ng Gabriela Women’s Party (GWP) ang mabilis na pagkaka-apruba ng panukalang compressed work week scheme dahil mababaligtad nito ang 8 oras na work schedule.

Sa ilalim ng House Bill 6152, na akda ni Baguio City Rep. Mark Go, sinabi ni Gabriela Rep. Emmi de Jesus na papayagan ang mga kumpanya na magpatupad ng compressed work week arrangements kung saan ang 6 na araw na kadalasang pasok sa trabaho ay bababa ngunit ang bilang ng oras ng trabaho kada linggo ay mananatili sa 48 hours.

Ayon sa mambabatas, ang pagsiksik sa araw ng trabaho sa loob ng isang linggo ay magreresulta sa mas mahabang trabaho kada araw, magtataas sa bilang ng Endo o contractualization, at magbababa sa take-home pay ng manggagawa.

“Malinaw na paglapastangan ito sa kasaysayan ng Pandaigdigang Araw ng Paggawa,

na nag-ugat sa welga ng mga manggagawa sa Chicago para sa otso-oras ng paggawa noong 1886,” anang mambabatas.

Nangangamba ito na ang pagbawas sa workdays kada linggo ng manggagawa ay magiging daan para magawa ng kumpanya na magpasok ng mga non-regular workers sa labor pool at unti-unting maalis ang mga regular.

Idinagdag pa nito na sa sinasabing matitipid sa transportasyon ng mga empleyado dahil mababawasan ang araw ng pasok ay malalagpasan naman ng general reduction sa sahod, allowances at benepisyo dala na rin sa per-day basis na komputasyon nito.

Mas matindi pa aniya dito ay ang negatibong implikasyon sa kalusugan ng manggagawa dahil sa extended work hours at traffic.

Ayon kay Camarines Sur Rep. maaari itong magdulot ng depresyon, sakit sa puso, high blood pressure at maging kanser ang pakikipagbuno sa mabigat na daloy ng trapiko ayon sa isang pag-aaral sa Washington University sa St. Louis. MBM

UKOD sa isyu ng barko-barkong smuggling ng semento na kinasasangkutan ng anak ni Senator Panfilo Lacson, na si Pampi Jr., pumuputok na rin ang pangalan ng isang lady boy na kung tawagin ay ‘anak ng surot.’

Aniya, dapat nang gawing patakaran ang pagsusuot ng body camera sa mga pulis upang makakalap ng matibay na ebidensiya ang mga nagsasagawa ng imbestigasyon o nagrerebyu ng kaso, gayundin sa kaukulang pagkilos ng pulisya kapag may pagtanggi sa pag-aresto.

“Ayaw natin na ipagwalangbahala ang lehitimong operasyon na sumusunod sa tamang protocols.

Kapag ganito, marami rin nangaabuso, ang kwento, General, yung iba kasi gustong patahimikin dahil

“Isang trahedya ang nangyari kay Kian, pero 31 mga bata na rin ang nadamay dito. Mga walang kasalanan na nadamay lamang. Nais rin nating itanong ang mga nangyari sa kaso nila,” ayon kay Poe. Nakita sa CCTV na isang binatilyo, na kinumpirmang si Delos Santos, ang kinakaladkad ng pulis sa lugar kung saan siya binaril.

Walang nakitang pulbura sa katawan ng biktima. Nauna nang sinabi ng pulisya na bumunot ng baril at nagpaputok si Delos Santos.

‘Taguba and his protectors’

RESIDENT Duterte has vowed to support all ongoing probes into alleged massive corruption in the Bureau of Customs in the wake of startling revelations made during the public hearings of the Senate Blue Ribbon Committee and the House committee on dangerous drugs, as well as the sensational privilege speech last week of Senator Ping Lacson.

“Them’s fighting words,” to quote a line by the early 20th century American short story writer Ring Lardner.

Because the cast of characters that emerged since the Senate and House first embarked on their joint anti-corruption crusade intended to sweep clean the Augean Stables that is the BoC is, to say the least, dizzying.

But there are two names that bear close watching as they allegedly are associated with two prominent retired military officers -said to be graduates of the Philippine Military Academy (PMA) whose time-honored motto (“Courage, Integrity, Loyalty”) is proudly emblazoned on the main entry gate of Fort Del Pilar to remind all and sundry what the cadet corps most cherish.

Under the skillful questioning of Blue Ribbon chairman Sen. Richard Gordon, the names of these two alleged protectors of smugglers linked to the illegal entry into the country of untold billions worth of consumer goods and raw materials (and quite possibly the P6.4 billion shabu shipment from China that was seized from a Valenzuela City warehouse last May) were coaxed from the lips of whistleblower Mark Ruben Taguba II. They were a certain “Mike Sabban” and a certain “Gen. Capuyan” both of whom Taguba alleged he had relied on at some point to assure the unimpeded passage through Customs of hundreds of shipments arriving at the Port of Manila and Manila International Container Port.

Quite noticeable among the audience was Gordon’s pregnant pause when, upon his sustained needling, the names of Sabban and Capuyan were uttered by Taguba.

Minority Senator Antonio Trillanes, who was also one of those who participated in the interrogation of Taguba, placed on record that the “Gen. Capuyan” being referred to was a former ISAFP operative identified as re-

tired Col. Allen Capuyan of PMA Class ’83.

Taguba claimed he had become acquainted with Capuyan – who also went by the alias “Big Brother” – as a member of the so-called “second Davao Group” that was supposedly associated with Davao City Vice Mayor Paolo Duterte.

Capuyan, who published reports said was previously linked to the “Hello Garci” scandal during the time of President Arroyo, is currently the assistant general manager for security and emergency services of the Ninoy Aquino International

Ayon kay Negros Occidental Rep. Alfredo Benitez, chairman ng komite, aprubado ang House Joint Resolution 11 at hinihintay na lamang ang Senate version.

Ang resolusyon ayon sa mambabatas ay nagsusulong na maipamahagi ng NHA ang mga yunit na dapat sana ay sa mga sundalo, pulis at bumbero sa ibang mga benepisyaryo kabilang ang miyembro ng KADAMAY na kuwalipikado.

Kabilang sa maaaring pagkalooban ng bahay ang mga guro na naninirahan malapit sa pabahay, LGU employees, barangay

Dagdag pondo sa BOC haharangin IPINABABASURA ni House deputy minority leader at Buhay Rep. Lito Atienza sa Kamara ang dagdag na P4.2 bilyong annual funding na hinihingi ng Bureau of Customs (BOC) para mapunan ang mga bakanteng posisyon sa ahensya.

Sa halip ay isinulong ni Atienza ang pagpapasa sa bagong batas na nag-uutos ng pre-shipment inspection ng lahat ng kargamentong ipapasok sa Pilipinas.

“Nobody can fix the rampant corruption and gross inadequacy at the BOC. Not even Isidro Lapeña,” ani Atienza.

Duda rin si Atienza na makakayanan ng outgoing director ng Philippine Drug Enforcement Agency at uupong bagong BOC commissioner na si Lapena na putulin ang korapsyon sa ahensya kung walang pag-alalay mula sa Kongreso.

“There’s no point in wasting billions of pesos to double the number of Customs staff,” dagdag pa ni Atienza.

Ito ay dahil hindi ibig ng mga tiwaling opisyal ng BOC na ito ay magtagumpay sa koleksyon ng buwis at taripa.

“They want the BOC to stay inefficient because they thrive on inefficiency – because corruption thrives on inefficiency. The day the bureau becomes truly effective at its job is also the day corrupt examiners and agents lose their lucrative rackets.”

Kung maipatutupad aniya ang pre-shipment inspection ay kakaunting empleyado na lamang ang kailangan ng BOC. “As long as we have systemic corruption at the BOC, officials and staff there will continue to find ways to circumvent reforms.” MBM

Taguba said that Sabban, who was at the time a technical assistant in the Office of the Commissioner, became adversarial towards him following a violent bust-up with his father, Ruben Jr., and began having alert orders slapped on his shipments resulting in considerable business losses.

Taguba told the Blue Ribbon committee he paid the Davao groups the amount of P10, 000 for each 40-foot container released from the BoC, which was apart from the “enrollment fee” of P5 million that he was obliged to fork over to one authorized representative of the “first Davao Group” during a meeting last January 2017 in an

unnamed Davao City hotel.

After some three months, Taguba said his partnership with the “first Davao Group” began going south, which is why he sought help from the “second Davao Group” of Capuyan et al.

Mandy Anderson, chief of staff of former Customs Commissioner Nicanor Faeldon, incurred the ire of Sen. Gordon for belatedly revealing the fact that Sabban was being groomed by the OCOM as the district collector of the Port of Batangas.

“Your beautiful smile won’t get you anywhere,” Gordon lashed out sarcastically at the beauteous lawyer, when he realized she was trying to pull the wool over his eyes regarding Sabban’s status vis a vis the OCOM. Gordon disclosed during the public hearing aired on nationwide television that Mike Sabban is really the brother of retired Armed Forces Western Command chief Lt. Gen. Juancho Sabban who until last year was being eyed by President Duterte as Customs deputy commissioner for intelligence until he was “marginalized” by the incumbent Teddy Raval, the alleged choice of the influential Iglesia ni Cristo religious group.

INGER-SONGWRITER Matisyahu has been on a journey inward for more than a decade. The journey has been private and public. The journey has at times been explicitly external, even while being driven by internal change. Now, nearly thirteen years after the release of his first studio record, Matisyahu and his band have done something unmatched in his past repertoire; they have crafted that journey into a musically thematic eight-song-movement.

The band features longtime guitarist Aaron Dugan, Dub Trio’s bassist and drummer Stu Brooks and Joe Tomino, and keyboard virtuoso BigYuki -- and the journey starts with them. The band improvised for hours in the studio with Matisyahu watching on as an admirer without singing a single lyric. Out of the improvisations grew melodic themes, rhythmic peaks and valleys, blissful and proto-song guitar passages, deep dub meditations and ultimately an inspired instrumental record unto itself. Only once the band had crafted this musical narrative, did Matisyahu begin to work on a lyrical narrative of his own -- a lyrical narrative that is simultaneously informed and integrated with the music yet driven by Matisyahu’s own personal journey. The result is Undercurrent, Matisyahu’s sixth studio album.

Matisyahu has performed with Kenny Muhammad, a Muslim beatboxer. Pag-IBIG Fund’s 1st half net income soars 13%, housing collections 10% higher PAG-IBIG Fund posted a net income of P13.3 Billion for the first six months of 2017, 13% higher than the same period last year.

“With President Rodrigo Roa Duterte’s directive to streamline government processes, it is commendable that PagIBIG is taking steps to make sure that its members are readily served,” said newlyappointed Housing and Urban Development Coordinating Council (HUDCC) Chairperson Eduardo D. del Rosario.

Pag-IBIG Chief Executive Officer Acmad Rizaldy P. Moti added, “Pag-IBIG’s increased income for the first half of 2017 was due in part on the increased housing loan collections worth P20.46 Billion. This is 10% higher, or P1.8 Billion more, than the P18.66 Billion collected for the same period last year.”

Starting in 2013, Pag-IBIG partnered with collecting agencies for the collection of payment from housing loan borrowers who have been behind in their payments.

Twenty accredited collecting agencies collected a total of P2.2 Billion for the first semester this year.

Pag-IBIG also outsourced its telecollection efforts to remind housing loan borrowers who are two to three months behind their payment, so as to prevent their properties from being foreclosed. Telecollection enabled Pag-IBIG to collect P3 Billion from January to June 2017.

The high collection rates in housing loan amortizations led to Pag-IBIG’s single digit figure of its non-performing loans ratio, or 9.8%. Pag-IBIG has maintained its high collection efficiency ratio of 90.2%.

Wounded forester receives top DENR honors on National Heroes Day AN employee of the Department of Environment and Natural Resources (DENR), who was shot and wounded by a suspected illegal logger in Palawan province last August 23, received the highest commendation from Secretary Roy A. Cimatu on Monday, the same day the country marked National Heroes Day. Cimatu awarded Joselito Eyala, a forester at the Community Environment and Natural Resources Office (CENRO) in Puerto Princesa City, the Medalya ng Bayani ng Kalikasan for his “remarkable dedication to public service, bravery and leadership.”

“It is my honor to give you this award, especially during National Heroes Day,” Cimatu said during his visit to Eyala at the Philippine General Hospital (PGH), where the forester was awaiting surgery to remove bullets lodged in his palate and back.

“Gusto kong malaman mo na nagpapasalamat ako sa ginawa mo at hindi ka pababayaan ng DENR,” Cimatu said. “Kailangan namin ang mga katulad mo sa serbisyo.”

Cimatu, a former military chief, also awarded Eyala with a Purple Heart, an honor usually given to soldiers wounded in the line of duty.

He likewise commended the Armed Forces of the Philippines and Philippine Air Force personnel who airlifted Eyala from Palawan to Manila and brought him to the PGH on August 25.

Aside from the commendation, Cimatu informed Eyala that he has just been promoted from Forester I to Forester II with an increase in salary grade.

The environment chief also assured Eyala that the DENR will shoulder all his hospital expenses and that he will receive financial assistance to aid him in his recovery.

Based on initial reports, the shooting incident happened when Eyala and his team apprended suspected timber poachers and confiscated an unregistered chainsaw in the mountainous village of Bacungan at around 5 pm on August 23.

The owner of the chainsaw, Florante Saycon, retaliated by firing a homemade gun that hit Eyala in the back. The forester sustained two gunshot wounds that rendered him unconscious.

When he regained consciousness, Eyala crawled into the Casicaan River and allowed the current to carry him for five hours. He then walked and crawled in the middle of the night until he was able to get help at around 1 am of the following day.

A farmer brought Eyala on a carabao sled to barangay coucilor Daniel Anjan, who then took him to the Palawan Adventist Hospital.

Eyala’s three other companions, forest ranger Roldan Alvarez and forest technicians Roy Mercader and Glenn Dexter Eleazar, scampered for safety as Saycon chased them.

Mercader hid in the river for seven hours, while Alvarez and Eleazar sought cover in the bush the whole night. They were found at the Bacungan barangay hall at around 8 am on August 24.

Meanwhile, DENR Mimaropa regional director Natividad Bernardino said Eyala’s promotion takes effect immediately.

“This is the least we can do to express our appreciation to Lito (Eyala’s nickname) for his commitment to live up to his duty as a protector of the forest and our environment,” Bernardino said.

Eyala, who was still having difficulty speaking, appeared overwelmed and almost teary-eyed when he gave a thumbs-up sign.

Bernardino said that due recognition will also be given to other members of Eyala’s team.

The DENR is now preparing to file criminal charges against Saycon, who is now under the custody of the Philippine National Police in Puerto Princesa City after he was arrested during a followup operation on August 24.

Cimatu wanted the CENRO to charge Saycon with violation of Republic Act No. 9175 or the Chainsaw Act of 2002 and other forestry laws, aside from the attempted murder or homicide to be filed by Eyala.

LEADING telecommunications company Globe Telecom has joined the Department of Environment and Natural Resources (DENR) in showcasing the beauty of Philippine forests and in encouraging the public to be part of responsible tourism and proactive reforestation.

Globe employees took part in DENR’s Bike.Hike.Plant 2017 tree-planting initiative organized by the Forest Management Bureau to celebrate Arbor Day and the 154th anniversary of the Philippine Forestry Service. The event was conducted to inspire various stakeholders to take care of the forests as well as widen the network of forestry champions to include bikers and hikers.

The volunteers participated in a 30-km bike and trek activity that runs from the DENR Region 3 Office in Gov-

ernment Center, Maimpis, San Fernando City, Pampanga up to Mt. Arayat National Park. Over 1,000 participants biked around the city and hiked up to the chosen area to plant seedlings of various indigenous and agroforestry tree species.

At the same time, Globe provided Libreng Charging stations during the event to serve everyone who joined the celebration.

“Environmental sustainability is one of the immediate responsibilities of Globe especially in the face of global warming. Para kay Oshwald prayoridad ang mga kliyente dahil sila ang bubuhay sa iyong negosyo.

Sa ngayon, bagamat hindi pa ganoong patok sa industriya ang A+ΩSH, ay malaki ang pasasalamat ni Oshwald dahil marami ang nagtitiwala sa kanyang negosyo, kasama na dito ang malalaking kompanya na nagpapagawa sa kanya ng mga AVP, commercials, at event coverage.
