Pagbabantay sa pagawaan ng paputok, itinakda S

asailalim sa mahigpit na pagbabantay ng Department of Labor and Employment ang mga pagawaan ng paputok sa bansa upang matiyak ang pagtalima ng mga ito sa Occupational Safety and Health Standards (OSHS).

Kaugnay ng pagdiriwang ng Bagong Taon, inilabas ni Labor Secretary Silvestre H. Bello III ang Advisory No. 20, Series of 2018, na nag-aatas sa lahat ng Regional Directors na mahigpit na bantayan ang pagtupad ng mga establisyamento, partikular iyong nasa pagawaan ng paputok, alinsunod sa Republic Act No. 11058, o ang Occupational Safety and Health Standards (OSHS) upang maiwasan ang

aksidente sa lugar-paggawa. Dagdag pa dito, inaatasan din ng panukala ang mga labor laws compliance officer (LLCO) na tulungan ang mga establisyamento sa pagtatama ng kanilang mga kakulangan upang makasunod sa OSHS. Gayunpaman, kung sakaling hindi sumunod ang mga establisyamento sa patakaran, may karapatan ang labor inspector na magsagawa ng imbestigasyon

sa paglabag alinsunod sa Department Order No. 183, series of 2017, o ang Revised Rules on the Administration and Enforcement of Labor Laws. DPWH reactivates ‘Lakbay Alalay’ in time for holidays

The Department of Public Works and Highways (DPWH), in anticipation of the heavy flow of traffic this holidays, has reactivated its ‘Lakbay Alalay’ program. Until January 2, 2019, Motorist Assistance Stations manned by Motorist Assistance teams will be stationed at different locations nationwide to assist road users. DPWH Secretary Mark Villar instructed Regional Directors and District Engineers nationwide to deploy maintenance personnel, keep all communication systems operational, and be ready to provide emergency services to motorists and traveling public. Prior to the holidays, DPWH Region VI Director Wenceslao M. Leaño Jr. instructed the District Engineering Offices in Western Visayas to regularly conduct routine maintenance along carriageway and roadsides to ensure smooth traffic flow and remove obstructions that may affect traffic flow. Leaño also reminded Regional Maintenance Engineers to ensure that necessary pavement markings, informative and directional roads signs – including tents and tarpaulins adhere to DPWH standard design – be installed. DPWH is also coordinating with Land Transportation Office (LTO), Philippine National Police (PNP), and Local Government Units (LGUs) to ensure safe travel for the public this holiday season.

Implementing rules para sa VAT-Free Medicines pinamamadali Nanawagan si Senator Sonny Angara sa gobyerno upang madaliin na ang pagpapalabas ng implementing guidelines ng value-added tax (VAT) exemption sa mga gamot sa ilalim ng Republic Act 10963. Sa ilalim ng batas, dapat malibre mula sa VAT ang mga gamot na inireseta para sa diabetes, mataas na kolesterol, at hypertension simula Enero 1, 2019, probisyon na ipinakilala ni Senate President Pro Tempore Ralph Recto. We must remember, wala tayong nakukuhang revenues sa illegal numbers gaya ng jueteng. Mga gambling lords lang nakikinabang diyan. Pero ang STL, tignan niyo naman ang ipinapasok na revenues sa gobyerno,” diin ni Balutan. Ayon sa PCSO Charter o RA 1169, naglalaan ng kita ang PCSO ng 55 porsyento para sa prize fund (pagbabayad ng mga premyo), 30 porsyento para sa charity fund (iba’t ibang mga programa at serbisyo sa charity) at 15 porsyento bilang operating fund (maintenance at operating expenses). Mula Enero hanggang Nobyembre, nakapagbigay ng tulong ang ahensiya sa 481,712 mga pasyente na tumutumbas ng halagang P8.15 bilyon, na tumaas ng 16 porsiyento kumpara sa parehong panahon noong nakaraang taon. Villar, kinilala sa kanyang ‘pivotal role’ sa paglaban sa IUUF KINILALA ng Department of Agriculture si Sen. Cynthia Villar dahil sa kanyang pagpupursigi na maisabatas ang panukala laban “sa illegal, unreported and unregulated fishing” (IUUF). Sa First Command Conference of the Philippine Committee against IUUF na idinaos sa Philippine International Convention Center noong Lunes, kinilala si , Villar dahil sa kanyang “pivotal role in the enactment of Republic Act 10654, which is the country’s legal backbone in the fight against IUUF.” Bilang chairperson ng Senate Committee on Agriculture and Food, si .villar ang principal sponsor ng panukala na dahilan din para alisin ang “yellow tag” sa Philippine fish imports. Hindi na makapag-eksport ang Pilipinas ng ating fish products sa Europa, isa sa pinakamalaki nating merkado, kung hindi natanggal ang yellow tag, Ito rin ang dahilan upang makasama ang Pilipinas sa European Commission’s Generalized Scheme of Preferences Plus (GSP+) at payagan ang duty-free entry ng mahigit 6,000 Philippine products sa Europa. “With the enactment of this law, we were able to address two important things one is to ensure the

sustainability of our oceans and two is to ensure the livelihood of our fishermen. It also helped the Philippines diversify trade, increase exports and attract foreign direct investments,” ani Villar. Nabago ang Philippine Fisheries Code of 1998 makaraang maisabatas ang panukalang kaugnay nito noong February 27, 2015 Pinapatawan ng parusa ang IUUF at binabago rin ito para sa mas matinding epekto sa pagpapatupad ng bafas. Ang batas na ito ay sanhi rin ng Fisheries Management Fund na nanggaling sa makokolektang multa at penalties. Magbibigay rin ang pondong ito ng livelihood at scholarship programs sa fisher folks at kanilang pamilya. Dahil sa bagong batas, sinabi ni Villar na natupad ng bansa ang commitment nito sa international community na pangalagaan ang marine life and resources. “We recognize the threat overfishing poses to all nations of the world. If left unabated, it will not only make deserts out of our oceans in 2050, it will also mean a collapse of the fishing sector as a source of livelihood,” dagdag pa ni Villar.

USAPANG BABAE NEW YEAR’S RESOLUTION FOR THE FAMILY Sa tuwing sasapit ang New Year’s Day, marami ang bumubuo o gumagawa ng tinatawag natin na ‘new year’s resolution’. Ito ay isang bahagi na rin ng tradisyon ng marami kung saan isinusulat ang mga gustong makamtan o makuha para sa buong taon samantala para sa ilan naman, ito ang mga listahan ng mga gusto nilang baguhin sa buhay nila. Pero malimit sa atin na pang personal na new years resolution ang ginagawa. Kaya naman panahon na para subukan na gumawa para sa pamilya. Isang paraan ito upang lalo pang mapagtibay ang samahan ng inyong sambahayan. Anu-ano nga ba ang halimbawa ng new year’s resolution na pampamilya?

WEEKLY SHARING.

Kung mayroon man na dapat mauna sa listahan, ito ang weekly meeting ng pamilya. Sa ganitong paraan maaaring makausap ng masinsinan ang lahat ng miyembro. Matutukoy kung anumang gusot ang namumuo sa bawat isa. Dahil dito, magagawan agad ng solusyon ang problema bago pa ito lumala. Sa mga ganitong pagkakataon rin maaaring bumuo ng plano ang buong pamilya sa mga gustong gawin o puntahan upang magkaroon

ng lubos na oras para makapagbonding ang lahat. One way rin ang ganitong mga pag-uusap para maging updated sa mga activity ng mga anak sa paaralan man o pang personal. Malaking advantage nito ang pagiging open ng lahat sa isa’t isa.

chikiting, mainam ang new year’s resolution na ito. Mas okay kung magagabayan ang mga anak sa pagsisimula ng development nila pagdating sa pakikisalamuha. Makatutulong rin ang madalas na paglalaro sa labas ng bahay upang mapalawak pa ang creativity ng inyong mga anak dahil sa dami ng kanilang makikita at mararanasan.

ENVIRONMENT FRIENDLY. Isang mabuting

gawain rin ang maging environment friendly ang inyong pamilya. Maging mabuting ehemplo dahil lubos itong makatutulong sa inyong mga anak para maging mapagmahal at maalaga sa kapaligiran. Ipaliwanag sa kanila ang kahalagahan ng mga nasa paligid upang maging aware sila at pahalagahan ang mga ito. Maaari itong simulan sa maliit

na paraan gaya ng tamang pagtatapon ng mga basura maging ang tamang paggamit at pagtitipid ng kuryente at tubig.

MORE QUALITY TIME. Kung dati

rati’y hinahayaan ang mga bata na manuod lang buong araw kapag walang pasok at vice versa, oras na para baguhin ito. Mas mainam na magkaroon ng quality time para sa buong pamilya at hindi sa sarili lamang. Gumawa ng mga makabuluhang activities para sa lahat. Ang mamasyal o kumain na magkakasama ang ilan sa halimbawa nito. Maaari rin na maglaro lang sa loob ng inyong tahanan kung saan kasali ang lahat ng miyembro. Magiging masaya rin ang magsalo-salo ang lahat sa isang masarap na meryenda o hapunan lalo na kung pinagtulunagn iprepare ng bawat miyembro. Laging tandaan, na hindi lamang dapat isinusulat ang inyong new year’s resolution. Kahit ano pa ang gusto ninyong mangyari o plano para sa inyong pamilya sa buong taon, hindi rin ito magiging tagumpay kung walang kalakip na gawa. Advance Happy New Year po sa ating lahat!

TOURISTS TO CHINA AND TRAVEL AGENCIES ALIKE IN A QUANDARY

N advisory from China Tee International Travel Service Co., Inc. came out yesterday, December 27, 2018, advising Filipino tourists traveling in groups to China that the Chinese government has terminated processing of China Group Visa effective December 24. “We regret to announce to all of our agents in the Philippines that we were informed by China government Immigration BY JOJIE CODILLA Department that CHINA GROUP VISA processing was terminated at 16:25pm, 24th Dec 2018,” the advisory signed by China Tee’s managing director said. “The reason why Chinese government terminates group visa for FILIPINO is because on 22nd Dec 2018, there were 5 Filipino tourists who hold China group visa, disappeared right after arriving Shanghai PVG airport, via a unprofessional operation by a no license travel agent here in China. This tour operator catered this group without checking passengers back ground and charging guarantee deposit. “With recurrence of event from this Operator, China government decided to TERMINATED group visa to all FILIPINO tourists starting 24th Dec 2018! There is no any information from China government when Filipino tourists can apply for China group visa again. We suggest to get and apply for an individual visa directly to the china embassy.” The advisory sent tourists who were scheduled for vacation to China frantic and irate. A friend from General Santos said that while the advisory was dated 24 December, it was posted by their travel agency only at 1am yesterday, December 27. Initially, they thought the news was fake, bolstered by the fact that when they sought the help of the Chinese Consulate in Davao City, the latter said they are not aware of the advisory. Only when the passengers checked with their travel agencies did they receive confirmation that the advisory was factual. While I agree to the clamor of the clients that their travel agencies refund their payment in full, I also understand the dilemma of the travel agencies who most likely were caught unawares of the unanticipated move by the Chinese government. As of this writing, government authorities have yet to issue their statements on the matter.

Samantala bawal namang gamitin ang mga firecrackers o mga paputok na dapat sa firecracker zone lang pwede gamitin at ‘di pwede sa kalye o sariling bakuran; Judas belt, Bawang, Baby Racket, El Diablo, Paper Caps, Pulling of strings,

MUNTI HOSTS 20th INTERNATIONAL ROBOT OLYMPIAD, FIRST IN PH

Muntinlupa City hosted this year’s International Robot Olympiad (IRO), an annual gathering of robot learners and mentors from member countries, with the theme “Save the Seas,” on December 14-18. The event was the first IRO competition to be held in the Philippines since it started in South Korea in 1999. Other countries which previously hosted the contest were China, Australia, Hong Kong, Indonesia, Malaysia, US and Singapore. International Robotics Olympiad Committee president Kim Jong Hwan led the opening ceremony of the four-day robotics event at the De La Salle Santiago Zobel School, Ayala Alabang. Also attending the ceremony was Philippine Robotics Team and Data Science and Technology Corporation president Anthony Gabitan who expressed his utmost thanks to Muntinlupa Mayor Jaime Fresnedi and the City Government of Muntinlupa for hosting the international Olympiad and for his support in raising the flag of the Philippines in the world of robotics. “I envision that each student in the Philippines will become a productive innovator and inventor that will put Philippines in the center of global progress,” Gabitan said. Other officials joining the launching of IRO were Muntinlupa Deputy Administrator RJ Smith (representing Mayor Jaime Fresnedi), DLSZ President Br. Bernard S. Oca FSC, and members of IRO Technical Working Group. Over 700 students from the countries of Bangladesh, China, Indonesia, Malaysia, New Zealand, Philippines, South Korea, Thailand, and Uzbekistan competed in the 20th International Robot Olympiad. The contingents were divided into two groups: Junior Division for kids 12 and below; and Challenge Division for kids 13 up to 19 years old. Out of the 20 robot game categories, the Philippine delegation garnered 76 medals topped by 3 Golds in Humanoid Archery, 3 Silver, 13 Bronze, 35 Technical Medals and 24 High Commended Awards. The City Government of Muntinlupa congratulates all the winners, especially the Filipino competitors, of this year’s robotics competition.

DSWD HOLDS MINI ART SKILLS TRAINING, STORY TELLING FOR STREET CHILDREN AS PART OF #HELPTHEHOMELESSPH CAMPAIGN THIS HOLIDAY SEASON

EW days before Christmas Day, the Department of Social Welfare and Development (DSWD) held an information cum service caravan for street children and homeless families in Rajah Sulayman, Malate, Manila, in partnership with the Department of Health, Manila Police District (MPD), Manila Health Department, and the city and barangay government units.

Aside from information dissemination on the various programs and services that the Department is providing for street children and homeless families, there were also mini art skills training, story telling by the MPD, and free medical consultation by the DOH.

The activity dubbed as, “Art for the Homeless cum Information and Serbisyo Caravan” was held to provide a mini-training activity to teach street children skills on creative arts and design through painting. The “#HELPTheHomelessPH” advocacy campaign

of the Department aims to educate the public about the plight of homeless families, and to encourage people to provide appropriate means of assistance to families atrisk on the streets and street children. “Through the #HELPTheHomelessPH, we hope to raise public awareness about the condition of homeless families, street children and unattached individuals staying on the streets and to show them that there are better, appropriate and responsible means of helping our homeless kababayans instead of just giving alms,” explained

DSWD spokesperson, Assistant Secretary Glenda Relova. The Department also collaborated with MPD, “Ang Guro Kong Pulis” project to provide basic education to street kids through their mobile library and film showing activity, and the DOH to conduct free medical and dental services to homeless families staying in the area. Social workers were also present to answer queries on the programs and services of the DSWD. “We are very glad to call our partners in the activity as #HELP Champions because of their dedication in provid-

ing the right types of assistance to street children and homeless families. We hope that we can encourage more people to do the same, not only for this holiday season, but also in the future,” said Asec. Relova. “More work is needed to dismantle the inequality, discrimination, and exclusion experienced by street dwellers, and we need the help of more people to become champions by giving the right forms of assistance that will bring back the dignity and empower the lives of our homeless kababayans,” she ended.

USAPANG KALUSUGAN:

Ayon sa mga eksperto, ilan sa mga sintomas nito ang mapait o acidic na panlasa na minsa’y nagdudulot ng mabahong hininga, lumalalang pagsakit ng dibdib lalo kapag nakahiga o sa

tuwing yumuyuko at kapag nakadarama ng paglobo o pagtaba ng katawan. Kaya naman para maiwasan ang pagkakaroon ng heartburn, kailangan itong agapan sa pamamagitan ng mga sumusunod:  Pagkain ng saktong dami ng masusustansiyang pagkain. Ang pagbaba kasi ng timbang ay nakababawas ng pressure sa ating tiyan.

 Iwasan ang pagkain ng matataba at maanghang na mga pagkain, pag-inom ng kape at nakalalasing na mga inumin gayundin ang pag-iwas sa pagkain ng tsokolate, citrus fruits, dairy products at kamatis.  Ipinagbabawal rin ang paninigarilyo sapagkat pinahihina nito ang ating lower esophageal sphincter (LES).  Iwasan ang ma-stress at sobrang pag-aalala o

pagkabalisa.  Tiyakin na nakaangat ang ulo ng ilang pulgada sa ating dibdib sa tuwing matutulog. Laging tandaan na magpakonsulta sa doctor kapag may mga nararamdamang hindi tama sa ating katawan upang maagapan ang mas malalang kondisyon sa ating kalusugan. R. CARITATIVO
