The Master of the vessel- Capt Mordacz Marcin Kamil was presented a memento on the occasion by Capt Manish Verma,Vice President, SamsaraShippingPrivateLimited.

The62,000-DWTgearedvessel,whichislessthanayearold, has a carrying capacity of about 72,000 Cu.M. , well equipped with four cranes ( 2 x 150 mt + 2 x 80 mt) with maximum lifting capacity upto 300 MetricTons.Itcame to Mumbai on its maiden voyage directly from Antwerp and Hamburg and unloaded a signicant volume of steel and project cargo.

The vessel sailed out on March 19th towards Qatar from where she will head to Turkey carrying a full load of houseconstruction modules for those impacted by therecentdevastatingearthquake.

In a brief address on the occasion, Mr Janusz Kuzmicki, Manager - Commercial Department, Shipping Division CHIPOLBROKGdynia, highlighted that this was one of the largest such vessels to visit Mumbai Port and emphasized that it has the capability to carry varied types of project, heavy lift and break-bulk cargo. He foresaw increasing heavy lift and

project cargo movement to and from India given its economic growthandtremendousfuturepotential.

He thanked the trade for its support to Chipolbrok’s services connecting India and also thanked Mumbai Port officials & their Shipping Agent Samsara Shipping, for the constant support extended to Chipolbrok. HMM receives Gold rating by EcoVadis

SEOUL : South Korea’s flagship carrier HMM had been given a gold rating by EcoVadis, a provider of businesssustainabilityratings. HMM achieved better results in the environment and ethics criteria than the year prior with EcoVadis giving a gold classification in 2022, while the ocean carrier received a silver onein2021.

As a result, HMM was ranked in the top 3% of businesses across all sectors by EcoVadis, up from 4%thepreviousyear.

Maersk signs MOU with Shanghai International Port Group on green methanol

COPENHAGEN - A.P. Moller-Maersk (Maersk) announced that the company has signed a Memorandum of Understanding (MOU) with Shanghai International Port Group (SIPG) on strategic cooperation for Shanghai Port methanol marine fuel project. The two parties will join hands to explore green methanol fuel vessel-to-vessel bunkering operation after Maersk’s green methanol container vessels beingdeliveredin2024.

Maersk has set a net-zero emissions target for 2040 across the entire business, and the delivery and operation of its 19 vessels with dualfuel engines able to operate on green methanol will accelerate the evolution of climate neutral shipping. Therefore, establishing port bunkering infrastructure for methanol is imperativeandcriticaltoachievethisgoal.

“Collaborating with ports globally to build green fuel bunkering infrastructuresisnecessarytoservicemethanolvessels.Itisan important step as Maersk strives to lead the decarbonization of end-to-endsupplychainsandmakeameaningfulenvironmental impact in this decade. Sea-Intelligence : Capacity loss nearing pre-pandemic normal

COPENHAGEN - While the pandemic challenges were initiated by an exceptionally large growth in demand, the real challenge came as this high demand growth clogged up the hinterlands, which in turn clogged up the ports, which in turn led to unprecedented levels of vessel congestion. When vessels don’t move, they do not contribute to deployed capacity, and the capacity of the non-sailing vessels effectively become a loss of supply. This loss of supply became a greater factor in the supply/demand imbalance, than the demandgrowththatinitiatedit.

On a global level however, we have seen a reversal of capacity loss over the past year as vessel congestion has eased. With the latest measure of 6.2% capacity loss in January2023,wearenowroughly2/3ofthe waybacktoanormalityof2.2%fromthepeakinJanuary2022.In the last two months though, we have seen a reversal i.e., an increase in capacity loss. However, this could very well be a

seasonal impact from inclement weather.

What is interesting here is that both the Transpacific and Asia-Europe trades show a strong correlation between capacity loss and spot rates, but the Transatlantic trade does not. At their respective peaks (capacity loss and spot rates), we see a 5-month time lag as shown in Figure 1, which has now increased to 9-10 months. Furthermore, the spot rates are still considerably abovepre-pandemiclevels.Notonly that, the spot rate increase was also delayed compared to on the Transpacific and AsiaEuropetradelanes.Thisisalsotrue fortheotherTransatlantictradei.e., North Europe-North America East Coast. This is a strong indication that there are other drivers than supply and demand impactingfreightratesontheTransatlantictrade.

Shipping Minister highlights growth in exports from Gujarat Ports

NEW DELHI : Despite Gujarat Government’s efforts to provide a thrust to the ports sector to promote exports, therehasbeennosubstantialincreaseinexportsfromthe Ports of Gujarat. This was revealed in a written response in parliament by Union Minister of Ports, Shipping and Waterways Shri Sarbananda Sonowal to a question from Gujarat’sBJPMPJaswantsinhBhabhor.

Sonowal also shared the data of exports from Gujarat’s ports, and the state’s share in exports from Indian ports. Bhabhor had sought information on the volume of exports fromGujarat’sportsoverthepastthreeyears.

Sonowal said that in 2019-20, 2020-21 and 2021-22, the total export volume from Gujarat was 151.96, 149.30 and 165.60MMT(millionmetrictonnes)respectively. The Minister added, “The Government is continuously engaged in strengthening port infrastructure through various projects and is focused on ease of doing business for improving the business environment and to promote tradeandcargo.”

“There has not been a major rise in exports from Gujarat’s ports due to the Covid-19 pandemic,” said sources.

Subsequently, in the two working sessions, the TIWG priority issuesfocussedonmakingtradeworkforgrowthandprosperity,

and building resilient Global Value Chains (GVCs) will be discussed.Theemphasiswillbeonachievingsharedoutcomesfor making growth inclusive and resilient, increasing the participation of developing countries and the Global South in GVCs, making GVCs work for inclusive development and building resilient GVCs to withstand future shocks. On the concluding day, the TIWG priorities on integrating MSMEs in Global Trade, and building efficient logistics for trade will be discussed across two working sessions. The Presidency will aim to carry forward the work done by past G20 Presidencies to better integrate MSMEs into global trade considering their primacy in sustaining livelihoods in both the developed and developing countries. The ways of developing robust logistics infrastructure that could reduce transaction costs both across borders and in the hinterlands will also be deliberated by the G20 delegates.

IFSC Authority amends rules allowing shippers to offer voyage charter

AHMEDABAD - In yet another boost for ship-leasing business from the International Financial Services Centre (IFSC) at GIFT City in Gandhinagar, the regulator IFSC Authority (IFSCA) on Wednesday ironed out ambiguities relating to employment of ships / vessels for voyage charter and other commercial transactions by companies atGIFT-IFSC.

This, according to shipping industry stakeholders, completes the bouquet of offerings under the ship leasing andowningbusinessatIFSC.

Recently, IFSCA issued an amendment to its earlier circular titled ‘Framework for Ship Leasing’, and allowed the lessor to undertake activities such as “operating lease, voyagecharters,contractofaffreightment,employmentin shipping pools and all other legal commercial transactions foremploymentofships.”

The amended circular also allows “Asset Management Support Services for assets owned or leased out by the lessor or by any of its Group Entities set up in IFSCs inIndia.”

Further, the sale and lease back, purchase, novation, transfer, assignment, and such other

similar transactions in relation to ship lease are, henceforth, granted, besides any other related activity withthepriorapprovaloftheIFSCA.

The regulator also clarified that a transaction shall be classified as a lease if it is in accordance with the Indian Accounting Standards (Ind AS 116) on leases.

Shipping business

Notably, the industry had represented to the IFSCA to notify voyage charter and other commercial transactions for employment of ships, as permissible activities under operating lease, thereby, enabling the full ecosystemforshippingbusinessattheIFSC.

In its amended circular, the IFSCA noted, “The matter was referred to the Directorate-General of Shipping, India, which clarified that these activities are an integral part of the ecosystem and may be included as part of the shippingecosystemintheIFSC,asatpresentmanyIndian playersaregoingoff-shoreforavailingoftheseservices.”

A shipping player remarked, “this was a serious issue impacting the operational aspect of leasing from IFSC.”

ULIP to facilitate India’s Logistics sector with data-driven visibility and transparency

NEW DELHI - Unified Logistics Interface Platform (ULIP) was launched by Hon’ble Prime Minister of India, Shri Narendra Modi, as part of the ‘National Logistics Policy (NLP)’ on 17th September, 2022. ULIP has a dedicated portal that makes the process of data request simpler, faster, and transparent and facilitates India’s logistics sector with data-driven visibility and transparency. The portal can be accessed through “https://www.goulip.in”.Since its successful launch, ULIP has been receiving very positive responses from the industry players.

Within 6 months of its launch, it has received registrations from more than 400 companies. 68 companies have already signed NonDisclosure Agreements (NDAs) with ULIP for getting access to the data sets. More than 30 applications have been developed by the industry players for providing better services to their end users by leveraging ULIP’s API integrations. More than 6.5 Cr. API hits have already been processed in this short span of time. The large enterprises, key service providers of the sector as well as the new-age startupsareequallykeentobeassociatedwithULIP.

Ms. Sumita Dawra, Special Secretary, Logistics Division, DPIIT, CEO & MD, NICDC, and Chairman, NLDSL said, “With ULIP, we definitely envisage transparency, efficiency and reduced overall logistics cost. ULIP will keep on contributing to the Indian Logistics Sector with a new and innovative approach which will eventually help the fulfilment of the vision of PM GatiShakti through National Logistics Policy (NLP).” She further added that ULIP should now focus on fulfilling data requirements for logistics of specific sectors like coal, cement, fertilizer, food-grain, etc. Major industry players like

Maruti Suzuki, DHL, Safexpress, Ultratech, TCIL, Jindal Stainless, Tata Steel, Yes Bank, BOSCH, Total Group, etc. have been onboarded on ULIP to develop their use-cases which will benefit them and their stakeholdersalike.Thereisasoundadoptionoftechnologyforvarious operation activities and processes by the industry players. With ULIP’s data services, companies are building innovative solutions/Apps to optimize the utilization of technology. For example, the end-to-end supply-chain of Ultratech cement requires tens of thousands of carrier vehicles every day across India which are being supplied by the third-party transporters. By integrating with ULIP, Ultratech can now verify the compliance of all the vehicles and drivers instantly. Intugine, a logistics related technology service provider is using ULIP’s FASTag API as the tracking tool for road transportation wherever there is no GPS device or consent available. It has also created a planning tool for first mile/ last mile movement of rail-bound cargo by utilizing ULIP’s Railways cargo tracking API. Yes Bank, one of the leading banking entities, is using ULIP’s API services for backend risk management activities like IEC code validation, confirmation of actual movement of cargo, etc. Lynkit, a start-up is innovatively using the data for gate and yard automation of the manufacturing entities. TCIL is electronically verifying the customer’s official documents through ULIP’s eKYC backed by DigiLockersystem,whichissavingtimeandcostforthecompanydue to minimization of manual effort. Similarly; Cargo Shakti – an insurance settlement agency in the logistics sector is using ULIP’s data as digital evidence which is helping them in getting rid of the lengthydocumentations.

NEW DELHI : The Government has taken proactive steps to restrict import of sub-standard and unsafe toys and to promote domestic toy industry. A Quality Control Order for Toys was issuedon25/02/2020,throughwhichtoyshavebeenbroughtunder compulsory certification from Bureau of Indian Standards (BIS) with effect from 01-01-2021. As per the Order, every toy in the market must conform to the requirements of relevant Indian StandardandbeartheStandardMarkunderalicensefromBISas per Scheme-I of BIS (Conformity Assessment) Regulations, 2018. This order is applicable to domestic manufacturers as well as foreign manufacturers who intend to export their toys to India. After implementation of QCO for the toys, Search and Seizures were conducted by BIS and 41,106 quantity was seized till

16.03.2023 across the country including major airports, ports and shoppingmalls.

Till date, BIS has granted 1,114 licenses to domestic toy manufacturing units and 35 licenses to foreign toy manufacturing units. The sanction of BIS certification for the products is an ongoing process and the license is being granted by BIS after followingdueprocedurewithintheprescribedtime.

As a result of various steps taken by the Government, the volume of import of toys into the Indian market has shown a consistently decreasing trend. The import of Toys (HSN Codes 9503, 9504, 9505) to India has decreased from USD 332.55 million in 2014-15 to USD 109.72 million in 2021-22, a decrease of approximately 67%.

Sagarmala to facilitate shifting of cargo from conventional land-based transportation to Coastal Shipping mode

DELHI - Under Sagarmala Programme, various initiatives and projects have been undertaken to facilitate shifting of cargo from conventional land-based transportationtocoastalshippingmode.Inthisregard,the Government has taken following measures to enhance coastalshipping:

(I) Under the Sagarmala Programme, 70 projects worth Rs.2856 crore have been sanctioned for the development of Coastal Berths, Ro-Ro/Ro-Pax Jetties/Passenger Jetties etc. Out of which 15 projects worthRs.849crorehavebeencompleted.

(ii) Licensingrelaxationundersection407oftheMerchant shipping Act is given to container vessels for carrying export-import containers and empty containers at transhipment ports for outbound transport; and to foreign flag vessels carrying agricultural, fisheries, horticultural, fertilizers and animal produce commodities subject to the condition that these commodities constitute at least 50% of the cargo on boardtheshipatthebeginningofthecoastal leg.

(iii) A discount of 40% is offered by major ports on vessel andcargorelatedchargestocoastalcargovessels.

(iv) Priority berthing policy for coastal vessels has been notified to reduce turnaround time for coastal vesselsandimprovetheirutilization.

(v) Reduction of GST on bunker fuels used in Indian FlagVesselsfrom18%to5%.

(vi) Green channel clearance introduced for faster evacuationofcoastalcargoatports.

(vii) Allowed reimbursement of freight subsidy on primary movement of subsidized urea and P&K fertilizers by coastal shipping or inland water transportation.

(viii) The projects for improvement in the first and last mile road and rail connectivity with all the major and non-major ports have also been identified for faster cargo movement. Indian Commodity exporters faces Global economic slowdown

NEW DELHI : The sharp fall in global freight rates from a highof$18,000to$750invarioussectorssuchastheUSand Europe has not brought any cheer among businesses in export-import trading. The export-import sector is unable to take full advantage of the situation due to the overall dullnessindemandduetoglobaleconomicslowdown.

The Covid situation had forced shipping lines to hike freight cost between 2020 to mid-2022 to cover up their expensesduetovesseldelays,holdingupofcontainersetc. Now, the rates have started sliding since January even belowthepre-Covidtimes.Thesouthwardmovementtoas low as $750 in the Europe sector started benefiting customers, exporters, importers, said Prakash Iyer of CochinPortUsersForum.

Despite the common feeder prices still ruling higher, Iyer said shipping lines are offering lower rates to exporters to withstandthecompetition.

Mahadevan Pavithran, a coir exporter in Alappuzha, said the industry would not be able to benefit from the lower ocean freight rates, thanks to recession across global markets and Russia-Ukraine conflict. The drop in coir exports were around 30 per cent which is expected to continuethewholeyear.

Coir business, he said, was down by 30-50 per cent and the priority is to survive in this lean period by focussing on

nichemarketswithproductspecialisationandquality. The industry is sustaining now only because of the focus shift of China from procuring coir pith from India to VietnamandIndonesia.

This has led to dropping of coir pith prices in the domestic market, enabling the industry to keep afloat during this phase. The rise in demand for upholstery business has facilitated China to look at proximity centres for purchase, hesaid.

Seafood exports are also muted on account of subdued salesacrosstheUSandEurope.AlexKNinan,presidentof the Seafood Exporters Association of India – Kerala region, said the export business was down by 15 per cent due to the US recession and the case is similar with Europe.

With the availability of sufficient stocks in supermarkets, there is a considerable reduction in purchase even for the ensuingEasterseason.

According to Prakash Namboodiri, All India Spices Exporters Forum, the declining freight rate would benefit customers in a big way. But the overseas market, especially the US and Europe, is not so conducive due to recession, forcing consumers to buy hand to mouth.
