GANDHIDHAM:
Aligned with the Union Budget 2025-2026 and India's vision for a sustainable future and the push for Clean Tech Innovation, DPA Kandla takes a bold step towards Greener Port Operations with Deployment of Electric Wheel Loaders in collaborationwith SwayamShippingServicesPvtLtd.
In line with the Government of India’s “Harit Sagar” GreenPortGuidelines,DeendayalPortAuthority(DPA)has taken another significant step towards sustainable port operations by supporting the deployment of four SDLG L956HEV electric wheel loaders by Swayam Shipping Services Pvt Ltd. SDLG, a member of Volvo Group, is a pioneer in offering zero-emission construction equipment solutions such as electric wheel loaders. This initiative is a testamenttoDPA’sunwaveringcommitmenttoreducingits carbon footprint, improving energy efficiency, and promotingcleancargohandlingoperations.
The event was graced by Shri Sushil Kumar Singh, IRSME, Chairman, DPA, who attended as the Guest of Honour. Also present were Shri Sanjay Thakrar, Chairman, Swayam Shipping Services Pvt Ltd, and Shri Keyur Thakrar, Managing Director, Swayam Shipping ServicesPvtLtd.ShriSuratMehta,HeadofSDLGIndia & Head of Productivity and Retail Development, Volvo CE India, along with Shri Mahesh Puj, President, Gandhidham Chamber of Commerce & Industry (GCCI), accompanied by the GCCI Secretary Mr Mahesh Tirthani.
The event was further attended by Shri Yogesh Mehta, President, Kandla Stevedores Association, along with other renowned members from the shipping trade. Senior management from DPA, Customs, Chamber, Swayam Shipping, SDLG, and West India were also present at the occasion.
Beyond facilitating electric cargo handling equipment, the port is making significant progress in multiple areas. Renewable energy projects such as solar power installationsandwindenergyutilizationarebeingexpanded to increase the share of clean energy in port operations. The port is also implementing Shore Power (Cold Ironing) solutions to reduce ship emissions while berthed, further contributingtoenvironmentalconservation.
Additionally, DPA is modernizing its infrastructure to be more energy-efficient, including the use of LED lighting, green landscaping, and eco-friendly office spaces. The port is also encouraging the electrification of its operational fleet by gradually transitioning to electric vehicles and equipment. Water conservation and waste management
DPA has actively facilitated the integration of green technologies, extendingfullcollaborationfortheinstallation of an Electric Vehicle (EV) charging station inside the dock area. This will ensure the seamless operation of these electric loaders and encourage further adoption of clean energysolutionsinportactivities.
HaritSagar:AVisionforGreenPorts
The Harit Sagar Green Port Guidelines, launched by the Government of India, emphasize sustainable, eco-friendly, and energy-efficient port operations. These guidelines promote the reduction of carbon emissions, adoption of renewable energy sources, efficient waste management, and the transition to electric and alternative fuel-powered cargo handling equipment. As one of India’s premier ports, DPA has proactively aligned its infrastructure and operational strategies with the objectives of Harit Sagar, ensuring compliance with global best practices in environmentalsustainability.
DPA is taking proactive measures to support carbon neutrality by integrating initiatives that aim to reduce emissions and optimize energy usage. The port is working towards implementing Shore Power Supply (Cold Ironing), enabling berthed ships to draw electricity from the shore instead of running diesel generators, thereby significantly reducing emissions. Additionally, renewable energy adoption is being expanded through the installation of solar, wind, and hybrid power solutions, reinforcing the port’s commitmenttominimizingrelianceonfossilfuels.
DPA’sCommitmenttoSustainableDevelopment
DPA remains steadfast in its efforts to create an eco-friendly and energy-efficient port ecosystem.
remain key priorities, with rainwater harvesting, recycling systems, andsewagetreatmentplantsbeingintegratedinto port operations. Furthermore, DPA is actively promoting a modal shift in cargo movement, facilitating greater reliance on rail and inland waterways rather than road transport, therebyreducingcongestionandcarbonemissions.
The deployment of SDLG L956HEV electric wheel loaders is a major step towards decarbonizing cargo handling activities. By replacing diesel-powered loaders with electric alternatives, DPA and Swayam Shipping Services Pvt Ltd are significantly contributing to environmental sustainability. The deployment of these four electricloadersalonewillresultinanestimatedreductionof 560 tonnes of carbon emissions in a year, a milestone achievementingreenportoperationsinIndia.
Beyond emissions reduction, the transition to electric loaders is expected to improve air quality by eliminating particulate matter (PM) and nitrogen oxide (NOx) emissions, which are known to have detrimental effects on both human health and the environment. The use of electric loaders will also mitigate noise pollution, as they operate with minimal sound, creating a more conducive and safer workingenvironmentforportworkers.
The deployment of electric cargo handling equipment at Deendayal Port reflects India’s push toward sustainable port operations. By fostering innovative, environmentfriendly solutions, DPA is paving the way for a future where maritime trade coexists harmoniously with ecological responsibility. As a leader in port sustainability, DPA is committed to aligning its long-term goals with India’s ambitious vision for a cleaner, greener, and more resilient maritimeindustry.
Through these combined efforts, Deendayal Port Authority is setting new standards in sustainability and reaffirming its role as a pioneer in India’s journey towards environmentallyresponsiblemaritimetrade.

NEW DELHI: The Finance Ministry in the Budget has proposed tofixatwo-yeartimelimit,extendable by one year, for finalising provisional assessments of export and import consignments with an aim to reduce uncertainty and costs for exporters. Currently, the Customs Act, 1962 lacks a fixed timeline for finalising provisional assessments, causing delaysanduncertainties.
The new provision mandates finalisation within two years, extendable by one additional year, ensuring greater predictability for businesses, economic think tank Global Trade Research Initiative (GTRI)said.
For the move, a new clause would be inserted in the Customs Act “to provide a time limit of two years for finalisation of provisional assessment”,accordingtotheBudget documents.
The time limit can be extended by the Commissioner of Customs for a further period of one year if sufficient causeisshown.
“It further provides that, for the
pending cases, the time limit shall be computed from the date of assent of theFinanceBill,2025,”itadded.
Hailing the move, Federation of Indian Export Organisations (FIEO) Director General Ajay Sahai said by establishing a clear two-year time, businesses can anticipate the resolution of provisional assessments within a defined period, reducing uncertainty infinancialplanningandoperations.
“Timely finalisation of assessments ensures that any refunds or additional duties are settled promptly, helping businesses in managing their cash flows. Implementing a specific time limitalignsIndia’scustomsprocedures with international standards, potentially enhancing the country’s ease of doing business and attractiveness to global traders,” Sahaisaid.
The Ministry has also proposed to incentivise voluntary compliances underwhichexportersandimporters can voluntarily declare material facts post-clearance and pay duty with interestbutnopenalty.
The move is aimed at improving compliancesandreducingdisputes.
GTRI Founder Ajay Srivastava said this new voluntary compliance scheme allows importers and exporters to declare material facts and pay any additional duties with interest after goods clearance, withoutincurringpenalties.
“However, this provision will not apply if an audit or investigation has already been initiated by customs authorities,”hesaid.
Further to enhance export competitiveness, thefinanceministry has extended the time limit for utilising imported inputs from six monthsatpresenttooneyear.
Additionally, importers would now only need to file quarterly statements instead of monthly filings, easing compliancerequirements.
To boost handicraft exports, the duration for export of handicrafts manufactured from duty-free inputs by bonafide exporters is being increased from six months to one year, further extendable by three months.
MUMBAI: India’s industrial & logistics space take-up has exceeded 39 million sq ft in 2024. This was driven by a revival in demand from leading ecommerce companies, the expansion of quick-commerce operators, and the aggressive growth initiatives by thirdparty logistics (3PL) and fast-moving consumer goods (FMCG) players, according to a January 2025 CBRE report.
Driven by the premiums commanded by newly introduced modern warehouses, constrained availability of high-quality space in select locations and rising land costs, quoted rental values increased year-onyear (Y-o-Y) in key micro-markets acrossmajorcities.
On the supply side, robust leasing activity and continued expansion by institutional-backed developers resulted in a 7 percent Y-o-Y increase in total I&L development completions in CY2024, reaching 38.6 million sq. ft. During the second half of 2024, supply expanded by 12 percent on an annualised basis, reaching 20.3 million sq.ft.
Mumbai, Chennai, and Bengaluru emerged as key contributors to this growth, collectively accounting for over half of the total supply addition in both H22024andtheentireyear.
Demand
On the demand side, despite a moderate slowdown in the first half of the year, overall leasing activity in the I&L sector surpassed the previous
year’s record, exceeding 39 million sq.ft.in2024.
Space absorption remained strong particularly in the second half of the year, experiencing a robust 17 percent Y-o-Y growth. This was driven by a revival in demand from leading e-commerce companies, the expansion by quick-commerce operators aimed at enhancing customer service and minimising lead times, and the aggressive growth initiatives by thirdparty logistics (3PL) and fast-moving consumergoods(FMCG)players.
Delhi-NCR, Bengaluru, and Kolkata accounted for almost 60 percent of the leasing activity during the year and in H2 2024. Additionally, these three cities registered an expansion in space takeup during July-December 2024 comparedtolastyear.
Sectoraldivide
Third-party logistics (3PL) providers continued to dominate the leasing activity, holding a share of -47 percent in CY2024, a marginal decrease from 44 percent in CY2023. Occupiers across various sectors, including ecommerce, retail, and manufacturing, are increasingly outsourcing their supply chain operations to 3PL companies to meet their storage requirements, gain greater flexibility, lower costs, and mitigate challenges in sourcinglabour.
Driven by sustained growth in domestic consumer demand, both e-commerce and FMCG companies expanded their share of occupied space throughout2024andinthesecondhalfof
the year compared to the corresponding period in 2023. Notably, e-commerce’s share doubled from 5 percent in H2 2023 to 10 percent in H2 2024, while FMCG’s share more than doubled from 4 to 9percentoverthesameperiod.
Consistent with the trend observed throughout 2024, 3PL providers led the spaceabsorptioninH22024,accounting fora-42percentshare.
E&Mfirmsfollowedwith18percent, whileretailande-commercecompanies eachcontributed-10percent.
Policysupport
Throughout 2024, both central and state governments maintained a strong focus on promoting growth within India’s industrial and logistics (I&L) sector. According to the report, this commitment was evidenced by a range of strategic policies, incentives, and specialised programmes implemented overthecourseoftheyear.
The report points out Chhattisgarh Industrial Development Policy 2024, Rajasthan Investment Promotion Scheme 2024, Tripura Industrial Investment Policy 2024 and Tripura IndustrialInvestmentPolicy,2024.
“Various government-driven infrastructure initiatives, policy measures, such as the Production Linked Incentive (PLI) scheme and MakeinIndia2.0,havefurtherbolstered the country’s manufacturing ecosystem. This has attracted investments across the sector, leading to an increased demand for warehousing space from these companies,”itreads.
