• Ro-RoServicesHazira
Port has completed the work of “Construction and Maintenance of RO-RO / RO-Pax facility at Hazira-Gujarat on EPC mode”, which was inaugurated by Hon’ble Prime Minister on 29.09.2022, The project infrastructure will be utilized for carrying out Ro-Ro / Ro-Pax services from Hazira to Ghogha and other suitable locations. The above facility will also reduce the road congestion as well as pollution.Facilitywillbe usedfor publicconveyance. Facility togivefilliptolocaltradeandindustriesinthesurroundings; expected to boost economic development of Gujarat. ReduceTraveltime.
• Ro-RoServicesMuldwarkaandPipavav
The project infrastructure will be utilized for carrying out Ro-Ro / Ro-Pax services from Muldwarka to Hazira, JNPT and another suitable location. The above facility will also reduce the road congestion as well as pollution. Facility will be used for public conveyance. Facility to give fillip to local trade and industries in the surroundings; expected to boosteconomicdevelopmentofGujarat.
Rail and Road Connectivity Projects (PM Gati Shakti)
PM Gati Shakti NMP envisages the creation of a system for inter-connected and multimodal transportation networks leading to integrated economic and infrastructure development, improved trade competitiveness, promotion ofexportsandemploymentgeneration.
In connection of the same DPA has collaborating for the purpose and many projects has been introduced during the previous FY 2022-23 and also projects are proposed to be introduced in coming near future broadly in railway and roadscategory,amountingtoRs.1229.62CroresApprox.
• Construction of Interchange Cum Road Over Bridge(ROB)atLC-236(KutchSaltJunction)onNH-141
Due to frequent closure of LC-236, the vehicles coming from aforesaid roads have to stop and occurs traffic jams and due to traffic disruption, traffic originating from the port
gets delayed causing loss of precious time and fuel, by executionofthisROBproject,therewillbefreemovementof vehicular traffic without any hindrance resulting in the fast evacuation of the cargo from the Port. The Over Bridge is presently under execution stage to be completed by June 2023.
• Up-gradation Of Tuna Road from Two Lane to FourLaneRoad
Previously there was only two-lane Road from NH-8A to Tuna Tekra is available, which is serving the existing PPP Multipurpose Cargo Berth (Handled by Adani Kandla Bulk Terminal Pvt Ltd) & Tuna Barge Jetty. DPT is further planning for development of Berths as per the proposed Master plan-2047. In order to accommodate the existing and upcomingcargotraffic,thereisneedofbetterinfrastructure facilities by Widening the existing road from two lane to four lane (around 10 KM length). To smooth and fast evacuation of cargo. Better connectivity for existing and upcoming mega capacity addition projects, work is under progress and tobecompletedbyMay2023

By accommodating larger vessels, the port can increase its capacity to handle container cargo, which is essential for catering to the growing demand and competing with other ports. The existing terminal has limitations, as it can only handle vessels with a maximum draft of 14 meters, which can only be navigated during high tide due to bar restrictions. • Development of Multipurpose Cargo Berth Off Tuna Tekra Outside Kandla Creek at Kandla on PPP/ BOTbasis

These benefits include a reduction in loading and unloading times, resulting in decreased costs associated with handling. The project is currently in tenderingstage

To meet the growing demand of POL, LPG & other Liquids, DPT is proposing to develop an offshore T Shape 3 Nos Oil Jetties that will be able to cater vessels up to 80000 DWTforLoadingandUnloadingofalltypesofLiquidCargo.

• RevampingofPipelines
Project is to rationalize the number & size of pipelines and to augment the capacity of oil jetties OJ1 to OJ5 and to implement & operationalize the common pipeline corridor till Y junction inside the oil Jetty area. Rationalization to increase the discharge rate, faster loading / unloading and reduction in waiting time. Augmenting capacity from 8 MTPA to 23.8 MTPA by revamping of existing pipeline network.
• Construction of Dome Shaped Storage Sheds Phase-IandPhase-2
This dome shaped storage shed can provide unobstructed clear span of 30 m. and height of 8 to 12 m. which is suitable for unloading the bulk cargo through hydraulic system by trucks/transport vehicles of fifth generation carrying about 60-70 MTs of cargo. Stability of this structure is ensured based on arch principle without Truss,Purlinsorintermediatesupports
• Development of plots, roads and SWD in 34hectareareainsidecargojettyarea
In order to fetch/attract the more business prospects and to get the direct benefit by way of rented revenue and indirect benefitbywayofvariousvesselrelatedchargeslikewharfage charges, demurrage charges and to attract more business by way of creating more storage space it is very much necessary to improve the open storage capacity in port area , So for betterment of storage of coal and other bulk cargo, it is essential to improve the kutcha area by providing Road networking, development of plots, SWD and cable trench network,Toiletblocks,Restshelter,watchtowersetc.
• Upgradation of Plot No C1 to C6 and SWD in 66Hectareareainsidecargojettyarea
The Kutcha plot no C1 to C6 & SWD network of 66 Hector area inside cargo jetty was completed on 30/11/2006.
Since the completion of the work no any major up-gradation/ repairing work has been initiated for these Plots & SWD, Kutcha plots are used for storage of wooden logs since last fifteen years The SWD of the said area is also in worsened condition due to saline atmosphere, To overcome the situation and provide a level platform for cargo storage/ handling, it is necessary to upgrade these plots by giving proper camber so that the water can’t ne accumulated in plots and drained out as per gradient from plots the project wasintroducedandworkofthesameisunderprogress
• Modification & strengthening of Bunder basin berthingstructureatDPA
Due to continuous and extensive use of the structure it is observed that the structure has been damaged at various locations as well as the backup area i.e. stacking yards also have been settled badly. Hence, it was essential to upgrade and strengthens the structure of Bunder Basin to safeguard and safe berthing of Barges. After completion of the Project it will be benefitting in enhancing life of structure, seamless loading and unloading operation with Safe Port Operation, Continuous stacking of material on developed stackyardwithoutsettlement.
• Retrofittingofcargoberthno.8&9(PanelNo.66 to76)
Due to continuous operation and movement of heavy cranes for loading and unloading operations and observed that there is a weakening of the structure. Hence, retrofitting work has been proposed for safely Port operation,aftercompletingofthisfacilitythelifeexpectancy of structures will be increased, the facility will be capable for handling bigger ships and bigger cranes with safe port operations.

• 5GPilotProjectsatDPA
Telecom Regulatory Authority of India (TRAI) in association with Deendayal Port Authority (DPA) launched a 1st pilot project amongst major ports "5th Generation (5G) Small Cell and Aerial Fiber deployment with DPA’s existing StreetFurniture"ondated29thApril,2022
Small Cell are equipment which will be deployed for upcoming 5G networks. It uses higher frequencies spectrum to provide ultra-high broadband speed and are placed closer to user so that to provide quick responses to user's request. Street furniture are used to denote things likeelectricpoles,busstand,trafficlightsetc.
The pilot will help in understanding challenges in 5G small cell deployment at Indian ports. Hundreds of 5G Small Cells are needed to be installed in a square KM of area to provide good coverage. Use of Street furniture already available at ports like poles etc. can be used for mounting these 5G Small Cells, obviating the need for erecting thousands of new towers. This will not only ensure faster deployment of 5G but also unlock true potential of underutilized street furniture at ports. Ports, using these highly reliable 5G networks will be able to launch Enterprise Solutions which will in turn help them to compete with best ofinternationalports.

(1) Development, Operation & Maintenance of Berth13 for handling Multipurpose Cargo (Clean Cargo) and ContainercargoatDPTonPPPModeforThirty(30)Years.
SFC approval for the project received from Ministry on 23.02.2023 and RFQ uploaded on 24.02.2023 with due date 11.04.2023.
(2) Build, Operate and Maintain of 10 nos. of 120 T capacity each Automated road weighbridges on Revenue SharingbasisatDPAforaperiodof10years. Cont’d. Pg.

It is the first time that Automatic weighbridges will be deployed by DPA with latest technology. With these advance automatic weighbridges, DPA and Users will get various benefits like fast cargo evacuation, better accuracy, minimumhumaninterferenceetc.
(3) Supply, installation, testing & commissioning of 08 Nos. Quick Release Mooring Hook (QRMH) units, integral capstan and remote control type including Operation & MaintenanceforfiveyearsatOilJettyNo.07ofDPT.
TheSITCworkisinfinalstage.
TheQuickReleaseMooringHook(QRMH)isanadvance system for Oil Jetty no.7, which shall ensure remote operated quick release of the vessel at the berth in case of any adverse conditions of fire or so. It is also first kind technologyinDPA.
(4) Supply, installation, testing & commissioning of Sprinkling system for coal dust suppression in 34-hectare coal yard with five years Operation & Comprehensive MaintenanceContract.
The SITC work completed with substantial completion dated03.04.2023.
Due to the development of new Coal Stacking yard at 34Hectare, the urgent need has been evolved for the Coal Dust Suppression system at the plot for prevention of the coal dust pollution in the port area due to fine coal particles at the stacking yard. The sprinkling system will aid in reducing air pollutionandenhancesafeandhealthyworkenvironment.
(5) Development of Out Fitting Jetty & Floating Dry Dock with allied infrastructure at DPA Waters at OOT, Vadinar, on Build, Operate and Transfer (BOT) basis under PPPMode
Final CRZ clearance received on 23.12.2022 from MinistryofPorts,ShippingandWaterwaysfortheproject.
(6) Design, Supply, Installation, Testing, commissioning of firefighting facilities as per OISD - 156 including operation &MaintenanceforfiveyearsatOilJettyNo.07ofDPT.
TheTestingandcommissioningworkisinfinalstage.
This Firefighting facility at oil jetty no.7 will be first of its kindhavingOISD-156compliant.
(7) Supply, installation, testing & commissioning of 08 Nos. Quick Release Mooring Hook (QRMH) unit, integral capstan and remote control type including Operation & Maintenance for five years at Oil Jetty No. 08 of DPA Work orderissuedon15.02.2023,SITCworkinprogress.

(8) Revamping & up-gradation of Fire-fighting system andassociatedfacilitiesatOilJettyArea.
Work order issued for TASK I & TASK II activity on 29.08.2022 & 01.09.2022 respectively. SITC work in Progress. As a step towards making firefighting system installed at Oil jetties (OJ 1 to OJ 4) of Deendayal Port Authority (DPA) OISD-156compliant.
(9) Procurement of 04 nos. of 100 MT & above capacity tyre mounted electric & diesel driven (duo) HMCS with operation & comprehensive AMC (CAMC) of three years afterfreeCAMCoftwoyears
DIB proposal to MOPSW has been submitted on 28.02.2023.
Simultaneously, DTP & Estimate is already prepared and is currently under Finance Coinsurance. On approval of competent authority, the Global Tender will be hoisted immediately.
(10)ElectricityDistributionBusiness:
ThelicensefordistributionbusinesswasgiventoDPAby the Commissioner of Kutch in the year 1956. Subsequently with the enactment of Electricity Act 2003, DPA has become
full-fledgedDistributionLicenseeatKandla.
(11)GreenPort:
• DPA is providing power supply to the lunch and TUGS while in the SNA jetty. DPA is also started to run the two nos. Mobile Harbor Cranes (HMCs) on electric power at CJ13.
• Further, DPA has started utilizing 4.2 MW of wind power for its captive consumption which leads to increase Renewablepowershareinportconsumption.
• DPA is also planning to setting up the 'Green HydrogenHub'atKandla.
• Shore to Ship Supply: DPA is planning to install 750 KW shore to Ship power supply in the first phase under Pilot projectinFY2023-24.

2. A decision to distribute uniform and school kit to the students of Bhartiya Vidya Mandir, Kandla in each Academic Session. About 285 children, who belongs to the economically weaker section of the society and slum area, havegotbenefitted.
3. Kendriya Vidyalaya has been opened in the premises in the Gopalpuri Colony for the employees children / grandchildren / children of CISF personnel and employees children of other Central Government and State
Government departments. The school has started from Class – I to V and it will increase every year by one class on incremental basis. The tender has also been invited to construct a new building in the Gopalpuri Colony with the costofRs.23crores.
4. During the year 50 Nos. of Class – III & IV employeeshavebeenpromoted,whichisalsoarecord.
5. As a part of special campaign 2.0, the record keeping system in the Port has begun and all the records have been kept properly in a compactors indexing the records.

GANDHIDHAM:
A meeting with the Unions operating in Deendayal Port had been convened on 4th May, 2023, at the level of Chairman, DPA, in presence of Head of Departments and Senior Officials. Unions were requestedtolistouttheissuespertainingtoClassIII&IV employeessoastodiscussthesame.
The representatives of two major Unions i.e. Transport & Dock Workers Union and Kandla Port Karmachari Sangh, were given separate slots for discussion. The other Unions viz. Skilled & Unskilled Workers Union, Deendayal Port Employees Union, Kandla Port Workers Union and Kandla Port SC/ST EmployeesUnion,werealsoinvitedfordiscussiononthe agendagivenbythem.
Themajorissuesraisedbytheunionswere,allotment of plots to the employees, finalization of policy on compassionate appointment, regularization of daily rated workers, recruitment to the baseline posts, etc. The legal position and status of the above issues were briefed to them during the meeting. The other issues raised by them were also discussed in detail in cordial environment and many of them were found deserving merits for examination & consideration. During the discussion, instant decisions on many issue like reimbursement of expenses, incurred on account of hiring of ambulance, which was hired to deal with a case pertainingtoMarineDepartment,weretaken.Itwasalso decided that the management and unions will sit togetheronquarterlybasisorasandwhenrequired,with a view to discuss employees related issues so as to
resolvethemexpeditiouslywithintheframework.
The Chairman, DPA thanked unions and all employees of the Deendayal Port for their co-operation, which led DPA enable to retain its number one position amongst all major Ports, consecutively, 16th years by achieving the target of 137.56 MMT cargo throughput in fiscal year 2022-23. He also stated that the management isverymuchpositiveandremaincooperativetoaddress employees related issues and urged the unions to continue their support and constructive approach, so as toachievenewhights.

MUMBAI: Delivering the bimonthly Monetary Policy Statement of the RBI through the RBI’s YouTube channel recently, the RBI Governor Shaktikanta Das has informed that the Monetary Policy Committee has decided unanimously to keep the policy repo rate unchanged at 6.50 per cent with readiness to act, should the situation so warrant. Consequently, the standing deposit facility (SDF) rate will remain unchanged at 6.25 per cent and the marginal standing facility (MSF) rate and the Bank Rate at6.75percent.
The Governor observed that inflation is above the target and given its current level, the present policy
rate can still be regarded as accommodative. Hence, the MPC decided to remain focused on withdrawalofaccommodation.
Noting that economic activity remains resilient amidst global volatility, the Governor informed that India’srealGDPgrowthfor2023-24is projected at 6.5 per cent, with Q1 at 7.8 per cent; Q2 at 6.2 per cent; Q3 at 6.1percent;andQ4at5.9percent.
The Governor informed that CPI inflation is projected to moderate to 5.2 per cent for 2023-24; with Q1 at 5.1 per cent; Q2 at 5.4 per cent; Q3 at 5.4percent;andQ4at5.2percent.
Commenting on Monetary Policy, Mr. Rajiv Agarwal, Operating Partner (Infrastructure), Essar

Chidambaranar Port at Tuticorin received a major boost as Secretary of Shipping, Government of India, Sudhansh Pant launched six projects duringhisvisitrecently.
One of the key projects launched was the Vessel Traffic System mobile app, which aims to improve navigation in and out of the port. Developed by the NationalTechnologyCentre for Ports, Waterways and Coasts (NTCPWC), the Vessel Traffic System app features an AI-driven smart virtual aid that enhances navigation channelvisibility,whilethePilotCard appdigitalizespilotmovements.Both theappsarepartoftheport’s“Digital India” and Atmanirbhar Bharat initiatives.
In addition to the mobile apps, the secretary also inaugurated a webbased GIS system for identifying various buildings, plots, and other installationswithintheport,aswellas a cloud-based storage migration system with a disaster recovery
facility. An upgradation of the high tension electrical network and a 4000-squaremeter herbal garden with over 500 herbal plants and treeswerealsolaunched.
During the event, Pant urged the port to complete all infrastructure augmentation projects within the scheduled completion time and to scale up its digitalization initiatives, EoDB measures for export-import trade, port-led industrialization, and investment in green hydrogen and green ammoniaprojects.
Furthermore, the secretary participated in an awards night held earlier in the port to recognize the contributions of key industry players who have made a significant impact ontheport’slogisticsperformance.

NEWDELHI:TheUnionMinistry of Ports, Shipping and Waterways is set to widely surpass its four-year asset monetization target of ₹12,828 crore ahead of the deadline thanks to robustawardingofprojectsunderthe public-private partnership (PPP) model.
The Union Minister for Ports, Shipping and Waterways, Shri Sarbananda Sonowal said the aim is to raise ₹6,760 crore this fiscal year through the development of berths and terminals at major ports under thePPPinitiative.
He said 20 projects worth close to ₹7,000crorewouldbeputontheblock for monetization this fiscal. This would help the Ministry exceed the monetization target set for the sector under the National Monetisation Pipeline (NMP) of ₹6 trillion finalized by the finance ministry in 2021, he added.
Most of the current year’s monetization would involve developing a new berth at the Deendayal Port (Kandla, Gujarat), setting up a container terminal at Haldia Dock Complex of Shyama Prasad Mookerjee Port (Kolkata, West Bengal), and plan for a dry dock
inVadinar(Gujarat).
In the first two years of monetization (FY22 and Fy23), the Ministry of Ports had monetized ₹10,519 crore of assets, involving a dozen projects, as against a target of ₹4,936 crore. This was more than two times the target for the two-year period.
Sonowal noted the strong performance of his Ministry in terms of asset monetization in the past two fiscal years. In FY22, the Centre approved 13 projects worth ₹6,944 crore, and according to a year-end review report released by the Ministry for 2022, seven projects worth ₹5,278 crore were awarded and others were in various stages of bidding. Finally, monetization achieved ₹975 crore in terms of value thatyear.
The Ministry has a pipeline of 81 projects totalling more than ₹42,400 crore,tobeawardedonPPPmodetill FY25 even though the target under theNMPisjustover ₹12,000crore.
According to the NMP, assets put under the monetization process, including additional berths, mechanisation, development of oil
jetty, container jetties, operation and maintenance of container terminal, operation and maintenance of international cruise terminal and development of marina. The primary model for monetization of ports and shipping assets is through grant of PPPconcessions.
Shipping has been among the few departments along with coal and mines ministries, which have exceeded their monetization targets last fiscal. For FY23, the Centre had set a target of ₹1.62 trillion, and till FY25, the government seeks to monetize assets worth ₹6 trillion undertheNMP.
In FY22, transactions worth ₹96,000 crore under the NMP were completed, largely backed by shipping, coal and mining assets, exceeding the target of ₹88,000 crore. The NMP has been designed for a dozen infrastructure line ministries and are spread across 20 asset classes. The announcement was made in the FY22 budget with Niti Aayog given the mandate to develop it. The ambitious asset monetization planwasannouncedtoboostfinancial resources for the National InfrastructurePipeline.
NEW DELHI : Central Government is likely to extend the expanded duty remission scheme for exporters beyond the September deadline, providing relief to the pharmaceuticals,steelandchemicals sectors,saidofficials.
The Remission of Duties and Taxes on Exported Products (RoDTEP) scheme was expanded in December last year to include pharmaceuticals, chemicals and selectsteelproducts.
The Commerce Department had stipulated that the additional products would be eligible for tax refundsuptoSeptember30,2023.The department wanted to gauge if it had adequatebudgetaryoutlaytofundthe tax remission for the full financial year2023-24.
The Government now feels the budgetary allocation would be sufficient for the entire 2023-24, accordingtoofficials.
“Currently, the monthly refund claims under the RoDTEP scheme
are about Rs. 1,200 crore. So, the budgetedallocationofRs.15,069crore forFY24shouldbeenoughtocontinue to extend this benefit to the sectors that were included later,” a senior officialtold.
However, if the Department decidestofurtherexpandthescheme and include the entire iron and steel segment, it will require an additional Rs 1,000 crore for this fiscal, said the official.
In 2022-23, the Government had disbursed Rs. 13,699 crore through thescheme.
The Government will review the scheme before September 30 and notifyitsdecision,saidtheofficial.
Launched on January 1, 2021, the scheme refunds central, state and local levies incurred in the manufacture and export of products not covered by any other incentive scheme.
The move will help exporters of these goods as they compete for orders amid a demand slowdown in
key developed markets. Exports of chemicals and pharmaceuticals, and select steel products, totalled $61 billion until February last fiscal year, constituting about 15% of the overall merchandisedespatches,showedthe officialdata.
The Foreign Trade Policy 2023 announced last week flagged timely tax remission for exporters, as it seeks to move away from any incentive-based regime. The RoDTEP scheme is compliant with the World Trade Organization (WTO) norms.
The expanded RoDTEP scheme covers10,342exportproducts,against 8,731 earlier. The scheme is based on the globally accepted principle that exports can be exempt from taxes, andleviesimposedcanberefunded.
Expertsseetheremissionscheme as critical to improving the country’s export competitiveness and achieving the $1 trillion merchandise exporttargetby2030from$447billion in2022-23.

Spread over an area of over 1.48 lakh sq. ft. the mega STCDW is a Grade A warehouse observing the highest level of construction quality, advanced technologies and a skilled and trained workforce to offer its customers the expertise of express cargo distribution operations, supply chain visibility, reduceddwelltimeandtimedefinitedeliveries.
With a workforce strength of 276 people, the Mumbai mega distribution hub is a terminus for Mumbai and Navi Mumbai, to cater to short haul or regional distribution as well as consolidate-sortdispatchoflong-haulloadsfortherestofthecountry.
TheMumbaihubhasbeendesignedincompliance with the green norms and is equipped with built-tosuit technology-enabled warehouses of global standards and advanced features and material handling facilities along with integrated warehousing and distribution mechanisms and superior safety features. Battery operated hand pallet trolleys have been deployed at the facility to ensure operational efficiency. The Steel pallets instead of plastic or wooden pallets are being usedatthefacilitykeepingtheenvironmentsustainabilityin focus. The STCDW has also planned to have solarisation facility which will generate 150 KW of power.
