Sen. Bradford authors ‘Ebony Alert’

California legislator drops SB 673, a bill that would increase awareness, response and resources to help locate missing youth and Black women

SACRAMENTO – Sen. Steven Bradford (D-Gardena) has introduced SB 673 to create an “Ebony Alert” notification system to address the often ignored or lack of attention given to Black children and young Black women that are missing in California.

According to the Black and Missing Foundation, 38% of people reported missing in the U.S. are Black, which is double the U.S. Black population which is about 14%. Black children are disproportionately classified as “runaways” in comparison to their white counterparts who are classified as “missing” and, therefore, many Black children do not receive the Amber Alert.

Black women and girls are at increased risk of being harmed and trafficked. A recent report on human trafficking incidents across the country also found that 40% of sex trafficking victims were identified as Black women.

SB 673 would authorize a law enforcement agency to request that an Ebony Alert be activated if that agency determines that it would be an effective

Carson mayor tout future developments at 2023 State of the City address

The City of Carson’s Mayor Lula Davis-Holmes delivered the State of the City address through a video presentation amongst a group of over 400 businesses, community leaders and citizens on Thursday, March 30, at the Carson Event Center.

The State of the City address is an annual joint project of the City of Carson and the Carson Chamber of Commerce. This year marks the first in-person presentation since the coronavirus pandemic.

Mayor Davis-Holmes’ city address focused on nine initiatives: strategic plan, economic strategic plan, financial stability, local hiring of Carson residents, intern and mentorship programs, sustainability and innovation, marketing, com-

munity education, and COVID-19 home business opportunities.

The video presentation provided an overview of the developments in the city of Carson that were brought forth to the community over the past year. It also covered the Carson 2040 General plan, which identifies future needs related to land use, transportation, housing, open space, conservation, safety, noise, and other topics related to city development and conservation.

In addition to addressing new goals, opportunities and projects that are expected to take shape in the coming years, Mayor Davis-Holmes also touched on increasing staff capacity to address homelessness and taking full advantage of the unprec-

edented $88 million budget surplus. The historic levels of reserves will be invested in the city’s infrastructure, parks, and programs.

“We’ve come a long way in achieving Carson’s vision of a future unlimited. I am proud of what we’ve accomplished. Despite many adversities, we’ve positioned Carson for a better future. Because of our transparency, we have been able to share and implement the goals and dreams of our residents,” said Mayor Davis-Holmes.

CSU Dominguez Hills receives STARS Gold rating for sustainability

(Carson, CA) California State University, Dominguez Hills (CSUDH) has earned a STARS Gold rating in recognition of its sustainability achievements from the Association for the Advancement of Sustainability in Higher Education (AASHE). STARS, the Sustainability Tracking, Assessment & Rating System, measures and encourages sustainability in all aspects of higher education. CSUDH first earned a STARS Bronze rating in 2018, then a Silver rating in 2020.

“ FOR a university to ascend from a Bronze level to Gold in five years is an unprecedented rise for any institution,” said CSUDH President Thomas A. Parham. “This latest report highlights how sustainability has been supported with intentionality, and has become a point of pride for our institution. It is also indicative of our deliberate focus to become better stewards of our environmental resources as well as the strength of our campus commitment to ensure a better planet for all.”

In addition to sustainability being a key feature of the university’s Strategic Plan, CSUDH also has a Climate Action Plan, which commits the university to carbon neutrality by 2045. The campus is well on its way already, with nearly 1 megawatt of rooftop solar, an innovative 1MW/4hr battery

storage array, and highly efficient buildings.

CSUDH has also been a pioneer in reducing waste and water impacts and building more sustainable food systems. Food recovery, donation programs, a weekly Farmers Market, and the Campus Ur-

ban Farm collectively bring in thousands of pounds annually of fresh, locally grown produce to students battling food insecurity and the realities of living in a regional food desert.

“Our instructional, research, and co-curricular efforts leverage our position as

an urban university to develop solutions for our most pressing issues around climate change, environmental justice, and the impact of the environment on human health,” Parham said.

With more than 900 participants in 40 countries, AASHE’s STARS program is the most widely recognized framework in the world for publicly reporting comprehensive information related to a college or university’s sustainability performance.

“STARS was developed by the campus sustainability community to provide high standards for recognizing campus sustainability efforts,” said AASHE Executive Director Meghan Fay Zahniser.

“CSUDH has demonstrated a substantial commitment to sustainability by achieving a STARS Gold Rating and is to be congratulated for their efforts.”

Benefit raises $23K for Lynwood students

LYNWOOD, CA.¬ – The Lynwood community got a dose of “hocus pocus” and sleight-of-hand trickery while helping raise funds for scholars during a live magic show held at the Marco Antonio Firebaugh High School auditorium, marking the return of the Lynwood Partners Educational Foundation (LPEF) annual fundraiser on March 17.

The fundraiser – held in person for the first time in three years – brought in close to $23,000 to help pay for LPEF student scholarships and project grants.

“We were thrilled that the magic show was live this year and that we had the opportunity to showcase such impressive talent,” LPEF Executive Director Elsa Chagolla said.” My favorite aspect of the evening was seeing how the young people were so excited to interact with the magicians. It was a magical evening in support of Lynwood public schools.”

A packed house watched professional magicians Joel Ward and Cassandra, the Songstress of Magic, dazzle

guests as they performed a variety of illusions and tricks complete with humor and music. The Lynwood community engaged with the performers during many of the routines, including several Lynwood Unified students.

Event highlights included Cassandra, who is a trained operatic singer, wriggling out of a straitjacket while singing

“Creep” by Radiohead, and Ward teaming with his assistant for a quick-change disappearing act.

Cassandra also told a touching story of how an educator helped her father – an immigrant from Colombia – learn English and enroll in New York’s prestigious High School of Performing Arts.

“Raising money that sup-

ports the success of our students through a fun and exciting event like the annual magic show is an opportunity to strengthen our bond with the district community,” Superintendent Gudiel R. Crosthwaite, Ph.D. said. “Thank you to LPEF for putting together this incredible event, and to our performers for igniting the imaginations of

students and bringing joy to the community.”

With all this rain, safety on the road is crucial

California is receiving historic amounts of rain, and there is more wet weather on the way. In addition to setting records throughout Southern and Northern California, the heavy rainfall is also causing reduced visibility, making it harder for drivers to see other vehicles, hazards, pedestrians, and cyclists.

WET weather presents particularly dangerous road conditions in urban areas, where the buildup of oil makes roads slick. When added with low visibility, large amounts of traffic, one-way streets, limited U-turns, bus and bike lanes, speeding, uneven roads and potholes, it becomes a hazard not only for drivers, but also for those who do not have the same protections as drivers and passengers with seat belts and air bags.

Because of harsh weather, it doesn’t hurt to refresh our memories regarding some best practices to help avoid crashes.

To help you arrive safely to your destinations this rainy season, the California Office of Traffic Safety and California Department of Transportation (Caltrans) want to remind drivers, pedestrians, and cyclists of the following tips:

AVOID DISTRACTED

DRIVING:

• Do not engage cell phones: Texting or using your cell phone can divert a driver’s attention from the road. Silence your phone before you get on the road. You may utilize handsfree options, but remember that you may only use the phone to activate or deactivate a function, like starting or ending a call.

• If you need your cell phone, be responsible: If you must answer a call, text or attend a video conference, pull over to a safe location and park your car to use your phone.

• Fallen objects: If something falls on the floor, leave it until you can safely retrieve the item or pull over to a safe parking spot before trying to reach it. Follow the speed limit:

• Do not brake suddenly: Ease your foot off the gas until the vehicle slows naturally or brake in a gentle, pumping action.

• Leave room between other vehicles: If you follow too closely to the vehicle ahead of you and they suddenly slow down or stop, you may not be able to avoid a crash. Stopping distances are greater in wet weather.

• Stay alert to observe potential dangers: Staying alert allows you to quickly react to potential problems – such as the driver in front of you suddenly stopping or a pedestrian or cyclist maneuvering onto the road.

• Be cautious when backing up: Check your rear-view before backing up to watch for other vehicles, pedestrians or cyclists. Also, pay attention to your blind spots by looking over both shoulders.

• Be work zone alert: Keep an eye out for work zones and flashing amber lights. California’s “Move Over” law requires all drivers to move over a lane or, if they are unable to do so safely, slow down when they see amber flashing lights on Caltrans vehicles, law enforcement and emergency vehicles, and tow trucks.

TIPS FOR PEDESTRIANS:

• Utilize the proper gear: Wear brightly colored clothes at night to make sure drivers can see you and carry a flashlight.

• Pay attention: Stay off your phone and look left-right-left before crossing the street.

• Observe safety zones and notifications: Cross streets at marked crosswalks and intersections, preferably with a stop sign or signal.

Tips for cyclists:

• Ride in the right direction: Go with the flow of traffic. It helps reduce confusion for drivers, pedestrians and other cyclists. If there is a bike lane, use it.

• Protect yourself: Always wear a helmet. It protects both your head and brain, preventing external and internal damage.

• Reduce your risks: Use hand signals when turning or stopping. When others know your next move, they can plan

accordingly.

As Californians continue to face record amounts of rain, I encourage you to do your part to help reduce the risk of crashes and increase road safety. Red Cross and PEANUTS visit the Compton community

PEANUTS and the Red Cross have partnered together to encourage people to donate or give blood. Compton is one of many cities that the collective efforts of PEANUTS and the Red Cross are hoping to reach. PEANUTS and members of the Red Cross team will be at Dominguez High School from 9 a.m. to 3 p.m. on April 6.

4 Ways to Get Involved This Global Volunteer Month

(StatePoint) Global Volunteer Month, celebrated throughout April, is a time to recognize people who actively support their communities through volunteerism and active civic engagement. It’s also a time to get in on the action.

RESEARCH from Points of Light, a global nonprofit organization dedicated to inspiring, equipping and mobilizing people to take action that changes the world, shows 73% of people believe that volunteering is more important than ever, yet 66% think they can’t make a big impact in their communities. Global Volunteer Month can help point people in the right direction.

“April is an annual opportunity for companies and nonprofits to inspire individuals to action, share stories of those doing good, and create a pathway for continued engagement,” said Diane Quest, interim president and CEO, Points of Light. “Over the past four years since our inaugural Global Volunteer Month, we have seen people increase their commitments to creating a just and equitable world.”

‘Anti-Muslim Hate is an Epidemic’

Muslim Americans remain one of the largest targets of hate crimes, according to the FBI’s annual Uniform Crime Report (EMS) - Reps. Ilhan Omar, D-Minnesota, and Rashida Tlaib, D-Michigan, jointly introduced a House Resolution March 23 aiming to combat Islamophobia.

THE two congresswomen introduced the bill on the first day of Ramadan at a press conference held outside the US Capitol. The press conference was also held to commemorate the 51 victims who were killed in Christchurch, New Zealand on March 15, 2019. White supremacist Brenton Harrison Tarrant entered two mosques and gunned down victims as they were praying. The resolution — largely symbolic — calls on Congress to acknowledge the mass shooting and similar massacres in the US, along with the rise in anti-Muslim hate violence. It also calls on Congress to end gun violence, without stating gun control measures.

“Ramadan is usually a time where we step out of our daily routines and reflect on the suffering of those less fortunate than us,” said Omar. “But this year, it is also a time of increased terror for our Muslim brothers and sisters who are under attack around the world.”

PLACES OF WORSHIP

The congresswoman alleged that much of the violence against Muslims stems from government entities. She called out China’s treatment of its Uighur community, Rohingyas in Myanmar, and ill-treatment of Muslims in India and Sri Lanka.

Tlaib, who represents a district with one of the largest number of Muslim residents in the US, said: “The March 19 shootings really shook my

community. We had to completely rethink how we stayed safe in our places of worship.”

‘FAR RIGHT IS NO LONGER THE FRINGE’

Both congresswomen and representatives from organizations supporting the measure, blamed the spike in targeted violence on “Great Replacement Theory,” characterized as a plot to replace white people with immigrants, along with un-American values and culture.

Kareem Shora, Executive Vice President for Programs and Policy at Human Rights First, one of the organizations supporting the resolution, said at the press conference: “The far right movement is no longer the fringe. It is in the mainstream, even right here in Congress.”

Freshman Congressman Maxwell Frost, D-Florida, noted the rise of Islamophobia and extremism in his home state.

Even as attention has shifted in recent years to the AAPI community, Muslim Americans continue to disproportionately be the targets of hate violence, third only to Black people and the Jewish community. In 2019, the annual FBI Uniform Crime Report logged 273 hate crimes involving Muslim American victims. That number dropped to 171 in 2021 — the last year for which data is available — because several major law en-

Civil rights advocates said law enforcement personnel were not adequately trained to use the new platform. The FBI is rolling out the platform, along with training, over the next five years.

FBI HATE CRIME DATA UNDERREPORTED

Reporting is voluntary and not mandatory. Marshall Wong, who serves on Los Angeles’ Human Rights Commission, told Ethnic Media Services in an earlier interview that FBI UCR data has always been imperfect, because it is based on voluntary reporting. Previously, more than 85% of law enforcement agencies did not report crime data to the FBI. However, that number has been rising in recent years.

Amr Shabaik, Civil Rights Managing Attorney for the Council on American Islamic Relations’ Los Angeles chapter, said Muslim Americans are historically under-reported in FBI data collection of hate crimes because victims are often too afraid to report to law enforcement.

“There is an inherent distrust of law enforcement, which has a history of surveilling our community,” he told EMS.

Since the adoption of the City’s 2021-2022 and 2022-2023 Action Plans, the City has identified two (2) activities that it wishes to cancel totaling $20,000 to be reprogrammed in the 2023-2024 Action Plan. To approve this proposed change, a public hearing and public review period is required.

DAVIS averaged 38.7 points (.652 FG%, .806 FT%), 11.7 rebounds, 1.7 assists, 1.0 steals and 2.0 blocks in three games, as the Lakers finished the week 3-0 with road victories over Chicago, Minnesota and Houston.

To begin the week, Davis recorded 38 points (13-20 FG, 11-14 FT), nine rebounds, four assists, two steals and two blocks in a 121-110 win at the Bulls on March 29. “Shazam! Fury of the Gods”

IS ANOTHER SO-SO SUPERHERO MOVIE

Whether because of the pandemic, the constant comings-and-goings of the DC Extended Universe, or the first movie from 2019 simply not being that memorable, “Shazam!” seems to have gotten lost in the shuffle. I’m going to be pointing out a number of similarities between this character and Ant-Man from the rival Marvel Cinematic Universe, but a key difference is that fans noticed that Ant-Man was absent from “Avengers: Infinity War” in 2018.

THEY wanted to know where he was and how he was going to tie into the larger story. Has any DCEU fan seen any of the franchise’s output since 2019 and thought, “I wonder where Shazam is in all this?” Sure, the new movie won the weekend box office because of its genre, affiliations, and advertising, but did people go to see it because they actually care about it? Or did they feel that it’s their job to see new tentpole releases, no matter how little they care? I went because I had a “job” of sorts to see it for this column – and sitting through this by-the-numbers superhero dreck turned out to be a “job” unto itself.

A quick recap: teenager Billy Batson (Asher Angel) has been imbued with superpowers by the wizard also named Shazam (Djimon Hounsou). All he has to do is say magic word “Shazam!” and he turns into an adult (Zachary Levi) with powers including super speed and strength. Following the first movie, all the other kids in his foster family are similarly-powered: Freddy (Jack Dylan Grazer/Adam Brody), Eugene (Ross Butler/ Ian Chen), Pedro (Jovan Armond/D.J. Cotrona), Darla (Faithe Herman/ Meagan Good), and Mary (Grace Caroline Currey in both forms, as the character is now an adult).

All the character development the others get is that Mary passed up an opportunity to go to college, Pedro is… pretending to like baseball (handled very clumsily), and smart-aleck Freddy has a girlfriend (Rachel Zegler, making me think that the promise she showed in the “West Side Story” remake was a fluke).

The family is up against the Daughters of Atlas: Hespera (Helen Mirren), Kalypso (Lucy Liu), and a third member whose identity is secret, but I thought was fairly easy to guess. The Daughters want the staff that gives Shazam and company their powers,

though they’re divided on what to do with the staff once they get it. Hespera wants to fix their own world and leave Earth alone, while Kalypso wants to devastate Earth like their own world has been devastated. Seems like an issue they should have hammered out in the past few centuries, but they choose to squabble in the moment.

Much of the film’s appeal lies in its humor. All the main characters are essentially children, so there’s supposedly a playful childishness to the proceedings. Zachary Levi has all the effortless charm of a Paul Rudd, so the idea is that the movie has a fun, bouncy tone with a few moments of serious coolness.

Instead, what we get is an overload of unfunny jokes about the characters’ awkwardness, a style of humor that has sunk the last several MCU movies. I laughed at Mirren reading an un-proofread letter, but that was about it. And the action and serious scenes certainly can’t carry the movie, not even with the deus ex machina (with “deus” taken literally) at the end.

“Shazam! Fury of the Gods” is yet another blah superhero movie in an era where it seems like all we get is blah superhero movies. I don’t see it bringing in many new fans to the DCEU, nor do I even see fans of the original liking it very much. Like “Ant-Man and the Wasp: Quantumania,” its destiny is to do well for a weekend or two and then be discarded, because people aren’t going to look back on it with fond memories. Too bad the filmmakers can’t “Shazam!” themselves into funnier people.

Grade: C-

“Shazam: Fury of the Gods” is rated PG-13 for sequences of action and violence, and language. Its running time is 130 minutes.
