The Compton City Council voted unanimously to allow the city to use funding allocated from the Road Repair and Accountability Act of 2017 (or SB 1) to help stabilize and improve roads in the city.
IN a 50 vote during their May 14 regularly scheduled meeting, the council gave the thumbs up for the city to use funds coming from the Road Maintenance and Rehabilitation Account (RMRA) to bolster street repairs.
Passed into law and signed off by Gov. Gavin Newsom, SB1 was created to help municipalities across the state of California shore up monetary shortcomings to deal with transportation and street work.
For the 20242025 fiscal year, Compton will receive a little more than $2,4 million ($2,459, 937) in funding from SB1. This is the sixth year the City of Compton has received funding from SB1. With Compton bogged down with landmines in the form of
potholes throughout the city, the monies taken from SB1 will dominate on that front. Street repairs or the lack thereof have been the ire of citizens for years in Compton.
Some of the items the city plans on using the money for include improving public transportation, road maintenance and safety upgrades. John D. Strickland Jr., director of Public Works for the City of Compton, made the presentation in front of the council during the last part of the meeting.
The proposal was signed off by City Manager Willie A. Hopkins Jr.
The move by the City of Compton is paramount. According to supporting documents listed to bolster the City’s argument for the needed funding from SB1, an April 2023 California Statewide Local Streets and Roads Needs Assessment labeled the streets in Compton as “at risk” condition.
The plan for the City of Compton to use the Road Maintenance and Rehabilitation Account (RMRA) funding includes street repair and maintenance work under the City’s Annual Residential Rehabilitation Project.
This includes Walnut Street, Walnut Park Drive, Walnut Park Way, Greenleaf Blvd. (Central Avenue to Whitemarsh Avenue), Greenleaf Blvd. (City Limit East to Alameda Street), Alameda Street West (City Limit North to City Limit South), Alameda Street East (City Limit North to City Limit South, and Bradfield Avenue.
The lifespan of the new roads or repairs is expected to last from 10 to 20 years, according to presenting documents. Completion of the project is expected to take place in September 2025.
The city’s layout for fixing its roads includes making the streets more attractive for those who use bicycles and pedestrians. According to the City’s Wilmington Avenue Safe Streets Pedestrian/Bicycle Improvement plan, several areas are being targeted for an upgrade.
The locations are Wilmington Ave. and Compton Blvd. West and Compton Blvd. East.

Vanessa Bryant and the Mamba and Mambacita Sports Foundation (MMSF) teamed up with the Los Angeles Lakers and the Lakers Youth Foundation to renovate multiple sports spaces at Nickerson Gardens in Watts. Outside of a refurbished playground and basketball court, giant murals of Kobe Bryant and Gigi Bryant were unveiled inside the
renovated gymnasium. Both Bryant and his daughter, along with seven others, were lost in a helicopter crash in 2020. Mrs. Bryant took park in a ribbon cutting ceremony that took place to celebrate the opening of the rejuvenated spaces at Nickerson Gardens, the largest public housing community in Los Angeles. The event took place on Monday, May 20, 2024.
Columbia University taps CSUDH president Dr. Thomas A. Parham for high honor
On May 14, California State University, Dominguez Hills (CSUDH) President and eminent psychologist Dr. Thomas A. Parham received a Medal for Distinguished Service—the highest honor bestowed by Teachers College, Columbia University.
Parham received the honor in New York and addressed graduates, families, and guests during the College’s Convocation ceremony for the departments of Counseling & Clinical Psychology, and Human Development. He joins a notable list of prior medalists which includes Coretta Scott King, Desmond Tutu, Carl Rogers, Maya Angelou, and others.
“I am profoundly moved and humbled to be recognized by Teachers College, one of the most illustrious institutions of education in our nation,” Parham said. “I share this honor with my spouse Davida, my family, mentors, supporters, and colleagues, whose investments in my growth and development I hope have yielded a body of work that justifies their faith in me.

The U.S. Environmental Protection Agency (EPA) announced $3 million in grants from President Biden’s Investing in America agenda to expedite the assessment and cleanup of socalled brownfield sites in southern California, including the City of Carson in Congresswoman Nanette Barragán’s (CA44) Congressional district.
sites are contaminated properties that often constitute blight on a community. This historic investment from EPA’s Brownfields Multipurpose, Assessment, and Cleanup (MAC) Grant Program, funded by the Infrastructure Law that Barragán helped pass, will help turn contaminated, vacant properties into community assets and create rewarding jobs, fostering economic revitalization in overburdened communities.
The City of Carson will receive a $500,000 Brownfields CommunityWide Assessment Grant to conduct community engagement activities and identify and prioritize sites in three census tracts.
Sites that will be prioritized have been disproportionally burdened by climate change, pollution, and a lack of access to quality healthcare, affordable and reliable energy, housing, transportation, clean water, effective wastewater systems, and/or problematic workforce development.
Two highpriority sites are a former gas station and a former landfill site now used as an automobile auction facility. The grant will also be used to complete environmental site assessments, develop cleanup alternative evaluations, and conduct visioning sessions.
EPA selected the City of Carson, Orange County Council of Governments (OCCOG), and Orange County Transportation Authority to receive three grants totaling $3 million in competitive EPA Brownfields funding through the MAC Grant program.

Nearly 900 Lynwood Unified District students, families, staff and community partners came together on May 11 to support the education and ongoing success of Lynwood scholars – raising nearly $68,000 – as part of the third annual Lynwood Run 5K/10K.
HOSTED by the Lynwood Partners Education Foundation (LPEF) in partnership with the district, the City of Lynwood and Aztlan Athletics, the fundraising event drew 855 participants who ran or walked 36 miles through the City of Lynwood.
The exciting venture began and concluded at Lynwood City Hall, with participants receiving a commemorative tshirt and finish medal to demonstrate their Lynwood pride as they circled the city. They also had
the opportunity to explore several resource booths and vendors. The fourth annual Lynwood 5K/10K will take place on May 10, 2025.
LPEF, a nonprofit organization established in 2015, has secured over $1 million in funding for students in PreK through grade 12 via college scholarships, STEM programs and other resources crucial to students’ success.
The foundation also supports teacher grants, school grants, arts education and wellness initiatives. This year, up to $100,000 in college scholarships will be awarded to graduating Lynwood seniors on June 13.
The foundation is set to open the Lynwood Alumni Center to support students beyond graduation on May 30.
For her work on behalf of the foundation to enhance access to educational programs and support student achievement, Los Angeles County Supervisor Janice Hahn honored Executive Director Elsa Chagolla on May 14.
“I joined the foundation in 2019 and it’s been a whirlwind,” Chagolla said. “The work we do is to create a brighter future for our Lyn

McCruter from Kelly Elementary School talked about the difference each teacher was making in their student’s lives.
Then, the 21 Elementary School Teachers of the Year were recognized and called to the stage, followed by the Secondary School Teachers of the Year.
Lastly, the 2024 Compton Unified Teacher of the Year, Kaiyan Wang from Compton High School, was welcomed to the stage for a few remarks.

The proPalestinian encampment at UCLA last week became the latest campus tinderbox to erupt. As the police response unfurled before our eyes, I watched, not as a layman, but from the perspective of someone who has worn the boots that stand between calm and chaos.
IRETIRED as a lieutenant after 30 years with the Los Angeles Police Department and oversaw the officers that dispersed protestors and extracted lawbreakers from hostile crowds during the 2000 Democratic National Convention in Los Angeles. I have seen instances of legitimate police brutality and excessive force in
the handling of demonstrations, and I have also had a hand in combating it.
In 2007, the LAPD faced criticism for its response to a May Day immigration demonstration in MacArthur Park. Officers were seen on video indiscriminately firing rubber bullets into a crowd that included many peaceful protestors and journalists, resulting in numerous lawsuits.
Criticism of these types of police responses has revolved around issues of excessive force and lack of accountability – most recently during the George Floyd protests – which prompted California to enact Assembly Bill 48, a 2021 law that restricts the types of force cops can use when responding to protests.
In short, the use of rubber bullets, bean bag shotgun rounds and tear gas are largely prohibited, except when specific requirements are met. So I was rather shocked to see an officer fire a single bean bag shotgun round
into the crowd, pause, then fire another three rounds in rapid succession.
Bean bag rounds are meant for singletarget acquisition. They should only be used on an individual engaged in a violent act – not aimed indiscriminately into a crowd.
Admittingly, I do not know what the officer articulated as the rationale for his actions, but I have trouble reconciling the lack of evidence of any threat to life or serious bodily injury to anyone. And if there was, where was the effort to arrest someone, making this application of force permissible under the new law?
These types of actions can dominate the media coverage and public discourse, diverting away from the reality that, on this day, law enforcement overall carried out a measured plan that prioritized the rights of everyone involved.
The fact is that a lot of cops are not especially adept at deal
ing with emotionally charged crowds. When these situations do arise, they are met with a sense of uneasiness, often due to a lack of knowledge of the laws that govern their actions, and being oblivious to how their actions influence the trajectory of the situation.
Policing demonstrations demands decisionmaking with a special intensity. In any given situation, officers make numerous decisions over the course of an incident. Some of them are intentionally measured and some of them are splitsecond responses, but all of them need to be made with the knowledge that their “rightness” or “wrongness” may influence the public’s overall perception of the event.
Eventually, we will all know if the legislation caused impactful change in police culture. Law enforcement agencies are required to publish an incident report within 60 days on their website that gives justification for the use
of any “kinetic energy projectiles” (such as bean bag rounds or rubber bullets).
Despite historically disguising deficiencies with simplistic excuses or complicated explanations, neither of which are productive, many in law enforcement recognize the need for cultural change to address issues of excessive force and accountability. Properly addressing inappropriate actions will go a long way in building public trust that has been lost through the mistakes of the past. Acknowledging inappropriate applications of force help demonstrate the ways officers can become more skilled at executing deliberate, intentional actions in accordance with the law – but more importantly, consistent with societal expectations that are better for us all.

Thanks to the Mamba and Mambacita Sports Foundation, the Los Angeles housing project in Watts gets a new look that celebrates the Mamba legacy
WATTS, CA –Vanessa Bryant and the Mamba and Mambacita Sports Foundation teamed up with the Los Angeles Lakers and the Lakers Youth Foundation to update and renovate multiple sports spaces at Nickerson Gardens in Watts, the largest public housing community in Los Angeles. The updated sports facilities will serve more than 3,000 Nickerson Gardens residents, including 1,300 kids.
“This gymnasium stands as a testament to Kobe and Gigi’s unwavering belief in the potential of every young athlete,” said Vanessa Bryant, chair of the Mamba and Mambacita Sports Foundation. “This serves as a reminder to all the boys and girls
who play here that they are supported and loved. We want this to be a free and safe space for you to enjoy the game that Kobe and Gianna loved so much.”

Central to the Nickerson Gardens renovations is the indoor gym highlighted by a vibrant mural that reflects and honors Kobe and Gianna Bryant’s shared love of basketball.
Created by artist Brian Peterson, the mural features striking portraits, accompanied by a comprehensive tribute to Kobe’s legendary career including his numerous accolades and achievements. The mural serves
as a powerful symbol of inspiration for the community, recognizing the impact Kobe and Gianna had on and off the court.
“This is more than a mural,” said Peterson. “It’s a place where the spirit of Kobe and Gigi lives on, inspiring players to bring their best to the court. This project is a testament to the power of basketball to unite people and create lasting memories.”
The gym refurbishments include a resurfaced floor, updated bleachers, Mamba and Mambacita designs and graphics and purple and gold touches throughout. Outdoors, there are three updated basketball courts, including two repaved black tops and one sport court designed for younger players, as well as an outdoor skate park. New backboards and rims are featured on all courts as the area is infused with the iconic Lakers colors.

Nickerson Gardens was chosen for the refurbishment by Vanessa Bryant and the Lakers, in part because it is the former location of the Boys and Girls Club where Kobe hosted his youth basketball program, “Mamba League,” which was designed to empower girls and boys on the court and in life. The Lakers were also inspired by the local community support from Top Dawg Entertainment. Nickerson Gardens, with support from the Los Angeles Area Metropolitan Churches, hosts regular health and wellness, education and community programming in the gym and across their facilities to support children, families and seniors.

My biggest complaint about writer/director/ star John Krasinski’s new movie “IF”… is that it’s a movie. What I mean is that Krasinski clearly has some broad ideas for worldbuilding and there are many interesting characters in the mix, but the movie has to rush so much to stay within the “movie” format of a twohour runtime that the whole thing is kind of a mess.
THE story follows 12yearold Bea (Cailey Fleming) as she stays with her grandmother (Fiona Shaw, charmingly reminding me of my own grandmother) while her widower father (Krasinski) is in the hospital for heart surgery. Her family does their best to keep her in good spirits, but Bea can only bring herself to split her time between being bored and worrying that she’ll lose another loved one.
One night, while her grandmother is asleep (she’s not the best at keeping tabs on the child), Bea catches a glimpse of a figure that doesn’t look like anything that’s possible. Following some snooping, Bea learns that the cartoonlike Blossom (Phoebe WallerBridge) is an Imaginary Friend, or “IF,” long forgotten by her human friend, who grew up. Blossom and enormous IF goofball Blue (Steve Carell) live in an apartment upstairs from Bea’s grandmother alongside Cal (Ryan Reynolds), a grumpy adult. Cal has some sort of job trying to find new children for the IFs, but business doesn’t seem to be going so well. As in, I don’t think he’s ever succeeded. Bea volunteers to help. Cal reluctantly takes Bea to a sort of retirement home for forgotten IFs. Bea meets all sorts of unusual creatures, usually anthropomorphic
food or the embodiment of some dream occupation. The home’s teddy bear proprietor (the late Louis Gossett Jr.) is delighted that Bea is taking an interest and encourages her to not only put her best foot forward, but push Cal to step up his game as well.
The two get to work trying to find new children for the IFs, but are new children really the answer? It might be that what the IFs really need is to reconnect with their old children, despite them now being, well, old. Maybe a
burst of childlike inspiration is just what the cynical adults need. This certainly seems to be true in the case of Blue’s sullen, nowgrown child Jeremy (Bobby Moynihan). Are Blue and Jeremy still right for each other? Is what’s right for Blue right for all the other IFs? Keep in mind that Bea has to balance all these questions and goals with her father’s critical surgery drawing ever closer (to say nothing of keeping it all secret from the grandmother). Even if everything goes perfectly, emotions will still be high and tears will be shed.
The highstakes business with the father’s health has to bookend the story, I’m not disputing that. But I wish Krasinski, with all his clout
in Hollywood, had found a way to expand the middle part of this project. The movie is constantly having to establish rules and exposition that half the time it can’t keep straight anyway. For example, are the IFs in danger of disappearing? If so, under what circumstances, exactly? The possibility is brought up a few times but never expended. Then there are all the IFs besides Blossom and Blue that are voiced by talented people like Bradley Cooper and Emily Blunt that get maybe three lines and are relegated to rapidfire sequences of no importance.
“IF” this movie had instead been, say, a 10episode television or streaming miniseries, then maybe the first and last episodes could focus
on family drama, but the other eight could have been for Bea and Cal just going on adventures to help the IFs, which is what I think Krasinski really wanted for this project. I want to be grateful for what we do get: a halfdecent kids’ movie at a time when kids could use a decent movie. But I can’t help but think that when it came to directing more time, money, and resources at this material, what IF…
