The state has spent billions of dollars on homelessness in recent years. So why is the crisis getting worse instead of better?

THAT’S what a bipartisan group of California legislators is trying to get to the bottom of by calling for a first-of-its kind, large-scale audit of the state’s homelessness spending.

The state has stepped up its involvement and investment in the crisis under Gov. Gavin Newsom’s leadership, allocating $20.6 billion toward housing and homelessness

since 2018-19, according to the Legislative Analyst’s Office. But despite the influx of cash, during that time, the number of unhoused people in the state has increased by nearly a third — to more than 170,000 as of last year.

That discrepancy between what’s being spent in Sacramento and what voters see — tent cities in their neighborhoods — has many legislators clamoring for an accounting. They have instructed the state auditor to embark on a sweeping project that will analyze multiple state homelessness programs — as well as focus on homelessness spending in two cities

Compton College alum wants to address societal issues

A lifelong learner and student of life, Yahziq Ohmn-Drayden entered academia at the age of 40 by enrolling at Compton College in 2018. After contributing to his community creatively for years through his work as an MC, writer, poet, and artist, Ohmn-Drayden decided he wanted to develop other skills to help his community.

He chose Compton College because it is located in his hometown and holds special meaning for him. “While I have moved from the area, I liked that I was still participating in the community where I grew up,” he said.

Ohmn-Drayden was inspired by how Compton College serves a community he cares so deeply for and wanted to share his positive experiences with others to hopefully inspire them, as well. He views

learning how higher education works is priceless,” said OhmnDrayden. Two years after enrolling at Compton College, in 2020, Ohmn-Drayden graduated with a 4.0 GPA and an associate degree for transfer, as well as an associate degree in welding. He transferred to California State University, Dominguez Hills (CSUDH) in fall 2020 and graduated in 2022 Suma Cum Laude with a bachelor’s degree in psychology. After graduation from CSUDH, Ohmn-Drayden applied to a doctorate program, was accepted, and began working toward a Ph.D. in applied psychology in fall 2022.

— in an attempt to improve California’s response.

“What we’re doing is not working,” said Assemblymember Josh Hoover, a Republican from Folsom who co-authored the audit request with Democratic Sen. Dave Cortese of Santa Clara County. “And I think it’s important to get to the bottom of that and figure out where are we investing that is not getting a return on investment. And we need to stop spending money on the programs that are not working.” The $743,400 audit, approved unanimously in the state’s legislative audit committee last month, will take about 5,000 hours of staff time and is likely to be complete by October, State Auditor Grant Parks said during the hearing. It will scrutinize the cost-effectiveness of as many as five state homelessness programs. The auditor has yet to reveal which ones, but Project Homekey — one of Newsom’s signature efforts to create homeless housing — likely will be one. And the audit will analyze spending in two California cities — San Jose and one other yet to be determined.

The analysis will focus on questions such as: How many people received services between 2020 and 2023? How much funding have San Jose and the other city received, and how has it been spent? How much of that money went to-

He is also interested in the study of positive psychology which, in simple terms, focuses on wellness versus illness. Positive psychology is defined as the scientific study of human flourishing, and an applied approach to optimal functioning.

“I am very interested in positive psychology,” he said. “There is a whole movement in this area of psychology. We need a blend of approaches to help increase our understanding of what is really going on and not just focus on the negative in terms of mental

health.”

At Compton College, he was referred to and enrolled in the stated-funded Extended Opportunity Programs and Services (EOPS), which provides extra support for eligible students in higher education. The EOPS program provided him with services Ohmn-Drayden felt ultimately helped him finish his double major in two years. The book vouchers EOPS provided helped alleviate a bit of financial stress, and the counseling offered through EOPS was one of Ohmn-Drayden’s favorite services offered. “Every EOPS counselor I talked with totally kept me on track to take the classes I needed,” he said. “Once I decided I wanted to complete a double major, the counselors were able to assist me with my

educational plan, identifying all the correct classes, and made sure I was aware of all of my deadlines for university transfer.”During his time at Compton College, Ohmn-Drayden helped initiate a Welding Club with the idea that it would be a resource for students to network and do outreach in the community for potential jobs or to gain more experience. For years, he has been an independent artisan working with metal and wood, making custom pieces such as signs, plaques, and awards for businesses.

“I would like to return to Compton College in some role to assist in working with the Welding Club,” he said, “I would like to help increase interest in the welding program at Compton through the club. I plan on

helping in whatever capacity I can once I complete my doctorate program.”

Ohmn-Drayden is considering dissertation topics and focus for his research and once he earns his Ph.D., he will consider different career options such as a psychology researcher, authoring books, and teaching as a guest or independent lecturer. He wants to give back to society. He defines what he calls his “operating meditation” as follows:

“I’ve been watching and paying attention to the different societal dynamics we are currently dealing with in the U.S. and the world,” he said. “That has been my motivation to earn advanced degrees, so the social impact work I do can be even better, as well as improve my ability to affect change.”

Newsom’s office wouldn’t weigh in on the pending audit, except to issue a statement: “This process is still in its early stages, and we will continue to closely monitor any future developments.”

Myles White, assistant secretary of legislation for the California Business, Consumer Services and Housing Agency, defended the state’s track record during the legislative hearing. “A lot of the progress we’ve made provides a really solid foundation for us to continue in the days ahead,” he said. San Jose officials said they have used state funds effectively and efficiently, and have been transparent in their work. Local officials rallied at the state Capitol last week, demanding that the state give them an ongoing $3 billion a year to address homelessness.

Cortese began pushing for the audit after touring a massive homeless encampment on vacant land near San Jose’s airport. One of the largest in California, the camp was home to more than 400 people during the pandemic. What he saw shocked and appalled him: “Rodents running around your feet. Massive piles of trash. Tons of broken RVs and abandoned cars. Cars turned upside down with people living inside.”

When Cortese brought up

the idea of a state audit, he says local officials told him while they had spent local money, they hadn’t used state funding to improve conditions or offer services at that encampment.

“Which to me just really begged the question: ‘What’s going on?’” Cortese said.

That camp has since been cleared; the Federal Aviation Administration had threatened to withhold airport funds from the city because the camp extended into flight paths. But the city couldn’t move everyone into housing or shelter, and some people have moved to another lot just across the street.

Past attempts at accountability

Cortese’s audit isn’t the first time California’s homelessness response has come under scrutiny. Earlier this year, the Interagency Council on Homelessness found the state spent nearly $10 billion on homelessness between 2018 and 2021 and served more than 571,000 people. But despite that effort, most of those people still didn’t get a roof over their heads. And in 2021, a state audit of five local governments found that they did not always comply with federal regulations or follow best practices when responding to homelessness.

The new audit will be an “entirely different animal,” Cortese said, as it will go deeper into the state’s spending. Legislators

hope it also will make specific recommendations as to how ineffective programs could be improved or even cut — something the Interagency Council’s report didn’t do.

The heightened scrutiny comes as Newsom has both ramped up spending and rolled out a series of new homelessness programs since the COVID-19 pandemic began. Those include Project Roomkey, which temporarily put elderly and medically compromised unhoused people up in hotels; Homekey, which gives cities and counties money to turn some of those hotels (and other buildings) into longer-term homeless housing; and the Encampment Resolution Grant program, which gives cities and counties money to clear homeless encampments and move occupants into housing and shelters. It’s no surprise that Republicans would continue their critique of the liberal governor’s spending. But the recent involvement of Cortese and other Democrats signals the politics have shifted.

For example, Assemblymember Luz Rivas, a Democrat from the San Fernando Valley, is pushing her own accountability bill. Assembly Bill 799 would force the state to set specific goals for reducing homelessness, while also allowing funding to be reallocated away from local agencies that fail to meet

their goals.

“We get asked by our constituents,” she said. “They ask ‘Where is this funding going to? Is it really being used effectively?’” Even Newsom himself has advocated for more accountability. He recently began requiring that cities and counties submit “homeless action plans” before receiving state funding, and he briefly held $1 billion hostage after determining the plans they drafted weren’t ambitious enough.

During last month’s hearing, several legislators advocated for the auditor to choose cities in their own districts. Some made pitches for Los Angeles and Sacramento, while others pushed for smaller cities.

Gail Osmer, a San Jose advocate who led Cortese on the encampment tour that inspired the audit, spoke alongside the senator at the hearing. In an interview, she said she hopes the audit’s findings will be a wakeup call for her city.

Osmer has been critical of how the city cleared the airport encampment. Camp residents were promised services, such as free repairs for their cars and RVs, that many people never received, she said. “People are not held accountable,” Osmer said. “Where’s the money going?”

THE best method of birth control a woman can choose is one that she knows

is safe, that she is comfortable using, and that she is able to use consistently and correctly.

When evaluating contraception options, experts suggest that women consider several factors, including:

• Do you plan to get pregnant in a few years or a few months?

• How frequently do you have sex and how many partners do you have?

• How effective is each method of contraception?

• How safe are your options and what side effects or risks do they pose?

• Do you have religious or cultural beliefs that need to be considered?

• Is the method you might choose convenient and affordable?

• Do you have any health issues that might make some options unsafe for you?

HEALTH HISTORY

There are both hormonal and non-hormonal forms of birth control. While millions of women have successfully used hormonal contraception like the birth control pill for decades, it is important for women to speak with their healthcare provider about their health history when choosing a birth control method.

Birth control that contains estrogen can increase a woman’s risk for heart attack, stroke and dangerous blood clots. In fact, according to the U.S. Food & Drug Administration, women who use hor-

monal contraception have a three- to nine-fold greater risk for blood clots compared to women who do not use birth control that contains estrogen. When women have other risk factors for blood clots, like obesity or a personal or family history of clotting, their risk can dramatically increase. For example, research shows that blood clot risks are doubled in women who are obese, and the risk for dangerous blood clots is 35 times greater among women who use hormonal birth control and are also affected by the most common genetic clotting disorder factor V Leiden. Birth control methods that contain estrogen also present health risks to women with medical conditions like severe

diabetes, hypertension and breast cancer.

Women considering their contraception options can get information that will help them navigate the range of birth control methods available, and also complete a health history questionnaire to share with their healthcare provider, by visiting the Alexandra Rowan Foundation at www.alexrowanfoundation. org.

Women should never feel pressured by partners, friends, family or their healthcare provider to choose a form of birth control. Birth control is a woman’s choice and, when fully informed, women can select a contraceptive method that is safe, effective, and meets their specific needs.

Compton reeling from street takeovers

Central Ave. and Alondra Blvd. was the hot spot over the weekend when a mob of people reportedly took over the area in a criminal manner.

THE Los Angeles County Sheriff’s Department released a statement to get the public’s attention on the matter with the goal that some citizens might come forward with information to assist them in their efforts to identify and deal with the perpetrators who were involved in street takeovers and acts of burglary and vandalism.

“Compton Station dep-

uties responded to numerous illegal street takeovers throughout the City of Compton. Hundreds of participants and spectators moved from intersection-to-intersection burglarizing, vandalizing, and shoplifting nearby businesses,” the statement from the Sheriff’s Department stated.

The letter continued, “Approximately six (6) businesses in different locations were burglarized by a group of persons in a “flashmob” style incident. As of now, there have been no arrests and Compton Station Detectives are asking for the public’s help in identifying those involved.”

Royce Esters, the head of the National Association

for Equal Justice in America (NAEJA) in Compton, is sick to his stomach with the uptick in crime that has taken over the city of Compton. To Esters, there is only one way to deal with all the street

takeovers and other criminal elements.

“As far as I’m concerned, we need to take their cars, their driver’s license, and ut them in jail,” Esters said. “The gangs are beginning to get

heavy again. You’ve got to go hard on these people.”

In sheer coincidence, Esters and NAEJA held its monthly meeting on crime and public safety on Saturday, April 15, not too far from where the alleged street takeovers took place.

“We’re tired of this stuff,” Esters said. “It looks like the citizens have to do something about it.”

A great weekend for the Acura Grand Prix of Long Beach

LONG BEACH, Calif. –

The 48th Acura Grand Prix of Long Beach is in the books and all indicators are pointing higher for the venerable street race.

According to Grand Prix Association of Long Beach President & CEO Jim Michaelian, the race hosted more than 192,000 attendees, a record for the modern era (since the 2008 INDYCAR – Champ Car series merger), with all grandstand reserved seating having

sold out. And preliminary concession and merchandise sales numbers reflect a substantial increase in sales as well.

“The 2023 Acura Grand Prix of Long Beach was a resounding success!” said Michaelian. “We were blessed with three days of perfect weather, great racing and a wide variety of activities for our fans. There was a sense of real en-

joyment from the diverse crowd that gathered to enjoy all that the Grand Prix – and the City of Long Beach – had to offer.”

The race weekend included six world-class racing events, including the featured NTT IndyCar Series race, which was won by Kyle Kirkwood, earning his first series win.

“Ultimately I've just had a moment of calmness,” Kirkwood said after the race about that moment he crossed the finish line. “It kind of shook the monkey off my back a little bit 'cause we had a spell of bad luck there. All of it was out

of our control. At St. Pete we were extremely fast, running in sixth. We got caught up in someone else's incident.

“Texas we weren't really that fast, but we got the car in a really good window, ultimately, we weren't able to finish the race from a mechanical, which was super unfortunate. We had the pace. This weekend we had the pace and were able to execute.

I think that was possible at the past two events. Hopefully this is now just creating some momentum that will carry through

the rest of the season.”

Even as the racing circuit is being dismantled, plans are underway to enhance the fan experience at the 49th Acura Grand Prix of Long Beach, scheduled to take place April 19-21, 2024.

Marcus Ericsson, who took second behind Kirkwood and is the IndyCar Series point leader, had a great afternoon.

“I think it was a great weekend for us. We had tying best qualifying results for me,” Ericsson said. “I think we had a really good race going today.”

After yet another mass shooting made headlines this week— this time, at a bank in Louisville, Kentucky— the chief medical officer for University of Louisville Health gained national attention as he shared his emotional thoughts on the regular toll gun violence takes.

AS Dr. Jason Smith spoke at a press conference to give an update on the victims’ conditions, he said: “For 15 years, I’ve cared for victims of violence and gunshot wounds. And people say ‘I’m tired,’ but it’s more than tired. I’m weary. There’s only so many times you can walk into a room and

tell someone, ‘They’re not coming home tomorrow.’ And it just breaks your heart when you hear someone screaming ‘Mommy,’ or ‘Daddy.’ It just becomes too hard day in and day out to be able to do that. My team is fantastic. They’re absolute professionals. They’re wonderful.

“But sooner or later, it catches up to everybody. You just can’t keep doing what we’re doing . . . You can’t keep seeing all the people with these horrific injuries coming through the door without doing something to try and help. And I don’t know what the answer is. I’m a doctor. I don’t know what the answer is. But to everyone who helps make policy, both state and federal, I would simply ask you to do something. Because doing nothing, which is what we’ve been doing, is not working.”

Dr. Smith’s voice is one more in the overwhelming chorus urging elected leaders to do something to stem our national gun violence epidemic. In Tennessee, where three nine-year-olds and three adults were killed at the Covenant School on March 27, that

cry became a roar as thousands of people, many of them high school and college students, descended on the state capitol in Nashville to demand lawmakers protect children instead of guns.

The whole nation watched what happened next to three members of the state’s House of Representatives who were willing to listen. Reps. Gloria Johnson, Justin Jones, and Justin Pearson stood with their constituents—and were quickly attacked by Republican peers in the state legislature, who then voted to expel Reps. Jones and Pearson from their elected positions.

When Rep. Johnson was asked why she thought she survived the expulsion vote but Reps. Jones and Pearson did not, she was candid: “Well, I think it’s pretty clear. I’m a 60-year-old white woman and they are two young Black men.” The same forces that stripped two young Black male legislators from elected office for standing up to entrenched power structures, standing with their voters, and standing against gun violence have been at work in Tennes-

see and across our nation for a very long time. But those forces have not had the last word.

The councils in Rep. Jones’s and Rep. Pearson’s districts who were asked to appoint temporary replacements for their positions both unanimously nominated Reps. Jones and Pearson to fill their own vacant seats. Both men were sworn in again this week, and both also plan to run again in the required special elections to fill them permanently.

Reverend Janet Wolf, a longtime Children’s Defense Fund colleague, ally, and friend in Tennessee, was on the streets during the protests, inside the gallery during the votes to strip Reps. Jones and Pearson from office, and there to witness their return. As she sat through the attacks on the three representatives, she recognized the votes as part of continued attempts to undermine the power of voters in Knoxville, Memphis, and Nashville. But in the protests and their aftermath she also felt hope.

Rev. Wolf saw firsthand how the young people surging on the state’s capitol represent-

ed an incredibly diverse range of backgrounds and local public and private schools, and could sense how the coalition in the streets marked a turning point.

As one young woman told her, “I feel like I’m living history.” Rev. Wolf says for her and others in Tennessee who were young during the Civil Rights Movement, seeing this generation ready to change things was a profound moment: “It was beautiful to see all of these young people and remember what it was like to feel that change was just around the corner—and to feel hopeful that systemic change is not only possible, it is happening.”

When Tennessee Gov. Bill Lee signed an executive order on Tuesday strengthening background checks for gun buyers and asked state lawmakers to do even more, it was just one sign that calls for change were being heard. The young people and politicians and their supporters who are calling for more have no intention of giving up. They are committed to doing something, and their struggle should give all of us hope.

Planned Parenthood, officials push back on abortion pill ruling

Los Angeles– Planned Parenthood Los Angeles (PPLA) held a press conference on April 10 with several elected officials to denounce a federal judge’s ruling to ban abortion pills that have already been approved by the Federal Drug Administration (FDA).

PLANNED Parenthood Los Angeles President and CEO Sue Dunlap issued a statement in response to the judge’s unprecedented and deeply harmful move to declare mifepristone unlawful, threatening the 22-year approval one of two medications used in the most common medication abortion regiment in the United States. “This decision is an outright attack on our rights and our ability to make decisions about our own futures. It is an attack on patients seeking

care,” said Dunlap. Abortion is essential healthcare and we remain committed to ensuring out patients have access to the services they need.”

The Alliance for Hippocratic Medicine v. U.S. Food and Drug Administration (FDA), filed by several anti-abortion medical groups in November 2022 in the Northern District of Texas, sought to repeal the FDA's approval of mifepristone. The plaintiffs argued that the FDA fast-tracked its approval of the medication without sufficient scientific evidence, using a regulatory process intended for treatments for life-threatening illnesses.

Moreover, they requested the revival of the Comstock Act of 1873, an antiquated and scarcely enforced law that attempted to ban "obscenities" such as abortion medication from being sent via mail.

“When the opinions of scientists and medical professionals are bypassed by judges, lives are put at risk. This rul-

ing is yet another attack on the rights of women across this country," Los Angeles Mayor Karen Bass said. "But we cannot allow this ruling to cause us to despair – it must drive us to take action. For as long as I serve as Mayor, I will do all I can to ensure that Los Angeles remains a safe haven for women across the country who are seeking access to abortion care and reproductive freedom.”

The consequences of this case are incredibly far-reaching — and go as far as taking mifepristone entirely off the market nationwide — even in states where abortion is accessible and protected. Because Mifepristone is used in more than half of abortion procedures nationwide, taking it off the market would significantly compromise abortion access across the country — including in California, Illinois, New York, and other states that have secured abortion access.

Los Angeles County Supervisors Holly Mitchell and Lindsey P. Horvath echoed

their concerns as well.

“Let me be crystal clear, Los Angeles County will continue to provide free and lowcost access to abortion and reproductive healthcare services,” Mitchell said. “While today’s undemocratic restriction on abortion is distressing, LA County has safeguarded reproductive rights by declaring the county a safe haven for abortion access. I will proudly continue to stand with my colleagues in fighting to preserve reproductive health care services in our county and our state.”

In preparation for this ruling, PPLA has been working with the State of California, Los Angeles County, and the cities of Los Angeles, Long Beach, and West Hollywood to prepare for the impact this decision will have on Planned Parenthood health centers across California.

In January 2022, Gov. Gavin Newsom declared California a Safe Haven State for abortion access. Following

that announcement, the Los Angeles County Board of Supervisors declared Los Angeles County a Safe Haven County for access to abortion and reproductive health care.

“Everyone should have access to affordable and safe reproductive health care options. The Sheriff's Department will continue to prioritize the safety of patients and clinics,” said Los Angeles County Sheriff Robert Luna. “We will not cooperate with attempts to prosecute people who are seeking abortion care. Reproductive healthcare access will remain legal and protected in the County of Los Angeles.”

The momentum for reproductive rights has only continued to grow as progressive cities like Long Beach, Los Angeles, and West Hollywood have demonstrated their unwavering support for access to safe and legal abortion. With many states nationwide implementing hostile bans

‘Dungeons & Dragons: Honor Among Thieves’ makes for a passing grade

Let me begin by saying that I did not go into “Dungeons & Dragons: Honor Among Thieves” familiar with the source material. I certainly knew “of” the famous tabletop game and that it takes place in a world of wizards and magic, but I only knew the broadest of strokes. If more education on the game would have helped me enjoy the movie more, then I’m sorry I didn’t do my homework. Then again, I see and enjoy movies based on unfamiliar source material all the time.

I’VE never once bought a Marvel comic, and even with the MCU’s more subpar efforts, I usually feel that they do a good job establishing the characters and their worlds. But I spent almost all of “Honor Among Thieves” feeling left in the dust by all the fantasy creatures, spells, and rules. That feeling, combined with derivative characters and unfunny humor, made the movie a slog.

We first meet Edgin (Chris Pine) and Holga (Michelle Rodriguez) in prison, which explains the “Dungeons” portion of the title. They go to a parole hearing, where Edgin fills us in on backstory as he nervously awaits a specific board member. He used to be a professional peacekeeper until he started turning to light thievery to support his wife and daughter.

His wife was killed, so he turned to heavy thievery along

with Holga, aspiring sorcerer Simon (Justice Smith), and con artist Forge (Hugh Grant). The team did a risky job for witch Sofina (Daisy Head), that led to Edgin and Holga’s capture, though Forge was able to escape, promising to take care of Edgin’s daughter Kira (Chloe Coleman). The conclusion of the hearing does admittedly make for a funny gag.

Edgin and Holga reunite with Forge, now a powerful lord that basically rules the kingdom. He kept his word about protecting Kira, but has otherwise turned on his old friends, joining forces with Sofina for an upcoming scheme to create an

army of the undead. Sofina tries to have Edgin and Holga eliminated, but they escape and start working on a counter-scheme to get Kira back, along with a relic that can bring back Edgin’s wife.

Edgin and Holga’s scheme requires more members on the team. Simon can do a scant little magic, which barely rises above the level of parlor tricks. Doric (Sophia Lillis) can transform into any animal, and single-handedly carries the best action sequence of the movie. Xenk (Regè-Jean Page) is a mighty, benevolent warrior that Edgin doesn’t trust.

The movie doesn’t want to

admit it, but with these three on the team, the movie barely needs Edgin and Holga. Actually, the movie doesn’t need anyone besides Doric. This movie could have been called “Doric & Dragons” and things probably would have been wrapped up much more efficiently.

The team goes through adventures where they encounter various creatures and deal with a series of obstacles and enchantments. The film falls into the trap that many fantasies do, where everything is magic, so the rules and stakes aren’t clearly defined. There are several points where the team is faced with a challenge and Edgin will

ask, “Is there a spell for that?” We don’t know magic, so the answer is strictly at the mercy of the movie’s writers (or the game’s creators).

“Dungeons & Dragons: Honor Among Thieves” is a perfectly average fantasy movie, dragged below average by bland characters (the ones with useful skills have no personality, and vice versa) and painful humor (especially with Simon, Justice Smith is a specialist at the sort of forced awkwardness that plagues many a movie of this era). It doesn’t make me want to take up the game or see any more movies in this series.

We’re getting a new “Guardians of the Galaxy” movie in a few weeks, hopefully that will be a better movie about supposedly-loveable thieves where the self-appointed leader is an unremarkable smooth-talker played by a guy named Chris.

Grade: C-
