Assemblymembers
Reggie Jones-Sawyer (D-Los Angeles) and Kevin McCarty (D-Sacramento) last week added their names to a growing list of California Legislative Black Caucus (CLBC) members who have introduced legislation aimed at addressing the state’s retail theft problem.
and McCarty appeared with Attorney General Rob Bonta, Assembly Speaker Robert Rivas, legislative colleagues, district attorneys, business leaders, and law enforcement personnel to introduce seven bipartisan bills at the Capitol Annex Swing
Space on April 9.
“The Assembly is moving forward with a comprehensive, balanced, and bipartisan legislative package that seeks to strengthen public safety, and protect shoppers, and business owners across California,” Rivas said.
Jones-Sawyers introduced
Assembly Bill (AB) 1802 –the Retail Crime Force Sunset Extension. The bill would eliminate the expiration date on another Jones-Sawyer bill, AB 1065, which was passed in 2018. AB 1802 would require the California Highway Patrol and the California Department of Justice to create
regional property crimes task forces to assist local law enforcement with resources to fight retail theft in affected parts of the state.
Currently, the CHP property crime task force has conducted 1,225 investigations, made over 1,800 arrests, and recovered almost a half million items of stolen merchandise valued at more than $21 million in areas across California, according to information provided Jones-Sawyer’s office.
“Retail theft is not a new problem in California, and, in fact, it’s been a troubling and complex issue that I have worked hard to address during all of my time in the Assembly,” Jones-Sawyer said. “AB 1065 was designed specifically to target organized crime rings.”
The other bills included in the package are AB 2943 (California Retail Theft Reduction Act), authored by Assemblymember Rick Zbur (D-Hollywood); AB 1972 (Organized Retail Theft: Cargo), Assemblymember Juan Alanis (R-Modesto); AB 1779 (Theft: Jurisdiction), Assemblymember Marc Berman (D-Palo Alto); AB 1960 (Sentencing Enhancement: Property Loss), Assemblymember Esmeralda Soria (D-Merced); and AB 1794 (Retail Theft Repeat Offender Curtailment), Assem-
blymember Kevin McCarty (D-Sacramento).
McCarty is the chair of the Assembly Public Safety Committee. His AB 1794 aims to curtail activities by repeat offenders. It will also streamline the process of reporting shoplifting incidents directly to prosecutors through a program called, “CAL Fast Pass.”
CAL Fast pass would help retailers speed up investigations against serial offenders and aids in “reducing the financial strain and operational disruptions” caused by retail theft, the bill states.
The new package of bills arrives at a time when California-based 99 Cents Only stores announced on April 4 that it would shutter all 371 of its locations across Arizona, California, Nevada, and Texas. About 14,000 employees will lose their jobs.
The company cited “shifting consumer demand,” inflation, and “high levels” of theft are the reasons behind its decision to close stores, according to 99 Cents Only CEO Mike Simoncic. McCarty’s bill will encourage retailers to deal directly with District Attorneys to handle thieves who frequent retail stores on more than one occasion.
“The Fast Pass program allows retailers to go directly to District Attorneys without police involvement to bring swift action and accountability,” McCarty said.
Bonta said it is critical that leaders listen to Californians as they make decisions about public safety.
“What they’re saying, what they’re worried about, what they’re scared of, they’re anxious, and they’re angry about. They want change. They want action. This (retail crime) package is change. This is action and these are solutions,” the Attorney General said.
And speaking to those running organized retail crime schemes, Bonta said, “If you ransack our stores, attack our people, and harm our communities, we’ll come for you.”

(StatePoint) Spring has sprung which means your tresses are going to be making more public appearances in the months ahead. But if you’re like many people, you’re not entirely satisfied with your locks.
IN fact, 76% of women are concerned about their hair feeling weighed down. While they want to nourish hair that feels dry or dull, they fear that current product offerings will cause build-up or leave a heavy feeling on their hair. To help you achieve your dream hair, consider these tips and new product recommendations:
1. Try double washing. It’s true that many people are washing their hair a little less frequently these days. That’s fine for some, but if your weekly washes have dropped and your hair is feeling heavy, try double washing next time. Longer times between washes just means more time for dirt, pollutants, products and sebum – hair’s natural oil – to
build up. An occasional double-wash can help clear out all that build-up with round one and get to work on fully cleansing hair cuticles in round two.
2. Mind the elements. Protect your hair from the elements, which can wreak havoc on hairstyles. Incorporate chic hats or scarves into your style routine to protect against UV rays, which can fade color. If you go swimming, rinse your hair afterwards. If you know you have hard water, try using a moisturizing hair mask every so often to ensure hair is getting the moisture it needs.
3. Fight frizz. Higher humidity can lead to frizz so it’s important to use a good conditioner to smooth and hydrate cuticles and help lock in moisture. Using a hydrating oil or spray can also help tame frizz when it strikes.
4. Change up your products. Your products should contain ingredients your hair will love. For example, Herbal Essences recently introduced new collections of shampoo and conditioner with a pure plants blend to deeply nourish hair without
weighing it down. At the heart of each new formula is a blend of pure aloe and lightweight camellia oil, ingredients certified by plant experts at The Royal Botanic Gardens, KEW, and carefully selected by Herbal Essences. Camellia oil mimics the structure of oils found naturally in healthy hair, has a remarkable ability to absorb quickly into the hair and complements the moisturizing and protective powers of pure aloe. Together, these ingredients help deliver nourished locks that are surprisingly soft, flexible and lightweight. Cruelty-free and paraben-free, these new collections have options to target a wide range of hair types and needs, from apricot oil shampoo and conditioner for curly hair, to a honey collection for daily moisture. Plus, there are frizz-fighting, volume boosting and repair options, too.

“Being nominated for Teacher of the Year at Compton High School is an immense honor,” said Wang. “It’s a testament not just to my efforts, but to the incredible students and colleagues and Project Lead the Way (PLTW) courses and extracurricular activities, including cheer, dance and serving as a student director in the Lynwood Partners Educational Foundation. With a distinct passion for innovative engineering, she is also an active participant in her school’s Mathematics, Engineering, Science Achievement (MESA) club.
Her leadership skills helped develop and execute a computer program, earning her team first place in the humanoid category during the 2023 and 2024 SkillsUSA State Championships.
“I have seen Brigitte grow and evolve into a confident, skilled and collaborative student who is passionate about science and engineering,” PLTW engineering teacher John Ude said. “Her journey

The California Teachers of the Year program, which began in 1972, is part of the National Teacher of the Year program, sponsored by the Council of Chief State School Officers in partnership with Scholastic, Inc. exemplifies the transformative power of education and mentorship. I am incredibly proud of her as her mentor and feel honored to have played a role in her journey.”
Lopez – who said she was encouraged from a young age to help others and contribute positively to the world – credits Firebaugh High School for empowering her to embrace challenges and evolve as a high-achieving student leader.
“We are immensely proud of Brigitte, a shining example of the forward thinkers, dreamers and inventors that we cultivate within our school community with the support of our dedicated educators,” Superintendent Gudiel R. Crosthwaite, Ph.D. said. “We congratulate Brigitte on this well-deserved recognition and eagerly anticipate her continued success in the years ahead.”

“Cameron Brink is one of the best players to come out of the Pac-12 in years. Her size and versatility will fit very well in our fast-paced offense, and her rim protection has the potential to make a significant impact,” said General Manager Raegan Pebley. “She has been coached by the legendary Tara VanDerveer and we’re confident the mentorship and coaching she has received will help her have an impact in LA.”
Jackson averaged 20.2 points, 8.2 rebounds and 2.3 assists per game in 23-24 and was a finalist for the Cheryl Miller Award which is awarded to the best small forward
in Division I. She was also a First Team All-SEC selection and earned an AP All-America Honorable Mention in 2022-23 and 2023-24 after transferring from Mississippi State in 2022. The 6-2 forward from Detroit averaged 19.6 points per game over her two seasons with the Lady Vols, good for fourth in program history behind thirdranked Chamique Holdsclaw (20.4) and just ahead of Candace Parker (19.4).
“Rickea Jackson is a competitor that will complement our quick style of play very well. She proved herself as a leader and go-to scorer on her team at Tennessee and led
multiple categories in the SEC. Rickea has so much versatility in how she can score and who she can defend. We are excited about the potential she brings with her to become a dynamic player on both ends of the floor.”
Forbes led the Trojans to their first Pac-12 Tournament championship this season and scored 26 points in the title game where she was named the tournament’s Most Outstanding Player. She was also named to the 2024 All-Pac 12 team, after averaging 14.3 points, 3.1 rebounds and 3.3 assists per game while shooting 37.4 from three through-
out the season. Forbes played one season with University of California Berkeley, and two with Harvard University before joining the Trojans.
“I’ve been able to watch McKenzie Forbes when she was at Harvard as well as here at USC,” Pebley said. “Her consistency has always shown up and she desires challenging environments and wants to win. She comes from right here in our backyard and we couldn’t have asked for our pick to go any better.”
“What a fun night for the LA Sparks! We are excited about the addition of Cameron, Rickea and McKenzie,”
said head coach Curt Miller. “As we evaluated players during their games and practices in-person, studied their film and analytics, and spent time getting to know each of them individually and the people around them, we identified players we had confidence would be additive to our vision and culture here in LA. We looked for those that had the skill, discipline, conviction, and resiliency to help us build towards a WNBA Championship. We are fired up for our upcoming training camp and working with our outstanding draft class as well as the rest of the team.”
the
California Black Chamber of CommerceAs president of the California Black Chamber, I have the privilege of advocating for small businesses throughout the state. However, music is my passion and has been my life’s work. For more than four decades, I have worked in the music industry as an artist, as a promoter, and a manager. I have witnessed firsthand the evolution of our industry – the good, the bad, and the ugly.
AND right now, the impacts of the Live Nation/Ticketmaster merger are the ugly. In 2010, two companies –
continued from page 1
Ticketmaster and Live Nation Entertainment – merged to create a monopoly controlling every part of the live events marketplace. They control everything – from artist management, promotion, venues and ticketing.
And when one company controls it all, people feel beholden to them, and become afraid of them. Imagine one company controlling your dreams and your livelihood: If you are an artist you wonder, will I get shows or will the shows be promoted if I don’t use Live Nation/Ticketmaster? Or if you are a venue, will a promoter send acts my way if I don’t use Ticketmaster?
Monopoly means one –one entity that benefits from a system they control. And that’s exactly what’s happened with Ticketmaster’s monopoly power, which has led to exorbitant fees, skyrocketing ticket prices, and limited access to events for fans. Endless virtual lines, crashing websites, and limited access during working hours leave
many of us out in the cold when trying to purchase tickets for the special event of our choice.
The numbers speak for themselves: Ticketmaster and Live Nation control an estimated 80% of primary ticket sales in the US. They contract with 78% of top-grossing arenas in the United States, and manage a staggering 380+ artists. Since the merger, ticket prices have increased by 140% in inflation-adjusted terms.
It’s time we confront the broken system that has allowed
a monopoly like Ticketmaster and Live Nation to corrupt the entire live event marketplace that leaves everyone without a choice – whether you’re an artist, a venue, or a fan.
Fortunately, legislation recently introduced at the State Capitol by Assemblywoman Buffy Wicks of Oakland takes bold steps to fix this broken system by creating competition and providing choices.
The proposed law, Assembly Bill 2808, increases competition in the marketplace by breaking up exclusivity contracts, so ticketing companies have to compete for your business. By giving fans a choice of where to purchase tickets, ticket sellers will be incentivized to provide better service, transparency, and lower fees. Transparency and competition are key to ensuring the marketplace works in favor of fans.
Anyone who purchases a ticket should also have the right to gift, donate, or sell their tickets as they see fit. We cannot allow monopolies to dictate what fans can do with their tickets.
Giving fans control over their tickets will enhance flexibility and fairness in the system.
Finally, the bill fights bots and fraud that undermine the integrity of ticket sales. Establishing a single source for ticket verification will help combat fraud and speculative ticket sales and create a more secure and connected marketplace.
We can’t keep doing the same thing on ticketing and expecting different results. The status quo may be working for Live Nation/Ticketmaster, but it doesn’t help small promoters, or up and coming artists. And ultimately, it’s fans who must either pay record prices, or miss out on seeing their favorite team or artist. It’s time for California to lead by example.
As a musician and industry veteran and as the leader of the organization representing California’s Black-owned businesses, I stand behind AB 2808 because it increases competition. Together, we can create a fairer and more accessible live event marketplace for everyone.

Development will bid $ (Insert Bid Amount) There will be no proration of taxes, rents or other income or liabilities, except that the purchaser will pay, at or before closing, his pro rata share of any real estate taxes that have been paid by the Secretary to the date of the foreclosure sale. When making their bids, all bidders except the Secretary must submit a deposit totaling approximately $ (Insert 10% of Bid Amount) in the form of certified check or cashier’s check made out to the Secretary of HUD. A deposit need not accompany an oral bid. If the successful bid is oral, a deposit of $ (Insert Deposit Required for Oral Bid) must be presented before the bidding is closed. The deposit is nonrefundable. The remainder of the purchase price must be delivered within 30 days of the sale or at such other time as the Secretary may determine for good cause shown, time being of the essence. This amount, like the bid deposits, must be delivered in the form of a certified or cashier’s check. If the Secretary is the highest bidder, he need not pay the bid amount in cash. The successful bidder will pay all conveyancing fees, all real estate and other taxes that are due on or after the delivery date of the remainder of the payment and and all other costs associated with the transfer of title. At the conclusion of the sale, the deposits of the unsuccessful bidders will be returned to them. The Secretary may grant the winning bidder an extension of time within which to deliver the remainder of the payment. All extensions will be for 15day increments for a fee of $500.00, paid in advance. The extension fee shall be paid in the form of a certified or cashier’s check made payable to the Secretary of HUD. If the high bidder closes the sale prior to the expiration of any extension period, the unused portion of the extension fee shall be applied toward the amount due. If the high bidder is unable to close the sale within the required period, or within any extensions of time granted by the Secretary, the high bidder may be required to forfeit the cash deposit or, at the election of the foreclosure commissioner after consultation with the HUD representative, will be liable to HUD for any costs incurred as a result of such failure. The total amount of the unpaid balance of the obligation secured by the property to be sold and reasonable estimated costs, expenses and advances at the time of the initial publication of the Notice of Sale is: $385,449.89.
Note: Because the Beneficiary reserves the right to bid less than the total debt owed, it is possible that at the time of the sale the opening bid may be less than the total debt.
If the Trustee is unable to convey title for any reason, the successful bidder’s sole and exclusive remedy shall be the return of monies paid to the Trustee, and the successful bidder shall have no further recourse.
The beneficiary of the Deed of Trust has executed and delivered to the undersigned a written request to commence foreclosure, and the undersigned caused a Notice of Default and Election to Sell to be recorded in the county where the real property is located.
NOTICE TO POTENTIAL BIDDERS:
If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on this property.
NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not
present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call (866)960-8299 or visit this Internet Web site https:// www.altisource.com/loginpage.aspx using the file number assigned to this case 2018-01053CA. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site. The best way to verify postponement information is to attend the scheduled sale.
NOTICE OF TRUSTEE’S SALE
NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction, if conducted after January 1, 2021, pursuant to Section 2924m of the California Civil Code. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an “eligible bidder,” you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call (866)-960-8299, or visit this internet website https://www.altisource.com/loginpage.aspx, using the file number assigned to this case 2018-01053-CA to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee’s sale. Third, you must submit a bid, by remitting the funds and affidavit described in Section 2924m(c) of the Civil Code, so that the trustee receives it no more than 45 days after the trustee’s sale.
If you think you may qualify as an “eligible tenant buyer” or “eligible bidder,” you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase.

— Former Los Angeles Dodger great and current broadcaster Orel Hershiser celebrated Jackie Robinson Day along with all of Major League Baseball in commemorating Robinson’s first day in the majors and breaking the color barrier.
HERSHISER also will be celebrating his purchase of 10 Dodger art pieces of world-renowned sports artist Dave Hobrecht including the masterpiece painting titled “Grace” featuring Robinson praying around a dinner table with former Dodger greats Roy Campanella and Don Newcombe and social rights activist Martin Luther King Jr.
Hobrecht’s famed painting has resided at the Negro League Baseball Museum in Kansas City, MO and while Hershiser has become the new owner on Jackie Robinson Day, the painting will not be going anywhere.
“I’ve told Negro Leagues Baseball Museum President Bob Kendrick that this piece of art belongs right where it is,” said Hershiser. “I’m honored to be its owner. It marks a very
important historical time, and it is important to keep this piece where people can learn about this moment. My goal is to enhance all sports fans experiences; whether it be in Legends’ Attic, a museum or a ballpark.”
“Dave informed me of the change of ownership of “Grace”, said Bob Kendrick, President of the Negro Leagues Baseball Museum. “I was so happy to hear it was Dodger legend Orel Hershiser. After hearing Orel’s passion for us and “Grace”, we agreed it was in the perfect place! Grace is a powerful and important piece that helps convey the Negro League’s importance in helping advance civil rights in this country.”
Hobrecht donated this piece for display at the museum in 2020, but the wooden canvas had been wrecked during shipment, resulting in a
crack that completely detached the bottom portion of the image from the rest.
Hobrecht and Kendrick decided to reframe the piece and keep it the way it arrived in Kansas City.
“Not having a breakable spirit—that’s Jackie Robinson,” Kendrick said. “The painting is broken, but you won’t break our spirit. So we decided to unveil it with the damage and that it would be a metaphor that beautifully captures what Jackie was all about.”
“I remember when I heard the painting was broken in half by Fedex I was so upset, frustrated…actually mad!”, said Hobrecht. “I remember flying to Kansas City to try and touch up “grace” before the ceremony for Jackie Robinson Day the following afternoon. Once I arrived…that anger left. It is impossible to not be inspired
at The Negro Leagues Baseball Museum. This place is magical.
“As I was touching up Jackie Robinson, Don Newcombe, Roy Campanella and Martin Luther King Jr….a smiling Buck O’Neil portrait was in front of me. It was an incredible feeling. To top it off…listening to Bob Kendrick do his interviews all day…and hearing his knowledge…it’s something special.
“If you are anywhere near Kansas City, stop by and see “Grace”. The story I heard had to be told on canvas. Even more important…stop by the museum…to help celebrate, learn and educate yourself on thousands of these untold stories in one of the most important sports museums in our country.”
Hobrecht published “The All-Time Dodgers Art Book” as a result of a collaboration with
former Dodgers general manager Ned Colletti. The original “Grace” painting was a result of conversations that Colletti had with Robinson’s teammate Newcombe. Has not seen beforeThe unique paintings are a culmination of Colletti’s AllTime Team of Dodgers.
With 18 essays, more than 30 player reviews and 80 works of original art, this book this book is a feast for the mind and the eye of any Dodgers fan. Hobrecht also contributes his exquisite charcoal/pastel paintings to provide an unparalleled artistic quality that brings these players to life in a way that has not been seen before.
Hobrecht is a world-renowned sports artist whose work is collected by art patrons across the globe. He is known for his classic, yet innovative black and white sports paintings, dramatic sports subjects, and masterful technique.
Hobrecht is a sports enthusiast whose life was changed dramatically when he was hit by a car as a young teenager. Upon waking up in a hospital bed weeks later, he learned he would not have the opportunity to fulfill his dreams as an athlete. With both legs shattered and his goals of athletic success gone, he found a new way to participate in the sports he loved by refocusing his efforts toward documenting sports through art.
