News from Talgarth

by William Powell AM, Powys County Councillor for Talgarth Although it is difficult to believe, the New Year is upon us once again, with its mix of public and private reflections on the past 12 months and on the times to come. I am sure that Wye Local readers will already be weighing up New Year resolutions and speculating on what 2016 will mean for themselves, their family, friends and neighbours. The past year has once again proved to be a challenging one for many people in our town and the wider community.

We still face difficult times as a nation and locally too the year has brought with it a fair share of highs and lows.

As I gather my thoughts for this first column of the New Year, it is just a month since our community came together at the Cenotaph in solemn remembrance of those who made the ultimate sacrifice. That moving ceremony came only weeks before the House of Commons voted by a majority to support the extension of UK air strikes to IS targets in Syria. I have profound respect for those on both sides of that particular debate – and regard the vile harassment of MPs who voted in support as unacceptable. However, I remain unconvinced that the strategy adopted will do more good than harm.

But as we enter 2016, despite the terrorist atrocities that have blighted our continent and the bloody quagmire of war in Iraq and Syria, the dramatic outcome of the Paris Climate Change talks give us cause for hope. The commitment by so many nations to work together to reduce the global rise in temperature to below 2 degrees Celsius is a huge triumph of diplomacy and international solidarity.

UK membership of the European Union and the United Nations boosts our ability to act to save the planet for future generations, by coordinated effort of environmental policy – and to amplify the common sense British voice in the international arena. To suggest otherwise is pure fantasy.

Here in Talgarth, many people are rightly concerned about the local effects of climate change in terms of flood risk and want to see progress with the next phase of the Flood Alleviation Scheme. I am working hard, along with Powys County Council, Dwr Cymru Welsh Water, Kirsty Williams AM and the Town Council to move things forward. I am optimistic that we will see decisive action in 2016.

Another positive development during 2015 has been the blossoming of new international friendship through our twinning with Pizzoferrato. Following the successful hosting of our Italian friends back in May, projects and plans have been taking shape apace, including some that will involve joint working with several other European Union member states.

I believe that such twinning initiatives between different nations on our continent are a powerful force for good. Anyone who would like to find out more or lend a hand should contact our Town Twinning Coordinator Jane Green on 07881 621 251 or by email: cathjgreen@hotmail.com.

At the moment, we are still enjoying the wonderful efforts of Talgarth Lights Group and we really do owe them a debt of gratitude. News from Chris Davies -Your local MP As I am sure you are aware, recently the House of Commons voted on Britain taking military action against ISIL in Syria. Sending British troops into conflict is the most serious decision any Member of Parliament will ever face and it is not one that I took lightly.

Memories of past conflicts are still fresh in this country’s mind. Afghanistan and Iraq have rightly given us all concerns about engaging in military combat in the middle-east and, in my view, rightly so.Yet we must not let these past experiences prevent us from ever engaging in military action when it is necessary to do so, but we must learn the lessons of past conflicts.

To use Iraq and Afghanistan as a reason not to fight against terrorism is in my opinion the wrong course of action.To shy away from barbarity and radicalisation is to give in to murderous regimes, and suggests to them that there are no consequences for their heinous actions.

These are not the principles that Britain stands for.

Britain’s moral compass points to freedom and equality.

We stand shoulder to shoulder with the rest of the civilised world in opposing those who try to destroy our freedom and destroy equality.That is why we were right to seriously consider taking action against ISIL. That said, I have three tests that must be passed before I vote to take action. First, is action required; second, is action legal and just; and third, have we learned the lessons of past conflicts to ensure that we do not repeat any mistakes from the past.

The first test, I believe is the simplest to answer – yes, action is required. ISIL is a violent and barbaric death cult who murder and pillage their way across the Middle East, and they threaten our security here in Britain.

Action must be taken to rid the world of this evil.

The second test, is action legal and just, can also be answered. Action against ISIL is underscored by the unanimous adoption of UN Security Council resolution 2249, which states that ISIL “constitutes a global and unprecedented threat to international peace and security” and calls for member states to take “all necessary measures” to prevent and suppress terrorist acts committed specifically by ISIL and, crucially, it says that we should “eradicate the safe haven they have established over significant parts of Iraq and Syria”.

Third, have we learned the lessons of past conflicts.

This point has been of great concern to many of my constituents. As I have already mentioned, the outcome of conflicts in Afghanistan and Iraq have caused concern for future military intervention in the Middle East.

However, I believe that we have learned a great many lessons from these conflicts. Indeed, the Prime Minister put into the motion the House voted on that we must “underline the importance of planning for post-conflict stabilisation and reconstruction in Syria”. I believe that this shows that the Government has learned the lessons of past conflicts and will ensure that we have an exit strategy and a strategy for stabilisation in the region.

Therefore, my tests are passed – and it was with a heavy heart that I voted for the motion to send our planes into combat. It is never an easy decision to send our brave troops into combat but I do believe that we must act, and now is the time to do so.

While I know this may come as a disappointment to some of you, I feel this decision is about the safety and security of our country, and indeed the wider world.

We have a duty to act in that interest and this is why I voted for the motion in the House of Commons.

Acanthus Curtains

OUTDOOR & INDOOR CYCLAMEN Cyclamen, which grow from flattened bulbs known as corms, are extremely versatile plants as our title suggests.

Outdoors in January the autumn cyclamen for pots, troughs and baskets will have finished their flowering but should still be displaying their attractive, marbledpatterned leaves. They can be planted out into shady parts of the garden in spring and have every chance of flowering again next autumn. In the garden itself the much smaller flowered Cyclamen hederifolium, the ivy-leaved cyclamen, produce their pink or white flowers in August to November and by January they will also be showing off their patterned leaves; every plant has a different pattern. However, it is after Christmas that Cyclamen coum with their heartshaped leaves start to burst into flower. Both of these species prefer a shady position beneath trees and shrubs and if left undisturbed will seed around and eventually produce large areas of attractive flowers and leaf where other plants struggle to grow well.

Indoors in the winter the more flamboyant, large flowered Cyclamen persicum hybrids take centre stage. Their flowers come in all shades of pink as well as red and white; some are frilled, others are scented. They prefer cooler areas in the house and are best watered by placing them for a few minutes in a water tray and then allowing to drain before placing back into their pot covers. They can be kept in best condition by removing yellowing leaves and by twisting off spent flower stalks as low down as possible.

News from Kirsty Williams Welsh Liberal Democrat AM for Brecon & Radnorshire Over 71,500 infant pupils in Wales are currently taught in classes of 25 or more, with 59% of infant classes having over 25 pupils. In Powys there are almost 2,000 pupils in classes bigger than 25. In July it was revealed that over 800 teachers and support staff are being made redundant across Wales, which will have a major impact on pupils and their learning.

This is all about giving teachers the time to do what they do best: teach. They would be under less pressure as they would have more time to give children individual attention and improve the quality of lessons.

Time after time I speak to, understandably, worried parents whose main priority is for their children to be taught in smaller classes. Parents’ views have been ignored for too long. My party want to change that.

There is a very good reason that the Welsh word for school – ysgol – also means ladder; our children need good schools so they can rise up to be whatever they want to be in their lives. It is the job of national and local governments to make those schools as good as they possibly can be.

Last month the Welsh Liberal Democrats announced that we want to cap class sizes at 25.

We would ensure that schools have the funding to employ more teachers so that class sizes can be capped at 25, to protect the quality of education for pupils.

News from Glasbury Ward

by County Councillor James Gibson-Watt Every New Year heralds new hope. We could surely all do with that in these very troubled times. But locally I believe the future prospects for Gwernyfed High School and Community Sports Centre are indeed more hopeful. Powys County Council’s Cabinet decision to pursue an option that included the closure of the school has been set to one side for now. All options are open again. By the time you read this, there will have been a meeting of local community councils and interested people and organisations, in response to an apparent acceptance by the County Council that full community impact assessments need to take place early in the process, rather than later, as has been previously suggested.

This is something I have been pressing for since I was elected to the County Council in August, so I am pleased.

Hopes of a new replacement primary school in Clyro have also received a major boost. The Welsh Government’s Minister for Education has approved the capital funding for five new primary schools in the Gwernyfed High School catchment. If all goes to plan, the new schools will be up and running by autumn term 2017. A couple of years ago, the people of Painscastle and Rhosgoch were assured that a new school in Clyro would be built before Rhosgoch Primary School closed. Shamefully, this did not happen. So the replacement school is indeed long overdue, if very welcome.

Despite the fact that I have managed to arrange for refuse and recycling collections to take place where, in one case at least, they have never happened before in this area, local residents are still experiencing problems with the system. Both the 3-weekly non-recycling and weekly recycling collections are proving to be a bit erratic at times in our widely dispersed communities. Holistic Health Whilst I often talk about Weight Loss (and it’s good to talk!) with my Club members, there is an aspect to this subject I’d like to present to you as even more important. In fact it’s more the order of play I’m concerned with. It IS important to lose weight (if you’re over) and I don’t need, on this occasion, to give you all the reasons as to why – for the most part we are only too aware. In addition, you might have had a health scare already, or feel you need to look your best for an occasion coming up. There are proven ways to lose weight – I write here every month with a topic – and nearly everything I’ve covered (every month now, since the inception of Wye Local!) will be impactful in this respect: the best exercise methods (emphatically NOT the long sessions you might imagine), the best mind-sets (will-power is a forbidden word in my sessions – it suggests ‘battle’ and getting to where you want to be shouldn’t feel like that), and the best food groups to eat.There are many methods out there, and they all have value. Losing weight (or better yet – body fat) WILL make you feel WAY better. But with toxicity still present, and compromised nutrition you may well find, once you’ve ‘succeeded’ you STILL have no energy,

that you’re ‘not quite right’ – not yet feeling quite how you should. Are you still catching colds, still bloating after meals, still suffering ‘muzzy head’, still getting yeast infections (athlete’s foot, thrush) still getting restless legs, nagging injuries, panic attacks, high cholesterol, asthma, food intolerances, heartburn, constipation, depression etc… (and you thought it might all disappear once you HAD lost the excess weight!). This is where I’ve found by using a holistic approach to your health and nutrition, we’ll tackle all these issues (and more), which in turn will lead to weight/fat loss anyway! It’s the tougher route for sure, and there are food groups you’ll need to eschew (especially false sugars and sugar in general), but you’ll get there in better health than you’ve ever been, cleansed and rebalanced from the inside, with a body better able to heal itself. The Thoughts of a Greengrocer Well, that’s that then – another year gone. It seems as though I have never stopped and yet in so many ways life is much the same as it was a year ago. In this business the differences that become apparent year by year are usually governed by weather conditions either in this country or abroad.

I know it must seem like an excuse sometimes when asked for a particular item we can only say ‘sorry, but we have none because of the weather’.

This autumn we are experiencing a new problem.

The weather in November was very warm and quite wet. This meant that a lot of things kept on growing and developing. One day on the market I saw the biggest Hispi cabbage imaginable. Now we are getting a glut of cauliflower (some too big for a family) at reasonable prices. Unfortunately these are the cauliflowers that should have been dormant now and ready in February and March – watch the price rise then!

Other things affect supplies – frequently something imported suddenly disappears from the shelves and investigation reveals that their import has been stopped by the authorities for one reason or another. Hence recently a sudden dearth of curry leaves; two years ago it was the Alphonso mangoes from India which are still being affected because they are held in quarantine for too long and arrive over-ripe or brown in the middle.

A lot of the restrictions imposed by authority are because of uncontrolled spraying abroad, something that will not be the case with this month’s special crop – Seville oranges. Fruit growers do not want to spray anything as it is a very expensive business and is usually not to improve the fruit but to stop nature spoiling it.

The Seville oranges referred to will not be around for long but can be frozen so your marmalade can be made when it is convenient. I find it useful to have a few of these oranges in the freezer all year as they are the special ingredient in sauce Bigarade – a bitter orange sauce for duck that I prefer to the sweet orange sauce so often served.

Cavalry of Heroes Voted Herefordshire’s Most Romantic Couple 2015, Marc and Catherine Lovatt run the award-winning Cavalry of Heroes and provide horses and carriages for weddings, events and films. Most recently seen on BBC Four’s Britain’s Outlaws, their 2016 calendar is already filling up fast. Based near Whitney-onWye, they are a licensed Riding Centre and provide riding lessons on well-trained performance horses for actors and actresses as well as the public. ‘Pop-up Shakespeare’ for New Year Wowza! What an amazing year 2015 turned out to be for Hay Theatre Company! I didn’t think we could top last year after our inspiring Reminiscence Theatre project and tour followed immediately by my raunchy Robin of Sherbert Forest, written for Christmas giggles. I absolutely love writing plays, so next came my daft ecological play, The Mystery of Easter Egg Island, which my Junior Youth Theatre performed last summer.

Hot on the heels of this fun piece came my one-hour version of Henry V and re-enactment of the Battle of Agincourt, ‘Shakespeare meets Sharpspeare’.

My talented and trained-up Adult Theatre Studies group (restarting on Thursday 7th January at Hay School), combined with my Senior Youth Theatre (restarting on Saturday 9th January at Cusop Hall), made up the French and English cast. With help

and swordsmanship from the Junior Youth Theatre and the audience, Hay Castle was taken by storm, commemorating 600 years since the Battle of Agincourt.

Following this success we plan to ‘pop-up’ this Shakespeare event in June at Cusop Church and Castle, Peterchurch Church and Longtown Castle and surrounding schools.

Hay Theatre is professionally led (by me) LOL! Having performed, written and directed for 40 years, I am one of those who have ‘been there, done that’. Did I hear you say ‘a has-been’? Well, yes one of those as well... I’ve had my five minutes of fame and now it’s your turn. 24 HOUR SERVICE Nowadays we all take electricity and gas for granted but it was very different at the end of the 19th century. Gas was installed in Hay about 1841. The Lilwall family was involved in supplying Hay with light and power from the 1880s. The above picture of the Lilwall family probably shows Ambrose Herbert Lilwall and his family. The 1911 Census shows the family at 3 Broad Street where Ambrose is described as a Coal, Oil and Hardware Merchant. Electricity was first installed in Hay in Brook House, Heolydwr, the home of Mr W. Lilwall and Mr W. Elson, his son-in-law. The original installation was powered by Tangye gas engines, the gas being produced from anthracite.These two engines were known as the ‘big’ and ‘little’ engines, and were set up in sheds at the rear of Brook House. Later, as demand increased, they were joined by an oil engine manufactured by Peter Brotherhood Ltd of Chippenham,Wilts. It was switched on on 13 March 1913, the day that Elson’s eldest child was born. Light was installed in the bedroom for the nurse to deliver the baby.

Initially there was opposition to the installation of electricity as many had shares in the gas company.

Wayleaves for poles and cables were difficult to obtain and several properties in town were purchased to obtain access. In April 1913 Mr Lilwall had permission to lay cables in Broad Street.

On 26 August 1915 the electric light had been installed in the Town Clock, with the dials showing at night to their best advantage. On 10 May 1917 a letter was submitted from Mr W. Lilwall, asking for permission to cross over the road near the ‘Drover’s Arms’ with electric wire for the purpose of installing light at a house occupied by Mr H. Morgan. The application was granted. The electricity business was sold by Lilwall in about 1935 to SWS Electric.

WyePads – iPad Workshops So you’ve got an iPad. How are you getting on with it? Have you mastered the basics but lack the knowledge or confidence to do more?

Well, help is at hand – Alison Matthews is running workshops for iPad users on Friday afternoons at Cusop Village Hall, starting on Friday 15th January (see the advert below). There will be two options each day – a 90 minute Teach and Try session for beginners (covering things like personalising your iPad, connecting to wifi and emailing), followed by a 60 minute, free format Build on the Basics session, for slightly more experienced users who want to find out how to do more.

Alison has been helping people use computers for over 30 years. “iPads are great,” she says, “but lots of people lack the confidence or know-how to get the most from them. I can help with that.

I’ve taught people who were too scared to touch a computer, never mind get their heads round how to use email!” And, she explains, “it’s not just about learning what to do. Understanding, in very simple terms, how the system works makes all the difference when you’re trying to recall how to do something when you’re on your own. You don’t learn how to drive a car by being told ‘just put your foot on that pedal there, never mind what it does’!”

Pest Control – Wye? After watching Sir David Attenborough one Sunday night, it inspired me to put pen to paper on why we need Pest Control. Watching how the predators and their prey live happily side by side on these programmes under the guidance of Mother Nature, looks so perfect. But in the modern world it doesn’t quite work like that – we need to take on the role of Mother Nature otherwise we leave in our wake a nature that is very unbalanced.

The squirrel: a lovely, furry little animal, which harmlessly climbs through the trees, eating nuts and berries – how wrong can we be! The Grey Squirrel was deliberately introduced into the UK between 1876 and 1929 from America and therefore does not have any natural predators. They have two litters each year, February and June, of 3–4 young each time and therefore the population is increasing year on year.

The damage that these squirrels do to our woodlands and also our native small birds is on the increase. In the autumn, nuts and berries make up the majority of their diet, but in the spring when

the stored nuts have run out they start to strip the bark off the semi-mature trees, killing the tops out of the trees. Our beautiful woodland very quickly turns into a battlefield scene out of the movie War Horse!

They also nest in our loft spaces, chewing on anything they can find – electric cables, water pipes, etc. and using the insulation to make their nests – just to say thank you for our hospitality!

Bird feeders are also an easy source of food in winter/spring; there are very few that are truly squirrel proof, despite our best intentions. In the late spring and through the summer they turn their attention to those birds that have been happily feeding on your bird table all winter, stealing eggs and even the young chicks before they have a chance to leave the nest.

It is only by the intervention of Pest Control that the trees and birds have any chance of survival.

Protecting wildlife for the future

Wild in January

It is a charming flower when examined closely in shape, colour and texture and nothing like a true Nettle flower.

Indeed, a subspecies of the Common Nettle with no sting at all is not uncommon in Brecknock, clumps of which occur on the edge of several of our woodlands.

Look in summer for tall plants with flowers, if at all, only near the top of the stem and distinctively-shaped leaves – but only test the lack of sting if you are sure!

There will be a Winter Bird Watch at Llangors Lake starting at Ty Mawr Farm, Llangasty on Sunday 10th. £5 per adult. Children free. Numbers are limited and booking is essential by phone or email. 9.30am-12.30.

Lamium album An overlooked flower that can be found at any time of year is White Dead-nettle. The picture was taken in mid-January. An old name for this was Adam-and-Evein-the-Bower, probably referring to the two black and gold stamens when the flower is viewed upside-down.

There will be work parties for woodland management at BWT Pwll-y-Wrach nature reserve, on the 12th and 19th. Then there is a chance to learn hedgelaying at BWT Trewalkin Meadow nature reserve, near Pengenffordd on the 26th.

Bryngwyn RDA Summer and Autumn 2015 saw the Bryngwyn Riding for the Disabled group get into its stride with its most recent venture, carriage driving. This additional service has proved popular with both new and old clients. For those who lack the ability to ride, carriage driving offers the opportunity to still be involved with horses but in a physically less challenging way. Drivers can relax and enjoy this experience knowing that they are in the safe hands of our specially trained volunteers, and of course with Samson, our very experienced carriage horse.

Our well established riding sessions are as popular as ever, running every Thursday and alternate Saturdays. Although closed over the winter period, we will be back in full swing after the Spring halfterm holiday in February.

Gwernyfed High School At the end of November Gwernyfed High School put on a fantastic production of The Wizard of Oz at Theatr Brycheiniog. With a cast of 30 pupils we followed the adventures of Dorothy (Luci Prendergast), Scarecrow (Cynog Davies), Tin Man (Rhys Harpur) and Lion (Jenna Hughson) as they travelled along the Yellow Brick Road. Along the way they met a variety of characters including Glinda the Good Witch (Megan Griffiths); the notorious Wicked Witch of the West (Menna Morgan); Professor Oz (Jacob Evans) and of course all the loveable little minions. At the end of the performance we were treated to a special guest appearance from Toto (Dorothy’s dog – Maggie) and a rousing end song of ‘Don’t Stop Believing’. Hay Castle Trust As a new year begins at Hay Castle we look forward to the outcome of the Round 2 Heritage Lottery Fund application that was submitted in December.

Over a year’s worth of planning, consultations, surveying and fundraising by a huge number of people went into the application and we hope March brings the news we all want to hear.

Looking back at 2015, we’d like to thank everyone who volunteered or visited on an open day or fundraising event. Highlights included the Castle Art Auction, Hay History Weekend and wonderful tearoom, community events, concerts and celebrations. These events, along with the membership fees of Castle Friends who have joined or renewed, have raised over £12,000 towards the restoration project. Your continued support is incredibly important in saving the Castle.

In some respects, 2016 may look like a quiet start for the Castle as works continue around the site

to stabilise the crumbling old walls. But behind the scenes it’s going to be a very busy year preparing for the building phase of the project to start by the end of the year. Critical match funding must still be raised to secure this next step and the Castle’s future. Meanwhile, the Castle grounds are still open for everyone to enjoy as normal, and the shops along the cobbles and the Honesty Bookshop are open daily. Hay Tours will start Thursday Castle Tours again in the spring and there are the festivals to look forward to along with entertainment, art and activities at the Castle.

projects that would benefit the Hay area community and the Cheese Market was just the first project that they undertook.

Now with a year of successful trading under their belt there is a modest profit, which the group would like to share. They are currently devising a scheme whereby local people who have a community project could approach the CIC for support. This could relate to development of land and buildings that will be of community benefit or supporting a community event that is free at the point of access.

Support need not just be seed-corn funding, it could also be advice, sharing of expertise or a pooling of resources to set up a crowd-funding scheme.

The Directors of Hay Community Enterprise CIC are Juliet Noble, Freer Spreckley, Ian Jardin, Chris Armstrong, Fiona Howard, John Evans and Anna Hicks. Haygarth Medical Centre From January, Dr Mary Hughes will be undertaking a sabbatical, working at St Michael’s Hospice for 6 months. This means that while Dr Hughes will continue to undertake occasional Emergency Clinics and Hospital duties, she will not be undertaking routine consultations in the practice. Dr Hughes’ routine sessions and practice workload will be covered by GP colleagues. We wish her well in this venture.

Triage. What does this mean? If you ‘Google’ the term ‘Triage’ you will find the definition as ‘the assignment of degrees of urgency to wounds or illnesses to decide the order of treatment of a large number of patients’. Our Emergency clinicians are beginning triage for our emergency clinics. Where the workload allows, you may have to speak to a GP or a nurse before being allocated to the emergency list for that day. You will always be seen in order of priority of need.

It’s not too late to have a flu jab, and don’t forget to check if you are eligible for a shingles vaccination.

As i told, i never have breakfast at home, because i need time to do it and i have no time and i have no wife yet...but be sure that i will buy something to eat after to hours of teaching, after the break.

Now at 12, i will go back to home not to my house where i live but in our family to have lunch with my old father and brothers then prepared tea for my father. At 15 i ll return to school again for two hours of teaching then stayed there to irrigate my vegetables garden...some teacher in my school have a space in which they growed vegetables.

At the night i must prepare my different lessons for the next day, then trying to watch TV or to see some freinds to make tea for a few hours and went to sleep at midnight, i always went to bed at midnigh.

My life, the teachers life in timbuktu is boring and difficult for some persons from other cities or states but it suitable for us...its our habit our duty, its what we are, we know...its our life...
