Last year you helped us make history with our first ever virtual NTI with over 700 government employees and 180 Future Leaders of America’s Government ( FLAG ) students in attendance. Of course, we are still heeding the advice of the Centers for Disease Control and Prevention (CDC) as we come back together for a dynamic in person event that brings together government Senior Executive Service (SES) members, industry leaders, and subject matter experts to share a wealth of knowledge and wisdom to help you navigate your career development path. And, we have the entire Huntington Convention Center to do it! There will be ample classroom space and a wide variety of sessions to choose from.

As public servants, we have always risen to the challenge, but we moved forward our agency missions despite facing concerns with health care, childcare, and technology that has been stretched thin as it accommodated a new level of telework and our home classrooms. So, I applaud your dedication as you served the American people when the American people needed government the most. Nobody, and I mean nobody, complained about “big government” during the pandemic. In fact, many had a newfound respect for all that we do, and I applaud you for that.

Additionally we continue to update our professional development to ensure advancement in our careers.
The 2022 NTI is the perfect vehicle for enhancing your education and fulfilling much needed Continuing Education Units. It is also our first opportunity to reestablish our connections with friends and colleagues we have not seen face face in more than two years.
The National Board of Directors and the National Executive Committee collaboratively teamed to select a specially curated variety of classes for self improvement and personal growth. Therefore, I am confident there is something for everyone in our repertoire here in Cleveland.

I am excited that you have chosen to join us in person this year. This year’s theme is “BIG 2022: Training in a Transformed Workplace Providing Innovative Professional Development!” which focuses on many opportunities to enhance leadership skills and motivate attendees at all levels to succeed in their challenging work environments and adjusting to the new norm.
Although we have face many challenges in the workplace, work life balance, and returning to work, this year’s training will focus on equipping you with strength and resilience to succeed. BIG is excited about off over 120 workshops this week.

Cleveland from renowned cultural institutions to vibrant neighborhoods, inspired food and beverage offerings, and action packed sports. Engaging experiences can be found throughout Cleveland from the Cleveland Museum of Art, Playhouse Square, Rock n Roll Hall of Fame to name a few places. Cleveland’s Black Community is deeply woven into the fabric of the city with numerous restaurants. Several Region V cities have served as the host location for previous NTIs: Chicago, Detroit, Cincinnati and now Cleveland. BIG has secured one of Cleveland’s premier and largest event space, the Huntington Convention Center The convention center allows for social distancing, larger workshop rooms and features many unconventional amenities We know that all of you will agree, this will be one of the best NTI’s hosted here in the CLE!

Region V has 16 Chapters throughout the six Midwest states. Within the Cleveland area, there are two Chapters: Greater Cleveland and Lake Erie. If you are within the local commuting area, we welcome you to join one of these chapters. Many thanks to these chapters for all of their efforts locally to help promote BIG and identify local activities, resources and partners for this year’s NTI. I look forward to welcoming our new Region V members
This year’s NTI presents a wonderful opportunity to re connect with professional colleagues, government friends and extended BIG family. First and foremost, Focus on attending as many workshops during the day; there are more than 100 to choose from continuing education credits are tracked. Second, Take advantage of the after hours opportunities and experience the beautiful city of Cleveland Here are a couple suggestions: Order a sandwich from the famous Slyman’s; take an evening stroll to the Rock and Roll Hall of Fame; or enjoy some nightlife at Cleveland’s East Bank. Whatever you decide, the Guest Services and Special events committees can help you find your way.
Special thanks to all of the Region V members who have served tirelessly for several months supporting the NTI. Meeting the demands and deliverables for an NTI, as we navigate the continued impacts of the national COVID 19 pandemic, is no easy feat.

Blacks In Government® (BIG) was established in 1975 and incorporated in 1976 by a small group of African Americans at the Public Health Services which is a part of the Department of Health, Education and Welfare (HEW) in the Parklawn building in Rockville, Maryland. The organization was viewed as essential to the Black civil service employee, based on a wide assortment of racially motivated problems faced by the HEW Black employees in Rockville. Initially, it was thought that the umbrella organization would address only the problems at the Federal level. However, it was soon determined that State, County, and Municipal Black employees were faced with the same general type of employment problems.
Nonetheless, Blacks In Government was organized in 1975 and incorporated as a non- profit organization under the District of Columbia jurisdiction in 1976. BIG has been a national response to the need for African Americans in public service to organize around issues of mutual concern and use their collective strength to confront workplace and community issues. BIG's goals are to promote EQUITY in all aspects of American life, EXCELLENCE in public service, and OPPORTUNITY for all Americans.
BIG FUNCTIONS AS an employee support group, as an advocacy group, and a resource group for Black civil servants:
1. To be an advocate of equal opportunity for Blacks in government.
2. To eliminate practices of racism and racial discrimination against Blacks in government.
3. To promote professionalism among Blacks in government.
4. To develop and promote programs which will enhance ethnic pride and educational opportunities for Blacks in government.
5. To establish a mechanism for gathering and disseminating information for Blacks in government.
6. To provide a nonpartisan platform on major issues of local, regional, and national significance that affect Blacks in government.
BIG is the only organization dedicated to the interests of the African American public servant. Other organizations may touch upon the problems that impact you, but BIG is made up of people who share your interests, your concerns, and your problems.
BIG speaks out on issues affecting the government workplace. BIG testified before Congress on legislations reforming the EEO process, racial discrimination in government, and affirmative employment. BIG also spoke out on the disparate rate of discharge of African Americans for the federal service, the national, performance review, and downsizing. BIG recently had a public hearing on the assault against affirmation action.
If you have a problem on a job, your BIG chapter can be an excellent resource for help and counsel. Many BIG members have dealt with similar problems and can suggest strategies for combating them. BIG also has a list of attorneys experienced in handling the type of problems BIG members may encounter.
Every year, BIG sponsors a national training conference which brings together national leaders and experts from around the country to address Black government workers. The conference is a unique training experience for government workers, providing you an exposure to issues often overlooked in the day-to-day workplace.
Your BIG chapter can be a strong force in the community helping to fight such community problems as drug abuse, teenage pregnancy, AIDS, illiteracy, and voter registration. The skills you develop on the job can be invaluable in promoting community activities through your BIG chapter.
By becoming a member of BIG, you are becoming a part of an organization that includes workers from all levels of government and all areas of the public workforce. The national training conference provides opportunity to meet experts from around the country, employers from other agencies, and pick up information and resources that can help you professionally and in your personal growth.
We can accomplish together what you cannot do alone. With BIG you can work toward our goals with people who have similar goals. You can do something about the institutional and socioeconomic problems you face in the workplace and in the community. You can use your skills and talents in a setting in which they are needed.
BIG keeps you up to date with the latest developments affecting the African American government employee. From the Washington, D. C, headquarters, we publish the monthly BIG Bulletin, and a quarterly magazine, The BIG Reporter. Regions and chapters also publish newsletters that focus on local issues.
Each year, BIG gives out awards to those who have made a major contribution to the goals and objectives of the organization. Regional councils and local chapters also recognized such achievements. These awards set role models for excellence in government service.
BIG is the chance you have been waiting for to step up and take your place in the loop. To be a part of the fast-moving events that affect your world as a government employee, you need an organization like BIG that can speak for you and through which you can voice your views. If you are concerned about equity, excellence, and opportunity in government, you should consider BIG.

THE DISTINGUISHED SERVICE HALL OF FAME (DSHOF) is the highest honor which can be bestowed upon any single member of Blacks In Government (BIG). This honor is reserved for active and financial members who have been active in BIG for a minimum of fifteen (15) consecutive years. These individuals shall have distinguished themselves as making exceptional contributions at the national, regional, and/or chapter levels of BIG.

Kiran Ahuja serves as the Director of the U.S. O ffi ce of Personnel Management (OPM). After more than two decades in public service and executive nonpro fi t work, she was nominated by President Joe Biden, for her current role before being confirmed by the United States Senate on Tuesday, June 22, 2021. Director Ahuja is the first South Asian American and first Asian American woman to lead OPM.
In her role, Director Ahuja leads OPM in its work to recruit, retain, and honor the American workforce that is landing rovers on Mars, fi ghting climate change and cancer, and building the country back better.
Previously, Director Ahuja served as OPM Chief of Staff from 2015 2017. In this role, she worked on policies and initiatives that reached over 2.1 million workers at every federal agency and department. While Chief of Staff, Director Ahuja led inter agency efforts to engage federal workers, attract skilled talent into government, and expand opportunities in federal service to every American. She also worked to strengthen OPM’s internal operations as an agency and provide stable leadership at a challenging time.
Her deep commitment to OPM’s mission, track record of bringing people together to solve tough problems, and expertise in human capital issues led to her appointment in November 2020 to then President Elect Biden’s Agency Review Team as Team Lead for OPM. Director Ahuja knows how important investing in America’s workforce is because of her years of experience in the federal government in both career and appointed positions. She started her career first as an attorney at the Department of Justice and later spent six years as President Barack Obama’s Executive Director of the White House Initiative on Asian Americans and Pacific Islanders.
In addition to her federal service, Director Ahuja spent years as a leader in the non profit sector. She previously served as the founding Executive Director of the National Asian Paci fi c American Women’s Forum and most recently served as CEO of Philanthropy Northwest. Director Ahuja is a graduate of Spelman College and the University of Georgia School of
Dr. Brian LaMont Monford, Sr., was born in Lima, Ohio where he accepted Christ at an early age. He did it, in part, to make sense of a chaotic childhood that saw the devil attack his family with drugs and separation. But he soon realized that Christians suffer hardships, too. It was in the aftermath of his mother’s brutal murder and his attempt to deal with it did Dr. Monford learn what it means to be a Christian through troubled times. He, therefore, answered the call to preach the Gospel of Jesus Christ at the youthful age of seventeen. His passion is to share a message that gives strength and hope to those who suffer. Dr. Monford is a servant leader who is passionate about evangelizing lost souls for the Kingdom of God.
Dr. Monford received his Bachelor of Arts from American Baptist College, Nashville, TN. He is also a graduate of Winebrenner Theological Seminary, Findlay, OH where he received both his Master of Divinity and Doctorate of Ministry Degrees.
In 1991, at the age of twenty four, Dr. Monford became the pastor of the Philippian Missionary Baptist Church where he has served for 31 years. Under his leadership Philippian has experienced unprecedented growth in the Lima community.
In 1995, Dr. Monford authored a book “From Valleys to Victories” which share his convictions and experiences from a single parent household surrounded by drugs and tragedy with the hope to inspire people to rise above their circumstances, encouraging them to become self sufficient and effective in fulfilling their God given purpose.
Dr. Monford is the co founder of the Mary Alice House, a Sober Living Environment for men and women who struggle with addiction and substance abuse. Dr. Monford, was recently inducted into the Dr. Martin Luther King, Jr. International Board of Preachers at the Morehouse College and has been the recipient of numerous community service awards for his tireless work and service for the advancement of community & kingdom.
In 2017 Dr. Monford was overwhelmingly elected Moderator of the Northwestern Ohio Missionary Baptist Association wherein he serves more than eighty five churches.
Dr. Monford is the husband of the former Teresa A. Humphries. They have four children, Brian, Jr., Brandon, Brianna, and KEYNOTE
