During the summer of 2004, Rev. Dr. George F. DeFord and other Southern Maryland Morgan State University (MSU) graduates convened several meetings to gauge the interest in forming a local alumni chapter. An initial organizing meeting, which attracted 15 MSU alumni, was held on October 16 2004, at Metropolitan United Methodist Church in Indian Head, Maryland. At a subsequent meeting on November 20, 2004, the following individuals were elected to office:
Treasurer—Charles Simpson
Secretary—Vera Walton-Merritt
Financial Secretary—Joan Chapman
Corresponding Secretary—Victor D. Watson
Historians—Thomas Datcher and Aaron Mathis
Chaplain—Rev. Ed Williamson
With 17 members in attendance, the Chapter was officially chartered on May 14, 2005 during the annual business meeting of the Morgan State University National Alumni Association.
Through the awarding of scholarships to prospective Morgan State students from Southern Maryland, health related outreach and awareness activities in the community, Adopt A Road, partnering with other MSU entities such as Patuxent Environmental and Aquatic Research Laboratory (PEARL), the Chapter has successfully lived up to its mantra: Come Back—Give Back. It is our sincere desire to continue to provide support to our Alma Mater and to the communities in which we reside and work.

She serves in a leadership capacity (2018 to Present) as President of East-John Youth Center, Inc. with an unwavering drive and commitment to “getting it done” through a team collaborative approach.
In addition, she has also served as the President of the Calvert Education Association (CEA) for 2 years, formerly a Representative for the Lusby Charge (Eastern UMC and St. John UMC) of the Tobacco and
Cancer Coalition with the Calvert County Health Department at Calvert Hospital. Mrs. Banks was also a Volunteer with the American Cancer Society as well as the Calvert Relay for Life for many years since her diagnosis and recovery in 1994. She has also Coordinated the Maryland Food Bank Food Drive for the Lusby Charge and East-John Youth Center (EJYC), in addition to serving as Church Council Chairman of the Board of Eastern United Methodist Church for the past 10 Years (since 2014).
Mrs. Banks is also a Founding Member of the Maryland Chapter of American Mothers Inc. established in 2013. She obtained her Bachelor of Science in Elementary Education from Coppin State College in 1976 and her Masters of Science in February 1982 from George Washington University. She is a life-long resident of Calvert County, Maryland and when she is not busy looking out for family, seniors, sick and shutins, neighbors, church family and friends, she can be found communicating verbally or spending time with her children.
Now retired she is just as busy as she was when she was working, but remaining involved and in touch with the community has always been and will continue to be a passion and priority to her. A woman of Faith and Strength; God, family, and service are what fill her heart as all who know her will attest to.
MRS. TOYKETA C. WEBB
Toyketa Webb, native of Charles County, Maryland has dedicated her career to serving families and children in the community. She is the wife of Kiante Webb Sr. for 17 years and mother to 3 children Kianna (Graduate of Delaware State University), Karma and Kiante Jr. She attended Charles County Public Schools and graduated from Maurice J. McDonough High School in 1997. She pursued her A.A. Degree in Primary Education at College of Southern Maryland and then transferred to Delaware State University. While attending McDonough High School she was awarded 4 State Championships in softball.
Ms. Webb initiated her career working with Southern Maryland Community Action as a Head Start Teacher, where she progressed to the position of Family Services Coordinator. This experience inspired her to pursue a career focused on supporting children and families within the community. She spent over 18 years working with families facing various challenges, including health issues, housing, mental health, and disabilities, in Head Start Programs across Fairfax County, Falls Church and Prince George’s County. Ms. Webb returned to Charles County and took on the role of College and Career Counselor at Westlake High School.
In 2021 Ms. Webb came back to Charles County where she currently serves as the College and Career Counselor at Westlake High School. She is superb in her profession and plays such an integral role in the lives of students at Westlake High School. She goes above and beyond in the care and dedication that she has made on numerous students who have now gone on to excel in college, universities, military and the professional workforce. The role that she plays in cultivation and changing the trajectory of thousands of students is often behind the scenes and done in such a selfless manner; however, the impact that she makes on a daily basis is hard to quantify. In addition to the phenomenal work ensuring students are attentive, educated, and highly competitive
in applying to scholarships she has built and cultivated phenomenal relationships with a plethora of Community stakeholders within Charles County, each year, she coordinates Senior Portfolio where professionals from the community interview, mentor and engage with students to help refine and sharper interview and presentation skills before graduation. This would not be possible without the innate ability that Mrs. Webb has in building and strengthening outstanding community relationships with businesses and legislatives in the region.
Mrs. Webb’s leadership reflects highly upon Westlake High School, Charles County Public Schools and the entire Southern Maryland Region. In the 3 years that Ms. Webb has worked at Westlake High School she has transformed the College and Career Center into a place of blossoming. In 2023 Westlake High had the most applicants and winners for the Alfred Street Baptist Church Scholarship Foundation. In the DMV Westlake had 14 winners. According to representatives this was the first year that Westlake High School student had participated. (Scholarships ranged from 1,000-5,000) Ms. Webb has worked with several local and in state colleges and universities to build enrollment. This year students were able to attend field trips to Salisbury University, Howard University, University of Maryland Eastern Shore, John Hopkins, St. Mary’s College. 60 students were also able to attend Morgan State University for “Explore Morgan Day” Ms. Webb has also had the most applicants for the Charles County Scholarship Fund for 2023 and 2024, with 2024 receiving the most money in the County from the Scholarship fund.
As we all know everyone’s path is not to attend college. Ms. Webb ensures that every student has a post-secondary plan that fits them. Working with local military branches students can take the ASVAB assessment twice a year for free. Ms. Webb has also established tutoring for students that need extra help in various area of the assessment. For students that are wishing to go straight to the work force Ms. Webb works with local partners and business for on-the-spot interviews. Students are also able to interview for various positions during school hours for Ledo’s pizza, Burn Box Pizza, Chick fil- la, Charles County Public Schools, Parks and Recreation, SMECO, 602 apprenticeships etc. This year Ms. Webb also partnered with the local Chick fil-la to give each student accepted in college, military enlistment of job offers free meals. Students also work closely with Ms. Webb to ensure they stay on track with post-secondary plans by using a new curriculum -Xello 9-12th grade. Ms. Webb finds so much joy in seeing students succeed and work hard for their goals.
In her free time Ms. Webb stays busy with her 2 younger children who both play travel basketball, and flag football. Ms. Webb enjoys giving back to the community that has given her so much. Charles County will always be my home and I have always been honored to work with our youth in this community. They are our future

Fair Morgan, we love thee, so tried and so true
Our hearts at thy name thrill with pride
We owe thee allegiance, we pledge thee our faith, A faith that will ever abide.
~ ~ Chorus ~~
We pledge thee our love; we pledge thee our faith, Whatever the future may bring.
And thus our devotion, fidelity too, And homage we pay as we sing.
Fair Morgan, as onward the years quickly fl y,
And thou livest in memory sweet.
We bring thee our laurels whatever they be, And lay them with joy at thy feet.
