Transformational. Human-centered. Service-focused. SoFLE programs are designed to give aspiring and new federal leaders an immersive experience that focuses on the whole person.
New Supervisor Immersion (NSI) Program
A hybrid, cohort-based program that delivers 141 hours of instruction, coaching, and self-discovery over 12 weeks. The focus of this immersive program is to convey the knowledge and skills necessary to make a successful transition from technical contributor and/or individual contributor to supervisor. NSI is built as a structured accelerator program, rapidly building expertise in a variety of content areas and skills immediately applicable to the learner’s job.
Mid-Level Enrichment (MLE) Program
A 15-week immersive experience for federal leaders tasked with making strategic organizational decisions. Aligned with the OPM ECQs, DoD Civilian Leaders Development Framework, and the DoD Civilian Leader Development Continuum, MLE provides a practical approach to the leadership skills and technical knowledge every senior leader needs.

I am Alabama Bred! I am Spelman College fed! And I am honored to be serving as the 15th National President of Blacks In Government (BIG), an organization that has been dedicated to equity and excellence in public service since 1975!
Of course, the NTI is the centerpiece of our national efforts. And this year we are ready to leave a BIG footprint of training and community service in Tampa, Florida.
In fact, hosting our training at the Tampa Convention Center will allow us to bring in even more Senior Executive Service ( SES ) members, agency o ffi cials, and industry experts to facilitate our training and provide enhanced networking opportunities. So, whether you are a federal, state, or local government employee, the NTI will have workshops, networking, and information sharing opportunities to facilitate the growth of your workplace skills and personal development. In addition, the agency forums held onsite will facilitate active and practical discussions on the many recent developments in public service.
Come to Tampa and you will readily see that the NTI is an effective mechanism to take your career to the next level.

BLACKS IN GOVERNMENT® HISTORY
Blacks In Government® (BIG) was established in 1975 and incorporated in 1976 by a small group of African Americans at the Public Health Services which is a part of the Department of Health, Education and Welfare (HEW) in the Parklawn building in Rockville, Maryland. The organization was viewed as essential to the Black civil service employee, based on a wide assortment of racially motivated problems faced by the HEW Black employees in Rockville. Initially, it was thought that the umbrella organization would address only the problems at the Federal level. However, it was soon determined that State, County, and Municipal Black employees were faced with the same general type of employment problems.
Nonetheless, Blacks In Government was organized in 1975 and incorporated as a non- profit organization under the District of Columbia jurisdiction in 1976. BIG has been a national response to the need for African Americans in public service to organize around issues of mutual concern and use their collective strength to confront workplace and community issues. BIG's goals are to promote EQUITY in all aspects of American life, EXCELLENCE in public service, and OPPORTUNITY for all Americans.
BLACKS IN GOVERNMENT® GOALS AND OBJECTIVES
BIG FUNCTIONS AS an employee support group, as an advocacy group, and a resource group for Black civil servants:
1. To be an advocate of equal opportunity for Blacks in government.
2. To eliminate practices of racism and racial discrimination against Blacks in government.
3. To promote professionalism among Blacks in government.
4. To develop and promote programs which will enhance ethnic pride and educational opportunities for Blacks in government.
5. To establish a mechanism for gathering and disseminating information for Blacks in government.
6. To provide a nonpartisan platform on major issues of local, regional, and national significance that affect Blacks in government.

Top Ten Reasons Why You Should Join BIG
1. BIG Works for You: BIG is the only organization dedicated to the interests of the African American public servant. Other organizations may touch upon the problems that impact you but BIG is made up of people who share your interests, your concerns, and your problems.
2. BIG is an Advocate: BIG speaks out on issues affecting the government workplace. BIG testified before the Congress on legislations reforming the EEO process, racial discrimination in government, and affirmative employment. BIG also spoke out on the disparate rate of discharge of African Americans from the federal service, the national performance review, and downsizing. BIG recently had a public hearing on the assault against affirmative action.
3. BIG is an employee support group: If you have a problem on the job, your BIG chapter can be an excellent resource for help and counsel. Many BIG members have dealt with similar problems and can suggest strategies for combating them. BIG also has a list of attorneys experienced in handling the type of problems BIG members may encounter.
4. BIG is a professional development organization: Every year BIG sponsors a national training conference which brings together national leaders and experts from around the country to address Black government workers. The conference is a unique training experience for government workers, providing you an exposure to issues often overlooked in the day-to-day workplace.
5. BIG is a community resource: Your BIG chapter can be a strong force in the community helping to fight such community problems as drug abuse, teenage pregnancy, AIDS, illiteracy, and voter registration. The skills you develop on the job can be invaluable in promoting community activities through your BIG chapter.
6. BIG is networking: By becoming a member of BIG, you are becoming a part of an organization that includes workers from all levels of government and all areas of the public workforce. The national training conference provides opportunity to meet experts from around the country, employers from other agencies, and pick up information and resources that can help you professionally and in your personal growth.
7. BIG is a chance to make a difference: We can accomplish together what you cannot do alone. With BIG you can work toward your goals with people who have similar goals. You can do something about the institutional and socioeconomic problems you face in the workplace and in the community. You can use your skills and talents in a setting in which they are needed.
8. BIG keeps you informed: BIG keeps you up to date with the latest developments affecting the African American government employee. From the Washington, D. C. headquarters, we publish the monthly BIG Bulletin, and a quarterly magazine, The BIG Reporter. Regions and chapters also publish newsletters that focus on local issues.
9. BIG recognizes your achievements: Each year BIG gives out awards to those who have made a major contribution to the goals and objectives of the organization. Regional councils and local chapters also recognize such achievements. These awards set role models for excellence in government service.
10. BIG is an opportunity: BIG is the chance you have been waiting for to step up and take your place in the loop. Honorable Ventris C. Gibson
In 2022, the President of the United States nominated, and the Senate unanimously confirmed, the Honorable Ventris C. Gibson as the 40th Director of the United States Mint. She is the first African American to lead the U.S. Mint which is the largest Mint in the world. She served as its Deputy Director prior to her presidential appointment.
Director Gibson is a U.S. Navy Veteran, joining the Mint from District of Columbia Government. Prior to her service with the District, she served as the Associate Deputy Assistant Secretary with the U.S. Department of Health and Human Services and also as the Director of Administration for the National Labor Relations Board.
Ms. Gibson’s career includes leadership roles in the Federal Aviation Administration, where she was Assistant Administrator for Human Resources; Deputy Assistant Secretary for Human Resource Management at the Department of Veterans Affairs (VA) and its first Deputy Assistant Secretary for Resolution Management. She was VA’s highest- ranking woman veteran responsible for human resources management and civil rights programs affecting 230,000 employees.
With a career spanning more than 40 years in executive and professional positions, Ms. Gibson is the recipient of numerous awards and commendations. She received the Exceptional and Meritorious Service Awards, the Department of Transportation’s Presidential Transition Award, and the Northern New Jersey Metropolitan Area’s prestigious “Woman of the Year” award.
A graduate of the Federal Executive Institute, Ms. Gibson attended the University of Maryland, University College. She has three children, four grandchildren, and a golden retriever.

Keynote Speaker
Leon W. Russell was elected Chairman of the NAACP National Board of Directors at its Annual Board of Directors meeting in New York on February 18, 2017. Mr.Russell has served as a member of the NAACP National Board of Directors since 1990.
Mr. Russell retired in January 2012 after serving as the Director of the Office of Human Rights for Pinellas County Government, Clearwater, Florida since January 1977. In this position, Mr. Russell was responsible for implementing the county’s Affirmative Action and Human Rights Ordinances which provide for the development of a racially and sexually diverse workforce reflecting the general make-up of the local civilian labor force and the implementation of the county’s Equal Employment Opportunity Programs. Programs involved in the implementation of this ordinance cover employees in all the departments under the County Administrator and the fi ve Constitutional Officer.
In September 2007, Mr. Russell was elected President of the International Association of Official Human Rights Agencies (IAOHRA) during its annual meeting in Atlanta, Georgia. The IAOHRA Membership is agency based and consists of statutory human and civil rights agencies throughout the United States and Canada as well as representation from other nations. These agencies enforce state and local civil rights laws and are actively engaged in reducing and resolving intergroup tension and promoting intergroup relations. Mr. Russell concluded his second term as IAOHRA President at the conclusion of the IAOHRA Annual Conference in Austin, Texas in September 2011.
Mr. Russell has served as a member of such organizations as International City Management Association; National Forum for Black Public Administrators; Board of Directors of the Children’s Campaign of Florida; Blueprint Commission on Juvenile Justice with responsibility for recommending reforms to improve the juvenile justice system in the state of Florida; past board member of the Pinellas Opportunity Council; and past President and board member of the National Association of Human Rights Workers. Currently, he serves as Chairman of the American Children’s Campaign (formerly Children’s Campaign of Florida)
Mr. Russell has received numerous civic awards and citations. He was born and grew up in Pulaski, Virginia where he attended segregated Calfee Elementary School, Christiansburg Institute and graduated from Pulaski High School in 1968. He is a 1972 graduate of East Tennessee State University in Johnson City, Tennessee with a BS in Political Science. His first job out of college was as a Field Representative for the Kentucky Commission on Human Rights in Louisville, Kentucky. In 1977, he was recruited by the International City Management Association and moved to Pinellas County, Florida to become the Director, Affirmative Action.

Wilson, 4th Degree Black Belt, Master of Tae Kwon Do and are offered in individual and group formats. The program is family oriented and open to males, females, children and adults from 6 years of age and older. The class consists of fitness drills, stretching, offensive & defensive tactics, and Hyungs or forms practice. Promotional exams are conducted every 90 days to award belts and to measure proficiency.
