I am excited to share with you a special edition of The BIG Reporter, which highlights the 45th Blacks In Government National Training Institute. This issue is particularly significant as it delves into the vital themes of democracy and its relationship to the work of federal government employees.
In this special edition, you will find insightful articles and resources that underscore the importance of active participation in our democratic processes As members of a community dedicated to public service and advocacy, it is crucial that we engage with these discussions and reflect on how our roles influence the governance of our nation
I encourage each of you to take the time to read this issue thoroughly Your voice matters, and as we approach upcoming elections, it is imperative that we all exercise our right to vote. Every vote contributes to shaping the policies and future of our government, ensuring that our collective perspectives are represented.

The Blacks In Government (BIG) 45th Annual National Training Institute (NTI) was held in Tampa, FL August 12-15, 2024. The theme: The BIG Experience: Providing Tools & Strategies for an Innovative Workplace which aimed to focus on learning, collaborating, encouraging, giving back, and empowering opportunities for all dedicated to equipping attendees with the skills and knowledge needed to succeed in their roles.
The BIG NTI is known for being one of the most effective training experiences for public servants at all levels, including Federal, state, local, and private sector employees The four-day event was packed with workshops covering a wide range of professional development topics, from federal budgeting to artificial intelligence to leadership development. In addition other session offer to help navigate your career path, from resume-building to pathways to the SES, to retirement preparation.
In addition to the valuable workshops, daily mentoring and networking opportunities, workshops for veterans, and special sessions tailored for the NOW Generation members and attendees under 40. BIG is committed to creating a supportive and inclusive environment where everyone can thrive and grow.
BIG has a strong membership of over 8,574 members all over the United States. This particular NTI over 2671 individuals attended. The NTI had several large support agencies such as EPA, DHS, GSA, VA, which many agencies sent over 200 employees and EPA was also a title sponsor.
BIG is a volunteer organization with hundreds of members serving in leadership roles. The Coast Guard Chapter has several members in leadership roles at the National, Regional, and Chapter levels. Dewayne Corbett serves as Chapter President and Delegate, Lashanda Jones serves as Immediate Past President and Vice President, Catherine Davis serves as 2nd Vice President, who also led the Juneteenth Celebration and secured the guest speaker "The Grandmother of Juneteenth" Christina Campbell serves as Chapter Secretary, Glenn Grayer serves as Treasurer and Delegate, and served on the Communications Tiger Team at the NTI. William Speight serves at the National level as Head of Security to the National President of Blacks In Government, and Kristina Price serves as National Communications and Public Relations Chair and Delegate.
The Honorable Shirley A Jones, Esq , National President, set out to Tampa to “Leave a BIG Footprint”. The opening plenary keynote speaker was Ventris Gibson, the first black woman to lead the US Mint. Other guest speakers included the mayor of Tampa and Delegate. Visit Tampa Bay dedicated a paver on the Riverwalk to BIG. An unveiling ceremony was held, and several local news outlets reported on this occasion.
The John Lewis legislative lunch featured guest speakers from local government. BIG sponsored 100 high school and college students to attend the NTI Future Leaders in America’s Government Summit, where students visited the FBI in Tampa.
BIG hosted the President’s Reception and Military Veterans Emphasis Program at the Tampa Convention Center in Tampa, FL., where the Military Meritorious Service Award was presented to CDR Roberto C. Concepcion, Chief of the Response Department at the U.S. Coast Guard Sector Maryland-National Capital Region.
The annual recognition honors military service members (Active Duty or Reserve) or a civilian employee whose attributes best epitomize the Core Values of Honor, Respect, and Devotion to Duty. Several Coast Guard personnel were in attendance to support this remarkable honor.
There were over 246 workshops offered at this year’s NTI, the largest number in BIG's history Topics included AI, TSP, Federal Benefits, Communication, information technology, leadership, and the EEO institute. Federal agencies aimed to embrace inclusion and diversity initiatives while providing recruitment opportunities. Various agencies such as VA, GSA, EPA, NSF, FDA, NASA, DHS, DOC, USAF, USSF, DOI, HUD, FEMA, HHS, and CIA participated in the NTI by hosting their own agency forums and career-driven events. This collaborative effort showcased a commitment to fostering a diverse and inclusive workforce within the federal government. Lastly, in an effort to ensure all BIG attendees are safe and informed networking events were hosted on the training grounds in the evenings after workshops. The two most talked about events were the Rep Night and Closing Plenary. BIG invited historically black college and university graduates to attend representing their perspective college or university and the Divine 9 commemorated the event with a stroll step At the closing plenary, the keynote speaker was Mr. Leon Russell, Board Chairman of the NAACP. At the conclusion of the closing plenary we had a spectacular concert featuring the award winning Lady Tramaine Hawkins.
BIG has been paving the path to leadership positions for many years. Next year at the 46th National Training Institute in New Orleans August 4-7,2025 BIG will be celebrating 50 years of equity, excellence and opportunity and certainly this will be done in a BIG way.

60th Anniversary of Civil Rights Act
On July 2, 2024 many celebrated the 60th anniversary of the Civil Rights Act being signed into law. This landmark action, signed by President Lyndon B Johnson in 1964, outlawed the discrimination on the basis of race, gender, religion, and sex. This law not only required protection for people of color in the workplace, but also ended racial segregation in schools and public arenas, and eliminated unequal voting registration requirements for Black citizens across the United States of America. Unfortunately, discrimination and inequity have continued on many different fronts. But the Civil Rights Act was a significant step in the fight for equal treatment, opportunities, development, and growth for all Black Americans across the United States of America.

Blacks In Government (BIG) was established on March 27, 1975 and formally incorporated that following year in 1976. Well on March 27, 2025 the members of BIG will celebrate 50 years of Excellence, Equity, and Opportunity in public service with all our members across the United States of America, divided into eleven geographical regions, to include Hawaii, Alaska, and Puerto Rico.
We owe a lot to our founding members of BIG, who grew this great organization form the Department of Health, Education and Welfare, at the Parklawn Building in Rockville, Maryland. These founding members stepped up to address racial challenges faced by Black civil service workers.

Four Year Anniversary National Membership Committee
As of early 2021, the national membership of Blacks In Government (BIG) stood at 5,671 members. As the most valuable asset for the organization we made membership a “Top Priority”.
As the National Membership Chair, my committee holds the responsibility to develop and implement comprehensive membership activities. That will be directed to employees at all levels of government and project the philosophy, goals, and objectives of BIG
In addition, goals and objectives were developed for: 1) Recruitment enhancements 2) Enhance retention of national membership 3) Train regions, chapters, and national membership on Impexium 4) Address the benefits of a BIG membership with the national membership, new recruits, and any potential members 5) Implement and manage programs that motivate, drive interest, increase networking, and development of members 6) Design and implement, membership material for the national organization of BIG 7) Coordinate membership surveys, open lanes of communication on various levels, provide national membership standings, and effectively implement and improve membership response times/customer service.
We are a member focused organization, with concentration around training, and advocacy. Yes, advocacy is not just when BIG goes to stand up for you. But it is the networking, mentoring, support, understanding, sympathy and empathy for one another, the caring, the ethnic pride in our culture, the civil rights history we share, the historical event witnessed in 2008, and hopefully a repeat in 2024.
This has been a joyous journey in making new friends, excellent opportunities to build a diverse network, a proud moment to stand outside of your comfort zone, and a Blessed moment to go from 5671 members in 2021 to 8900 in 2024...Won’t He Do It!

This year’s election has led to a conversation regarding our current aging presidential candidates.This has contributed to an alienation of young, Black voters. However, there is also an impending shift in Congress as more millennial and Gen Z candidates prepare to enter national public service.
With this generational shift, the young vote is one that is of utmost importance This is especially true, as many young Americans are disconnecting from politics entirely. This disconnection is unacceptable, as our vote could save democracy. Voting is our civic duty and our ancestors fought for the right to vote. Let’s not let their efforts be in vain.
Your vote does matter There is a direct connection between voting and public policy, and we need to realize how this affects our lives today and our future. Voting is your chance to advocate for the issues you care about, like affordable housing, economic justice, environmental protection, healthcare, and quality education. Voting also gives you a say in where your tax money is spent. Increasing the number of people that vote in each election means better representation
Vote early and vote often. Beat the crowd and mail in your ballot early. Although this is a presidential election year, we need to remember that voting is key at local, state, and national levels.
Voting is not the only action to take.Before you go out to vote, you need to be informed Do the work to understand the issues that are on the ballot Volunteer to get the word out in your community through phone banking, door-to-door outreach, and text messaging. Take someone with you to the polls, a simple invitation may encourage them to get involved.
Although we are years removed from the Civil Right Movement, our time for action is now.
